UH, WHEREAS CHILDHOOD CANCER IS THE LEADING CAUSE OF DEATH BY DISEASE IN CHILDREN.
AND WHEREAS 46 CHILDREN PER DAY, OR 16,790 CHILDREN PER YEAR ARE DIAGNOSED WITH CANCER IN THE UNITED STATES.
AND WHEREAS THE AVERAGE AGE OF DIAGNOSIS IS SIX YEARS OLD.
WHEREAS IN THE LAST 30 YEARS, ONLY SIX NEW DRUGS HAVE BEEN APPROVED BY THE FDA TO SPECIFICALLY TREAT CHILDHOOD CANCER.
AND WHEREAS THE NICE NATIONAL CANCER INSTITUTE RECOGNIZES THE UNIQUE RESEARCH NEEDS OF CHILDHOOD CANCER AND THE ASSOCIATED NEED FOR INCREASED FUNDING TO CARRY THIS OUT, WHEREAS RESEARCHERS AND HEALTHCARE PROFESSIONALS WORK DILIGENTLY DEDICATING THEIR EXPERTISE TO TREAT CHILDREN AND CURE CHILDREN WITH CANCER.
AND WHEREAS APPROXIMATELY 95% OF FAMILIES DEALING WITH CANCER WILL EXPERIENCE FINANCIAL HARDSHIP.
AND WHEREAS HUNDREDS OF NONPROFIT ORGANIZATIONS AT THE LOCAL AND NATIONAL LEVEL, INCLUDING THE AMERICAN CHILDHOOD CANCER ORGANIZATION, ARE HELPING CHILDREN WITH CANCER AND THEIR FAMILIES COPE WITH EDUCATIONAL, EMOTIONAL, AND FINANCIAL SUPPORT.
AND WHEREAS TOO MANY CHILDREN ARE AFFECTED BY THIS DEADLY DISEASE AND MORE MUST BE DONE TO RAISE AWARENESS AND FIND A CURE.

UH, CEDAR HILL PROCLAMATION OFFICE OF THE MAYOR, WHEREAS THE RESIDENTS OF CEDAR HILL HAVE GREAT ADMIRATION AND THE UTMOST GRATITUDE FOR ALL THE MEN AND WOMEN WHO HAVE SELFLESSLY SERVED THEIR COUNTRY AND THIS COMMUNITY AND THE ARMED FORCES.

SO EVIDENTLY, AGAIN, THERE'S SOMETHING GOING ON BEHIND THE SCENES THAT I'M NOT BEING TOLD ABOUT.
UH, AND I DO HAVE BASICALLY, UH, UH, AND A PROBLEM WITH ECONOMIC DEVELOPMENT BECAUSE IF YOU LOOK ON THE ECONOMIC DEVELOPMENT, ONE OF THEIR BROCHURES, IT SAYS, WE CAN DECIDE WHO, WHO MOVES FORWARD.

