UH, TODAY I WANTED TO PROVIDE YOU WITH, UH, AN UPDATE FOR OUR MENTAL HEALTH RESPONSE, UH, AND CARES TEAM.

AS YOU ALL KNOW, WE ALWAYS START OUT WITH OUR VISION, MISSION, AND VALUES OF OUR CITY.

UH, THE VISION WHERE WE ENVISION CEDAR HILL AS A PREMIER CITY THAT RETAINS ITS DISTINCTIVE CHARACTER WHERE FAMILIES AND BUSINESSES FLOURISH IN A SAFE AND CLEAN ENVIRONMENT.

AND THE MISSION OF THE CEDAR HILL IS TO DELIVER THE HIGHEST QUALITY MUNICIPAL SERVICES TO OUR CITIZENS AND CUSTOMERS, CONSISTENT WITH OUR COMMUNITY VALUES, THOSE VALUES BEING PEOPLE IN RELATIONSHIPS, STEWARDSHIP, HIGHEST ETHICAL STANDARDS, BEHAVIOR AND INTEGRITY AND SERVANT LEADERSHIP.

IN ADDITION, UH, TO THAT WITH THE CITY COUNCIL STRATEGIC PLAN, THERE WAS TWO SPECIFIC ITEMS THERE RELATED TO MENTAL HEALTH, UH, THAT I WANTED TO UPDATE YOU ON AS WELL.

UH, ONE OF THEM BEING TO ENHANCE AWARENESS OF MENTAL HEALTH RESOURCES AND TOOLS.

AND THE SECOND ONE BEING AS PART OF THE BUDGET PROCESS TO PRESENT TO YOU AN UPDATE ON OUR COMMUNITY MENTAL HEALTH PROGRAM AND THE CHANGES THAT ARE FORTHCOMING AS FAR AS THE, UH, ENHANCING AWARENESS, UH, OUR, THE POLICE DEPARTMENT'S, UH, PAC TEAM, ALONG WITH OUR, UH, OFFICER ROLLINS FROM THE CARES TEAM IS WORKING WITH, UH, ZERIAH FROM CITY ADMINISTRATION TO DEVELOP A, A WEBSITE ON THE CITY'S WEBSITE PAGE WITH A LIST OF ALL OF THE RESOURCES THAT WE HAVE AVAILABLE IN OUR COMMUNITY WHEN IT COMES TO MENTAL HEALTH, UH, WITH LINKS AND, UH, NUMBERS FOR PEOPLE

THAT'S REALLY WHAT I WANNA FOCUS ON TODAY ABOUT HOW WE'RE GONNA BE CHANGING OUR RESPONSE, UH, FOR MENTAL HEALTH FOLLOW UP CALLS IN THE CITY OF CEDAR HILL.

SO, AS YOU RECALL, SEVERAL YEARS AGO, UH, DALLAS COUNTY, UH, GAVE A GRANT TO THE CITY OF DESOTO TO START UP A, UH, REGIONAL MENTAL HEALTH RESPONSE TEAM KNOWN AS THE CARES TEAM.

THAT WAS IN 2022.

RIGHT HERE, YOU CAN SEE, UM, HOW IT HAS BENEFITED CEDAR HILL.

UH, AND WE'VE HAD ONE FULL-TIME OFFICER ASSIGNED TO THE, THE UNIT OVER THERE.

UM, AND THE NUMBER OF CLIENTS, UH, THAT HAVE SERVED THE CITY OF CEDAR HILL AND THE NUMBER OF NEW CASES PER MONTH, UM, IS AVERAGING, UH, MOST RECENTLY ABOUT 10 A MONTH OR 63 CONTACTS.

A CONTACT WOULD CONSIST OF A PHONE CALL OR AN EMAIL OR SOME TYPE OF FOLLOW UP LIKE THAT.

YOU LOOK AT, UH, THE LAST QUARTER STATS WHEN WE TALK ABOUT, UH, HOW THE THREE CITIES WERE USING THE SERVICES.

UM, DUNCANVILLE AND CEDAR HILL WERE REALLY THE MINORITY.

UH, DESOTO IS USING MOST OF THE SERVICES THAT THE CARES TEAM PROVIDED.

UM, THE GRANT FUNDING FOR THE CARES TEAM RAN OUT, UH, LAST YEAR.

AND SO WE HAD UNTIL THE END OF THIS MONTH, UH, TO FIND ADDITIONAL GRANT FUNDING IN WHICH NO ADDITIONAL GRANT FUNDING WAS AVAILABLE.

AND SO, UH, DUNCANVILLE, UH, WAS THE FIRST CITY, UH, TO MAKE THE DECISION TO, UH, PULL OUT OF THE CARES TEAM.

UH, AND THEN, UM, BASED ON THE STATISTICS AND THE, THE COST, IT WAS GONNA BE COST PROHIBITIVE FOR THE CITY OF CEDAR HILL TO CONTINUE PARTICIPATING IN THE PROGRAM JUST DUE TO ALL OF THE OVERHEAD COSTS ASSOCIATED WITH IT.

UM, AND SO WORKING WITH OFFICER ROLLINS AND TRYING TO DETERMINE WHAT KIND OF SERVICES THEY PROVIDE AND HOW COULD WE REPLICATE THOSE SERVICES AS CLOSELY AS POSSIBLE IN OUR CITY TO MAKE SURE THAT THAT SEGMENT OF OUR POPULATION DOES NOT GO, UH, WITHOUT ANY TYPES OF SERVICES.

SO THIS IS KIND OF WHAT THE WORKFLOW LOOKS LIKE NOW.

UM, AN A PAL IS A, A PEACE OFFICER, UH, COMMITMENT WITHOUT A WARRANT.

