GOOD EVENING PROCLAMATION OFFICE OF THE MAYOR, WHERE BLACK HISTORY MONTH WAS FIRST OBSERVED IN OUR COUNTRY IN 1926 AS A WEEK LONG CELEBRATION CREATED BY CARTER G WOODSON.
A NOTED AFRICAN AMERICAN HISTORIAN, SCHOLAR, EDUCATOR, PUBLISHER.
BLACK BLACK HISTORY MONTH WAS EXPANDED TO A MONTH LONG PERIOD IN 1976.
AND WHEREAS THE CITY OF CEDAR HILL PRIDES ITSELF IN BEING AN INCLUSIVE COMMUNITY THAT CELEBRATES DIVERSITY AND HONORS THE IMPACT AND ACHIEVEMENTS OF AFRICAN AMERICANS IN OUR COMMUNITY, STATE, COUNTRY, AND WORLDWIDE WORLD.

MY PROBLEM IS THAT THIS EVICTION HAS BEEN PROLONGED, UM, BECAUSE THE FIRST TWO EVICTIONS, UH, WERE TECHNICALLY DISMISSED FOR CLERICAL ERRORS ON THE PAPERWORK BY JUDGE SASHA MORENO.
THE FIRST ONE WAS DISMISS DISMISSED, BECAUSE I PUT THE EVICTION ON THE TARP OUTSIDE HIS PA HIS THAT YOU HAVE TO GO THROUGH.
I FILED IMMEDIATE OUT THE DOOR FILED AGAIN, IT TAKES ANOTHER MONTH.
THE SECOND ONE WAS DISMISSED BECAUSE I DID NOT CHECK THE BOX ON THE PETITION THAT SAID, SEE ATTACHED.

IT CONTINUES TO FLOW TO THE TAXING ENTITY.
SO ALL DOLLARS THAT WERE RECEIVED BY THE CITY THE YEAR THAT THE TURS WAS CREATED CONTINUE TO FLOW TO THE GENERAL FUND.
WHAT WE'RE TALKING ABOUT IS ANY INCREMENTAL ABOVE AND BEYOND THE BASE YEAR VALUE.
UM, A PORTION OF THAT, IN THIS CASE, UM, 75% OF THE NEW TAX DOLLARS GENERATED WITHIN THE TURS FLOW INTO A SPECIAL TURS FUND TO BE SPENT ON IMPROVEMENTS WITHIN THE ZONE.
THE REMAINING 25% OF THAT INCREMENT, AGAIN, ABOVE AND BEYOND THE BASE GO TO THE GENERAL FUND.
SO A PORTION OF THE NEW INCREMENTAL TAXES FLOW INTO THE FUND TO BE SPENT WITHIN THE ZONE WITH THE IDEA THAT IT WILL INCREASE, UM, INVESTMENT WITHIN THE ZONE.
OFTS ONE, IT DOESN'T EN ENCOMPASS THE AREAS THAT WE REFER TO AS THE DOWNTOWN, MIDTOWN AND UPTOWN AREAS AS CEDAR HILL.
TO GIVE SOME BACKGROUND ON THE TOUR, CITY COUNCIL APPROVED THE CREATION ORDINANCE TO CREATE THE TOURS BACK IN DECEMBER 13TH, 2016.
THE CREATION ORDINANCE ESTABLISHES FIVE KEY ELEMENTS, THE BOUNDARY, THE TERM THE TS BOARD, UM, CITY PARTICIPATION IN A PRELIMINARY PROJECT AND FINANCING PLAN.
IN JANUARY, 2023, THE TS BOARD APPROVED, UM, RECOMMENDED APPROVAL AND CITY COUNCIL APPROVED A FINAL PROJECT AND FINANCING PLAN, GIVING A A LITTLE BIT MORE DETAIL.
AGAIN, THAT BASE YEAR WAS 2016.
SO ALL THE TAXES THAT WERE RECEIVED IN 2016 CONTINUE TO FLOW TO THE GENERAL FUND.
UP TO THIS DAY HAS A 31 YEAR TERM.