UM, I'M GONNA WALK THROUGH A RECAP OF THE ENGAGEMENT EFFORT THAT WE WENT THROUGH.
WE WERE VERY THOUGHTFUL AND DELIBERATE TO MAKE SURE THAT WE WERE WORKING VERY CLOSELY WITH ALL THE PROPERTY OWNERS THAT WERE WITHIN THE AREA BEING REZONED, AS WELL AS, UM, CREATING AWARENESS THROUGHOUT CEDAR HILL ABOUT WHAT WAS BEING PROPOSED.
SO I WANNA JUST RECAP A LITTLE BIT OF THAT TODAY.
SO, BACKING UP, WE STARTED THIS PROCESS BACK IN MARCH, UM, AND WE HAD SEVERAL INTERNAL CONVERSATIONS, UH, AS WELL AS SOME, UH, SERIES OF MEETINGS THAT I'M GONNA WALK THROUGH IN MUCH MORE DETAIL.
UM, BUT REALLY WE KIND OF STARTED WITH THE TIGHT GROUP WORKING, FOCUSING MAINLY WITH THE INITIAL PROPERTY OWNERS THAT HAVE PARTICIPATED IN THE PRIOR PLANNING EFFORT TO CONFIRM WHERE WE ARE AT WITH THAT PLAN, AND THEN START TO BROADEN THAT DISCUSSION.
UH, THROUGHOUT THE COURSE OF THE PROCESS, WE HAD SEVERAL TOUCH POINTS WITH THIS BODY AS WELL AS WITH THE PLAN COMMISSION TO MAKE SURE THAT AS WE REACHED CERTAIN POLICY DECISION POINTS, WE UNDERSTOOD KIND OF CLEAR DIRECTION FROM, UH, THE CITY AT THAT TIME SO THAT WE COULD CONTINUE TO COMMUNICATE THAT BACK WITH THE FOLKS PARTICIPATING AS WELL AS MAKE SOME DECISIONS, WHICH WE, WE DRAFTED, UH, THE PROCESS.
WE HAD A SERIES OF OP MEETINGS OVER THE SUMMER, UM, A BIG OPEN HOUSE IN JULY.
AND THEN WE WERE BACK AT THE PUBLIC HEARING PROCESS THAT WE ARE IN TODAY, UM, WITH THE, THE PLAN COMMISSIONER A FEW WEEKS AGO AND NOW, UM, YOU ALL TO THIS EVENING.
SO JUST TO GO THROUGH THOSE MEETINGS AND TALK A LITTLE BIT ABOUT, UH, THE PRIMARY OUTCOMES AND PURPOSE OF EACH ONE.
BACK IN APRIL, AGAIN, WE KICKED THIS OFF WITH, WITH THE GROUP THAT WOULD BE PRIMARILY AFFECTED BY THIS.
SO THE PROPERTY OWNERS WITHIN THE STUDY AREA, AS WELL AS VARIOUS REPRESENTATIVES FROM KEY CITY DEPARTMENTS.
AND THE, THE, UM, THE KEY HERE WAS FOR US TO GO BACK, LOOK AT THE PLAN THAT WE DEVELOPED TWO YEARS AGO AND JUST CHECK IN ON TO SEE IF, UM, EVERYTHING THAT WAS CONTAINED IN THAT PLAN, UH, WAS STILL RELEVANT AND, AND TALK A LITTLE BIT ABOUT WHAT THAT MEANT FROM A IMPLEMENTATION PERSPECTIVE.
WE GOT SOME REALLY GOOD FEEDBACK AT THAT TIME TO MAKE SURE THAT THERE WAS SOME FLEXIBILITY WITHIN THE REGULATIONS TO HELP US UNDERSTAND SOME OF THE MARKET CONDITIONS AND HOW THAT MIGHT RELATE TO GROUND FLOOR RETAIL, UM, AS WELL AS WITH SOME OF THE OTHER IMPROVEMENTS THAT WERE ASSOCIATED WITH IT, UH, TO IMPROVE WALKABILITY AND MOBILITY WITHIN THE AREAS, AND PARTICULARLY TO CONNECT TO DOWNTOWN.
FROM THERE, WE THEN, UM, HELD AN OPEN HOUSE IN, IN MAY.
THIS OPEN HOUSE, WE NOTIFIED NOT ONLY JUST THE PEOPLE WITHIN THE AREA BEING REZONED, BUT ALSO FOLKS THAT WERE WITHIN 200 FEET OF THAT BOUNDARY.
UH, WE WANTED THEM TO BE AWARE THAT THIS PROCESS WAS STARTING.
UM, IN MAY YOU ALSO ALSO, UH, FORMALLY AUTHORIZED THE HEARING.
AND SO WE WANTED TO COMMUNICATE THAT TO EVERYONE AND GET A LITTLE BIT OF FEEDBACK ABOUT VISUAL PREFERENCES AND OTHER PREFERENCES OF SOME OF THE KEY COMPONENTS OF THE PLAN.
AND SO WE TALKED ABOUT, UM, YOU KNOW, THE PRESERVATION OF THE SITE AND ALL OF ITS NATURAL ASSETS, HOW IMPORTANT THAT WAS TO FOLKS.
WE GOT A LOT OF, UH, FEEDBACK RELATED TO MAKING SURE THINGS WERE ACCESSIBLE AND WELL CONNECTED, AS WELL AS SOME DISCUSSION AROUND RESIDENTIAL DEVELOPMENT.
THERE WAS SOME CONCERN THAT WAS EXPRESSED ABOUT MULTI-FAMILY DEVELOPMENT, WHICH WE, UH, BROUGHT BACK TO YOU ALL AS WELL AS LOOK SPECIFICALLY AT EACH OF THOSE FOCUS AREAS OF THE PLAN OR OF THE ZONING, THE ARCHITECTURAL REGULATIONS, THE LANDSCAPE REGULATIONS, AS WELL AS OPEN SPACE TO GET, GET FOLKS FEEDBACK ON THE TYPE OF IMPROVEMENTS THEY WANTED TO SEE.
AND WHAT THAT REALLY TOLD US IS THERE WAS A LOT OF, UM, PEOPLE ARE REALLY PROUD OF THE LIBRARY AND PARK.
THEY WANNA SEE THAT LEVEL OF QUALITY AS WELL AS THAT CHARACTER OF DEVELOPMENT EMULATED THROUGHOUT, UM, THE DISTRICT.
AND SO WE WORKED TO CREATE REGULATIONS THAT DID JUST THAT.
AND SO FOLLOWING THAT, UM, WE HAD A JOINT SESSION WITH THE PLANNING COMMISSION AS WELL AS WITH YOU ALL.
WE TALKED ABOUT SOME KEY POLICY ISSUES THAT HAD COME UP FROM THOSE PRIOR CONVERSATIONS.
HOW DO WE ADDRESS OPEN SPACE? WHAT KIND OF USE MIX? HOW SHOULD WE ADDRESS, UH, CONDITIONAL USE PERMITS AS WELL AS SPECIFIC REQUIREMENTS RELATED TO CERTAIN RESIDENTIAL DEVELOPMENTS.
WHAT'S THE LEVEL OF AMENITIES WE WANTED TO SEE IN ORDER

