THE, THE SCHOOL BOARD OF TRUSTEES AND THE COUNCIL HAVE MADE GOOD USE 17 YEARS OF THOSE CHAIRS.

SO WE'RE LOOKING AT HOW WE CAN REPLACE THEM.

SO THINK THEY'RE GOOD.

UM, BEFORE I GET STARTED ON THE COUNCIL CALENDAR AND UPCOMING EVENTS, I REALLY WANT TO INTRODUCE A SPECIAL SOMEBODY.

I ACTUALLY WORE GREEN FOR SPRING, BUT ALSO BECAUSE WE HAVE SPECIAL GUESTS FROM WASTE MANAGEMENT, WHICH, AS YOU KNOW, THEIR LOGO IS GREEN AND YELLOW.

UM, AND I WANT TO KIND OF PREFACE THE, THE, THE INTRODUCTION ON A FEW FACTS.

OF COURSE, AS COUNCIL KNOWS, WE RECENTLY JUST COMPLETED OUR CITIZEN SATISFACTION SURVEY.

WE DO IT EVERY OTHER YEAR.

AND THIS YEAR WE ASKED THE SATISFACTION RATINGS ON TRASH SERVICES, RECYCLING AND BULKY BRUSH.

AND WE HAD THE HIGHEST RATINGS THIS YEAR THAN WE HAVE SINCE 2016.

AND SO I JUST WANNA POINT OUT THAT 82% OF THE RESIDENTS WHO, WHICH IS A STATISTICALLY VALID SURVEY OF THIS COMMUNITY OF CEDAR HILL, 82% OF THE CITIZENS RATED QUALITY OF RESIDENTIAL GARBAGE COLLECTION AT 82% SATISFIED AND VERY SATISFIED, 80.4% RATED QUALITY OF RESIDENTIAL CURBSIDE RECYCLING SERVICES AT, UH, SATISFIED OR VERY SATISFIED.

AND 74% RATED QUALITY OF BULKY ITEM COLLECTION, OLD FURNITURE YARD WASTE, AND BRUSH AT 73% SATISFIED AND EXTREMELY SATISFIED.

AS YOU KNOW, TRASH IS SOMETHING THAT WE ALL GET TO USE EVERY SINGLE DAY.

AND SO THE SERVICES MUST BE CONSISTENT, RELIABLE, FAST, AND SECURE.

AND WE'VE BEEN, UH, CON WASTE MANAGEMENT HAS SERVED, SERVED AS OUR CONTRACTOR FOR WASTE SERVICES FOR, UH, 16 YEARS NOW, AND WE HAVE FIVE YEARS LEFT ON THAT CONTRACT.

AND, UM, I GOT A CALL FROM OUR GOVERNMENT REPRESENTATIVE, RYAN FRAZIER, AND HE ASKED, WE HAVE A VERY SPECIAL GUEST, THE WASTE MANAGEMENT VICE PRESIDENT OF TEXAS, DOMINICAN FARMER WOULD LIKE TO ADDRESS THE CITY COUNCIL.

AND SO I WOULD LIKE TO INTRODUCE HER AND LEND HER A FEW MINUTES OF MY TIME.

I'VE BEEN WITH WM FOR 33 YEARS, AND, UM, I JUST WANTED THE OPPORTUNITY TO ADDRESS YOU WHEN I DID NOT NECESSARILY NEED ANYTHING OR WORK, OR WAS HERE FOR A REQUEST.

BUT TO SAY THAT YOU HAVE A LOVELY CITY.

I'VE HAD THE OPPORTUNITY TO TOUR THE CITY AND SO IMPRESSED.

I'M SO GLAD THAT WE ARE PARTNERS IN A CITY THAT REALLY FOCUSES ON SUSTAINABILITY.

UM, THE JOGGING TRAILS, AS I FIRST ENTERED THE CITY OF CEDAR HILL, THE JOGGING TRAIL TRAILS WERE SO IMPRESSIVE.

YOUR LIBRARY STANDS OUT.

I DON'T THINK I'VE EVER SEEN A LIBRARY AS PROGRESSIVE AND AS SOPHISTICATED.

SO I AM JUST SO PROUD THAT WE CAN OFFER OUR SERVICES TO YOU.

WE ALWAYS STRIVE TO OFFER THE VERY BEST IN ENVIRONMENTAL SERVICES, WHETHER IT'S REMOVAL OF TRASH, BULK, OR RECYCLING.

AND JUST TO WORK WITH YOU CONTINUOUSLY TO FOSTER A GREATER TOMORROW.

UM, I WILL, YOU KNOW, I'VE SAID THIS BEFORE, UH, TO MANY, UH, OTHER MUNICIPALITIES, IS THAT I WANT AS THE, AS THE

UM, WHENEVER THERE HAS BEEN LIKE SOME SORT OF A NATURAL, YOU KNOW, DISASTER OR OCCURRENCE, UM, YOU KNOW, IT FEELS LIKE WE'VE, I FELT LIKE THAT CEDAR HILL HAS BEEN MADE PRIORITY.

UH, I KNOW THAT IT'S VERY VOLATILE, , YOU KNOW, DEALING WITH, YOU KNOW, UH, KEEPING OUR CITY CLEAN MM-HMM .

I DO WANNA MAKE A POINT TO POINT OUT IN A FEW WAYS THAT WASTE MANAGEMENT HAS MADE OUR COMMUNITY BETTER.

WMWM.

YES.

UH, WHEN WE FIRST STARTED, WHEN I FIRST STARTED WITH THE CITY IN 2003, WE HAD TRASH OUT ON EVERY STREET THREE TIMES A WEEK.

WE HAD TWO DAYS TRASH PICKUP BAGS ON THE STREET.

AND THEN ONE DAY, IT WAS LIKE TUESDAY AND FRIDAY AND MONDAY AND THURSDAY, AND THEN ON WEDNESDAYS, RECYCLE WAS PICKED UP.

SO EVERY DAY OF THE WEEK IN CEDAR HILL, THERE WAS TRASH IN ANY GIVEN NEIGHBORHOOD, UH, FOR THREE DAYS IN THE, OUT OF THE FIVE DAYS.

AND SO THAT SOMETIMES CONTRIBUTED TO ANIMALS GETTING IN THE TRASH.

