SO THAT MEANS THAT THEY ARE A LITTLE EXTRA LENGTHY, UM, BUT THEY ALWAYS HAVE REALLY IMPORTANT THINGS AS WE GET CLOSE TO THE END OF THE YEAR.

AND, UH, TONIGHT'S AGENDA IS NO EXCEPTION.

UH, WANNA BEGIN WITH A, UH, FORMAL CONGRATULATIONS TO OUR, UM, OUR PARTNERS OVER AT THE, UH, CEDAR HILL INDEPENDENT SCHOOL DISTRICT ON THEIR SIGNIFICANT WIN LAST TUESDAY, IN FACT, A WEEK AGO TONIGHT, UH, WHERE THEY SUCCESSFULLY PASSED THEIR VOTER APPROVED TAX RATIFICATION ELECTION TO GO, UH, PRETTY MUCH IMMEDIATELY TO IMPROVING TEACHER SALARIES AND ALSO SCHOOL SECURITY ON OUR CAMPUSES.

SO WE APPRECIATE OUR, OUR PARTNERS AND ALL THE HARD WORK THAT THEY, UH, PUT INTO ENGAGING WITH THE COMMUNITY AND, UH, GARNERING THE SUPPORT TO MAKE THIS IMPORTANT THING HAPPEN.

UH, ALSO, CONGRATULATIONS TO OUR LIBRARY TEAM AND OUR SUPPORT TEAM THAT MADE, UH, THIS HAPPEN.

UH, THE WHINING WORDS EVENT LAST FRIDAY NIGHT WAS, UH, EXTREMELY SUCCESSFUL IN SIGHT OF THE NEW BUILDING.

UH, THE BACK PATIO IS ACTUALLY A PRETTY SPECIAL KIND OF PLACE.

IT WAS NICE TO BE ABLE TO SEE THAT PUT INTO GOOD USE AS WELL.

AND, UH, IT WAS, UH, VERY WELL ATTENDED, AND I THINK EVERYBODY INVOLVED IN IT, UH, WHETHER VOLUNTEER, UH, OR ATTENDEE, WERE VERY HAPPY WITH THAT.

SO, OBVIOUSLY, IT'S, UH, BEGINNING A WHAT IS GOING TO BE IN A VERY EXCITING, UH, YEAR OF, UH, OF ACTIVITY ASSOCIATED WITH, UH, ALL THINGS LIBRARY.

UM, ALSO, QUITE A FEW THINGS ARE HAPPENING, UH, DOWNTOWN.

IF YOU, UH, YOU MIGHT HAVE NOTICED, UH, THERE HAS BEEN, UH, MUSIC, UH, AND MUSIC PROGRAM EVERY FRIDAY THIS MONTH THAT IS CONTINUING INTO THIS FRIDAY.

UH, YOU'VE SEEN A LOT OF ADDITIONAL DECORATIONS AND SOCIAL MEDIA OPPORTUNITIES KIND OF POPPING UP IN VARIOUS PLACES.

UM, THE, WE ARE VERY CLOSE TO BEING, UH, ABLE TO EXECUTE, UM, THE COUNCIL'S MURAL PROGRAM DOWNTOWN.

SOMETHING THAT HAS BEEN ON THE WISHLIST FOR A WHILE.

WE ACTUALLY DID A CALL FOR ARTISTS, I BELIEVE, LAST WEEK AND HAD A GREAT, GREAT RESPONSE.

SO THE FIRST MURALS THAT WOULD BE PLACED DOWN THERE WILL BE ON THE BACKSIDE OF THE CHAMBER OF COMMERCE BUILDING, AND THEN ALSO ON THE NORTHERN SIDE OF THE, UH, CEDAR HILL MASONS BUILDING THERE FACING, UM, UH, PIONEER PARK.

SO VERY PROMINENT ONES.

WE'VE GOT OTHERS THAT ARE IN THE WORK.

SO WE LOOK FORWARD, UH, TO SEEING, UH, THOSE THINGS TAKE PLACE.

