ITEM E IS TO APPROVE RESOLUTION, WHICH AUTHORIZES SUBMISSION OF A GRANT APPLICATION FOR MOTOR VEHICLE CRIME PREVENTION AUTHORITY FOR THE LEASE OF MOBILE SECURITY DETERRENCE TRAILERS, WHICH AS YOU KNOW, ARE VERY POPULAR IN CEDAR HILL AND WELL USED.
THE NEXT ITEM IS THE PURCHASE OF HEATING HVAC RELATED SERVICES AND GOODS.
UM, BUILDING MAINTENANCE IS, UH, UNDER OUR AMAZING PARKS DIRECTOR SEAN RAY, AND HE HAS PUT TOGETHER A COMPREHENSIVE CONTRACT TO COVER ALL OF OUR CITY FACILITIES THAT WILL MAKE THINGS EFFICIENT AND EFFECTIVE FOR MANAGEMENT OF THAT CONTRACT, BUT ALSO MANAGEMENT OF THE SERVICES ASSOCIATED WITH EACH AND EVERY BUILDING.
SO I APPRECIATE HIM FOR DOING THAT.
ITEM G IS TO AUTHORIZE THE MAYOR TO EXECUTE AN INTERLOCAL AGREEMENT WITH, UM, NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS FOR GIS DATA FOR FISCAL YEAR 2025.
AND THEN H IS TO AUTHORIZE MAYOR TO EXECUTE AN AGREEMENT WITH SIMPLE VIEW FOR AN AMOUNT NOT TO EXCEED 32,500 FOR A NEW TOURISM WEBSITE.
UM, WHEN THE COUNCIL ADOPTED THE TOURISM STRATEGIC PLAN, ONE OF THE TOP THINGS, THE NEXT STEPS WAS TO PUT TOGETHER A TOURISM WEBSITE.

THE MASTER PLANNING PHASE, WHICH WAS, UM, SEEMS LIKE A LONG TIME AGO,
UH, SO WHERE HAVE WE BEEN? UM, OUR STORY'S VERY SIMILAR, UH, TO OTHER AMERICAN DOWNTOWNS, UM, ALL THROUGHOUT THE UNITED STATES.
SO, FOR REDEVELOPMENT PLANS FOR DOWNTOWN, UH, PART FOR THIS ONE PARTICULAR HAS BEEN IN THE MAKING FOR THE PAST 36 YEARS.
IT, UH, EVERY SINGLE ONE OF THESE PLANS EITHER, EITHER HAD A, EITHER WAS DEDICATED TO DOWNTOWN OR HAD A SECTION, UH, WITHIN THESE PLANS, UH, THAT WERE DEDICATED TO THE DOWNTOWN REDEVELOPMENT.
UH, IN 2011, UH, THE HISTORIC DOWNTOWN VISION PLAN WAS ADOPTED.
AND IN THIS PLAN THERE, THERE IS A VISION THAT CLEARLY STATES, UM, THE COMMUNITY'S VISION FOR DOWNTOWN.
AND IT ALSO STATES THE PREMIER GOALS AND ALSO PROMOTES WHAT IT SHOULD BECOME, UH, WHEN IT'S ALL GROWN UP.
SOME OF THE COMMON THREADS BETWEEN ALL THE, THESE PLANS HAVE BEEN, UH, TO PRESERVE THE ORIGINAL LOT AND BLOCK CONFIGURATIONS.
UH, IT TALK, THEY ALL TALK ABOUT INCREASING RESIDENTIAL POPULATION NEAR OR WITHIN THE DOWNTOWN CORE, UM, STRATEGIES.
AND IN ORDER TO ATTRACT NEW BUSINESSES AND RETAIN EXISTING BUSINESSES, PROVIDING FOR LIFE WORK OPTIONS IN VARIOUS FORMS, UH, CREATING PEDESTRIAN ACTIVITY BY, UH, REDEVELOPING THE STREETS INTO WALKABLE STREETS AND ALSO CRE, UH, WHICH WILL CREATE SOME INVITING STOREFRONTS, UM, PROVIDING AND, UM, ACTUALLY CREATING MORE OUTDOOR GATHERING SPACES FOR, UH, LARGE EVENTS.
UH, AND ALSO FOR JUST THE EVERYDAY, UM, VISITOR OR, UM, CITIZEN THAT WOULD LIKE TO COME TO THE DOWNTOWN AREA.
AND ALSO PROVIDING, UH, AMENITIES, UM, THAT WOULD HELP ENHANCE, UH, THE AREA, UH, WITH, UH, OUTDOOR DINING OPTIONS AND SOME CULTURAL ATTRACTIONS.
WITH ALL THIS, ALSO, THE, ONE OF THE, UH, ITEMS IS ALSO TO PROVIDE, UH, AND LOOK AT WHAT THE PARKING SITUATION IS AND ALSO PROVIDING SOME MOBILITY SOLUTIONS WITHIN THE AREA, UH, FOR THE MASTER PLAN AND THE PHASE ONE.