AND THUS WE HAVE A FURTHER TRASH PROBLEM IN THE NEIGHBORHOOD.

AND, UH, WE IMPLEMENTED THE, UM, THE BINS FIRST WITH RECYCLING.

SO WE REPLACED THOSE 19 GALLON BINS WITH 96 GALLON CARTS.

AND WE ACTUALLY DID A VIDEO, IF YOU REMEMBER LOIS KENNEDY, SHE'S THIS TINY SENIOR, UH, LADY THAT LIVED IN DOWNTOWN.

AND SHE ROLLED THAT CART.

AND WE SHOWED TO THE COMMUNITY HOW EASY IT WAS TO USE THAT CART, EVEN WHEN IT'S FULL OF RECYCLABLES.

AND THE COMMUNITY JUST TRANSITIONED SMOOTHLY.

AND SO, WASTE MANAGEMENT HAS BEEN A PART OF THE SUSTAINABILITY JOURNEY THROUGHOUT THE ENTIRE, MY, MY ENTIRE CAREER FROM 2003 TO NOW.

AND IT ABSOLUTELY IS BETTER.

TO YOUR POINT, MAYOR.

ALSO, DURING SNOWMAGEDDON, WHEN WE HAD SIGNIFICANT TREES DOWN AND RESIDENTS WERE PICKING THEM UP, WE WERE TASKED WITH FIGURING OUT A WAY TO HELP RESIDENTS GET MORE THAN 10 CUBIC YARDS PICKED UP FROM THE STREETS.

AND, UM, WHAT WE DID WAS, UM, WE AUTHORIZED WASTE MANAGEMENT TO PICK UP EVERYTHING THROUGHOUT THE CITY.

WE AUTHORIZED THEM.

AND, UM, WHAT WE DID WAS WE COMPARED THE SERVICES TO DESOTO AND DUNCANVILLE AND OUR NEIGHBORING CITIES.

AND, AND IT IS A FACT.

WE DID GET THE STREETS CLEANED FASTER AND, AND COMPREHENSIVELY WITHIN FOUR WEEKS.

WHEREAS SOME OF THE OTHER CITIES THAT WE COMPARED OURSELVES TO, WE'RE STILL PICKING STUFF UP SEVERAL WEEKS AFTER, AFTER THAT.

AND SO WE'RE VERY PROUD OF THE FACT THAT WASTE MANAGEMENT HAS THE RESOURCES THAT CAN HELP US RESPOND TO NATURAL DISASTERS, TO YOUR POINT.

UM, AND IN THE CONTRACT, IT IS CONSIDERED AN AN, AN ACT OF GOD, WHICH IS SEPARATE FROM THE, UH, EVERYDAY CONTRACT.

BUT WE HAVE A CONTRACTOR THAT WORKS WITH US AND HAS THE RESOURCES TO HELP US RESPOND EFFECTIVELY AND EFFICIENTLY.

AND SO, I'M REALLY GRATEFUL AND WASTE MANAGEMENT ABSOLUTELY HAS LEFT SEE THE CITY OF CEDAR HILL BETTER THAN WHEN THEY FOUND IT AND WHEN WE FOUND IT TOGETHER.

IT'S SIGNIFICANT COSTS ASSOCIATED WITH THAT.

SO DUE TO, UM, THE DEVELOPMENT NOT BEING STARTED YET, THE APPLICANT IS ASKING FOR A CAPITAL PIT IN ORDER TO GET THE, UH, FUNDS TO GET THE DEVELOPMENT GOING.

MOVING OVER TO DEVELOPMENT PIT BENEFITS.

SO OBVIOUSLY THERE'S BENEFITS FOR THE DEVELOPER PROPERTY OWNER, BUT IT'S ALSO BENEFITS FOR THE CITY AS WELL.

SO GOING FROM RIGHT TO LEFT, UH, UNDER DEVELOPER, IT OBVIOUSLY CAN BE CONSTRUCTION FINANCING, ALTERNATIVE LONG TERM FINANCING TO FUND LONG TERM INFRASTRUCTURE COSTS.

HOWEVER, GOING OVER TO THE CITY, LOOKING AT THE BOTTOM TWO, IT CAN ALSO BE HIGHER VALUE DEVELOPMENT AND ENHANCED AMENITIES, AS WE MENTIONED EARLIER, ALSO ACCELERATE TO TRACKS DEVELOPMENT FOR INFRASTRUCTURE HEAVY AND LONG TERM VACANT PROPERTIES.

I WANT TO TAKE A MOMENT TO RECOGNIZE THE DEDICATION AND PROFESSIONALISM OF THE MEN AND WOMEN OF THE CEDAR HILL POLICE DEPARTMENT.

THEY WORKED TIRELESSLY TO UPHOLD THE HIGHEST STANDARDS OF INTEGRITY AND SERVICE AT THE SAME TIME, WE ACKNOWLEDGE THAT RACIAL PROFILING, RACISM, AND BIAS REMAIN CHALLENGES AS PART OF OUR SOCIETY.

OUR DEPARTMENT TAKES US SERIOUS ISSUE SERIOUSLY, AND WE HAVE IMPLEMENTED STRONG POLICIES, TRAINING, AND CHECKS AND BALANCES TO ENSURE FAIR AND IMPARTIAL POLICING.

I'M PLEASED TO REPORT THAT AN ANALYSIS OF OUR TRAFFIC STOP DATA SHOWS NO INDICATIONS OF RACIAL PROFILING OR ANY OTHER TYPE OF BIAS OCCURRING IN CEDAR HILL.

THIS IS A TESTAMENT TO OUR COMMITMENT TO UNBIASED POLICING AND RIGOROUS TRAINING OUR OFFICERS RECEIVE.

OUR TEAM HAS UNDERGONE EXTENSIVE EDUCATION ON IMPLICIT BIAS, DUTY TO INTERVENE, ACTIVE BYSTANDER SHIP FOR LAW ENFORCEMENT AND DEESCALATION TECHNIQUES, CRITICAL COMPONENTS OF MODERN POLICING THAT REINFORCE OUR COMMITMENT TO FAIRNESS AND JUSTICE.

