SO, SO PROCLAMATION, OFFICE OF MAYOR, WORLD MIGRATORY BIRD DAY.
WHEREAS MIGRATORY BIRDS PLAY AN IMPORTANT ECONOMIC ROLE IN OUR COMMUNITY CONTROLLING INSECTS, PE, INSECT PESTS, AND GENERATING MILLIONS OF RECREATIONAL DOLLARS STATEWIDE.
WHEREAS THE CON THE CONSERVATION THEME IS, UH, THIS YEAR IS PROTECT INSECTS, PROTECT BIRDS, AND FOCUSES ON THE IMPORTANCE OF INSECTS AS ESSENTIAL FOOD SOURCES FOR MIGRATORY BIRDS.
AND WHEREAS VIRTUALLY ALL MIGRATORY BIRDS RELY ON WATER AND SOME TYPE OF WETLAND HABITAT AT SOME POINT DURING THEIR LIFE CYCLES, LAKES, RIVER, STREAMS, PONDS, WETLANDS, COAST COASTAL MARSHES AND OCEANS ARE VITAL FOR FEEDING, DRINKING, OR NESTING AND EXTREMELY IMPORTANT PLACES TO REST AND REFUEL DURING MIGRATION.
AND WHEREAS PUBLIC AWARENESS AND CONCERN ARE CRUCIAL COMPONENTS OF MIGRATORY BIRD CONSERVATION.
AND WHEREAS CITIZENS ENTHUSIASTIC ABOUT BIRDS, INFORMED ABOUT THE THREATS THEY FACE AND EMPOWERED TO HELP ADDRESS THOSE THREATS THAT CAN DIRECTLY CONTRIBUTE TO MAINTAINING HEALTHY BIRD POPULATION.
AND WHEREAS SINCE 1993, WORLD MIGRATORY BIRD DAY, WNBD HAS BECOME A PRIMARY VEHICLE FOR FOCUSING PUBLIC ATTENTION ON NEARLY 350 SPECIES AND TR THAT TRAVEL BETWEEN NESTING HABITS IN OUR COMMUNITIES AND THROUGHOUT NORTH AMERICA AND THEIR WINTERING GROUNDS IN SOUTH AND SOUTH CENTRAL AMERICA, MEXICO, AND THE CARIBBEAN AND THE SOUTHERN US.
AND WHEREAS HUNDREDS OF THOUSANDS OF BIRDS WILL OBSERVE, A HUNDRED THOUSAND PEOPLE WILL OBSERVE WMBD GATHERING IN TOWN SQUARES, COMMUNITY CENTERS, SCHOOLS, PARKS, NATURE CENTERS, AND WILDLIFE REFUGE TO LEARN ABOUT BIRDS AND TAKE ACTION TO CONSERVE THEM AND SIMPLY TO HAVE FUN.
AND WHEREAS WHILE WMBD IS ANNUALLY RECOGNIZED TWO DAYS OUTTA THE YEAR, IT'S ENCOURAGED THAT PLANNERS AND CITY STAFF SCHEDULE ACTIVITIES AND EVENTS ON DAYS THROUGHOUT THE YEAR THAT BEST SUITED THE PRESENCE OF MIGRATORY BIRDS AND CONVERSATION AND CONSERVATION.

AND IT'S INTERESTING ALSO THAT THE THEME OF THIS YEAR'S WORLD MIGRATORY BIRD DAY IS PROTECT INSECTS, PROTECT BIRDS.
AND SO THE NATIVE LANDSCAPING GOES HAND IN HAND WITH PROTECTING BIRDS BECAUSE IF WE BRING IN THE INSECTS WHO ARE ATTRACTED TO THESE NATIVE PLANTS, YOU'RE GOING TO ALSO ATTRACT BIRDS TO OUR URBAN WILD PLACES AS WELL AS NATURE AND OPEN SPACES.
AND SO WE, AT DOGWOOD CANYON, AT THE STATE PARK, AT, UH, TRAFFICKING HICKMAN AND ALL AROUND THE CITY, NATIVE LANDSCAPING IS PUT IN, IN A LOT OF PLACES.
AND IT'S VERY MUCH NEEDED TO BRIDGE THOSE GAPS BETWEEN OUR URBAN LANDSCAPES AND THE NATURAL HABITATS.
SO, I MEAN, JUST IN TEXAS ALONE, THERE ARE 1100 NATIVE BEES.
IGNORE THE HONEYBEE EUROPEAN HONEYBEE.
THERE ARE 1100 NATIVE BEES JUST IN TEXAS.
THERE'S OVER 4,000 IN THE US AND THOSE BEES PROVIDE VITAL SERVICES, BUT THERE ARE ALSO GOING TO HELP THE NATIVE PLANTS HELP POLLINATE THEM SO THAT THOSE PLANTS CAN BEAR FRUIT AND BEAR SEEDS THAT THEN IN TURN HELP BIRDS AND OTHER WILDLIFE.