TO ADDRESS SOME OF THE CONCERNS WE HAD HEARD? AND THEN A BIG ISSUE AROUND MAKING SURE THAT WE WERE VERY SENSITIVE TO THE VIEWS, UH, AND NATURAL INTEGRITY OF THE SITE.UH, ONE OF THE OTHER KEY OUTCOMES FROM THAT WAS THE DESIRE TO HAVE ANOTHER MEETING TO MAKE SURE THAT THERE WAS A WHOLE LOT OF AWARENESS ABOUT THIS PROJECT.
AND SO WE HAD A FOLLOW-UP CONVERSATION IN JULY.
UM, AGAIN, WE NOTIFIED PEOPLE WITHIN 200 FEET.
WE ALSO HAD, UM, A MAJOR SOCIAL MEDIA PLA BLAST ON BEHALF OF THE CITY.
UH, THIS MEETING WAS A RESOUNDING SUCCESS.
WE HAD NEARLY A HUNDRED PEOPLE OVER AT THE LIBRARY, UM, THAT CAME IN TO LEARN SPECIFICS ABOUT THE ZONING.
AND SO WE WERE ABLE TO WALK THEM THROUGH NOT ONLY WHAT WAS IN THE REGULATIONS, BUT ALSO WHAT THAT APPROVAL PROCESS MIGHT LOOK LIKE AND HOW THEY COULD PLUG IN FURTHER AND COMMUNICATE THEIR COMMENTS TO YOU ALL.
AND SO THERE WAS A LOT OF EXCITEMENT ABOUT THE PROPOSAL.
THERE WAS A LOT OF INTEREST IN SEEING THE TYPES OF DEVELOPMENT THAT THEY WANTED TO SEE.
UM, EVEN DESIRE FOR SOME SPECIFIC TYPES OF USES.
UH, IN PARTICULAR, UM, UH, HOUSING FOR FOLKS OVER 55.
AGAIN, THE, THE DESIRE TO MAINTAIN THE BEAUTY AND THE GREEN SPACE WITHIN THE, UH, WITHIN THE SITE, WE DID GET A LITTLE FEEDBACK ABOUT SOME CONCERNS AROUND HEIGHT RELATED TO DOWNTOWN.
WE'VE, WE'VE SINCE TALKED WITH THE DOWNTOWN, UH, CONSULTANT THAT'S WORKING ON THAT PLAN ABOUT, YOU KNOW, HOW THEY MIGHT TREAT THE, THE AERIAL ON BELTLINE TO, TO MAKE IT SEEM MORE HARMONIOUS.
UM, AND WE PROVIDED A SUMMARY OF THAT MATRIX OF ALL THOSE, ALL THAT INPUT, UM, TO THE PLANNING COMMISSION, I BELIEVE ALSO FORWARDED ON TO THE CITY COUNCIL AS WELL.
AND SO WE HAD ADDITIONAL MEETINGS THEN THROUGHOUT THIS PROCESS, WE'VE HAD CONSTANT COMMUNICATION WITH MOST OF THE KEY PROPERTY OWNERS, PARTICULARLY AS THEY'VE BEEN LOOKING AT HOW THE REGULATIONS MIGHT IMPACT THE DEVELOPMENT OF THEIR SITE OR THINGS THAT THEY HAVE IN MIND.
AGAIN, THE DESIRE HERE WAS TO KEEP SOME FLEXIBILITY AROUND THE REGULATIONS, UH, AS WELL AS, UM, LOOK SPECIFICALLY AT SOME OF THE AMENITIES REQUIREMENTS.
SO WE'VE MADE SOME ADJUSTMENTS TO THOSE TO REFLECT THAT.
UM, AS WELL AS OTHER SORT OF COMMON FEEDBACK THAT WE MIGHT GET AROUND PARKING RATIOS, UM, AS WELL AS SETBACK REQUIREMENTS AND OTHER, UM, FEATURES AROUND BUILDING MATERIALS.
SO WE HAVE MADE A FEW ADJUSTMENTS THAT WERE NOTED IN THE MATRIX THAT YOU WAS PROVIDED TO YOU ALL.
UM, AS WELL AS NOTED WHERE SOME OF THE REQUIREMENTS THAT ARE IN THIS, UH, PD ARE, ARE ACTUALLY MIRRORING, MIRRORING, EASIER SAID THAN DONE, UM, OTHER REGULATIONS THROUGHOUT CEDAR HILL.
AND SO THAT, THAT WHILE THERE MIGHT BE, WE HAVE HEARD SOME CONCERNS ABOUT THOSE.
