I'M GONNA TELL YOU A LITTLE BIT ABOUT THE INLAND PORT, TALK ABOUT THE STAKEHOLDERS, THE PURPOSE OF OUR STUDY, AND THEN RON'S GONNA TALK ABOUT THE SCOPE, THE SCHEDULE, AND THE NEXT STEPS. AND THEN I'M GONNA COME BACK AND TALK ABOUT THE FLOOD INFRASTRUCTURE FUND. SO THAT'S PRETTY MUCH HOW WE'RE GONNA BE DOING THINGS THIS EVENING. SO THE DALLAS COUNTY INLAND PORT, UM, FIRST A LITTLE BIT ABOUT IT, IT'S IDENTIFIED IN THIS RED AREA HERE. AND WE DEVELOPED THIS BASED ON THE, UM, SOUTHERN DALLAS COUNTY INFRASTRUCTURE ANALYSIS. THAT WAS, IT WAS A STUDY THAT WAS DONE BY THE COUNCIL OF GOVERNMENTS BACK IN 2012, BUT IT'S A 78,000 ACRE AREA, AND IT'S BORDERED ON THE EAST BY IH 35, BY ON THE WEST OR, OR ON THE EAST, I'M SORRY, BY THE TRINITY RIVER, BY THE SOUTH ON THE COUNTY LINE. AND THE LOOP 12 TO THE NORTH. UM, AND IT RECEIVES GOODS FROM THE WEST COAST, THE EAST COAST, AND THE GULF OF MEXICO. ONE OF THE THINGS THAT MAKES THIS, UM, SUCH A PROMINENT INLAND PORT AREA ARE ALL THE, THE, THE HIGHWAYS, THE INTERSTATE HIGHWAYS. THERE'S, UM, THREE INTERSTATE HIGHWAYS IN THIS IMMEDIATE AREA. SO AS YOU CAN SEE IN THIS PICTURE, THIS WAS TAKEN IN 2006, AND IT WAS RIGHT AT THE TIME THAT THE IN INTERMODAL FACILITY WAS UNDER CONSTRUCTION. YOU CAN SEE IT JUST ADJACENT TO I 45 THERE. AND THEN, UM, IN 2023, THIS IS WHAT IT LOOKS LIKE NOW. AND SO WE'VE HAD TREMENDOUS GROWTH THROUGH THIS INLAND PORT AREA. AND, UM, REALLY THAT'S ANOTHER THING. WHAT MAKES THIS AN INLAND PORT IS HAVING THE RAIL AND THEN ALL THE TRANSPORTATION, THOSE INTERSTATE HIGHWAYS THAT I ALLUDED TO. AND THEN ALSO, I SHOULD MENTION THE IMPORTANCE OF LOOP NINE, UM, TO THE SOUTH THERE. AND I KNOW THAT YOU ALL ARE AWARE OF THE IMPORTANCE OF LOOP NINE THROUGH CEDAR HILL AND WHAT IT'LL DO. SO SOME BUSINESSES IN THE INLAND PORT AREA, YOU'VE HEARD OF A LOT OF 'EM. THERE'S AMAZON, THERE'S, UM, KROGER, THERE'S, UM, FEDEX, YOU'VE, I KNOW YOU'VE HEARD OF THOSE, BUT THERE'S SOME THAT YOU MAY NOT HAVE HEARD OF. [00:20:01] UM, BUSINESSES LIKE TRINA, TRINA SOLAR, WHICH MANUFACTURES SOLAR PANELS. UM, WALMART HAS A LARGE PRESENCE THERE IN, UM, LANCASTER WITH THEIR DISTRIBUTION CENTERS. UM, BUT THERE'S, THERE'S ALSO SMALLER BUSINESSES LIKE YOKOHAMA TIRES AND WILMER, BUT JUST AN ESTIMATED 74 BUSINESSES WITHIN THE INLAND PORT AREA. SO IT CONTRIBUTES A LOT TO OUR ECONOMY. SO THIS IS WHAT WE'RE REALLY TALKING ABOUT HERE WITH THE, UM, FLOOD RISK. WE HAVE, UM, FLOOD RISK ON THE EAST SIDE FROM THE TRINITY RIVER, AND THEN THROUGH THE SOUTH BY 10 MILE CREEK. AND ONE THING THAT I LEARNED ABOUT WHEN WE STARTED DOING THIS STUDY IS THAT 10 MILE CREEK HASN'T BEEN STUDIED SINCE I WAS ABOUT SIX YEARS OLD. UM, SO IT HASN'T BEEN STUDIED SINCE THE MID SEVENTIES. SO WE'VE CERTAINLY HAD A LOT OF GROWTH SINCE THE MID SEVENTIES, UM, IN THIS AREA. UM, BUT THIS, THIS MAP HERE SHOWS THE FLOOD RISK, UM, THROUGHOUT OUR, OUR INLAND PORT AREA AND THEN ALSO OUR HUCK 10, WHICH WE'LL TALK ABOUT HERE IN A MINUTE. UM, THE HUCK 10 AREA IS SHOWN IN RED, AND THAT WAS A REQUIREMENT FOR