UM, AND, UM, FOR THE RECORD, UH, THE MAYOR IS OUT OF TOWN TRAVELING ON BUSINESS, AND WE WANT TO KEEP COUNCIL MEMBER GLOVER IN OUR PRAYERS FOR A SPEEDY RECOVERY.

UH, FIRST ITEM

ON THE AGENDA IS, UH, CITY MANAGER REPORTS, MR. CITY MANAGER, UH, GOOD EVENING, MAYOR PRO TEM CITY COUNCIL IS, UH, GREAT TO SEE YOU, UH, ON THIS, UH, BUSY MARCH DAY WITH A PRETTY BUSY AND CONSEQUENTIAL, UH, AGENDA, UH, PURSUING YOUR PRIORITIES AND, UH, STRATEGIC PLAN FOR THE YEAR.

UM, I KNOW MANY OF YOU HAD A CHANCE TO, UH, MEET, UH, JENNIFER FUN, BUT JUST FOR FORMALITY PURPOSES, I'D LIKE JENNIFER TO STAND.

UH, JENNIFER IS OUR INTERIM FINANCE DIRECTOR.

SHE'S ACTUALLY BEEN ON THE JOB FOR A COUPLE OF WEEKS ALREADY AND IS ALREADY, UH, GOING GREAT GUNS IN TERMS OF, UH, BEING ABLE TO SUPPORT OUR FINANCE TEAM AND ALSO KEEP ALL OF THE THINGS GOING THAT WE'VE GOT, UH, WE'VE GOT MOVING FORWARD.

SO I LIKE TO, UH, EXPRESS MY APPRECIATION TO, UH, JENNIFER FOR COMING AND WORKING WITH US.

SHE COMES VERY WELL SHAPED FOR THE JOB.

SHE'S BEEN DOING INTERIM FINANCE DIRECTOR ROLES FOR A FEW YEARS NOW.

SHE HAS SERVED PREVIOUSLY AS, UH, THE FINANCE DIRECTOR FOR THE CITY OF HALCOMB CITY A COUPLE OF DIFFERENT TIMES, AS WELL AS THE FINANCE DIRECTOR FOR THE CITY OF MCKINNEY AND ASSISTANT FINANCE DIRECTOR FOR THE CITY OF FORT WORTH.

SHE'S ALSO BEEN A PROFESSOR OF ACCOUNTING, UH, AND TEACHING ACCOUNTING IN COLLEGE.

SO SHE'S, UH, A TEACHER AND A DIRECTOR OF MANY LEVEL, UH, DIFFERENT LEVEL AND POPULATION SIZE CITIES, AND COMES VERY WELL SUITED TO BE ABLE TO SUPPORT US DURING THIS PERIOD.

I'M VERY GRATEFUL, UH, FOR YOU, JENNIFER.

WE'VE BEEN TALKING ABOUT THIS DURING OUR UPDATES, BUT WE ARE VERY HEAVY IN THE ENGAGEMENT CALENDAR THIS SPRING AS WE ENGAGE WITH OUR CITIZENS, UH, DELIVER BOND PROJECTS, AND THEN TAKE INPUT ON REMAINING BOND PROJECTS.

THERE'S A LOT GOING ON.

SO THIS THURSDAY, MARCH 30TH, WILL BE OUR ANNUAL BOARDING COMMISSION APPRECIATION DINNER.

IT'S AT THE ALLEN SIMS RECREATION CENTER FROM SIX TO 8:00 PM OBVIOUSLY, YOUR, UH, ATTENDANCE IS, UH, IS CORDIALLY REQUESTED.

THE MAYOR HAS WORKED WITH OUR COMMUNICATIONS TEAM TO REFORMAT THIS EVENT AS WELL AS WE HAD DONE THE STATE OF THE CITY EARLIER.

AND I THINK YOU'LL FIND IT A, UH, A VERY ENGAGING OPPORTUNITY TO APPRECIATE YOUR, UH, YOUR LEADERSHIP TEAM, THE ONES THAT ACTUALLY HELP AND, UH, DELIVER YOUR OBJECTIVES FOR THE COMMUNITY ALL THE REST OF THE YEAR.

SO WE'RE LOOKING FORWARD TO THAT GATHERING.

UM, EACH OF YOU IS, UH, BEING REQUESTED TO PLAY A ROLE, AND SO, UH, OUR STAFF WILL BE IN CONTACT WITH YOU VERY SHORTLY WITH THE ROLE THAT, UH, THAT YOU'LL BE ASKED TO PLAY IN SUPPORTING THE MAYOR IN COMMUNICATING AND APPRECIATING OUR BOARD AND COMMISSION TEAMS. UM, ON SATURDAY, APRIL, THE FIRST, UH, THE CEDAR HILL IA SD EDUCATION FOUNDATION IS HOSTING A MURDER MYSTERY.

