a.   Presentation by Cedar Hill Police Chief Ely Reyes of Medal of Valor and Medal of Honor Awards to officers of the Cedar Hill Police Department, as well as a special recognition for a community member.   Click to View

5.   Citizens Forum/Public Comments.  Citizens wishing to speak during this time should submit a Speaker Request Form to the City Secretary before the meeting begins.  Public comments may also be submitted online at: cedarhilltx.com/publiccomment.  All public comments submitted online by 3pm on City Council meeting dates will be distributed to the City Council and entered into record. 




 
 
6.   Election Matters.
 
a.   Consider authorizing the Mayor to execute a joint election agreement and service contract with Ellis County Elections Department to administer and conduct the City of Cedar Hill General Election on Saturday, May 4, 2024. Click to View
 
7.   Bond Matters.
 
a.   Consider all matters incident and related to the issuance and sale of City of Cedar Hill, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2024, including the adoption of Ordinance No. 2024-805 authorizing the issuance of such certificates of obligation. Click to View
 
8.   Consent Agenda:
The Consent Agenda includes routine items that may be acted upon with a single vote. Any council member may remove items from the Consent Agenda for separate discussion and consideration.
 
a.   Consider approving the minutes for the January 30, 2024 Special Called meeting of City Council, Economic Development Corporation Board of Directors (EDC) and Historical Downtown Advisory Board, the February 20, 2024 Special Called meeting of City Council and Economic Development Corporation Board of Directors (EDC), and the February 27, 2024 Regular City Council meeting. b.   Consider authorizing purchases related to audio-visual systems upgrades for the City Council Chambers, Courtroom, and Executive Briefing Room for an amount not to exceed $302,972 from Infinity Sound, Inc. Click to View
 
c.   Consider authorizing a purchase from Rush Truck Center for a parks maintenance vehicle in an amount not to exceed $88,000.  Click to View
 
d.   Consider authorizing the Mayor to execute an Interlocal Agreement between the City of Cedar Hill, City of DeSoto, City of Duncanville, and the City of Lancaster to partner in the Best Southwest Hispanic Heritage Celebration. Click to View

9.   Closed Session
 
a.   Closed Session called pursuant to Section 551.071 of the Texas Government Code:  Consultation with the City’s attorneys on the following matters in which the duty of the attorneys under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflict with the requirements of the Texas Open Meetings Act. 
 
  • Development of Balcones Ranch by Meritage Homes of Texas
 
10.   Reconvene into Open Session and consider any action needed as a result of the Closed Session. 
 
11.   Adjourn.
