I WAS HOPING TO HAVE FALL WEATHER TO, UH, CELEBRATE THIS WEEK, BUT IT LOOKS LIKE, UH, THE SUMMER TEMPS ARE GONNA JUST HANG AROUND JUST A LITTLE BIT LONGER.

I WANNA EXPRESS MY APPRECIATION, UH, TO THE COUNCIL FOR YOUR LEADERSHIP AND SUPPORT OF OUR LATIN FEST, UH, EVENT THAT WE HAD THIS LAST WEEKEND.

THIS WAS A MAJOR EFFORT ON THE PART OF THE CITY, MANY DEPARTMENTS AND COMMUNITY VOLUNTEERS, AND, UH, IT WAS A WARM EVENING, BUT, UH, A GOOD ONES WANNA EXPRESS MY APPRECIATION TO YOU, UH, FOLKS IN, UH, THE PARKS DEPARTMENT, POLICE, FIRE LIBRARY, UH, PRETTY MUCH ALL THE FOOD GROUPS WERE INVOLVED IN THIS ONE TO CARRY IT OFF.

SO, UH, APPRECIATE THAT.

UH, SECOND, AS YOU HAVE, UH, NO DOUBT ALREADY DISCERNED FROM THE UPDATES AND YOUR CALENDARS, WE ARE BEGINNING TO BE IN THE THICK OF, UH, CEDAR HILL'S FALL ENGAGEMENT CALENDAR.

SO HAVE A LOT OF THINGS ON THE CALENDAR.

I WANT TO GO OVER, UM, A LOT OF ENGAGEMENT AND EVENTS, UH, HEADING OVER INTO THE NEXT, UH, FOUR TO SIX WEEKS, AND ESPECIALLY WITHIN THE NEXT TWO.

UH, TONIGHT IS A, UH, I'D SAY AN EFFICIENT AGENDA, BUT IT'S AN IMPORTANT ONE AS WE ARE, UM, SEEING SEVERAL ITEMS THAT ARE, UH, THE RESULT OF COUNCIL'S PRIORITIES OF THE PAST MAJOR BIG ROCKS, LIKE THE CONTINUATION OF DOWNTOWN COMPLETE STREETS.

UH, A BIG ITEM FOR THE, UH, FORMAL NAMING OF THE, UH, LIBRARY COMPONENT OF THE LIBRARY SIGNATURE PARK, WHICH WILL BE OPENING IN MARCH.

AND THEN A NICE UPDATE ON THE, UH, RESULTS AND UTILIZATION FROM THE INAUGURAL SEASON OF THE CEDAR HILL LAGOON.

UH, AND THEN MOVING FORWARD, WE'RE, UM, MOVING AHEAD ON ONE OF OUR MAJOR PLANNING INITIATIVES OF THE YEAR, AND THAT WAS OUR PUBLIC SAFETY, UH, STRATEGIC PLAN.

THIS HAS BEEN THE RESULT OF A LOT OF WORK BY OUR DEPUTY CITY MANAGER, UH, BOTH OUR POLICE CHIEF, FIRE CHIEF, AND, UH, AND THEIR TEAMS, UH, TO CRAFT A PLAN THAT IS AS UNIQUE AS CEDAR HILL IS.

NOT JUST NOW, BUT THE FUTURE THAT WE'RE REACHING TOWARDS.

SO WE'RE LOOKING FORWARD TO PRESENTING THAT PLAN TO YOU.

AND A REPORT ON LAGOON OPERATIONS FOR BRIEFING.

UH, GOING OVER THE, UH, BUSY CALENDAR FOR, UH, THE NEXT FEW WEEKS, UH, SATURDAY, THIS SEPTEMBER 30TH.

UH, WE HAVE TWO ITEMS, UH, OUR ANNUAL NEIGHBORHOOD SUMMIT PUT ON BY OUR NEIGHBORHOOD ADVISORY BOARD.

AND OUR NEIGHBORHOOD SERVICES TEAM, UH, WILL BE ON SATURDAY FROM NINE TO 12 AT THE ALLEN SIMMONS RECREATION CENTER.

I UNDERSTAND THEY HAVE A FULL HOUSE FOR THAT ALREADY.

UH, WE HAVE DONE A COURTESY NOTE, UH, NOTICE ON THAT.

SO IF YOU JUST WANT TO POP BY AND, UH, SAY HI, UH, TO THE NEIGHBORHOOD LEADERS WHO'VE COME TO THAT, YOU'RE CERTAINLY WELCOME TO DO THAT.

UM, ALSO AT 10:00 AM IS THE KEY CEREMONY FOR MARINE CORPORAL RAYMOND D HENNEGER II, WHO IS ONE, UH, CEDAR HILL'S, ONE OF NEW, ONE OF CEDAR HILL'S NEWEST RESIDENCY IS A WOUNDED, UH, VET WHO IS RECEIVING A HOUSE BY A NONPROFIT WHO'S BUILT IT EXPRESSLY FOR, UH, FOR HIS, UH, FOR HIS NEEDS.

AND SO WE'RE LOOKING FORWARD TO THAT EVENT TO, UH, UH, WELCOME CORPORAL HEGER TO, UH, HIS, HIS NEWLY ADOPTED CITY.

UH, AND COUNCIL HAS BEEN, UH, INVITED TO THAT AS WELL.

UH, TUESDAY, OCTOBER 3RD IS SORT OF THE SUPER BOWL OF PUBLIC SAFETY ENGAGEMENT FOR OUR CITY, AND THAT IS NATIONAL NIGHT OUT.

UH, AS ALWAYS, FROM SIX TO EIGHT, WE'LL BRING, UH, WE'LL PROVIDE SOME ADDITIONAL DETAILS.

TYPICALLY, WE WILL, UH, SHOW UP IN THE BRIEFING.

I DON'T SEE IF THE CHIEF'S HERE YET.

