AND, UH, HOPEFULLY THE SUMMER THAT THE LONG SUMMER THAT WE HAVE ALL ENDURED IS, UH, BEHIND US IN A GREAT AND BEAUTIFUL FALL, UH, IS BEFORE US.

SO, SPEAKING OF THAT, I HAD OCCASION THIS MORNING TO ATTEND THE RIBBON CUTTING FOR THE NEWLY COMPLETED CAMP WISDOM ROAD, UH, EXPANSION BEHIND THE DAM, UH, THAT, UH, BRINGS GRAND PRAIRIE INTO, UH, INTO DALLAS THERE AT THAT INTERSECTION OF 1382, UM, IN CAMP WISDOM.

AND THEY HAVE ATTACHED, UH, A TRAIL TO THAT, WHICH IS THEN PART OF THE REGIONAL TRAIL THAT WE'VE BEEN BUILDING TOGETHER.

UH, AND I SAY THAT BECAUSE, UM, BOTH, UH, GRAND PRAIRIE, DALLAS COUNTY AND CITY OF DALLAS ALL, UH, SPENT A FAIR AMOUNT OF TIME TALKING ABOUT CEDAR HILL'S LEADERSHIP IN, UH, BRINGING AND MAKING 1382 ACCESSIBLE, UH, FOR THIS REGION.

SO, UH, THEY ARE DOING THEIR PART TO, UH, MAKE THIS REGIONAL CONNECTION HAPPEN, UH, AND IT'S, UH, VERY NICE TO BE ABLE TO SEE THAT.

SO, THANK YOU FOR YOUR LEADERSHIP THERE.

UH, A COUPLE OF HOUSEKEEPING THINGS.

YOU HAVE FOUND YOUR BIG BROWN ENVELOPE THAT IS, UH, COME TO US COURTESY OF OUR, UH, SCHOOL BOARD AND, UH, THE DISTRICT THAT WANTED TO MAKE SURE THAT YOU HAD A COMPREHENSIVE PACKET OF INFORMATION, UH, ABOUT, UH, THE UPCOMING, UH, TAX RATIFICATION ELECTION, AND ITS CONCENTRATION ON, UH, TEACHER PAY AND SCHOOL SECURITY.

AS YOU MAY BE, UH, DISCUSSING SUCH THINGS WITH YOUR CONSTITUENTS OR IN YOUR NEIGHBORHOOD.

THE DISTRICT WANTED TO MAKE SURE THAT YOU HAD ACCESS TO ALL OF THEIR INFORMATION, AS WELL AS SOME OF THE OTHER PUBLIC ENGAGEMENT EVENTS THAT THEY, UH, WILL BE DOING TO INFORM THE PUBLIC OVER THE NEXT SEVERAL WEEKS.

UM, THEY HAVE ALSO INCLUDED, UM, A PASS IN THERE SO THAT, UH, UH, COUNCIL MEMBERS ARE, UM, ARE INVITED TO A ATTEND, UH, ATHLETIC EVENTS, UH, WHEN THEY'RE AT HOME.

THE BUDGETS THAT ARE IN THE PACKET HAVE BEEN THE BUDGETS THAT WERE RECOMMENDED BY THE BOARD OF DIRECTORS OF EACH OF THE PITS.

UH, HAVING COMPLETED THAT WORK, WE WILL BEGIN THE PROCESS OF ADOPTING THE BUDGET AND THE TAX RATE, UH, FOR, UH, THE CITY ITSELF.

BEGIN WITH THE CON, UH, CONDUCTING A PUBLIC HEARING, UH, RELATED TO THE PROPOSED TAX RATE OF 64 CENTS.

AS YOU KNOW, THIS IS A PENNY LESS THAN WHAT IT HAS BEEN IN THE PREVIOUS YEAR.

SO THE TAX RATE IS GOING DOWN.

SECOND ITEM IS A PUBLIC HEARING ON THE PROPOSED BUDGET FOR FISCAL YEAR 23 AND 24.

SO THESE ARE, THOSE FIRST TWO ARE JUST PUBLIC HEARINGS ONLY, NO ACTION.

AND THEN BEGINNING WITH SEVEN C, WE ACTUALLY DO THE ACTION PART.