THEY'RE NO DIFFERENT THAN WHAT THE REST OF THE FOLKS WITHIN CEDAR HILL WOULD HAVE TO ADHERE TO.
AND SO I'M GONNA GO VERY HIGH LEVEL THROUGH THE ZONING, REALLY KIND OF AN ORIENTATION TO IT.
AND THEN ANGELA'S GONNA TOUCH MORE ON KINDA THE MERITS OF THE ZONING AND HOW IT RELATES TO, UM, THE, UH, PRIOR CITY POLICY.
BUT AGAIN, ONE OF THE KEY OUTCOMES FROM THE PLAN HERE WAS KIND OF FOUR BIG IDEAS.
ONE WAS TO REALLY HONOR THE OPEN SPACE AND NATURAL AMENITIES ON SITE.
SO BUILD IN SOME REGULATIONS THAT HELPED US PRESERVE THOSE THINGS TO LOOK AT THE PARK AND THE LIBRARY AS BEING, UM, THE INVESTMENT THAT SET THE TONE AND TO USE THAT AS A BENCHMARK, UH, AGAINST WHICH WE WOULD LOOK AT OTHER DEVELOPMENTS AS THEY CAME IN, STRENGTHEN THE WALKABILITY AND CONNECTIVITY, AND PARTICULARLY COMPLIMENT THE SURROUNDING AREAS OF DOWNTOWN AND UPTOWN.
AND SO AS WE GO THROUGH EACH OF THESE, UH, SEGMENTS, WE'LL TALK A LITTLE BIT ABOUT HOW THAT HAPPENS.
FIRST AND FOREMOST, THERE'S AN ARRAY OF ALLOWED USES THAT ARE OUTLINED ON SITE, ALL OF WHICH ARE ALLOWED BY RIGHT.
UM, THERE IS NO REQUIREMENT FOR CS.
HOWEVER, UM, WE HAVE INSTILLED WITHIN HERE MORE DETAILED REGULATIONS AROUND PARTICULAR USES.
SO WE'VE SET THE GUARDRAILS FOR CERTAIN TYPES OF DEVELOPMENTS.
WE'VE ALSO WORKED REALLY HARD TO MAKE SURE WE'VE GOT A GOOD MIX OF USES IN ORDER TO ENCOURAGE THE TYPE OF LIVE WORK PLAY ATMOSPHERE, UH, THAT CAN BUILD ON ITS ADJACENCY TO THE PARK AND TO THE LIBRARY.
THERE'S ALSO A REGULATING PLAN ATTACHED, WHICH LAYS OUT SORT OF THE GENERAL SCOPE OF THE DEVELOPMENT, WHERE WE SEE CON GENERAL CONNECTIONS BEING, SO OUTLINING WHERE WE WOULD LIKE TO SEE STREET RIGHTS OF WAY, AS WELL AS IMPOSING A RESIDENTIAL MIX REQUIREMENT FOR THE NORTHERN PORTION WHERE WE WANTED TO BE A LITTLE MORE SENSITIVE AROUND, UM, ENSURING THAT IT WASN'T ALL BUILT OUT AS MULTIFAMILY, BUT THERE WERE OTHER RESIDENTIAL REQUIREMENTS, UM, OR OTHER RESIDENTIAL USES REQUIRED.
AS PART OF THAT, IF YOU BUILT OUT RESIDENTIAL, WE ALSO HAVE A VERY DETAILED LIST OF BUILDING STANDARDS.
THIS ADDRESSES EVERYTHING FROM, UM, SETBACK TO HEIGHT AND HEIGHT SETBACK, AS WELL AS, UM, REQUIREMENTS FOR THE AMOUNT OF WINDOWS.
AND THIS IS REALLY LARGELY GEARED AT CREATING THAT TYPE OF EYES ON THE STREET, ACTIVE STREET SCAPE ENVIRONMENT, UM, IN ORDER TO CREATE THE PEDESTRIAN ORIENTED ATMOSPHERE WE'D LIKE TO SEE.
AND SO THE, THE, AS WELL AS THE HEIGHT RANGES FROM SIX STORIES ALONG BELTLINE ROAD, UM, AND THEN IT DIMINISHES DOWN TO FOUR STORIES ONCE YOU GET NORTH.
HOWEVER, EVERY DEVELOPMENT THAT COMES THROUGH HERE HAS TO PROVIDE A LINE OF SIGHT STUDY AND BASED ON THE FINDINGS OF THAT LINE OF SIGHT STUDY, ALL OF THOSE, UM, REQUIREMENTS CAN BE ADJUSTED.
SO IF THE FINDINGS OF THAT STUDY

