SO WE'LL HAVE SOME CRAFTS AND THINGS FOR THE KIDDOS, UH, AND JUST REALLY JUST TRYING TO MAKE IT A FUN EVENT FOR EVERYONE.

UM, AS FAR AS OUR OVERALL OPERATION FOR THE ENTIRE CITY, UM, UNDER CHIEF DAVIS AND CHIEF REYES'S, UH, LEADERSHIP, UH, WE'VE STOOD UP A GROUP THAT'S GONNA BE READY TO RESPOND IN THE EVENT.

IT'S THE MOST IMPORTANT ELEMENT TO OUR ABILITY TO IMPLEMENT YOUR AWARD WINNING MASTER PLAN OF, UH, AND, UH, BECAME A COUNCIL PRIORITY OVER THE STRATEGIC PLANNING SESSION.

OF COURSE, WE FUNDED, UH, THE INITIAL PORTION OF THAT PROJECT.

SO CHA WILL BE WALKING THROUGH WHAT SHE WILL BE WORKING ON AND WHAT WE WILL BE WORKING ON WITH HER OVER THE NEXT 18, FOUR MONTHS, AND, UH, GET FAMILIAR WITH THAT PROCESS.

UH, THEN THE NEXT BRIEFING IS SOMETHING I'VE ALSO BEEN LOOKING FORWARD TO.

AS YOU KNOW, UH, CEDAR HILL PARTICIPATES IN REGIONAL DEPLOYMENT BECAUSE WE HAVE, UH, VERY TALENTED FOLKS AND THE STATE WORKS TOGETHER TO BE ABLE TO ADDRESS THE SAFETY NEEDS OF SAFETY OF THE STATE.

UH, WE HAD SEVERAL MEMBERS OF OUR DEPARTMENT ACTUALLY PARTICIPATE IN, UH, IN JOINT DEPLOYMENT, UH, TO COMBAT THE, UH, WILDFIRES AND THE PANHANDLE.

UM, IT WAS PRETTY DEVASTATING, UH, EVENT THERE, AND THEY WERE WHERE THEY WERE THERE TO SUPPORT THE STATE'S MISSION AND ALSO THE LOCAL COMMUNITY.

A LOT OF GOOD THINGS COME OUT OF THAT.

I ASKED THE TEAM IF HE COULD, UM, BRING HIS TEAM HERE TO BE ABLE TO RELATE TO YOU, UH, WHAT, UH, WHAT THEIR EXPERIENCES WERE.

UH, THE CITY HAS PROCEEDED, UH, WITH THE ISSUANCE OF CERTIFICATES OF OBLIGATION TO FUND FOR CAPITAL IMPROVEMENT PROGRAM.

THERE ARE SEVERAL VERY IMPORTANT ITEMS IN THAT.

SO, AS ALWAYS, WE BEGIN WITH OUR VISION, MISSION, AND VALUES FOR THE CITY.

WE ENVISION CEDAR HILL AS A PREMIER CITY THAT RETAINS ITS DISTINCTIVE CHARACTER WITH FAMILIES AND BUSINESSES FLOURISH IN THE SAFE AND CLEAN ENVIRONMENT.

SAFE.

THIS PARTICULAR PROJECT IS PROBABLY ONE THAT ALIGNS VERY CLOSELY WITH OUR VISION, MISSION, AND VALUES, AND PARTICULARLY IN OUR PREMIER STATEMENTS, ENSURING THAT WE ARE A COMMUNITY OF DISTINCT OF CHARACTER, THAT WE HAVE VIBRANT PARTS AND NATURAL BEAUTY, SAFE AND EFFICIENT INFRASTRUCTURE, DIVERSE AND STRONG.

SO, UM, IN AN ENGAGED COMMUNITY, CERTAINLY ANY PUBLIC PROCESS THAT WE HAVE IN CEDAR INCLUDES ENGAGING OUR PUBLIC.

