UM, IN MY REPORT TO COUNCIL TONIGHT, I HAVE SOME CALENDAR ITEMS THAT I'D LIKE TO GO OVER FIRST, AND THEN WE'LL GO OVER THE AGENDA.
I DEFINITELY DON'T WANT TO TAKE, UM, AWAY FROM THE BRIEF PRESENTATIONS IN THE BRIEFING.
UM, THE CITY COUNCIL, THE LAST COUNCIL MEETING, ASKED FOR AN INTRODUCTION TO OUR NEW ALTERNATE JUDGE, MR. HENRY CAMPBELL OF, UH, ACTUALLY THE DESOTO MUNICIPAL COURT.
HE'S SERVING THE CEDAR HILL CITIZENS IN AN ALTERNATE JUDGE CAPACITY, AND YOU WANTED THE OPPORTUNITY TO GET TO MEET HIM AND HEAR, UH, ABOUT HIM A LITTLE BIT, AS WELL AS SWEARING IN AND ADMINISTERING THE OATH OF OFFICE TO OUR, UH, GREG SHALLEN, OUR PRESIDING JUDGE OVER CEDAR HILL MUNICIPAL COURT.

UM, AS YOU KNOW, ON THURSDAY, THIS THURSDAY, JANUARY 15TH, WE HAVE A JOINT COUNCIL MEETING WITH CDC PARKS BOARD ON THE SENIOR WING AT THE ALLEN E SIMS RECREATION CENTER.
FOR THOSE IN THE AUDIENCE THAT DON'T KNOW THE CITY COUNCIL, AND THE CITY IS BUILDING A NEW SENIOR CENTER LOCATED AT THE ALLEN E SIMS RECREATION CENTER, AND WILL BE GIVEN THE COUNCIL AND THE CDC AND THE PARKS BOARD AN UPDATE ON OUR PROGRESS ON THE DESIGN, AND WE'LL NEED SOME, SEEK SOME DIRECTION TO HELP US MOVE FORWARD TO CONSTRUCTION DOCUMENTS.
THAT MEETING IS AT 6:00 PM ON THIS THURSDAY AT THE AY SIMS RECREATION CENTER.
ALSO, ON MONDAY, JANUARY 19TH, THE CITY OFFICES ARE CLOSED FOR IN HONOR OF DR. KING.

ITEM B IS TO AUTHORIZE THE MAYOR TO EXECUTE WORK AUTHORIZATION NUMBER 25 0 3 IN THE AMOUNT OF $108,000 448 FOR THE SAME SPRINGFIELD BASIN INFILTRATION AND INFLOW ANALYSIS.
THIS IS FOR THE SPRINGFIELD NEIGHBORHOOD.
ITEM C AND D ARE BOTH AUTHORIZING THE PURCHASE OF WATER UTILITY EQUIPMENT FROM HYDRO PRO AND ACLARA FOR EQUIPMENT THROUGH OUR WATER AND SEWER FUND.

ITEM E IS A RESOLUTION TO SUPPORT THE SUBMISSION OF AN APPLICATION FOR A LOCAL PARK GRANT TO

AND THE GRANT ASSOCIATED FOR THAT IS THIS RESOLUTION.
SO THIS HELPS US SECURE THAT GRANT THROUGH THE TEXAS DEPARTMENT OF PARKS AND WILDLIFE.
ITEM F IS, UM, TO, UH, PROVE IN ACCORDANCE WITH PLANNING AND ZONING RECOMMENDATION APPLICATION FOR PRELIMINARY PLAT ON PROPERTY ZONED OLD TOWN RESIDENTIAL, LOCATED AT THE CORNER OF BRANDENBURG AND RAMSEY STREET WITH THE APPROXIMATE ADDRESS OF FIVE 16 BRANDENBURG AND 100 RAMSEY.

