WE ACTUALLY HAVE TWO OF LARGE PROPERTY OWNERS THAT ARE INTERESTED, THAT THEY HAVE DEVELOPERS, THAT THEY'RE WANTING TO MAKE SURE THEY'RE MOVING RIGHT ALONGSIDE US. AND SO IT IS A PIVOTAL MOMENT FOR US AS A CITY COUNCIL AND CITY STAFF TEAM TO MAKE SURE WE'RE GOING IN THE RIGHT DIRECTION. THANK YOU FOR THAT. UM, AND SO DELAYING THIS MEETING ON THE 17TH BY A WEEK OR WHATEVER WOULD JUST DELAY THE ADOPTION OF THE ZONING CODES THAT ULTIMATELY WOULD BE BEFORE THE COUNCIL, WHICH [00:10:01] IS PLANNED I THINK IN JUNE, CORRECT? AND AS YOU CAN SEE IN THE BOX UNDERNEATH AROUND THE NEIGHBORHOOD, THAT DATA IS INCLUDED THERE. AND THEN, UM, WE ALSO ADDED, UH, CITIZENS ON PATROL IN THE BOX TO THE LEFT OF THAT ACT, THAT, THAT BOX, UM, DISABLED PARKING VIOLATIONS. IF YOU RECALL, UM, THE, THE, UH, DIRECTOR OF PUBLIC SAFETY, ELI REYES, UM, SWORE IN SEVERAL VOLUNTEERS OF CP AAA TO ISSUE DISABLED PARKING VIOLATIONS. AND UH, UNFORTUNATELY IT WAS A DIRTY JOB. UM, BUT, UH, THEY GOT OUT OF THAT, THEY GOT HIM OUT SAFELY AND GOT HIM TAKEN CARE OF, DISPATCHED TO THE HOSPITAL. ANY QUESTIONS ON THE FIRE MONTHLY SNAPSHOT? IT GETS ASSIGNED TO A DETECTIVE, A DETECTIVE DOES A FOLLOW-UP INVESTIGATION, IDENTIFIES A SUSPECT, AND THEN ISSUES A WARRANT FOR THEIR ARREST. OKAY. BUT SO HE'S ISSUING IT OR, WE ACTUALLY APPREHENDED THEM, ISSUED THE WARRANT FOR ARREST. OKAY. SO, OKAY. SO IT'S NOT SAYING WE APPREHENDED THEM YET. NO. OKAY. NOW IN OCTOBER OF 2021, UM, THE BUILDING OFFICIAL ALSO, UH, UH, WITH THE FIRE MARSHAL WORKED COLLABORATIVELY TO ENSURE ALIGNMENT BETWEEN BUILDING CODES AND FIRE CODES. AND THIS IS REAL CRUCIAL FOR OVERALL SAFETY AND CONSTRUCTION AND OCCUPANCY. AND THEN, UH, THE BUILDING APPEALS AND ADVISORY BOARD, UH, REVIEWS THE UPDATED CODES AND THE RECOMMENDED CHANGES. UM, THEIR JOB IS REALLY TO PROVIDE FEEDBACK TO ENSURE THE CODES ARE PRACTICAL AND COMPREHENSIVE FOR OUR CITY'S NEEDS. AND THEN BASED ON THEIR REVIEW IN 2022 TO 2023 IS ABOUT HOW LONG THEY TOOK TO REVIEW THOSE, UM, THEY ARE RECOMMENDING THAT CITY COUNCIL APPROVE THE 2021 I CODES AS WELL AS THE 2020 NATIONAL ELECTRICAL CODE. IT'S ALSO IMPORTANT TO NOTE THAT THESE BUILDING CODES ARE NOT RETROACTIVE. UH, THIS MEANS THAT IT ONLY APPLIES TO NEW CONSTRUCTION OR IMPROVEMENTS TO EXISTING CONSTRUCTION. SO IF YOU OWN PROPERTY THAT WAS BUILT BEFORE THESE NO NEW CODES WERE ADOPTED, UH, THESE CHANGES WON'T APPLY UNLESS YOU'RE MAKING SIGNIFICANT IMPROVEMENTS TO THE PROPERTY. NOW WE WILL START WITH THE SIGNIFICANT CHANGES AND ANDREW LIPSCOMB WILL BE GOING OVER THE INTERNATIONAL PLUMBING CODE. GOOD EVENING. GOOD EVENING COUNSEL. SO BECAUSE THESE ARE BECOMING MORE [00:30:01] PREVALENT, UM, THE CODE HAS CAUGHT UP WITH THEIR USE. AND SO NOW WHEN YOU