DURING EACH STOP, THEY HAVE TO COLLECT ABOUT 15 DIFFERENT VARIABLES REGARDING THAT STOP INCLUDING THE RACE, ETHNICITY OF THE PERSON, BUT THEN THE REASON FOR THE STOP, WHAT ACTION WAS TAKEN, IF IT WAS A CITATION OR WARNING, THE PERSON WAS ARRESTED, WHAT THEY WERE ARRESTED FOR, THERE WAS A SEARCH.

UM, THE REASON FOR THE SEARCH WAS CONTRABAND DISCOVERED.

SO WE RECEIVED THAT DATA AND WE, UH, PUT THIS REPORT TOGETHER AND CONDUCT THE ANALYSIS.

WHAT IS, UM, STATE LAW HAS BEEN IN, UH, PLACE SINCE 2001.

AND OVER TIME, THE NUMBER OF VARIABLES THAT HAVE BEEN COLLECTED HAS INCREASED TO WHERE IT IS NOW.

AND SO WHAT WE HAVE HERE IS COMPARISON TO YOUR CITY POPULATION, COUNTY POPULATION, THE REGION POPULATION, AND THEN YOU ALSO HAVE DATA ON THE, UH, RACE, UM, RACIAL AND ETHNIC, UH, BREAKDOWN OF PEOPLE WHO HOLD THE DRIVER'S LICENSE, UM, WITH THE CITY OF CEDAR HILL ADDRESS.

AND SO THAT'S WHAT IS PRESENTED HERE.

AND BEING IN A LARGE METROPOLITAN AREA, NOT ALL OF YOUR STOPS ARE NECESSARILY EVEN GONNA BE A RESIDENCE.

SO THE DL UM, DRIVER'S LICENSE INFORMATION IS NOT NECESSARILY GONNA BE A QUALITY INDICATOR AS WELL.

THE BIGGER THING IS THOUGH, SINCE 2009, IT'S BEEN REQUIRED THAT ANY TRAFFIC STOP, THE OFFICER MUST DOCUMENT WHETHER OR NOT THEY KNEW THE RACE ETHNICITY OF THE DRIVER MOTORIST PRIOR TO THE STOP.

MOST OF THE TIME THEY DO NOT.

IN 2024, IT WAS 0.63% OF THE TIME.

SO 0.63% OF THOSE 10,580 TRAFFIC STOPS, THE OFFICER KNEW THE RACE ETHNICITY OF THE PERSON PRIOR TO THE STOP.

THE STUDY THAT'S CITED IN THE REPORT, UH, IS, UH, ALMOST 10 YEARS OLD NOW.

IT WAS 2.9%, UH, LAST A YEAR, WHICH WAS 2023.

THAT'S THE LAST YEAR.

WE HAVE ALL THE DATA FROM ALL THE AGENCIES AVAILABLE TO US.

THE, UH, AVERAGE WAS 3.8%.

SO 3.8% OF THE TIME IN THE STATE OF TEXAS OFFICERS KNEW THE RACE ETHNICITY OF THE PERSON PRIOR TO THE STOP.

UH, LOOKING AT CITY AGENCIES, THAT'S ABOUT 775 CITY POLICE DEPARTMENTS AND ABOUT 4.6 MILLION TRAFFIC STOPS.

AND SO THAT POSES A PROBLEM WITH ANY KIND OF ANALYSIS REGARDING THE STOP DATA.

SO WHAT WE LOOK AT AND WHAT'S, UH, MORE BENEFICIAL FROM AN INTERPRETATION STANDPOINT IS LOOKING AT OUTCOMES.

SO THE OFFICERS STOPPED THE VEHICLE, THEN THE OFFICERS APPROACHED THE VEHICLE AND CLEARLY HAS IDENTIFIED THE PERSON'S, UM, RACE.

SO WHAT THIS IS IS COMPARISON ANALYSIS TWO, WHICH LOOKS AT THE OUTCOME.

SO ONE OF THREE THINGS IS GOING TO OCCUR IN THE CEDAR IN IN CEDAR HILL WHENEVER, BUT WHEN SOMEONE IS STOPPED, THEY'RE EITHER GONNA GET A WRITTEN WARNING, THEY'RE GONNA GET A CITATION, OR THEY'RE GOING TO BE ARRESTED.

UM, AND ABOUT 35 TO 40% OF THE TIME, UH, RECEIVES A CITATION.

AND THEN OF COURSE THERE ARE ARRESTS AS WELL.

WHAT WE LOOK FOR, UM, FROM THE ANALYSIS STANDPOINT IS WE LOOK FOR GENERAL CONSISTENCY IN THE OUTCOMES FOR EACH RACIAL GROUP.

SO IF 60% OF THE MOTORISTS ARE GETTING A WRITTEN WARNING, IS THAT CONSISTENT ROUGHLY ACROSS EACH, UH, RACIAL GROUP? WHETHER THAT'S WARNING OR CITATIONS.

WHERE THE VARIABILITY STARTS TO COME IN IS WITH ARRESTS.

BUT WE KNOW THE REASON FOR ARREST BECAUSE THAT'S, UH, CAPTURED IN THE DATA.

AND ABOUT ABOUT 75% OF YOUR ARRESTS ARE BASED ON OUTSTANDING WARRANT.

AND THAT CAN EXPLAIN SOME OF THE VARIABILITY ACROSS RACIAL GROUPS, UH, REGARDING ARRESTS.

SO THAT'S THE TRAFFIC STOP OUTCOMES.

SO THAT BASICALLY MEANS THAT AN OFFICER HAD ARTICULABLE FACTS TO BELIEVE THAT THERE WERE ITEMS CONNECTED TO CRIME INSIDE OF THAT VEHICLE, WHICH THEN GAVE THEM THE AUTHORIZATION TO SEARCH.

AND 44% OF 'EM WERE INCIDENT TO ARRESTS.

SO WHAT HAPPENS WITH THIS ANALYSIS IS IF YOU HAVE, UH, VARIABILITY ON THE ARREST SIDE, WHICH WE DID, THEN THAT LEADS OVER TO THE SEARCH SIDE AS WELL, WHEN ALMOST HALF OF YOUR SEARCHES OR SEARCHES INCIDENT TO ARREST, THE KIND OF THE FOCUS ON SEARCHES IS ON CONSENT SEARCHES.

