AND SO THERE IS A LOT OF VERY LOFTY THINGS INCLUDED IN THE STRATEGIC PLAN THAT WON'T BE ACCOMPLISHED IN ONE YEAR. AND SOME THINGS MIGHT NOT BE ACCOMPLISHED IN FIVE YEARS, BUT THIS IS THE VISION OF THE MAYOR AND THE COUNCIL. AND THIS IS THE DIRECTION WE'RE GONNA STRIVE TO. A LOT OF THINGS IN THIS PLAN IS OUT OF OUR CONTROL, BUT WE'RE GONNA WORK TOWARDS AS PUBLIC SERVANTS ACHIEVING THE COUNCIL'S GOALS AS MUCH AS POSSIBLE. AND SO I'LL GO OVER THOSE WITH YOU ON WHAT WE WANNA MAKE SURE THAT WHAT YOU ADOPT TONIGHT IS REFLECTIVE OF THAT STRATEGIC PLAN. REMEMBER WE INCLUDED SEVERAL IN THE STRATEGIC PLAN. ONCE THE COUNCIL ADOPTS THE STRATEGIC PLAN, WE'RE GONNA GO BACK WITH DIRECTORS. AND REMEMBER, I HAVE A LOT, A BIG TEAM, 450 EMPLOYEES THAT WORK FOR THE CITY. AND SO WE'RE GONNA GO BACK AND WE'RE GONNA DEVELOP A WORK PLAN, A ONE YEAR WORK PLAN, AND THAT'S EXACTLY WHAT WE'RE GONNA DO. OKAY? SO, UM, AT THE END OF THE DAY, UM, YOU WILL, I WOULD LIKE TO PROPOSE A WORKSHOP ON OUR WORK PLAN THAT WOULD, WE WOULD WALK THROUGH WHAT WE'RE GONNA ACCOMPLISH IN THE NEXT YEAR AND HOPEFULLY A WORKSHOP OR A SPECIAL SESSION THAT WE CAN GO THROUGH THE WORK PLAN. UM, BUT IT DOES START WITH THE FACT THAT YOU HAVE A VISION OF BEING A PREMIER CITY THAT RETAINS ITS DISTINCTIVE CHARACTER WHERE FAMILIES AND BUSINESSES FLOURISH IN A SAFE AND CLEAN ENVIRONMENT. YOU'VE HAD THAT VISION SINCE I'VE BEEN HERE, ACTUALLY SINCE ALAN SIMS WAS CITY MANAGER, UH, 25 YEARS AGO. UH, AND EVERY YEAR WE LOOK AT THAT VISION AND WE LOOK AT THAT MISSION AND WE SAY, IS THAT STILL A RELEVANT VISION AND MISSION FOR THE CITY? AND, AND YOU TOLD US ABSOLUTELY IT IS. THEN WE LOOK AT ALL OF THE PREMIER STATEMENTS BECAUSE A LOT OF CITIES CAN SAY, WELL, THEY VISION BEING PREMIER. WHAT DOES PREMIER MEAN? WELL, WE DEFINED SEVERAL YEARS AGO WHAT PREMIER MEANS FOR CEDAR HILL. AND THOSE PREMIER STATEMENTS INCLUDE DISTINCTIVE CHARACTER AND SAFE AND CLEAN, EXCELLENT, SAFE AND EFFICIENT INFRASTRUCTURE. VIBRANT TRAILS. VIBRANT, VIBRANT PARKS, TRAILS AND NATURAL BEAUTY, STRONG AND DIVERSE ECONOMY, AND HAVING AN ENGAGED COMMUNITY AND TEXAS SCHOOLS OF CHOICE. SO THEN WE WORKED ON TOP OF THAT AND YOU GUYS TOLD US HOW YOU WANNA OPERATE IN CEDAR HILL. THE VALUES OF THE CITY ARE EQUALLY AS IMPORTANT AS OUR VISION AND OUR MISSION. SO THE VALUES OF PEOPLE AND RELATIONSHIPS AND STEWARDSHIP, HIGHEST ETHICAL STANDARDS, BEHAVIOR AND INTEGRITY AND SERVANT LEADERSHIP. AS YOU RECALL, YOU ADOPTED THAT IN 2023. THAT INCLUDES A LOT OF LITTLE THINGS IN THERE. THE NUMBER ONE THING IS FIRE STATION FIVE AND A POTENTIAL REGIONAL PUBLIC SAFETY TRAINING CENTER. SO WE'RE GONNA