CAUSE NOW YOU CAN SEE WHAT THE STRUCTURE'S ACTUALLY GOING TO LOOK LIKE NOW THAT THE ROOF'S IN PLACE AND MUCH OF THE STEEL IS IN PLACE.

AND SO THINGS WILL PROGRESS VERY RAPIDLY FROM THIS POINT FORWARD AS THEY REALLY START TO BRING DEFINITION AND BRING IN WALLS AND THE OTHER KINDS OF THINGS TO, TO BRING THIS BUILDING TO LIFE OVER THE NEXT 12 MONTHS.

SO THAT'S 1130 TO 1:00 PM NEXT TUESDAY, APRIL THE FOURTH.

UH, THEN OUR EDUCATION FOUNDATION IS HOSTING A GOLF TOURNAMENT ON MONDAY, APRIL 24TH.

AND THEN OUR NEXT REGULARLY SCHEDULED COUNCIL MEETING IS, UH, APRIL 25TH AT 6:00 PM HERE.

UH, THE ONLY OTHER ITEM I WANNA BRING TO YOUR ATTENTION IS THE NEXT, UH, COMMUNITY NEIGHBORHOOD WALK, WHICH IS SCHEDULED FOR SATURDAY, APRIL THE 29TH.

UM, ALSO, UH, LASHON WILL BE PRESENTING AN UPDATE RELATED TO PROPOSED PARKING REQUIREMENTS AND AN ADJUSTMENT TO OUR ZONING ORDINANCE FOR INDUSTRIAL, BOTH THAT AND THE MIDTOWN MASTER PLAN.

I'LL POINT OUT OUR IMPLEMENTATION MEASURES ASSOCIATED WITH OUR NEWLY ADOPTED COMPREHENSIVE PLAN.

UH, WE'D HAVE ONE ITEM RELATED TO ELECTION MATTERS TONIGHT, AND THAT'S TO AUTHORIZE THE MAYOR TO EXECUTE A JOINT ELECTION AGREEMENT WITH

ELLIS, THE ELLIS COUNTY ELECTIONS DEPARTMENT, SO THAT THEY CAN ADMINISTER, UH, THE ELECTION IN THE ELLIS COUNTY PORTIONS OF OUR CITY.

UH, TWO VERY EXCITING BOND MATTERS TO PRESENT TO YOU TONIGHT.

SO THEY ARE FINANCIAL ADVISOR AND OUR BOND COUNCIL WILL BE PRESENT, UH, TO DELIVER TO YOU THE RESULTS OF THE BID PROCESS THAT THEY RAN TODAY.

UH, AS WELL AS TO UPDATE YOU ON THE CITY'S, UH, BOND RATING INCREASE, WHICH WE RECEIVED AS A RESULT OF THEIR REVIEW OF OUR FINANCES AND THE LEADERSHIP THAT THE CITY COUNCIL HAS PUT IN PLACE HERE FOR THE LAST SEVERAL YEARS.

SO, CONGRATULATIONS, AND WE LOOK FORWARD TO COMING TO THAT.

I ALSO HAVE BEEN TOLD THAT THE INTEREST RATES ARE VERY FAVORABLE, GIVEN THE LAST YEAR THAT WE'VE BEEN IN.

THE FOLKS WITH, UH, WITH CROW WILL BE PRESENT TO DELIVER, UH, TO YOU THE RESULTS OF THE, UM, OF THE AUDIT FOR THIS LAST YEAR.

ALSO A BIG WIN AND THE RESULT OF A LOT OF WORK BY OUR FINANCIAL TEAM.

AND, UH, SOMETHING THAT I'M VERY GRATEFUL FOR.

UH, WE DO HAVE TWO CLOSED EXECUTIVE SESSIONS TONIGHT, ONE HAVING TO DO WITH AN ECONOMIC DEVELOPMENT PROJECT AND THE OTHER ONE WITH THE LAND ACQUISITION.

THE AGENDA IS A BRIEFING ON THE WEST MIDTOWN MASTER PLAN BY OUR VERY OWN OUTSTANDING PLANNING DIRECTOR, THE SAN ST FELLOW.

SO, UM, THIS HAS BEEN A JOURNEY, UM, A LITTLE OVER A YEAR NOW TO GET THIS WEST MIDTOWN MASTER PLAN BEFORE YOU ALL.

SO THE PLANNING AND ZONING COMMISSION TOOK ACTION ON THIS PLAN.