SO TONIGHT WE'LL GO OVER, UM, THE COMPREHENSIVE PLAN GOALS AND STRATEGIES, A LITTLE BIT OF INFORMATION REGARDING THE HISTORY OF THE CODE UPDATES THAT HAVE HAPPENED IN THE PAST.

UM, SOME OF THE GOALS THAT WE HAVE FOR THE DEVELOPMENT CODE

REWRITE, THE SCOPE AND THE ENGAGEMENT PROCESS, HOW WE WILL MEASURE SUCCESS OF THE REWRITE, OUR PROCESS AND TIMELINE.

AND HOPEFULLY WE'LL HAVE TIME FOR TESTING FROM THE, SO, UM, THE ADOPTION OF THE AWARD-WINNING COMPREHENSIVE PLAN IN 2022, REALLY DID LAY OUT THE HANDBOOK FOR THE DIRECTION OF THE CITY WAY THAT WE MOVE FORWARD DEVELOPMENT.

AND SO THERE WERE FOUR GUIDING PRINCIPLES THAT WERE ESTABLISHED IN, IN THE DEVELOPMENT AND COMP PLAN.

AND THOSE GUIDING EXPERIENCES REALLY SPEAK TO THE COMMUNITY'S GOALS AND DETAILS, THE STRATEGIES FOR HOW TO ACHIEVE THEM UNDER THEIR CORE DISCIPLINES OF ECONOMICS, TRANSPORTATION, HOUSING, AND CONSERVATION AND SUSTAINABILITY.

SO WE WANNA MAKE SURE THAT IN ORDER TO IMPLEMENT THE COMPREHENSIVE PLAN THAT WE ADDRESS OUR KIDS AND ORDINANCES TO ENSURE THAT WE'RE ALIGNING THE DIVISION THAT STOOD OUT IN .

AND SO TO THAT END, UH, THE CITY COUNCIL DID AUTHORIZE, UM, A HUNDRED THOUSAND IN FFY 2324 BUDGET, PARTIALLY THE BEGINNING OF THAT PROCESS, UH, OF UPDATED, CONSOLIDATING OUR DEVELOPMENT CODE.

SO THERE ARE APPROXIMATELY 140 STRATEGIES IDENTIFIED IN THE COMPREHENSIVE PLAN.

AND OF THOSE STRATEGIES, ABOUT 40 OF THEM SPEAK DIRECTLY TO UPDATING OUR DEVELOPMENT CODE, UH, TO BE ABLE TO IMPLEMENT.

AND SO THERE ARE MULTIPLE IMPLEMENTATION TOOLS LIKE THE WATER WASTEWATER MASTER PLAN, THE CIPP, THE ECONOMIC DEVELOPMENT STRATEGIC PLAN THAT ARE ALL UNDERWAY, UH, OR RECENTLY APPROVED, BUT THE ZONING ORDINANCE, SUBDIVISION ORDINANCE, AND PRE PRESERVATION ORDINANCE, UM, THOSE UPDATES STILL NEED TO HAPPEN.

AND SO IDEALLY, WE'RE LOOKING TO MODIFY THE CODE INTO A UNIFIED DEVELOPMENT CODE REFERENCE UDC, UH, FOR EASE OF IMPLEMENTATION AND CONSISTENCY.

SO IT REGULATES EVERYTHING FROM LAND USE TO ROCK SIZE DESIGN CRITERIA.

IT ALSO INCLUDES THE DEVELOPMENT PROCESSES, THE APPROVAL PROCEDURES, WHO INCLUDES WHAT THE BOARDS COMMISSIONS HAVE AUTHORITY OVER WHAT APPLICATIONS, AND THE RELATED DEVELOPMENT STANDARDS OF PARKING AND LANDSCAPING.

UM, THE CITY'S CURRENT ORDINANCES ARE REALLY DIVIDED UP INTO MULTIPLE ORDINANCES, CURRENTLY, ZONING, SUBDIVISION, AND STREET PRESERVATION.

AND AGAIN, THIS WOULD COMBINE THE REGULATIONS INTO ONE COHESIVE DOCUMENT.