AND, UH, IN THE POLICE BRIEFING ROOM AROUND FIVE 30 OR SO.

AND THEN WE'LL BREAK UP INTO OUR TEAMS, AND THEN GO FOR OUR NIGHT OF ENGAGEMENT IN ALL THE VARIOUS EVENTS TAKING PLACE IN CEDAR HILLS, UH, NEIGHBORHOODS ON WEDNESDAY, OCTOBER 4TH.

YOU HAVE TWO THINGS GOING ON.

ONE THAT IS, UH, THE BEGINNING OF THE TEXAS MUNICIPAL LEAGUE ANNUAL CONFERENCE, WHICH WILL BE IN DALLAS, BUT IS GOING TO ALSO BE, UH, THE C H I S D HOMECOMING, HOMECOMING PARADE, WHICH THEY'RE BRINGING BACK AFTER, UH, SEVERAL YEARS OF ABSENCE.

IT WILL START AT THE HIGH SCHOOL, WIND ITS WAY DOWNTOWN, AND THEN GO BACK.

AND SO, UH, WE'RE EXCITED TO BE ABLE TO, UH, CELEBRATE, UM, THE, THE HIGH SCHOOL AND, UH, THE HOMECOMING, UH, CELEBRATION FOR THE COMMUNITY FOR THAT PARADE.

APPRECIATE OUR POLICE AND FIRE AND OUR SPECIAL EVENTS TEAMS. THEY'VE, UH, THEY'VE WORKED VERY CLOSELY TO MAKE SURE WE CAN PULL THIS ONE OFF.

AND AGAIN, IT'LL, IT'S OUR FIRST YEAR IN A WHILE, SO WE'LL BE LEARNING A FEW THINGS THROUGH THAT.

IT IS AT THE K BAILEY HUTCHINSON CONVENTION CENTER HERE IN DALLAS.

UH, THEN MOVING INTO, UM, THE LATTER PART OF NEXT WEEK, THURSDAY, OCTOBER 5TH, 7:30 AM IS THE NEXT MAYOR'S PRAYER BREAKFAST AT THE ALLEN E SIMS RECREATION CENTER.

FROM SEVEN 30 TO NINE, UH, THE SCHOOL DISTRICT WILL BE HOSTING ALSO ON THURSDAY, OCTOBER 5TH, UM, AN IN-PERSON MEETING WITH INFORMATION ABOUT THEIR VOTER APPROVED TAX RATIFICATION ELECTION.

AND THEY'VE CALLED FOR, UH, NOVEMBER.

THAT'S FROM SIX 30 TO SEVEN 30, WILL BE HELD AT HIGHLANDS ELEMENTARY SCHOOL.

AND THEN CITIZENS POLICE ACADEMY CLASS NUMBER FIVE.

MANY OF YOU WERE THERE FOR THEIR INAUGURAL KICKOFF, UH, A COUPLE OF MONTHS AGO THAT WILL BE HELD AT THE GRADY LAND BUILDING ON THE FIFTH FROM SIX 30 TO NINE, UH, FRIDAY, OCTOBER 6TH.

THIS IS NOT THIS FRIDAY, BUT THE NEXT ONE, THE CEDAR HILL CHAMBER OF COMMERCE WILL BE HOSTING THEIR ANNUAL GALA.

IT'LL BE AT OAK CLIFF TOWER.

UH, MANY OF YOU HAVE ALREADY RSVP'D, UH, FOR THAT EVENT.

GOOD EVENING, MAYOR COUNCIL, UH, PLEASURE TO BE HERE WITH YOU ALL TONIGHT.

TO SHARE SOME EXCITING NEWS ABOUT THE SUMMER THAT WE HAD AT ONE OF YOUR PARKS.

UM, THE MISSION OF THE CITY OF CEDAR HILLS TO DELIVER THE HIGHEST MUNICIPAL SERVICES TO OUR SYSTEMS CUSTOMERS, CONSISTENT WITH OUR COMMUNITY VALUES.

THOSE VALUES ARE PEOPLE IN RELATIONSHIPS, STEWARDSHIP, HIGHEST ETHICAL STANDARDS, AND SERVANT LEADERSHIPS.

IN PURSUING PREMIER, THE ONLY ONE THAT MATTERS UP THERE IS VIBRANT PARK TRAILS AND COMMUNITIES.

, UH, AS WE SAID, UH, JUST A QUICK RECAP OF THE SUMMER.

WE DELIVERED THIS PROJECT ON TIME, ON BUDGET, AND TONIGHT I'D LIKE TO THANK OUR, UH, PARTNER MARYANNE WITH B C I, UH, WHO HELPED US COME INTO THAT GOAL.

UH, WE'RE FINALIZING OUR PUNCH LIST AND WRAPPING UP, UH, ONE OF MANY, MANY STAFF TRAINING OPPORTUNITIES.

SO SINCE WE LAST TALKED, 27,377 PEOPLE HAVE WALKED THROUGH THE GATES AT YOUR POOL.

98 DIFFERENT CITIES, UH, 12 DIFFERENT STATES.

UM, WE AVERAGED 440 PEOPLE PER DAY, AND ABOUT 15% OF YOUR USERS WERE FROM OUTSIDE OF CEDAR HILL.

IN 2022, WE HAD 4,000 PEOPLE COME THROUGH THE GATES OF CRAWFORD.

SO JUST SOME QUICK STATS.

WE HAD 310 SWIM HOURS, 93 SWIM HOURS FOR YOUR, UH, SENIORS.

74 MEMBERS, ONLY 1,140 SWIM LESSONS WITH 200 PARTICIPANTS.

UH, 24 SPECIAL PROGRAMMING HOURS THAT INCLUDED MAYOR'S, TEAM COUNCIL, END OF SEASON PARTY, SPECIAL EVENT, END OF SEASON PARTY, UH, SENIOR PARTY, AS WELL AS ADULT RECESS.