SHOW THAT, UM, THAT A FOUR STORY BUILDING MIGHT INHIBIT A VIEW IN CERTAIN WAY, WE CAN RESTRICT DOWN, UM, THE HEIGHT OF THAT BUILDING.UM, ALSO THAT GIVES A LITTLE BIT FLIP FLEXIBILITY.
IF YOU WANTED TO GO UP FROM FOUR TO AS HIGH AS SIX IN CERTAIN AREAS, YOU COULD PROVIDED THAT THE LINE OF SIGHT STUDY SHOWS THAT THERE IS NOT A DETRIMENT DETRIMENTAL IMPACT UPON THOSE PUBLIC VIEWS.
SO THAT STUDY IS REALLY CRITICAL AND IMPORTANT AND ALLOWING EACH CASE TO BE LOOKED AT VERY CAREFULLY AND VERY CLOSELY TO DETERMINE ITS IMPACT ON VIEWS.
AND THEN SET THE REGULATIONS ACCORDINGLY SO THAT THEY'RE, UH, SO THAT THEY'RE IN LINE WITH, UM, THE, THE POLICY LAID OUT IN THE PLAN.
UH, SOME ADDITIONAL DEVELOPMENT STANDARDS, AS I MENTIONED THE STUDY.
UM, THERE ARE SO ALSO REQUIREMENTS PERTAINING TO LOCK COVERAGE AND IMPERVIOUS COVERAGE.
THESE, AGAIN, WERE GEARED AT KEEPING THAT SENSE OF OPEN SPACE, UM, NOT ALLOWING ENTIRE SITES TO BE PAVED OVER, BUT TO REQUIRE CERTAIN ELEMENTS OF THAT BE OPEN, UH, WHERE PROPERTY IS ADJACENT TO THE TRAIL REQUIRING AND ENCOURAGING THAT TRAIL ACCESS.
SO WE CAN CONTINUE, CONTINUE TO ACTIVATE THAT AS AMENITY AND USE THAT AS A MAIN SPINE.