BE WORKING TOWARDS THE FEASIBILITY OF THOSE, UM, THAT STRATEGIC PLAN AND IMPLEMENTING THOSE. AND THE COST. THE COST IM IMPACT TO THOSE. YOU ALSO SAID RECRUIT AND RETAIN HIGH QUALITY PUBLIC SAFETY PERSONNEL. WE ARE VERY PRIDEFUL IN THE FACT THAT OUR PD IS THE BEST. UH, THAT SECTION OF THE SCENE OF THE ALLEN SIMS REC CENTER WILL HAVE ADDITIONAL, UH, SQUARE FEET FOR AMENITIES SUCH AS KITCHEN, DINING ROOM, COMPUTER, CLASSROOM ARTS, CRAFTS, GAME ROOM, LOUNGE SPACE, GROUP EXERCISE, FITNESS SPACE, MULTIPURPOSE SPACES, AND EXPLORING A POTENTIAL THERAPY POOL. THAT WAS SOMETHING ADDED BY TWO COUNCIL MEMBERS. UH, AND WE WILL DO THAT. UH, ENSURE SENIOR EXPANSION MEETS THE GOALS OF CURRENT AND FUTURE SENIOR CITIZENS, INCLUDING PARKING NEAR THE ENTRANCE AND ACCESS TO SPACES FREQUENTLY USED BY SENIORS AND EXCLUSIVE SENIOR SPACES. AND EXPANSION, EVALUATE OPERATIONAL EXPENSES ASSOCIATED WITH THE ALLEN E SIMS RECREATION CENTER AND REPORT BACK. SO, UH, IN 2022, WITH THE ADOPTION OF THE COMPREHENSIVE PLAN, YOU KNOW, THE COMPREHENSIVE PLAN IS A BIG VIEW OF THE, THE CITY AS A WHOLE. UM, AND WITH THE DEVELOPMENT OF THE SIGNATURE PARK AND THE LIBRARY, IT WAS IDENTIFIED THAT WE NEEDED TO REALLY HAVE A SPECIFIC FOCUS ON THE MIDTOWN AREA. AND IN THAT EFFORT, A DRW PLANNING STUDIO WAS HIRED TO ASSIST IN THE DEVELOPMENT OF THE WEST MIDTOWN PLAN. SO THROUGHOUT THAT SIX MONTH PROCESS, UH, THERE WAS A SERIES OF ENGAGEMENT OPPORTUNITIES WITH STAKEHOLDERS, UH, PRIVATE PROPERTY OWNERS [01:10:01] AND CITY DEPARTMENTS. AND THAT PLAN WAS ADOPTED IN MARCH OF 2023. UM, THE PLAN ITSELF, UH, HAD, UM, FOUR LARGE ELEMENTS, UM, WELL, ACTUALLY FIVE IF YOU INCLUDE IMPLEMENTATION AND WE'LL TALK ABOUT THAT. BUT OPEN SPACE MOBILITY AND STREETS SCAPE DEVELOPMENT MIX AND FRAMEWORK AND PLACEMAKING ELEMENTS. AND THOSE WERE THE HIGH, UH, FOCUS AREAS OF THE PLAN. AND WITHIN EACH OF THOSE, UM, ELEMENTS, THERE WERE KEY STRATEGIES TO ENSURE THAT WE WERE ACHIEVING THE VISION THAT WAS ADOPTED WITH THAT PLAN. UH, SOME OF THE THINGS, I WON'T READ ALL OF THESE, BUT TO HIGHLIGHT SOME OF THEM, UH, WAS TO PROVIDE TRAIL AND PEDESTRIAN CONNECTIVITY THROUGHOUT MIDTOWN, UH, TO DOWNTOWN TO TO CONNECT TO DOWNTOWN, AND ALSO TO CONNECT TO, UH, UPTOWN, UH, ACKNOWLEDGE AND PRESERVE THEIR TORNADO GRAVEYARD. UM, ENSURE PRIVATE DEVELOPMENT PROVIDES OPEN SPACE, UM, PROVIDE CONNECTIONS TO THE SIGNATURE PARK FROM PRIVATE DEVELOPMENT WITHIN THE DISTRICT, AND MAKING SURE THAT ANY PLAN DEVELOPMENT REGULATIONS INCORPORATED OPEN SPACE. AGAIN, GOING TO THE OVERARCHING GOAL OF THE COUNCIL, UM, TO ENSURE THAT WE ARE PRESERVING ENOUGH OPEN SPACE THROUGHOUT THE