SO THERE ARE MULTIPLE BENEFITS TO UNIFIED DEVELOPMENT CODE, AND IN FACT, MOST CITIES HAVE MOVED TO THAT FORMAT OVER THE YEARS.

UM, ONE OF THE BENEFITS IS THAT IT DOES MINIMIZE THE INCONSISTENCIES AND CONFLICTS BETWEEN PROCEDURES BY PROVIDING ONE SOURCE FOR STANDARDS AND PROCEDURES.

WE HAVE ONE DOCUMENT THAT HOUSES ALL OF THOSE PARTICULAR STANDARDS.

UM, IT'S EASIER FOR, UM, THE END USER TO USE.

THE FORMAT IS USUALLY, UM, CLEARER IN TERMS OF THE SETS OF, UH, STANDARDS THAT ARE ESTABLISHED.

AND THE UDC ALSO ALLOWS FOR MORE FLEXIBLE AND COMPREHENSIVE APPROACH TO DESIGN.

WE WANNA MAKE SURE THAT WE HAVE A CODE THAT IS RESPONSIVE TO DEVELOPMENT TRENDS, BUT ALSO SETS A STANDARD OF QUALITY FOR THE CITY.

SO I THINK WHEN WE'RE TALKING ABOUT A DEVELOPMENT CODE, BECAUSE WE'VE RECENTLY GONE THROUGH THE COMPREHENSIVE PROCESS, I THOUGHT IT WAS IMPORTANT TO IDENTIFY WHAT A DEVELOPMENT CODE IS NOT, AND THEN WHAT IT'S, AND SO, UM, YOU KNOW, A DEVELOPMENT CODE, ZONING ORDINANCE, SUBDIVISION ORDINANCE, WE CAN STIPULATE WHAT USES AND THINGS CAN BE DEVELOPED ON A PROPERTY, BUT IT DOESN'T DICTATE WHAT WILL BE DEVELOPED ON THE PROPERTY.

SO CERTAINLY A BROAD RANGE OF USES ARE ALLOWED, SAY FOR EXAMPLE, IN THE LOCAL RETAIL DISTRICT, BUT WE WON'T BE ABLE TO SAY, WELL, THIS PARTICULAR SITE WILL BE THIS PARTICULAR USE.

IT'LL ALLOW FOR THE RANGE OF USES THERE.

UM, ALSO, THIS IS NOT A COMPREHENSIVE PLAN.

SO A COMPREHENSIVE PLAN IS VERY ASPIRATIONAL, RIGHT? THIS IS WHAT WE WANT TO SEE, THIS IS WHERE WE'RE HEADED, THESE ARE OUR GOALS.

THIS IS WHO WE WANT TO BE WHEN WE GROW UP.

UM, AND THE DEVELOPMENT CODE IS REALLY A TECHNICAL DOCUMENT WITH REGULATIONS AND PROCEDURES FOR DEVELOPMENT.

AND IT'S ALSO, UH, AN OPPORTUNITY TO EVALUATE STRATEGIC AREAS IN THE CITY TO ENSURE THAT LAND USES AND REGULATIONS ARE CONSISTENT WITH THE GOALS OF THE PLAN.

SO, FOR EXAMPLE, WE HAVE THE WEST MIDTOWN PLAN, WHICH WAS ADOPTED IN COMMISSION THREE.

AND SO WHAT WE WANTED, THERE MAY BE OPPORTUNITIES TO LOOK AT STRATEGIC SITES WORKING WITH THOSE PROPERTY OWNERS AS A PART OF THIS PROCESS TO EVALUATE IF THE ZONING THAT'S ON THAT PROPERTY IS STILL, UM, CONSISTENT WITH THE VISION THAT'S BEEN IN THAT PLAN.

SO YOU ALL HAVE BEEN HERE LONGER THAN I HAVE.

SO YOU CAN IMAGINE CEDAR HILL WAS A VERY DIFFERENT PLACE IN 2001.

THE WORLD WAS A VERY DIFFERENT PLACE IN 2001.