AND WE DID EXCEPTIONALLY WELL WITH OUR CABANA RENTALS.

AND WE STILL THINK WE HAVE GROWTH WITH YOUR PARTY RENTALS, UH, MEMBERSHIPS.

WE SOLD 1,589 MEMBER, UH, SHIPS.

YOUR LIBRARY HAS, UH, CURRENTLY 1200, UH, LIBRARY CARD'S ISSUED OUT, AND WE HAVE 1800 ACTIVE MEMBERS AT THE ALLEN E SIM RECREATION CENTER.

WAIT A MINUTE, IS THAT, IS THAT A CHALLENGE TO THE LIBRARY? ? NOT AT ALL.

THEY HAD 883 TRAINING HOURS, WHICH EQUIVALENT OF ABOUT 40 TRAINING HOURS THROUGHOUT THE SUMMER FOR EACH OF OUR, UH, AQUATIC STAFF, INCLUDING OUR CASHIERS.

THEY HAD SIX SAVES RENDERED FIRST AID 16 TIMES, AND THEY ATE OVER A THOUSAND OTTER POPS PRETTY EASILY .

UM, WE ONLY HAD SEVEN CALLS TO 9 1 1, AND THREE OF THOSE HAPPENED OUTSIDE OF THE FACILITY.

SO THE COMMUNITY REALLY EMBRACED THEM.

UM, IN JULY OF 22, LEE CAME AND PRESENTED TO COUNCIL, YOU KNOW, A COMPARISON OF WHERE WE ARE AWARE AT CRAWFORD AT THAT TIME, AND OUR EXPECTED REVENUE FOR THE LAGOON, UH, CRAWFORD, WE ARE JUST OVER 50,000.

THE LAGOON, WE WERE FORECASTING 190,000.

WE WORK WITH OVER 400 POLICE DEPARTMENTS AND OVER 400 FIRE DEPARTMENTS AROUND THE COUNTRY, AND MANY, MANY, MANY IN TEXAS.

UM, WHO WE ARE IS A TEAM THAT'S COMPRISED OF, UH, PEOPLE SUCH AS MYSELF, WHO'S BEEN DOING THIS FOR 40 YEARS, UH, AS A PUBLIC SAFETY ANALYST.

AND PEOPLE SUCH AS ROBERT, WHO HAD A FORMER CAREER AS A, UH, PUBLIC SAFETY DIRECTOR IN THE, IN SOUTHLAKE, TEXAS, AND, UH, IS NOW A FULL-TIME CONSULTANT WITH THE FIRM.

AND THAT SYNERGY WORKS REALLY WELL FOR US TO GET THAT PURE ANALYSIS AND TO GET THAT FORMER EXPERIENCE TOGETHER.

WE CONSIDER OURSELVES A FACT-BASED FIRM.

I THINK AS YOU GO THROUGH THE REPORT, YOU'LL SEE THAT WE PROVE, UH, WHAT THE, THE NEEDS ARE FOR THE COMMUNITY AND FOR THE POLICE DEPARTMENT IN PROVIDING POLICE AND FIRE SERVICES TO THE COMMUNITY.

AND WE PROVE TO YOU ANALYTICALLY, THAT'S SOMETHING NOW OR IN THE FUTURE, UH, NEEDS TO BE ADDRESSED.

SO THE STUDY OBJECTIVES SIMPLY WERE TO LOOK AT, UH, WHAT THE RESOURCE NEEDS ARE, BOTH NOW IN POLICE AND FIRE, AS WELL AS IN THE FUTURE.

UM, SO WE LOOKED, UH, THOROUGHLY AT, UH, THE SERVICE ENVIRONMENT, THE COMMUNITY, AND WHAT THE NEEDS ARE IN BOTH POLICE AND FIRE FOR EACH ONE OF THE SERVICES THAT THEY PROVIDED.

AND THEN BUILT A DEPARTMENT, UH, AROUND THAT FOR BOTH NOW AND THE FUTURE, ESPECIALLY FOR FIRE, BECAUSE YOU ARE STILL GROWING, UH, LOOKING AT FACILITY AND EQUIPMENT NEEDS OVER A PROJECTION PERIOD WAS, UH, VERY IMPORTANT.

I THINK IT'S IMPORTANT ALSO TO RECOGNIZE THAT CEDAR HILL IS UNIQUE, AND SO MOST OF OUR ANALYSIS WAS LOOKING AT WHAT THE NEEDS ARE, UH, IN BOTH POLICE AND FIRE IN TERMS OF HOW THEY RESPOND TO CALLS FOR SERVICE, HOW THEY'RE ENGAGED WITH THE COMMUNITY, ET CETERA.

SURE, WE COMPARED YOU TO SOME NATIONAL PRACTICES, BENCHMARKS, BEST PRACTICES, THINGS LIKE THAT.

BUT THE, UH, WHAT YOUR OWN, UH, MISSION AND GOALS WERE AS A CHIEF RACE JUST BROUGHT UP, UH, WAS WHERE WE STARTED AS WELL.

AND SOME OF THE THINGS THAT WE DID IN THE STUDY, UH, RECOGNIZED THAT AND HELPED BUILD UPON THE UNIQUE NATURE OF WHAT WE NEEDED TO BUILD HERE IN TERMS OF THE METHODOLOGY, LOTS OF INPUT IN THIS STUDY.

WE EXTENSIVELY INTERVIEWED STAFF WITHIN BOTH POLICE AND FIRE DEPARTMENTS.

UH, BUT, UH, WE ALSO REACHED OUT TO THE

WE GOT, UM, SOME RESPONSE, A FEW HUNDRED RESPONSES, WHICH I'LL SUMMARIZE IN A LITTLE BIT.

UH, THE SURVEY WAS IN BOTH ENGLISH AND SPANISH.

