SO, MR. HAUSER HERE IS ALWAYS VERY ACTIVE, UH, THROUGHOUT OUR COMMUNITY.

AND, UH, JUST WANTED TO BE ABLE TO TAKE A MOMENT OUT TO BE ABLE TO HAVE A GREAT IMPACT.

WE STARTED DOING THESE PROBABLY ABOUT 2017, AND, UH, WE HAVE SEVERAL DIFFERENT TYPE OF CHARACTER, UH, PRESENTATIONS.

UH, WE PROBABLY DO ABOUT ONE OR TWO OF THESE A YEAR.

AND, UH, ROUNDING OUT THIS YEAR, WE'RE GONNA RECOGNIZE MR. LEONARD HAUSER.

SO I HAVE A FEW THINGS I WANTED TO SAY ABOUT YOU, BUT LEONARD HAUSER HAS CALLED CEDAR HILL HIS HOME SINCE 2005, WHEN HE AND HIS WIFE CHARLOTTE MOVED TO THE WATER FOR THOSE COMMUNITY.

THAT YEAR WAS A MILESTONE FOR LEONARD AS HE RETIRED FROM THE WW GRAINGER AND BUILT HIS RETIREMENT HOME HERE, WHICH HAS BEEN HIS SANCTUARY.

IN 2008, LEONARD JOINED THE WATERFORD OAKS PIT BOARD, AND SINCE 2010, HE HAS PROUDLY SERVED AS ITS PRESIDENT.

HIS DEDICATION TO THE NEIGHBORHOOD IS CLEAR THROUGH MANY ACCOMPLISHMENTS, INCLUDING HOSTING EVENTS TO BOOST COMMUNITY ENGAGEMENT, ENHANCING LIGHTING ALONG THE NEIGHBORHOOD, WALKING TRAILS, MAINTAINING BEAUTIFUL LANDSCAPES, YEAR ROUND, INSTALLING SAFETY CAMERAS, AND ORGANIZING ANNUAL CHRISTMAS LIGHTING DISPLAYS.

LEONARD IMPACT GOES BEYOND WATER FOR OAKS.

HE REPRESENTS CEDAR HILL WITH PRIDE, AND HE WAS RECENTLY NAMED MR. JUNETEENTH FOR 2024.

THIS PAST JUNE, A WELL DESERVED RECOGNITION FOR HIS LEADERSHIP AND SERVICE.

HIS RETIREMENT HAS BEEN FILLED WITH PURPOSE, MARKED BY A DEEP COMMITMENT TO WATERFORD OAK AND THE CEDAR HILL COMMUNITY.

LEONARD HART FOR SERVICE REFLECTS THE SPIRIT THAT DEFINES OUR CITY, AND WE ARE GRATEFUL FOR HIS LEADERSHIP AS A GREAT IMPACT SERVANT LEADER.

WHERE IS THE CITY OF CEDAR HILL? RECOGNIZE GEOSPATIAL TECHNOLOGIES AND APPLICATIONS ARE CRUCIAL TO OPERATING OUR INFRASTRUCTURE, PROVIDING SECURITY AND SAFETY, STIMULATING ECONOMIC GROWTH.

AND WHEREAS TECHNOLOGY PLAYS A VITAL ROLE IN THE CONTINUED GROWTH OF THE CITY OF CEDAR HILL, AND THE USE AND THE USE MANAGEMENT AND EXCHANGE OF GEOGRAPHIC INFORMATION IS NECESSARY FOR EFFECTIVE DECISION MAKING BY LOCAL, STATE, AND FEDERAL GOVERNMENT AGENCIES.

AND WHEREAS GEOGRAPHIC INFORMATION SYSTEMS, GIS TECHNOLOGIES, ALLOWS US TO SEE AND MODEL COMPLEX RELATIONSHIPS AND PATTERNS TO MORE IN INTELLIGENTLY RES AND INTELLIGENT RESPOND.

AND WHEREAS THERE IS A NEED TO PROMOTE GIS AWARENESS, EDUCATION, AND TECHNICAL TRAINING TO USE THIS RAPIDLY DEVELOPING TECHNOLOGY TO ITS FULL POTENTIAL.

AND WHEREAS HAVING A DAY OF GIS ACTIVITIES OPEN TO STUDENTS, CITIZENS, GOVERNMENT LEADERS WILL HELP PROMOTE STEM EDUCATION AND ACTIVITIES.