US TO OBTAIN THIS GRANT THAT WE HAVE FROM THE TEXAS WATER DEVELOPMENT BOARD. SO WHY IS THIS STUDY IMPORTANT? WELL, THESE ARE ALL OF OUR STAKEHOLDERS. WE'VE GOT THREE COUNTIES AND 12 CITIES THAT ARE TAKING PART IN THIS STUDY. SO IT PRETTY MUCH SWEEPS ACROSS, UM, THE SOUTHERN PART, UM, OF DALLAS COUNTY. AND THEN WE HAVE A TASK FORCE THAT MEETS EVERY OTHER MONTH, AND WE INVITE THAT TASK FORCE, UH, OR WE, WE HAVE STAKEHOLDERS THAT WE INVITE TO THAT MEETING. AND THOSE STAKEHOLDERS INCLUDE DALLAS WATER UTILITIES, THE US ARMY CORPS OF ENGINEER, THE, UM, USDA, NATURAL RESOURCES CONSERVATION SERVICE, AND OF COURSE, THE TEXAS WATER DEVELOPMENT BOARD. WE ALL CONSIDER THESE STAKEHOLDERS TO BE PARTNERS IN FLOODPLAIN MANAGEMENT WITH US. SO WHY IS THIS PROJECT IMPORTANT? AND YOU CAN SEE IN THIS PICTURE THE CONSTRUCTION OF LUKE NINE THERE COMING INTO MALLOY BRIDGE ROAD. SO WITH FLOOD RISK, WE WANT TO MINIMIZE THE LOSS OF LIFE CAUSED BY FLOODING THE LOSS OF PROPERTY. WE WANT TO DETERMINE AN APPROACH TO MINIMIZE FLOODING. AND REALLY WHAT WE WANNA DO WITH THIS STUDY IS IDENTIFY PROJECTS THAT WE CAN SUBMIT TO THE STATE FOR FUNDING. AS COMMISSIONER PRICE ALLUDED TO ON AUGUST 22ND, 2022, WE HAVE THE SECOND MOST RAINFALL IN 24 HOURS IN DALLAS COUNTY. AND ONE THING THAT'S INTERESTING ABOUT FLOODING IS THAT IT'S, UM, THE MOST COMMON NATURAL DISASTER IN TEXAS, AND IT CONTRIBUTES, UM, MILLIONS OF DOLLARS IN DAMAGES EACH YEAR. SO THIS IS OUR STUDY AREA SHOWN HERE. IT'S, UM, WE ADDED HI, THE HYDRAULIC UNIT CODE OR HUCK 10, UM, AREA IDENTIFIED ON THIS PICTURE. AND THAT HAD US PICK UP, UM, DUNCANVILLE, CEDAR HILL AND DESOTO TO THE WEST, AND THEN TO THE EAST. WE PICKED UP COMBINE SEAGOVILLE, MESQUITE AND BALK SPRINGS. AND SO THIS IS THE AREA THAT WE'RE STUDYING. UM, IT'S APPROXIMATELY 230 SQUARE MILES, AND IT INCLUDES THE TRINITY RIVER AS WELL AS 10 MILE CREEK. SO THIS SLIDE IS REALLY MEANT TO EMPHASIZE THAT WE ARE JUST, UM, MODELING THESE CREEKS TO IDENTIFY FUTURE PROJECTS. UM, BUT BASICALLY OUR, ON THE PROJECT LIFECYCLE, WE'RE DETERMINING THE NEEDS, WE'RE DETERMINING THE AREAS THAT WE WANNA STUDY, DEVELOPING THE MODELS, AND THEN EVALUATING POSSIBLE PROJECTS. UM, SO OUR HOPE IS THAT THE CITIES WILL PICK UP THE BATON AND, UM, SCOPE OUT THE PROJECTS AND THE HIRE ENGINEERS AND BID THE PROJECT AND CONSTRUCT THEM, UM, AND OBTAIN FUNDING TO DO THOSE PROJECTS IN THE FUTURE. UM, THERE'S SOME TERMINOLOGY THAT WE'VE, UM, [00:25:01] THAT WE USE FREQUENTLY WITH THESE, UH, WITH THIS STUDY. ONE IS FME STANDS FOR FLOOD MITIGATION EVALUATION, AND FMP IS A FLOOD MITIGATION PROJECT, FLOOD RISK, OR AREAS THAT ARE FLOODED DURING STORM EVENTS. AND A FLOODPLAIN AS AN AREA SHOWN IS FLOODED. AND IF IT'S REMOVED FROM THE FLOODPLAIN, IT'S THE FLOOD RISK IS SIGNIFICANTLY REDUCED. AND THEN RON'S GONNA TALK ABOUT, UH, FREEBOARD AND WHAT THAT IS A LITTLE BIT LATER. HE HAS A GREAT PICTURE. SO THIS IS OUR CONSULTANT TEAM, AND I'M GONNA TURN IT OVER TO RON RIGHT NOW, AND HE'S GONNA TALK MORE ABOUT THE PROJECT AND THE