UM, USUALLY SOMEONE CALLS THERE IN CRISIS, A POLICE OFFICER RESPONDS, AND THAT PERSON IS TAKEN INTO PROTECTIVE CUSTODY.

UM, BEFORE THE CARES TEAM WAS DEVELOPED, UM, THE OFFICER WROTE A REPORT, UM, THEY TOOK HIM TO PROTECTIVE CUSTODY, AND THEN THAT WAS THE END OF IT.

THERE WAS NO FOLLOW UP THAT HAPPENED.

UM, WITH THE CARES TEAM, THERE'S IMMEDIATE FOLLOW UP WITH THOSE, UH, INDIVIDUALS, AND THAT WAS DONE BY OFFICER ROLLINS FOR ALL OF THE PEOPLE IN CEDAR HILL.

UM, AND WITH THAT CAME ALONG WITH A LOT OF OTHER RESOURCES THAT THE CARES TEAM HAD WITH THE GRANT FUNDING THAT THEY WERE ALLOCATED WITH SOCIAL SERVICES AND THE ABILITY TO HELP THEM, UH, TRANSPORT THEM TO THEIR, THEIR APPOINTMENTS AND MAKE SURE THAT THEY'RE GETTING THEIR FOLLOW-UPS AND, AND, UH, ADDITIONAL CARE THAT THEY NEED.

AND THAT'S A, THERE'S ANOTHER, SOME MORE LIST HERE OF THE STUFF THAT, THAT SERVICES THAT THEY WOULD PROVIDE, UM, FOR THOSE CLIENTS.

UM, AND SO NOW THAT WHAT'S GONNA BE DONE, UH, IN-HOUSE, UH, THE WORKFLOW IS GOING TO BE SIMILAR TO WHERE WE GET THE REPORT AND THEN THERE'S GONNA BE A, A, UH, A FOLLOW UP.

BUT THE FOLLOW UP IS GONNA BE DONE BY OUR CRIME VICTIMS, UH, LIAISON JESSICA KDE.

AND SO, UH, HER AND OFFICER ROLLINS ARE GONNA ENSURE THAT WE DO A FOLLOW UP WITH THAT PERSON WHO WAS A, UM, AND THAT'LL BE KIND OF THE SAME PROCESS.

WE JUST WON'T HAVE THE BREADTH OF SERVICES THAT, UM, THE CARES TEAM CURRENTLY HAS WITH AN ONSITE SOCIAL WORKER.

UM, BUT OUR JESSICA IS OUR, UH, VICTIM SERVICES COORDINATOR FOR THE CITY, AND SHE HAS A LOT OF THE SAME CREDENTIALS THAT THOSE SOCIAL WORKERS HAVE.

UM, AND SO SHE'LL BE DOING A LOT OF THAT FOLLOW UP AND PHONE CALLS AND HELPING COORDINATE THE CARE THAT THEY NEED.

UM, ALSO WITH THAT, UM, OFFICER ROLLINS WILL WORK WITH THE OFFICERS IN OUR PAC TEAM TO GET THEM, UH, TRAINED UP, UH, FOR, TO BECOME MENTAL HEALTH PEACE OFFICERS AND ANY ADDITIONAL TRAINING THAT THEY NEED, UH, TO ASSIST WITH THOSE FOLLOW UPS THAT REQUIRE AN IN-PERSON RESPONSE.

UM, THAT'S SOMETHING THAT CAN'T BE DONE OVER THE TELEPHONE OR THROUGH EMAIL.

AND SO, UM, THAT'S ON THE BOTTOM THERE WHERE, UH, THAT'S WHERE WE'RE GONNA TRANSITION TO OUR PACT OFFICERS AND PACT TEAM ASSISTING WITH THOSE IN-PERSON FOLLOW UPS.

IF, IF THEY'RE NOT RESPONDING TO EMAILS OR THEY'RE NOT RESPONDING TO PHONE CALLS, THEN AN AN OFFICER WOULD GO TO THE HOME, KNOCK ON THE DOOR AND TRY TO MAKE CONTACT, UM, SO THAT WE CAN GET THEM THE SERVICES THAT THEY NEED.

THE ADDITIONAL TRAINING THAT OUR, OUR PACT OFFICERS WILL, WILL GO THROUGH IS THE MENTAL HEALTH PEACE OFFICER CERTIFICATION, UM, WHICH IS AN ADDITIONAL 40 HOUR

TRAINING CLASS FOR THAT.

THE ICAT INTEGRATING COMMUNICATIONS AND TACTICS AND THE ACTIVE BYSTANDER SIT FOR LAW ENFORCEMENT ALONG WITH MOTIVATIONAL INTERVIEWING.

AND THIS IS, UH, GOING TO BE OCCURRING IN THE FIRST WEEK OF MAY, IS WHEN THAT TRANSITION IS TAKING PLACE.

SO OFFICER ROLLINS WILL BE COMING BACK TO THE CEDAR HILL POLICE DEPARTMENT, HE'LL BE ASSIGNED TO DAY SHIFT PATROL, UH, AND LIKE I SAID, THERE'S ABOUT 10 A PILES A MONTH THAT WE HAVE.

SO HE WILL DO THOSE AS IN ADDITION TO HIS PATROL DUTIES WHILE HE TRAINS OUR PACT OFFICERS TO BE ABLE TO DO THOSE FOLLOW UPS.

SO, AND THEN WITH THAT, I'LL ANSWER ANY QUESTIONS THAT YOU HAVE.

SO WE'RE REACHING OUT TO THE HIGH SCHOOLS, THE CHURCHES, TO OTHER BUSINESS.

SO THEY'RE BEING SUCCESSFUL.

AND THEN OVER ON THE OTHER SIDE WHERE THEY HAVE OVAL, THEY HAVE PEOPLE COMING IN THERE.