HAVE A BUSINESS THAT IS REQUIRED TO HAVE THREE OR MORE WATER FOUNTAINS AND WHICH TAKES QUITE A BIT, MOST BUSINESSES JUST HAVE TWO. UM, THEN ANYTHING ABOVE THOSE TWO CAN BE DIVIDED OUT AND HALF OF THOSE CAN BE USED AS BOTTLE FILLERS. SO THEY'RE TRYING TO ELIMINATE BOTTLES, OBVIOUSLY. UH, AND ALSO WATER COOLERS AND THOSE TYPES OF THINGS. WE'RE HAVING A REFRIGERATOR WITH BOTTLED WATER AND TO GO WITH, UH, JUST THE BOTTLE FILLERS. JUST THE, UH, FAUCET TO FILL AND THE DRAIN, UH, DON'T REQUIRE A SEPARATE OVERFLOW DRAIN. UH, NEXT ITEM ADDRESSES INDIVIDUAL TENANT WATER SHUTOFFS. THIS HAS KIND OF BEEN COMMON PRACTICE IN CEDAR HILL, BUT AGAIN, THE CODE IS KIND OF CATCHING UP WITH IT SO THAT WHEN YOU HAVE A STRIP CENTER, EACH INDIVIDUAL TENANT REQUIRES THEIR OWN SHUTOFF VALVE SO THAT THEY DON'T HAVE TO TURN THE WATER OFF TO THE WHOLE BUILDING. IT'S KIND OF COMMON SENSE, BUT, UM, AGAIN, CODE IS CATCHING UP WITH CURRENT PRACTICE. UH, THE NEXT ITEM ADDRESSES PLUMBING VENTS COMING THROUGH A ROOF. SO WITH SOLAR ARRAYS BECOMING QUITE POPULAR ON ROOFS, SOMETIMES THERE CAN BE, UH, COMPETITION FOR SPACE ON THE ROOF. AND SOMETIMES BASED ON THE LAYOUT, THEY WANT TO COVER UP A PLUMBING PIPE. SO YOU CAN SEE IN THE PICTURE THAT THERE IS AN OFFSET VENT THAT IS IN USE CURRENTLY. SO IT'S A LOT LESS SO THAT IT ACTUALLY CAN BE COVERED. NOW OBVIOUSLY THE VENT CAN'T BE COMPLETELY COVERED UP. IT STILL HAS TO BE FUNCTIONAL AND HAVE SOME, SOME AREA ABOVE IT SO THAT IT CAN STILL VENT. WE'LL MOVE ON TO THE INTERNATIONAL MECHANICAL CODE. SO THE FIRST ITEM ADDRESSES MANICURE AND PEDICURE STATION EXHAUST SYSTEMS. SO IF YOU'VE EVER BEEN IN ONE OF THOSE FACILITIES, YOU KNOW, IT'S VERY IMPORTANT TO HAVE THE EXHAUST SYSTEM IN PLACE, BUT THERE WAS NO REGULATION TO MAKE IT MANDATORY FOR THAT SYSTEM TO OPERATE CONTINUOUSLY WHILE THE SPACE IS BEING OCCUPIED. SO NOW THE CODE IS IMPLEMENTED THIS REQUIREMENT SO THAT IT MORE THAN LIKELY WILL BE CONNECTED TO THE LIGHTING SYSTEM SO THAT WHEN SOMEBODY GOES IN, IN THE MORNING TURNS, THE LIGHTS ON, THE EXHAUST SYSTEM COMES ON AND IT FUNCTIONS THE WHOLE TIME THE SPACE IS OCCUPIED. AND SO IT'S TAKEN IT OUT OF THE BUILDING CODE IN RELATION TO THE TYPE AND CHANGED THE CLASSIFICATION FROM A HAZARD TO A, UH, ONE THAT'S COMPARABLE WITHIN THE FIRE CODE. BASED ON THE FIRE OF, UH, CAPABILITIES OF THE SPIRITS, WE'RE SEEING MORE PUZZLE ROOMS, MORE, UH, PLACES THAT ARE, UH, YOU KNOW, FOR ACTIVITIES. AND ALSO AS WE GET MORE PEOPLE GETTING SOLAR PANELS ON THEIR ROOFS, THE CODE NOW HAS ADDED SOLAR SHINGLES TO THE CODE TO ALLOW FOR, UH, A DISCONNECT OF THOSE SOLAR SHINGLES TO ALLOW FOR FIREFIGHTERS TO SHUT THAT SYSTEM OFF TO BE ABLE TO ACCESS AND PENETRATE THE ROOF AND PREVENT