SO THE POLICE ARE SEARCHING BASED UPON PROBABLE CAUSE OR INCIDENT TO ARREST OR WHATEVER ARE THEY FINDING, UH, CONTRABAND STATEWIDE AVERAGE FOR 2023 WAS AT 47%.

UM, YOU CONTRABAND WAS DISCOVERED IN 52% OF YOUR SEARCHES.

SO IT'S ABOVE THE STATE AVERAGE.

AND THE MOST COMMONLY DISCOVERED CONTRABAND WAS DRUGS.

THE LAST ANALYSIS, NOT A COMPARATIVE ANALYSIS OF THE LAST ANALYSIS IS TO LOOK AT RACIAL PROFILING COMPLAINTS.

UH, YOU HAD TWO OF THEM IN 2024 ALLEGING THAT A PEACE OFFICER EMPLOYED BY THE AGENCY ENGAGED IN RACIAL PROFILING UPON INTERNAL INVESTIGATION.

WE'RE EXCITED TO PRESENT TO YOU, UH, INFORMATION RELATED TO THE DOWNTOWN MASTER PLAN.

UM, FOR THE THIRD TIME TONIGHT.

YOU'VE HEARD THAT OUR VISION, MISSION, AND VALUES ARE AT THE CENTER, UH, CENTERPIECE OF EVERYTHING THAT WE DO HERE IN CEDAR HILL.

AND TONIGHT, IN PURSUIT OF PREMIER, WE'RE FOCUSED ON DISTINCTIVE CHARACTER, CLEAN, SAFE, VIBRANT PARKS, TRAILS AND NATURAL BEAUTY ENGAGED COMMUNITY AND EXCELLENT, SAFE AND, AND, AND EFFICIENT AND INFRASTRUCTURE AND OF COURSE, STRONG AND DIVERSE ECONOMY.

UM, IN NOVEMBER WHEN WE HAD OUR CITY COUNCIL STRATEGIC, UM, WORK RETREAT, WE, UH, FOCUSED AND CONFIRMED ON THE CITY COUNCIL'S BIG ROCKS, WHICH INCLUDE PUBLIC SAFETY, ECONOMIC DEVELOPMENT, PLANNING AND DEVELOPMENT, COMMUNITY ENGAGEMENT AND COMMUNICATION, UH, WITH ECONOMIC DEVELOPMENT BEING THE NEWEST ROCK, WHICH REPLACED THE BOND IMPLEMENTATION OF THE PREVIOUS, UM, YEARS.

AND SO FROM THOSE BIG ROCKS, WE IDENTIFIED THE STRATEGIC PLAN, WHICH COUNCIL ADOPTED IN JANUARY.

UM, AND THERE WERE SEVERAL AREAS THAT COUNCIL WANTED TO FOCUS ON, UM, IN THE CITY.

BUT, UH, SPECIFICALLY RELATED TO DOWNTOWN, THERE WERE SOME VERY, UM, DISTINCTIVE, UM, GOALS THAT COUNCIL WANTED TO ACHIEVE.

AND THOSE WOULD BE, HAVE A VIBRANT DOWNTOWN THAT REFLECTS OUR CITY'S DISTINCTIVE CHARACTER AND ATTRACTS A BROAD RANGE OF PATRONS.

SEEK TO PARTNER WITH THE DEVELOPER TO CREATE A MIXED USE PROJECT AT THE PHILLIPS PROPERTY.

AND OTHER EDC OWNED PROPERTIES THAT GENERATE TRAFFIC IN DOWNTOWN.

UH, CONTINUE TO ADVANCE THE WORK THAT WE ARE DOING WITH THE DOWNTOWN COMPLETE STREETS.

WE'RE ACTUALLY IN, UM, PHASE TWO A, UH, WORKING ON THAT RIGHT NOW AND INVOLVING OUR CHAMBER OF COMMERCE AND REDEVELOPMENT AND SUCCESS OF DOWNTOWN REDEVELOPMENT.

SO THAT WAS DURING THE COUNCIL RETREAT IN FEBRUARY, UH, FOLLOWING THE COUNCIL RETREAT STAFF CAME BACK, UH, TO FURTHER DISCUSS THE STRATEGIC PLAN.

UM, AND FROM NOVEMBER TO FEBRUARY, THERE WERE SOME CHANGING CONDITIONS THAT WARRANTED US TO RE-LOOK AT HOW WE WERE GOING TO INITIATE OUR NEXT STEPS IN DOWNTOWN.

UH, THOSE BEING OF COURSE, THE CITY, UH, REACQUIRING, THE PHILLIPS PROPERTY, THE EDC HAD, UM, ADDITIONAL ACQUISITIONS OF PROPERTIES IN DOWNTOWN.

UH, THE FIRST BAPTIST CHURCH DID, UH, TAKE ACTION ON, UM, THE, UH, SHARED PARKING AGREEMENT, WHICH WAS NOT APPROVED, UH, WHICH WAS A, AN ELEMENT THAT NEEDED TO BE CONSIDERED FOR A PORTION OF LINEAR PARK THAT WAS PART OF THE DOWNTOWN COMPLETE STREETS PROJECT.

AND WE RECEIVED THE STRUCTURAL ENGINEERS REPORT ON THE EXISTING STRUCTURES ON THE PHYLLIS PROPERTY.

AND THEN WE ALSO WANTED TO TAKE AN OPPORTUNITY TO RE-LOOK AT OUR COMPLETE STREETS FUTURE PHASING, AS THERE WERE SOME CHANGES IN, UM, PROJECTS THAT, THAT REALLY FACILITATED US LOOKING AT THAT, UH, PROJECT FURTHER.

SO WITH ALL OF THOSE CHANGING, UH, PIECES AND THINGS, THAT IT WAS AN OPPORTUNITY FOR US TO RESET.

AND COUNCIL REALLY GAVE STAFF DIRECTION TO SAY, LET'S TAKE THIS OPPORTUNITY TO LOOK AT DOWNTOWN WITH NEW LENS, UM, WITH A PARTICULAR FOCUS ON

OUR EDC, UH, AND CITY OWNED PROPERTIES.

