BUT AS LAND VALUES GET MORE EXPENSIVE AND LAND GETS MORE SCARCE, UM, PEOPLE ARE SEARCHING FOR OTHER TYPES OF HOUSING OPTIONS. SO INCORPORATING THAT WHILE MAINTAINING QUALITY, UM, AND THE GOALS OF THE COMPREHENSIVE PLAN WILL BE, WILL BE KEY. UM, SO THE UDC FRAMEWORK, AGAIN, I GO BACK TO THE ANALOGY OF, UH, REORGANIZING YOUR PANTRY OR REORGANIZING YOUR CLOSET, UH, MAKING SURE THAT WE BRING THOSE THINGS TOGETHER, THAT THEY'RE UPDATED AND IN ACCORDANCE WITH STATE LAW, BECAUSE EVERY TWO YEARS, A WHOLE BUNCH OF NEW LAWS COME OUT, AND A LOT OF THEM ARE GEARED TOWARDS PLATTING SUBDIVISION [00:30:01] ZONING ACTIONS. UH, SO CODES BECOME OUTDATED, UH, VERY QUICKLY. UM, MENTIONED OPEN SPACE AND, AND DESIGN. SO AGAIN, LOOKING AT HOW DEVELOPMENT CONTRIBUTES TO THAT GOAL OF PROTECTING OPEN SPACE. UM, ALSO LOOKING AT THINGS LIKE YOUR, YOUR URBAN WILDLIFE INTERFACE. UM, EVERYONE KIND SAW WHAT, WHAT HAPPENED IN LOS ANGELES, UH, A YEAR AGO, UM, WHERE A LOT OF, UH, HOUSING WAS TOO CLOSE TO, TO WILDLAND AREAS AND FIRE SPREAD VERY QUICKLY. UM, SO LOOKING AT HOW STANDARDS, UH, THERE HELP PREVENT, UM, CALAMITIES LIKE THAT. UM, AND ALSO INTEGRATING GREEN INFRASTRUCTURE AND, AND, UH, DRAINAGE GOALS, UH, MENTIONED HOUSING AND, AND SUBDIVISION. SO MAKING SURE THINGS ARE ALIGNED TO, TO CONTEXT SENSITIVE DESIGN, UM, AND CONNECTING INFRASTRUCTURE, UM, NOT ONLY IN A PRACTICAL WAY SO THAT WE'VE GOT THE RIGHT SIZE PIPES IN THE RIGHT AREAS, UH, BUT THAT YOUR RELATIONSHIP WITH YOUR DEVELOPMENT COMMUNITY IS ESTABLISHED AND THAT PARTNERSHIP IS ESTABLISHED SO THAT WHILE DEVELOPMENT IS HAPPENING, IT'S, IT'S HELPING PAY ITS FAIR SHARE AND THAT THE, THE CITY IS, UH, IS BENEFITING FROM, FROM THAT INFRASTRUCTURE JUST AS THE DEVELOPER IS BENEFITING FROM THAT INFRASTRUCTURE. UH, JUST GO OVER BRIEFLY, SOME OF OUR ENGAGEMENT FINDINGS. UM, STAKEHOLDERS POINTED OUT THAT, UM, YOU KNOW, SOME OF THE PERMITTING TIMES AND, AND REVIEW TIMELINES COULD, COULD GET A LITTLE BIT ON THE, THE LENGTHY SIDE. UM, THERE'S SOME CONFUSION OVER THE OVERALL APPROVAL SEQUENCING. AND AGAIN, THAT THAT GOES BACK TO HOW THE CODE IS, IS WRITTEN, UH, NOT SO MUCH HOW IT'S BEING ADMINISTERED, BUT SOME OF THE REQUIREMENTS WITH WITHIN THE CODE, UH, COULD BE A LITTLE CONFUSING. UM, THERE WAS A TENDENCY TO RELY ON PLAN DEVELOPMENTS, UM, WHENEVER THERE WAS A STANDARD THAT'S, UH, DIDN'T MEET THE MARKET. SO, AGAIN, KIND OF GOING BACK TO MAKING THOSE STANDARDS FLEXIBLE, UM, SO THAT THERE'S ROOM TO MANEUVER, UM, FOR DEVELOPERS WHILE STILL MEETING THE QUALITY STANDARDS OF THE CITY. UH, THE TREE ORDINANCE HAD SOME