WHEN I WAS FIRST APPROACHED BY MR. MORRIS ABOUT THIS PROJECT, HE MADE IT VERY CLEAR THAT HE DIDN'T WANT JUST A CAR DEALERSHIP.
HE WANTED A PERMANENT BUILDING BECAUSE THERE IS NO INTENTION OF BUILDING A FACILITY AND SELLING IT.
HE BUILDS FACILITY AND MAINTAINS THEM FOR LIFE.
SO BY THAT, THAT MEANT THAT THE FACILITY HAD TO HAVE A 50 TO 75 YEAR LIFESPAN, WHICH IS UNTRADITIONAL FOR TYPICAL RE RETAIL.
SO THAT LED TO SOME OF THE BUILDING ELEMENTS BEING PRIMARILY CONCRETE TILT WALL AS A BASE STRUCTURE, AND THEN ENHANCED BY BRICK AND STONE ON EXTERIOR TO BLEND MORE SEAMLESSLY INTO THE CEDAR HILL ENVIRONMENT.
THE OTHER ITEM THAT HE WAS EXTREMELY ADAMANT ABOUT WAS THAT IT BE AS ENVIRONMENTALLY SENSITIVE AS IT COULD BE TO ITS POSITIONING ON THE PROPERTY.
SO WE HAD TO WORK AROUND SEVERAL CONSTRAINTS.
WE HAVE A, UM, GAS LINE EASEMENT THAT BISECTS THE PROPERTY, WHICH WE CANNOT CROSS.
WE ARE GONNA HAVE TO PAVE OVER A FEW SECTIONS OF IT, BUT MOST OF IT REMAINS INTACT.
WE HAVE THE CEDAR CREEK WOODED CREEK AREA THAT HAS TO BE, WE HAVE A BUFFER THAT WE HAVE TO MAINTAIN FROM THE CREEK.
AND SO WE TRY TO, UH, SITUATE THE PROPERTY ON AN AREA WHERE IT HAS AS FEW EXISTING TREES THAT HAS TO BE REMOVED AS POSSIBLE.
YES, WE WILL HAVE TO REMOVING SOME TREES.
WE ALSO HAVE DESIGNED IN THIS FACILITY SOME, UH, RAINWATER COLLECTION SYSTEMS TO CAPTURE RAIN, UH, WATER FOR IRRIGATION PURPOSES.
AND, UH, WE'RE PURSUING OTHER, UH, ENVIRONMENTAL CONCEPTS AS WELL.
UH, BUT THESE ARE ALL VERY, IN THE VERY EARLY DEVELOPMENT STAGES WE'VE MET WITH UH, PNZ.
WE'VE, UH, RESPONDED ACCORDINGLY TO SOME OF THEIR CONCERNS, PRIMARILY ABOUT NOISE.
UH, ONE OF THE MOST IMPORTANT THINGS TO UNDERSTAND IS THAT THE FACILITY IS DESIGNED IN SUCH A WAY THAT IT ONLY THE SERVICE SHOP WAS, IS THE PRIMARY CONCERN ONLY HAS TWO ENTRANCES.
AND THOSE ARE, UH, BECAUSE THE SERVICE SHOP ITSELF IS INTENDED TO BE A HUNDRED PERCENT FULLY AIR CONDITIONED.