UH, SO WE'RE ABLE TO GET, I, I THINK, A, UH, REALLY WIDESPREAD, UH, VIEWS OF THE COMMUNITY AND WHAT CURRENT ISSUES ARE, AND WHAT NEEDS, NEED TO BE BUILT ON IN THE FUTURE.

AS YOU GO THROUGH THE STUDY, YOU'LL SEE THAT THERE'S A LOT OF FACTS AND FIGURES IN THERE, AND THAT'S WHAT WE DO TO, TO SHOW, UH, HOW EFFECTIVELY THEY'RE SUPPORTING THE COMMUNITY, HOW RESPONSIVE THEY ARE WHEN, UH, THEY HAVE A NEED AND A REQUEST FOR SERVICE, AND HOW THEY'RE ENGAGED WITH THEM IN, IN OTHER WAYS AND SUPPORTING THEM, UH, BOTH THROUGH CALLS AS WELL AS, UH, OFFICER INITIATED ACTIVITIES SUPPORTED IN IN CASES AND FIRE PREVENTION, ET CETERA.

UH, WE DEVELOPED PROJECTIONS FOR 10 YEARS OF MISTAKEN THERE AS NOT 20 YEARS.

IT'S 10 YEARS, LOT'S HAPPENING IN THE NEXT 10 YEARS ANYWAY, AND BETWEEN 10 AND 20 YEARS, THAT WOULD BE MORE LIKE SCIENCE FICTION.

ANYWAY, UM, THROUGHOUT THE PROCESS, WE COLLABORATED EXTENSIVELY WITH, UH, THE CITY MANAGER'S OFFICE AS WELL AS WITH POLICE AND FIRE DEPARTMENT.

SO I THINK AS WE WENT FROM FACTS TO ISSUES TO ALTERNATIVES FOR CURRENT STAFFING AND ALTERNATIVES IN THE PROJECTION PERIOD, UH, WE, WE THOROUGHLY VETTED AND REVIEWED THOSE FINDINGS AND, UH, UH, CONCLUSIONS AND RECOMMENDATIONS WITH THE CITY AND THE TWO DEPARTMENTS, BECAUSE THE COMMUNITY FEEDBACK WAS AN IMPORTANT BACKBONE.

AND FOR THIS STUDY, BECAUSE AGAIN, COMMUNITY ENGAGEMENT IS AT THE CORE OF WHAT WE'RE DOING IN PUBLIC SAFETY TODAY.

IT WAS, I THINK IT'S IMPORTANT TO SPEND A COUPLE OF MINUTES TO TALK ABOUT THE FEEDBACK WE GOT FOR THE COMMUNITY.

WE GOT ALMOST 300 RESPONSES AND, UH, UH, IN, UH, IN BOTH THE ENGLISH AND THE SPANISH VERSION OF THE, UH, COMMUNITY SURVEY.

AND, UH, I, I THINK THAT'S, THAT'S A LOT OF RESPONSES.

I DON'T KNOW HOW REPRESENTATIVE IT IS.

IT ISN'T A STATISTICALLY VALID SURVEY, BUT A LOT OF PEOPLE TOOK THE OPPORTUNITY TO PROVIDE NARRATIVE RESPONSES TO US AS WELL, WHICH WE READ.

AND THAT GAVE US, UM, UH, A GOOD FOUNDATION FOR UNDERSTANDING AS WELL.

IT'S IMPORTANT TO RECOGNIZE THAT FOR BOTH POLICE AND FIRE, THERE'S A LOT OF SUPPORT FOR THE SERVICES THAT ARE BEING PROVIDED AND A LOT OF SATISFACTION WITH THOSE SERVICES.

UM, THEY, THERE'S A LOT OF GOOD FEEDBACK IN TERMS OF, UH, HOW RESPONSIVE THEY ARE, NOT JUST IN TERMS OF QUICKLY RESPONDING TO A REQUEST FOR SERVICE WHEN THEY HAPPEN, UH, BUT ALSO WORKING WITH THEM ON, ON PROBLEM SOLVING AND, UH, PARTNERING AND THINGS LIKE THAT.

UM, THE THREE MOST IMPORTANT THINGS THAT WERE BROUGHT UP IN TERMS OF NEEDS TO BE ADDRESSED ON THE POLICE SIDE WERE BURGLARIES AND THEFTS.

UH, ISSUES RELATING TO JUVENILES, UH, WERE THE BIGGEST ENFORCEMENT ISSUES.

UH, ON THE FIRE DE ON THE FIRE DEPARTMENT SIDE, THERE WAS A LOT OF RECOGNITION FOR THE SUPPORT THAT THE FIRE DEPARTMENT PROVIDED DURING THE INTENSE PART OF COVID IN 2020 AND 2021.

UH, BUT ALSO A HIGH VALUE TO THE PUBLIC EDUCATION THAT IS PROVIDED, BECAUSE TODAY, UM, DETERMINING WHAT IS AN EFFECTIVE POLICE DEPARTMENT OR FIRE DEPARTMENT IS MORE THAN JUST THE RESOURCES THAT YOU'VE EMPLOYED TO PROVIDE THOSE SERVICES, HOW THEY'RE ENGAGED WITH THE COMMUNITY, HOW THEY REFLECT THE COMMUNITY, AND, UH, HOW THEY, UH, PROBLEM SOLVE WITH THEM IN PARTNERSHIP IS VERY IMPORTANT.

AND D E I, DIVERSITY, EQUITY AND INCLUSION ARE VERY IMPORTANT COMPONENTS TO THIS.

UM, AND MANY, MANY POLICE DEPARTMENTS AND FIRE DEPARTMENTS ACROSS THE COUNTRY HAVE SLOWLY COME TO REALIZE THE IMPORTANCE OF THESE ISSUES.