SCOPE. UM, WE'RE LOOKING AT STU AT THE, THE MAJOR CREEKS, NAMELY 10 MILE. UM, INITIALLY WHEN THEY INCLUDED THIS IN THE SCOPE OR THE AGREEMENT THAT THE COUNTY HAD WITH TEXAS WATER DEVELOPMENT BOARD, WE HAD TRINITY RIVER AS PART OF OUR ANALYSIS, BUT A NEW MODEL FOR THE TRINITY RIVER IS BEING COMPLETED RIGHT NOW. AND SO WHAT, WHAT THE FIGURE YOU SEE HERE, THE REDS ARE THE ONES THAT ARE OUTDATED OR MISSING, OF COURSE, 10 MILE. AND THEN AS WE FOUND COTTONWOOD CREEK AND ROLLINS CREEK IN THE INLAND PORT WERE ALSO OUTDATED AND NEEDED TO BE STUDIED. SO WE REVISED OUR SCOPE WITH TEXAS WATER DEVELOPMENT BOARD AND WITH THE COUNTY TO INCLUDE THOSE AS PART OF OUR ANALYSIS. SO WE'RE DOING 10 MILE COTTONWOOD CREEK AND ROLLINS CREEK. NOW WITHIN THE INLAND PORT PROPER. THE PURPLE WITH TRINITY RIVER IS BEING ON THE EAST SIDE. WE'RE ALSO LOOKING AT THE STORM SEWER LINES, THE MAJOR TRUNK LINES, 24 INCHES AND LARGER. WE'RE NOT LOOKING AT THE INLETS AND THE LATERALS, BUT WE ARE LOOKING AT THE STORM SEWER SYSTEMS. AND AS PART OF OUR TASK, WHAT WE'RE REALLY DOING IS DETERMINING IF WE DO THESE IMPROVEMENTS, WHAT DOES THE NEW FLOOD RISK LOOK LIKE, OR FLOODPLAIN MAPPING. WE'VE ALSO REVIEWED EVERYBODY'S DESIGN CRITERIA, AND AT THE END OF THIS STUDY, WE'RE SUPPOSED TO PROVIDE RECOMMENDATIONS TO THE COUNTY ON WHAT WOULD BE THE BEST APPROACH, CERTAINLY FOR THE INLAND PORT FROM A DESIGN STANDPOINT GOING FORWARD. AND AS ALYSSA SAID, WE'RE, WE'RE TRYING TO FIND PROJECTS TO GET ON THIS LIST TO TRY TO GET POSSIBLE GRANT FUNDING. SO WHERE ARE WE AT, UH, SURVEYING WISE, WE'RE PRETTY MUCH DONE. WE HAVE A LITTLE BIT OF INLAND PORT STORM SEWERS, YOU KNOW, FROM THE, AS BILL PLANS WE'RE NOT SURE ABOUT. SO WE'RE CLEANING THAT UP. ALL THE MODELING FOR THE CREEKS ARE COMPLETELY DONE. WE'RE STILL DOING SOME INLAND PORTS, STEWARD MODELING INFO WORKS. UH, AND NOW WE'RE LOOKING AT PROJECTS, WHICH IS CALLED OUR CRITICAL NEEDS ASSESSMENT. SO WE'RE EVALUATING THOSE WITH DOING THE CRITICAL NEEDS AS PART OF THIS STUDY. WE'RE ALSO DOING A SCHEMATIC LEVEL OR A PLANNING LEVEL SET OF PLANS FOR THOSE IMPROVEMENTS, ABOUT 10% SO THAT WE CAN DEVELOP A FAIRLY SOLID PROBABLE COST. BECAUSE AS PART OF THE ANALYSIS THAT TEXAS WATER DEVELOPMENT BOARD WANTS, THEY WANT US TO DO A, UH, COST BENEFIT RATIO. SO WE HAVE TO HAVE PRETTY GOOD NUMBERS FOR THOSE. SO THIS IS THE DEVELOPMENT OF THE MAPPING, UH, EFFECTIVE FLOODPLAIN, THE EXISTING FLOODPLAIN VERSUS WHAT'S GONNA HAPPEN WITH THE IMPROVEMENTS. AND SO FOR THE TEXAS WATER DEVELOPMENT BOARD TO GET IT ON THIS, YOU CAN GET 'EM ON THE LIST, BUT IF YOU WANT TO GET THE OPPORTUNITY TO GET SOME FUNDING, THERE ARE CERTAIN THINGS THAT THEY'RE LOOKING FOR. AND, AND ALYSSA KIND OF ALLUDED TO THIS, YOU KNOW, HOW MUCH LAND'S GETTING TAKEN OUT BY THESE IMPROVEMENTS? HOW MANY STRUCTURES IN PARTICULAR CRITICAL FACILITIES AND CRITICAL FACILITIES OR HOSPITALS, SCHOOLS, POLICE STATIONS, ARE THOSE, WHAT ARE THOSE ARE BEING REMOVED? AND ALSO ROADWAY. AND ANOTHER ONE WOULD BE ACCESS. IS THIS THE ONLY WAY IN AND OUT OF