ELECTRICITY, UH, ELECTRICAL SHOCK WHEN THEY'RE FIGHT, FIGHTING A FIRE FOR, UH, SOLAR PANELS THAT ARE AND SOLAR SHINGLES THAT ARE ON THE ROOF. UM, SO ONE OF THE PURPOSES OF THIS SURVEY IS TO MEASURE TRENDS FROM PREVIOUS SURVEYS AND THEN WE'RE ALSO ABLE TO COMPARE YOUR RESULTS WITH OTHER COMMUNITIES ACROSS THE COUNTRY. SO I MENTIONED THIS IS THE FIFTH COMMUNITY SURVEY WE'VE CONDUCTED FOR THE CITY OF, UH, CEDAR HILL. THE MOST RECENT ONE WAS IN 2022, THE FIRST ONE BACK IN 2016. THE SURVEY WAS ADMINISTERED BY A COMBINATION OF MAIL AND ONLINE TO RANDOMLY SELECTED HOUSEHOLDS THROUGHOUT THE CITY. WE RECEIVED A TOTAL OF 401 COMPLETED SURVEYS. OUR GOAL WAS TO GET TO 400. SO WE ACCOMPLISHED THAT. AND THE RESULTS OF THE 401 SURVEYS AT THE 95% LEVEL OF CONFIDENCE HAS A MARGIN THERE OF PLUS OR MINUS 4.9%. ESSENTIALLY, THIS MEANS THAT IF WE CONDUCTED THE SURVEY THE SAME WAY A HUNDRED TIMES 95 TIMES, THE RESULTS WOULD BE PLUS OR MINUS 4.9% FROM WHAT WE'RE REPORTING. SO EVEN FOR A STATISTICALLY VALID SURVEY LIKE THIS, THE RESULTS ARE NOT PERFECT, BUT THE MARGIN OF ERROR IS SMALL. SO HERE WE HAVE A MAP OF THE CITY. THE RED DOTS ARE HOUSEHOLDS THAT COMPLETED A SURVEY. SO WE HAD A GOOD DISTRIBUTION THROUGHOUT THE CITY. THE AREAS WITHOUT DOTS ARE MOSTLY NON-RESIDENTIAL AREAS. UM, AND THE RED DOTS ARE THE HOUSEHOLDS THAT COMPLETED A SURVEY. AND AS WE WERE ADMINISTERING THE SURVEY, WE MADE SURE THAT THE DEMOGRAPHICS OF SURVEY RESPONDENTS REFLECT THE ACTUAL POPULATION OF THE CITY. SO WE ESPECIALLY PAID ATTENTION TO KEY DEMOGRAPHIC AREAS SUCH AS AGE, RACE, ETHNICITY, AND GENDER. SO HERE'S WHAT WE LEARNED FROM THE SURVEY. WE FOUND THAT RESIDENTS HAVE A POSITIVE PERCEPTION OF THE CITY OF CEDAR HILL. 79% OF RESPONDENTS ARE EITHER VERY SATISFIED OR SATISFIED WITH CEDAR HILL AS A PLACE TO LIVE. AND THAT'S COMPARED TO ONLY 8% WHO ARE DISSATISFIED. WE ALSO FOUND THAT SATISFACTION WITH CITY SERVICES IS MUCH HIGHER IN CEDAR HILL THAN OTHER CITIES. CEDAR HILL RATES ABOVE THE US AVERAGE AND 54 OUT OF THE 58 AREAS THAT WE COMPARED. AND THAT INCLUDES 51 AREAS WHERE YOUR RATINGS WERE SIGNIFICANTLY ABOVE THE US AVERAGE. WE'LL LOOK AT THIS IN MORE DETAIL IN A LITTLE BIT, BUT THERE WERE A COUPLE OF AREAS I I DID WANT TO POINT OUT. THE ONE IS THAT SATISFACTION WITH THE OVERALL QUALITY OF CITY OF CUSTOMER SERVICE RATES 33 PERCENTAGE POINTS ABOVE THE US AVERAGE. THAT'S ONE OF THE AREAS WHERE YOU RATE THE FARTHEST ABOVE THE US AVERAGE. AND ANOTHER ONE OF THE AREAS WHERE YOU RATE THE FARTHEST ABOVE THE US AVERAGE IS COMMUNICATION WITH THE PUBLIC. SO FIRST WE'LL LOOK AT SOME GENERAL PERCEPTIONS OUR RESIDENTS HAVE OF THE CITY. HERE WE ASK RESIDENTS TO RATE THEIR PERCEPTIONS OF CEDAR HILL IN A NUMBER OF DIFFERENT WAYS. SO YOU