SO, UM, ITEM C IS THE, UH, ORDINANCE 23 7 84 APPROVING AND ADOPTING, UH, THE OPERATING, THE COMBINED OPERATING BUDGETS FOR, UH, FISCAL YEAR 23 AND 24.

THAT DOES REQUIRE A RECORD VOTE.

YOU DO HAVE A SUMMARY SHEET, UH, AT THE DAAS THAT, UH, PROVIDES THE PRESCRIBED LANGUAGE THAT, UH, IS REQUESTED FOR THOSE ITEMS. ITEM D IS THE ORDINANCE ADOPTING THE CAPITAL BUDGETS FOR THE CITY, UH, FOR, UH, 23 AND 24.

UM, ITEM E AND HAVING ADOPTED THE BUDGETS ARE, IS THE ORDINANCE TO ACTUALLY ADOPT THE PROPOSED TAX RATE, UH, OF 64 CENTS.

UH, THAT ALSO REQUIRES A RECORD VOTE AND A PRESCRIBED MOTION, WHICH AGAIN, YOU HAVE IN FRONT OF YOU.

AND THEN FINALLY, ITEM F IS ANOTHER ORDINANCE THAT BASICALLY RATIFIES THE PREVIOUS ACTIONS THAT YOU JUST TOOK TO ADOPT THE BUDGET AND THE TAX RATE TO SUPPORT IT.

SO WE GET THROUGH ALL OF THOSE.

YOUR BUDGETS WILL BE, UH, FORMALLY CONSIDERED AND ADOPTED.

I'M JUST TAKE A MOMENT TO EXPRESS MY APPRECIATION TO THE COUNCIL FOR, UM, THEIR, UH, AWESOME AND VERY CONSISTENT PRIORITIZATION AND LEADERSHIP TO GET US TO THIS POINT.

THE SECOND LINE SAYS, WHICH IS AN EFFECTIVELY A 6.75% INCREASE IN THE TAX RATE.

WELL, OUR TAX RATE IS GOING DOWN.

SO IS THAT'S JUST TO COMPLY.

'CAUSE THIS IS NOT AN INCREASE IN THE 6.7% INCREASE IN THE TAX RATE.

AND I CAN GET NO RHYME OR REASON TO THE 6%.

WE'VE HAD MANY CONVERSATIONS, AS YOU KNOW, THAT IS, THAT IS DICTATED BY THE COUNTY TAX OFFICE AND THEN ULTIMATELY THE COMPTROLLER'S OFFICE ON HOW THEY DO THOSE FORMULAS.

YOUR TAX RATE IS GOING DOWN A FULL PENNY FROM LAST YEAR.

THE LANGUAGE IS READ THAT, UH, I THINK, YOU KNOW, MY, MY CONCERN IS IF WE READ THIS WRONG, EVEN THOUGH THEY SENT THE LANGUAGE TO US, UM, IF IT'S WRONG, IS, IS THERE A PROBLEM WITH THAT? SO WE DO NOT BELIEVE IT'S WRONG.

WE BELIEVE THIS IS THE SAME METHODOLOGY THAT THEY'RE REQUIRING ALL OTHER TAXING ENTITIES TO ADOPT THEIR RATES BY.

SO, UM, THE RECOMMENDATION IS THAT WE TAKE IT, AGAIN, IT'S VERY SPECIFICALLY PRESCRIBED ALLY TAX RATE.

SO TONIGHT WE'RE GONNA TALK ABOUT OUR BUILDING PERMIT FEES.

SO AS WE START EVERY PRESENTATION, OUR VISION HERE IN CEDAR HILLS, WE ENVISION CEDAR HILLS A PREMIER CITY THAT RETAINS ITS DISTINCTIVE CHARACTER WHERE FAMILIES, BUSINESSES CAN FLOURISH IN A SAFE AND CLEAN ENVIRONMENT.

OUR MISSION IS ALWAYS TO, TO DELIVER THE HIGHEST QUALITY MUNICIPAL SERVICES TO OUR CITIZENS AND CUSTOMERS.

SO OUR AGENDA TONIGHT IS TO, UH, DISCUSS THE PERMIT FEE HISTORY AND SOME RESEARCH THAT WE'VE PERFORMED.

SHOW YOU SOME COMPARISONS, ALSO DISCUSS THE BUILDING APPEALS AND ADVISORY BOARDS OF RECOMMENDATIONS, AND ALSO DISCUSS A LITTLE BIT ABOUT THE HOUSE BILL 1922 THAT WAS, UH, APPROVED THIS YEAR BY OUR, UH, LEGISLATORS.