THE GOOD NEWS HERE IN CEDAR HILL IS THAT THESE HAVE BEEN IMPORTANT, UH, FACTORS IN WHO THEY ARE AND WHO THEY ARE IN WORKING WITH THE COMMUNITY FOR A LONG PERIOD OF TIME.

AND THAT'S REFLECTED IN RECRUITMENT AND RETENTION, IN TERMS OF GETTING A MORE DIVERSE WORKFORCE IN TERMS OF TRAINING AS IT RELATES TO CULTURAL COMPETENCIES, IN TERMS OF POLICIES AND PROCEDURES TO ADDRESS ISSUES ASSOCIATED WITH BIAS AND DISCRIMINATION, TO, TO, UM, STRESS COMMUNITY ENGAGEMENT, TO BUILD TRUST AND AWARENESS AND PARTNERSHIPS WITH THE COMMUNITY AND ACCOUNTABILITY AND TO CONT AND NOT BE SATISFIED WITH THESE THINGS HAVING BEEN ADDRESSED AT SOME POINT IN TIME, BUT TO CONTINUALLY IMPROVE UPON THEM AND TO WORK WITH THE COMMUNITY TO DO THAT.

OKAY.

SO LET'S TALK A LITTLE BIT MORE ABOUT THE POLICE DEPARTMENT.

SO FIRST OF ALL, WE HAD, UH, A LOT OF FEEDBACK FROM THE POLICE DEPARTMENT AS WELL.

UH, WE HAD AN EMPLOYEE SURVEY, WHICH IS IMPORTANT, BUT WE INTERVIEWED A LARGE NUMBER OF THE EMPLOYEES WITHIN THE POLICE DEPARTMENT, TOO.

THE EMPLOYEE SURVEY GAVE US AT LEAST THE OPPORTUNITY TO QUANTIFY, UH, FEELINGS ABOUT THEIR JOB, AND THEY'RE WORKING WITH THE COMMUNITY, A LOT OF POSITIVE THINGS HERE, CERTAINLY RELATING TO THE, UH, LEVEL OF SERVICE THAT'S PROVIDED, UH, BUT

ALSO RECOGNITION OF THE MANY POSITIVE THINGS THAT YOU'VE DONE IN TERMS OF REGIONALIZED THING, REGIONALIZING, THINGS LIKE THE JAIL, EMERGENCY COMMUNICATIONS AND THINGS LIKE THAT.

VERY POSITIVE ABOUT TRAINING.

UH, IN TERMS OF, UM, UH, THE QUALITY OF IT, THERE WERE SOME ISSUES ABOUT THE AMOUNT OF IT AND THE FACILITIES WHICH WE ADDRESS IN THIS STUDY.

UM, BUT, UM, GENERALLY POSITIVE VIEWS ABOUT TRAINING IN, IN LAW ENFORCEMENT, AND AS ROBERT WILL EXPLAIN IN FIRE AS WELL, UH, POSITIVE VIEWS ABOUT MANAGEMENT GENERALLY AS WELL.

AND, UH, THAT'S SOMETHING THAT YOU SHOULD BE PROUD OF HERE TOO, BECAUSE QUITE OFTEN THAT, UH, ISN'T A POSITIVE FOR MANY DEPARTMENTS WE WORK WITH.

UM, THEY FEEL INVOLVED AND WELL INFORMED, AND I THINK THAT'S PART OF, UH, THE MANAGEMENT STRUCTURE AND THE, UH, MANAGEMENT FOCUS WITHIN THE POLICE DEPARTMENT.

AND, UH, THEY WANT MORE TRAINING AND PROFICIENCY.

UH, PATROL BELIEVES THAT THEY NEED ME MORE RESOURCES.

UH, SOMETHING I'LL TALK MORE ABOUT IN A LITTLE BIT, JAIL TRANSPORTS ARE AN EFFICIENCY ISSUE BECAUSE IT TAKES PEOPLE OUTTA SERVICE FOR A CERTAIN PERIOD OF TIME, AND AT SOME POINT, UH, THE TAKE HOME CARS WOULD BE, UM, APPRECIATED.

AND I, MANY DEPARTMENTS ARE LOOKING AT THAT.

UH, CERTAINLY IN TEXAS, WE HAVE MANY CLIENTS THAT ARE LOOKING AT THAT TODAY AS A WAY TO ENHANCE RECRUITMENT AND RETENTION, UH, OF OFFICERS.

SO OUR HIGH LEVEL CON CONCLUSIONS, FIRST OF ALL, I, WE CAN'T SAY ENOUGH ABOUT THE REGIONALIZATION.

UM, WE'VE WORKED ELSEWHERE IN TEXAS AND AROUND THE COUNTRY, AND YOU ARE ON THE TOP TIER IN LOOKING AT REGIONALIZATION, WHICH, UH, CERTAINLY ENHANCES YOUR ABILITY AS SMALL TO MEDIUM SIZED COMMUNITY TO PROVIDE MORE SERVICE BY POOLING THOSE RESOURCES, UH, WITH YOUR NEIGHBORS.

UM, JUST QUICKLY, YOU'RE, YOU'RE CALL DISTRIBUTIONS ARE PRETTY MUCH THE SAME KIND OF PATTERN THAT MOST COMMUNITIES HAVE.

UM, THEY, UH, PEAK IN THE LATE AFTERNOON AND EARLY EVENING, AND THEY FALL OFF IN THE LATE NIGHT.

NOTHING UNUSUAL THERE.

UM, IN TERMS OF THE FREQUENCY, THE, THE TYPES OF CALLS THEY WOULD RESPOND TO, THE KIND OF THINGS WE USUALLY SEE IN A SUBURBAN COMMUNITY, UM, MOSTLY QUALITY OF LIFE TYPES OF THINGS, BUT ALSO SOME THINGS RELATING TO, UH, PROPERTY CRIMES AND DISTURBANCES AND THINGS LIKE THAT.

UH, NOTHING UNUSUAL.