SO, UM, THE LAST UPDATE WAS DONE AFTER THE COMPREHENSIVE PLAN ADOPTION IN 1999.

THERE WAS A COMP PLAN UPDATE IN 2008, BUT A NOT AN OVERALL UPDATE, UH, COMPREHENSIVELY TO THE, WITH THE ZONING.

UM, THE SUBDIVISION ORDINANCE, UM, HAS NOT BEEN COMPREHENSIVELY UPDATED SINCE 1986.

SO CERTAINLY WE'RE BEHIND A LITTLE BIT WITH REGARD TO OUR SUBDIVISION REGULATIONS.

AND THAT IS THE DOCUMENT THAT GOVERNS PLAING, UM, INFRASTRUCTURE REQUIREMENTS, PROPORTIONALITY REQUIREMENTS, RIGHT OF WAY, ACQUISITION, ALL OF THOSE, UM, TECHNICAL, UM, ASPECTS OF SUBDIVIDING PROPERTIES IN THE CITY.

AGAIN, WE WOULD BE ADDRESSING THAT.

NOW, OF COURSE, WE HAVE HAD MAJOR AMENDMENTS OVER THE YEARS, UM, BUT WE HAVEN'T TOUCHED THE DOCUMENTS.

WE CERTAINLY HAVE.

UM, I JUST NOTED A FEW THAT WERE PRETTY SUBSTANTIAL IN TERMS OF, UM, MOVING THE, THE BALL FORWARD IN DEVELOPMENT.

SO THERE WERE AMENDMENTS TO THE ZONING ORDINANCE RELATED TO ALCOHOL BEVERAGE IN AND 19, UH, THE PARKLAND DEDICATION SECTION OF THE SUBDIVISION ORDINANCE WAS, WAS UPDATED IN, UH, 2019.

AND THEN MOST RECENTLY, UH, IN 2023, THE INDUSTRIAL LAND USES, SO DISTRIBUTION CENTER, FULFILLMENT CENTER, ADDING THOSE USES TO THE ZONING ORDINANCE WAS AN AMENDMENT THAT WAS, UH, DONE IN .

SO OVERALL, WE'LL HAVE ABOUT FIVE PRIMARY GOALS, UM, TO UPDATING THE DEVELOPMENT CODE AND GO THROUGH THOSE BRIEFLY.

SO THE FIRST ONE IS TO UPDATE AND CORRECT OUTDATED REGULATIONS.

AND SO WHEN WE TALK ABOUT OUTDATED REGULATIONS, WE'RE NOT JUST TALKING ABOUT, UM, YOU KNOW, LAND USES THAT DIDN'T EXIST BEFORE.

WE'RE ALSO TALKING ABOUT ADDRESSING THE CURRENT AND FUTURE LIFECYCLE A FEW YEARS AGO.

SO AGAIN, IN 2001, WE WERE VERY DIFFERENT PLACE IN 2024, UH, WE'RE DIFFERENT.

AND IN 2044 WILL BE DIFFERENT, RIGHT? SO WE WANNA MAKE SURE THAT WE HAVE A CODE THAT RESPONDS TO THE LIFECYCLE OF THE CITY.

WE NEED TO ADDRESS INFILL DEVELOPMENT, BUT WE ALSO NEED TO ADDRESS INFILL.

WE ALSO NEED TO ADDRESS REVITALIZATION REDEVELOPMENT.

HOW DO WE ENSURE THAT NEW DEVELOPMENT THAT COMES IN IN AN INFILL, UH, FORMAT IS COMPATIBLE WITH THE SURROUNDING AREAS? AND SO OUR CURRENT CODE IS REALLY WRITTEN FOR GREENFIELD DEVELOPMENT, AND SO WE NEED TO BE ABLE TO HAVE A CODE THAT RESPONDS TO THOSE CHANGES.

UM, ALSO IT'S OUTDATED IN TERMS OF THE WAY THE INFORMATION IS CONVEYED AND RECEIVED.