SO A LITTLE BIT OF RESEARCH IN COMPARISON.

BELIEVE IT OR NOT, IT'S BEEN 14 YEARS SINCE OUR LAST ADOPTION OF OUR PERMIT FEES.

OUR LAST PERMIT FEES WERE ADOPTED IN 2009, QUITE A LONG TIME AGO.

UH, WE DID SOME RESEARCH WITH OUR 11 SURVEY EIGHT CITIES, AND WE FOUND THAT MANY CITIES CHARGING WIDE VARIETY OF WAYS TO CALCULATE BUILDING PERMIT FEES BASED USING, BASED ON VALUATION OF CONSTRUCTION, BASED ON SQUARE FOOTAGE, FLAT FEES, VALUATION AND SQUARE FOOTAGE COMBINED.

AND IN OTHER CASES, FLAT FEES.

UNFORTUNATELY, A COUPLE YEARS AGO, THE TEXAS LEGISLATIVE, UH, THE TEXAS LOCAL GOVERNMENT CODE PROHIBITED MUNICIPALITIES IN DETERMINING PERMIT FEES BASED ON VALUATION FOR RESIDENTIAL FAMILY DWELLING.

LUCKILY, WE WERE IN A POSITION WHERE WE DIDN'T CHARGE BASED ON VALUATION, WE BASED ON SQUARE FOOTAGE.

SO WE WERE IN COMPLIANCE WITH STATE LAWS AT THE TIME.

SO OUR NEXT STEP IS TO SHOW YOU THE, OUR FEE SCHEDULE FOR NON-RESIDENTIAL PERMIT FEES.

SO WE USE A TABLE D, WHICH IS A COMBINATION OF UTILIZING VALUATION OF CONSTRUCTION FOR COMMERCIAL INDUSTRIAL MULTIFAMILY RETAINING WALLS FOR BOTH COMMERCIAL AND RESIDENTIAL TENANT FINISH OUTS AND OTHER PERMITS THAT AREN'T SPECIFIED WITHIN OUR ORDINANCES.

SO OUR CURRENT FEES FOR VALUATION OF UP TO $500 IS $50.

OUR PROPOSAL THIS YEAR IS TO INCREASE THAT TO $75 FOR PERMIT VALUATION UP TO $2,000.

OUR PROPOSAL IS TO INCREASE FROM A DOLLAR 40 TO A DOLLAR 60 FOR EACH ADDITIONAL $100 VALUE OVER THE 500 FOR 2020 5,000.

OUR VALUATION WOULD INCREASE FROM $9 TO $12 FOR EACH ADDITIONAL $1,000 VALUE.

FOR 25,000 TO 50,000, WE WOULD INCREASE FROM $8 TO $11 PER THOUSAND.

AND FOR UP TO 100,000, WE WOULD INCREASE FROM $7 TO $10 PER $1,000 ADDITIONAL VALUE OVER THE 50,000 FOR 100,000 TO 500,000, OVER A HUNDRED THOUSAND, IT WOULD INCREASE FROM $6 TO FIVE DO, OR $6 TO $8 FOR EACH ADDITIONAL 1000.

AND THEN FOR 500,000 TO 1 MILLION, WE WOULD REMAIN THE SAME AT $5 PER $1,000 VALUE OVER 1 MILLION OR OVER 500,000.

HOWEVER, TO KEEP IN LINE WITH OUR SURVEYED CITIES, WE FELT THAT WE NEEDED TO ADD AN ADDITIONAL CATEGORY THIS YEAR TO TAKE IT FROM, UH, PROJECTS THAT ARE GREATER THAN $1 MILLION AND OVER.

AND THAT VALUE WOULD BE FOR EVERYTHING OVER $1 MILLION WOULD BE $4 PER $1,000 VALUE OVER ONE OVER THE $1 MILLION.

I KNOW THERE'S A LOT OF NUMBERS ON THE PAGE THAT KIND OF GETS YOU ALL CONFUSED.

SO WE HAVE A LITTLE BIT OF A COMPARISON IN CHARTS TO SHOW YOU WHERE WE ARE WITH OUR SURVEYED CITIES.

