UM, WE HAVE A PACKED AGENDA, BOTH FOR BRIEFING AND FOR THE REGULAR AGENDA.

SO I WANT TO KIND OF GET RIGHT TO IT.

UM, WITH, UH, WOULD LIKE TO THANK ALL OF YOU FOR YOUR ATTENDANCE AT, UH, THE RECENT, UH, POLICE DEPARTMENT AWARDS BANQUET.

UH, WE, ALTHOUGH WE'RE WELL INTO 2023, WE STILL HAVE MUCH TO CELEBRATE IN TERMS OF THE SERVICE AND, UH, THE SPIRIT OF SERVICE THAT, UH, THAT CEDAR HILL HAS, THAT A LOT OF FOLKS DO NOT.

AND IN THAT, AND ON THAT LINE OF THINKING, I WOULD LIKE TO BEGIN THE BRIEFING SESSION WITH HAVING OUR AMAZING DIRECTOR OF PEOPLE TRA TRACY KREMEN COME UP AND PRESENT TO YOU THE, UM, THE AWARDEE RECIPIENTS OF THE, OF THE YEAR AWARDS FOR THE GENERAL EMPLOYEE GROUP FOR 2022.

TRACY, GOOD EVENING, MAYOR AND COUNCIL.

IT IS MY PLEASURE TO INTRODUCE TO YOU THE RECIPIENTS OF THE 2022 OF THE YEAR AWARDS.

THE FIRST ONE IS PROJECT OF THE YEAR, AND THAT IS THE VETERANS APPRECIATION PROGRAM WITH MICHELLE EBANKS.

SHE, UH, COORDINATED WITH THE LOCAL CHAPTER OF THE DISABLED VET TO HOST A VETERAN RESOURCE FAIR AT THE REC CENTER.

AND SO WE WERE PROUD OF ALL THAT SHE ACCOMPLISHED THERE.

NOW, THE EMPLOYEE OF THE YEARS, BRITTANY WALKER FROM THE ANIMAL SHELTER, BRITTANY, COME ON DOWN.

SHE IS THE GO-TO PERSON AT THE TRI-CITY ANIMAL SHELTER.

IT IS DEEPLY ADMIRED BY ALL THE STAFF.

THANK YOU, BRITTANY.

THE LEADER OF THE YEAR IS TAMMY MILLER OF THE ANIMAL SHELTER.

TAMMY LEADS BY EXAMPLE AND IS NEVER AFRAID TO GET HER HANDS DIRTY.

I AM TOLD THAT SHE HAS TAKEN CARE OF ALL KINDS OF ANIMALS IN HER OFFICE, RESPONDED TO CALLS FOR BARKING DOGS, AND LITERALLY HERDED GOATS.

ALL RIGHT.

AND THE DIRECTOR OF THE YEAR IS BOBBY SPENCE.

BOBBY CAN BE SUMMED UP IN ONE WORD.

FABULOUS.

BOBBY SETS HIGH STANDARDS FOR OUR COURT, AND SHE HAS COMPLETED MANY INITIATIVES SINCE SHE CAME HERE.

SHE SETS A GREAT EXAMPLE FOR ALL LEADERS, AND I PERSONALLY GO TO HER WHEN I NEED A BOOST OF POSITIVISM.

AND FINALLY, BUT NOT LEAST, THE DEPARTMENT OF THE YEAR IS THE PARKS AND RECREATION DEPARTMENT.

YES.

COME ON DOWN.

PARKS AND REC WITH 32 PARKS AND TRAILS AND COUNTLESS EVENTS AND PROGRAMS AND ACTIVITIES.

THERE IS NOT A SHORTAGE OF THINGS TO DO AROUND OUR CITY, AND YOU CAN SEE THEIR HAND IN ALMOST EVERYTHING WE DO HERE AT THE CITY.

SO WE ARE PROUD TO HONOR THE PARKS AND REC DEPARTMENT.