I THINK IT'S GOOD TO SEE THAT AS A RELATIVELY LOW CRIME COMMUNITY, THAT MAJOR CRIME DOES NOT OCCUR IN THE TOP 10 TYPES OF CALLS FOR SERVICE.

THIS IS ONE OF THE MOST IMPORTANT THINGS IN THE POLICE SIDE OF THE, UH, STUDY.

YOU KNOW, IT'S, IT'S A, IT'S NOT ENOUGH TO SAY THAT THE POLICE DEPARTMENT IS EFFECTIVE AT RESPONDING TO CALLS FOR SERVICE.

UM, AS IMPORTANT AS THAT IS, AS THAT IS, THEY'RE RESPONDING TO THINGS THAT HAPPENED THREE TO 10 MINUTES AGO.

AND, UH, OFTEN THERE REPORT TAKERS.

OFTEN THERE'S NO SUSPECTS OR LEADS OR WHATEVER, BUT THE MOST IMPORTANT THING FOR PATROL OFFICERS TO BE INVOLVED IN IS PROACTIVE POLICING.

AND BY THAT WE'RE TALKING ABOUT BEING VISIBLE IN AREAS ABOUT PARTNERING WITH THE COMMUNITY.

UH, THIS IS WHERE THEY SOLVE PROBLEMS, AND THEY NEED TO HAVE ENOUGH TIME TO BE ABLE TO DO THAT.

GENERALLY IN OUR RESEARCH AND THE RESEARCH THAT OTHER, UH, FIRMS AND RESEARCH ORGANIZATIONS COME UP WITH IS THAT THE MAGIC NUMBER IS AROUND 40%.

IF YOU'RE AROUND 40% OVERALL OF YOUR TIME, TO BE PROACTIVE, THAT TIME EXISTS, UH, TO PARTNER WITH THE COMMUNITY AND TO BE ON THE LOOKOUT FOR THINGS THAT MAY BE, UH, GOING ON BEFORE THEY GET TO BE MAJOR THINGS.

YOU MEET THAT LEVEL.

IT, THERE ARE SOME ISSUES ABOUT HOW WELL IT'S DISTRIBUTED THROUGH THE DAY.

UM, MUCH OF THAT PROACTIVE TIME IS DISTRIBUTED IN THE LATE NIGHT AND EARLY MORNING HOURS, DURING WHICH TIME THERE'S NOT A LOT OF PROACTIVE TIME, UH, THINGS TO DO.

UM, THERE ARE SOME ISSUES IN THE MIDDLE OF THE DAY WHEN PEOPLE ARE AWAKE AND NEEDING HELP OR CAUSING PROBLEMS. UH, AND WE ARE RECOMMENDING THAT THE POLICE DEPARTMENT LOOK AT, UH, REDEPLOYING, UH, TO MODERATE EXTENT TO MAKE THAT GREEN A LITTLE MORE UNIFORM THROUGHOUT THE DAY.

BUT GENERALLY, YOU'VE GOT ENOUGH OFFICERS TO HANDLE FROM THIS IMPORTANT PERSPECTIVE.

IT'S IMPORTANT TO RECOGNIZE

UM, DO YOU, DO YOU HAVE FIGURES ABOUT HOW MANY ADDITIONAL OFFICERS WE WOULD HAVE TO HAVE, YOU KNOW, ON THE STREET AT THAT TIME IN ORDER TO, TO ALLOW THEM TO, TO REACH THOSE THRESHOLDS? IT'S OUR CONCLUSION THAT BY CHANGING START TIMES, YOU COULD MAKE MORE GREEN.

YOU, YOU, IF YOU ADDED MORE OFFICERS, UH, IN ONE PERIOD OF TIME, YOU'RE GONNA HAVE WAY EXCESSIVE, UH, PROACTIVE TIME IN OTHER PARTS OF THE DAY.

SO WE'RE THINKING A REDISTRIBUTION OF SOME OF THAT NIGHTTIME PROACTIVE TIME TO THE DAYTIME WOULD HELP ADDRESS THAT.

NO, NO CITY IS GONNA BE COMPLETELY GREEN UNLESS YOU'RE A 5,000 PERSON COMMUNITY WITH VERY SMALL POLICE FORCE AND NOTHING'S HAPPENING.

SO YOU EXPECT TO HAVE SOME LIGHTER GREEN OR GRAY KIND OF SHADES.

SO THIS ONE CAN BE ADDRESSED FOR NOW, BUT NOT FOR LONG, AS I'LL TALK ABOUT A LITTLE BIT.

OKAY.

UM, SO THE USES OF PROACTIVE TIME IS REALLY IMPORTANT.

THEY AREN'T JUST FALLING BACK ON.

WE HAVE THE TIME.

THEY'RE NOT JUST SAYING WE'RE AVAILABLE AND DRIVING AROUND RANDOMLY.

THEY'RE ACTUALLY USING THAT TIME TO MEET WITH THE COMMUNITY TO ADDRESS PROBLEMS THAT THEY HAVE.

AND THIS SHOWS THAT AN IMPORTANT NUMBER THERE IS THAT YOU SEE ALMOST 35,000 THINGS THAT YOU COUNT.

AND THERE'S A LOT OF THINGS THAT YOU DON'T COUNT IN TERMS OF PROACTIVE ACTIVITIES.

GOING BACK TO THE CALLS FOR SERVICE, THIS IS ABOUT TWO OR THREE TIMES THAT NUMBER.

USUALLY AT COMMUNITIES WE'RE WORKING WITH, THE NUMBER OF PROACTIVE TYPES OF THINGS THEY DO IS LESS THAN HALF OF THE CALLS.

SO YOU'VE GOT A POLICE FORCE THAT IS VERY ACTIVE, VERY HIGHLY UTILIZED, NOT JUST RESPONDING TO THE THINGS THAT HAPPENED IN THE PAST, BUT ALSO WORKING WITH THE COMMUNITY PROACTIVELY ABOUT PROBLEMS THAT THEY'RE, UH, CONCERNED ABOUT OUT.