SO FOR THE FIRST SLIDE, FOR $2,000 VALUE, OUR CURRENT FEE SCHEDULE, WE CHARGE $71 FOR THAT PERMANENT FEE.

WE, UNDER THE NEW NEW PROPOSED FEE, IT WOULD BE $99.

OUR GOAL IS ALWAYS TO BE WITHIN THE MIDDLE OF OUR SURVEYED CITIES.

AND THIS PLACES US IN THE MIDDLE OF OUR SURVEYED CITIES INSTEAD OF AT THE LOWER END.

FOR A $25,000 VALUE, OUR CURRENT FEE IS $278.

THIS FEE WOULD INCREASE TO $403 ONCE AGAIN BEING WITHIN THE MEAN OF OUR SURVEYED CITIES.

FOR $50,000 VALUE OF WORK, OUR CURRENT FEE IS $478.

THE NEW FEE WOULD BE $678.

AND FOR A HUNDRED THOUSAND DOLLARS VALUE OF WORK, OUR FEE IS $828.

AND THAT WOULD INCREASE TO $1,178.

UH, I'M JUST CURIOUS, UM, IT SEEMS TO BE A PRETTY BIG GAP THERE AND I'M, I'M GLAD WE'RE GETTING, GETTING CAUGHT UP.

I'M JUST CURIOUS, UM, WHEN WAS, DO YOU HAVE, UH, YOU KNOW, ESTIMATE OF DATES WHEN THEY, UM, WHEN THE OTHER CITIES HAD CHANGED THEIR RATES? I MEAN, H H SO THE PREVIOUS CITIES IN OUR SURVEY CITIES, WE, WE RESEARCHED WHEN THEY DID UPDATES ON THEIR FEES, AND MOST OF THEM WERE FROM 2019 FORWARD.

OKAY.

UM, ONCE AGAIN, WE'VE BEEN 14 YEARS SINCE 2009 SINCE WE'VE EVEN LOOKED OR TRIED TO ADJUST OUR FEES.

NOW YOU ASK WHY IS THERE AN INCREASE? WHEN OUR BASE, WHEN OUR NUMBERS STAYED THE SAME, IT'S BECAUSE WE INCREASED OUR BASE RATE AT $25 FROM 50 TO $75, WHICH IS COMPOUNDED ALL THE WAY THROUGH WITH THE OTHER INCREASES, UM, THAT WE DID IN THE PREVIOUS.

AND THAT'S WHY WE FELT THAT WE, WE WOULD REMAIN THE SAME AND STILL BE WITHIN THE MEDIAN, EVEN WITH A SMALL INCREASE FOR THIS CATEGORY.

WHEN WE DID THE $2 MILLION, OUR FEE UNDER OUR PREVIOUS CALCULATIONS WAS QUITE A BIT HIGHER, AND WE WERE ACTUALLY, UM, ALMOST TO THE HIGHEST END OF THE CATEGORY.

SO THAT'S WHY WE ADDED ADDITIONAL CATEGORY FOR PROJECTS OVER $1 MILLION TO STAY WITHIN THE MEDIAN OF OUR NEIGHBORING CITIES.

UNDER OUR CURRENT FEE, IT WOULD BE 1 MILLION OR 10 10, UH, I'M SORRY, $10,728.

UNDER OUR CURRENT FEE OR UNDER OUR NEW FEE WOULD BE $10,878 FOR

ANY QUESTION ON THOSE BEFORE I GO ON? I, THE NUMBERS AND YOU SAID MOST OF THE SURVEY CITIES, YOU KIND OF ADJUSTED THEIRS IN 2019 AND WE WERE BACK IN 2009.

SO LOOKING AT WHAT OUR NUMBERS WERE, AND IT PROBABLY DOESN'T REALLY MEAN A WHOLE LOT, BUT I WAS JUST KIND OF CURIOUS WHERE WE STOOD PRIOR TO THEIR INCREASE.

'CAUSE IT LOOKS LIKE OURS WERE PRETTY HIGH.

SO ACTUALLY WHEN WE DID THE SURVEY BACK IN 2009 AND ADOPTED THE FEES, WE WERE GREAT ALLOWING THEM IN THE MEDIAN WITH THOSE SURVEYED CITIES, UHHUH .

