79,000 MINORS IN YOUTH, UM, ARE IN THE SE THE SEX TRAFFICKING TRADE JUST IN TEXAS ALONE, 234,000 WORKERS.

THAT INCLUDES THE YOUTH, UH, UH, ADULT WORKERS, UM, ARE VICTIMS OF LABOR TRAFFICKING.

UM, AND THAT ALSO INCLUDES THE CHILDREN.

AND SO JUST THAT, THOSE TWO NUMBERS ALONE, 313,000 VICTIMS IN TEXAS, UM, ARE INVOLVED EACH YEAR, UH, IN THE SEX TRAFFICKING, UM, TRADE.

UM, AND SO WITH THAT, UM, WE HAVE A PROCLAMATION FROM THE OFFICE OF THE MAYOR.

WHEREAS AROUND THE WORLD, HUMAN TRAFFICKING HAS STRIPPED NEARLY 25 MILLION PEOPLE OF THEIR SAFETY, DIGNITY, AND LIBERTY DISPROPORTIONATELY AFFECTING HISTORICALLY UNDERSERVED AND MARGINALIZED COMMUNITIES.

AND WHEREAS THE HEINOUS CRIME OF HUMAN TRAFFICKING IS NOT CONFINED TO REMOTE NATIONS ABROAD, BUT HAPPENS HERE IN OUR STATE WHERE THE CHILDREN IN OUR COMMUNITY CAN BECOME COMMODITIES FOR SEXUAL PREDATORS AND THE PROFIT OF TRAFFICKERS.

AND WHEREAS THE CITY OF CEDAR HILL WILL NOT TOLERATE THE INHUMANE PRACTICES OF COERCIVE AND MANIPULATIVE CRIMINALS.

AND WE ALL HAVE AN IMPORTANT ROLE TO PLAY IN PREVENTING HUMAN TRAFFICKING AND PROTECTING VICTIMS. AND WHEREAS THIS MONTH I ENCOURAGE THE CITIZENS OF CEDAR HILL TO LEARN MORE ABOUT THE SIGNS OF HUMAN TRAFFICKING AND SHARE THE NATIONAL HUMAN TRAFFICKING HOTLINE, 1 8 8 8 3 7 3 7 8 8 8, AN IMPORTANT RESOURCE TO REPORT A TIP OR ASK FOR HELP.

AND WHEREAS TOGETHER WE CAN COMBAT HUMAN TRAFFICKING AND ITS CRUEL CONSEQUENCES, CREATING A SAFER, FREER, AND MORE JUST WORLD FOR EVERYONE.

IN 2021, THE NUMBER SHOT UP TO 142 THE FOLLOWING YEAR, AND 156 CASES IN 2023 ALONE.

UM, OUR PARTNERS WITH STAR TRANSIT ARE HERE THIS EVENING TO GIVE A SIX MONTH UPDATE ON OUR SENIOR TRANSPORTATION PROGRAM.

JUST TO REMIND YOU WHERE WE'VE COME FROM WITH THIS PROGRAM.

UM, ABOUT FIVE YEARS AGO, THE CITY COUNCIL SET SENIOR PROGRAMS AND SERVICES AS A TOP PRIORITY, UH, FOR THE CITY.

AND WE DID A SENIOR LIVABILITY STUDY, UM, THAT LOOKED AT WHAT PROGRAMS AND SERVICES SENIORS IN CEDAR HILL NEEDED TO HAVE A GOOD QUALITY OF LIFE.

AND ONE OF THE TOP RECOMMENDATIONS THAT CAME OUT OF THAT STUDY WAS TO HAVE A TRANSPORTATION PROGRAM SO THAT FOLKS WHO OTHERWISE ARE DEPENDENT ON OTHERS FOR RIDES CAN GET TO THOSE LIFELINE SERVICES THAT ARE SO IMPORTANT, LIKE DOCTOR'S APPOINTMENTS IN THE GROCERY STORE AND THE AWESOME SERVICES THAT WE PROVIDE AT THE CEDAR HILL SENIOR ACTIVITY CENTER.