WE'VE PURPOSELY HELD THE, UH, DEVELOPED PROPERTY BACK FROM THE FREEWAY FRONTAGE TO CREATE A LANDSCAPE BUFFER.
UM, WE'RE GOING TO BE DOING TREE MITIGATION TO OFFSET THE TREE REMOVAL, THE, THAT WILL BE TAKING PLACE 'CAUSE WE WILL HAVE TO REMOVE SOME TREES.
UH, ONE OF THE CITIZENS' CONCERNS WAS, UH, VISIBILITY.
THEY'VE ASKED FOR US TO BUILD A RETAINING WALL.
SO WE'VE PROPOSED, UM, A STONE, UH, OR STONELIKE MATERIAL TO CREATE A RETAINING WALL TO SEPARATE THE WOODED CREEK, UH, LANDSCAPE AREA FROM THE DEALERSHIP PROPER.
AND, UH, THE, UH, OTHER ITEMS OF MATERIAL ON THE EXTERIOR ARE PRIMARILY DRIVEN BY THE MANUFACTURER'S FACILITY REQUIREMENTS.
SO IN THIS IMAGE YOU CAN SEE THAT WE HAVE, UM, THIS IS AN EXAMPLE OF TWO OTHER FACILITIES WHERE WE'VE BLENDED STONE AND THE FACILITY REQUIREMENTS, UH, TO CREATE AN OVERALL LOOK, UH, WHICH IS DIFFERENT FROM A STANDARD, UH, CHRYSLER FACILITY.
THIS ONE, HOWEVER, IN CEDAR CREEK WILL BE ENTIRELY UNIQUE.

AND THEN, I DON'T KNOW IF YOU'RE UP IN MCKINNEY AT ALL.
UH, WE JUST RECENTLY COMPLETED, UH, THE NEW MCKINNEY CHRYSLER DODGE JEEP RAM DEALERSHIP, UH, WHICH HAS, UH, REALLY BEEN A HUGE SUCCESS FOR THAT COMMUNITY UP THERE AS WELL.
THERE ARE SOME THINGS ABOUT THE FACILITY THAT ARE IMPORTANT TO UNDERSTAND.
THE SINGLE FAMILY AREA, THAT ZONE, CURRENTLY ZONE SINGLE FAMILY, THAT AREA IS COMPLETELY LANDLOCKED.
IT HAS NO ACCESS TO IT, SO IT COULD NEVER BE DEVELOPED AS SINGLE FAMILY 'CAUSE IT HAS NO WAY TO GET TO THE PROPERTY.
SO THAT'S A PRIMARY REASON FOR WANTING TO CHANGE THE ZONING OF THAT PROPERTY AND COMBINING IT WITH THIS OTHER PROPERTY AS WELL INTO THE DEALERSHIP.
WE'RE ENTERTAINING ALL ASPECTS OF P AND Z.

THE OTHER CHANGES THAT WE MADE AS A RESULT OF, UH, OUR NEIGHBORHOOD MEETINGS INCLUDED, UH, PROTECTIONS AROUND CERTAIN NOISE ELEMENTS OF THE FACILITY.

ARTICLE ONE SECTION 11 DASH TWO DEFINITIONS AND ARTICLE TWO, DIVISION ONE, GENERALLY SECTIONS 11 DASH 55 C 11 DASH 56, 11 DASH 58, AND 11 DASH 59 OF THE CEDAR HILL CODE OF ORDINANCES, PROVIDING FOR AMENDED DEFINITIONS, UPDATING REGULATIONS ON LOAD LIMITS, AND ESTABLISHING RESTRICTED TRUCK ROUTES, PROVIDING A SAVINGS CLAUSE, PROVIDING A SEVERANCE CLAUSE, PROVIDING FOR INCORPORATION INTO THE CODE OF ORDINANCES, PROVIDING FOR IMMEDIATE EFFECT, AND PROVIDING FOR PUBLICATION.

UM, AND WE WOULD HAVE A GRACE PERIOD WHERE WE WERE PROVIDING WARNINGS TO ANY, UH, TRUCKS THAT MIGHT BE TRAVERSING ANY OF THE, THE ROADS WHERE THEY'RE NOT SUPPOSED TO BE LOCATED.
SO, UH, IT WILL TAKE ABOUT NINE WEEKS.