ALSO NEW FOR THIS HOLIDAY SEASON, UH, OUR HISTORIC DOWNTOWN ADVISORY BOARD.

AND, UH, SOME OF OUR COMMUNICATIONS FOLKS HAVE WORKED TO CREATE A, UM, A TREE COMPETITION BY ALL THE MERCHANTS IN THE DOWNTOWN AREA.

SO WE'RE GIVING 'EM A TREE, THEY'RE GONNA DECORATE IT, AND THERE'LL BE A CONTEST AND SO FORTH.

SO ALL THESE THINGS ARE INTENDED TO CONTINUE TO REINFORCE AND EXPAND ON THE, THE GROWING VIBE THAT'S TAKING PLACE, UH, DOWNTOWN.

UH, IT LOOKS LIKE THERE'S ANOTHER SANTA PAUL'S EVENT ON MONDAY, DECEMBER 4TH, AND THEN THURSDAY, DECEMBER 7TH IS OUR FINAL MAYOR'S PRO BREAKFAST FOR THE YEAR, SEVEN 30 TO NINE AT THE ALLEN E SIMS RECREATION CENTER.

AND THEN THE BIG EVENT FOR THE HOLIDAYS FOR THE COMMUNITY IS THE, UH, VERY FAMOUS AND HIGHLY ANTICIPATED HOLIDAY ON THE HILL IN DOWNTOWN CEDAR HILL FROM FIVE 30 TO EIGHT 30.

AGAIN, THAT'S ON THURSDAY, DECEMBER THE SEVENTH.

UH, ON DECEMBER THE EIGHTH, UH, THE DOWNTOWN FOLKS WILL BE HOSTING A MINI HOLIDAY MARKET THERE AT PIONEER PARK FROM FIVE 30 TO 7:30 PM AND THEN ON SATURDAY, DECEMBER 9TH, UH, OUR FOLKS IN ENVIRONMENTAL SERVICES, NEIGHBORHOOD SERVICES WILL BE HOSTING THE NEXT, UH, COMMUNITY PAPER SHREDDING EVENT AT THE PARKING LOT HERE AT THE, UH, CEDAR HILL GOVERNMENT CENTER.

JUST A REMINDER, THE SHREDDING EVENT IS FOR CEDAR HILL RESIDENCE ONLY, AND THEY WILL ASK FOR PROOF OF RESIDENCY, THOUGH YOU DO NOT NEED TO PRE-REGISTER.

WE'VE ACTUALLY BEEN IN THE PLANNING PROCESS FOR ABOUT FIVE YEARS OR THREE FINANCE DIRECTORS, I BELIEVE.

AND SO WE'RE AT THE PLACE NOW WHERE IT'S TIME TO START THE PROCESS.

UM, IT WILL BE ABOUT A TWO YEAR IMPLEMENTATION DEAL.

SO THIS IS GONNA BE SOMETHING WE'RE GONNA LIVE WITH FOR, UH, THE NEXT COUPLE OF YEARS.

IT'S A LITTLE BIT ANALOGOUS TO GOING AHEAD AND CHANGING THE ENGINE IN THE CAR WHILE YOU'RE STILL IN IT AND DRIVING IT.

SO THAT'S WHY WE'RE GONNA SPEND A LITTLE BIT OF TIME TALKING ABOUT THE IMPLEMENTATION PROCESS AS WELL AS THE SERVICES CONTRACT ASSOCIATED WITH ASSISTING US IN THE IMPLEMENTATION PROCESS, UH, DURING, UH, THE BRIEFING.

THE COUNCIL PREVIOUSLY TABLED THE ITEM AND IT HAS, UM, RETURNED TO YOU AFTER SOME DISCUSSIONS WITH STAFF.

AND SO THAT STAFF REPORT HAS BEEN PROVIDED, UH, UNDER THE CONSENT AGENDA.