UM, AND TO THAT END, UH, WE WANTED TO MAKE SURE THAT WE, UM, COME TOGETHER WITH A MASTER PLAN THAT FOCUSES ON WHAT THE CITY WANTS, UM, UH, FOR THESE PROPERTIES, THE EDC AND CITY OWNED PROPERTIES, MAKING SURE THAT, UM, WHILE WE ARE IN PARTNERSHIP WITH DEVELOPERS, THAT WE ARE CONTINUING TO KEEP, UM, THE CITY'S GOALS AT THE FOREFRONT OF ANY DEVELOPMENT DECISIONS.

UM, ALSO ASSESSING WHAT WE'VE ALREADY DONE.

WE'VE DONE GREAT WORK IN DOWNTOWN, BUT DO WE CONTINUE THOSE EFFORTS? AND HOW DO WE PIVOT POTENTIALLY SETTING THE FRAMEWORK FOR FUTURE DEVELOPMENT, UM, LAYING OUT A DEFINITIVE PLAN FOR DEVELOPERS TO RESPOND TO.

SO HOW DO WE TAKE THIS MASTER PLAN AND MOVE IT FORWARD, UM, TO A POTENTIAL RFP TO WORK WITH A, A DEVELOPER ON, UH, DEVELOPING SOME OF THE EDC OWNED PROPERTIES? AND THEN HOW DO WE ADDRESS PREVIOUS PLANS THAT HAVE ALREADY BEEN ADOPTED? UM, SO TO THAT END, THE CITY ISSUED AN RFQ TO FIRMS SPECIFICALLY, UM, WITH EXPERIENCE IN SMALL AREA PLANS THAT ARE IMPLEMENTABLE, UM, AND HAVE MARKET REALITIES TO LAND USE RECOMMENDATIONS.

IT WAS VERY CLEAR FROM COUNCIL THAT THE DIRECTION IS WE NEED ACTION IN DOWNTOWN.

AND SO THAT IS THE STEP THAT WE TOOK IN CRAFTING THAT RFQ AND SELECTING MEN COLLABORATIVE AFTER AN INTERVIEW PROCESS, UH, AS THE PREFERRED CONSULTANT TO HELP US WITH THAT PROCESS.

UH, CATALYST URBAN PLANNING IS ALSO A PART OF THAT TEAM.

UM, AND GIVEN THE CONSULTANT'S PROVEN EXPERIENCE, EXPERIENCE AND ALIGNMENT WITH THE CITY'S VISION AND THE GOALS THAT COUNCIL OUTLINED IN THE STRATEGIC PLAN, UH, WE ARE VERY EXCITED TO, UH, WORK WITH THE MEN'S COLLABORATIVE.

I'LL SPEAK BRIEFLY ABOUT THEM AND THEN I'LL LEND IT OVER, HAND IT OVER TO, UH, ZACH LARA WITH MEN'S COLLABORATIVE.

UH, MEN'S COLLABORATIVE IS A WOMEN-OWNED MULTIDISCIPLINARY URBAN PLANNING AND DESIGN FIRM SPECIALIZING IN EQUITABLE COMMUNITY DRIVEN REVITALIZATION, DOWNTOWN REDEVELOPMENT AND MIXED USE URBAN DESIGN.

THEIR EXPERTISE SPANS LAND USE PLANNING, ECONOMIC DEVELOPMENT STRATEGIES, PUBLIC PRIVATE PARTNERSHIPS, AND STREETS SCAPE ENHANCEMENTS.

UM, THE NUMBER OF PROPERTIES OWNED BY THE EDC, UM, OPPORTUNITIES TO REALLY THINK ABOUT NEW DEVELOPMENT, HOW DOWNTOWN CONNECTS TO ADJACENT NEIGHBORHOODS, UPTOWN AND MIDTOWN.

THINKING ABOUT THE WAYS THAT THE DOWNTOWN CONNECTS TO REGIONAL IDENTITY AND REALLY PLAYS A SPECIFIC ROLE IN THE ECONOMIC DEVELOPMENT STRATEGY FOR YOUR CITY, ALL CREATE REALLY INTERESTING OPPORTUNITIES.

UM, I ALSO WANT TO INTRODUCE PARIS, UM, RUTHERFORD, UM, PARIS IS WITH CATALYST URBAN DEVELOPMENT.

AND GIVE HIM AN OPPORTUNITY TO TALK ABOUT SOME OF THOSE OPPORTUNITIES AS WELL, MAYOR AND COUNCIL MEMBERS.

UM, NO, AS, AS ZACH MENTIONED, UM, DOWNTOWN IS REALLY A GYM.

UM, IT, BUT IT DOES REFLECT A TIME PAST IN TERMS OF THE TYPE OF, THE SCALE OF THE PROPERTIES, THE SCALE OF THE STREET GRID.

UM, IT'S SOMETHING THAT PEOPLE ARE CLAMORING FOR WHEN IT'S DONE WELL.

UM, AND I THINK THE FACT, AND WE WERE TALKING EARLIER, IF YOU WERE TO HAVE AN EVENT, UM, SAY, YOU KNOW, IN SOME OF THE RETAIL CENTERS ALONG THE HIGHWAY, MANY OF THOSE EVENTS WOULD GET LOST, UM, IN DOWNTOWN, THEY'RE, THEY DON'T GET LOST BECAUSE IT'S QUAINT EXPERIENCE.

AND IT'S JUST EXACTLY THAT KIND OF EXPERIENCE THAT, YOU KNOW, WE'RE LOOKING FOR, GENERALLY SPEAKING, AS A MARKET.

I THINK IN THIS CASE, WHAT'S PARTICULARLY INTERESTING IS DOWNTOWN REFLECTS THE COMMUNITY FROM 80 YEARS AGO.

AND THE QUESTION BECOMES, HOW DOES IT REFLECT THE COMMUNITY MOVING FORWARD FOR 80 YEARS, UM, WHILE STILL MAINTAINING THAT CHARM.

AND I THINK THAT'S, THAT'S A REALLY INTERESTING CHALLENGE.

ONE OTHER THING THAT WE FOCUS ON IS, UM, WE ARRIVE AT PLANS, UM, BUT WE VERY SPECIFICALLY LOOK AT PROJECTS, SPECIFIC PROJECTS THAT CAN GET DONE, UM, PRIVATE PROJECTS AS WELL AS SOME PUBLIC IMPROVEMENTS.

AND I THINK THAT'S SOMETHING THAT WE LOVE WORKING WITH ZACH AND HIS TEAM ON, IS THEY'RE JUST FANTASTIC PLANNERS.