CAN SEE THE DARK BLUE ARE THOSE WHO ARE VERY SATISFIED. LIGHT BLUE, SATISFIED GRAY IS NEUTRAL AND WE INTERPRET NEUTRAL AS AVERAGE. WE'RE MEETING EXPECTATIONS. IT'S A RATING OF A THREE AND A FIVE POINT SCALE, SO IT'S NOT, NOT A BAD RATING. AND THEN THE PINK ARE THOSE WHO ARE DISSATISFIED OR VERY DISSATISFIED. SO THERE'S OBVIOUSLY A LOT MORE BLUE THAN THE RISK PINKS. THE POSITIVE RATINGS OVERALL FAR OUTWEIGH THE NEGATIVE. THE ONE AREA YOU CAN SEE THAT DID HAVE HIGHER LEVELS OF DISSATISFACTION AT THE BOTTOM OF THE CHART ARE CEDAR HILL AS AN ENTERTAINMENT DESTINATION. AND THAT'S CONSISTENT WITH PREVIOUS SURVEYS. THIS WAS THE VERY FIRST QUESTION ON THE SURVEY. AND HERE WE ASK RESIDENTS TO RATE HOW SATISFIED THEY ARE WITH MAJOR CATEGORIES OF CITY SERVICES. SO HERE WE ASK RESIDENTS TO RATE THESE AREAS AT THE BIG PICTURE DEPARTMENTAL LEVEL. AND THEN LATER ON IN THE SURVEY WE ASKED ABOUT SOME MORE SPECIFIC AREAS WITHIN SOME OF THESE CATEGORIES. SO AGAIN, THE BLUE OR THE POSITIVE RATINGS, THE GRAY ARE AVERAGE THREE ON THE FIVE POINT SCALE. THE PINK ARE THOSE WHO ARE DISSATISFIED. AND OVERALL THE POSITIVE RATINGS FAR OUTWEIGH THE NEGATIVE. THE LOWEST RATED AREA WAS ENFORCING CODES AND ORDINANCES. BUT EVEN FOR THAT YOU HAD 50% WHO WERE SATISFIED COMPARED TO 23% DISSATISFIED. SO THIS TELLS US THAT RESIDENTS IN ALL PARTS OF THE CITY, UH, ARE SATISFIED WITH CEDAR HILL AS A PLACE TO LIVE. SO I MENTIONED EARLIER THAT SATISFACTION WITH CITY SERVICES IS MUCH HIGHER IN CEDAR HILL THAN OTHER COMMUNITIES. AND HERE YOU CAN SEE THAT CEDAR HILL RATE SIGNIFICANTLY HIGHER THAN BOTH THE REGIONAL AND NATIONAL AVERAGE IN ALL NINE AREAS. UH, A COUPLE OF THE AREAS THAT ESPECIALLY STAND OUT ARE CUSTOMER SERVICE PROVIDED BY CITY EMPLOYEES AND THEN COMMUNICATION WITH THE PUBLIC. UM, BUT CEDAR HILL ALSO RATES MUCH HIGHER THAN OTHER CITIES WHEN IT COMES TO PUBLIC SAFETY, PARKS AND RECREATION, UH, STORM WATER MANAGEMENT, WATER AND SEWER, UH, STREETS, BUILDINGS AND FACILITIES, TRAFFIC FLOW, AND THEN ENFORCING CODES AND ORDINANCES. THESE COMPARISONS ARE SPECIFICALLY FOR MAINTENANCE SERVICES. SO CEDAR HILL RATES SIGNIFICANTLY ABOVE THE US AVERAGE AND SIX OUT OF THESE EIGHT AREAS. THE TWO AREAS THAT RATE A LITTLE BIT LOWER ARE STREET LIGHTING AND PEDESTRIAN ACCESSIBILITY, WHICH ON THE SURVEY WE DESCRIBED [01:10:01] AS AVAILABILITY OF SIDEWALKS. NOW, THOSE AREAS DIDN'T HAVE BAD RATINGS, BUT THEY'RE JUST MORE ON PAR WITH OTHER COMMUNITIES. WHEREAS THE OTHER SIX AREAS, UH, WHICH INCLUDE CONDITIONS OF MAJOR STREETS AS AS WELL AS NEIGHBORHOODS, NEIGHBORHOOD STREETS, UH, RATE MUCH HIGHER THAN THE TEXAS AND NATIONAL AVERAGE HERE IN COMPARISONS FOR PUBLIC SAFETY AND IN ALL 13 AREAS, CEDAR HILL RATES SIGNIFICANTLY ABOVE