HE HAS BEEN INSTRUMENTAL IN HELPING YOUR VITALIZE AND ORGANIZE THE CIGARETTE HILL DISCOVERY GARDEN UNDER HIS LEADERSHIP.

HE SPEARHEADED THE COMPOST PROGRAM SO THAT ALL GARDENERS WILL LEARN HOW TO COMPOST WHILE HAVING ACCESS TO THE TREE COMPOST AT THE GARDEN, IT IS APPARENT THAT HE CARES DEEPLY ABOUT THE COMMUNITY ENGAGEMENT AND IS CONSTANTLY DREAMING OF WAYS TO FOSTER THAT IDEA.

DOUG WAS BROUGHT IN AS CEDAR HILL DISCOVERY GARDEN EVENT COORDINATOR, AND HE PLANTED BEAUTIFUL SUNFLOWERS AROUND THE GARDEN TO ENHANCE THE APPEARANCE AS WELL AS TO ATTRACT POLLINATORS.

DOUG HAS DEDICATED COUNTLESS HOURS TO THE CEDAR HILL DISCOVERY GARDEN, TURNING THE COMPOST PLANTING SEEDS AND MAINTAINING

THE COMMON AREAS OF THE GARDEN.

HIS KNOWLEDGE AND EXPERIENCE ARE UNDENIABLE.

HE IS, HE HAS HELPED NEW AND INTERMEDIATE GARDENERS BECOME SUCCESSFUL AT MAINTAINING YOUR PLOTS.

AND HE PROVIDES INFORMATIONAL VIDEOS EACH WEEK, WHICH CAN BE SEEN BY ALL CEDAR HILL RESIDENTS.

DOUG HAS ALSO HOSTED WORKSHOPS ON GARDENING AT THE ZULA B WILEY PUBLIC LIBRARY AS A LOCAL ARTIST.

HE ASSISTED WITH DECORATING THE GARDEN SIGNS FOR EACH GARDEN PLOT.

HIS LOVE FOR PLANTING AND GROWING GOES BEYOND THE GARDEN.

DOUG IS THE EPITOME OF WHAT GIVING BACK TO COMMUNITY IS HE'S TRULY DESERVING OF THIS HONOR AND THROUGH THE GOOD SAMARITAN RECOGNITION AWARD PROGRAM, THE ENTIRE COMMUNITY WILL KNOW HOW THEIR UNSELFISH EFFORTS HAVE MADE AND WILL CONTINUE TO MAKE A DIFFERENCE IN CEDAR HILL.

UH, EVER PRESENT, UH, PROCLAMATION OFFICE OF THE MAYOR, WHEREAS MUNICIPAL COURT PLAYS A SIGNIFICANT ROLE IN PRESERVING PUBLIC SAFETY AND PROMOTING QUALITY OF LIFE IN TEXAS.

AND WHEREAS MORE PEOPLE COME IN CONTACT WITH MUNICIPAL COURTS THAN ALL OF THE TEXAS COURTS AND PUBLIC IMPRESSION OF THE TEXAS JUDICIAL SYSTEM IS LARGELY DEPENDENT ON THE PUBLIC'S EXPERIENCE IN MUNICIPAL COURT.

AND WHEREAS THE PROCEDURES OF THE CEDAR HILL MUNICIPAL COURT OPERATIONS, WHICH SET FORTH IN THE TEXAS CODE OF CRIMINAL PROCEDURE AND OTHER LAWS OF THE STATE OF TEXAS.

AND WHEREAS THE CITY OF SEATTLE HERO IS COMMITTED TO THE NOTION THAT OUR LEGAL SYSTEM IS BASED ON THE PROMO PREMISE PRINCIPLE, THEN AN INDEPENDENT, FAIR AND COMPETENT JUDICIARY WILL INTERPRET AND APPLY THE LAWS THAT GOVERN US AND THAT JUDGE AND THE JUDGES AND COURT PERSONNEL SHOULD COMPLY WITH THE LAW AND ACT IN A MANNER THAT PROMOTES PUBLIC CONFIDENCE IN THE INTEGRITY AND IMPARTIALITY OF THE JUDICIARY.

