IT'S GREAT TO SEE YOU TODAY AND TO ALSO BE ABLE TO CELEBRATE THIS ADDITIONAL MILESTONE AND THE DELIVERY AND THE, UH, THE ACCESSIBILITY OF PUBLIC MEETINGS TO OUR PUBLIC IN THE AGE OF COVEN AND BEYOND YOU MAY RECALL, IT WAS LAST YEAR THAT THE COUNCIL SET OUT A NUMBER OF OBJECTIVES RELATED TO IMPROVING COMMUNICATIONS AND ENGAGEMENT WITH THE COMMUNITY.

AND ONE OF THOSE WAS TO INCREASE THE TECHNOLOGY AVAILABLE FOR A BROAD RANGE OF OPPORTUNITIES FOR THE PUBLIC.

UH, THIS WAS BEFORE COVID WAS SOMETHING WE WERE EXPECTING BY THE WAY.

UH, ONE OF THOSE WAS TO BE ABLE TO, UM, MAKE BETTER USE OF TECHNOLOGY SO THAT PEOPLE, REGARDLESS OF WHAT'S GOING ON, HAVE THE OPPORTUNITY TO ATTEND AND VIEW CITY COUNCIL MEETINGS, WHETHER LIVE OR, UH, TO ARCHIVE IT LATER.

UH, THIS IS OUR VERY FIRST NIGHT.

IT IS THE RESULT OF A LOT OF WORK BY OUR CITY SECRETARY AND HER TEAM AND, UH, RUSSELL REED AND FACILITIES TEAM, AND THEN, AND OUR ALL IN OUR IT FOLKS.

SO THEY'RE ALL AROUND THE ROOM.

UH, MAKING SURE THAT THINGS WORK OUT, UH, AT A FUTURE BRIEFING, WE'LL SHOW A FEW OF THE ADDITIONAL, UM, ITEMS THAT COME ALONG WITH THIS, INCLUDING THE ABILITY, UH, NOW THROUGH THE USE OF THE AGENDA SOFTWARE, WE USE TO BE ABLE TO PULL UP THE VIDEO ASSOCIATED WITH A SPECIFIC AGENDA ITEM THAT YOU MIGHT BE INTERESTED IN.

UM, ON THAT NOTE, UH, SHOUT OUT TO OUR FACILITIES PERSONNEL AND THE FINE FOLKS AT CEDAR HILL POLICE DEPARTMENT WHO HAVE BEEN DOING ABOVE AND BEYOND DUTY AND HELPING TO SUPPORT OUR FRIENDS IN DALLAS COUNTY AND THE EARLY VOTING PLACES THAT HAVE OCCURRED BOTH AT THE REC CENTER AND HERE IN THE GOVERNMENT CENTER, UH, WE'VE HAD, UH, WE'VE HAD ALL KINDS OF THINGS, WEATHER AND RECORD TURNOUT AND SO FORTH.

AND YET, UH, THROUGH THEIR DUE DILIGENCE, WE'VE BEEN ABLE TO MAKE SURE THAT THE, THAT THE PLACE IS SAFE AND PEOPLE CAN ACCESS THE POLLING PLACE AS WELL.

AND THAT, UH, THINGS MOVING ON.

SO I WANNA EXPRESS MY APPRECIATION TO THE POLICE DEPARTMENT, FACILITY, STAFF, UH, FOR THEIR WORK THERE.

UM, AS YOU KNOW, WE ARE ENDING THE MONTH OF OCTOBER, UH, THIS SATURDAY, AND, UH, WE'LL BEGIN THE, UH, HOLIDAY SEASON SHORTLY THEREAFTER.

UM, I HAVE ASKED, UH, OUR ASSISTANT POLICE CHIEF, UH, REESE TO BE ABLE TO COME UP AND GIVE YOU A VERY QUICK LITTLE UPDATE ON A TRAFFIC SAFETY INITIATIVE.

THE POLICE DEPARTMENT WILL BE ROLLING OUT IN NOVEMBER, CHIEF REITS, GOOD EVENING, EVERYONE MAYOR CITY COUNCIL.