BUT AS THEY INCREASED IN THE, UM, PREVIOUS YEARS WITH THE NEW LAWS COMING IN FROM THE STATE OF HOW YOU COULD CALCULATE FEES, UM, THEY ENDED UP REDOING SOME OF THEIR FEES, UM, TO BE IN LINE.

AND IT ACTUALLY ENDS UP THAT WE WERE END UP BEING A LITTLE LOWER AT OUR CURRENT FEE.

OKAY, BECAUSE OF THAT.

WE CURRENTLY, AS OF 2009, STARTED CHARGING A COMMERCIAL PLAN REVIEW FEE OF 45% AFTER DOING OUR SURVEY CITIES.

UM, CURRENTLY MOST OF THE CITIES THAT ARE CHARGING PLAN REVIEW FEES ARE CHARGING 65%.

UM, THERE ARE THREE CITIES THAT ONE CHARGES A FLAT FEE, WHERE ALL THAT, UH, UH, CHARGES A FEE BASED ON THE VALUATION OF THE PROJECT.

AND THEN DESOTO DOESN'T CHARGE A FEE AT ALL.

WE FEEL THAT INCREASING TO 65% WILL KEEP US IN LINE WITH OUR NEIGHBORING CITIES.

NEXT UP, WE'LL DISCUSS THE RESIDENTIAL PERMIT FEES.

THAT 65% DOES THAT, WHAT DOES THAT AVERAGE OUT TO? IS THERE A MEDIAN PRICE THAT THAT COMES UP TO? SO IT'S BASED OFF OF 65% OF WHAT THE BUILDING PERMIT FEE WOULD BE.

SO IF THE BUILDING PERMIT FEE IS, IS $10,000, IT'D BE $6,500 OF THE BUILDING, UH, OF, UH, FOR PLAN REVIEW FEE.

IN ADDITION TO THE BUILDING PERMIT FEE, ALL OF THE CITIES UTILIZE, UM, THAT ADDITIONAL FEE TO COVER THE EXORBITANT COST OF HAVING TO ADD PLAN REVIEW FEES AND, AND TRY TO KEEP UP WITH THE PROGRESS OF THEIR CITIES THAT, UM, IF THEY HAVE TO SUB THAT OUT TO A CONTRACTOR, THEY'RE AT LEAST GETTING, UH, THE COST OF THAT, UH, THIRD PARTY REVIEWER COVERED BY THE, BY THE CONTRACTOR FOR THE REVIEW.

FOR OVER 1,250 SQUARE FEET, WE CHARGE 60 CENTS PER SQUARE FOOT UP TO 2,500 SQUARE FEET, AND OVER 2,500 SQUARE FEET, WE CHARGE AN ADDITIONAL 40 CENTS PER SQUARE FOOT.

ALL OF OUR SQUARE FOOTAGE FOR HOUSES, UM, CURRENTLY ARE BASED ON THE TOTAL SQUARE FOOTAGE OF THE LIVING AREA, GARAGES, PORCHES, PORT, RICOCHETS, BREEZEWAYS TO ENCOMPASS THE ENTIRE SQUARE FOOTAGE OF THAT RESIDENCE.

UNDER OUR PROPOSED FEE, WE'RE RE RECOMMENDING TO GO TO A FLAT SQUARE FOOTAGE, UH, FEE INSTEAD OF A GRADUATED FEE TO 80 CENTS PER SQUARE FOOT.

STILL UTILIZING THE SAME WAY WE CALCULATE FOR THE AREA SQUARE FOOTAGE, BUT JUST HAVING A FLAT SQUARE FOOTAGE FEE.

I ACTUALLY HAD A MEETING WITH ECONOMIC DEVELOPMENT TODAY AND, AND THEY WERE COMPARING US TO, UH, GRAND PRAIRIE, MANSFIELD, MIDLOTHIAN, AND MCKINNEY.

UM, BUT, YOU KNOW, AND THEN FOR THIS, UH, COMPARISON I SEE, I SEE OTHER CITIES.

UM, SO HOW, HOW, HOW DID YOU GO ABOUT PICKING THE, THE CITIES FOR THE COMPARISON? THESE ARE THE CITIES THAT WE'VE BEEN, UH, UTILIZING FOR, FOR YEARS.

AND THEY'RE MORE BASED TOWARDS OUR SIZE OF SIZE AND DEVELOP, UH, AVAILABLE DEVELOPMENT WITHIN OUR CITIES.