SO, UM, EVERY PROGRAM AND INITIATIVE, UH, THAT WE DESIGN OR INITIATE WITHIN THIS, UH, CODE ENFORCEMENT DEPARTMENT IS WITH THE CITY'S VISION IN MIND.
WE INTENTIONALLY ALIGN OUR WORK AND OUR PROGRAMS TO ENSURE IT SUPPORTS A SAFE AND CLEAN COMMUNITY WHILE HELPING FAMILIES AND BUSINESSES FLOURISH IN A SAFE, UH, ENVIRONMENT.
AND TONIGHT WE'LL BE PURSUING PREMIER THROUGH CLEAN, SAFE, AND ENGAGED COMMUNITY.

AND IN THE PLAN UNDER COMMUNITY ENGAGEMENT, IT IS STATED TO EXPAND AND INCREASE INITIATIVES, UM, THAT ALIGN WITH OUR PREMIER STATEMENT, WHICH IS CEDAR HILL.
UM, CEDAR HILL IS CLEAN WITH ONGOING CITY PROGRAMMING OPERATION CLEAN SWEEP SUPPORTS THIS GOAL OUTLINED IN CITY COUNCIL'S STRATEGIC PLAN.
SO OPERATION CLEAN SWEEP WAS IMPLEMENTED BACK IN 2010, MAINLY TO ALLOW FOR A MORE COMPREHENSIVE INSPECTION PROGRAM OF PROPERTIES WITHIN A NEIGHBORHOOD.
OFFICERS CHECK EVERY PROPERTY FOR CODE COMPLIANCE ISSUES, BUT ULTIMATELY THE PROGRAM HAS REALLY EVOLVED INTO OPPORTUNITIES FOR CODE ENFORCEMENT OFFICERS TO DEVELOP RELATIONSHIPS WITH CITIZENS AND PROPERTY OWNERS AND EDUCATE RESIDENTS OF CODE ENFORCEMENT ISSUES.
THIS MAP, UH, HIGHLIGHTS THE NEIGHBORHOODS THAT HAVE BENEFITED FROM THIS PROGRAM.
IN EACH, UH, MARKED NEIGHBORHOOD REPRESENTS AN OPERATION CLEAN SWEEP INITIATIVE WITH THE MOST RECENT FOCUS AREA OF BRADFORD PARK AND HIGH POINT, WHICH YOU'LL SEE DENOTED IN A BLUE STAR AT THE TOP OF THE MAP.
THIS SLIDE PROVIDES A DETAILED OVERVIEW OF CODE ENFORCEMENT EFFORTS WITHIN EACH NEIGHBORHOOD.
IT HIGHLIGHTS SOME STATISTICS, INCLUDING THE TOTAL NUMBER OF INSPECTIONS CONDUCTED, THE NUMBER OF PROPERTIES, UM, THAT WERE FOUND TO HAVE AT LEAST ONE OF ONE CODE VIOLATION AND THE OVERALL PERCENTAGE OF PROPERTIES IN THE NEIGHBORHOOD THAT HAD A VIOLATION.