OUR CURRENT ORDINANCES ARE VERY, UM, WORD CENTRIC.

SO THERE'S NOT A LOT OF, UM, GRAPHICS, A LOT OF ILLUSTRATIONS, DOC, UM, CHARTS AND THINGS OF THAT NATURE.

UH, THE WAY PEOPLE CONSUME INFORMATION NOW IS VERY DIFFERENT.

WE GOT A LITTLE BIT OF TIME TO BE ABLE TO SHARE THE MESSAGE, AND WE WANNA MAKE SURE THAT IT'S EASY TO DIGEST.

SO THERE'S A WAY TO IMPROVE OUR FORMAT AND UTILIZE TECHNOLOGY TO PRESENT THAT INFORMATION.

SO WE'RE REALLY HOPEFUL THAT THE CODE UPDATE WILL REALLY MOVE US FORWARD IN THAT WAY.

UM, THE NEXT GOAL THAT WE HAVE, UH, WITH THE CODE UPDATE IS TO, UH, CONFORM WITH LEGISLATIVE CHANGES.

SO, UH, WE ARE CONSTANTLY RESPONDING TO CHANGES THAT ARE MADE EVERY LEGISLATIVE SESSION, UM, THEY'RE GETTING MORE EVERY LEGISLATIVE SECTION IT SEEMS. UM, AND WE DO RESPOND IN KIND TO THOSE, BUT THERE ARE OPPORTUNITIES AS WELL TO ALIGN OUR PROCESSES WITH LOCAL GOVERNMENT CODE AUTHORITY THAT'S ALREADY GRANTED.

SO, FOR EXAMPLE, THE LOCAL GOVERNMENT CODE GRANTS MUNICIPALITIES WITH THE PLANNING ZONING COMMISSION TO GOVERN APPROVAL OF FINAL TRACKS, UM, THAT HAS THE OPPORTUNITY TO STREAMLINE THE DEVELOPMENT PROCESS SO THE DEVELOPER, RATHER THAN GOING THROUGH A TWO MONTH PROCESS, BE ABLE THROUGH A ONE MONTH PROCESS.

SO THAT MAY BE SOMETHING THAT THE COUNCIL MAY CONSIDER AS A POLICY CHANGE UNDER THIS DEVELOPMENT CODE UPDATE, WHICH IS ALREADY GRANTED UNDER THE LOCAL GOVERNMENT CODE.

SO WE ALREADY HAVE THE ABILITY TO DO THAT.

OUR CODES JUST WON'T ALLOW US TO DO THAT.

SO, UH, THAT'S AN OPPORTUNITY FOR US TO EVALUATE, UM, HOW WE CAN CONFORM WITH OUR LEGISLATIVE UPDATES.

THIS IS PROBABLY THE BIGGEST, UM, GOAL OF THE DEVELOPMENT CODE BEW, RIGHT, IS TO ADDRESS DEVELOPMENT TRENDS AND NEW LAND USES.

UM, OF COURSE THERE ARE NEW LAND USES AND DEVELOPMENT TYPES THAT DID NOT EXIST IN 2001.

UH, I PUT THIS SLIDE TOGETHER BEFORE OUR DISCUSSIONS TODAY.

BUT, UH, DRONE DELIVERY, UH, FOOD TRUCK PARKS, MIXED USE IN THE CONTEXT OF THE WAY THAT WE SEE IT, UH, DELIVERED TODAY.

THOSE TRENDS ARE THINGS THAT WE NEED TO BE ABLE TO ADDRESS AND RESPOND TO AND ESTABLISH THOSE CODES SO THAT WE'RE NOT RESPONDING TO A DEVELOPMENT PROPOSAL, BUT WE ACTUALLY SET THE STANDARD AND THEY'RE RESPONDING

THIS WAS A BIG, BIG PART OF THE, AND CERTAINLY A BIG PART OF THE GOALS OF THE CITY.

AND SO WE WANNA MAKE SURE THAT OUR REGULATIONS ARE UPDATED, UM, SUCH AS ADDRESSING PRE PRESERVATION TO ENSURE A PRESERVATION FOCUS VERSUS A MITIGATION FOCUS.