A PLACE? THOSE ARE THINGS THAT THEY'RE LOOKING FOR THAT HELPS SCORE. THE BIG DIFFERENCE BETWEEN THIS STUDY AND WHAT TEXAS WATER DEVELOPMENT BOARD WANTS AND WHAT YOU WOULD DO IF YOU WERE JUST DOING IT FOR FEMA, IS THIS NO IMPACT UPSTREAM OR DOWNSTREAM. SO OUR TEAM HAS TO BE COGNIZANT OF VELOCITIES THAT ARE OCCURRING VALLEY STORAGE. SO ANYTHING THAT WE TAKE OUT, WE GOTTA FIGURE OUT A WAY TO COMPENSATE FOR THAT. AND THEN THE WATER SURFACE ELEVATION. SO WE'RE WATCHING ALL OF THAT. UH, THIS FIGURE THAT'S ON THE SCREEN, THIS WAS THEIR FIRST PASS, THIS IS IN HUTCHINS. UM, THEY JUST PUT A CULVERT IN THERE AND THEY REALIZED THEY NEEDED 80 ACRE FEET FOR STORAGE. WELL, IN THIS PART OF THE COUNTRY RIGHT NOW, THAT LAND'S GOING FOR $5 A SQUARE FOOT. [00:30:01] SO THIS, OUR TEAM, THERE'S SOME CHALLENGES THAT OUR TEAM IS FACING AS WE GO FORWARD WITH THESE TO TRY TO MAKE THIS WORK FROM A COST BENEFIT ANALYSIS. IN ADDITION, THIS IS ALSO A LOCATION WHERE HUTCHINS IS FIXING TO BUILD THEIR NEW CITY HALL, SO THAT DIDN'T WORK TOO GOOD. ALL THE INFORMATION FOR THIS PROJECT THAT'S UP ON THE SHAREPOINT SITE THAT ALL THE TEAM HAS ACCESS TO, THE CONSULTANTS EACH HAVE THEIR SUB DIRECTORIES. THE PROJECT INFORMATION IS WHERE ALL THE STUFF IS. THE STAKEHOLDERS EACH HAVE THEIR OWN SUB FOLDER. UM, IT'S ABOUT A, A TERABYTE WORTH OF INFORMATION RIGHT NOW. AND THEN THIS IS WHAT THE PROJECT INFORMATION LOOKS LIKE. THERE'S ALL KINDS OF STUFF, ALL THE GIS, ALL THE MAPS, ALL THE CRITERIA, PHOTOS, RECORD DRAWINGS, IT'S ALL UP THERE. SO HOW ARE WE ATTACKING THIS? UH, THE WAY THE REPORT IS, AND THE WAY THE ANALYSIS GOING IS WE'RE DOING IT BY DRAINAGE BASINS. SO ON THE NORTH IT'S FIVE MILE. ON THE SOUTH, IT'S 10 MILE. AND THEN OVER HERE, BASICALLY WILMER AND HUTCHINS IS REALLY THE COTTONWOOD CREEK DIVIDE. I'M GONNA TALK ABOUT THE FIVE MILE ONE. IT'S 70 OVER 17 MILES LONG. 61 SQUARE MILES OF WATERSHED DRAINING INTO IT WITH ABOUT SIX AND A HALF SQUARE MILES THAT'S IN FLOOD RISK. SO KIND OF SHOW YOU THE APPROACH THAT WE'RE USING, AND I'M JUST USING THE FIVE MILE ONE. UH, WE STARTED WITH THE S-D-C-I-A THAT, UH, LISTED TALKED ABOUT, AND THEY LOOKED AT EVERYTHING. THEY ROADS, WATER, SEWER, BUT THEY ALSO LOOKED AT STORM SEWERS. SO WE USED THOSE CROSSINGS, AND THEN WE PICKED CROSSINGS THAT WE THOUGHT WOULD SCORE WELL BASED OFF OF THE INFORMATION THAT I HAD TALKED ABOUT. AND THEN FROM THERE, WHAT WE LOOKED AT WAS, OKAY, FREEBOARD, OR WHICH ONES ARE OVERTOP OR DON'T MEET THE DESIGN CRITERIA. AND WHAT FREEBOARD IS, IS THE DISTANCE BETWEEN THAT WATER SURFACE ELEVATION AND THE BOTTOM OF THE BRIDGE HAS TO BE TWO FEET. AND SO BASED OFF OF THAT, WE ENDED UP WITH SEVEN CROSSINGS THAT WE WERE GONNA LOOK AT IN THIS AREA. AND THEN FROM THAT, I WANNA FOCUS IN ON THESE TWO. THIS IS OUT THE MESA BRANCH, AND THE TWO PROJECTS ARE TRACY ROAD AND STEWART SIMPSON. ON THIS ONE, THIS IS ONE OF OUR PET PROJECTS. UH, 60 FOOT BRIDGE AT TRACY ROAD, ADDED AN ADDITIONAL 10 BY SIX BOX AT STEWART SIMPSON. IT REMOVES 20 OVER 26 ACRES OF LAND OUT