THE US AVERAGE. AND YOU CAN SEE THIS INCLUDES A WIDE VARIETY OF DIFFERENT TYPES OF SERVICES RELATED TO POLICE, FIRE AND EMS. AND THEN HERE WE ASK HOW SAFE RESIDENTS FEEL IN VARIOUS SITUATIONS. YOU CAN SEE THAT CEDAR HILL RESIDENTS FEEL SAFER THAN RESIDENTS DO IN OTHER CITIES IN ALL OF THESE AREAS. IF YOU LOOK AT THE SECOND ROW DOWN, 78% OF CEDAR HILL RESPONDED TO SAY, OVERALL THEY FEEL SAFE IN THE CITY. AND YOU CAN SEE THE TEXAS AVERAGE IS ONLY AT 58%, NATIONAL AVERAGE 66%. AND THEN HERE ARE COMPARISONS FOR COMMUNICATION. AND YOU CAN SEE THAT CEDAR HILL RATES SIGNIFICANTLY ABOVE THE TEXAS AND US AVERAGE AND FOUR OUT OF THESE FIVE AREAS. SO WE ALSO COMPARED THESE RESULTS TO PREVIOUS YEARS. OVERALL, THE SATISFACTION RATINGS ARE SIMILAR TO WHAT THEY WERE A COUPLE OF YEARS AGO, WHICH IS GOOD BECAUSE THE RESULTS WERE VERY, VERY POSITIVE TWO YEARS AGO. AND MOST CITIES THAT WE'VE SURVEYED HAVE HAD AN OVERALL DECREASE IN SATISFACTION OVER THE LAST COUPLE OF YEARS. SO THAT'S A GOOD SIGN OF THE YEAR. RATINGS HAVE BEEN VERY SIMILAR TO WHAT THEY WERE IN 2022. NOW THIS CHART SHOWS SOME OF THE AREAS THAT HAD AMONG THE BIGGEST INCREASES AND DECREASES IN SATISFACTION SINCE 2022. MOST OF THE BIGGEST INCREASES WERE RELATED TO THE LIBRARY, UH, THE AMOUNT OF SPACE IN THE LIBRARY, QUALITY OF THE CONDITION OF LIBRARY FACILITIES, THE QUALITY OF COMPUTERS, MOBILE ELECTRONIC DEVICES AT THE LIBRARY, THE AVAILABILITY OF COMPUTERS AND MOBILE ELECTRONIC DEVICES AT THE LIBRARY IN THE QUALITY AND CONDITION OF SWIMMING POOLS. THE AREAS WITH THE BIGGEST DECREASES IN SATISFACTION SINCE 2022 ARE EFFORTS TO REMOVE DILAPIDATED STRUCTURES, EFFORTS TO IDENTIFY ABANDONED AND UNSECURED PROPERTIES, UH, OVERALL QUALITY OF LOCAL SCHOOLS. THE OVERALL APPEARANCE OF CEDAR HILL IN THE QUALITY OF THE CITY'S MY CEDAR HILL MOBILE APP. SO NOW WE'LL TAKE A LOOK AT TOP PRIORITIES. WE SAW EARLIER HOW SATISFIED RESIDENTS ARE WITH MAJOR CATEGORIES OF CITY SERVICES. AS A FOLLOW UP QUESTION, WE ASK WHICH OF THESE SERVICES SHOULD RECEIVE THE MOST EMPHASIS FROM CITY LEADERS OVER THE NEXT TWO YEARS? SO YOU CAN SEE THE TOP TWO PRIORITIES ARE MAINTENANCE OF CITY, STREETS, BUILDINGS, AND FACILITIES, AND THEN TRAFFIC FLOW. THE NEXT HIGHEST PRIORITIES ARE ENFORCING CODES AND ORDINANCES, AND THEN PUBLIC SAFETY. THIS IS SOMETHING THAT WE CALL THE IMPORTANT SATISFACTION RATING. AND THIS IS A TOOL THAT WE USE TO HELP COMMUNITIES SET PRIORITIES AND DETERMINE WHICH AREAS THEY SHOULD FOCUS ON OVER THE NEXT COUPLE OF YEARS. AND THIS ANALYSIS IS BASED ON TWO DIFFERENT TYPES OF DATA. FIRST, WE ASK RESIDENTS HOW SATISFIED THE R RISK SERVICES. THEN WE ASK WHICH SERVICES ARE THE MOST IMPORTANT FOR THE CITY TO EMPHASIZE. SO THE IDEA BEHIND THIS