OUR CURRENT CODE, UM, HAVE A LITTLE BIT OF A, I DON'T WANNA SAY A STICK APPROACH, BUT WE COULD HAVE MORE OF A CARROT EFFECT.

YOU COULD HAVE MORE INCENTIVE, UH, TO PRESERVE TREES OR EVEN MANDATE A REQUIREMENT FOR A CERTAIN AMOUNT OF TREE PRESERVATION ON THE SITE.

OUR CURRENT CODE REALLY DOESN'T ADDRESS THAT.

SO, UH, THERE'S AN OPPORTUNITY TO EXPLORE ADDING REGULATIONS THAT SUPPORT THE CITY'S GOAL OF PRESERVING 25 OPEN SPACE.

UM, CERTAIN CITIES HAVE DEVELOPED, UM, ACTUAL DISTRICTS LIKE A CONSERVATION DISTRICT WHERE THE PROPERTY IS ACTUALLY ZONED THAT DISTRICT.

AND SO IT'S NOT JUST ZONED RESIDENTIAL.

SO IF THE PROPERTY OWNERSHIP CHANGES, THEY COULD DEVELOP IT SINGLE FAMILY BECAUSE IT'S ZONED SINGLE FAMILY VERSUS CREATING A DISTRICT THAT CONSERVATION OR OPEN SPACE.

SO THERE'S A LOT OF BEST PRACTICES OUT THERE WITH REGARD TO MEETING THAT GOAL.

UM, BUT I THINK OUR REGULATIONS REALLY NEED TO BE UPDATED TO ENSURE THAT WE, UH, SUPPORT THOSE.

AND THEN, OF COURSE, BEST PRACTICES AND SUBDIVISION MAINTENANCES.

UM, THERE'S A LOT OF WAYS THAT WE COULD DO BETTER WITH REGARD TO STORM WATER MANAGEMENT.

UM, THERE'S A LOT OF DIFFERENT BEST PRACTICES THAT WE COULD UPDATE IN OUR SUBDIVISION ORDINANCE TO REALLY MOVE US FORWARD IN OUR CONSERVATION BASE.

AND OUR FINAL, LIKE, THE FIFTH GOAL IS TO ALIGN WITH THE VISION ESTABLISHED IN THE COMPREHENSIVE PLAN IN OTHER, UH, ADOPTED LONG RANGE PLANS.

SO HOW DO WE GET FROM VISION TO REALITY, RIGHT? SO FOR EXAMPLE, OUR COMPREHENSIVE PLAN IDENTIFIED A CHARACTER PLACE TYPE OF A MASTER PLANS NEIGHBORHOOD.

UM, THIS PICTURE IS JUST TRYING TO FIT IT INTO RETROSPECT.

UM, THIS WAS THE LARGEST FIRE IN THE STATE, UH, IN STATE HISTORY.

AND THE SECOND LARGEST IN NATIONAL HISTORY EVER REPORTED.

UH, IT WAS CALLED THE SMOKE HOUSE CREEK FIRE.

I'M HERE TO KIND OF PUT IN RETROSPECT, UH, THE SIZE IS EQUAL.

IF YOU WERE TO DRIVE SOME 40 ALL THE WAY TO WEATHER FREE, UH, THE EXACT ACREAGE IS GONNA BE 1,054,000.

UM, IT WAS ALSO ONE OF THREE TOTAL FIRES THAT WERE GOING, UH, ALL AT ONE TIME.

UH, THE SECONDARY FIRES WERE CALLED THE WINDY DUKE AND THE GRAPEVINE CREEK FIRE.

NOW, WHAT WE DID, WE WERE A WILDLAND PARAMEDIC UNIT.

UH, WE DEPLOYED WITH, UH, TASK FORCE TWO.