COMPLEXITY TO IT. THAT'S NOT UNIQUE. A LOT OF TREE ORDINANCES IN, IN TEXAS TEND TO BE, UH, A LITTLE BIT CONFUSING. UM, SO POSSIBLY LOOKING AT THAT, SOME OF THE PARKING STANDARDS WERE INFLEXIBLE, GOING BACK TO KIND OF WHEN ZONING ORDINANCES BECAME POPULAR WITHIN THE UNITED STATES, THAT'S KIND OF ALIGNED WITH THE RISE OF EVERYBODY DRIVING. SO WE SAID, HEY, YOU HAVE TO PUT PARKING EVERYWHERE. YOU HAVE TO DESIGN IT FOR, FOR BLACK FRIDAY. UH, NOW PEOPLE ARE OBVIOUSLY DOING THINGS A LITTLE BIT DIFFERENTLY. THEY'RE SHOPPING ONLINE, THEY'RE USING UBERS. UM, SO PARKING STANDARDS HAVE HAD TO RETRACT A A LITTLE BIT. SO WE WANT TO, WE WANT TO INCORPORATE SOME OF THAT IN THERE. MENTIONED OPEN SPACE, SOME OF THOSE STANDARDS THAT CAN, UH, BE CHALLENGING FOR INFILL DEVELOPMENT, JUST 'CAUSE THE CODE ISN'T QUITE GEARED TOWARDS, UH, INFILL DEVELOPMENT. UM, AND THEN, THEN I MENTIONED INFRASTRUCTURE COST SHARING, UH, MAKING SOME IMPROVEMENTS TO THAT. WE ALSO TALKED TO STAFF AND, AND SOME APPOINTED OFFICIALS, UH, WITH PLANNING AND ZONING COMMISSION. UM, THERE ARE SOME AREAS THAT, THAT MAKE IT DIFFICULT TO, TO INTERPRET, AS, AS WE MENTIONED, UH, MENTIONED PLAN DEVELOPMENTS, OPPORTUNITIES TO STREAM, STREAMLINE, UH, THE APPROVAL PROCESSES, PARTICULARLY WHEN, UM, THERE'S NO REQUESTED VARIANCES OR THINGS ARE ROUTINE OR, OR KIND OF SMALL RELAS. UM, WE'LL GET INTO, UH, DOWNTOWN STANDARDS. UH, SOME OF THOSE STANDARDS, UH, CAN BE CHALLENGING FOR, FOR SOME OF THE SMALL BUSINESSES, UH, DOWNTOWN. UM, AND THEN A NEED FOR, UH, MODERN VISUAL, UM, UH, IMPROVEMENTS, UH, TO THE CODE SO THAT, UM, FOLKS WHO ARE VISUAL THINKERS, UH, CAN NAVIGATE THE CODE A LITTLE BIT MORE EASILY. UM, SO SOME OF THE TECHNICAL FINDINGS KIND OF MERGING ALL OF THAT TOGETHER. UM, WE WANT TO CREATE A USER FRIENDLY CODE, UM, THAT MERGES ALL THOSE STANDARDS TOGETHER, HELPS 'EM TALK TO EACH OTHER WITHIN AN ORGANIZED AND LOGICAL, UH, FLOW. UM, USE CLEAR AND CONSISTENT LANGUAGE. A LOT OF DEVELOPMENT CODES TEND TO BE, UM, KIND OF LEGALESE. UH, THERE IS A FINE LINE THERE. WE DON'T WANT IT TO GET TOO CASUAL. UM, BUT WE WANT TO MAKE SURE THAT WE'RE, UM, CREATING A CODE THAT DOESN'T REQUIRE A LAWYER OR AN ENGINEER OR A SURVEYOR, UH, OR AN ARCHITECT TO READ AND INTERPRET. UH, THAT MEANS ADDING A LOT OF VISUAL AIDS THAT ALSO DOES STRENGTHEN THE DEFENSIBILITY OF THE CODE IF IT'S EVER CHALLENGED, UM, AND ALLOW FOR ADMINISTRATIVE UPDATES, UH, TO THINGS LIKE CHECKLISTS, UH, PLAT REQUIREMENTS, UH, ROUTINE, THINGS LIKE THAT WITHOUT HAVING TO COME BACK TO COUNCIL TO AMEND THE CODE. UM, SO STREAMLINING THE PROCESS