CEDAR HILL IS ACTUALLY ONE OF OUR FOUNDING MEMBERS OF THE ORGANIZATION THAT HAS MADE, SO THE AWARD IS FOR, UM, ONE OF OUR MEMBERS THAT HAS MADE THE MOST SIGNIFICANT AND MEASURABLE IMPACT THROUGH A PROGRAM, CAMPAIGN OR STRATEGY TO REDUCE THEIR ORGANIZATION'S

AND THIS YEAR WE'RE AWARDING IT TO CEDAR HILL FOR THEIR GROWING GREEN INITIATIVE.

UM, SO THE GROWING GREEN INITIATIVE IS A COLLABORATIVE ENERGY CONSERVATION AND RENEWABLE ENERGY PROGRAM BETWEEN THE CITY AND THE SCHOOL DISTRICT CENTERED AROUND THE SHARED JUICE GOVERNMENTAL CENTER LAUNCHED IN 2011, THE PROJECT INTEGRATED SOLAR PHOTO PHOTO PANELS, A VERTICAL AXIS WIND TURBINE, ELECTRIC VEHICLE CHARGING STATIONS, ADVANCED ENERGY MONITORING SYSTEMS INTO DAILY OPERATION BY CONSOLIDATING THE CITY AND THE SCHOOL DISTRICT OFFICES INTO 117,000 SQUARE FOOT LEED GOLD CERTIFIED BUILDING CEDAR HILL, REDUCED DUPLICATE FACILITY ENERGY CONSUMPTION WHILE CREATING A HUB FOR SUSTAINABILITY EDUCATION.

SO THAT'S A BRIEF ONE, JUST SO THE AUDIENCE KNOWS WHAT YOU ALL DID.

AND DR. KING STOOD FOR PEACE, EQUAL RIGHTS, LOVE HUMAN DIGNITY AND SERVICE TO OTHERS, EVEN IN FACE OF ADVERSITY AND HATE.

DR. KING CHAMPIONED THE PASSAGE OF THE LANDMARK VOTERS RIGHT ACT OF 1964 AND CIVIL RIGHTS, UM, LEGISLATION IN 1965, AND BRAVELY LED COUNTLESS BOYCOTTS MARCHES AND SIT-INS AT SEGREGATED LUNCH COUNTERS.

AND ON AUGUST 28TH, 1963 AT THE LINCOLN MEMORIAL IN WASHINGTON, DC MORE THAN 250,000 PEOPLE OF MANY RACES AND LANGUAGES LISTEN INTENTLY TO THE MOVING AND ICONIC.

WE'VE ACTUALLY GOT AN ENTIRE BANK, UH, BOOKLET.

UM, WITH MY LIMITED ABILITIES, I STILL WORK.

I MANAGED TO GET IN AND OUTTA THE CAR WITH MUCH, UH, DURESS.

EVEN WALKING TO THE COMPANY, MAILBOX TAKES A LOT OF ENERGY.

UM, A STORAGE COMPLEX BRINGS INTENSE TRAFFIC, MOVING TRUCKS GOING FAST DOWN CLARK ROAD, PEOPLE COMING AND GOING AT ALL OVER OF THE NIGHT.

THIS PROJECT WILL CHANGE MY DAILY ROUTINE IN LIFE, ESPECIALLY WITH THE INCREASED NOISE, UH, LIGHTING, TRYING TO MAKE IT TO MY CARS AT NIGHT, UH, WITH THE FEAR OF UNEXPECTED VANDALS THAT MIGHT APPROACH ME WITH THE GATES OPEN, THAT GIVES THEM AN OPPORTUNITY TO DO SO.

IT HAS BEEN PLAINLY STATED IN THIS REPORT THAT THIS PROJECT IS NOT CONSISTENT WITH THE COMPREHENSIVE PLAN.

THIS CORRIDOR IS ALREADY SATURATED WITH THREE EXISTING STORAGES ATTACHED.

YOU SHOULD HAVE A MAP SHOWING ONE OF THE STORAGES IS 0.01 MILES AWAY.

SO I WAS A CITIZEN LIAISON AT THAT TIME TO HELP THE COMP PLAN, UM, TO, TO, TO ADVANCE FORWARD.

AND ONE OF THE THINGS THAT WAS MOST IMPORTANT TO ME WAS BEING ABLE TO HEAR CITIZEN COMMENTS ABOUT WHAT THEY WANTED AND WHAT THEY THOUGHT WAS BEST FOR THAT AREA.