NEXT, I'LL WALK YOU THROUGH THE RESULTS OF OUR MOST RECENT SWEEP AND WHAT WE OBSERVED IN THE FIELD.SO IN THE BRADFORD PARK NEIGHBORHOOD, A TOTAL OF 352 INSPECTIONS WERE CONDUCTED AS PART OF THE SWEEP.
UM, INSPECTIONS WERE DONE FROM THE STREET AND ALLEY FOCUSING SOLELY ON VISIBLE PROPERTY CONDITIONS THAT WE COULD SEE FROM THE PUBLIC ROADWAYS OR ALLEY.
UH, DURING THESE INSPECTIONS, 142 INSPECTIONS WERE IDENTIFIED AS AT LEAST HAVING ONE VIOLATION.
AND MOST IMPORTANTLY, ALL CASES OPENED DURING THIS OPERATION.
CLEAN SWEEP HAVE BEEN SUCCESSFULLY RESOLVED.
UM, THIS SLIDE HERE OFFERS A MORE DETAILED OVERVIEW OF THE CODE ENFORCEMENT EFFORTS IN THE BRADFORD PARK NEIGHBORHOOD, SHOWING STATISTICS ON PROPERTY VIOLATIONS.
UM, WHILE THE PREVIOUS SLIDE HIGHLIGHTED, UH, THE NUMBER OF PROPERTIES THAT HAD AT LEAST ONE VIOLATION, THIS SLIDE PROVIDES A BROADER PERSPECTIVE BY SHOWING THE TOTAL NUMBER OF VIOLATIONS ACROSS THE NEIGHBORHOOD, INDICATING THAT SOME PROPERTIES HAD MORE THAN ONE CODE VIOLATION.
UH, THIS SUBDIVISION STARTED DEVELOPMENT BACK IN 1984.
SO MANY OF THESE HOMES ARE REACHING AN AGE WHERE EXTERIOR PAINT OR EXTERIOR PAINT AND SURFACES NATURALLY DETERIORATE.
AS HOMES AGE, THEY REQUIRE MORE FREQUENT UPCA UPKEEP TO REMAIN IN COMPLIANCE, UH, WHICH IS WHY EXTERIOR SURFACE AND PAINTING VIOLATIONS APPEAR, UH, MORE OFTEN IN THIS DATA.
SO THE NUMBER, UH, VIOLATIONS FOR EXTERIOR STRUCTURE AND SURFACE IS 61.
AND THEN THE SFRR IS SINGLE FAMILY RENTALS.
SO THIS IS EITHER HOMES THAT, UH, WEREN'T REGISTERED OR THEIR, UH, REGISTRATIONS HAD EXPIRED.
THERE WAS 24, UH, FENCE VIOLATIONS SHOW 14 TRASH AND DEBRIS.
23 ADDRESS NUMBERS THAT WEREN'T VISIBLE FOR THE STREET OR ALLEY 27 OUTSIDE STORAGE, 29 OVERHANGING TREE LIMBS, THREE TALL GRASS JUNK VEHICLE.
AND THEN WE HAVE OTHER CATEGORY FOR A TOTAL, UH, VIOLATION OF COUNT OF 204.
SO THAT WRAPS UP OUR 2025 UPDATE.
AND SO THE NEXT SLIDE, UH, HIGHLIGHTS THE AREA THAT WE'RE BRINGING FORWARD FOR CONSIDERATION FOR THIS YEAR.
THE MEADOW VISTA NEIGHBORHOOD IS LOCATED IN THE FAR NORTHEAST, UH, AREA OF THE CITY, WHICH IS DENOTED BY THE BLUE STAR ON THE MAP.
AND IT'S A PRETTY CLOSE KNIT COMMUNITY WITH AN ACTIVE NEIGHBORHOOD ORGANIZATION.
THERE ARE 209 PARCELS WITH, AND THEY HAVE STREET AND ALLEY ACCESS.
AND MEADOW VISTA IS A NEIGHBORHOOD SHOWING SIMILAR MAINTENANCE, UH, CHALLENGES BECAUSE OF THE AGE OF THE HOMES THERE.
IT STARTED DEVELOPMENT IN 1987.
SO I'LL WALK YOU THROUGH THE PROCESS OF THE PROGRAM.
UM, PRIOR TO CODE ENFORCEMENT OFFICERS STARTING THEIR INITIAL INSPECTION SIGNS WILL BE PLACED AT BOTH MEADOW VISTA ENTRANCES.
THERE'S TWO OF THEM GOING INTO THE NEIGHBORHOOD.
AND THEN ALSO THE PROGRAM INFORMATION WILL BE AVAILABLE ONLINE.
CODE ENFORCEMENT OFFICERS WILL INSPECT EACH PROPERTY IN THE SELECTED AREA.
UH, THE COMPREHENSIVE INSPECTIONS OR THE INITIAL INSPECTIONS WILL TAKE APPROXIMATELY TWO WEEKS AND THEN THEY'LL GO BACK FOR RE-INSPECTION FOR COMPLIANCE.
AND THAT USUALLY TAKES TWO TO THREE WEEKS AS WELL.
OCCUPANTS WILL INITIALLY BE NOTIFIED OF ANY TYPE OF CODE VIOLATION WITH A DOOR HANGER BEING LEFT ON THE DOOR.
THERE'S AN EXAMPLE OF ONE ON THE RIGHT.
AND THEN UPON REINSPECTION, IF A VIOLATION STILL EXISTS, A NOTICE OF VIOLATION WILL BE MAILED TO THE PROPERTY OWNER AND OR THE TENANT.
THE CODE ENFORCEMENT OFFICERS WILL RECORD ALL INSPECTION RESULTS.
VIOLATIONS WILL BE REINSPECTED FOR COMPLIANCE THROUGHOUT THE PROGRAM.
UH, THE REMAINING AREAS OF NON-COMPLIANCE WILL BE, WILL CONTINUE TO BE TRACKED BY THE AREA CODE ENFORCEMENT OFFICER.
SO ONCE THE INITIAL INSPECTIONS ARE DONE, ALL THOSE OPEN CASES WILL THEN GO TO THE OFFICER, UH, FOR THE NEIGHBORHOOD, AND THEN CITY COUNCIL WILL RECEIVE AN UPDATE AT COMPLETION.
NOW THAT I'VE SHARED THE RECAP OF THE OPERATION CLEAN SWEEP RESIDENTIAL PROGRAM, I'D LIKE TO SHIFT HOW WE ARE BUILDING ON THAT MOMENTUM.
UH, THIS INITIATIVE ACTUALLY ORIGINATED LAST YEAR FROM CITY COUNCIL.
UH, STAFF HAS TAKEN THAT DIRECTION AND IS NOW IMPLEMENTING THIS PROGRAM TO ADDRESS COMMERCIAL CORRIDOR CONDITIONS IN A MORE FOCUSED AND PROACTIVE WAY.
AND AGAIN, I WANNA THANK YOU, UH, FOR YOUR CONTINUED SUPPORT AND FEEDBACK AS WE BUILD AND EXPAND PROGRAMS LIKE THIS.
SO OPERATION CLEAN CORRIDOR IS A NEW PROACTIVE CODE ENFORCEMENT INITIATIVE FOCUSED ON WORKING DIRECTLY WITH BUSINESSES IN TARGETED COMMERCIAL AREAS.
THE PROGRAM PROMOTES CONSISTENT ENFORCEMENT, ENHANCES THE APPEARANCE AND SAFETY OF COMMERCIAL CORRIDORS, AND ADDRESSES POTENTIAL NUISANCE ISSUES EARLY BEFORE THEY ESCALATE INTO