IS THAT THOSE AREAS THAT HAVE A COMBINATION OF LOW LEVELS OF SATISFACTION, BUT AT THE SAME TIME ARE RATED AS THE MOST IMPORTANT SHOULD BE THE HIGHEST PRIORITIES TO FOCUS ON. SO THE AREAS IN PINK ARE THE HIGHEST PRIORITY AREAS IN YELLOW. THE NEXT LEVEL OF PRIORITY AREAS IN GREEN ARE MORE OF A MIDDLE LEVEL PRIORITY. AND THIS DOESN'T MEAN THAT THE AREAS IN GREEN DON'T NEED ANY ATTENTION, BUT MAKING IMPROVEMENTS TO AREAS IN PINK AND YELLOW WOULD IMPACT THE GREATEST NUMBER OF RESIDENTS. SO THIS FIRST CHART IS FOR MAJOR CATEGORIES OF CITY SERVICES. YOU CAN SEE THE TOP OVERALL PRIORITY IS TRAFFIC FLOW AND CONGESTION. THE NEXT HIGHEST PRIORITIES ARE MAINTENANCE OF CITY STREETS, BUILDINGS, AND FACILITIES AND ENFORCING COS AND ORDINANCES. THIS TABLE FOCUSES SPECIFICALLY ON MAINTENANCE SERVICES. YOU CAN SEE THE TOP OVERALL PRIORITY IS TRAFFIC FLOW ON MAJOR CITY STREETS. UH, THE NEXT TWO PRIORITIES, WHICH JUST BARELY MISSED FALLING INTO THAT YELLOW SEC SECTION, ARE THE TIMING OF TRAFFIC SIGNALS ON CITY STREETS AND THEN ADEQUACY OF STREET LIGHTING. THEN WHEN IT COMES TO PUBLIC SAFETY SERVICES, THE TOP TWO PRIORITIES ARE VISIBILITY OF POLICE AND NEIGHBORHOODS AND EFFORTS TO PREVENT CRIME. SO JUST A QUICK RECAP. WE SAW THAT RESIDENCE HAVE A POSITIVE PERCEPTION OF THE CITY OF CEDAR HILL. THERE'S A LOT OF EXAMPLES OF THAT IN THE REPORT, BUT ONE OF THE AREAS THAT REALLY STOOD OUT IS THAT 79% OF RESPONSE WERE SATISFIED WITH CEDAR HILL AS A PLACE TO LIVE. ONLY 8% WERE DISSATISFIED. WE SAW THAT SATISFACTION WITH CITY SERVICES IS MUCH HIGHER IN CEDAR HILL THAN OTHER CITIES. UM, THERE'S A LOT OF EXAMPLES OF THAT AS WELL, BUT A COUPLE OF AREAS THAT REALLY STOOD OUT FOR CUSTOMER SERVICE AND COMMUNICATION WITH THE PUBLIC. THE SATISFACTION RATINGS, UH, REMAINED HIGH JUST LIKE THEY HAVE BEEN IN [01:15:01] PREVIOUS YEARS. AND OVERALL THEY'RE SIMILAR TO YOUR PREVIOUS SURVEYS. AND THE TOP OVERALL PRIORITIES ARE TRAFFIC FLOW AND CONGESTION, MAINTENANCE OF CITY STREETS, BUILDINGS AND FACILITIES AND ENFORCING CODES AND ORDINANCES. SO THAT IS EVERYTHING THAT I HAD. UM, OBVIOUSLY THE RESULTS OVERALL ARE VERY, VERY POSITIVE AND JUST LIKE PREVIOUS YEARS, CEDAR HILL RATES MUCH HIGHER THAN THE US AVERAGE IN MOST OF THESE AREAS THAT WE SURVEY. UM, GIVEN THAT TXDOT STILL KIND OF MANAGES 1382, HOW MUCH CONTROL DO WE HAVE OVER THAT? 