GOOD TO SEE EVERYONE IN PERSON IT'S BEEN MONTHS SINCE I'VE SEEN EVERYBODY IN THIS SETTING.

SO IT'S GOOD TO SEE EVERYONE.

UH, CHIEF REYES HAS COME UP WITH A HOLIDAY TRAFFIC INITIATIVE WHERE HE IS REQUIRING ALL NON PATROL OFFICERS.

DO YOU SPEND AT LEAST FOUR HOURS OUT IN A SQUAD CAR IN UNIFORM WEARING CAMERAS AND EVERYTHING ELSE WORK IN TRAFFIC? UH, HIS GOAL WAS BETWEEN NOVEMBER AND DECEMBER.

AND WE ALL KNOW THAT DURING THIS TIME WE HAVE MORE VISITORS TO OUR CITY, UH, FOR SHOPPING CENTERS, WE HAVE THE NEWLY WIDENED 67 THAT IS OPEN TO THREE LANES.

NOW THERE'S STILL WORK ON SOME OF THAT.

AND, UH, WE JUST HAVE MORE PEOPLE OUT AND ABOUT DURING THAT TIME.

SO OUR GOAL IS TO HAVE A GREATER PRESENCE OF PATROL OFFICER PATROL CARS OUT THERE TO, UH, HELP WITH THE TRAFFIC FLOW, TO HOPEFULLY PREVENT, UH, MORE TRAFFIC CRASHES FROM HAPPENING AND FOR A SIGN FOR THE NOT SO NICE PEOPLE.

AS WE CALL CRIMINALS, COME INTO OUR CITY, THE MORE OFFICERS AC THE LESS LIKELY THEY ARE TO STICK AROUND IN OUR CITY AND THEY'RE MORE LIKELY TO GO SOMEWHERE ELSE.

SO WITH THAT BEING SAID, WE'VE ASKED, UH, EQUATES TO 23 OFFICERS THAT INCLUDES THE THREE CHIEFS TO GET OUT THERE FOR A MINIMUM OF FOUR HOURS.

AND, UH, WE'RE, WE ARE GOING TO HIT THE MAIN THOROUGHFARES, UH, 67 BELTLINE 13 TO JOE WILSON, DUNCANVILLE ROAD, WINTER GREEN, ALL THOSE THEY'RE ALSO ALLOWED TO FOCUS, UH, SOME OF THE SMALLER INTERSECTIONS, SOME OF THE SMALLER FEEDER ROADS, AND EVEN GET INTO THE NEIGHBORHOODS WHERE THEIR SCHOOL ZONES THEY'RE REQUIRED TO DO THIS ONE SHIFT THAT THEY WANT TO DOUBLE UP.

YOU MAY SEE A COUPLE OFFICERS IN A CAR.

THEY OBVIOUSLY HAVE TO WEAR THE PROPER PPE DURING THIS COVID TIME, BUT IF THEY'RE GOING TO DOUBLE UP, THEY GET TO SPEND EIGHT HOURS IN A CAR.

SO THE GOAL IS TO GET MORE PEOPLE OUT THERE TO BE SEEN, UH, HELP TRAFFIC FLOW AND MAKE IT SAFER.

SO WITH THAT, DOES ANYBODY HAVE ANY, WELL, THE TIMEFRAME, THE DATES STARTING NOVEMBER, THEY HAD TWO MONTHS, NOVEMBER 1ST THROUGH DECEMBER 31ST, DECEMBER 31ST.

IT'S KIND OF HARD TO HEAR UP HERE WITH THE MUFFIN.

I KNOW I APOLOGIZE FOR THIS MASK, BUT I THINK IT'S A GREAT IDEA.

I THINK SO.

AND I'LL BE HONEST WITH YOU.