TO, UM, REDUCE UNNECESSARY REVIEW STEPS. OFTENTIMES THAT COMES INTO PLAY WHEN YOU HAVE A SMALLER, YOU KNOW, WE LIKE TO CALL 'EM MOM AND POP TYPE SUBDIVISIONS, UM, WHERE THERE MIGHT BE AN OPPORTUNITY UNDER STATE LAW TO, TO DO SOME ADMINISTRATIVE REVIEW AND APPROVAL, UM, AND WORK THAT INTO THE SEQUENCING OF THE, THE PLATS AND THE PERMITS. IT'S IMPORTANT TO THINK OF A DEVELOPMENT CODE IN TERMS OF AN INCENTIVE STRUCTURE. EVERY CHOICE THAT YOU MAKE IN CREATING A CODE AND WRITING A REGULATION EITHER INCENTIVIZES OR DISINCENTIVIZES AN ACTION. SO ONE OF THE THINGS WE'RE TRYING TO DO IS MAKE SURE THAT WE'RE IDENTIFYING THE THINGS THAT THE CITY WANTS TO SEE IN TERMS OF OPEN SPACE, QUALITY DEVELOPMENT, MIX OF USES, AND WE'RE INCENTIVIZING THE DEVELOPMENT COMMUNITY TO GO IN THAT DIRECTION. AT THE SAME TIME, DISINCENTIVIZING OUTCOMES THAT, [00:35:01] THAT WE DON'T WANT, UM, THAT, THAT LEAD TO, UM, OVEREXTENSION OF CITY INFRASTRUCTURE OR IMPACT OF COST OR LOW QUALITY, UH, DEVELOPMENT. SO UTILIZING SOME OF THOSE ADMINISTRATIVE, UM, TRIGGERS AND APPROVALS, UH, THAT WERE ALLOWED UNDER STATE LAW CAN BE A WAY OF, OF KIND OF GETTING TO THAT, UH, INCENTIVE STRUCTURE. ULTIMATELY, WE WANT TO APPROVE, PREDICT, UH, IMPROVE PREDICTABILITY OF THE CODE. UM, I DID MENTION, UH, CORRIDORS LIKE US 70, UH, S 67, UH, LOOP NINE. UM, THESE ARE, UH, IN, IN MANY WAYS KINDA NEW ADDITIONS TO THE CODE IN THAT WE'RE KIND OF THINKING ABOUT THESE, THESE THINGS A LITTLE BIT DIFFERENTLY. UM, WE WANNA LOOK AT THOSE CORRIDORS NOT JUST AS HIGHWAYS, NOT JUST AS ROADS, UM, BUT KIND OF SOME OF YOUR MORE EQUAL, UH, ECONOMICALLY PRODUCTIVE, UH, CORRIDORS. UM, YOU KNOW, WE MENTIONED, UH, HOTELS, UH, EARLIER TONIGHT, UM, UNDER A THREE 80 AGREEMENT, YOU KNOW, YOU CAN ASK FOR ALL KINDS OF THINGS. UM, IF YOU'RE JUST ASKING THE MARKET TO PROVIDE DEVELOPMENTS ALONG A CORRIDOR LIKE 67 OR, OR LOOP NINE, UH, WE WANT TO MAKE SURE THAT THOSE STANDARDS ARE, ARE EQUALLY AS HIGH, WHERE WE'RE ALLOWED TO UNDER STATE LAW, AND THAT THINGS DEVELOP IN A, IN AN ORDERLY WAY THAT SUPPORTS THAT GROWTH AND ENCOURAGES IT. UM, SO WE'RE GONNA BE LOOKING AT THINGS LIKE ENCOURAGING A FOUR STORY MINIMUMS, UH, IN THOSE AREAS OF PROMOTING WALKABILITY, UM, MAKING SURE THAT AS YOU'RE WALKING ALONG, THERE ARE THINGS TO LOOK AT, THINGS TO DO. THERE ARE STOREFRONTS, UH, AVOIDING BLANK WALLS. THESE THINGS TIE BACK INTO THE, THE RECOMMENDATION OF, OF THE COMPREHENSIVE PLAN. UH, WE'RE NOT TRYING TO SAY THAT EVERYONE IN CEDAR HILL IS SUDDENLY GONNA WALK AND THAT YOU'LL BE ABLE TO WALK TO EVERYTHING, BUT AGAIN, IT'S KIND