'CAUSE MOST OF, MOST OF THE COMPLAINTS THAT I'VE HEARD ABOUT TRAFFIC INGESTION AND FLOW PERTAIN TO 1382. UH, YES, COUNCILMAN, UH, THANK YOU FOR THAT QUESTION. UM, THESE ARE THE EXACT SAME THREE AREAS IN THE LAST SURVEYS THAT CITIZENS HAVE SAID WE SHOULD WORK ON. AND WE ASK THAT SAME QUESTION EVERY YEAR, BUT TO YOUR POINT, UM, MOST OF THE TRAFFIC CONGESTION THAT WE SEE ON 1382 AND BELTLINE ARE MAINTAINED AND MANAGED BY TXDOT IN WHICH THOSE LIGHTS AND HOW TO GET PEOPLE THROUGH AS QUICKLY AND EFFICIENTLY AS POSSIBLE. THEY, UH, WE HAVE A GOOD PARTNERSHIP WITH TXDOT, BUT THEY ARE MAINTAINED AND MANAGED BY TXDOT. THAT IS CORRECT. OKAY, THANK YOU. COUNCIL MEMBER. UM, ACTUALLY THAT'S PRETTY MUCH MY ONLY QUESTION. UM, IN YOUR SURVEY YOU SAY CITY STREETS, BUT UH, IS THERE A WAY TO DECIPHER IF IT'S CITY, STREETS OR TEXTILE ON STREETS? WE DO TRY TO, WE DO JUST SAY MAJOR CITY STREETS, SO, UM, SOME RESIDENTS MAYBE DON'T KNOW WHICH ARE MAINTAINED BY THE CITY AND WHICH ARE, UM, THAT MAP I SHOWED THAT BROKE THE RESULTS OUT FOR OUR RESIDENTS FEEL, FEEL ABOUT CITY CEDAR HILL AS A, AS A PLACE TO LIVE. WE CREATED A MAP LIKE THAT FOR EVERY QUESTION ON A SURVEY ASKED ON A FIVE POINT SCALE, INCLUDING HOW RESIDENTS FEEL ABOUT MAJOR CITY STREETS AS WELL AS, UM, SIDEWALKS AND NEIGHBORHOOD STREETS. SO THAT MIGHT GIVE A LITTLE MORE INSIGHT INTO WHAT PARTS OF THE CITY RESIDENTS ARE THE MOST AND LEAST SATISFIED WITH WHEN IT COMES TO THOSE, THOSE QUESTIONS. SO, UH, IF YOU HAD TO GIVE, UM, I GUESS YOUR INSIGHT ON WHY THE, I THINK EASTERN SIDE OF CEDAR HILL IS MORE, UM, VERY SATISFIED THAN THE REST OF THE CITY. YEAH, I'D HAVE TO LOOK INTO THAT. UM, THOSE MAPS PROBABLY WOULD TELL US A LOT. THE ONES THAT WHERE WE CREATED FOR ALL THE QUESTIONS ON THE SURVEY, I HAVEN'T LOOKED CLOSELY ENOUGH TO SEE IF THERE'S ONE OR TWO PARTICULAR AREAS OR IF THAT'S JUST MORE GENERAL, YOU KNOW, FOR A LOT OF DIFFERENT SERVICES. UM, WE COULD CERTAINLY LOOK MORE INTO THAT TO SEE WHAT THE REASONS MIGHT BE AND THE RESULTS ARE POSITIVE EVERYWHERE. BUT YEAH, THAT EASTERN SIDE, THE RESULTS WERE A LITTLE, LITTLE BIT HIGHER. SURE. IS THAT, WAS THAT PART OF THE OUTPUT? UM, WE DIDN'T ASK ANYTHING ABOUT THAT. UM, I MEAN THE CLOSEST THING WOULD PROBABLY BE JUST GENERAL TRAFFIC FLOW, TIMING OF TRAFFIC SIGNALS ON CITY STREETS. UH, IT'S PROBABLY THE CLOSEST WE CAME TO ASKING. SO SOMETHING ALONG THOSE LINES. OKAY. YEAH, WELL THE OVERALL, IF YOU GO BACK TO 2016, WHICH IS THE FIRST YEAR WE CONDUCTED A SURVEY, WHICH IS IN THE REPORT, THE SATISFACTION RATINGS ARE DOWN COMPARED TO THAT. BUT THAT'S BEEN A TREND NATIONWIDE, REALLY EVERYWHERE. IF YOU LOOK AT 20 THIS YEAR COMPARED TO 2022, OVERALL THE LEVEL OF SATISFACTION IS SIMILAR. I MEAN, SOME AREAS ARE A LITTLE HIGHER, SOME A LITTLE, A LITTLE BIT LOWER. BUT IF YOU LOOK AT THE OVERALL SATISFACTION FOR ALL THE QUESTIONS ON THE SURVEY, UM, THEY'RE VERY SIMILAR THIS YEAR TO A COUPLE YEARS AGO, UM, A LOT OF THE INCREASES WERE RELATED TO THE LIBRARY. A LOT OF THE DECREASES WERE RELATED TO MORE SOME CODE ENFORCEMENT, SOME SCHOOL RELATED. THOSE ARE SOME OF THE AREAS THAT ARE