UH, AS YOU KNOW, IN JUNE THE CITY COUNCIL AUTHORIZED MAYOR MASON TO EXECUTE AN ILA WITH DALLAS COUNTY TO RECEIVE, UM, CARES, CARES, ACT RELIEF FUNDS, APPROXIMATELY $2.6 MILLION WAS ALLOCATED TO THE CITY OF CEDAR HILL OR NECESSARY EXPENDITURES INCURRED DUE TO THE PANDEMIC AND A CITY COUNCIL'S DIRECTION, STAFF FOCUS EFFORTS IN, UH, THE FOLLOWING CATEGORIES, UH, DARK RESPONSE AND MITIGATION RESIDENT ASSISTANCE AND BUSINESS ASSISTANCE, UH, FOR OUR DISASTER RESPONSE TO MITIGATION, UH, THAT, UH, THAT INCLUDED I, THAT HAS INCLUDED ITEMS, UH, SUCH AS, UH, SUCH AS, UH, PPE US INFORMATIVE SIGNAGE FOR RESIDENTS AND VISITORS TO REDUCE THE SPREAD OF CORONAVIRUS AND MEANS OF, OF OUR, UH, PUBLIC TO CONDUCT A CITY BUSINESS ELECTRONICALLY, INCLUDING HARDWARE AND SOFTWARE, A LOT OF LAPTOPS AND CELL PHONES FOR A CITY, FOR A CITY PERSONNEL, UH, TO BE ABLE TO, UH, WORK, UM, TO WORK REMOTELY, UH, AND THE WORKS.

UH, WE ARE RE UH, REQUESTING ADDITIONAL, UH, PP WE'RE ACQUIRING ADDITIONAL PPE FOR PUBLIC SAFETY PERSONNEL, UH, MOVING ONTO, UH, RESIDENT ASSISTANCE.

UH, WE, UH, LAUNCHED OUR, UH, RENT AND MORTGAGE ASSISTANCE, UH, PROGRAM, UH, WITH APPROVAL FROM CITY COUNCIL.

UM, AS OF OCTOBER 23RD, APPROXIMATELY $75,000 IN AND FUNDS HAVE BEEN DISTRIBUTED DIRECTLY TO OUR RESIDENTS FOR RENT, MORTGAGE AND UTILITY, UH, RELIEF.

UM, ON YOUR AGENDA TONIGHT, THERE IS A PROPOSAL FOR A GRANT IN THE AMOUNT OF $142,000 TO GO TO CEDAR HILL SHARES, UH, FOR THE REIMBURSEMENT OF EXPENSES, AS WELL AS TO SUPPORT A FOOD PANTRY OPERATIONS, INCLUDING, UH, PPE, UH, FOOD AND STORAGE.

OH, UH, ADDITIONALLY, UH, STAFF IS, UH, CEP IS, UH, WORKING, UH, WITH US WITH SEPARATE, UH, ECONOMIC DEVELOPMENT, TOURISM LIBRARY, AND THE CHAMBER TO FACILITATE A JOB ASSISTANCE PROGRAM, UH, FOR THOSE WHO ARE UNEMPLOYED OR UNDEREMPLOYED, DID THE CORONA VIRUS PANDEMIC FOR TARGETING AND EARLY DECEMBER DAY, UH, FOR THAT, UH, WE'VE ALSO BEEN IN DISCUSSIONS WITH THE SCHOOL DISTRICT TO HELP SUPPORT A VIRTUAL LEARNING ENVIRONMENT, UH, AS WELL AS, UH, UH, AS WELL AS ASSESSING AND ACQUIRING UP ANY ADDITIONAL, UH, NECESSARY TOOLS FOR,

UH, FOR OUR PUBLIC TO CONDUCT BUSINESS WITH THE CITY VIRTUALLY MOVING ON TO THE FINAL CATEGORY OF BUSINESS ASSISTANCE OPPRESS APPROXIMATELY A 68 LOCAL BUSINESS, UH, LOCAL BUSINESSES HAVE RECEIVED FUNDING THROUGH OUR CEDAR HILLS STRONG GRANT AND LOAN PROGRAM THAT HAS BEEN HEADED UP UP BY OUR ECONOMIC DEVELOPMENT CORPORATION.