LARGER COMPLIANCE CONCERNS.AGAIN, GOING BACK TO CITY COUNCIL'S STRATEGIC PLAN, UM, REALLY FOCUSING ON, UH, THE COMMUNITY ENGAGEMENT WHERE IT'S STATED TO EXPAND AND INCREASE INITIATIVES.
ALIGNED WITH OUR PREMIER STATEMENT WHERE CEDAR HILL IS CLEAN AND ONE COMPONENT OF THIS PROGRAM IS ALREADY IN PLACE AND FOCUSES ON EARLY OUTREACH AND EDUCATION.
SO EVERY BUSINESS NOW RECEIVES AN INFORMATIONAL LETTER AT THE TIME THAT THEY PICK UP THEIR CERTIFICATE OF OCCUPANCY.
UM, THAT LETTER CLEARLY OUTLINES CORE RESPONSIBILITIES, UM, RELATED TO PROPERTY CLEANLINESS, LANDSCAPING AND EXTERIOR MAINTENANCE, SIGNAGE, COMPLIANCE, PARKING AND ACCESSIBILITY.
UH, THE GOAL IS TO SET EXPECTATIONS UP FRONT SO BUSINESSES OWNER, BUSINESS OWNERS UNDERSTAND THE RESPONSIBILITIES FROM DAY ONE.
AS WE, UH, MOVE FORWARD, UH, TO THE NEXT SLIDE, THE AREA OF CONSIDERATION FOR THE COMMERCIAL CORRIDOR IS THE AREA HERE OUTLINED IN ORANGE ON THE MAP.
SO, UH, DOWNTOWN NEAR HICKERSON AND 67, UH, JUST WEST OF 67.
AND THEN GOING ACROSS THE HIGHWAY HEADING EAST, UH, TO THE SHOPPING AREAS NEAR, THERE'S AN ENTERPRISE RENTAL CAR ESTABLISHMENT.
AND THEN GOING INTO THE OLD SHOPPING, OLD VINEYARD SHOPPING CENTER WHERE ALTITUDES, NOVA GYMNASTICS COTTON PATCH IN THOSE BUSINESSES ARE.
THE PROCESS IS VERY SIMILAR TO OPERATION CLEAN SWEEP.
UH, CODE ENFORCEMENT OFFICERS WILL CONDUCT ONSITE VISITS TO EACH BUSINESS WITHIN THE DESIGNATED AREA.
THE, UH, FOCUS AREAS WILL DIFFER A LITTLE WILL DIFFER A LITTLE BIT FROM RESIDENTIAL.
UH, THEY WILL BE CHECKING FOR A CERTIFICATE OF OCCUPANCY COMPLIANCE.
THEY'LL MAKE SURE THAT THE USE THAT IS OPERATING WITHIN THE BUSINESS MATCHES THEIR CO UH, THEY'LL LOOK AT LITTER AND DEBRIS CONTROL, EXTERIOR BUILDING AND PROPERTY CONDITIONS, LANDSCAPING AND SITE MAINTENANCE, AND THEN EDUCATION AND ISSUANCE OF NOTICES AS NEEDED.
UH, REINSPECTION TO VERIFY COMPLIANCE AND THEN TRACKING OF DATA AND PROGRAM RESULTS.
SOME OUTCOMES AND BENEFITS, UH, OF THE PROGRAM IS IMPROVED COMPLIANCE WITH COMMERCIAL PROPERTY STANDARDS, ENHANCED APPEARANCE OF BUSINESS CORRIDORS, CONSISTENT AND EQUITABLE ENFORCEMENT DATA-DRIVEN EVALUATION OF PROGRAM EFFECTIVENESS.
AND AGAIN, TYING THIS BACK TO YOUR STRATEGIC PLAN TO MAKE SURE IT ALIGNS, IT DOES SUPPORTS COUNCIL'S COMMUNITY ENGAGEMENT GOAL BY EXPANDING ONGOING CLEAN CITY INITIATIVES AND ALSO DIRECTLY ADVANCES CITY'S PREMIER STATEMENT OF CEDAR HILL IS CLEAN THROUGH PROACTIVE AND VISIBLE CODE ENFORCEMENT PROGRAMMING.