UH, SO WE WERE ABLE TO SECURE FEDERAL FUNDING THAT PAYS FOR ABOUT 80% OF THE PROGRAM FOR THE FIRST TWO YEARS.

UM, AND THE COUNCIL APPROVED AN AGREEMENT WITH STAR TRANSIT FOR THAT SERVICE IN APRIL OF LAST YEAR AND LAUNCHED IN JUNE.

UM, AND SO KIM BRI IS THE, UM, DEPUTY EXECUTIVE DIRECTOR OF STAR TRANSIT AND SHE'S HERE TO GIVE YOU ALL AN UPDATE.

WE HA HAVE BEEN PROVIDING, WE ARE A PUBLIC TRANSPORTATION PROVIDER.

WE'VE BEEN PROVIDING TRANSPORTATION FOR OVER 40 YEARS.

UM, WE ARE A POLITICAL SUBDIVISION OF THE STATE OF TEXAS AND PROVIDE ABOUT A LITTLE OVER 198,000 TRIPS, UH, A YEAR WITH A STAFF OF 100.

AND WE DO THAT WITH ABOUT 55 VEHICLES.

WE ARE, UH, OUR MAIN LOCATIONS IN KAUFMAN COUNTY AND TARRELL.

WE ARE THE FOURTH LARGEST TRANSIT AGENCY IN THIS AREA THAT OPERATES WITHOUT A DEDICATED SALES TAX.

AND THEN IN 2012 AND 2019, WE WERE THE TEXAS TRANSIT ASSOCIATION OUTSTANDING RURAL TRANSIT SYSTEM.

I HOPE IN THE NEXT SIX MONTHS I CAN STAND HERE AND UPDATE WITH 2023.

SO, UM, ANYONE THAT USES A MOBILITY DEVICE IS ABLE TO USE ANY OF OUR VEHICLES.

THE VEHICLES YOU GUYS SEE MOSTLY IN CEDAR HILL, IS THAT TOP MY TOP RIGHT.

UM, THE, WE DO OPERATE SOME OF THE OTHER VEHICLES IN SOME OF THE OTHER AREAS.

SO YOU MAY SEE SOME OTHER VEHICLES COMING IN AND OUT OF CEDAR HILL BECAUSE WE DO HAVE, UH, WE DO OPERATE IN DESOTO IN DUNCANVILLE.

AND SO WE SEE OUR SERVICES IN EVERYWHERE THAT INCREASE.

AND, AND IT'S REALLY INTERESTING.

AND THEN, THEN IT DIPS BACK DOWN IN, IN NOVEMBER AND THEN AGAIN IN DECEMBER, JUST BECAUSE RIDER RIDERSHIP PATTERNS CHANGE IN DECEMBER, SCHOOL'S OUT, PEOPLE THAT WERE NORMALLY TAKEN TO SCHOOL, UH, WORK THAT WORK AT THE ISDS ARE NO LONGER GOING.

AND SO YOU'LL SEE SOME OF THAT FLEXIBILITY AND RIDERSHIP IN THOSE WITHIN THOSE THREE MONTHS.

AND THEN I WAS ASKED TO DO A COMPARISON OF WHERE, LIKE WITH, WITH ONE OF THE OTHER SERVICE AREAS.

AND SO I UTILIZED, UM, DESOTO.

AND SO FROM THIS, DESOTO ACTUALLY LAUNCHED THEIR DEMAND RESPONSE SERVICE IN MARCH OF 18, UH, LATE MARCH, MARCH 28TH.

SO WE HAD A COUPLE, WE, WELL, THERE WAS A SMALL AMOUNT OF RISE.

WE ONLY HAD A COUPLE OF DAYS IN MARCH, BUT YOU CAN KIND OF SEE THE GROWTH THAT TOOK PLACE.

AND YOU'LL SEE THERE TOO, THAT EVEN IN OCTOBER, UM, IN THE BEGINNING OF DESOTO, YOU SAW A LITTLE BIT OF AN INCREASE, UM, THERE, TO PUT IT IN PERSPECTIVE.