THAT'S PART OF THE NEXT STEPS, UH, FOR THAT PROGRAM.

UM, UH, THEY ARE, UH, FACILITATING A SERIES OF ACTIVITIES TO STRENGTHEN AND SUPPORT OUR LOCAL BUSINESS COMMUNITY.

AND, UH, AND AS PORTER, UH, ALLUDED TO IN NOVEMBER, WE'LL BE, UH, WE'LL BE PROVIDING, UM, UH, A, UH, MORE OF A CONFERENCE OF SCOPE OF, OF THE CORONAVIRUS RELIEF FUNDS IN THESE CATEGORIES.

WE'VE WORKED REALLY HARD TO RAISE THIS MONEY, TO BRING THE SURGERY SUITE AND MEDICAL CENTER TO THE SHELTER, BECAUSE WE KNOW THAT THAT FACILITY WILL ENSURE THAT ALL OF THESE CRITICAL LIFE SAVING PROGRAMS WILL BE IN PLACE FOR MANY YEARS TO COME.

OF COURSE, AS WE WORK THROUGH ANY PROGRAM, WE KEEP OUR VISION MISSION VALUES IN MIND AS WE WORK THROUGH THOSE PROGRAMS. AND OF COURSE WE'RE ALWAYS CONSIDERING, UH, PURSUING PREMIERE, UM, KEEPING IN MIND ALL OF THE PREMIERE STATEMENTS AT THE CITY COUNCIL.

SO I KIND OF WANT TO GO OVER HOW WE GOT HERE, THE BACKGROUND OF THE, UM, SINGLE FAMILY RENTAL PROPERTY REGISTRATION, UM, PROGRAM.

UM, OUR DEPARTMENT DID A CODE ENFORCEMENT UPDATE TO CITY COUNCIL TO INCLUDE FUTURE GOALS OF A SINGLE FAMILY RENTAL PROGRAM.

UM, IN JUNE OF 2018 NEIGHBORHOOD SERVICES PROVIDED AN UPDATE TO CITY COUNCIL, INCLUDING THE, UM, NEIGHBORHOOD ADVISORY BOARD WORK MENTIONING A POTENTIAL PROGRAM IN SEPTEMBER OF 2019 CODE ENFORCEMENT, AGAIN GAVE AN UPDATE TO CITY COUNCIL, INCLUDING NEIGHBORHOOD INTEGRITY TO INCLUDE SINGLE FAMILY RENTAL REGISTRATION.

AND OCTOBER OF 2019, THIS PROGRAM WAS APPROVED DURING THE BUDGET FISCAL 1920 YEAR IN MAY OF 2020, A BRIEFING TO CITY COUNCIL WAS GIVEN, REVIEWING A PROPOSED A SINGLE FAMILY RENTAL PROGRAM.

DURING THAT MEETING CITY COUNCIL DID DIRECT STAFF TO GO BACK AND GET MORE PUBLIC INPUT FROM THE COMMUNITY.

SO THE NEXT MEETING, WE DID AN UPDATE THE CITY COUNCIL ON A PROPOSED SINGLE FAMILY RENTAL COMMITTEE, WHICH WAS APPROVED.

SO IN AUGUST WE STARTED THOSE STAKEHOLDER COMMITTEE WORKSHOPS AND WE HAD THREE MEETINGS TO DISCUSS A POTENTIAL PROGRAM, UM, TO INCLUDE THIS LOVER.

AND THEN IN SEPTEMBER OF 2020, WE DID PROVIDE AN UPDATE TO CITY COUNCIL ON THE COMMITTEE WORK THAT THE, UM, DID ON THAT PROGRAM.

AND THEN FINALLY TONIGHT, UM, I'LL BE PROVIDING A BRIEFING ON A DRAFT PROGRAM AND WHAT THE KEY COMPONENTS OF AN ORDINANCE IS.

AND THE KEY COMPONENTS OF A, UH, DRAFT OF THE SINGLE FAMILY RENTAL PROGRAM REALLY IS QUITE SIMPLE, UM, DEFINITIONS.