AND WHEREAS THE ENVIRONMENTAL SYSTEM RESEARCH INSTITUTE ESRI IS OBSERVING AND CELEBRATING THE 25TH INTER INTERNATIONAL GIS DAY.

HOWEVER, UH, WE ARE HAVING OUR, UH, OPEN HOUSE ON TUESDAY THE 19TH, BECAUSE AS THE, IS, I WAS CALLED FOR A JURY DUTY.

SO, YEAH, GOT, WE GOTTA MOVE THINGS AROUND.

UM, WE DID MAKE A LITTLE, UH, PROMO VIDEO.

UM, I THINK IT'LL BE GOING OUT, UM, WITH OUR CITY AND ALSO WITH, UH, DESOTO AND MIDLOTHIAN, UH, THE THREE, UH, GIS PERSONNEL.

UH, WE ALL HAVE DIFFERENT DATES FOR GIS DAY AND ALL HAVE DIFFERENT EVENTS, AND THIS IS THE FIRST TIME THAT WE'VE ACTUALLY HAD SOME KIND OF COLLABORATION.

UM, YOU KNOW, OVER THE TIME I'VE BEEN HERE, THERE'S BEEN A LOT OF CHANGES AND LOT OF DIFFERENT USES FOR, UH, SPATIAL INFORMATION, AND NOT JUST MAPS, BUT ALSO THE INFORMATION.

UM, WE, WE HAVE, UH, SOME OF, UH, CEDAR HILL'S FINEST IN THE BACK.

EVERYBODY USES THAT KIND OF TECHNOLOGY.

UM, CURRENTLY ON SITE, UH, UM, AND OR ALSO THEIR SURROUNDING CITY, UH, SORRY, SURROUNDING PROPERTIES, UH, ACTUALLY DON'T HAVE ACCESS TO CITY PROVIDED, UH, SEWER SERVICES.

UM, THE CLOSEST CONNECTION CURRENTLY IS AT WINTERGREEN DRIVE, AND SO THAT'S ABOUT APPROXIMATELY 1600 LINEAR FEET THAT WE AS A DEVELOPER ARE LOOKING TO EXTEND THIS, THE, THE SANITARY SEWER LINE AT OUR COST, UM, TO SUPPORT NOT ONLY THIS DEVELOPMENT, BUT IT ALSO GIVES THE CITY AN OPTION TO EXTEND IT OUT TO THE NEARBY RESIDENCE RESIDENCES THAT ARE CURRENTLY ON SEPTIC, UH, UM, SEPTIC TANKS, UH, THEY USE SEPTIC TANKS FOR, FOR THEIR HOME.

AND, UH, UNFORTUNATELY THE SURROUNDING AREA IS WHERE THAT, UH, IS RIGHT NOW.

UM, WE'RE HOPING TO SOLVE THAT BY IMPROVING, UH, THE STORM DRAINAGE SYSTEM AND THEN ADDING ALSO, UM, A DRY, A DRIED DETENTION POND THAT WILL HELP WITH, UH, YOU KNOW, MITIGATING, UH, AND ESSENTIALLY ENSURING THAT THE, UH, WATER HAS A, UH, BETTER PATH TO, UM, YOU KNOW, NOT, NOT STICKING AROUND IN THE AREA.

AND THEN, UH, FINALLY, UM, BECAUSE, UH, YOU KNOW, THIS, THIS AREA UP AND FROM OUR SITE ALL THE WAY UP UNTIL, UM, WINTERGREEN, UH, THE WITH NO, UM, SANITARY SEWER SERVICES CURRENTLY, UM, WE THINK THAT'S BEEN A REASON WHY THIS AREA HAS NOT BEEN DEVELOPED MUCH FOR, UH, COMMERCIAL ACTIVITY.

UM, SO THAT'S JUST ANOTHER EXAMPLE OF HOW, UH, IMPROVEMENTS TO THE AREA AS FAR AS INFRASTRUCTURE WILL CONTINUE TO BENEFIT THE CITY.

UM, NOW Y'ALL MIGHT BE THINKING, YOU KNOW, WHY, WHY DO YOU THINK A HOTEL HERE IS, YOU KNOW, HOTEL DEVELOPMENT ESPECIALLY SO CLOSE TO A RESIDENTIAL COMMUNITY, IS PROPER FOR THE AREA? AND, YOU KNOW, WE AGREE THAT'S A, THAT'S AN APPROPRIATE QUESTION TO, TO ASK.