THIS IS A CITY INITIATED REZONING AND WE ARE AUTHORIZED TO DO THAT THROUGH OUR ZONING ORDINANCE, SECTION 2.3 0.2.
UH, THE CITY COUNCIL THROUGH ITS OWN MOTION CAN FIND THAT IT WILL PROPOSE A REZONING WHEN IT IS IN THE PUBLIC BENEFIT.
IN ADDITION, THIS PROPOSAL IS DESIGNED TO CREATE A MIXED USE AREA THAT ALLOWS FOR A DIVERSE MIX OF RESIDENTIAL, COMMERCIAL, AND CIVIC USES, INTERCONNECTED STREET NETWORK, PUBLIC SPACES, TRAILS, AND GREENWAYS.
THE THE PD IS REINFORCED BY THE DETAILS PROVIDED BY THE 2022 COMPREHENSIVE PLAN AND THE 2023 WEST MIDTOWN MASTER PLAN.
AS A PART OF OUR EFFORTS, WE ARE IN THE MODE OF IMPLEMENTATION AND FOR THE BIG ROCKS, WE ARE UNDER THE UMBRELLA OF PLANNING AND DEVELOPMENT AND ECONOMIC DEVELOPMENT.
THIS PARTICULAR PROPOSAL REALLY FOCUSES IN ON THE ECONOMIC DEVELOPMENT PIECE, AND IT REINFORCES AND IMPLEMENTS THE GOALS OF THE CITY COUNCIL BY ENCOURAGING HIGH DENSITY DEVELOPMENT IN THE MIDTOWN AREA.
IT STREAMLINES THE DEVELOPMENT PROCESS.
IT ALLOWS US TO DEVELOP FORMAL REGULATIONS THAT GUIDE THE, UH, IMPLEMENTATION OF THE VISION FOR THE WEST MIDTOWN AREA.
IT PROTECTS THE LIBRARY AND THE PARK AND THE INVESTMENTS THAT THE CITY HAS MADE IN THE AREA AND OVERALL ENCOURAGES A LIVE WORK PLAY DISTRICT.
UH, THROUGH THE DEVELOPMENT OF THESE REGULATIONS, WE ADDRESS ISSUES RELATED TO PARKING, UH, DIVERSITY OF HOUSING TYPE AND ECONOMIC OPPORTUNITY.
AND SO WHILE WE HAVE A FRAMEWORK ESTABLISHED BY THIS PLAN DEVELOPMENT DISTRICT, WE STILL REQUIRE A PD SITE PLAN.