UM, THERE IS A SECTION ON INSPECTIONS THAT ARE REQUIRED, WHAT THE ENFORCEMENT IS THAT THE ORDINANCE AND WHAT ARE THE APPEALS PROCESSES.

SOME OF THE ORDINANCE, THE ANNUAL REGISTRATION REQUIRED IS JUST THAT THE PROPERTY REGISTRATION AND ANNUAL REGISTRATION, OR WHEN THE PROPERTY OWNER CHANGES FOR ALL TENANT OCCUPIED PROPERTIES, THIS CAN INCLUDE A DUPLEX TOWNHOMES OR SINGLE-FAMILY.

WE ALREADY HAVE A MULTI FAMILY ORDINANCE, SO THAT WILL NOT BE INCLUDED IN THIS.

AND THIS APPLICATION PROCESS WILL BE AVAILABLE ONLINE.

THE APPLICATION WILL INCLUDE OWNER INFORMATION, SUCH AS NAME, ADDRESS, PHONE DRIVER'S LICENSE, OR STATE ID AND THE CORPORATION INFORMATION.

SO WE WOULD LIKE TO KNOW WHO THE CORPORATE OFFICER AND THE NAMES OF ALL DIRECTORS.

AT THIS TIME, THE RCO IS REQUIRED ONLY AT TENANT CHANGE.

SO THERE'S NOT A SEPARATE PROPERTY MAINTENANCE CODE AS IT RELATES TO RENTAL PROPERTIES OR OUR OWN OCCUPIED PROPERTY.

SO IT'S THE SAME MAINTENANCE CODE.

AND THEN UPON THE REQUEST OF A TENANT OR FOR CAUSE CODE ENFORCEMENT MAY INSPECT THE PROPERTY AND, UM, AN INTERNAL INSPECTION, THIS COULD INCLUDE STRUCTURAL ELECTRICAL MECHANICAL OR PLUMBING PROBLEMS. UM, IF A VIOLATION EXISTS AT THAT TIME ON THAT TYPE OF INSPECTION, USUALLY AN OWNER OR LANDLORD HAS 30 DAYS TO CORRECT THAT REPAIR CAUSE USUALLY THOSE TYPES OF REPAIRS WILL REQUIRE A PERMIT AND CONTRACTORS TO MAKE THOSE REPAIRS.

AGAIN, BOTH OF THESE ARE THE SAME, UM, TYPE OF PROCESS WE USE IN THE PROPERTY MAINTENANCE CODE.

NOW THERE IS AN ENFORCEMENT SECTION IN THE ORDINANCE.

UM, THIS WILL INCLUDE REVOCATION OF, UH, REGISTRATION FOR NON-PAYMENT OF FEES.

IT ALSO INCLUDES A REVOCATION FOR VIOLATION OF THE ORDINANCE.

AND THEN IF THERE IS A VIOLATION OF THE ORDINANCE, IT IS PUNISHABLE UP TO A $500 FINE UPON CONVICTION.

SO IT'S A VERY SIMILAR TYPE OF CITATION THAT WE ISSUE NOW IN THE PROPERTY MAINTENANCE CODE.

THERE'S ALSO ALSO AN APPEALS PROCESS IN THE CODE AND OWNER TENANT OR OTHER PERSON OR ENTITY AFFECTED BY THE ENFORCEMENT OF THIS ARTICLE MAY APPEAL TO THE BUILDING APPEALS AND ADVISORY CODE.

SO IF THERE HAS BEEN A DECISION BY THE BUILDING OFFICIAL OR THE ADMINISTRATOR OF THE DEPARTMENT, AS IT RELATES TO THE ORDINANCE, THEY DO HAVE AN APPEALS PROCESS.

THE APPEAL MUST BE MADE IN WRITING WITHIN 15 CALENDAR DAYS FOLLOWING THE DATE OF ENFORCEMENT ACTION OR DECISION.