AND SO WHEN WE HAVE THE OPPORTUNITY TO, UM, TO BE ABLE TO HIGHLIGHT THEM IN FRONT OF YOU, UH, YOUR TEAM, THE FOLKS WHO ARE OUT SERVICING OUR PUBLIC DAY IN AND DAY OUT, IT'S A, IT'S A GREAT OPPORTUNITY TO DO SO.

THIS IS THE ORGANIZATION DECIDING WHO INSPIRES THEM AND MAKING SURE, UM, THAT, UH, WE'RE ABLE TO EXPRESS THAT, UH, APPRECIATION AND ACKNOWLEDGEMENT.

SO I APPRECIATE ALL THE WORK THAT, THAT THEY DO AND, UH, YOUR, UM, WILLINGNESS TO ALLOW ME TO PRESENT THEM TO YOU.

WE'RE LOOKING FOR A REALLY BIG CROWD, AS YOU KNOW, PEOPLE, UM, UM, BEEN DRAWN TO THAT ACTIVITY SINCE, UH, SINCE COVID HAS, UH, GOT, WE'VE GOTTEN PAST THAT IN A BIG WAY.

SO LOOK FORWARD TO A BIG AND BUSY DAY ON SATURDAY, MARCH 4TH, UH, FULL OF ENGAGEMENT WITH OUR COMMUNITY ON SATURDAY, MARCH 11TH.

THAT'S, UH, A BIG FUNDRAISER FOR THEM.

AS YOU KNOW, THEY DO A NUMBER OF, UH, CHARITABLE EVENTS AND ACTIVITIES WITHIN OUR COMMUNITY.

AND SO, UH, I'M SURE THEY WOULD APPRECIATE, UH, THE SUPPORT OF ANYONE WHO CAN, UH, GO AND MAKE THAT EVENT.

AND THEN ALSO, ON THE ENVIRONMENTAL FRONT, FROM NINE TO 12:00 PM UH, WE'LL BE HOSTING THE NEXT COMMUNITY PAPER SHREDDING EVENT HERE AT THE GOVERNMENT CENTER IN THE PARKING LOT.

SO YOU CAN JUST, UH, BRING ANY PAPERS THAT YOU GOT THAT YOU HAVE THAT YOU'D LIKE TO HAVE SHREDDED.

AND, UH, THAT CAN BE DONE ANYTIME BETWEEN NINE AND 12 ON SATURDAY, MARCH 11TH.

JUST A REMINDER THAT THE SECOND TUESDAY IN MARCH DOES NOT HAVE A COUNCIL MEETING ON IT.

THE CITIZENS POLICE ACADEMY ALUMNI ASSOCIATION, OR THE CP AAA WILL BE HOSTING THEIR ANNUAL APPRECIATION BANQUET ON MARCH 17TH, UH, BETWEEN 6:30 PM AND NINE AT THE ALLEN SIMS RECREATION CENTER ON, UH, THURSDAY, MARCH THE 23RD.

WE HAVE OUR FIRST OF A SERIES OF PARTIES IN THE PARK.

SO THESE ARE THE FINAL PUBLIC INPUT OR PUBLIC ENGAGEMENT PROCESSES, UH, ON THESE BIG BOND PROJECTS.

SO THIS WILL BE CELEBRATING RECENT IMPROVEMENTS THAT HAVE BEEN MADE TO DOT THOMAS PARK, OF COURSE, DOT THOMAS IS, UH, AT 1401 SOUTH CLARK ROAD.

AND SO THAT WILL BE ON THURSDAY, MARCH 23RD.

WE HAVE A RESURGENT, UH, COMMUNITY AROUND THAT PARK.

THIS IS, THIS EFFORT'S BEEN PART OF THAT.