AND, YOU KNOW, WE'RE GONNA GO THROUGH ALL THE STEPS THAT WE'VE TAKEN TO GET HERE.

AND SO TONIGHT IT IS ON YOUR AGENDA, UM, AS A PUBLIC HEARING ITEM AS WELL AS FOR ACTION.

SO, UM, WE STARTED OUT IN JANUARY, 2022.

UM, WE HAD A CONSULTANT WHO I BELIEVE HAS DONE AN EXCELLENT JOB IN UNDERSTANDING THE COMMUNITY, UM, UNDERSTANDING COUNCIL AND WORKING WITH OUR VARIOUS PROPERTY OWNERS AND STAKEHOLDERS.

UM, THAT'S DAVID WHITLEY.

AND SO WE STARTED OUT JANUARY, 2022, MEETING WITH THE VARIOUS, UM, PROPERTY OWNERS.

UM, OBVIOUSLY WE'RE ALL STAKEHOLDERS.

WE HAVE STAKEHOLDER MEETINGS HERE IN THIS PRESENTATION, BUT WE REALLY WANTED TO KEY IN, UM, ON SOME OF THE LARGER PROPERTY OWNERS THAT WERE IN THE AREA.

SO WE STARTED OUT WITH THOSE, UM, INDIVIDUAL MEETINGS, AND THEN WE STARTED BRIEFING YOU IN APRIL OF LAST YEAR.

AND THEN WE, UM, HAD OUR FIRSTS JOINT WORKSHOP WITH THE P AND Z IN SEPTEMBER, AND WE THEN PRESENTED THE FIRST DRAFT PRESENTATION TO OUR STAKEHOLDERS, AND WE GOT SEVERAL COMMENTS BACK FROM THEM, UM, MADE ANOTHER DRAFT, AND THEN WE DID A BISHOP ARTS TOUR WITH YOU BECAUSE WE WANTED TO SEE IF SOME OF THE SIMILAR DEVELOPMENTS THAT ARE OCCURRING IN BISHOP ARTS WAS WHAT YOU ALL WANTED TO SEE.

SO THAT'S THE REASON WHY WE HAD THAT PARTICULAR, UM, TOUR.

AND SO THEN, UM, WE PRODUCED A SECOND DRAFT.

UM, THERE WAS THAT, THIS WAS THE PUBLIC DRAFT, AND WE PUT THAT ON OUR WEBSITE.

AND WE ALSO HELD A PUBLIC WORKSHOP WITH OUR PLANNING AND ZONING COMMISSION THAT WAS ALSO OPEN TO THE PUBLIC, AND THAT WAS HELD AT THE BEGINNING OF MARCH.

THEN WE PROCEEDED AGAIN WITH HAVING THAT P AND Z PUBLIC HEARING LAST WEEK, AND NOW WE ARE HERE TO YOU.

SO YOU ALL HAVE SEEN A LOT OF THIS, BUT, UM, WE ALWAYS THINK IT'S A GOOD IDEA JUST TO REMIND YOU OF HOW WE GOT HERE.

SO IN 2008, YOUR 2008 COMPREHENSIVE PLAN ACTUALLY CALLED OUT.

LET'S SEE IF MY POINTER IS GONNA WORK HERE TODAY OUTSIDE.

SO YOUR COMPREHENSIVE PLAN ACTUALLY CALLED OUT WHAT WAS TO BE THE, UM, AT THAT TIME A MIXED USE, PRIMARILY NON-RESIDENTIAL AREA.

BUT ONE THING THAT YOU'LL SEE I WANNA POINT OUT HERE, IS IT ALSO CALLED OUT THE POSSIBILITY OF LIGHT ASSEMBLY IN THE WAREHOUSE.

SO WE KNEW WE NEEDED A LITTLE WORK TO DO ON THAT AREA.

HOWEVER, WE STILL DID THE NOTE THAT WE WANTED SOME TYPE OF CITY CENTER WITH, UM, PEDESTRIAN ORIENTED MIXED USES.

WE WANTED TO INTEGRATE AN OPEN SPACE AREA WITH THE CORE TRAIL THAT WE ARE ACTUALLY CURRENTLY DEVELOPING NOW.

AND WE WANTED THIS AREA TO BE MULTIMODAL.

SO IN 20 10, 20 14, UM, YOU APPROVED TWO DIFFERENT PLANS, TWO VERSIONS OF THE CITY CENTER PLAN IN ORDER TO FACILITATE THIS IDEA.

THAT WAS ACTUALLY FIRST, UM, BROUGHT ABOUT IN THE 2008 COMPREHENSIVE PLAN.