AND WHERE WE ARE, WE DID LAUNCH IN 2018 CURRENTLY WITH OUR DEMAND RESPONSE TRIPS INTO CITY OF DESOTO.

WE'RE AVERAGING ABOUT 841 NOW.

THEY DO HAVE, UH, UH, MORE SERVICE CURRENTLY THAN, THAN CEDAR HILL, BUT IT WAS, WE BUILT, WE DIDN'T LAUNCH WITH THE, YOU KNOW, WITH WHAT WE HAVE THERE NOW, WE LAUNCHED SLOW AND THEN BUILD UPON THAT.

SO IN FIVE YEAR, OR YEAH, FIVE YEARS WHEN I'M STANDING HERE, HOPEFULLY, UM, WE'LL SEE THAT SOME OF THOSE SAME NUMBERS, UH, AND SEE THAT INCREASE.

SO FROM THE START NOW STANDPOINT, UM, UH, SAME THING.

OCTOBER, WE SAW A LITTLE BIT OF A, A JUMP.

WHAT I FOUND INTERESTING FROM OUR SERVICE AREA STANDPOINT, DECEMBER, OUR RIDERSHIP IN DECEMBER JUMPED ON STAR NOW.

SO WHAT I'M FIGURING IS, IS THOSE THAT DIDN'T TAKE THIS, THAT THEY WEREN'T HAVING TO PRE-PLAN THEIR TRIPS BECAUSE THEY HAD, THEY, UM, THEY, THEY SCHEDULED THEIR TRIPS BECAUSE THEY WERE GOING TO SCHOOL OR TO WORK.

AND THEN DECEMBER IT CHANGED.

SO THEN THEY'RE CALLING SAME DAY AND USING THAT SAME DAY SERVICE.

AND SO IT KIND OF FLIPPED A LITTLE BIT WHERE IT WENT DOWN INTO MAIN RESPONSE.

IT WENT UP IN DECEMBER.

PLUS WE MADE THAT SWITCH WITH ADDING DESOTO AND DUNCANVILLE TO THE, UM, TO THE ZONE.

AND THEN JUST IN COMPARISON, UM, WITH, UH, DESOTO, UM, WE LAUNCHED IN LATE 2021 WITH OUR STAR NOW SERVICE.

AND CURRENTLY WE'RE AVERAGING 983 TRIPS A MONTH THERE.

SO THERE IS, UM, DEFINITELY POTENTIAL FOR GROWTH.

WE ABSOLUTELY PREDICT THAT CEDAR HILL WILL SEE THAT SAME GROWTH.

UM, IT JUST TAKES TIME.

YOU KNOW, TRANSPORTATION'S NOT, UM, YOU DON'T REALLY SEEK IT OUT UNTIL YOU NEED IT.

UM, WHEN I FIRST STARTED WITH STAR TRANSIT, I WAS IN THE MARKETING DEPARTMENT AND I, WE HAD BEEN IN SOME OF THE AREAS FOR 40 YEARS AND I COULDN'T UNDER, OR, YOU KNOW, LESS THAN 40 YEARS.

AND I COULDN'T UNDERSTAND HOW PEOPLE WERE OUT THERE THAT DIDN'T KNOW ABOUT THE SERVICE.

IT'S 'CAUSE THEY DIDN'T NEED IT.

AND SO, UM, OUR JOB AND MY JOB IS TO MAKE SURE THAT WE'RE OUT BRANDING AND DOING WHAT WE CAN SO THAT WHEN SOMEBODY DOES NEED OUR SERVICES, THAT THEY KNOW WHO THEY CAN CALL SOME RIDER STATISTICS.

UM, JUST WE, UH, WE HAD 127, UH, TRIPS OR PEOPLE THAT HAD THEIR FIRST TIME TRIPS.

SO 127 PEOPLE USE THE SERVICE.

UH, ONE TIME FOR STAR.