BUT OBVIOUSLY I KNOW THAT Y'ALL WILL WORK WITH THE CITIZENS THAT ARE REACHING OUT TO TRY TO WORK WITH YOU IF THEY ARE ISSUES THAT IT TAKES A LOT LONGER TO, TO RECTIFY, YOU KNOW, FROM AN EXPENSE STANDPOINT AND STUFF LIKE THAT.
SO ESPECIALLY WITH EXTERIOR MAINTENANCE ISSUES, SOMETIMES THOSE ARE PRICEY.
UM, WE ALSO PARTNER WITH, UM, WHAT THE MISSION, CEDAR MISSION CEDAR HILL.
AND UM, ACTUALLY SOME OF THE NEIGHBORHOODS ALSO HAVE SOME VOLUNTEER PROGRAMS TOO THAT THEY HELP RESIDENTS.
AND THEN WE DO ALSO WORK WITH PROPERTY OWNERS.
UM, SOMETIMES IT TAKES LONGER THAN TWO TO THREE WEEKS.
SO WE DO, WE DO WORK WITH THEM AS LONG AS THEY'RE WORKING WITH US.
THEN THAT'S KIND OF WHAT YOU BRING OUT TO MAKE THE, THE RESIDENTS TO KNOW THAT WE'RE NOT GUSTAPO, BUT, BUT WE'RE REALLY TRYING TO, TO, TO HELP THEM AS WELL.

AND SO HOW IS, HOW IS THAT, UM, VIOLATION CURED BY THE PROPERTY OWNER REGISTERING THEIR PROPERTY.
SO THAT, THAT DENOTES THAT, THAT, THAT YOU IDENTIFIED THAT THERE WAS A RENTAL PROPERTY YES.
WHERE THE OWNER OF THE PROPERTY HAD NOT REGISTERED IT AS A RENTAL.