OF THE FLOODPLAIN FLOOD RISK. 1600 FEET, 1650 FEET OF ROAD SIX STRUCTURES. ONE OF THOSE CRITICAL, THIS ACTUALLY WE'VE BEEN WORKING WITH EACH OF THE INLAND PORT STAKEHOLDERS, AND THIS HAS ACTUALLY BECOME A PROJECT ON THE CITY OF DALLAS LIST AS A PRIORITY PROJECT FOR THEM. SO WE'RE PRETTY PROUD OF THAT. OOPS, CAN WE GO BACK 10 MILE, 10 MILE OF WHICH YOU GUYS ARE PART OF THE HIGH END OF 28 AND A HALF MILES, 78 SQUARE MILES AND SIX SQUARE MILES OF FLOOD RISK. UH, HALF WITH OUR GROUP IS LOOKING AT THIS AND THERE'S FIVE OR SIX PROJECTS KIND OF INDICATED HERE THAT THEY ARE LOOKING AT TO SEE IF IT MAKES SENSE AND WOULD THEY SCORE WELL TO TAKE FORWARD AND TRY TO GET ON OUR LIST. THIS ONE IS THE, THE ONE THAT THEY WERE SHOWING IN DUNVILLE. AND THIS IS ONE OF THOSE ACCESS ONES. THERE'S ONLY TWO WAYS IN AND OUT. BOTH OF 'EM ARE FLOODED, SO THEY'RE LOOKING AT TRYING TO GET ONE OF THOSE OPEN DURING THE A HUNDRED YEAR FLOOD. COTTONWOOD HAS THESE FOUR MAIDEN CREEKS IN IT, COTTONWOOD, ROLLINS, HUTCHINS, AND FOUR B, 4 33 AND A HALF SQUARE MILES. THIS IS MOSTLY WILMER AND HUTCHINS. GIVEN ALL THOSE DIVIDES AND ALL THE STUFF THAT WE TALKED ABOUT AND HOW WE WANNA GET THESE PROJECTS, CURATED PROJECTS THAT HAVE THE OPPORTUNITY, THESE ARE THE PROJECTS IN THE INLAND PORT THAT WE'RE CURRENTLY LOOKING AT. AND WE LOOKED AT SOME THAT DIDN'T MAKE SENSE. WE LOOKED AT SOME THAT DO MAKE SENSE. SOME OF 'EM WE WERE ABLE TO JUST BY UPDATING THE MODEL, BE ABLE TO TAKE LAND OUT OF THE FLOODPLAIN. SO THOSE ARE INDICATED HERE IN GREEN, BUT THESE ARE THE PROJECTS THAT'LL BE IN THE REPORT THAT WE WILL DISCUSS AND TAKE FORWARD TO FME. ONE OF THE THINGS THAT WE DID, UH, AS PART OF OUR STUDY WAS WE DID, UH, FLOW OF THE CREEKS ON THE THREE BIG ONES, 10 MILE COTTONWOOD AND ROLLINS. UH, WE LOST ONE OF 'EM DURING THAT BIG STORM ON 10 MILE. THAT'S THE DEBRIS DOWN THERE IN THE CORNER. AND THAT YOUNG MAN FOUND IT ABOUT TWO MILES DOWNSTREAM. SO AT LEAST WE GOT IT BACK. IT DIDN'T WORK AFTER THAT, BUT WE GOT IT BACK. SO WHERE ARE WE AT? I KIND OF GRAYED OUT THE STUFF THAT'S DONE. WE'RE FINISHED THE SURVEY AND MY LENS'S BASICALLY DONE EXCEPT FOR THE IMPROVEMENT. OUR PRELIMINARY REPORT IS DUE IN AUGUST. I MEAN IN OCTOBER, OUR NEXT PUBLIC MEETING AND FINAL PUBLIC MEETING IS IN THE WINTER. AND THEN THE FINAL STUDY REPORT IS THROUGH THE FIRST OF THE YEAR. SO BACK IN, UM, THE, UH, TWO THOUSANDS AND THEN THE EARLY 2010S, TEXAS WAS MOSTLY IN A DROUGHT, ESPECIALLY IN THIS AREA. AND YOU MIGHT REMEMBER THAT WE HAD WATER RESTRICTIONS AND ALL OF THAT. YOU HAD, COULDN'T, COULDN'T WATER YOUR LAWN, BUT CERTAIN DAYS OF THE WEEK AND, AND THAT SORT OF THING. AND NOW WE'VE HAD KIND OF THE OPPOSITE OF THAT RECENTLY. THIS IS LIKE PROBABLY THE WETTEST. I I'VE HEARD THAT IT WAS THE THIRD WETTEST SPRING THAT WE'VE HAD, UM, THIS YEAR. UM, SO, UM, BUT BACK IN 2019, RIGHT BEFORE THAT WE HAD HURRICANE HARVEY. AND SO THE NEXT TIME THE LEGISLATURE MET, WHICH WAS IN 2019, THERE WAS SOME, UH, ENERGY ASSOCIATED AROUND FLOODPLAIN MANAGEMENT, I WOULD