NOW WE HAD 146 RIDERS WITH THEIR FIRST TRIP, AND THEN WE'VE HAD 104.

THAT RIDE HAVE RIDDEN IT MORE THAN ONCE.

I TRIED TO PULL THE SAME INFORMATION FOR OUR DEMAND RESPONSE, BUT THE FILE WAS SO BIG IT WAS SHUTTING DOWN OUR CALL CENTER SOFTWARE.

UM, AND SO I HAD TO NOT DO THAT BECAUSE THEN THEY COULDN'T BOOK THEIR STRIPS.

SO, UM, BUT ALSO I PULLED SOME INFORMATION, I HAD TO PULL SOME INFORMATION FOR A DIFFERENT PRESENTATION, AND I THOUGHT IT WAS INTERESTING FROM SEPTEMBER, AND THIS IS FROM A CALL CENTER STANDPOINT, FROM SEPTEMBER TO DECEMBER, OUR CALL CENTER TOOK OVER 56,000 CALLS.

AND SO, I MEAN THAT'S, I MEAN, THAT'S INCREDIBLE.

THE AVERAGE WAIT TIME WAS 41 SECONDS.

AND SO IMAGINE, I MEAN, THAT'S, THAT'S REALLY GOOD.

NOW, IN THE MORNINGS, I'M GONNA TELL YOU, IF YOU CALL IT EIGHT O'CLOCK, YOUR WAIT TIME'S GONNA BE A LITTLE BIT MORE BECAUSE YOU HAVE PEOPLE THAT ARE TRYING TO BOOK THOSE TRIPS.

BUT FROM AN AVERAGE STANDPOINT, THAT'S PRETTY SPECTACULAR.

AND THEN IN DECEMBER, STAR TRANSIT DID OVER 17,000 TRIPS FROM A, UH, IN ALL OF OUR SERVICE AREAS.

SO WE'RE REALLY, REALLY PROUD OF, OF THOSE NUMBERS.

UM, AND WE'RE REALLY, REALLY PROUD THAT WE CAN INCLUDE YOU GUYS IN THOSE TRIP PURPOSE AND DESTINATIONS.

JUST TO GIVE YOU A HIGHLIGHT OF WHERE PEOPLE WERE GOING AND WHY.

SO FROM A STAR NOW, SAME DAY SERVICE STANDPOINT, WHAT WE FOUND INTERESTING IS THEY'RE, YOU KNOW, YES, THEY'RE USING IT TO GO TO WALMART AND GOING SHOPPING, BUT THEY'RE USING IT TO GET TO THE SENIOR CENTER.

THEY'RE USING IT TO GET TO SCHOOL, THEY'RE USING IT TO GET TO WORK.

UM, THE LIBRARY EVEN HAD, YOU KNOW, THEY'RE, THEY'RE USING IT TO GO TO THE LIBRARY.

AND SO, YOU KNOW, THEY'RE USING IT FOR EVERY DAY ITEMS AND EVERYDAY, UM, PURPOSES.

AND SO, YOU KNOW THAT, AND THAT'S WHAT WE'RE HERE FOR.

WE'RE HERE FOR THEM TO GET TO, TO DO WHAT THEY NEED TO DO FROM A DEMAND RESPONSE STANDPOINT.

THE TRIP PURPOSE SENIOR CENTER WAS NUMBER ONE.

UM, THEN WORK AND DIALYSIS AND MEDICAL.

UM, YOU KNOW, THIS PROGRAM WAS INITIALLY LAUNCHED TO ASSIST THE ELDERLY AND DISABLED.

AND CURRENTLY OUR AVERAGE RIDERSHIP IS ABOUT 90% ELDERLY DISABLED.

SO I THINK FROM THAT STANDPOINT AND THE GOAL THAT YOU GUYS WERE, WERE TRYING TO ACCOMPLISH, WE'VE, WE'VE DONE THAT.

THAT'S MARKETING STRATEGIES, WHICH WANNA GIVE YOU AN IDEA OF WHAT WE'VE, UM, DONE SO FAR.