SO OBVIOUSLY WE USE, UM, YOU KNOW, OUR SOUTHERN CITIES OF DESOTO, DUNCANVILLE, LANCASTER, UM, BUT, UM, UTILIZING CITIES THAT ARE MORE IN LINE WITH OUR POPULATION AND OUR SIZE SO THAT WE'RE IN LINE WITH THE AREAS OF, UH, OF THE STATE OF NORTH TEXAS THAT WE OKAY.

SO NOT EVERYBODY IS A COMPETITOR IN THIS GROUP, FOR INSTANCE, TO US, LIKE THE CITIES THAT THE, UM, INCENTIVE STUDY IS, IS LOOKING AT ALSO IN TERMS OF WHAT THEY'RE FISHING FOR.

SO, UM, THAT'S THE BASE NUMBER THAT WE USE FOR THE, WHEN THEY WERE APPLYING FOR A PERMIT, I TOOK FIVE MONTHS OF PERMIT FEES FROM SOLAR COMPANIES OF WHAT IT COSTS, WHAT THEY WERE GIVING ME VALUE OF CONSTRUCTION FOR THOSE SOLAR PANELS.

AND BECAUSE I WAS GETTING SOME PEOPLE THAT WERE TRYING TO TELL ME THAT THEY WERE GETTING 35 SOLAR PANELS FOR $350, WHICH I FELT THAT THE COMPANY WAS NOT BEING HONEST WITH THE CITY IN APPLYING FOR THAT PERMIT.

AND SO I TOOK FIVE MONTHS OF SOLAR PERMITS BACK TWO YEARS AGO AND DID AN AVERAGE OF WHAT IT WAS COSTING FOR A SOLAR PANEL PER PANEL TO BE INSTALLED, AND IT CAME OUT TO $1,100.

SO CURRENTLY, IF THEY PROVIDE US SOMETHING OTHER THAN CLOSE TO $1,100 PER SOLAR PANEL IN THEIR VALUATION, THEN I WAS UTILIZING THAT FOR PERMIT FEE BASED ON THAT VALUE AND THE NUMBER OF SOLAR PANELS.

BY DOING THAT, AND OVER, OVER THE COURSE OF SEVERAL YEARS, UM, THE PERMIT FEES FOR SOLAR PANELS WERE RANGING BETWEEN 180 AND $350.

AND SO AFTER TALKING WITH STACY AND AND OTHER STAFF MEMBERS, WE FELT THAT $200 WAS A GOOD AVERAGE FOR THE, THE PERMIT FEE.

AND THEN LOOKING AT OTHER CITIES OF WHAT THEY CHARGED FLAT FEE FOR SOLAR PANELS, THAT'S WHERE WE CAME UP WITH THE $200 FOR THE SOLAR PANEL FEE.

THE, THE REASON WHY I WAS ASKING IS BECAUSE IT'S DOUBLE THE PRICE OF A ROOF AND THE ROOFS CAN I KNOW WHAT ROOFS COST AND SOME OF THOSE ROOFS ARE 15,000 TO 20,000 PLUS.

I HAVE ONE QUESTION ON THE ROOFS, UH, HOW YOU ARE MONITORING THIS TO GET A PERMIT, BECAUSE THE PEOPLE I SEE, THEY JUST COME TO YOUR HOUSE AND, AND NEXT DAY THEY TURN OFF YOUR ROOF AND WITHIN AN HOUR OR TWO YOU GOT ANOTHER ROOF.

SO HOW ARE Y'ALL MONITORING THIS ? A BILL RELATING TO PERIODIC REAUTHORIZATION OF MUNICIPAL MUNICIPAL BUILDING PERMIT FEES SECTION TWO 14.908, REAUTHORIZATION OF BUILDING PERMIT FEES IN THIS SECTION, BUILDING PERMIT FEES MEANS A FEE CHARGED BY A MUNICIPALITY AS A CONDITION OF CONSTRUCTING, RENOVATING, OR REMODELING A STRUCTURE.

THE PROGRAM FOR LATIN FEST WAS PRESENTED AS AN INAUGURAL EVENT FOR CEDAR HILL TO CELEBRATE ALL COUNTRIES THAT MAKE OF LATIN AMERICA.