DALLAS COUNTY IS PARTICIPATING AT 45%, IT SHOULD SAY, COUNTY'S PORTION OF THE INCREMENTAL GROWTH UPON A DEVELOPMENT TRIGGER BEING MET.
THE GOAL OF THE TOURS IS TO CONTINUE FUNDING THE CONSTRUCTION OF NEEDED PUBLIC INFRASTRUCTURE AND TO ENCOURAGE PRIVATE DEVELOPMENT THAT WILL YIELD ADDITIONAL TAX REVENUE TO ALL LOCAL TAXING JURISDICTIONS.
WHAT WE'RE HERE TO DISCUSS TODAY IS AN AMENDED PROJECT IN FINANCING PLAN TO UPDATE THE PROJECTIONS AND INCREASE THE PROJECT COST BY APPROXIMATELY $500,000.
UM, WE WILL BE RETURNING, AND I JUST WANT TO SAY THAT THIS IS KIND OF THE, THE TRIGGER, IF YOU WILL, AS TO WHY WE ARE AMENDING THE PROJECT INTO FINANCING PLAN, IS THAT WE WILL NEED TO AMEND THE, UM, INTER-LOCAL AGREEMENT WITH DALLAS COUNTY.
UM, IT WILL HAVE A 2025 BASE YEAR, MEANING THAT ANY INCREMENT FOR THE COUNTY IS MEASURED AGAINST THAT 2025 VALUE VERSUS THE CITY'S 2016.
UM, IT DOES HAVE, THE COUNTY DOES HAVE A MAXIMUM CONTRIBUTION OF 9.6, WHICH IS INCLUDED IN THIS AMENDED PROJECT AND FINANCING PLAN.
WE ARE NOT PROPOSING ANY CHANGES IN THE MAXIMUM COUNTY PARTICIPATION.
UM, PERCENTAGE OR MAXIMUM CONTRIBUTION.
THE CITY PARTICIPATION WILL HAVE NO CHANGE.
THE BOUNDARIES ARE NOT CHANGING.
THEY HAVE NOT CHANGED SINCE IT WAS CREATED IN 2016.
AND THE TERM WILL NOT CHANGE EITHER.
THE ANTICIPATED DEVELOPMENT THAT, UH, IS INCLUDED IN THESE.
THIS UPDATED AMENDED PROJECT AND FINANCING PLAN INCLUDES A VARIETY OF USES.
YOU CAN SEE WE HAVE A, A URBAN RESIDENTIAL UNITS RE TRADITIONAL SINGLE FAMILY RESIDENTIAL UNITS HOTEL, WHICH DOES INCLUDE TWO HOTEL PROJECTS IN THE MIDTOWN AREA, UM, AND MIXED USE COMMERCIAL OF APPROXIMATELY 150,000, 6,000 SQUARE FEET OF NEW MIXED USE COMMERCIAL.
UH, THESE PROJECTIONS INCLUDE DEVELOPMENT TO BE COMPLETED WITH BETWEEN 2028 AND 2034.
AGAIN, THE TS HAS A 31 YEAR TERM, SO IT'S NOT EXPIRING IN 2034, BUT THE AMENDED PROJECT AND FINANCING PLAN THAT WE'RE PRESENTING TODAY ONLY INCLUDES NEW TAXABLE VALUE BEING INJECTED INTO THE,

THE TURS UP TO THROUGH 2035.WE'RE NOT TRYING TO LIMIT IT, IT'S JUST THAT OUR CRYSTAL BALL GETS PRETTY FUZZY AFTER ABOUT 10 YEARS OUT.
THE NEW 2035 NEW DEVELOPMENT TAXABLE VALUE IS ESTIMATED AT 412 MILLION.
THOSE NEW ANTICIPATED DEVELOPMENT PROJECTIONS, COUPLED WITH THAT 75% OF THE CITY'S, UH, NEW TAXABLE VALUE AND 45% OF THE COUNTIES GETS US TO APPROXIMATELY A HUNDRED, UH, MILLION, OR I GUESS 100.7 MILLION IN POTENTIAL, UH, FUTURE CHURCH REVENUE THAT WOULD FUND THE PROJECT COSTS.
YOU CAN SEE HERE THE NET BENEFIT ON THAT RIGHT HAND COLUMN SHOWS THAT THE CITY OF CEDAR HILL ALONE WILL RECEIVE A NET BENEFIT OF ALMOST 50 MILLION AND ALL TAXING ENTITIES HERE TOGETHER, YOU CAN SEE, UM, THE ISD IS ALWAYS A BIG WINNER HERE.
AND AGAIN, WE'RE TALKING ABOUT NEW TAXABLE VALUE THAT, BUT FOUR, THE TS WOULD LIKELY NOT COME.
SO A HUNDRED 0.7 MILLION TO BE SPLIT UP ON ELIGIBLE PROJECT COSTS PER THE STATUTE.
AND THE STATUTE DOES ALLOW FOR THESE DIFFERENT CATEGORIES, WHICH INCLUDES PUBLIC UTILITIES, STREET AND INTERSECTION IMPROVEMENTS, PEDESTRIAN ENHANCEMENTS.
THIS IS, UM, IN LINE WITH THE DOWNTOWN ACTION PLAN THAT THE CITY HAS BEEN WORKING HARD ON.
SO YOU CAN SEE THERE'S ALMOST, UH, 12 AND A HALF MILLION DOLLARS FOR STREETSCAPE LIGHTING, PUBLIC ART WAY FINDING SIGNAGE AND OTHER AMENITIES THAT ENHANCE THE INDUS THE PEDESTRIAN, UH, EXPERIENCE.
AND NONE OF THESE PROJECT COSTS ARE LIMITED TO THE DOWNTOWN.
AS I MENTIONED, IT'S ALSO UPTOWN AND MIDTOWN THAT THESE COULD ALL, UM, BE SPENT ON.
WE HAVE OPEN SPACE PARK TRAILS AND RECREATION FACILITIES, ECONOMIC DEVELOPMENT GRANTS, WHICH ALLOW THE TURS BOARD AND CITY COUNCIL A LOT OF FLEXIBILITY IN HOW TO DISPERSE THESE FUNDS.
AND THEN THERE IS AN ALLOWANCE FOR ADMINISTRATIVE COSTS.
THESE COSTS ARE ESTIMATES AND MAY BE REVISED, BUT IF THE TURS BOARD OR CITY COUNCIL REACHES THE POINT WHERE YOU MIGHT EXCEED THAT A HUNDRED 0.7, YOU DO HAVE TO HAVE A PUBLIC HEARING.
IT IS ANTICIPATED THAT THE INDIVIDUAL TURS PRO PROJECT COST ALLOCATIONS WILL BE EVALUATED ON A CASE BY CASE BASIS.