UH, WE HAVE MINUTES ALSO IN AGREEMENT, UH, FOR SPECIAL SIGNAGE ASSOCIATED WITH THE CEDAR CREST PUBLIC IMPROVEMENT DISTRICT.

YOU HAVE OUR QUARTERLY INVESTMENT REPORT, UM, FOR, UH, ENDING, UH, FISCAL YEAR 2023.

UH, ALSO AN ITEM TO AUTHORIZE THE MAYOR TO EXECUTE INTERLOCAL PURCHASING AGREEMENT WITH THE CITY OF FORT WORTH.

UH, AND ALSO A RESOLUTION, UM, A REIMBURSEMENT RESOLUTION THAT ALLOWS US TO GET STARTED ON 2020 FOUR'S, UH, CAPITAL IMPROVEMENT PROGRAM A LITTLE BIT EARLY AS WE HAVE A LOT TO DO.

AND TIMING IS SOMEWHAT IMPORTANT ON A COUPLE OF THOSE ITEMS. THIS WILL ALLOW US TO, UH, MOVE FORWARD WITH THAT QUICKER.

UM, ITEM F AND G UH, ARE RELATED TO, UH, PROFESSIONAL SERVICES AGREEMENTS RELATED TO, UM, I AND I, UH, STUDY WORK.

SO THIS IS INFLOW AND INFILTRATION INTO OUR SEWER SYSTEMS. AS WATER GETS INTO THEM, WE HAVE TO PAY TO TREAT WATER, WHICH IS NOT A VERY VALUABLE OR EFFECTIVE THING.

AND ALSO YOU'VE HEARD A LOT FROM OUR RESIDENTS ON.

SO THIS WILL REPAIR SIGNIFICANT SECTIONS OF DUNCANVILLE ROAD, COCKRELL HILL ROAD IN SOUTH JOEL WILSON ROAD.

UH, THE SECOND ITEM IS THE SUBJECT OF YOUR BRIEFING TONIGHT.

AND THAT IS, UH, TO CONSIDER A TWO YEAR PROFESSIONAL SERVICES AGREEMENT WITH PLANT MORAN FOR THE IMPLEMENTATION OF THE ENTERPRISE ERP SOFTWARE.

COUNCIL, UH, I'M HERE TO GIVE YOU AN UPDATE, A STATUS UPDATE ON OUR, ON THE CITY'S IMPLEMENTATION OF OUR, UH, ENTERPRISE RESOURCE ERP SYSTEM.

AND MY FIRST ITEM IS I WANT TO, UH, GO OVER THE VISIONS WITH CEDAR HILL, WHICH WE ENVISION CEDAR HILL AS A PREMIER CITY THAT RETAINS DISTINCTIVE CHARACTER WHERE FAMILIES AND BUSINESSES FLOURISH IN A SAFE AND CLEAN ENVIRONMENT.

AND OUR MISSION IS TO DELIVER THE HIGHEST QUALITY MUNICIPAL SERVICES TO OUR CITIZENS AND CUSTOMERS, CONSISTENT WITH OUR COMMUNITY VALUES, WHICH ARE PEOPLE AND RELATIONSHIPS, STEWARDSHIP, HIGHEST ETHICAL STANDARDS, BEHAVIOR AND INTEGRITY, AND SERVANT LEADERSHIP.

WHICH LEADS US TO OUR EIGHT PILLARS OF PURSUING PREMIER.

AND OF THESE EIGHT I WANT TO BRING TO THE FOREFRONT, THE CEDAR HILL HAS EXCELLENT, SAFE AND EFFICIENT INFRASTRUCTURE.

AND THE REASON I WANNA BRING THAT TO THE FRONT BECAUSE THERE'S, THERE IS, UM, WHAT WE'RE DISCUSSING TONIGHT IS AN ERP SYSTEM.

AND THAT IS A VERY, VERY MAJOR PIECE OF OUR INFRASTRUCTURE AT THE CITY.

OUR, OUR ERP SYSTEM AFFECTS EVERY DEPARTMENT.