AND THAT IS DEFINED AS BEING MIXED USE AS, UH, DAVID MENTIONED LIVE, WORK, PLAY.
AND IT ALSO ENCOURAGES PERMANENT OPEN SPACE, WHICH IS A PART OF THE CONSIDERATION FOR THIS PLAN DEVELOPMENT DISTRICT.
AND SO WITH THAT, WE ASK THAT THE CITY COUNCIL CONCUR WITH THE PLANNING AND ZONING COMMISSION'S RECOMMENDATION.

UM, THE, WE HAD SOME, SOME WORKSHOPS AND SOME DISCUSSIONS, UH, AND, UH, ONCE IT WAS DECIDED THAT THE, THE LIBRARY WAS GOING TO GO INTO THE NEW CITY CENTER PARK, UM, WE HAD, THERE WERE SOME VERY EARLY PRELIMINARY DISCUSSIONS ABOUT THE FACT THAT, UH, A STRUCTURE OF THIS, OF THE HEIGHT THAT MR. POOLE'S PROPOSING WA WAS NOT GOING TO, WAS PROBABLY NOT GONNA BE IN, IN THE DESIGN BECAUSE WE WANTED TO PROTECT THE INVESTMENT FOR EVERYBODY.

AND SO THAT WAS A COMPROMISE THAT WE DID OFFER AND INCLUDE, UH, AS A PART OF THE PLAN DEVELOPMENT DISTRICT.
AND SO THAT WOULD ALLOW FOR ANY PROPERTY OWNER THAT FELT THAT THEY COULD IN ACHIEVE A HIGHER, UH, HEIGHT AND STILL ACHIEVE THE GOALS OF THAT VISION INTO THE LIBRARY.
AND FROM, WE INCLUDED THAT AS A PART OF THE PD.
WELL, UM, IT SEEMED LIKE THERE'S SOME FLEXIBILITY THERE.
UH, JUST TO COMMUNICATE TO EVERYONE, UM, CEDAR HILL, WHAT WE LOVE ABOUT CEDAR HILL, UH, WE HAVE SOME TOPOGRAPHY.
UH, I THINK THAT'S WHAT MAKES OUR ORGANIC, UH, CITY BEAUTIFUL.
UH, SO IF YOU, ON UPTOWN BOULEVARD, THE GRADE IS HIGHER THAN WHAT IT IS AT THE BOTTOM OF, UH, FIVE PIONEER PARK.
SO THEREFORE WE COULDN'T JUST HAVE A BLANKET, UH, YOU KNOW, HEIGHT REQUIREMENT.

AND I WANTED TO JUST MAKE SURE, IS IT CLEAR WHOSE VIEWS WE ARE CONCERNED ABOUT IMPACTING? YES, SIR.
IN THE PLAN DEVELOPMENT DISTRICT, THE AREA THAT IS INCLUDED BUT NOT LIMITED TO INCLUDES THE TRAFFIC, HICKMAN LIBRARY, PUBLIC PARKS, OPEN SPACE AND TRAILS, THE CREEK AND ROADWAYS THROUGHOUT THE DISTRICT.
JUST TO CLARIFY, SO THE, THE, I I'M NOT SURE THAT I TOTALLY UNDERSTAND THAT BECAUSE, UH, A BUILDING COULD BE TWO STORIES HIGH AND IT, UH, IMPACT THE VIEWS OF THE PARK 'CAUSE THE PARK'S LOWER.
IF YOU'D LIKE, FOR THE VARIOUS SUB-DISTRICTS, EACH HAD THE PRESCRIBED HEIGHT, AND SO THAT IS SOMETHING THAT IS ALLOWED BY RIGHT.
THEY'RE ABLE TO ACHIEVE THOSE HEIGHTS IF THEY WANT TO GO HIGHER, THEY WOULD HAVE TO SHOW THAT IT DOES NOT HAVE AN IMPACT ON THOSE AREAS THAT WERE IDENTIFIED.

THIS IS A OPPORTUNITY THAT MANY CITIES DON'T HAVE AND WE HAVE THIS LARGE SWATH OF LAND AND I'M LOOKING FORWARD TO THE GREAT OPPORTUNITIES THAT ARE GOING TO COME FROM THIS.
THIS IS SOMETHING THAT'S GONNA BE SO UNIQUE, IT'S NOT ANYWHERE IN OUR CITY RIGHT NOW.

UM, THERE'S JUST ONE THING I WOULD, UH, RECOMMEND THAT SINCE THIS IS SO NEW AND UNIQUE, WE HAVE AN OPPORTUNITY TO ADAPT OR SIGN SIGNAGE RULES TO THE UNIQUENESS OF THIS.