AMONG THE BIGGEST CHANGES FROM THE LAST SURVEY. ALRIGHT. UH, COUNCIL AZI. BUT I WOULD JUST, AND THIS IS MORE FOR, UH, COUNCIL, UM, IS JUST TO MAYBE SOMEHOW SET OUR OWN, UH, THRESHOLD OF WHAT WE WANT THESE NUMBERS TO LOOK LIKE AND BACK INTO HOW WE CAN, HOW WE CAN DO THAT. BECAUSE IF WE, WE, UM, IF WE CONSISTENTLY ARE USING THE SURVEY AND THE SURVEY SAYS A THING AND THEN WE RUN AFTER THE THING, UM, BUT WE STILL SEE THAT THE NUMBERS ARE SLIPPING OVERALL. I MEAN, THE NUMBERS, WHEN YOU COMPARE THEM, THEY'RE SLIPPING EVEN IF IT'S SLIGHTLY. AND I'D SAY WHAT WE COULD CHALLENGE OURSELVES TO DO IS TO, TO LOOK AND SAY, YOU KNOW, WHAT IS THE THRESHOLD THAT WE WANT, YOU KNOW, BASED ON WHAT THE CITIZEN SAYS, WHAT DO WE WANT THOSE NUMBERS TO LOOK LIKE? UM, AND IF THEY'RE BETTER THAN TEXAS, FINE. IF THEY'RE BETTER THAN THE, YOU KNOW, THE, THE COUNTRY, FINE, BUT WHAT IS IT ACCORDING TO OUR PREMIER STATEMENTS THAT WE CAN DO TO CHALLENGE OURSELVES TO, UM, PUT THOSE NUMBERS, IF, YOU KNOW, IF IT'S 80% FOR ME, THERE ARE SOME THINGS WHERE MAYBE THAT'S ACCEPTABLE, BUT LIKE IN AN AREA LIKE CUSTOMER SERVICE, A 75% RATING ISN'T ACCEPTABLE TO ME, EVEN IF IT'S INCREASING. SO, UH, I I WOULD LIKE TO KIND OF DIVE A LITTLE DEEPER WHEN IT COMES TO ENTERTAINMENT, ESPECIALLY SINCE WE'RE, UH, I MEAN WE KNOW THAT WE WOULD LIKE TO HAVE A LITTLE BIT MORE PLAY HERE IN OUR AREAS, BUT, UM, SOMETHING THAT MAYBE OUR ECONOMIC DEVELOPMENT COULD BE TARGETING, UH, TO BE ABLE TO KNOW WHAT IS IT THAT, UH, WE SHOULD BE LOOKING OUT FOR. THAT'S SOMETHING WE CAN DEFINITELY LOOK CLOSER INTO TO SEE IF IT'S, TO SEE IF THAT ONE NEIGHBORHOOD, IF IT HAS LOWER RATINGS FOR, YOU KNOW, JUST THROUGHOUT THE SURVEY IN ALL DIFFERENT CATEGORIES OR IF IT'S SOMETHING MORE SPECIFIC, LIKE IF IT'S RELATED TO, YOU KNOW, THERE'S A SECTION ON THE SURVEY ABOUT MAINTENANCE, THERE'S ONE ABOUT PUBLIC SAFETY. YOU KNOW, WE ASK KIND OF ABOUT THESE DIFFERENT, DIFFERENT CATEGORIES. UM, SO WE COULD TAKE A LOOK AND SEE IF IT IS JUST PEOPLE WHO ARE JUST GENERALLY DISSATISFIED ABOUT EVERYTHING IN THAT AREA OR IF IT'S SOMETHING MORE, UH, PARTICULAR. OKAY. I NOTICED A, A DIRECT CORRELATION BETWEEN, UM, THE DISSATISFACTION WITH ENTERTAINMENT AND THEN THE OVERALL RATING OF THE SATISFACTION WITH THE PERFORMANCE OF, OF ELECTED OFFICIALS. THEY, THEY WERE, THEY WERE ALMOST DIRECTLY CORRELATED WITH WAS WHO WAS, WHO WAS THE LEAST SATISFIED WITH ENTERTAINMENT AND, AND WHO WAS THE LEAST SATISFIED WITH, WITH ELECTED OFFICIALS. UM, SO, UH, I, I WOULD LIKE TO KNOW MORE ABOUT, UH, WHAT WE CAN DO TO, YOU KNOW, TO GET MORE ENTERTAINMENT HERE, BUT YOU KNOW, IF THERE'S SOMETHING SPECIFIC THAT WE COULD HAVE OUR EDC OR, OR, YOU KNOW, EVEN PARKS DEPARTMENT WORKING ON TO PROVIDE.