UH, SO BACK IN NOVEMBER OF 2018, STAFF DID ISSUE AN RFQ, UH, THAT WAS FOR THE DOWNTOWN MASTER PLAN PROCESS, AS WELL AS FOR THE PARKING STUDY AND FOR CONSTRUCTION PLANS FOR PHASE ONE IN MARCH.
BY MARCH, 2019, UH, THE CONTRACT WAS AWARDED TO PACHECO CO.

THE, THE CONTRACT WAS AWARDED, WE DID START, UM, A COMMUNITY ENGAGEMENT, A SERIES OF COMMUNITY ENGAGEMENT OPPORTUNITIES, UH, THAT, UH, WENT THROUGH THE LIFE OF THE DESIGN PROCESS.AND IN THE JANUARY OF 2020, CITY COUNCIL DID ADOPT THE DOWNTOWN MASTER PLAN, WHICH HIGHLIGHTS WIDER STREETS, UM, TALKS ABOUT, UH, STREET SCAPE AMENITIES, IDENTIFIES PROGRAM ON STREET PARKING AREAS.
IT ALSO CONVERTS THE HOUSTON STREET TO A LINEAR PARK AND IDENTIFIES A, A POSSIBLE, UM, ALIGNMENT FOR A, A, UH, HIKE AND BIKE TRAIL THAT WILL CONNECT, UH, MIDTOWN TO DOWNTOWN.
ALSO, UH, THIS PHASING PLAN WAS APPROVED, WHICH IN, UH, 2022, UH, PHASE ONE, WHICH IS THE YELLOW SECTIONS, UH, WE'RE FULLY CONSTRUCTED AND WE'RE CURRENTLY WORKING ON THESE SECTIONS THAT ARE IN THE LIGHT BLUE.
UH, SO CURRENTLY PHASE TWO IS IN TWO SEPARATE PHASES.
SO WE DID KNOW EARLY ON THAT THE COORDINATION EFFORTS BETWEEN THE FRANCHISE UTILITY AND ADJACENT PROPERTY OWNERS FOR THE HOUSTON STREET CLOSURE COULD TAKE JUST A LITTLE LONGER THAN THE OTHER PIECES IN ORDER TO GET THAT COORDINATED IN WELL, UM, WELL ADVANCED.
SO BY SPLITTING THE TWO, THE TWO INTO TWO PHASES, UH, THIS GAVE US THE FLEXIBILITY TO ADVANCE THE OTHER PIECES WHILE WE WORK ON, ON THE HOUSTON STREET CLOSURE TO GET THAT, UH, WHERE IT NEEDS TO BE.
SO FOR PHASE TWO A, IT CONSISTS OF THE, UH, A DC PARKING LOT AND THE SOUTH SECTION OF BROAD STREET BETWEEN CEDAR STREET AND JUST SOUTH OF THE COMMERCE, UH, BUILDING.
SO WE ARE CURRENTLY FINALIZING THE CONTRACT DOCUMENTS FOR PHASE TWO A WITH THE INTENT TO ACTUALLY ADVERTISE FOR BID THIS SUNDAY, UM, NOVEMBER THE 17TH.
SO FOR PHASE TWO B, UH, CURRENTLY IT'S, UH, IT CONSISTS OF THE CLOSURE OF HOUSTON, THE HOUSTON LINEAR PARK, AND ALSO THE CEDAR STREET AND PIONEER PARK.
SO CURRENTLY, UM, THE HOUSTON LINEAR PARK IS UNDER DESIGN.
UH, WE ARE AT AROUND 60% OF DESIGN PLANS FOR THAT ONE.
WE ARE STILL COORDINATING WITH THE ADJACENT PROPERTY OWNERS REGARDING THE LOGISTICS IN THE SURROUNDING THE CLOSURE OF THE STREET.

UH, STAFF WOULD LIKE TO TAKE THIS OPPORTUNITY TO REVISIT THE MASTER PLAN TO MAKE SURE THAT THE STREET SECTIONS THAT WERE IDENTIFIED FOR BOTH, UH, FOR THE CEDAR STREET AND FOR THE FUTURE FACES DO MAKE SENSE TO, UH, DO MAKE SENSE TODAY.
THE MASTER PLAN WAS ADOPTED ALMOST FIVE YEARS AGO IN JANUARY.
AND SO WE JUST WANNA MAKE SURE THAT MOVING FORWARD, IT STILL MAKES SENSE.
UH, WE DO BELIEVE THAT THE HOUSTON LINEAR PARK WILL BECOME AN ATTRACTION.