UH, OUR JOB IS TO BE THERE AND BE THE FIRST LINE MEDICAL, UH, FOR ANY OF THE GUYS WORKING ON THE, WE GET ASSIGNED TO WHAT IS CALLED A STRIKE TEAM, GENERALLY TEAM OF SIX BRUSH TRUCKS.

AND YOU ARE GONNA BE THE INITIAL ATTACK THAT'S OUT THERE ON THE FIRE LINE.

UH, AND OUR JOB IS TO STAY RIGHT WITH THOSE GUYS AND HAVE THE SAME MEDICAL CAPABILITIES THAT WE WOULD HAVE ON ANY, UH, NICU A LS AMBULANCE, PROVIDE THEM IMMEDIATE CARE PACKAGE THEM AND GET THEM TO AN AMBULANCE AND GET THEM TO A HOSPITAL FOR THE CARE.

UM, ANOTHER THING THAT WE ALSO CAN DO, AND WHAT WE KIND OF DID IS WE'RE ALSO, UH, ATTACH TO LOCAL ENTITIES, FIRE DEPARTMENTS TO ASSIST THEIR CALL VOLUME AND ASSIST THEM ON ANY NEEDS THEY HAVE.

THIS IS WHAT WE DEPLOY THEM.

THAT IS ONE OF OUR OLD, UH, BATTALION SUBURBANS THAT WE HAVE, AS WELL AS OUR WILDLAND A PV THAT WE WENT UP IN.

THIS IS THE NIGHT THAT WE GOT, UH, SENT OUT.

UH, WE FIRST WENT TO AMARILLO ABOUT AND GOT THERE ABOUT ONE IN THE MORNING.

AND THEN AT 6:00 AM THE NEXT DAY WE WENT OUT TO THE LINE.

UH, THE MEMBERS WHO DEPLOYED, UH, ME AND MY CAPTAIN, UH, ROBERTON WERE INITIAL.

WE THERE FOR SEVEN DAYS.

UH, THEN MR. PATRICK AND THE OTHER CAPTAIN CAME IN AFTER US, UH, UNTIL WE NEEDED OUR KIND OF ASSIGNMENT.

AND WHERE WE WERE AT, UH, WE WERE ASSIGNED STRIKE TEAM 1 0 6 AS WHAT IS CALLED IA OR INITIAL ATTACK.

THAT MEANS ANY ACTIVE FIRE OR ANY NEW FIRE THAT, UH, BEGINS.

IT'S OUR JOB TO GO BE THE FIRST I PUT ON IT, UH, DEVELOP A PLAN AND, UH, ENGAGE AND, UH, MITIGATE THAT FIRE.

UH, WE WERE ASSIGNED TO THE WEST PLANK,

UM, OUT OF STANNET, TEXAS.

UH, COVERING ABOUT 35 MILES OF FIRE LINE JUST ON OUR .

UH, WE STAYED OUT OF A FORWARD OPERATING BASE, KIND OF LIKE THE MILITARY WHERE THEY HOUSED ALL THE UNITS WHERE WE WOULD COME BACK.

UH, WE WERE, WE WOULD EAT, SHOWER, SLEEP, AND THEN EVERY MORNING WE WOULD GET OUR ASSIGNMENTS, UH, OUR BRIEFINGS, AND THEN WE WOULD HEAD OUT BACK TO OUR LINE.

THIS IS THE FIRST DAY GOING OUT TO THE LINE.

THIS IS OUR UNIT THAT WE, UH, OPERATE OUT OF.

AS YOU CAN SEE ON THE BACK, WE HAVE A LITTLE STRETCHER AS WELL AS OUR CARDIAC MONITOR AND SEA BAGS THAT CARRY UP ALL, ALL OF OUR A LS EQUIPMENT.

ANYTHING THAT THE AMBULANCE HAS ON IT, WE ACTUALLY HAVE ON THESE BAGS.

SO WE CAN'T, OR SO WE CAN PROVIDE THE HIGHEST LEVEL OF CARE FOR ANYBODY THAT NEEDS IT.