SAY. AND, UM, I REMEMBER GOING IN EVEN TALKING TO LEGISLATORS ABOUT THE NEED FOR MORE ORGANIZED FLOODPLAIN MANAGEMENT. AND SO IN 2019 THEY PASSED THE FLOOD INFRASTRUCTURE FUND. AND WITH THAT FUND, THEY ALSO CREATED THE STATE FLOOD PLAN. AND SO, UM, I'LL TALK ABOUT THAT IN A MINUTE. BUT SO, SO THIS FUND WAS CREATED AND ABOUT 800 MILLION WAS, UM, ALLOCATED TO THE TEXAS WATER DEVELOPMENT BOARD. SO THEY'RE KIND OF THE KEEPER OF THE FUNDS. AND THEN EVEN THIS PAST YEAR IN THE LEGISLATIVE SESSION, THEY PASSED ANO, THEY ALLOCATED ANOTHER 624 MILLION TO THIS FLOOD INFRASTRUCTURE FUND. SO IT'S GREAT TO SEE THAT FUNDING. AND SO THAT'S REALLY WHAT DALLAS COUNTY IS USING FOR OUR STUDY. WE WERE ABLE TO GET 5.3 MILLION TO, FOR RON TO STUDY ALL THOSE CREEKS, UM, FROM THE TEXAS WATER DEVELOPMENT BOARD, AND THEN WE'RE PITCHING IN ANOTHER 1.8 MILLION TO DO THIS PROJECT. SO, UM, I TALKED ABOUT THE STATE FLOOD PLAN AND THERE'S 15 DIFFERENT REGIONAL PLANS THAT CAME TOGETHER TO FORM THE STATE FLOOD PLAN. I'M ON THE, UH, REGIONAL FLOOD PLANNING GROUP FOR THE TRINITY RIVER, WHICH IS SHOWN ON YOUR SLIDE AND AS REGION THREE, BUT WE WORKED TIRE TIRELESSLY TO COME TOGETHER WITH OUR REGIONAL FLOOD PLAN, AND WE SUBMITTED THAT TO THE STATE, UM, LATE LAST YEAR, AND IT'S BEING PUT TOGETHER AND IS GOING TO BE DELIVERED TO THE LEGISLATURE IN, UM, SEPTEMBER OF THIS YEAR. AND RIGHT NOW THERE'S A DRAFT PLAN OUT AND THEY'RE TAKING COMMENTS FOR IT. THE PUBLIC COMMENTS ARE DUE ON THURSDAY, UM, JUNE 17TH. SO THEY'RE ACCEPTING THOSE COMMENTS, BUT THIS IS A TIMELINE FOR IT, AND IT'S JUST SHOWING THAT IT'S DUE SEPTEMBER 24TH TO THE LEGISLATURE. SO THESE ARE SOME OF THE ITEMS THAT, UM, ARE IDENTIFIED IN THE STATE FLOOD PLAN THAT A PROJECT HAS TO MEET. SO RON DISCUSSED THEM EARLIER. UM, AND THIS IS A TABLE SHOWING VARIOUS PROJECTS, BUT IT'S, UM, YOU [00:40:01] CAN'T REALLY SEE THE WRITING , UM, IN THE SLIDE PROBABLY, BUT IT WOULD BE LIKE, UM, UH, ESTIMATED NUMBER OF STRUCTURES AT FLOOD RISK WOULD BE AN EXAMPLE OR, UM, NUMBER OF STRUCTURES REMOVED FROM THE A HUNDRED YEAR FLOODPLAIN. UM, ALL OF THESE, UM, UH, CATEGORIES ARE, ARE WHAT, WHAT A, UH, GOOD PROJECT WOULD GO THROUGH TO BE IN THIS PLAN. SO THEY'RE VETTED VERY WELL. AND THEY, UM, WERE GONNA ALLOCATE 375 MILLION JUST THIS YEAR. AND THEN IN THE FUTURE, THEY'LL ALLOCATE THE REMAINDER OF THAT 624 MILLION. SO THE ABRIDGED APPLICATIONS WERE DUE, UM, APRIL 15TH OF THIS YEAR. BUT WE'RE ANTICIPATING THAT, LIKE I SAID, THEY'LL HAVE ANOTHER, UH, LIKE NEXT YEAR OR MAYBE THE YEAR AFTER THAT WILL, THAT WE'RE, WILL BE WE'LL WHEN THEY WILL ALLOCATE THOSE ADDITIONAL FUNDS. UM, SO WHEN YOU THINK ABOUT A DRONE THAT'S MADE OUT OF STYROFOAM, IT HELPS TO REDUCE CONCERNS ABOUT, UM, YOU KNOW, THINGS LIKE WILDLIFE IN THE AIR, SO AIRBORNE WILDLIFE AND THINGS LIKE THAT. IN ADDITION TO OUR FAA REGULATIONS, WE ALSO WORK VERY CLOSELY WITH THE LOCAL GOVERNMENT CITY COUNCIL PLANNING ZONING OFFICIALS TO MAKE SURE THAT OUR OPERATIONS ARE ALIGNING VERY CLOSELY WITH LOCAL ORDINANCES. WE ALSO