THIS WILL ALSO HELP, UM, UM, PROVIDE SOME ADDITIONAL SUPPORT FOR THE EXISTING BUSINESSES SO THAT WAY WHEN WE DO GO INTO CONSTRUCTION IN THESE, IN THESE PHASES, IT'LL, UH, CREATE MORE MOMENTUM FOR PEOPLE TO COME INTO THE DOWNTOWN AREA.
UM, PHASE TWO HAS HAD ITS SHARE OF CHALLENGES, UM, JUST LIKE WE EXPERIENCED, UH, WITH PHASE ONE.
MOST OF THE INFRASTRUCTURE IS OLD AND IT'S PROBABLY SOMEWHERE AROUND 70 YEARS OLD.
SO THAT MEANS THAT A LOT OF THIS INFRASTRUCTURE IS PROBABLY NOT WHERE WE THINK IT IS AND IT'S HARD TO LOCATE AND WE'LL FIND OUT AS SOON AS WE START DIGGING.
UM, WE HAVE ALSO DISCOVERED THAT SOME

ALSO, WITH THE DESIGN OF THE, OF THE STREET SECTIONS, UM, STAFF AND THE TEAM HAS INVESTED, UH, MANY MAN HOURS JUST, UH, COORDINATING WITH THE FRANCHISE UTILITY, UH, FOLKS AS WELL AS WITH THE PROPERTY OWNERS ON THE RELOCATING OF THE UNDERGROUND, UH, RELOCATING OF THE ABOVE GROUND FRANCHISE UTILITIES GOING UNDERGROUND.
UH, STAFF HAS ALSO WORKED WITH THE ADJACENT PROPERTY OWNERS, UM, REGARDING THE EASEMENTS THAT ARE NEEDED.
SO THAT WAY THE RELOCATING OF THE ON OF, OF ALL THE FRANCHISE UTILITIES, UM, WILL BE ABLE TO HAPPEN.
STAFF HAS ALSO COORDINATED TO ENSURE THAT THERE'S ADEQUATE ACCESS FOR THE DUMPSTER, UH, PICKUPS AND ALSO FOR DELIVERIES FOR THE BUSINESSES IN THE AREA.
UH, PART OF DOWNTOWN DISTINCTIVE CHARM IS THE, UM, EVENTS THAT WE HOST IN THE DOWNTOWN AREA, COUNTRY DAY AND HOLIDAY ON THE HILL.
BY HAVING, UM, THESE FACES IN SMALLER CHUNKS, IT'S GIVING US THE OPPORTUNITY AND FLEXIBILITY TO BE ABLE TO WORK AROUND THESE EVENTS SO THAT WAY THEY CAN STILL OCCUR IN THE DOWNTOWN AREA.
AND THEN MOST IMPORTANTLY, MINIMIZING THE IMPACT FOR THE BUSINESSES, UH, DURING CONSTRUCTION PHASE.
SO STAFF HAS, UM, MET WITH ALMOST EVERY PROPERTY OWNER WITHIN PHASE TWO A AND WE HAVE COMMITTED TO, UH, HAVE A CONSTANT COMMUNICATION AND COORDINATION AMONGST THEM AND THE CONTRACTOR DURING THE, DURING THE CONSTRUCTION PROCESS.
AND WE'VE ALSO, UM, COMMUNICATED, UH, THAT ONCE WE HAVE A A CONTRACTOR ON BOARD, UH, WE WILL WORK WITH THE CONTRACTOR IN ORDER TO GET A CONSTRUCTION PHASING PLAN IN PLACE, SO THAT WAY, UH, WE CAN ISSUE IT TO THEM IF THEY HAVE ANY INPUT OR ISSUES WITH, UM, SOME OF THE CONSTRUCTION ACTIVITIES WITHIN THE DOWNTOWN AREA.
UH, DURING COUNTRY DAY, UM, THE PLANNING DEPARTMENT AND PUBLIC WORKS, UM, DID SHOWCASE THE PHASE TWO DESIGN.
UH, WE DID RECEIVE A LOT OF POSITIVE, UM, FEEDBACK FROM THE COMMUNITY.
UH, THEY WERE REALLY EXCITED TO SEE THAT THERE WAS ACTUALLY SOME MOVEMENT AND MOMENTUM GOING INTO, UH, THE FUTURE PHASES FOR THE AREA.
THEY WERE EXCITED TO SEE THAT THERE WAS, UH, A NEW DOWNTOWN GATHERING FOR, UM, WHICH IS THE, UH, THE, THE CLOSURE OF HOUSTON STREET.
UH, THEY LOVED, UM, THE IDEAS FOR THE PROGRAMMING AND EVENTS, UM, THAT WERE, UH, WITHIN THE BOARDS, FOR EXAMPLE.
SO WHAT WE CAN HAPPEN, WHAT CAN HAPPEN IN THESE SPACES.
UH, THEY ALSO LOVED, UH, THE SHADE TREES AND THE, THE SHADE IN PARTICULAR.