AND WHEREAS THE CITY COUNCIL RECOGNIZES THAT THE CONSTITUTION AND LAWS OF THE STATE OF TEXAS CONTAINED PROCEDURAL SAFEGUARDS IN CRIMINAL CASES FOR ALL DEPENDENTS, INCLUDING ENTITY, DEFENDANTS, AND SUPPORTS THE CEDAR HILL MUNICIPAL COURT BY COMPLYING WITH SUCH LEGAL REQUIREMENT.

UH, IN OUR TWO CHILDREN, I HAVE A PROCLAMATION I WOULD LIKE TO READ DOMESTIC VIOLENCE AWARENESS MONTH STARTED IN OCTOBER, 1981 AS A WAY TO CONNECT ADVOCATE ACROSS THE NATION WHO WERE WORKING TO END VIOLENCE AGAINST WOMEN AND THEIR CHILDREN, DOMESTIC VIOLENCE, TEARS, FAMILIES, APART WITH DEVASTATING CONSEQUENCES THAT CAN LAST FOR GENERATIONS TRAGICALLY, MORE THAN 10 MILLION AMERICANS SUFFER AT THE HANDS OF LOVED ONES EACH YEAR.

AND WOMEN ARE TWICE AS LIKELY TO BE TARGETS OF THIS HIDEOUS CRIME AS MEN AND DOMESTIC VIOLENCE AWARENESS MONTH HAS SINCE EVOLVED A SIGN IN LIGHT ON THIS SILENT CRIME THAT IMPACTS MEN, WOMEN, AND CHILDREN IN THE CITY OF CEDAR HILL EACH DAY.

AND NUMBER TWO, THE CLASSIFICATION OF THE PROPOSED COMMUNITY IN RELATION TO THE ANDERSON ROAD PROJECT.

ALTHOUGH WE ARE AWARE THAT TONIGHT'S VOTE IS ON ZONING.

OUR CONCERN IS FOR THE UPCOMING PLANNING MEETING AND BOAT.

SO WE WANT TO JUST LET IT BE KNOWN THAT THE FOUNTAINS RESIDENTS ARE CONCERNED OF THIS PROCESS.

ACCORDING TO THE DOCUMENTS THAT WERE PRESENTED ON SEPTEMBER 22ND DURING THE COUNCIL MEETING AND TONIGHT'S MEETING THE DEVELOPER IS PLANNING TO HAVE ONE HOUSE BUILT INSIDE OF OUR GATED COMMUNITY.

NUMBER 18, THIS ONE HOUSE WOULD BE FACING INSIDE OF OUR COMMUNITY.

IT'S CURRENTLY, UH, A FENCE THERE AND WITH THE FENCE, UM, IT APPEARS THAT THE DEVELOPER WANTS TO TURN HIS HOUSE BACKWARDS AND FACE INTO OUR COMMUNITY.

AND THERE IS NOT A DRIVEWAY FOR THAT HOUSE TO, UH, GIVE ACCESS TO THE RESIDENT WHO LIVES IN THAT ONE HOUSE.

SO THAT IS A MAJOR CONCERN FOR OUR COMMUNITY BECAUSE, UM, WE FEEL THAT THE DEVELOPER IS PUTTING TOGETHER THIS PLAN.

UM, WE ARE NOT OPPOSED TO THE BUILDING OF THE HOMES, BUT WE ARE CONCERNED ABOUT A HOUSE BEING PLACED INSIDE OF OUR GATED COMMUNITY WITHOUT SEEKING THE INPUT OR APPROVAL FROM THE BOARD OR THE RESIDENTS OF THE FOUNTAINS.

SO THAT IS OUR CONCERN.

WE KNOW THAT SINCE IT'S BEING DEVELOPED RIGHT NOW AND WE'RE IN THE PLANNING PHASES, THIS IS A PERFECT TIME TO MAKE SURE THAT THE DEVELOPER CAN BUILD HIS OWN ROADS THAT LEAD IN AND OUT FOR EVERY ONE OF HIS RESIDENTS.

SO 100% OF THEM, UM, WE DON'T FEEL THAT IT IS NECESSARY FOR ONE OF HIS RESIDENTS TO HAVE TO COME THROUGH OUR GATED COMMUNITY WHEN YOU COULD ACTUALLY DO OTHER THINGS TO MAKE THAT WORK IN YOUR COMMUNITY SINCE IT HASN'T BEEN BUILT.

SO WE WANT TO MAKE THAT KNOWN AS WELL.