AND THEN THE DECISION OF THE BUILDING APPEALS AND ADVISORY BOARD SHALL BE FINE.

I KNOW I'LL GO OVER THE PROCESS.

AS WE HAVE PROMISED IN PAST PRESENTATIONS, WE WANT THE PROCESS TO BE EFFICIENT, SECURE, AND SIMPLE.

SO I'M REALLY A THREE-STEP PROGRAM.

THE OWNER COMPLETES AN APPLICATION AND PAYS THE FEE.

WE WILL HAVE THIS PROCESS AVAILABLE ONLINE AND THEY CAN ACTUALLY PAY THEIR FEES ONLINE.

THAT IS THE NEXT DAY SERVICE.

AND THEN ONCE THE PROPERTY IS LEASED, THE OWNER CAN COMPLETE THE RRC APPLICATION AND PAY THAT FEE ONLINE.

THAT IS ALSO A NEXT DAY SERVICE.

ONCE THEY GET THAT CERTIFICATE OF OCCUPANCY, THEY CAN THEN APPLY FOR WATER SERVICE IN THE WATER DEPARTMENT AND THEY ALSO HAVE THOSE SERVICES AVAILABLE ONLINE.

SO THEY COULD, UH, POTENTIALLY DO THE ENTIRE PROCESS ONLINE.

THERE ARE MANY WAYS THAT WE'RE GOING TO COMMUNICATE THIS PROG PROGRAM TO OUR COMMUNITY.

WE'LL USE SOCIAL MEDIA WEBSITE WHILE SO YOU SEE APARTMENT ASSOCIATION OF DALLAS, WE'LL DO A NOTIFICATION OF PROGRAM TO NON-HOMESTEAD EXEMPTION, PROPERTY OWNERS.

UM, WE'LL ALSO, UM, BE PUSHING OUT THE INFORMATION TO HOS PIDS AND NEIGHBORHOOD GROUPS.

WE'LL ALSO BE GATHERING INFORMATION THROUGH ENFORCEMENT CONTACT, UH, UTILITY SERVICES FROM THE WATER DEPARTMENT, AND THEN WE WILL BE CREATING A LANDLORD INFORMATION PACKET FOR NEW LANDLORDS THAT REGISTERED FOR THIS PROGRAM FINALLY, UM, WHERE I WOULD LIKE TO HAVE SOME OF YOUR INPUT IS ON FEES AND INCENTIVES.

UM, ORIGINALLY THE FEE RECOMMENDATION WAS $50 FOR AN ANNUAL PROPERTY REGISTRATION.

UM, ANOTHER OPTION FOR THAT IS MAYBE $50 FOR THE FIRST YEAR AND THEN $25 FOR EACH YEAR FOLLOWING UNLESS THE PROPERTY OWNER CHANGES.

SO WE DID HEAR DURING THE COMMITTEE, UM, WORKSHOPS ON PROPERTY OWNERS THAT OWN SEVERAL DIFFERENT RENTALS THROUGHOUT THE CITY.

AND IF THERE COULD BE SOME TYPE OF INCENTIVE FOR THOSE THAT OWN SEVERAL PROPERTIES, THIS COULD BE AN OPTION WHERE, UM, THEY PAY THEIR $50 FOR THE FIRST YEAR TO GET EVERYTHING SET UP AND THEN $25 EACH YEAR, UM, UNLESS THE PROPERTY OWNER CHANGES IN THE ORDINANCE, THERE'S ALSO A $75 LATE FEE.

AND THEN THERE'S A $25 REGISTRATION, WHICH IS THE RRC OW FEE UPON TENANT

CHANGE TO INCLUDE THE INSPECTION.

AND THEN, UM, AN INCENTIVE THAT WAS DISCUSSED WAS AN IMPLEMENTATION INCENTIVE FOR THE FIRST YEAR ONLY.