I'M COMMITTED TO ENSURING THAT WHAT THEY SAID THAT THEY WANTED, WHICH IS REPRESENTED IN THE COMP PLAN, IS WHAT IS CARRIED OUT.

AND SO FOR ME, UNLESS THERE IS, UM, AN OVERWHELMING REASON TO CHANGE THE ZONING, UM, IT'S GOING TO BE A VERY DIFFICULT THING FOR ME TO DO BECAUSE IT IS WHAT THE CITIZENS HAVE ALREADY SAID THAT THEY AGREE WITH US ON.

AND WHAT IS THERE, WHAT SHOULD BE THERE, UM, IS MORE, UM, RESIDENTIAL.

SO I WILL JUST SAY THAT I DON'T THINK THAT THIS IS A, UM, I DON'T THINK THAT THIS IS A BAD DEVELOPMENT.

I THINK IT'S A BAD LOCATION.

AND A PART OF WHAT WE ARE TO CONSIDER IS WHAT IS THE HIGHEST AND BEST USE FOR THAT LAND.

UH, I'M NOT ONE TO SAY THERE'S NOTHING, UM, SOMETHING THERE IS BETTER THAN NOTHING THERE.

I DON'T, I DON'T BELIEVE THAT, BUT I DO THINK THAT THERE IS SOMETHING BETTER THAT THE LAND COULD BE USED FOR.

UM, AGAIN, I DON'T THINK THAT IT WOULD BE A DETRIMENT TO, TO EITHER OF THE BUILDINGS OR SURROUNDING MAYBE A, UM, YOU KNOW, MAYBE A BIG CHANGE FOR THE NEIGHBORS.

I WANNA BE SENSITIVE TO THAT.

UM, I DON'T LIKE THAT THERE IS A PROLI PROLIFERATION, PROLIFERATION OF, UM, BUILDINGS ALREADY THERE.

AND SO EVEN THOUGH, YOU KNOW, THE TRAFFIC ISSUES, THE TRASH ISSUES, THE SECURITY ISSUES, WE ADDRESSED ALL OF THOSE, AND I DON'T THINK THAT WOULD BE ANY MORE THAN ANY OTHER FACIL, UH, PROJECT THAT'S GONNA GO IN THERE.

SO THOSE ARE THINGS THAT WE LOOK AT ANYWAY, BUT WHEN WE TALK ABOUT WHAT WE THINK IS THE CULTURE OF THAT AREA, WHAT WE ENVISION CEDAR HILL TO BE, THE COMP PLAN THAT WE TRY TO FOLLOW, AND I LOOK AT STAFF RECOMMENDATIONS HERE, AND IT TELLS US THAT THIS DOES NOT FOLLOW THE COMP PLAN.

AND SO WE DIDN'T PUT THAT COMP PLAN IN JUST TO, TO MAKE ADJUSTMENTS TO IT AT THIS POINT.

AND FOR ME, ANOTHER SELF STORAGE FACILITY IN THIS AREA IS INCONSISTENT WITH WHAT THIS DIVISION THAT THIS COUNCIL HAS ESTABLISHED.

NOW, I CAN'T SPEAK FOR WHY THE PREVIOUS COUNCILS PUT SO MANY IN ONE AREA, BUT FOR ME, ANOTHER SELF STORAGE FACILITY IS INCONSISTENT WITH THE VISION THAT I HAVE FOR THE CITY.

NOW, UM, I'M NOT OPPOSED TO WHAT WAS PROPOSED.

AND I HAD A CONVERSATION WITH THE COMMUNITY LEADER AND I TOLD HIM THAT I WASN'T IN FAVOR OF IT.

AND THEN WHETHER WE SAY FOR THE NEXT ONE WHEN WE'VE APPROVED THIS ONE.

SO I I, I BELIEVE WE HAVE ENOUGH FACILITIES RIGHT NOW THAT MEET THE NEEDS OF OUR CITY.

UM, I, I, I DO BELIEVE THAT THERE'S A BETTER USE FOR THAT PIECE OF PROPERTY, AND I WOULD NOT WANT TO SEE THAT CORRIDOR BECOME MORE COMMERCIAL, MORE INDUSTRIAL.

UM, AND INSTEAD OF US GOING OUT TO THE RESIDENCE AND GOING HOUSE BY HOUSE, UH, THE CITY TOOK IT UPON HIMSELF FOR US TO GO AHEAD AND, AND MAKE THAT INVESTMENT.