CITY. UM, UNDER MOBILITY AND STREETSCAPE, SOME OF THE STRATEGIES THAT WERE IDENTIFIED WAS THE NEED TO, UM, IMPLEMENT STANDARDS, UH, FOR MAIN STREET, CEDAR HILL ROAD UPTOWN AND PIONEER TRAIL, UH, FOR, UH, DESIRED SIDEWALK OR SHARED USE PATHS, ENSURING THERE'S MORE CONNECTIVITY, UH, THROUGHOUT THE DISTRICT. UM, PROVIDING, UM, DEVELOPMENT REGULATIONS TO REQUIRE, UM, A STREET GRID TO BE FORMED TO CREATE A PEDESTRIAN SCALE AND CHARACTER CONSISTENT, UH, WITH THE PLAN, UM, THAT WAS ESTABLISHED. AND SO MAKING SURE THAT, UH, AS PRIVATE DEVELOPMENT COMES FORWARD, WE'RE KEEPING ALL OF THESE THINGS IN MIND TO MAKE SURE THAT WE'RE MOVING FORWARD IN THE VISION THAT WE'VE ADOPTED. UH, IN DEVELOPMENT MIX AND FRAMEWORK. THIS IS WHERE A LOT OF THE STRATEGIES, UH, TALK SPECIFICALLY REGARDING LAND USE. UM, SO THERE WAS SOME DISCUSSION ABOUT, UM, TRANSITIONING, UH, DEVELOPMENT WITH RESPECT TO SCALE AND DEVELOPMENT PATTERN. UM, OUR CITY MANAGER IN THE COUNCIL STRATEGIC PLAN IDENTIFIED ONE OF THE MAJOR, UM, GOALS IS TO ENSURE THAT WE'RE PROTECTING OUR INVESTMENT, UH, NOT ONLY IN, UH, THE LIBRARY AND THE SIGNATURE PARK, UH, BUT IN THE GOVERNMENT CENTER AND ALL OF THE OTHER, UM, CITY, UH, PROPERTIES IN THE AREA. AND SO MAKING SURE THAT WE ARE, UH, RESPECTFUL OF SCALE AND CONTEXT OF PRIVATE DEVELOPMENT AROUND THOSE, UH, PROPERTIES. UH, CREATING A RESIDENTIAL CORE, THE INTERIOR OF THE SITE, UH, THERE WAS A RECOMMENDATION IN THE PLAN TO LOOK AT CAPPING THE NUMBER OF, OF MULTIFAMILY UNITS WITHIN THE DISTRICT, UM, TO ALLOW FOR INCREASED DENSITY, RECOGNIZING THAT THAT IS A NEED FOR THIS PARTICULAR AREA. UM, BUT HOW THAT, UH, IS ALIGNED AND, AND PLAYS OUT WILL BE FURTHER DETAILED IN THE ACTUAL IMPLEMENTATION STRATEGY. UM, MAKING SURE THAT THE PLAN DEVELOPMENT INCORPORATES DEVELOPMENT TRIGGERS TO ENSURE THAT THERE'S A, A GOOD MIX OF USES AND A, A ARRAY OF HOUSING TYPES. SO WE'RE NOT JUST LOOKING AT, UM, TRADITIONAL MAYBE, UH, URBAN STYLE MULTIFAMILY. THERE MAY BE OPPORTUNITIES FOR TOWN HOME STYLE DEVELOPMENT. UM, YOU KNOW, ALL ALL KINDS OF HOUSING OPTIONS THAT MAY BE AVAILABLE. UM, AND THEN EXPLORE A SHARED GARAGE TO SUPPORT PRIVATE DEVELOPMENT AND PUBLIC DESTINATIONS. AGAIN, AGAIN, ALIGNING WITH THE, UH, CITY COUNCIL'S STRATEGIC PLAN IS LOOKING AT SHARED PARKING OPTIONS. PARKING IS A PREMIUM. UH, I WAS READING AN ARTICLE, UH, I WON'T EVEN MENTION THE CITY OR THE PRICE TAG, BUT IT WAS LOFTY, UH, FOR A PARKING GARAGE. AND THAT IS AN EXPENSIVE, UM, ENDEAVOR. HOWEVER, THERE ARE OPPORTUNITIES FOR US TO LOOK AT HOW WE MIGHT, UH, EXPLORE SHARED PARKING OPTIONS WITHIN MIDTOWN AND THEN PLACEMAKING ELEMENTS. SO ENSURING