IT ALSO AFFECTS EVERY BUSINESS TRANSACTION THAT WE CONDUCT HERE AT THE CITY.

SO WE WANT TO ENSURE THAT WE IMPLEMENT IT IN A WAY THAT ALLOWS FOR EFFICIENT GROWTH THAT WILL LAST FOR THE NEXT TWO DECADES.

THIS IS A TIMELINE OF THE ERP SYSTEM IMPLEMENTATION.

I BELIEVE MOST OF YOU SAW THIS LAST JANUARY.

IT HAS BEEN UPDATED A LITTLE BIT FOR THE DELAYS THAT WE'VE HAD, BUT, UH, AS THE CITY MANAGER SAID EARLIER, THE PROJECT STARTED, UH, BACK IN 2019 AND DUE TO, UH, COVID AND UH, EMPLOYEE TURNOVER, IT HAS BEEN DELAYED.

THE CONTRACT WITH TYLER WAS SIGNED BACK IN JANUARY OF 2023.

AND IT WAS, IT WAS AT THAT POINT WHERE WE THOUGHT WE, THE PROJECT MANAGEMENT CONTRACT WOULD BE SIGNED AROUND THE MARCH TIME PERIOD AND THE IMPLEMENTATION WOULD BEGIN IN JULY.

BUT AGAIN, DUE TO EMPLOYEE TURNOVER, UH, IN KEY POSITIONS THAT AFFECT THE IMPLEMENTATION, IT WAS DECIDED THAT WE WOULD DELAY IT AGAIN UNTIL JANUARY OF 2024 IS WHEN WE'RE ACTUALLY GOING TO START THE IMPLEMENTATION.

AND THAT WAS, UH, THAT WAS DECIDED BETWEEN THE CITY AND TYLER TECHNOLOGIES WHO WERE BUYING THE ERP SYSTEM.

FROM THAT, THAT WOULD BE THE BEST OPTION, UH, TO WAIT AND THEN MAKE SURE KEY PEOPLE ARE ARE PRESENT.

SO IN THE CITY COUNCIL MEETING TONIGHT, IN NOVEMBER OF 2023, WE DO HAVE STAFF IS RECOMMENDING A CONTRACT WITH PLANT MORAN TO PROVIDE PROJECT MANAGEMENT SERVICES, UH, WHICH I'LL GET INTO HERE ON THE NEXT SLIDE.

SO HERE, UM, HERE'S THE QUESTION IS WHY HIRE A PROJECT MANAGER? WE ARE BUYING A SYSTEM FROM TYLER TECHNOLOGIES.

THEY WILL HAVE A PROJECT MANAGER ON STAFF THAT WILL HELP US, BUT THE SCOPE OF THE PROJECT MANAGEMENT THAT THEY'RE GONNA BE DOING IS A LITTLE BIT DIFFERENT THAN WHAT WE NEED TO ACTUALLY IMPLEMENT THE SYSTEM.

THEY'RE GONNA BE CONFIGURING THE SYSTEM, SETTING UP, DOING THOSE KINDS OF THINGS THAT WE NEED.

AND WE NEED A, A, A, UH, PROJECT MANAGER THAT'S ACTUALLY GONNA PROVIDE DISCOVERY AND PLANNING, DESIGN DEVELOPMENT, DATA MIGRATION, THOSE KINDS OF THINGS IN THE PHASES OF IMPLEMENTATION.

AND SO YOU CAN SEE HERE THE EXPERTISE, EXPERIENCE

AND LEADERSHIP IS WHAT A PROJECT MANAGER WOULD PROVIDE.

AND A COUPLE OF THINGS THAT I DON'T HAVE ON HERE IS, NUMBER ONE, TYLER TECHNOLOGIES RECOMMENDED THAT WE HAVE A PROJECT MANAGER.

THAT'S FIRST OF ALL.

AND THE REASON IS BECAUSE WE DON'T KNOW WHAT WE DON'T KNOW.