AND THIS IS, UH, A RENDERING THAT WAS ACTUALLY DONE, UM, AS PART OF THAT PLANNING PROCESS.

AND YOU SEE, UM, THEY WERE REALLY THINKING OUT, THINKING FORWARD IN TERMS OF DERAIL ACTUALLY BECOMING A LIGHT RAIL STATION.

SO IN 2022 LAST MARCH, YOU APPROVED OUR COMPREHENSIVE PLAN AND WE MADE, UM, SOME LITTLE ADJUSTMENTS.

I SAY LITTLE, UM, I THINK THE BIGGEST ADJUSTMENTS IN TERMS OF OUR COMPREHENSIVE PLAN WITH THE CITY CENTER AREA WAS IT WAS VERY CLEAR THAT THE COMMUNITY WANTED TO SEE THAT BUILDING HEIGHT CAPPED DURING THAT PROCESS AT FIVE STORIES.

AND SO, UM, THAT FIVE STORIES WAS INTRODUCED DURING THAT PLANNING PROCESS.

AND THEN ALSO WE WANTED TO, UM, TAKE MORE ADVANTAGE OF THE OPEN SPACES IN THE AREA.

SO WHAT WE ENDED UP DOING THEN IS SAYING, OKAY, LET'S PUT TOGETHER, UM, A MORE DEFINITIVE MASTER PLAN SIMILAR TO WHAT WE DID FOR DOWNTOWN COMPLETE STREETS, THAT REALLY, UM, GOT MORE SPECIFIC IN TERMS OF WHERE THE STREETS WOULD BE, WHERE ROADS WOULD BE SIDEWALKS, UM, AND WHERE ALL THESE VARIOUS ACCEPTABLE LAND USES COULD BE LOCATED WITHIN THE AREA.

SO WE COME UP, WE CAME UP WITH THIS MASTER PLAN.

AND SO WITHIN THIS PLAN, WE HAVE A ZONING FRAMEWORK, AND I'M GONNA GET TO ZONING LATER BECAUSE THAT'S GONNA BE ONE OF OUR IMPLEMENTATION PHASES.

HOWEVER, THE IDEA WAS WHAT TYPE OF VARIOUS LAND USES WOULD BE ALLOWED WHERE WITHIN THIS PARTICULAR AREA.

AND ONE OF THE THINGS THAT COUNCIL DID DO IS YOU, UM, DID A CAP ON THE NUMBER OF STACKED OR DWELLING UNITS THAT COULD BE WITHIN THE AREA.

AND THAT CAP WAS A MAXIMUM OF 850.

AND SO THIS WAS THE ACTUAL DEVELOPMENT PLAN THAT RESULTED.

NOW, ONE THING I WANNA SAY IS THERE COULD BE SOME DIFFERENCES IN TERMS OF, YOU KNOW, MAYBE INSTEAD OF HAVING, UM, A MIXED USE BUILDING, YOU COULD JUST HAVE A FIVE-STORY OFFICE BUILDING BECAUSE THE ZONING WOULD ALLOW THAT WITHIN THIS AREA.

AGAIN, THE ZONING IS MEANT TO BE FLEXIBLE WITH, UM, YOU KNOW, CERTAIN THINGS THAT THEY HAVE TO HOLD TO ONE OF THOSE BEING, MAKING SURE THAT THERE IS, UM, ACTIVE USES.

AND WHAT WE MEAN BY ACTIVE USES, RESTAURANT, RETAIL OFFICE SPACES ALONG OUR MAIN CORRIDORS.

HOWEVER, THIS WAS, UM, A VISUAL ELEMENT AND A GUIDE FOR WHAT WE WANT THE AREA TO DEVELOP AND HOW TO DEVELOP IT.

AND SO OPEN SPACE, AGAIN, WAS ONE OF THE KEY REASONS WHY WE, UM, OPEN THIS PLAN BACK UP.

SO NOW WE KNOW WHERE OUR SIGNATURE PARK AND WHERE OUR TRAIL ARE GONNA BE.

WE ALSO KNOW WHERE OUR LIBRARY IS GONNA BE AT, SO WE WANNA MAKE SURE THAT DEVELOPMENT IS COMPLIMENTARY TO, UM, THOSE TWO USES.

WE ALSO, UM, CAME UP WITH THIS IDEA OF THIS OUTDOOR ORIENTED COMMERCIAL USE, AND THIS USE IS GOING TO REALLY TAKE ADVANTAGE OF THE PARK AND THE LIBRARY THAT'S WITHIN THE AREA AND ALSO LIVE WORK.