THAT WE HAVE, UH, TRAIL CHARACTER, IMPORTANT FOCAL POINTS, MAKING SURE THAT WE'RE UTILIZING DISTINCTIVE LANDSCAPING AND SIGNAGE, UH, INCORPORATING UNIQUE BUILD BUILDING ELEMENTS, UM, AS IT RELATES TO SOME OF THE PRIVATE DEVELOPMENT, REALLY CREATING, UM, A PLACE, A SENSE OF PLACE. UM, OUR LIBRARY IS A GREAT EXAMPLE OF THAT. AND SO CARRYING THAT CHARACTER THROUGHOUT ALL OF MIDTOWN. SO THE LAST SECTION OF THE WEST MIDTOWN PLAN WAS THE IMPLEMENTATION SECTION. AND THERE WERE THREE MAIN PRIORITIES. AND THE FIRST PRIORITY WAS TO ALIGN THE DEVELOPMENT REGULATIONS WITH THE VISION. UM, SO THE CURRENT ZONING ON THE PROPERTIES, UH, WITHIN MIDTOWN VARY BETWEEN LOCAL RETAIL. SOME OF THEM ARE ZONED, UM, IN THE, UM, OLD TOWN DISTRICT. AND SO REALLY LOOKING AT THE OPPORTUNITY TO DRAFT DEVELOPMENT REGULATIONS BASED ON THE GUIDANCE WITHIN THE PLAN TO ENSURE THAT WE HAVE A VIBRANT MIX OF USES ON THE SITE. UM, SEEKING PUBLIC INPUT THROUGH THE DRAFTING OF THOSE REGULATIONS. AND THEN ULTIMATELY ADOPTING A UNIFIED PLAN DEVELOPMENT DISTRICT FOR WEST MIDTOWN. AGAIN, IN THE CITY COUNCIL STRATEGIC PLAN, YOU ALL IDENTIFIED THE IMPORTANCE OF, UH, ADVANCING, UM, THE AREAS WITHIN THE, THE TIFF. AND SO MIDTOWN BEING ONE OF THEM. [01:15:01] AND SO MAKING SURE THAT WE ARE SPURRING CONTEXT SENSITIVE, HIGH DENSITY DEVELOPMENT INTEREST BY STREAMLINING THE DEVELOPMENT PROCESS AND THEN SUPPORTING THE ESTABLISHED VISION THROUGH ADOPTION OF FORMAL REGULATIONS. AND SO THAT IS WHAT THIS PARTICULAR STEP WILL BE. WE WILL ENLIST THE ASSISTANCE AGAIN OF DRW PLANNING STUDIO. THE BENEFIT OF USING THE CONSULTANT THAT ACTUALLY DRAFTED THE WEST MIDTOWN PLAN IS THAT THEY'VE WORKED WITH THE CITY, BUT THEY'VE ALSO WORKED WITH THESE PROPERTY OWNERS. THEY'VE WORKED WITH THESE STAKEHOLDERS ALREADY, UM, IN ESTABLISHING THE VISION. AND SO NOW WE'RE AT THE STEP TO ACTUALLY CREATE, UM, IMPLEMENTATION, UH, STRATEGY FOR, UH, DEVELOPMENT REGULATIONS ON THE PROPERTY. SO THE SCOPE OF WORK WILL INCLUDE A PROJECT KICKOFF AND IMPLEMENTATION STRATEGY DEVELOPMENT, WORKING THROUGH THOSE OBJECTIVES THAT WERE IDENTIFIED IN THE PLAN AND HOW WE WILL, UH, SEE MOVING THOSE THINGS FORWARD. UM, LOTS OF STAKEHOLDER COORDINATION AND PROJECT INPUT. UH, WE'LL SEEK OPPORTUNITIES FOR, UH, INPUT AT EXISTING, UH, COMMUNITY ACTIVITIES AS WELL AS STRATEGIC INPUT WITH THOSE PROPERTY OWNERS, UH, AND STAKEHOLDERS. UM, THE, UH, NEXT STEPS WILL BE TO EXECUTE A CONTRACT WITH D-R-D-D-R-W PLANNING STUDIO DAVID WHITLEY'S TEAM. UH, WE'LL KICK OFF THE PROJECT WITH INITIAL MEETING TO REVIEW THE PROJECT GOALS, THE DESIRED OUTCOMES WORK PLAN AND SCHEDULE AND REFINE THOSE AS NEEDED.