UM, MOVING ON TO INVESTIGATIONS.

UM, YOU HAVE THE VERY FORTUNATE, UH, TREND HERE THAT CRIME IS GOING DOWN BOTH PROPERTY CRIME AND PERSON CRIME.

PROPERTY CRIMES HAVE DECREASED ALMOST 19% SINCE 2016.

AND PERSON CRIMES HAVE GONE DOWN BY ABOUT 15%.

UH, THAT'S JUST THROUGH 2020 WHEN WE HAD, REMEMBER WE DID A LOT OF THIS STUDY OVER THE LAST YEAR, AND 2020 AND 2021 ARE NOT VERY GOOD YEARS STATISTICALLY TO BE ABLE TO DO THIS.

AND THE F B I REPORTS EVERYTHING A YEAR AND BEHIND.

SO IT'S, IT'S TICKED UP A LITTLE BIT, BUT, BUT NOT MUCH.

SO THE LEVEL OF MAJOR CRIME THAT HAPPENS IN CEDAR HILL IS OCCURS AT, AT VERY LOW LEVELS.

SO WE LOOKED EXTENSIVELY AT THE WORK THAT DETECTIVES DO IN HANDLING THESE AND OTHER CASES, OTHER LESS SERIOUS CRIMES.

AND, UM, UH, CAME TO THE CONCLUSION THAT THE NUMBER OF DETECTIVES YOU HAVE NOW, UH, PROVIDES A GOOD SERVICE, GET, HAS A HIGH, RELATIVELY HIGH CLEARANCE RATES FOR REPORT AND CLIMB.

AND, UH, THE CURRENT STAFF IS, UH, IS FINE.

SO LOOKING AT PROJECTIONS, UM, THE CITY IS, UM, OBVIOUSLY CONTINUING TO GROW.

IT'S GONNA GROW IN TERMS OF ITS RESIDENTIAL POPULATION BY AT LEAST 16% IN THE NEXT 10 YEARS.

UH, CALL FOR SERVICE GROWTH, WE PROJECT, UH, WILL BE RELATIVELY CONSISTENT WITH THAT AS WELL AS, UH, CRIME.

UM, BUT OVER THE NEXT, UH, 10 YEARS, AND WE SHOW THIS INCREMENTALLY AND BY YEAR, YOU'LL NEED TO ADD NINE NEW POSITIONS OVER THE PERIOD.

IT'S IMPORTANT TO RECOGNIZE, THOUGH, THAT DON'T JUST GO BY WHAT WE SAY, IT'S THE NUMBER OF OFFICERS YOU NEED.

THE WORKLOAD IS THE IMPORTANT PART, AND THAT MAY GO UP OR DOWN DEPENDING ON FACTORS THAT WE CAN'T PROJECT AT THIS TIME.

UH, THE RESPONSES FROM FIRE WERE, WERE VERY POSITIVE.

UM, THE FACT THAT THEY'VE GOT STRONG TIES TO THE COMMUNITY, THE FACT THAT THEY FEEL LIKE THEY PROVIDE A HIGH LEVEL OF, UH, SERVICE TO THE COMMUNITY AND THE CITY AND THE COMMUNITY SUPPORTS THEM IN THOSE ENDEAVORS.

THEY WERE VERY POSITIVE ABOUT THE APPARATUS AND EQUIPMENT THAT'S PROVIDED TO THEM TO CONDUCT THE WORK.

THAT THE APPARATUS IS RELIABLE, IT'S, IT'S ABLE TO EFFECTIVELY MITIGATE THE TYPES OF EMERGENCIES THAT, THAT THEY TYPICALLY RESPOND TO.

UM, INCLUDING THE, THE PROACTIVE USE OF THE, THE BLOCKER TRUCK TO USE A LESS EXPENSIVE VEHICLE TO BLOCK BLOCK INCIDENTS DURING HIGHWAY, HIGHWAY CRASHES AND, AND KEEP THE CREW SAFE DURING THOSE SCENES.

UH, AND AND MUCH LIKE POLICE, THEY WERE ALSO VERY POSITIVE ABOUT THE TRAINING, BUT, BUT THOUGHT THAT THERE WERE OPPORTUNITIES TO IMPROVE THE FACILITIES THAT THEY CURRENTLY, UH, USE FOR TRAINING.

SO MUCH LIKE POLICE, STRONG REGIONALIZATION IN THE FIRE SERVICE.

UH, YOU'VE GOT THE SHARED COMMUNICATIONS CENTER, THERE'S, THERE'S SOME ISSUES WITH CAD, UH, SO

SO, SO WHAT WE FOUND IN THE ANALYSIS OF, OF THE DATA, IT WAS PROBLEMATIC BECAUSE EVERY UNIT GOT THE SAME TIMESTAMP.

SO IF THEY CALLED FOR A SECOND ENGINE, IT WOULD APPEAR AS IF THAT THAT UNIT WANTED AS THE SAME EXACT TIMES AS AS THE FIRST UNIT.

SO IT WAS HARD FOR US TO, TO FULLY ANALYZE THE EFFECTIVENESS OF, OF FIRST DUE VERSE WHAT'S CALLED AN EFFECTIVE RESPONSE FORCE.

SO, SO HOW QUICKLY CAN THEY ASSEMBLE ENOUGH PEOPLE TO TRULY MITIGATE THE EMERGENCY SINCE WE WERE ONLY SEEING TIMESTAMPS OF FIRST UNIT OR WHEN THE CALL ENDED, LAST UNIT TO LEAVE.

SO A LITTLE DIFFERENT WITH THEM.

SO THERE ARE SOME IMPROVEMENTS THAT ARE NEEDED IN THAT, UH, USING THE BOUNDARY DROP WITH DESOTO AND DUNCANVILLE IS, IS A GREAT ADVANTAGE FOR YOU GUYS.