UM, WE DID JOIN THE CHAMBER OF COMMERCE.

WE HAD A RIBBON CUTTING, UM, ON THE LAUNCH DAY.

WE'VE DONE FACEBOOK AND INSTAGRAM POST.

WE'VE DONE PRESS RELEASES.

WE WILL BE DOING A PRESS RELEASE NEXT MONTH ANNOUNCING, UM, COUNCIL MEMBER INE.

WE'VE DONE COMMUNITY OUTREACH.

WE ATTENDED A SENIOR CENTER.

THAT PICTURE THERE IS FROM THE SENIOR CENTER EVENT THAT THEY HAD.

AND THEN THE ONE ON MY RIGHT WAS, UM, I ATTENDED, WAS ABLE TO SPEAK TO THE SHIFT, UM, THE 18 PLUS ADULT TRANSITION PROGRAM WITH CEDAR HILL, ISD.

AND THEY PROVIDED ME THAT PICTURE.

UM, THAT WAS A LOT OF FUN.

THE KIDS, UH, WHEN WE GOT ON THE VEHICLE, I SAID, YOU KNOW, WHAT DO YOU DO FIRST? AND THEY SAID, YOU KNOW, AND THEY WERE ASKING US, SAID, OKAY, FIRST YOU TELL YOUR PARENTS YOU'RE LEAVING THE HOUSE, BECAUSE THEY WERE ALL SUPER EXCITED ABOUT THE FACT THAT THEY HAD A WAY THAT THEY COULD BOOK IT ON THEIR PHONE.

A LOT OF 'EM BROUGHT THEIR PHONES OUT, STARTED PUTTING THE APP IN.

I SAID, MAKE SURE YOUR PARENTS KNOW WHERE YOU'RE GOING BECAUSE THAT WOULD NOT BE GOOD.

I SAID, SECOND THING IS PUT YOUR SEATBELT ON.

SO THEY HAD A, I HAD A REALLY GOOD TIME, UM, WITH THAT GROUP AND SHOWING THEM WHAT'S AVAILABLE TO THEM.

UM, WHAT THIS CAMPAIGN DID WAS NOT ONLY DID IT GET, UH, FROM A MALE STANDPOINT, IT ATTA IT ALSO KNEW IF SOMEONE HAD AN EMAIL.

AND SO THEN THEY WERE ABLE TO SEND EMAILS TO THEM AS WELL AND TIE THEM BACK.

SO THERE, THERE WERE SEVERAL DIFFERENT TOUCHPOINT WITH THIS, UM, DIGITAL CAMPAIGN.

WE HAD 1800 VISITORS TO OUR WEBSITE, WHICH COULD BE TIED BACK TO THE CAMPAIGN.

SO WE DID SOME DIGITAL ADS IN CONJUNCTION, UH, WITH THIS AS WELL.

SO WHAT, THAT'S THAT JUMP WE SAW IN OCTOBER.

WE FEEL LIKE THAT THIS, THIS HELPED WITH THAT.

UM, YOU KNOW, HAVING THIS TYPE OF TECHNOLOGY AVAILABLE AS A RESOURCE FOR OUR OFFICERS IS DEFINITELY HAVING AN IMPACT ON OUR ABILITY TO FIGHT VIOLENT CRIME AND CRIME IN GENERAL.

UH, JUST TO KIND OF PUT IT INTO PERSPECTIVE FOR YOU, WE DID START WITH, UH, JUST A COUPLE OF FLOCK CAMERAS A COUPLE OF YEARS AGO ON THE CITY SIDE.

WE WERE ABLE TO LEVERAGE OUR, OUR PARTNERSHIPS THAT WE HAVE WITH OUR PIDS AND SOME OF OUR HOAS.

UM, AND SO AT THIS TIME, OVERALL IN THE CITY, UH, THE CITY HAS SEVEN CAMERAS THAT WE PAY FOR OUT OF THE GENERAL FUND.