UM, AND WE'VE JUST FINISHED SOME, SOME WORK UP IN DENTON, SIMILAR TO IT.

UM, SO OUR FOCUS AND OUR TRACK RECORD HAS BEEN WORKING ON PROJECTS THAT GO FORWARD, THAT GO VERTICAL AND LEAD THE MARKET, GENERALLY SPEAKING.

SO WE'RE EXCITED TO BE HERE AND HAVE THE PROSPECT OF DOING SO HERE WITH YOU.

SO THIS IS A LITTLE DIFFERENT THAN THE WAY WE NORMALLY DO SOME OF OUR DOWNTOWN PLANS, AND WE WANNA MODIFY THE WAY THAT WE DO IT BECAUSE, UM, YOU'VE WORKED A LOT ON YOUR DOWNTOWN ALREADY.

THERE ARE SIGNIFICANT ELEMENTS OF AN ESTABLISHED VISION.

THERE'S A LOT OF WORK THAT'S GONE INTO YOUR COMPLETE STREETS AND OTHER ELEMENTS WITHIN DOWNTOWN.

AT THE SAME TIME, AS WAS POINTED OUT, THERE ARE SOME BARRIERS THAT HAVE COME UP IN THE MEANTIME IN TERMS OF IMPLEMENTATION AND REALLY TRYING TO THINK THROUGH, NOT JUST HOW DO WE MOVE FORWARD, UM, HOW DO WE GET TO WHERE WE WANT TO GO, BUT WHAT DO WE NEED TO SORT OF ALTER IN OUR PROCESS IN ORDER TO MAKE SURE THAT WE'RE CONNECTING WITH MARKET REALITIES, WITH THE DEVELOPMENT COMMUNITY, AND REALLY CONFIRMING THAT THAT VISION IS GOING TO BE SOMETHING THAT WORKS.

AND SO THE WAY THAT WE APPROACH THIS TYPE OF PROJECT IS, UM, WE, WE START WITH A DIAGNOSIS.

UM, WHAT HAVE BEEN THE BARRIERS TO SUCCESS IN TERMS OF THE PREVIOUS VISION? UM, THIS IS SOMETHING THAT DOES COME UP WITH A LOT OF CITIES.

I WORKED A FEW YEARS AGO WITH A CITY, UM, UP IN MINNESOTA THAT HAD PUT FORWARD TWO DOWNTOWN PLANS OVER THE COURSE OF ABOUT FIVE YEARS.

AND THEY CONTINUED TO LACK THE ABILITY TO IMPLEMENT THAT WORK.

UM, WHAT WE DIAGNOSED AFTER DISCUSSIONS WITH BOTH THE COMMUNITY AND WITH THE DEVELOPMENT COMMUNITY IS THAT THERE WERE ELEMENTS OF THEIR VISION THAT WERE ACTUALLY IN CONTRADICTION TO EACH OTHER.

AND SO RATHER THAN TRYING TO RESET THAT VISION, WE WENT BACK TO THE COMMUNITY AND SAID, THESE ARE THE CONFLICTS.

THESE ARE THE REAL CHALLENGES THAT WERE FIGURING OUT HERE.

WHAT ARE YOUR PRIORITIES WITHIN THAT VISION? AND THEN HOW DO WE MITIGATE FOR THE THINGS THAT WE ARE CONCERNED ABOUT WITHIN THAT? AND SO BEING ABLE TO REALLY WORK TOWARDS SOMETHING THAT'S TRULY IMPLEMENTABLE, BUT REALLY FOCUSING ON, UM, THE, THE REALITIES OF THE WAYS THAT THE VISION ACTUALLY BECOMES REALITY.

AND A KEY PART OF THAT IS REALLY UNDERSTANDING THE DEVELOPMENT SIDE OF THINGS AS WELL.

OBVIOUSLY, WE'RE IN A VERY DYNAMIC REGION.

THERE'S A LOT OF THINGS THAT ARE GOING ON.

I THINK THE TIMING OF THIS IS PRETTY GOOD.

WE'RE PROBABLY ABOUT A YEAR OUT FROM WHEN YOU SEE, YOU KNOW, CAPITAL FLOWING AGAIN, IS MY GUESS.

IT USUALLY TAKES ABOUT 10 MONTHS TO DESIGN A PROJECT, GO THROUGH THAT PROCESS.

SO THE TIMING IS PRETTY GOOD TO BE COMING FORWARD WITH THE VISION TO THE DEVELOPMENT COMMUNITY.

UM, BUT I WILL SAY THAT, YOU KNOW, THAT THAT COMMUNITY TYPICALLY WILL DO THINGS THAT ARE REPEATING EACH OTHER'S SUCCESSES, RIGHT? DOWNTOWN IS NOT ABOUT THAT.

THIS IS A VERY UNIQUE PLACE.

IT'S INDEPENDENT TO YOU.

UM, SO THE PROJECTS NEED TO BE INDEPENDENT, INTERESTING DYNAMIC, BUT AT THE SAME TIME HAVE SOME, SOME FUNDAMENTALS TO THEM THAT MAKE SENSE TO THE DEVELOPMENT CLASS THAT IS IMPLEMENTING THEM SO THAT THEY CAN BRING THAT FORWARD TO THEIR LENDERS.

IT MAKES SENSE TO THEIR LENDER THAT THEY'RE NOT, YOU KNOW, COMPLETELY OUT FRONT, UM, YOU KNOW, UH, TAKING ARROWS AS PEOPLE SAY.

UM, SO I THINK IT'S IMPORTANT TO UNDERSTAND HOW THINGS ARE VIEWED IN THE CAPITAL MARKET FROM A PROJECT STANDPOINT, SO THAT IT CAN BE SOLD EFFECTIVELY, UM, TO THE LENDER, TO THEIR, YOU KNOW, EQUITY PARTNER SUPPORT AND SO ON.

SO, UM, WE LIKE TO DEVISE PROJECTS AROUND THAT IDEA THAT ARE VERY UNIQUE TO THEIR LOCATION, THAT DON'T FEEL CANNED.

UM, THEY'RE VERY SPECIFIC THAT REFLECT THE COMMUNITY ITSELF.