AND A PROJECT MANAGER THAT'S FAMILIAR WITH THE SYSTEM, THEY KNOW WHAT THE SYSTEM CAN DO.

WE'RE GONNA LOSE ALL OF THE COMBINED YEARS OF EXPERIENCE THAT WE HAVE.

IT'S GOING TO ZERO WHEN WE GET IMPLEMENT THIS SYSTEM 'CAUSE NOBODY KNOWS IT.

SO ERP SYSTEMS, THEY'RE VERY COMPLEX.

AND TODAY, WHEN I WAS LOOKING THROUGH SOME WEBSITES, I FOUND A GOOD ARTICLE ON THE ORACLE NETSUITE WEBSITE, AND I'D LIKE TO READ THIS TO YOU A LITTLE BIT.

AND THE QUESTION QUESTION WAS, WHY IS AN ERP IMPLEMENTATION A CHALLENGING TASK? SO AN ERP IMPLEMENTATION CAN BE COMPLEX SINCE IT AFFECTS BUSINESS PROCESSES ACROSS THE ENTIRE ORGANIZATION.

AND TO REALIZE THE BENEFITS OF THE NEW SYSTEM, PEOPLE OFTEN HAVE TO CHANGE THE WAY THEY WORK.

OFTEN REPLACING LONGSTANDING MANUAL PROCESSES WITH MORE EFFICIENT AUTOMATED PROCESSES.

SO THAT STATEMENT ABOUT MORE EFFICIENT AUTOMATED PROCESSES IS VERY RELEVANT TO US.

ONE OF THE BIGGEST ERP IMPLEMENTATION CHALLENGES IS GETTING USERS AND FUNCTIONAL GROUPS TO CHANGE THEIR WAYS IN ORDER TO WORK WITH THE NEW SOLUTION.

DRIVING THIS CHANGE REQUIRES STRONG PROJECT MANAGEMENT AND BACKING FROM SENIOR LEADERSHIP.

SO THAT'S THE MERP SYSTEMS THAT ARE COMPLEX, THE STREAMLINED BUSINESS PROCESSES, THE PROJECT MANAGER WILL PROVIDE THAT AND CHANGE MANAGEMENT.

AND RIGHT HERE IS KIND OF THE TIMELINE, HOW IT'S ALL GONNA FALL OUT.

UH, SO IF WE DO DO THE CONTRACT WITH PLANT MORAN, THAT PRE-PLANNING WILL START IMMEDIATELY AND THEN WE'LL COVER IN NOVEMBER AND DECEMBER ALL THE WAY THROUGH THE REST OF THIS FISCAL YEAR OR CALENDAR YEAR.

THE FINANCIAL SYSTEM PART OF THE SYSTEM WILL THEN START TO BE IMPLEMENTED IN JANUARY OF 24.

THAT WILL LAST A YEAR ALL THE WAY TO DECEMBER OF 24.

JULY OF 24, WE WOULD START THE HR PAYROLL PIECE OF IT.

THAT'S GONNA LAST A YEAR UNTIL JUNE OF 2025.

AND THEN UTILITY BILLING WOULD START IN JANUARY OF 25 AND END OF DECEMBER OF 25.

AND THIS LAST SLIDE IS JUST A OVERALL BUDGET SNAPSHOT OF WHAT THIS IS GONNA COST.

THIS IS THE ORIGINAL BUDGET THAT WAS APPROVED BACK IN FISCAL YEAR 2020 WITH ALL THE DELAYS AND, AND MOVING THE TIMELINE BACK.

NONE OF THE DOLLARS HAVE CHANGED.

IT WAS 1,000,030 325,000 FROM THE BEGINNING.

WE, UH, FUNDED THAT WITH 2020 CO BONDS AND THE AMOUNT OF A MILLION DOLLARS AND THE WATER AND SEWER FUND IS CONTRIBUTING ITS PORTION, WHICH IS ABOUT 325,000.