SO AN EXAMPLE COULD BE IF, UH, THE ORDINANCE GOES INTO EFFECT JANUARY ONE, MAYBE THE FIRST SIX MONTHS AFTER THAT, IF WE CAN GET PROPERTY OWNERS TO REGISTER TO QUICKLY GATHER INFORMATION, WE CAN OFFER MAYBE A 50% DISCOUNT AND HAVE A $25 ANNUAL REGISTRATION IF BLIND LORDS REGISTER WITHIN THAT TIME PERIOD.

IN THAT CASE, IF WE COULD GET MOST OF THE LANDLORDS TO REGISTER, THEY NEVER SELL THEIR PROPERTIES.

MAYBE THEY WOULD ONLY HAVE THE $25 ANNUAL REGISTRATION FEE.

AND THEN FINALLY A POTENTIAL TIMELINE.

IF, UM, WE ARE DIRECTED AT THIS TIME TO GO BACK AND, AND COMPLETE A FINAL DRAFT ORDINANCE FOR YOUR REVIEW, WE COULD DO AN ORDINANCE ADOPTION NOVEMBER 10TH.

WE WOULD THEN START THAT COMMUNICATION OF THE PROGRAM TO THE COMMUNITY.

AND THEN WE COULD DO A POSSIBLE EFFECTIVE DATE OF JANUARY ONE.

AND THEN OF COURSE WE WOULD COME BACK AT A FUTURE CITY COUNCIL MEETING TO PROVIDE AN UPDATE ON THE PROGRAM TO LET YOU KNOW HOW THINGS ARE GOING.

AND THAT COMPLETES MY, UH, PRESENTATION.

AND I'LL TAKE ANY QUESTIONS OR COMMENTS IT COULD BE, YES, THE NEXT CITY COUNCIL MEETING ON THE INCENTIVE.

WE CAN DO SIX MONTHS FROM THE EFFECTIVE DATE, JANUARY ONE, THERE'S FIRST OF ALL, UM, THERE WAS PROBABLY MORE CONCERN OF THE CITY HOLDING UP A TENANT, MOVING IN.

SO WE ARE NOT GOING TO HOLD UP A TENANT MOVE IN.

WE WILL BE DOING INSPECTION WITHIN 30 DAYS.

AND THEN WE WILL WORK THAT AS WE DO, IF THE, IF THERE ARE ANY VIOLATIONS, WE WOULD WORK THAT AS, AS WE DO WITH THE PROPERTY MAINTENANCE CODE, WE WOULD ISSUE A NOTICE TO THE PROPERTY OWNER.

UM, THEY WOULD HAVE SO MUCH TO COMPLY.

THEY COULD RECEIVE A CITATION.

WE WOULD STILL HAVE A PROCESS THAT WE COULD WORK THROUGH TO GET THEM INTO COMPLIANCE.

, UH, UH, UH, JACK RECOMMENDED SIX MONTHS START THE PROGRAM AND ALSO ALLOW YES, WHILE I WAS SPEAKING WITH THE NEIGHBORING CITY ON, ON THEIR PROGRAM, YOU KNOW, THEY, THEY THINK THEY HAVE MAYBE 4,000 RENTALS IN THEIR, UM, CITY, BUT AFTER A YEAR AND A HALF OF HAVING THEIR ORDINANCE IN EFFECT, THEY FEEL LIKE THEY'VE ONLY CAPTURED A QUARTER OF IT.

SO WE'RE HOPING MAYBE BY OFFERING SOME TYPE OF AN EARLY INCENTIVE, WE CAN CAPTURE, YOU KNOW, MAYBE THE MAJORITY OF THE LANDLORDS TO REGISTER.

WAS THERE ANY DISCUSSION ABOUT SHORTING INSTEAD OF SIX MONTHS SHORTING THAT, SO YOU COULD GET MORE PEOPLE IN, UM, AND ENCOURAGING THEM TO DO IT QUICKLY.

I MEAN, WHAT WAS, WHAT WAS THE BASIS? SIX MONTHS SEEMS LIKE A LONG PERIOD OF TIME TO LOOK, TO ENCOURAGE AN EARLY, UM, REDUCTION FOR EARLY PARTICIPATION.