UM, BUT AT THE SAME TIME, THEY'RE ABLE TO GET DONE BECAUSE WHEN SOMEONE GETS INTO IT AND STARTS PEELING THE, THE LAYERS BACK, THE ECONOMICS MAKE SENSE.

THE FUNDAMENTALS ARE THERE, AND THAT'S, THAT'S HOW YOU PUT A GOOD, YOU KNOW, PROJECT PLAN TOGETHER.

SO ALL OF THE WORK WE DO IS DEEPLY CENTERED ON COMMUNITY ENGAGEMENT.

UM, WE WANNA MAKE SURE AGAIN, THAT WE ARE ACTUALLY BRINGING TO THE COMMUNITY THE SPECIFIC QUESTIONS THAT NEED TO BE ANSWERED IN ORDER TO HELP US MOVE THINGS FORWARD.

UM, WE ALWAYS LOOK FOR CREATIVE WAYS TO INTERACT WITH EVERYONE FROM

AND IT'S FUN TO WORK WITH THEM.

YEAH, I, I HAVE TO SAY, I'M ALREADY LOOKING AT YOUR EVENT DOWNTOWN IN THREE WEEKS AND TRYING TO THINK ABOUT HOW WE'RE GONNA GET THERE IN TIME TO BE READY TO START ASKING SOME OF THESE KEY KEY QUESTIONS AND WORKING WITH THE COMMUNITY.

SO WE'RE EXCITED TO JUMP INTO THAT.

UM, TO GIVE YOU KIND OF AN OVERALL TIMELINE, UM, YOU KNOW, WE WERE ORIGINALLY PRESENTED WITH THE IDEA THIS, WE WANT THIS DONE WITHIN ABOUT A YEAR.

UM, GIVEN THE WORK THAT HAS ALREADY BEEN DONE, UM, WE ACTUALLY THINK WE CAN MOVE A LITTLE BIT FASTER.

AND SO WE'VE PROPOSED A TIMELINE THAT'S A LITTLE BIT QUICKER.

UM, WE HAVE THIS THING WE CALL PHASE ZERO THAT IS REALLY JUST OUR PROJECT MANAGEMENT.

WE DO FOCUS A LOT ON PROJECT MANAGEMENT, PART OF WHAT MAKES PROJECTS REALLY RUN SMOOTHLY.

AND SO WE WANNA MAKE SURE THAT THAT'S THERE.

BUT THE KEY COMPONENTS OF THE PROJECT THAT ARE EXTERNAL FACING TO THE COMMUNITY, UM, IT'S REALLY THREE KEY PHASES THAT, UM, WE TRY TO NAME THEM WITH ACTION VERBS SO THAT IT'S EASY TO UNDERSTAND WHAT IT IS THAT WE'RE TRYING TO ACHIEVE.

THE FIRST ONE IS THE UNDERSTAND PHASE.

WE ANALYZE PAST PLANS, DO OUR DATA ASSESSMENTS, REALLY LOOK AT ENGAGING STAKEHOLDERS AROUND ALIGNING STRATEGIES WITH THE COMMUNITY GOALS.

THE SECOND PHASE IS IN VISION.

THIS IS WHERE WE START TO PROPOSE WHAT IS IT WE ARE GOING TO DO TO ACTUALLY REACH THAT VISION AND BE ABLE TO MOVE FORWARD.

WE WORK WITH THE COMMUNITY AGAIN TO REFINE THAT AND MAKE SURE THAT WE ARE TOUCHING ON THE RIGHT ISSUES.

PHASE THREE IS ACT.

UM, THIS IS WHERE WE ACTUALLY DIVE INTO, UM, ALL OF THE SPECIFICS THAT WE NEED TO DO IN ORDER TO BE ABLE TO ACTUALLY SEE THESE THINGS COME TO FRUITION.

UM, THIS MAY ALSO INCLUDE, AND I, I, I DO WANNA THROW THIS IN 'CAUSE THROWING IT BACK TO SOMETHING THAT, THAT PARIS IS GREAT ABOUT, REALLY LOOKING AT.

AND SO WORKING REALLY CLOSELY WITH, UM, ECONOMIC DEVELOPMENT ALONG WITH PUBLIC WORKS AND ALL OF THE OTHER DEPARTMENTS IS GONNA BE A REALLY, REALLY IMPORTANT PIECE OF THIS.

WE BEING Y'ALL, YOUR STAFF AND THE COMMUNITY, THAT IS FUNDAMENTALLY IMPORTANT FOR DOWNTOWN TO BE SUCCESSFUL.

IF SOMETHING COMES IN, EVEN IF IT'S A, A GREAT ED DEAL AND THERE'S A LOT OF MONEY THAT'S COMING IN, BUT IT DOESN'T FEEL RIGHT, PEOPLE AREN'T GONNA COME, IT'S A MISSED OPPORTUNITY.

SO I ACTUALLY THINK, UM, EVEN THOUGH SOMETIMES THERE'S A LOT OF WORK THAT GOES IN YOU, I GUESS YOU HAD A DEVELOPER IN TOW THAT DIDN'T GO FORWARD FOR WHATEVER REASON.

UM, LOOKING AT THE PLAN, I THINK IT'S ACTUALLY FORTUNATE THAT THAT DIDN'T GO FORWARD.

'CAUSE I'M NOT SURE THAT THAT PLAN WAS THE BEST PLAN, UM, FOR DOWNTOWN ON THE PRODUCT.

SO, SO IT'S VERY IMPORTANT THAT THE WE COMES THROUGH IN THIS PLAN THAT THE PRODUCT TYPE AND THE, THE BUILDING TYPES AND THE TYPES OF USES, THEY'RE VETTED FROM A MARKET STANDPOINT, BUT IT REFLECTS YOU ALL AND YOUR, AND THE COMMUNITY THAT YOU SERVE.

AND I THINK, SO MEANWHILE, THE FACT THAT YOU HAVE AN ACTIVE ED DIRECTOR IS FANTASTIC BECAUSE ULTIMATELY, AND SOMETIMES THERE'S A MISCONCEPTION ABOUT DEVELOPERS THAT AT THE, AT THE TRUEST SENSE OF THINGS, THE DEVELOPER IS THE IMPLEMENTING AGENT OF YOUR VISION.