AND SO WE ALL RECOGNIZE THAT IN CERTAIN AREAS, YOU KNOW, ESPECIALLY NOW THAT WE HAVE, UM, REDUCED THE HEIGHT OF SOME OF THESE BUILDINGS THAT LIVE WORK UNITS WOULD BE APPROPRIATE IN CERTAIN AREAS.

AND SO WHEN WE THINK ABOUT THESE LIVE WORK UNITS, UM, THIS IS ONE EXAMPLE.

UM, WE'RE LOOKING AT SOME TYPE OF COMMERCIAL USE ON THE GROUND FLOOR LEVEL, AND THEN ABOVE THAT, UM, SOME TYPE OF LIVING ARRANGEMENT WOULD BE ALLOWED.

AND SO THE MOBILITY WAS ALSO IMPORTANT HERE BECAUSE ONE THING, UM, THAT WE LOOKED AT IN THE CITY CENTER PLAN IS THERE WERE MANY MORE STREETS WITHIN THE AREA.

AND SO WE ARE PROPOSING, UM, TO REDUCE SOME OF THOSE, AND IN RETURN WE ARE GAINING MORE GREEN SPACE.

AND SO WHAT WE NEED TO DO, ONE OF OUR IMPLEMENTATION STEPS THAT I'LL TALK ABOUT LATER IS ACTUALLY PUTTING TOGETHER SOME TYPE OF, UM, CONSTRUCTION PLAN SIMILAR TO WHAT WE DID FOR THE COMPLETE STREETS, TO SPECIFY EXACTLY WHERE THESE STREETS ARE AND THE SIDEWALKS.

SO WHEN DEVELOPERS DO COME IN, THEY KNOW EXACTLY WHAT THEY GOTTA BUILD FROM.

SO HOW DOES THIS PLAN DIFFER FROM CITYCENTER? CAUSE I THINK THAT'S VERY IMPORTANT.

YOU KNOW, PEOPLE WERE SAYING, WELL, YOU DID SEND CITY CENTER.

WHY ARE YOU DOING

THIS PLAN? WELL, AGAIN, LIKE I SAID EARLIER, THIS ONE IS CAPPING THE NUMBER OF STACK OF WILLING UNITS AT 850.

YOU KNOW, THAT HOW MANY STACKED OF WILLING UNITS WOULD YOU HAVE? BECAUSE WE WANTED TO MAKE SURE THAT WE HAD A, A, UM, VARIETY OF DIFFERENT HOUSING OPTIONS.

AND SO, UM, THIS WAS ONE OF THE WAYS, UM, THAT WE DECIDED TO DO THAT.

NOW WE'RE STILL REQUIRING COMMERCIAL USES ON THE ROUND LEVEL OF BUILDINGS THAT ARE RUNNING THESE PEDESTRIAN CORRIDOR STREETS.

AND SO THOSE PEDESTRIAN STREETS ARE PIONEER TRAIL, CEDAR HILL ROAD, BELTLINE ROAD, AND HASWELL STREET.

AND ALSO WE'RE REQUIRING A MINIMUM AMOUNT OF SURFACE PARKING BECAUSE WHAT'S REALLY IMPORTANT ABOUT, UM, HAVING THESE PEDESTRIAN AREAS WORK IS THAT THEY'RE BUILT FOR PEOPLE AND NOT FOR CARS.

NOW OBVIOUSLY, WE STILL DRIVE AROUND HERE, WE DON'T HAVE MASS TRANSIT, SO WE STILL KNOW THAT WE NEED TO HAVE SOME PARKING.

HOWEVER, THE ANTICIPATION HERE IS THAT THAT PARKING WOULD BE, UM, BY PARKING GARAGES.

SO WE'RE CAPPING THE HEIGHT UP FIVE STORIES, AND WE'RE CALLING FOR AN UNINTERRUPTED U CORRIDOR FROM THE LIBRARY OVERLOOKING THE SIGNATURE PARK.

AND SO THAT AREA WOULD BASICALLY BE WITHIN THAT VIOLENCE CIRCLE THAT'S SHOWN ON THE DRAWING.

WE'RE ALLOWING FOR BUILDINGS UNDER THREE STORIES TO BE CONSTRUCTED IN THE PORTION THAT WAS DESIGNATED AS URBAN CENTER.

SO THAT'S THAT RED AREA THAT'S SHOWN HERE ON THE PLAN.

AND THEN WE'RE ALSO ALLOWING TOWNHOUSES TO BE BUILT IN AREAS OTHER THAN WHAT WAS DESIGNATED AS URBAN GENERAL HISTORIC DOWNTOWN.