OF ABOUT PROVIDING CHOICE AND ABOUT PROVIDING OPTIONS SO THAT WE DO HAVE THOSE AREAS WHERE WALKABILITY IS HIGH. YOU DON'T HAVE TO DEPEND ON A CAR QUITE AS MUCH TO, TO GET AROUND, AND IT'S ENJOYABLE, UM, PLACES YOU WANNA STAY RATHER THAN TO, THAN TO, UH, TO PASS THROUGH. UM, THIS IS ONE THAT, THAT CAME UP DURING OUR, OUR STAKEHOLDER INTERVIEWS, PARTICULARLY WITH THE DOWNTOWN MERCHANTS. UM, THERE ARE USES TODAY THAT REQUIRE CONDITIONAL USE PERMIT, WHICH IS, UH, KIND OF EXTRA PERMISSION TO, UH, TO ALLOW A USE, UH, WITHIN A LOCATION. IT'S A PROCESS THAT ALLOWS THE CITY TO HAVE A LOT OF CONTROL AND A LOT OF SAY, AND THUS FOR THE PUBLIC TO HAVE A LOT OF CONTROL AND, AND SAY OVER, UH, WHAT USES GO, GO WHERE. UM, IT DOES OFTEN CREATE DELAYS FOR CERTAIN TYPES OF USES, INCLUDING RESTAURANTS. SO FROM THE PERSPECTIVE OF, OF A SMALL BUSINESS OWNER THAT CAN BE QUITE A HILL TO CLIMB IN TERMS OF A THREE MONTH PROCESS, UM, WHERE YOU'RE NOT GUARANTEED SUCCESS. UM, THERE ARE ALTERNATIVES, UH, THAT OTHER COMMUNITIES HAVE ADOPTED, UM, FOR THINGS SPECIFICALLY LIKE ALCOHOL RELATED USES THAT ARE MORE DEPENDENT ON, UH, PERFORMANCE STANDARDS, UH, THAT ARE CLEARLY WRITTEN IN THE CODE, UM, SO THAT IT DOESN'T GO THROUGH THAT DISCRETIONARY PROCESS. IT'S CONTROLLED MORE THROUGH A CERTIFICATE OF OCCUPANCY. UM, SO THOSE ARE THINGS THAT, THAT WE'LL WANT TO TAKE A LOOK AT, UM, AND, AND HOW WE WRITE THOSE WITHIN THE CODE. UM, AND LOOKING AT SOME OF THE DOWNTOWN'S UNIQUE CHALLENGES, GIVEN ITS GEOGRAPHY AND, AND SOME OF THE USES THAT, THAT ARE THERE TODAY THAT, UM, COULD BE IMPACTED BY, BY WHAT WE DO DOWNTOWN, UM, IN TERMS OF LAND USE AND, AND PARKING. UH, THERE ARE SOME PARKING STANDARDS THAT, THAT WE WANT TO POTENTIALLY CALIBRATE, UH, TO MAKE SURE THAT WE'RE GETTING OUR WALKABILITY GOALS, UM, ACHIEVING OUR, OUR GOALS THERE. WE'RE NOT TRYING TO NECESSARILY ELIMINATE PDS, BUT WE WANNA MAKE SURE THAT PDS ARE USED APPROPRIATELY, UM, TO FACILITATE TRULY UNIQUE DEVELOPMENTS NOT TO WORK AROUND, UH, BASE STANDARDS THAT MAY NOT INCORPORATE ALL OF THE, THE GOALS AND THINGS THAT WE WANT TO SEE. THAT HAS OFTEN HAPPEN AS WELL, WHEN WE'RE NOT ALIGNED WITH WHAT THE MARKET IS WANTING TO BUILD. UH, THAT, AGAIN, IS ANOTHER REASON FOR HAVING THE DEVELOPERS ROUND TABLE. UM, SO THAT WE'VE GOT THAT, THAT CONDUIT TO UNDERSTAND, UM, HOW THE MARKET WILL REACT. UM, MENTIONED, UH, MENTIONED OVERLAYS, UH, AGAIN, AS, AS A WAY TO, UM, MAKE SURE THAT WE'VE GOT THAT AREA SPECIFIC CHARACTER, UM, AND MAKE SURE THAT WE'VE GOT PREDICTABILITY, BUT WE'RE ALSO BUILDING IN, UH, BUILDING IN FLEXIBILITY.