I THINK THERE MIGHT NEED TO BE SOME SLIGHTLY TWEAKED WAY OF SAYING IT TO THE COMMUNITY IN ORDER TO REALLY BE ABLE TO PUSH FORWARD THAT IDEA.

AND THAT'S A CONVERSATION THAT WE WOULD GET INTO AT THE BEGINNING.

I'M VERY AWARE THAT, THAT Y'ALL HAVE GONE THROUGH THE PROCESSES BEFORE.

I THINK ZACH AND THE TEAM HAVE A, A GOOD CHALLENGE HERE, WHICH IS TO UNDERSTAND WHAT THAT INPUT WAS PREVIOUSLY, AND THEN BUILD ON THAT MM-HMM .

AND IT'S BEING PUT TOGETHER INTO PROJECTS AS MENTIONED BEFORE.

SO WHEN I, IT'S BEEN OUR EXPERIENCE WHEN A COMMUNITY COMES TOGETHER AND THEY HEAR THAT THEY'RE NOT WASTING THEIR TIME, THEY'RE INVESTING THEIR TIME, AND THEN THEY COME BACK THREE YEARS LATER AND THEY SAY, YOU KNOW, I WAS A PART OF THAT.

BUT IT'S ALSO AN OPPORTUNITY FOR US TO LOOK AT THIS FROM THE LENS OF THOSE WHO LIVE NEARBY AND SURROUND THE COMMUNITIES WHO HAVEN'T COME TO CEDAR HILL AND WHAT ATTRACTIONS, WHAT, UM, ITEMS ARE WE BRINGING HERE.

WHAT'S MISSING? PROBABLY NOT A LOT IS MISSING.

IT'S NOT THAT BIG.

IT DOESN'T TAKE MUCH TO NOT JUST MOVE THE NEEDLE, BUT COMPLETELY EVOLVE THINGS.

SO I DON'T THINK IT'S ACTUALLY AS DIFFICULT AS IT MAY SEEM.

NOW, IF THE COMMUNITY COMES BACK AND SAYS, HERE'S WHAT WE WANT, WE WANT A COMBINATION OF HIGHLAND PARK VILLAGE, UM, WITH, YOU KNOW, A 50 STORY TOWER CONDOMINIUM OF $10 MILLION EACH.

OKAY, WELL, WE'LL HAVE A CONVERSATION ABOUT THAT.

YOU KNOW, WELL, LET'S TALK MORE ABOUT THE APPROPRIATENESS OF DOWNTOWN AND THE TYPE OF RETAIL THAT ENGAGES PEOPLE, THAT BRINGS THEM IN FROM ELSEWHERE.

UM, AND WHAT'S MISSING FROM A RESTAURANT, UM, OFFERING STANDPOINT, YOU KNOW, THAT, THAT KIND OF A THING.

AND THEN THAT'S WHEN THERE'S SOME EDUCATION THAT GOES ON ABOUT WHAT IT MEANS TO HAVE, YOU KNOW, DENSITY OF POPULATION IN, YOU KNOW, NOT JUST IN CEDAR HILL, BUT IN THE SURROUNDING COMMUNITIES.

UM, I THINK, YOU KNOW, THERE'S A, THERE IS A DIALOGUE HERE, BUT IF WE WERE TALKING ABOUT THE ENTIRE AREA FROM THE MALL DOWN TO HERE, ALL DEVELOPING WITHIN A 10 YEAR PERIOD, THAT'S DIFFERENT, RIGHT? THAT'S NOT WHAT THIS IS ABOUT.

IT'S FOCUSED ON DOWNTOWN NOW, HOW MIDTOWN INTERACTS AT DOWNTOWN.

VERY IMPORTANT.

HOW BELTLINE INTERACTS WITH DOWNTOWN AND WHAT HAPPENS ALONG BELTLINE, I THINK IS REALLY IMPORTANT.

HOW BELTLINE AND, AND THE HIGHWAY INTERCHANGE AND, AND INTERACT.

VERY IMPORTANT IN TERMS OF JUST KNOWING WHERE TO GO.

UM, BUT THE ACTUAL DEVELOPMENT PARCELS IN DOWNTOWN TWO OR THREE DEALS MAKES A GIANT DIFFERENCE.

I I JUST WANNA SAY THIS, JUST BASED UPON TIMING BECAUSE OF THE ECONOMY MM-HMM .

'CAUSE AGAIN, IT'S, IT'S, THIS ISN'T ABOUT, UM, I REALLY THINK IT'S ABOUT PLACEMAKING AND IT'S ABOUT PROGRAMMING AND IT'S ABOUT THINKING HOW TO GET PEOPLE TO USE DOWNTOWN IN A CREATIVE WAY AND, AND HAVE MORE EXCHANGES THAN JUST GOING TO BABES TO EAT AS GREAT AS BABES IS.

UM, BUT HAVING OTHER THINGS THAT THEY CAN DO BEYOND GOING TO, YOU KNOW, WHITE RHINO, WHICH IS FANTASTIC.

UM, BUT THERE SHOULD BE OTHER EXPERIENCES THAT YOU CAN TALK TO YOUR NEIGHBORS ABOUT.

AND THERE'S LOTS OF GOOD CONCEPTS OUT THERE.

BUT WE WANNA THINK ABOUT, YOU KNOW, WHEN YOU'RE FIVE, 10 YEARS DOWN THE LINE AND MAYBE YOU'RE HAVE A LEVEL OF ACTIVITY THAT IT MAKES SENSE TO MOVE TO A GARAGE.

DOES THAT PIECE OF LAND THAT WE'VE SET ASIDE FOR PARKING, CONVERT TO A GARAGE? IF THINGS GO ENTIRELY THE OTHER WAY AND WE HAVE ALL AUTONOMOUS CARS IN 10 YEARS AND NONE OF US NEED TO PARK OUR CARS ANYWHERE, IS IT STILL A SHAPE THAT COULD BECOME A DEVELOPMENT PARCEL IN THE FUTURE FOR YOU? SO REALLY TRYING TO THINK ABOUT NOT JUST THE REALM OF DEVELOPMENT THAT YOU'RE GETTING RIGHT NOW, BUT HOW ARE WE MAKING SURE THAT WE'RE ALSO SETTING YOU UP FOR SUCCESS IN THE LONG TERM?