AND IF YOU'VE SEEN ANY ADVERTISING LATELY ON HISPANIC HERITAGE EVENTS, WHICH, UH, COUNCIL RECOMMENDED THIS EVENT BEING DURING, IS HELD DURING HISPANIC HERITAGE MONTH.

A LOT OF THEM DON'T ACTUALLY HAVE A FOCUS ON CELEBRATING ALL LATIN AMERICAN COUNTRIES.

THEY KIND OF CENTRALIZE TO CERTAIN COUNTRIES AND DON'T CELEBRATE EVERYBODY, WHICH INITIALLY MY INTENT WAS TO CELEBRATE ALL LATIN AMERICAN COUNTRIES BECAUSE WE DID TAKE FROM THE CENSUS THE TOP FIVE HISPANIC COUNTRIES REPRESENTED IN CEDAR HILL.

AND THOSE ARE OUR FIVE TOP COUNTRIES.

AND AS WELL AS WE ADDED 10 MORE.

SO OUR SIGNAGE THIS YEAR ON OUR BIG SCAFFOLDS DOES HIGHLIGHT ALL OF THE COUNTRIES, UH, THAT WE'RE HIGHLIGHTING AS BEING, UM, A LATIN CELEBRATION FOR LATIN FEST.

SO C CITY COUNCIL, THIS THEN DID ADOPT LATIN FEST, IS A TOP PRIORITY AND INCLUDED THE EVENT IN THE F Y 22 BUDGET.

AND THE COUNCIL APPOINTED A LATINA OUTREACH GROUP THAT WAS AT THE HELM LAST YEAR AND THEY ACTUALLY WERE VERY ACTIVE IN THE EVENT AS WELL TO VOLUNTEER THEIR TIME.

AND, UM, THEY HELPED US IN THE WELCOME UH, BOOTH AND SOME OF THEM ARE RETURNING AS VOLUNTEERS AS WELL THIS YEAR TO CONTINUE THEIR SUPPORT OF THE EVENT.

SO THIS IS KIND OF THE STATISTICS AND OVERVIEW OF THE STATISTICS FROM LAST YEAR.

UM, WE HELD IT ON SEPTEMBER 17TH, WHICH WAS THE FIRST WEEKEND OF HISPANIC HERITAGE MONTH.

WE DID MOVE IT THIS YEAR BACK TO THE SECOND WEEKEND BECAUSE THERE'S SO MANY THINGS GOING ON THE FIRST WEEKEND AND WITH VENDORS, UM, IT'S HARD TO KIND OF REALLY LINE UP A LOT OF PEOPLE DURING THAT WEEKEND.

SO MOVING TO THE SECOND WEEKEND AND NOW OFFICIALLY BEING THE FOURTH SATURDAY OF SEPTEMBER, WE CAN KEEP CONSISTENCY WITH THAT AND BUILD THE BRANDING AND THE EVENT, UM, EXPOSURE OUT TO EVERYBODY KNOWING THAT IT'LL BE AT THAT TIMEFRAME.

LAST YEAR WE HAD 60 VENDORS THAT INCLUDED OUR FOOD TRUCKS.

WE HAD EIGHT HOT SAUCE CONTESTANTS, WE HAD 37 VOLUNTEERS.

WE HAD OVER 5,000 IN ATTENDANCE AND A LITTLE BIT IN THE SOCIAL.

WE HAD DIGITAL PROGRAMMING, WHICH BASICALLY MEANS THE ADS THAT KIND OF COME UP WHEN YOU DO GOOGLE OR KIND OF SEARCH ENGINE TYPE OF ITEMS. UM, THERE'S OVER 312,000 IMPRESSIONS THAT WERE DONE FOR THE EVENT AND THE TIMEFRAME BEFORE.

SO NOW I'M KIND OF TAKING YOU TO THIS YEAR, UH, THIS YEAR, THESE ARE 20, 23 SPONSORS.

SO I THINK WITH THE INTERMISSION WE HAD SEEN THAT SOME PEOPLE HAD LEFT BECAUSE THEY ALREADY SAW HALF THE SHOW.

SO THIS YEAR, UM, I DID THREE DIFFERENT TYPES OF BANDS AND WE'RE ACTUALLY REPRESENTING MEXICO, CUBA, AND COLUMBIA, UH, THROUGH THESE TRIBUTE BANDS TO KIND OF SHOW HOW WE'RE CELEBRATING ALL DIFFERENT TYPES OF LATIN COUNTRIES.