WORK HAND IN HAND WITH WALMART'S, UM, ENGINEERING AS WELL AS THEIR REAL ESTATE TEAMS TO MAKE SURE THAT WE ARE FOLLOWING PROPER APPROVAL AND SITE SETUP FOR EACH LOCATION IN TANDEM WITH THE WALMART TEAM FOR THE SETUP HERE THAT YOU SEE IN THIS PHOTO. AND I ALSO HAVE A, A VIDEO THAT [00:55:01] I'LL SHARE WITH YOU. THIS IS WHAT WE CALL OUR NEST LOCATIONS. SO ON THE GROUNDS YOU'LL SEE THOSE PADS THAT WE'VE USED TO CHARGE THE DRONES, AGAIN, BEING FULLY AUTONOMOUS DRONES, THEY ARE ABLE TO CHARGE DURING THE DAY. OUR DRONES ARE DOING THE SAME THING AS WELL TO MAKE SURE THAT THEY'RE DOING FITBIT TESTS REGULARLY DURING OPERATIONAL HOURS. UM, AND THEN WE ALSO HAVE OUR TEAM OF GROUND OPERATIONS, UM, LEADS ON THE GROUND WHO ARE CERTIFIED TO HELP SUPPORT MAINTENANCE OF OUR DRONES HERE IN TEXAS AS WELL. IN CAPEL, WE ALSO HAVE A FLIGHT OPERATIONS CENTER WHERE WE HAVE OUR FLIGHT PILOTS IN COMMAND AND OUR FLIGHT CREW FROM FLIGHT OPERATIONS THAT HELPS TO OVERSEE OPERATIONS NOT JUST HERE IN DFW BUT ON FOR THE US AREA AS WELL. UM, WITH OUR FLIGHT OPERATIONS TEAM AND OUR PILOTS IN COMMAND, THEY ALSO ARE CERTIFIED THROUGH THE FAA, SO THEY HAVE THEIR PART 1 0 7 LICENSES, UM, TO ENSURE THAT AGAIN, THEY ARE FOLLOWING OFF FAA, UM, REGULATIONS, UM, COMPLIANCE FOR SAFETY TO ENSURE THAT OUR DRONES IN THE AIRSPACE THAT THEY OPERATING IN ARE OPERATING SAFELY. UM, NOW JUMPING AHEAD, I'LL SHOW YOU A VIDEO THAT KIND OF HIGHLIGHTS WHAT OPERATIONS LOOK LIKE IN REAL TIME. SO WHEN AN ORDER COMES INTO THE STORE, YOU'LL SEE THAT IT COMES OUT, IT'S LOADED ONTO THE DRONE. THE DRONE IS CLIMBING UP TO 200 FEET IN THE AIR FOR ITS CRUISING ALTITUDE, AND THEN TAKES OFF AT A SPEED OF 65 MILES AN HOUR TO ENSURE THAT CUSTOMERS ARE GETTING THEIR DELIVERIES IN 30 MINUTES OR LESS. UPON ARRIVAL TO THE CUSTOMER'S ADDRESS, THE DRONE NEVER TOUCHES THE GROUND. IT STAYS AT ABOUT 25 FEET IN THE AIR WHERE IT GENTLY LOWERS THE PACKAGE DOWN. THE CUSTOMER IS NOTIFIED THROUGH THE APP THAT THEIR ORDER IS EN ROUTE UPON DELIVERY. THE THE DRONE WILL THEN RETURN BACK TO THAT CRUISING ALTITUDE OF 200 FEET TO HEAD BACK TO ITS NEST LOCATION, WHERE IT THEN LANDS BACK INSIDE OF THE NEST TO RECHARGE FOR THE NEXT MISSION OR ORDER. THIS ALSO GIVES YOU ANOTHER VISUAL OF OUR, UM, AUTONOMOUS DELIVERY SERVICE HERE AT WING. AGAIN, AS I MENTIONED BEFORE, WE HAVE AN APP WING, OUR WING APP. YOU CAN FIND IT IN THE APPLE STORE OR IN THE GOOGLE PLAY STORE. WHEN A CUSTOMER PLACES AN ORDER IN THE APP, THEY'RE USING THEIR GPS LOCATION OR THEIR ADDRESS LOCATION. AS YOU'LL SEE HERE IN THIS, UM, IN SCALE NUMBER TWO, UM, THERE'S A RANDOMIZATION THAT COMES INTO THIS PROCESS. SO OUR DRONES ARE ABLE TO MAP OUT USING A VARIETY OF DIFFERENT, UM, FEATURES AND FACTORS TO ENSURE THAT THEY'RE BUILDING OUT THE BEST FLIGHT PATH TO A CUSTOMER'S LOCATION. FROM A NEST, YOU MAY HAVE SOME CUSTOMERS, AND WE DO HAVE THAT HAPPENING IN FRISCO IN NORTH RICHLAND HILLS, WHERE SOME CUSTOMERS ARE ORDERING ITEMS THAT WEIGH MORE THAN 2.6 POUNDS. AND SO IN THAT CASE, SOMETIMES YOU MAY HAVE