UH, THE DISPATCH CENTER'S ABLE TO SEE WHERE THE UNITS ARE CLOSEST UNIT GETS, UH, DISPATCHED TO THE EMERGENCY TO, TO ENSURE THAT YOU HAVE THAT TIMELY AND EFFECTIVE RESPONSE.

UM, AGAIN, THE REGIONAL RESPONSE TO EMERGENCY MANAGEMENT AND THEN THE, THE SHARED SPECIALTY RESOURCES SUCH AS THAT, UH, THE CRASH TRUCK, UM, THE, THE, THE BUS, UH, AND, AND REGIONAL HAZMAT AND, AND OTHER APPROACHES TO, TO MITIGATE THOSE EMERGENCIES THAT, THAT ARE LESS FREQUENT BUT, BUT CRITICAL AND, UH, NEED TO BE HANDLED IN A TIMELY AND EFFECTIVE MANNER.

WE DID FIND SOME, SOME NEEDS FOR A SHARED PEAK TIME E M S UNIT, AND AS WE'LL SHOW YOU YOUR FIRE CALLS ARE SIMILAR TO THE POLICE CALLS WHERE ONCE PEOPLE WAKE UP, THERE'S MORE CALLS WHEN THEY'RE IN BED, THERE'S LESS, BUT, BUT DURING YOUR PEAK TIMES OVERALL UTILIZATION OF THE AMBULANCES BETWEEN THE THREE CITIES IS, IS OVER 20%, WHICH IS THE POINT WHERE YOU WANNA START LOOKING AT THE NEED FOR ADDITIONAL RESOURCES.

UH, AND SOME OF THEM ARE CLOSING IN ON 26, 20 7%, WHERE 30% IS KIND OF THAT LINE IN THE SAND.

YOU NEED TO DO SOMETHING SO MUCH LIKE THE POLICE OFFICERS, UH, TIME, IT WAS THE MIDDLE OF THE DAY WHEN THEY'RE GETTING STRESSED OVER THAT 30%.

SO IT, IT DOESN'T MAKE SENSE AT THIS POINT TO PUT IN A ANOTHER 24 HOUR UNIT, BUT DUNCANVILLE AND DESOTO ARE BOTH FEELING THAT SAME STRAIN, ESPECIALLY IN THE MIDDLE OF THE DAY.

SO GETTING THAT SHARED RESOURCE TO ALLEVIATE IT DURING THOSE PEAK TIMES FOR, FOR E M S NEEDS IS, IS A BENEFIT.

UM, JOINT TRAINING ACADEMY, UH, LOOKING AT REGIONALIZING, UH, FIRE APPARATUS, FLEET MAINTENANCE, WERE, WERE SOME IDEAS THAT CAME OUTTA THE STU STUDY.

SO THE HISTORY OF YOU GUYS INVESTING IN THE TRAINING, THE APPARATUS, THE EQUIPMENT AND THOSE THINGS, UH, MADE US FEEL LIKE THOSE WERE GOOD FINDINGS.

YOU KNOW, UH, WHEN YOU PUT AN ORGANIZATION UNDER A MAGNIFYING GLASS, YOU KNOW, THERE'S DIFFERENT THINGS THAT YOU FIND.

AND ONE OF THE THINGS WE DID IN THIS PROCESS, BUT NOT ONLY PUT THE ORGANIZATIONS UNDER THAT, WE ALSO PUT THE DATA UNDER IT.

SO A LOT OF THE, UH, RESULTS OF THIS COME FROM LOOKING AT DATA, AND SOME OF IT WAS HARD DATA TO LOOK AT.

SOMETIMES YOU THINK YOU'RE DOING DIFFERENT THINGS IN DIFFERENT AREAS, BUT WHEN YOU REALLY PUT IT UNDER THAT YOU FIND A LOT, YOU FIND SOME GAPS.

AND I THINK IT WAS VERY PROACTIVE OF THE COUNCIL AND CITY MANAGER'S OFFICE, UH, TO REALLY LOOK AT THIS.

AND BECAUSE I THINK WE'VE GOT A GOOD ROADMAP ON HOW WE CAN MOVE THE ORGANIZATION AND PUBLIC SAFETY FORWARD.

UM, THIS REPRESENTS THE, UH, BEST PRACTICES, BUT IT ALSO HAS A LOCAL REALITY AND A LOCAL SPEND.

SO A LOT OF THINGS THAT MIGHT FIT IN DIFFERENT CITIES MAY NOT FIT HERE.

SO THE COLLABORATIVE EFFORT OF US GETTING TOGETHER AND REALLY DISCUSSING WHAT THOSE BEST PRACTICES WERE, BUT WHAT OUR LOCAL REALITY WERE WAS, UH, WAS A GREAT EXERCISE IN ITSELF.

AND SO, UH, WE WILL CONTINUE TO SEEK, UH, STAKEHOLDER INPUT.

WE WILL CONSIDER TO, UH, REALLY LOOK AT OUR ORGANIZATIONS UNDER THAT MAGNIFYING GLASS.

AND ALSO, UH, EVERYTHING WE DO IS ABOUT MRS. SMITH AND SO, AND THE COMMUNITY THAT WE SERVE.

SO, UH, AS WE LOOKED AT THIS STUDY, THAT WAS ONE OF THE THINGS WE REALLY LOOKED AT IS WHAT, WHAT'S IN THIS FOR MRS. SMITH, NOT CHIEF SMITH, WHAT'S IN IT FOR MRS. SMITH? AND THAT'S WHO WE PROVIDE SERVICE TO.

I THINK THIS IS SO IMPORTANT WITH PUBLIC SAFETY BEING OUR NUMBER ONE PRIORITY, THAT WE DEVELOP THAT DASHBOARD AND TIMELINE.