AND THAT'S THAT LIGHTER ORANGE COLOR THAT'S ALONG BELTLINE ROAD TO THE SOUTH.

SO THAT IS A CHANGE BECAUSE CITY CENTER ACTUALLY, UM, STARTED THE HEIGHT AT THREE STORIES.

SO NOTHING UNDER THREE STORIES COULD BE CONSTRUCTED.

SO, UM, WITH THIS PLAN, UM, WE HAVE REDUCED THAT, ESPECIALLY SINCE WE'VE KEPT THE HEIGHT AT FIVE STORIES.

AND FINALLY, THIS IS HOW WE GET THE ADDITIONAL PARK AND OPEN SPACE.

AND SO I SHOULD, I SHOULD HAVE BROUGHT MY POINTER HERE, BUT YOU CAN SEE HERE THERE ARE QUITE A FEW MORE, UM, PUBLIC STREETS AND RIGHTS OF WAY THAT, UM, WE'RE PLAYING FOR THE CITY CENTER AREA.

SO WHAT WE PLAN TO DO IS YOU SEE THE GREEN FUND THAT, UM, I GUESS IT KIND OF CRISSCROSSES, UM, THE CITY FROM FM 1382, BUT IT STOPS.

AND SO WHAT WE'RE DOING IS WE'RE ACTUALLY SHOWING THAT EXPANDED ALL THE WAY DOWN TO HASWELL STREET.

AND WE'VE, UM, TAKEN OUT COMMERCIAL DEVELOPMENT, UM, ANY SIDE THAT'S TO THE EAST OF THAT PARK AREA.

SO THESE, UM, ARE SOME OF THE POINTS THAT WE, OR THE POINTS THAT WE RECEIVED AS PUBLIC FEEDBACK AFTER WE PUT OUT OUR PUBLIC DRAFT.

AND SO, UM, THERE WAS A CONCERN FROM ONE OF THE, UM, LAND OWNERS THAT THE HEIGHT SHOULD NOT BE LIMITED TO FIVE STORIES.

AND SO THE REASON WHY H WAS LIMITED IS BECAUSE THIS IS, THIS WAS THE CONCERN THAT WE HEARD FROM, YOU KNOW, THE COMMUNITY DURING THE COMPREHENSIVE PLAN.

AND SO, YOU KNOW, STAFF WOULD SAY THAT, YOU KNOW, IF WE HAD, YOU KNOW, UM, A CORPORATE, UM, DEVELOPER COME IN AND SAY THEY WANTED TO BUILD, YOU KNOW, AN OFFICE BUILDING THAT WAS TALLER THAN FIVE STORIES, YOU KNOW, OF COURSE THIS COULD BE REVISITED AT THAT TIME, BUT YOU KNOW, AT THIS POINT, YOU KNOW, WE BELIEVE THAT THE FIVE STORIES IS SUFFICIENT ALSO.

UM, DENSITY AND MAKING THE AREA TRANSIT READY, UM, IS NECESSARY FOR ITS SUCCESS.

AND, UM, WE BELIEVE THAT WE'VE DONE THAT IN A WAY THAT IS RESPONSIBLE AND, UM, WHAT THE CITIZENS ARE CALLING FOR.

ALSO, UM, THERE WAS A POINT ABOUT ACCESS, UM, EITHER UNDER THE RAILROAD OR OVER THE RAILROAD SHOULD ALSO INCLUDE VEHICLES, YOU KNOW, AND THAT'S A POINT OBVIOUSLY, YOU KNOW, THAT WE CAN GET INTO, UM, AT SOME POINT LATER.

WE FEEL LIKE IT'S A LITTLE PREMATURE AT THIS POINT BECAUSE OBVIOUSLY, YOU KNOW, THE COST OF THAT WILL BE, UM, A BIG PART OF THAT CONSIDERATION.

AND THEN ALSO BEING INTENTIONAL ABOUT THE BRANDING AND THE WAY FINDING FOR THE AREA, UM, WE'RE THAT ACTUALLY, THAT'S ONE OF THE THINGS I'M PROBABLY MOST EXCITED ABOUT BECAUSE THAT'S GOING TO INCLUDE THE SIGNAGE.

WE'RE ALSO GOING TO TAKE OUR CUES FROM THE LIBRARY.

SO IN TERMS OF, UM, THE ARCHITECTURE, THE TYPE OF LIGHTING, BENCHES, THOSE TYPE OF ITEMS, UM, WE'RE GOING TO BASICALLY FEED OFF OF WHAT'S HAPPENING WITH THE LIBRARY IN THE SIGNATURE PARK.