UM, AND THE PIS HAVE, BETWEEN THE FIVE PIS, THEY HAVE 22 CAMERAS THAT THEY FUND OUT OF THEIR BUDGETS.

AND THEN OUR HOAS ALSO HAVE AN ADDITIONAL 14 CAMERAS THAT THEY FUND AND PAY FOR.

AND FOR US, THAT'S AMAZING BECAUSE THAT GIVES US A TOTAL OF 43 CAMERAS IN THE CITY, UH, WHEREAS THE CITY AND THE TAXPAYERS ARE ONLY PAYING FOR SEVEN OF THOSE.

UM, BUT WHEN I TALK ABOUT A FORCE MULTIPLIER, I'M NOT JUST TALKING ABOUT CEDAR HILL IN THE DFW METROPLEX, WE ALSO HAVE ACCESS TO ANOTHER 1,600 CAMERAS.

UH, AND THAT DATA AVAILABLE, UH, TO ACCESS REGIONALLY.

WE HAVE, UH, ACCESS TO 162 OTHER DEPARTMENTS WHO HAVE FLOCK CAMERAS, UM, WITH OVER 3000 DIFFERENT CAMERAS.

I BELIEVE THE LAST TIME THAT WE RATED OUR FEE SCHEDULES FOR AMBULANCE SERVICES WAS BACK WHEN MAYOR PRO TEM WAS ACTUALLY OUR CITY MANAGER, UH, BACK IN 2012.

SO IT'S BEEN QUITE A WHILE, 12 YEARS SINCE WE'VE CHANGED THAT.

AND I, I THINK EVERYBODY REALIZES A LOT'S HAPPENED IN THE ECONOMY AS WELL SINCE THEN.

AND, UH, TO BE IN LINE WITH OUR PARTNERS IN THE REGION AND AREA, THAT'S WHY WE'RE MAKING THIS RECOMMENDATION.

SO WE START OFF ALWAYS WITH OUR VISION, MISSION AND VALUES.

SO CURRENTLY WE MIGHT HAVE A BILL OF A THOUSAND DOLLARS FOR EMS TRANSPORT AND WE MIGHT SEE $300 BACK FROM, FROM CMS. SO THAT'S ALL WE CAN GET, UM, BASED ON THOSE FEES THAT WERE SET.

UM, THEY PAY AS FAR AS COMMERCIAL PAYERS BASED ON A PERCENTAGE OF WHAT OUR FEES ARE BASED ON.

SO GENERALLY WE CAN HIT SOMEWHERE BETWEEN 50 AND 80% RETURN ON THE FEES ONCE WE BILL THE COMMERCIAL INSURANCE PAYERS.

AND BY PRESENTING THIS, WE'RE GONNA INCREASE OUR OUTDATED FEE SCHEDULE.

IT'S GONNA INCREASE REVENUE INTO THE EMS BUDGET.

I WANNA KIND OF GO OVER OUR EMS FEE SCHEDULE AND THE RECOMMENDATIONS THAT WE'RE PROPOSING.

AS YOU CAN SEE ON THE LEFT, OUR CURRENT FEE SCHEDULE LISTED OUT AS A LSE, MEANING EMERGENCY, A LS TWO, B-L-S-A-L-S, DISPOSABLE SUPPLIES, BLS, DISPOSABLE SUPPLIES, OXYGEN, UH, MILEAGE CHARGE, AND A TRANSPORT, UH, TREATMENT, NO TRANSPORT FEE.

UH, ON THIS FEE SCHEDULE WE HAVE A RESIDENT NON-RESIDENT DISTINCTION.

SO WE HAVE TWO SEPARATE FEE SCHEDULES.

SO IF YOU'RE A RESIDENT THAT IS CONSIDERED CEDAR HILL, DESOTO, AND DUNCANVILLE 'CAUSE WE ALL KEEP OUR RATES THE SAME.

SO THAT'S THE FEE SCHEDULE YOU WOULD BE CHARGED IF YOU WERE NON-RESIDENT, YOU WOULD ADOPT THIS OTHER FEE SCHEDULE.