THIS FIRE RIGHT HERE, THIS IS GOING TO BE, UH, ONE OF THE FIRES THAT WE WERE ON ONE NIGHT, UH, THAT WE WERE INITIAL ATTACK ON.

WE WERE THE FIRST TEAM ON THIS FIRE.

AND WHAT YOU CAN SEE US DOING HERE IS WE'RE PERFORMING WHAT'S CALLED A BACK BURN.

THIS IS RIGHT OUTSIDE OF A, RIGHT OUTSIDE OF A LITTLE TOWN CALLED SANFORD, WHERE OUR RESPONSIBILITY WAS TO PREVENT THE HEAD, WHICH IS THE FIRE YOU CAN SEE IN THE BACKGROUND FROM GETTING TO THAT ROAD BECAUSE THAT WAS THE LAST ROAD BEFORE IT WAS TOUCHED ANOTHER FIELD AND WENT INTO THE TOWN.

SO WHILE THEY EVACUATED THE TOWN, OUR JOB WAS TO, UH, PREVENT IT FROM GOING ACROSS THAT ROAD AND, UH, SAVE ALL INFRASTRUCTURE THAT WE COULD.

THESE NEXT FEW SLIDES ARE JUST GONNA SHOW, UH, SOME OF THE FIRE VOLUMES THAT WE ENCOUNTERED AS WELL AS THIS.

YEAH, THIS IS GONNA SHOW SOME OTHER ASSETS THAT ASSISTED US AND ACTUALLY ENDED UP, UH, BEING OUR SAVINGS RACE AS IT WASN'T FOR THEM.

UH, WHILE WE WERE PERFORMING OUR BACK BURN, IT DID INDEED JUMP THE ROAD, BUT BECAUSE OF THE AIR DROP THAT THEY DID, THEY ACTUALLY WERE STOPPED IT BEFORE IT GOT TOWN.

NOW THESE NEXT FEW PICTURES ARE GONNA BE FROM OUR LAST FEW DAYS JUST TO KIND OF SHOW, UM, THE DEVASTATION OF WHAT WAS LEFT.

IT'S KIND OF HARD TO TELL IN THIS PHOTO, BUT ALL OF THAT UP THERE IS JUST BURNED LAND THAT'S LEFT.

THIS IS THE TOWN OF ETTE WHERE WE WERE BASED OUT OF.

UM, THE TOWN DID SUFFER LOSSES DURING THE INITIAL FIRE, UH, FROM TRUCTURE BUILDINGS HOMES.

NOW THIS PHOTO IN PARTICULAR IS VERY IMPORTANT.

UH, WHILE WE WERE THERE, WE MET A GUY NAMED CHARLES CLARK, VOLUNTEER FIREFIGHTER FOR C FIRE DEPARTMENT IN THE BACKGROUND.

IT WAS GONNA BE HIS HOUSE THAT BURNT DOWN, UH, WHEN HE WAS OUT THERE RESPONDING, HELPING EVACUATE THE TOWN.

UH, WHILE HIS HOUSE WAS ACTUALLY BURNING DOWN, HE WAS GETTING HIS NEIGHBORS OUT AND ACTUALLY SAVING THEIR PROPERTY INSTEAD.

SO THIS IS A VERY IMPORTANT PHOTO THAT I WANT TO RESONATE WITH YOU AS THIS IS WHY IT'S IMPORTANT TO GO, UH, MEETING THE PEOPLE OF THE TOWN AND JUST HEARING THEIR STORIES AND HEARING THE TRUE HEROISM AND BRAVERY AND THE SELFLESS SERVICE THAT THEY DO OF WHAT'S IMPORTANT.

UH, MY CAPTAIN SAID IT BEST WHEN HE SAID, UH, AS BAD AS THE, IF YOU EVER LOSE HOPE, GO TO A SMALL TOWN AFTER A DISASTER.

UH, THERE HAVEN'T BEEN MANY STUDIES THAT HAVE SHOWED IT, UH, LARGE INCREASES OF CANCER LIKE IT DOES WITH HOMES THAT HAVE PLASTICS.