AND THEN, UM, THERE WAS A COMMENT ABOUT LEVERAGING OUR PUBLIC AND PRIVATE PARTNERSHIPS.

WE DON'T WANT THEM BUILDING IN AN AREA THAT WE REALLY DID NOT WANT TO HAVE ANY TYPE OF CONSTRUCTION, ANY TYPE OF PRIVATE CONSTRUCTION THAT IS ALSO, UM, ZONING AND DEVELOPMENT REGULATIONS.

NOW, HOW DO THOSE COME INTO PLAY? UM, WELL, IT REALLY IS GOING TO DEPEND ON ARE WE GOING TO GET A ZONING APPLICATION TOMORROW OR WILL WE HAVE TIME TO PUT IN PLACE? SO ZONING AND DEVELOPMENT REGULATIONS, YOU KNOW, UM, AS SOON AS THIS IS APPROVED, STAFF WOULD START THAT PROCESS.

IN 2022, WE IDENTIFIED BOSS LOCATION, SENT OUT A CALL FOR ARTISTS.

IN THE COMING MONTHS, WE WILL HAVE AMAZING ARTWORK ON THREE TRAFFIC SIGNAL BOXES.

WE STRATEGICALLY SELECTED THREE HIGH VISIBILITY SINGLE BOXES THAT ARE OWNED AND MAINTAINED BY THE CITY DOWNTOWN AT MAIN AND BELTLINE UPTOWN, PIONEER AND PLEASANT RUN AT JOE WILSON.

OUR CALL FOR ARTISTS WAS OVERWHELMING.

IT WAS AN OVERWHELMING SUCCESS WITH 23 SUBMITTALS.

OUR THEME, THE BIRDS IN THE ENVIRONMENT, BECAUSE WE BELIEVE THE ARTWORK SHOULD REFLECT OUR VALUES.

THROUGH THE LEADERSHIP OF BEST BOARD THREE ARTISTS WERE SELECTED.

JODY POP, THIS WILL BE AT OUR DOWNTOWN LOCATION, MIKAYLA MOORE.

THIS WILL BE AT OUR UPTOWN LOCATION AND SELENA GUO CRAWL.

THIS WILL BE AT OUR PLEASANT RUN LOCATION.

AND THESE ARE, UH, DRAFTS, UH, THE ARTISTS WILL, WILL THE ARTISTS.

WE ARE WORKING WITH THEM TO FINALIZE THE DESIGNS IN THE NEXT COUPLE MONTHS.

IN THE NEXT FEW MONTHS, THESE AMAZING, AMAZING ARTISTS WILL FINALIZE THEIR DESIGNS BY JUNE THREE.

TRAFFIC SUIT BOXES WILL SHOWCASE THE TALENTS OF THREE LOCAL ARTISTS.

BY JUNE, WE WILL BRING SOME NATURAL ENVIRONMENT INTO OUR BUILT ENVIRONMENT.

SO AT THE LAST COUNCIL MEETING, WE DISCUSSED, OR I, I DISCUSSED IN OUR PRESENTED TO YOU, UM, POTENTIAL CODE AMENDMENTS, UH, FOR PARKING FOR INDUSTRIAL BUILDINGS.

UM, I WANTED TO GIVE, IT WAS A LOT OF INFORMATION, SO I WANTED TO GIVE EVERYONE A CHANCE TO DIGEST, UM, ALL OF THAT DATA.

AND SO HOPEFULLY YOU'VE HAD A CHANCE TO, YOU KNOW, KIND OF SLEEP ON IT.

WE'VE ALSO HAD AN OPPORTUNITY TO SHARE THE INFORMATION WITH OUR PLANNING AND ZONING COMMISSION, AS WELL AS, UM, THREE OF THE INDUSTRIAL, UM, DEVELOPERS THAT ARE CURRENTLY, UM, UNDER CONSTRUCTION RIGHT NOW.

AND SO, UM, I JUST WANNA SHARE WITH YOU, UM, OR WELL FIRST OF ALL REMIND YOU OF SOME OF OUR RECOMMENDATIONS.

UM, AND I'M NOT GONNA, YOU KNOW, READ THEM WORD FOR WORD HERE.

HOWEVER, WE ARE, UM, PROPOSING TO DECREASE, UH, THE REQUIREMENT FOR WAREHOUSE SPACE FROM ONE PER THOUSAND TO 0.2 SPACES PER A THOUSAND.

AND, UM, THIS IS SIMILAR TO WHAT OTHER CDS HAVE DONE, UM, SPECIFICALLY DENTON AND GRAND PRAIRIE.