WHAT WE'RE PROPOSING BASED ON OUR SISTER CITIES AND IN OUR REGION, MOST HAVE, UH, ABANDONED THE TWO RESIDENT NON-RESIDENT DISTINCTION AND THEY'VE GONE WITH JUST A SET FEE.

ONE, THIS, UH, SIMPLIFIES BILLING SERVICES DOESN'T, UH, ADD ALL THE CONFUSION OF RESIDENT NON-RESIDENT.

UH, BUT IT DID PROVIDE THAT OUR RESIDENTS WERE PAYING A LESSER FEE.

AND I WANT YOU TONIGHT AS YOU'RE CONSIDERING, UH, ON THIS PROPOSAL TO UNDERSTAND ONE THING THAT AS WE MAKE THESE RATE, UH, CHANGE PROPOSAL, THAT THE RESIDENT NON-RESIDENT DISTINCTION, EVEN THOUGH WE USE THAT PRIOR CHANGES WITH THIS BECAUSE OF A SENATE BILL THAT WAS JUST ENACTED.

AND I WANNA MAKE SURE THAT YOU GUYS UNDERSTAND THAT WHEN WE RAISE THESE FEES, WE ARE NOT GOING AFTER THE RESIDENT OR THE THE PATIENT.

WE ARE TRYING TO OBTAIN THE MONEY THAT WE CAN FROM THE INSURANCE COMPANIES AND MAKE THEM PAY ACCORDING TO THE FEE SCHEDULES THAT WE SET.

I THINK EVERYBODY UNDERSTANDS THAT OUR HEALTHCARE SYSTEM, UH, IS QUITE WACKY AND AT TIMES HARD TO UNDERSTAND.

AND ONE OF THE THINGS THAT, UH, THAT, THAT HAS BEEN IN THIS, IN THE TEXAS EMS SCHEDULE IS WHETHER WE'RE IN NETWORK OR OUT OF NETWORK FOR AN AMBULANCE, UM, OBVIOUSLY THAT DOESN'T WORK WHEN YOU CALL 9 1 1, YOU'RE JUST GONNA GET THE CLOSEST AMBULANCE AND THAT'S A GAME THAT THEY'VE PLAYED.

BUT THE NEW LEGISLATION HAS, UH, CUT THAT TO WHERE THAT YOU CAN'T USE THAT LOOPHOLE ANYMORE.

SO IT PUTS US ON A, UH, UH, A MORE EVEN PLAYING FIELD AND MAKE SURE THAT WE ARE REIMBURSED FOR THE, FOR THE SERVICES THAT WE PROVIDE BY INCREASING THIS FEE SCHEDULE.

UH, LOOKING AT ALL THE DATA THAT WE'VE HAD, WE CONSERVATIVELY WOULD ADD ABOUT A $45,000, UH, INTO OUR ADDITIONAL REVENUE.

UM, YEARLY, WE BRING BACK ABOUT $1.1 MILLION BACK IN.

UH, AND THERE'S PLENTY OF THAT THAT WE DO NOT RECOVER AS A FIRE BASED EMS SERVICE.

AND, UH, AS FAR AS RESIDENT NON-RESIDENT DISTINCTION, THE BENEFIT TO THE CITIZENS OF CEDAR HILL WILL SIMPLY BE THAT NO BALANCE BILLING.

WE WILL ACCEPT WHATEVER THE INSURANCE PAYS AND THAT'S IT.

IF THEY DON'T PAY ANYTHING ELSE, THAT'S FINE, WE'LL MOVE ON.

UM, THERE WAS BALANCED BILLING.

BUT, UH, AT THIS POINT, BY RAISING THE RATE, OF COURSE THE PERCENTAGE MEDICARE IS GONNA PAY, IT'S PROBABLY STILL SAY THE SAME, BUT BY RAISING YOUR RATES, YOU'LL CAPITAL CAPITALIZE MORE ON, ON THE SOME REVENUE.