AND, YOU KNOW, WE'LL KIND OF POINT TO, UH, THE PLANNING AND ZONING COMMISSION STAFF REPORT ITSELF.

UM, IN, IN THE REPORT, YOU CAN SEE THE QUOTE THERE, UH, BUT, BUT ESSENTIALLY, UH, THE STAFF REPORTS CONSIDERS THE DEVELOPMENT, UH, SIMILAR TO MULTIFAMILY USE AND APPROPRIATE, AS LONG AS THERE ARE CERTAIN STANDARDS IN PLACE TO MITIGATE, UH, ANY NEGATIVE IMPACTS TO THE AREA.

UM, YOU KNOW, THIS SHOWS THAT, YOU KNOW, THERE IS PRECEDENT, PRECEDENT WITHIN THE CITY ITSELF THAT A DEVELOPMENT LIKE THIS WOULD WORK.

UM, SO WE'RE HOPING, UH, THAT WE CAN, YOU KNOW, TALK ABOUT HOW WE CAN MITIGATE THESE IMPACTS, UH, AND, AND BRING ABOUT THIS DEVELOPMENT.

UM, AND THEN, UH, FINALLY, UH, WANT TO TALK ABOUT WHY WE THINK A HOTEL HERE, IT WOULD BE MORE, UH, MORE BENEFICIAL THAN A RETAIL DEVELOPMENT.

CURRENTLY, THE SITE IS ZONED FOR LOCAL RETAIL, SO ANYONE CAN COME IN AND BUY A RIGHT.

UH, THEY CAN PUT UP A RESTAURANT OR ANY KIND OF RETAIL USE, UH, ON SITE.

UM, NOW, WELL, THAT'S GREAT.

UM, WE THINK A HOTEL HERE WOULD BE A LITTLE BIT BETTER.

UM, YOU KNOW, UH, A COUPLE OF REASONS WHY, UH, TRAFFIC MAINLY, AND ALSO SECURITY.

SO TALK ABOUT TRAFFIC FIRST.

UM, FOR, UH, A HOTEL, THE MAIN TIMES OF TRAFFIC ARE MAINLY DURING CHECK-IN.

SO ANYTIME BETWEEN 3:00 PM AND 10:00 PM IS USUALLY A CHECK-IN.

UM, AND THAT USUALLY WITH AN EXTENDED STAY HOTEL, THAT KIND OF, UM, PUSHES MORE TOWARDS, UH, POST 5:00 PM UH, AS FAR AS TRAFFIC.

AND THEN WHEN FOLKS ARE CHECKING OUT, CLOSER TO NOON IS WHEN, UH, YOU'LL SEE, UH, A LOT OF THE, THE TRAFFIC FOR, UH, FOLKS THAT ARE DRIVING, UH, FOR RESTAURANTS, UH, OR ANY RETAIL CONCEPTS, HONESTLY.

UM, YOU KNOW, THE TRAFFIC CAN BE GOING ON ALL DAY LONG.

UM, SO THAT'S NOT NECESSARILY AS BENEFICIAL TO, UH, OR SOMETHING THAT, THAT, THAT THE RESIDENCES IN THE BACK WOULD, WOULD REALLY LIKE.

UM, YOU KNOW, THIS IS FOR 16,750 SQUARE FOOT BUILDING FOOTPRINT AND 105 ROOMS IS WHAT WE'RE, WHAT WE'RE LOOKING TO DEVELOP.

MEANWHILE, YOU KNOW, A RESTAURANT THAT'S ABOUT 10,000 SQUARE FEET OR TWO RESTAURANTS THAT ARE 5,000 SQUARE FEET EACH, WHICH WOULD BE ADEQUATE, YOU KNOW, ON THIS SITE, YOU, YOU ACTUALLY SEE ABOUT 50% MORE TRAFFIC, UH, TO THE SURROUNDING AREA.

UM, SO NOT, NOT AS GREAT FOR, FOR THE FOLKS THAT ARE LIVING RIGHT THERE.

AND THEN, UM, OF COURSE, SAFETY AND SECURITY ARE THE BIGGEST THINGS THAT WE WANNA MAKE SURE, UH, THAT, THAT, UM, THAT WE THINK ABOUT FOR ANY HOTEL DEVELOPMENT.