HOWEVER, WE ARE STILL PROPOSING TO PARK THE OFFICE SPACE AT ONE PER 300 SQUARE FEET.

AND THE REASON IS BECAUSE THE, THAT'S THE AREA THAT WILL HAVE THE LARGEST CONCENTRATION OF PEOPLE.

AND SO IN THAT WAY WE ACTUALLY, I GUESS YOU COULD SAY INCREASED THE REQUIREMENT, BUT DECREASED IT ON THE OTHER END.

AND THIS IS ALSO CONSISTENT WITH VARIANCES THAT DBA HAD APPROVED 20 YEARS AGO.

AND THEN WE WOULD DO THE SAME THING FOR DISTRIBUTION CENTERS AND FULFILLMENT CENTERS.

NOW FOR MANUFACTURING AND ASSEMBLY USES, UM, WHAT WE WERE PROPOSED TO DO IS REQUIRE ONE SPACE PER EMPLOYEE, OR ONE SPACE PER 1000 SQUARE FEET, UM, WHICHEVER ENDED UP BEING LESS.

AND THIS IS REALLY SIMILAR, UM, TO OTHER, OTHER CITIES.

HOWEVER, THIS PARTICULAR REQUIREMENT WOULD BE LESS THAN, UM, 10 OF THE 13 SURVEYED CITIES.

HOWEVER, THE REASON WHY WE'RE COMFORTABLE WITH IT IS BECAUSE THERE HAVE BEEN SO MANY CHANGES WITH INDUSTRIAL WITHIN THE PAST 10 YEARS THAT WE FEEL COMFORTABLE THAT THIS, UM, AMOUNT THAT WE'RE REQUESTING IS STILL SUFFICIENT, ESPECIALLY CONSIDERING THAT ROCKWALL WAXAHACHIE IN DENTON.

UM, WELL ACTUALLY ROCKWALL AND WAXAHACHIE ARE ACTUALLY LESS THAN WHAT WE ARE PROPOSING.

AND, UM, WE WILL BE VERY SIMILAR TO DENTON, WHICH HAVE MORE UPDATED REQUIREMENTS.

SO, JUST A REALLY QUICK REMINDER, UM, THIS IS THE INDUSTRIAL PROPERTY STATUS THAT'S CURRENTLY, UM, ON THE GROUND NOW.

SO THOSE CROSSHATCHED AREAS YOU SEE K B C STREAMING, HILLWOOD, RIGHT ON HIGHWAY 67.

THOSE ARE THE PROPERTIES THAT ARE CURRENTLY UNDER CONSTRUCTION.

AND, UM, BASED UPON TWO OF THE PROPERTIES FOR WHICH WE KNOW USES ARE GOING, UM, IT WOULD PUT THEM IN COMPLIANCE IF THIS PROPOSED CHANGE IS APPROVED.

SO AGAIN, UM, WE'VE MET WITH THOSE THREE DEVELOPERS AND WE'VE BRIEFED THE P AND Z.

AND, UM, P I'LL TELL YOU FIRST WHAT P AND Z'S CONCERNS WERE IN WHICH THAT IT'S ALREADY BEEN ADDRESSED, OR MAYBE I SHOULD SAY NOT ADDRESSED.

AND THAT THEY WANTED TO MAKE SURE THAT IF THERE WAS A WAREHOUSE, UM, AND THE EXAMPLE THAT THEY GAVE WAS, UM, LIVING SPACES.

UH, YOU KNOW, THE BIG FURNITURE STORES, YOU KNOW, THEY'LL HAVE THIS HUGE WAREHOUSE AREA WITH SOME OF THEM, BUT THEN THEY'LL ALSO HAVE THE SHOWROOM.

AND SO WE ACTUALLY HAVE A SPECIFIC USE CALLED, UM, OFFICE SHOWROOM WAREHOUSE.

WE DIDN'T TOUCH THAT USE AT ALL.

AND SO IF YOU DID HAVE A RETAIL COMPONENT THAT INCLUDED THAT, YOU WOULD STILL HAVE TO PARK AT THE HIGHER AMOUNT FOR THAT RETAIL PORTION.

SO WE DIDN'T TOUCH THAT AT ALL.

SO THAT ADDRESSED THAT, UH, QUESTION.

AND, UM, THE THREE, UH, LARGEST INDUSTRIAL DEVELOPERS, UM, THEY, THIS INFORMATION HAS BEEN SHARED WITH THEM AND, UM, AS OF TODAY, THEY HAVE NOT EXPRESSED ANY OPPOSITION.

AND SO, UM, THIS IS A TRACK THAT WE WOULD PROPOSE.