SO FOR THE COMPREHENSIVE PLAN, WE REALLY WANT TO HIGHLIGHT THAT THE UNIFIED DEVELOPMENT CODE PROVIDES A MAJOR STEP IN IMPLEMENTING THE COMPREHENSIVE PLAN.
IT UPDATES OUR CITY ZONING AND SUBDIVISION AND TREE ORDINANCE REGULATIONS, AND IT ALLOWS US TO ALIGN THOSE REGULATIONS WITH THE VISION AND THE POLICIES INCLUDED IN ALL OF OUR MASTER PLANNING PROJECTS.
AS I MENTIONED IN THE FY 25 26 BUDGET, THE CITY COUNCIL AUTHORIZED A HUNDRED THOUSAND DOLLARS TO PARTIALLY FUND THIS PROJECT.
AND SO WE'RE BACK BEFORE YOU BEGIN WITH THIS AGREEMENT AND WITH THIS CONSULTING TEAM TO BEGIN, UH, MOVING FORWARD TOWARDS IMPLEMENTATION.
SO WHAT IS A DEVELOPMENT CODE? IT REALLY REGULATES ALL OF THE DEVELOPMENT, UM, THE LAND DEVELOPMENT WITHIN THE CITY.
SO THAT'S EVERYTHING FROM LOT SIZES, BUILDING DESIGN, LANDSCAPING, PARKING, ALL OF THE VARIOUS ELEMENTS THAT COME TOGETHER TO BUILD A DEVELOPMENT.
UH, CURRENTLY THE ORDINANCES THAT REGULATE THAT ARE DIVIDED, THEY'RE INCLUDED IN OUR ZONING ORDINANCE, OUR SUBDIVISION ORDINANCE, OUR TREE PRESERVATION ORDINANCE.
WE BELIEVE THAT A UNIFIED DEVELOPMENT CODE WOULD ALLOW FOR A MORE CONSISTENT, UH, METHOD, A MORE COHESIVE METHOD OF MANAGING LAND DEVELOPMENT, EXCUSE ME, MANAGING LAND DEVELOPMENT WITHIN THE CITY.
THE WAYS THAT IT WOULD ACHIEVE THAT IT WOULD ALLOW US TO AVOID OVERLAPPING AND CONFLICTING INCONSISTENT REQUIREMENTS.
IT WOULD ALLOW US TO HAVE A FORMAT THAT IS MORE ACCESSIBLE, UH, MORE USER FRIENDLY FOR OUR CUSTOMERS, AND IT WOULD ALLOW US TO LOOK FOR OPPORTUNITIES TO, UH, FIND NOT ONLY THAT ADDITIONAL FLEXIBILITY, BUT TO BE ABLE TO BE MORE CONSISTENT IN THE TREATMENT OF THE VARIOUS TYPES OF DEVELOPMENT IN OUR CITY.
WHAT IT IS NOT THE CODE WILL STIPULATE THE USES THAT CAN BE DEVELOPED ON A PROPERTY, BUT IT WILL NOT PRESCRIBE WHAT WILL BE DEVELOPED.

WHAT IT IS, IS A TECHNICAL DOCUMENT WITH REGULATIONS AND PROCEDURES FOR DEVELOPMENT, AND IT PROVIDES US THE OPPORTUNITY TO EVALUATE THOSE STRATEGIC AREAS OF OUR CITY SO THAT WE CAN ENSURE THAT LAND DEVELOPMENT MEETS THE NEEDS THAT WE ARE HOPING TO ACHIEVE FOR OUR FUTURE.

WE TALKED IN OUR PREVIOUS DISCUSSIONS ABOUT NEW THINGS THAT ARE HAPPENING RELATED TO LAND USE.
WE WANNA MAKE SURE THAT WE ARE RESPONSIVE TO THEM.
WE WANNA ENSURE THAT, UH, REGULATIONS ARE CONSISTENT WITH ADVANCING THE GOALS OF OUR PLANS.
AND THEN WE WANT TO ALIGN, UH, ALL OF THOSE REGULATIONS SO THAT AS WE MOVE FORWARD TOWARDS THE FUTURE WITH OUR DEVELOPMENT,

WE WANT TO HEAR WHAT THE, WHAT TYPES OF ACTIVITIES OR WHAT TYPES OF USES THEY'D LIKE TO SEE.
BUT FOR THIS ONE, WE WANNA MAKE SURE THAT WE ARE TECHNICALLY MEETING THE REQUIREMENTS OF BUILDING THOSE DEVELOPMENTS.
AND SO OUR ENGAGEMENT MAY LOOK MORE TOWARDS THOSE THAT ARE ENGAGED IN THE DEVELOPMENT PROCESS, MAYBE ENGINEERS, ARCHITECTS, PLANNERS, THOSE TYPES.