IT WAS, IT WAS KIND OF RISKY, ESPECIALLY FOR ME NOT KNOWING, NOT SEEING HOW THIS WORKS, RIGHT? UM, SO ESSENTIALLY WE TOOK CLARK ROAD, WE PUT AN INVESTMENT.

UH, NOW YOU GOT RETAINING WALLS, YOU KNOW, IN, IN, IN OTHER PEOPLE'S BACKYARDS.

UM, WE, WE WIDENED THE SIDEWALK, YOU KNOW, TO BE ABLE TO CREATE A TRAIL.

THAT TRAIL NOW CONNECTS TO OTHER TRAILS THROUGHOUT THE WHOLE, UH, CITY.

AND, UH, THEN AFTER THAT, THEN WE STARTED SEEING THE PROPERTY OWNERS TO BE ABLE TO TRY TO, YOU KNOW, KEEP UP WITH THE INVESTMENT WITH THE CITY.

SO IT WORKED.

I MEAN, THE DOMINO EFFECT, YOU KNOW, ACTUALLY WORKED.

AND IT WAS GOOD FOR ME TO BE ABLE TO SEE THAT.

UM, SO NOW LOOKING AT THE COMPREHENSIVE PLAN, IF YOU'RE NOT FAMILIAR ABOUT THE, I HEARD, HEARD SOMEBODY TALK ABOUT THE COMPREHENSIVE PLAN.

THE COMPREHENSIVE PLAN IS NOT A DOCUMENT THAT WAS DRIVEN BY THE CITY COUNCIL.

CITY COUNCIL DOES NOT ARCHITECT THE COMPREHENSIVE PLAN.

ESSENTIALLY, THE COUNCIL MEMBERS WILL APPOINT MEMBERS THROUGHOUT THE WHOLE CITY, RIGHT? IT'S PROBABLY ABOUT 50 TO 70, UH, RESIDENTS THAT SITS ON THAT COMPREHENSIVE PLAN COMMITTEE.

AND, UH, THEY WOULD TALK ABOUT, YOU KNOW, WHAT IS THE, WHAT IS THE OUTLOOK OF THE CITY GONNA LOOK LIKE FOR THE NEXT 20 YEARS? IT'S ESSENTIALLY A ROADMAP OF WHAT WE WANT OUR CITY TO LOOK LIKE.

SO YOU TAKE A CONSENSUS OF ABOUT 50 TO 70, YOU KNOW, CITIZENS TO BE ABLE TO TALK ABOUT WHAT IS THAT COMPREHENSIVE PLAN.

NOW, I SET ON THE COMPREHENSIVE PLAN, UH, COMMITTEE BACK IN 2008.

AND FOR ME TO BE ABLE TO LOOK AT THE DECISIONS THAT WE MADE IN 2008, IT'S AMAZING TO BE ABLE TO LOOK AT IT IN 2026 TO BE ABLE TO LOOK AT THAT PLAN TO SAY, WOW, THE THINGS WE TALKED ABOUT IN 2008, WE ACTUALLY HAD DEVELOPED, AND IT ACTUALLY LOOKS LIKE THE PLAN.

UH, I STILL GOT THE BOOK.

IT'S RIGHT UPSTAIRS IF YOU WANNA SEE IT.

UM, BUT, UH, THERE WAS A COMPREHENSIVE PLAN COMMITTEE THAT WAS ORGANIZED RIGHT AFTER COVID, UH, 2021, I BELIEVE.

THEN IT WAS AN ADOPTED IN 2022.

THAT SAME COMPREHENSIVE PLAN, IF YOU'RE NOT AWARE, IT ACTUALLY WON A NATIONAL AWARD, RIGHT? UH, YOU SAW, YOU KNOW, RECOGNITION HERE TODAY ABOUT THE OPEN SPACE, UM, A PART OF OUR COMPREHENSIVE PLAN.

YOU WOULD THINK COMPREHENSIVE PLAN, YOU KNOW, THAT'S, THAT'S BORING.

WE ACTUALLY HAD A NICE DEVELOPED BOOK THAT ACTUALLY GOT RECOGNIZED NATIONALLY ABOUT NOT ONLY HOW WE PUT OUR BOOK TOGETHER, BUT WE ALSO TALKED ABOUT GROWTH AND, UH, EXPANSION THROUGHOUT OUR CITY, BUT STILL DO THAT WITH OPEN GREEN SPACE THAT WE'RE GONNA RETAIN THROUGHOUT OUR COMMUNITY.