UM, ONE, ONE THING THAT WE DID WAS WE ACTUALLY REACHED OUT TO THE POLICE DEPARTMENT, UH, PRIOR, AND WE ACTUALLY GOT SOME PRETTY INTERESTING STATISTICS FOR THE LAST 12 MONTHS, UH, THROUGH OCTOBER.

UH, SO LAST MONTH, SO THROUGH OC THE 12 MONTHS FROM OCTOBER, 2023 TO OCTOBER 20, UH, 2024, UH, THERE WERE 429 CASES THAT WERE REPORTED FOR CRIMES.

OF THOSE 429 CASES, ONLY 14 OF THOSE WERE RELATED TO HOTELS WITHIN THE CITY, AND ACTUALLY NONE OF THEM WERE RELATED TO ANY SEX CRIMES ITSELF.

UM, SO THAT, THAT KIND OF POINTS TO THE CASE THAT AS LONG AS THESE HOTELS ARE BEING MANAGED PROPERLY, AS LONG AS THERE ARE THE SECURITY MEASURES IN PLACE, UM, THE AREA WILL CONTINUE TO REMAIN SAFE.

UM, ADDITIONALLY, YOU KNOW, SOME OF THE SECURITY MEASURES THAT, THAT GO ON AT HOTELS, UH, YOU KNOW, EVERYONE, ONCE THEY'RE CHECKING IN, THEY'RE REQUIRED TO PROVIDE AN ID, UM, AT THIS, KIND OF HELPS DETER ANY CRIMINAL ACTIVITY.

YOU KNOW, FOLKS THAT ARE, UH, THAT'S AN EASY WAY TO GET IDENTIFIED.

UM, AND THEN ALSO, UH, THERE'S MANDATORY, UH, SEX TRAFFICKING TRAINING THAT IS REQUIRED BY ALL HOTEL BRANDS NOW, UM, THAT IS REQUIRED EVERY SINGLE YEAR BY, UH, EVERY SINGLE EMPLOYEE TO IDENTIFY, UH, PATTERNS AND THEN ALSO IDENTIFY, UH, JUST, UH, JUST COMMON THINGS THAT GO ON IN SEX TRAFFICKING AND CHILD TRAFFICKING AND EVERY, UH, CRIME OF THAT NATURE.

AND SO THE HOTEL, THE HOTEL BRAINS ARE VERY AWARE THAT, UM, THIS HAS HAPPENED IN THE PAST.

THEY'RE VERY PROACTIVE AS FAR AS MAKING SURE IT DOESN'T HAPPEN.

IT RUNS DOWNHILL FROM THE SOUTH, AND IT JUST REALLY OVERWHELMS EVERYTHING IN THE AREA.

ANOTHER CONCERN I GOT IS THE AMOUNT OF LIGHTING.

WE GOT A NICE, QUIET, DARK NEIGHBORHOOD.

WE GOT ONE STREET LIGHT THAT'S ACROSS THE STREET THAT GIVES A SAMPLE LIGHTING.

A HOTEL'S GONNA HAVE LIGHTS ALL THE WAY AROUND 24 7.

AND THEN WE'VE ALSO GOT A THREE STORY BUILDING AS THREE STORY BUILDING'S GONNA HAVE A NICE VIEW INTO OUR HOMES, INTO OUR WINDOWS.

AND, UH, AND I JUST DON'T, I JUST DON'T FEEL COMFORTABLE WITH IT.

AND, UH, WE WERE ALSO HERE FOR THE, UH, PLANNING OF THE BOARD PLANNING MEETING.

AND IT WAS SUGGESTED THAT THE MAVERICK HOSPITALITIES GET TOGETHER WITH THE NEIGHBORHOOD BECAUSE NOBODY ON THE DUNCANVILLE SIDE WAS AWARE OF ANY OF THESE PLANS.

AND, UH, FIRST I WANT TO APPLAUD THE ENTIRE MEMBERS OF THE INVESTMENT COMMITTEE.

I DON'T HAVE THEIR NAMES OR ELSE I'D READ THEM ALL, BUT I'D LIKE TO APPLAUD THOSE MEMBERS FOR, FOR THE WORK THAT THEY'VE DONE.

AND FOR, FIRST I WANNA SAY IT'S EXHIBITED AT AN EXTREMELY HIGH LEVEL OF SOUND, FINANCIAL MANAGEMENT OF PUBLIC FUNDS.