TWO DRONES THAT ARE DEPLOYED OUT TO A CUSTOMER'S ADDRESS. AND EVEN IN THAT INSTANCE, THE DRONES ARE NOT FOLLOWING THE SAME FLIGHT PATH. IF SERVICE IS AVAILABLE AND, AND THEY ARE ELIGIBLE, UM, THEN THE CUSTOMER IS GUIDED TO OUR CATALOG. UM, FOR WALMART, WE HAVE A FULL CATALOG OF HUNDREDS OF ITEMS FOR EACH STORE LOCATION THAT ALL CONFINED WITHIN THAT 2.6 POUND PAYLOAD. SO THERE'S NOTHING AVAILABLE IN THE APP THAT WOULD BE OVER 2.6 POUNDS. SO IF YOU, FOR EXAMPLE, WANTED TO ORDER A GALLON OF MILK RIGHT NOW, UNFORTUNATELY THAT WOULD BE OVER 2.6 POUNDS. SHE WAS ABLE TO HAVE IT DELIVERED TO HER HOUSE IN 15 MINUTES AND STILL ABLE TO TAKE CARE OF HER CHILD. UM, WE ALSO HAVE CONNECTED WITH ELDERLY RESIDENTS IN OTHER CITIES WHO LOVE USING THE SERVICE BECAUSE RATHER THAN AGAIN, HAVING TO DRIVE, GO TO THE STORE, DEAL WITH TRAFFIC, THEY'RE ABLE TO HAVE SMALL ITEMS DELIVERED TO THEIR HOMES SAFELY, UM, AND OFFERS AGAIN, THAT CONVENIENCE. ALSO AS WELL, WHEN WE, I MENTIONED BEFORE, REDUCING CO2 EMISSIONS, UM, CONGESTION ON THE ROADS IS SOMETHING THAT WE'RE REALLY EXCITED ABOUT. BUT WE ALSO HAVE CUSTOMERS THAT ARE ABLE TO ORDER THINGS LIKE ROTISSERIE CHICKEN. SO, UM, MAYBE YOU FORGOT TO COOK DINNER. YOU CAN HAVE SOMETHING SIMPLE DELIVERED TO YOUR HOUSE. SUNDAYS ARE ALSO OUR BIGGEST DELIVERY DAY, TYPICALLY IN THE EVENING. UM, WE THINK THAT THAT'S TYPICALLY, YOU KNOW, PEOPLE ARE PREPPING FOR THE WORK WEEK AND GETTING READY. THEY REALIZE THAT MAYBE THEY FORGOT SOMETHING. AND SO WE SEE FOR ALL OF OUR LOCATIONS, THAT'S OUR HIGHEST, UM, ORDER DAY, TYPICALLY ON A WEEKLY BASIS. SO OUR DRONES ARE EQUIPPED WITH WHAT'S CALLED A DSB OR AVOID AND DETECT SOFTWARE THAT'S BUILT INTO OUR ENTIRE FLEET. THE DRONES ARE ABLE TO USE OPTICAL LENSES ON THE BASE OF THE DRONE, UM, IN ADDITION TO THAT SOFTWARE THAT ALLOWS THEM TO ASSESS THE, THE, THE AIRSPACE WITH WITHIN THEIR OPERATING. SO USING THAT A DSB TECHNOLOGY, OUR DRONES ARE ABLE TO IDENTIFY IF THERE'S ANOTHER AERIAL ID, UM, UH, ARTIFACT IN THE AIR, WHETHER IT'S AN AIRCRAFT OR AERIAL WILDLIFE TO MAKE SURE THAT THEY'RE, UM, AVOIDING THAT. IN ADDITION TO THAT, I MENTIONED THAT WE HAVE OUR PILOTS IN COMMAND THAT ARE BASED IN CAPEL. UM, I LIKEN THEM TO AIR TRAFFIC CONTROLLERS. UM, SO THEY'RE ABLE TO SEE THE ENTIRE DFW AIRSPACE FOR ABOUT 30 MILE RANGE, AND THEY'RE ABLE TO MONITOR WHERE OUR DRONES ARE OPERATING AND THE AIRSPACE WITH WHICH IN THEY'RE IN. SO WE'RE MAKING SURE THAT WE'RE MONITORING EVERYTHING FROM THE WEATHER TO OTHER AIRCRAFT IN ADDITION TO AIRBORNE WILDLIFE TO ENSURE THAT WE'RE NOT IMPACTING ANY IN A, IN A NEG NEGATIVE OR DETRIMENTAL WAY. UM, HERE IN THE DFW METROPLEX, UM, TO MY KNOWLEDGE, WE HAVE NOT HAD ANY ISSUES WITH BIRDS, UM, OR ANY AERIAL WILDLIFE. MOST OF THE TIME THE BIRDS SEE THE DRONES AND KIND OF STEER CLEAR OF THEM, BUT IN THE EVENT OUR DRONES ARE ABLE TO AGAIN, KIND OF COURSE CORRECT. UM, I'M HAPPY TO SHARE AS WELL AFTER THIS, WE HAVE A GREAT VIDEO ON OUR WEBSITE THAT KIND OF HIGHLIGHTS HOW THAT AVOID AND DETECT SOFTWARE WORKS.