THIS IS ONE VENDOR STAT WE HAVE RIGHT NOW IS LAST.

WE HAVE A 38% INCREASE FROM 2022 IN VENDORS.

THIS YEAR WE HAVE 64 BUSINESS AND VEN ORGANIZATION VENDORS, 24 FOOD VENDORS IN THE BOOTH AREA.

WE'VE GOT EIGHT FOOD TRUCKS FOR A TOTAL OF 96 LATIN FEST VENDORS, UM, SO FAR THAT WE KNOW OF.

UH, VALLEY RIDGE HASN'T HAD THAT MANY VENDORS IN ONE EVENT, SO WE'RE GONNA SEE, UH, THE CAPABILITIES AND ALSO, UM, LOOK FOR OPPORTUNITIES TO BE ABLE TO SEE IF WE ARE ABLE TO GROW FROM THERE.

'CAUSE I DID HAVE A LOT OF PEOPLE OVER THE LAST WEEK, PROBABLY AN ADDITIONAL 15 VENDORS THAT WANTED TO BE A PART OF IT, THAT WE WERE ALREADY, UH, FULL, UH, FOR WHAT WE CAN HANDLE RIGHT NOW.

SO WE ARE LOOKING AT HOW WE COULD POSSIBLY GROW FROM HERE NEXT YEAR AS WELL.

OUR HOT SAUCE STATS, UH, LAST YEAR WE HAD EIGHT.

THIS YEAR WE HAD 12, SO THAT GIVES US A 50% INCREASE IN OUR HOT SAUCE AND WE ACTUALLY HAD TWO ADDITIONAL PEOPLE AFTER WE CUT OFF THAT WANTED TO GET INTO IT.

WE DO HAVE, UH, A COMPLETELY ORGANIZED WAY OF DOING IT THIS YEAR.

UM, SO THAT WE HAVE RULES, WE HAVE, UH, THEM PICKING UP STUFF EARLY.

UH, IT'S VERY ORGANIZED.

SO AT THE, AT THE LOCATION, UM, FOR LATIN FEST, WHICH IS NEXT TO OUR WELCOME BOOTH, THE PEOPLE ARE EASY.

WE ESSENTIALLY ARE GONNA HAVE THE FIRST A HUNDRED PEOPLE THAT COME IN TO VOTE.

AND THEN WE'VE GOT OUR FIVE JUDGES.

SO WE WILL HAVE A PEOPLE'S CHOICE AND A JUDGES, AND THAT'S WHAT WE'LL ANNOUNCE BEFORE THE SHAKITA PERFORMANCE VOLUNTEERS.

UH, LAST YEAR WE HAD 37.

THIS YEAR WE HAD 68 VOLUNTEERS IN 18 SHIFTS, UH, WORKING THIS EVENT.

SO, UM, OUR TEAM HAS REALLY, UH, BROKEN THIS DOWN.

SO ONE, WE DON'T OVER EXERT ANYBODY, UH, SO THAT WE HAVE PLENTY OF COVERAGE THROUGHOUT THE EVENT.

WE HAVE A LOT OF FLOATERS THAT ARE HELPING THROUGHOUT THE EVENT.

SO, AND THIS ALSO DOES NOT INCLUDE ALL OF THE CITY STAFF THAT IS INVOLVED WITH THIS AS WELL.

SO THIS IS JUST, WE HAD A CALL OUT WHERE WE WERE HOPING FOR ABOUT 40 VOLUNTEERS SINCE WE HAD 37 LAST YEAR.

WE GOT A RESPONSE OF 82 PEOPLE THAT WANTED TO BE VOLUNTEERS AND WE HAD TO CHOOSE ACCORDING TO WHAT WERE OUR NEEDS WERE AND WHEN THEY, UH, SUBMITTED THEIR APPLICATIONS FOR VOLUNTEERS.

SO, UM, WE HAD A REALLY, UM, HUMBLING RESPONSE TO PEOPLE WHO ARE WANTING TO BE A PART OF IT.

AND ALL, MANY OF THOSE VOLUNTEERS ARE LOCAL COMMUNITY MEMBERS, UH, THAT ARE WANTING TO BE A PART OF THE EVENT.

OUR PROGRAMMATIC MARKETING, WHICH AT