AND SO IT'LL BE FUN, UH, TO BE OUT THERE ENGAGING WITH THE, UH, WITH THE RESIDENTS OF SOUTH HILLS, UM, OF, FOR THEIR NEW PARK ON SATURDAY, MARCH THE 25TH, WE HAVE A PUBLIC INPUT SESSION ASSOCIATED WITH AN UPCOMING PARK IMPROVEMENT PROJECT.

AND THIS IS THE, UH, THIS IS FOR CRAWFORD PARK.

SO THIS WILL BE SATURDAY, MARCH 25TH, BETWEEN 10:00 AM AND 2:00 PM BE KIND OF LIKE AN OPEN HOUSE FORMAT, COME OUT TO THE PARK.

THEY'LL HAVE DISPLAYS AND OPPORTUNITIES TO BE ABLE TO PROVIDE INPUT ON THE THINGS THAT, UM, PEOPLE WOULD LIKE TO SEE IN THAT PARK IN ITS NEXT, UH, ITERATION ON TUESDAY, UH, MARCH THE 28TH IS OUR NEXT REGULARLY SCHEDULED COUNCIL MEETING.

UM, JUST GONNA TELL YOU, WE HAVE A BIG EVENT COMING UP, UH, SOMETIME IN MARCH.

AND IT REALLY IS THE, UH, TOPPING OUT CEREMONY FOR THE LIBRARY, WHICH, AS YOU CAN SEE, IS MAKING GREAT PROGRESS ON A DAILY BASIS.

WE'RE STILL WORKING ON THE CALENDAR TO MAKE SURE WE CAN GET A DATE WHERE WE CAN GET THE, THE FOLKS THAT NEED TO ATTEND THAT ALL ON THE SAME PAGE.

AND ON THE BASIS OF THAT, STAFF IS REQUESTING THAT THE COUNCIL, UH, TABLE, AGAIN, THE ITEM, THE PUBLIC, CONTINUE THE PUBLIC HEARING, AS WELL AS CONSIDERATION OF THE ORDINANCE TO THE APRIL 11TH MEETING.

UM, ITEM TWO IS A, UM, AN APPLICATION IN PUBLIC HEARING RELATED TO A CHANGE OF, UH, ZONING FROM LOCAL RETAIL TO A PLANNED DEVELOPMENT FOR SINGLE FAMILY RESIDENTIAL ON PROPERTY THAT IS, UH, ROUGHLY, UM, BEHIND SHOWCASE DRIVE IN THE HOME DEPOT, UH, AREA, AND, UH, SOUTH OF THE HIGHLANDS NORTH NEIGHBORHOOD.

UM, WE ALSO HAVE A PUBLIC HEARING, UH, RELATED TO A FINAL PLAT FOR A REPLAT OF A RESIDENTIAL LOT IN THE PROMONTORY EDITION, UH, OFF OF MOBLEY ROAD.

AND THEN, UM, AND A RELATED ITEM RELATED TO A FINAL PLAT, UH, FOR THE PROPERTY THAT, UH, WOULD BE, UH, SO A PIECE OF PROPERTY FROM IN LOTS BEING CHANGED TO ANOTHER.

UH, WE DO HAVE ONE ITEM TONIGHT RELATED, RELATED TO ELECTION MATTERS, AND THAT IS TO EXECUTE THE JOINT ELECTION AGREEMENT, UH, WITH DALLAS COUNTY ELECTIONS.

AND AS YOU KNOW, WE, AS WELL AS ALL THE OTHER ENTITIES IN DALLAS COUNTY CONTRACT WITH DALLAS COUNTY TO HOLD CHILDREN ELECTIONS.

UM, THIS IS BOTH A COST SAVING AND ALSO, UH, A MEASURE THAT ALLOWS US TO TAKE ADVANTAGE OF THE, THE BEST TECHNOLOGIES AVAILABLE, UH, FOR SUCH THINGS.

SO THAT'S ON YOUR AGENDA FOR TONIGHT.

UH, WE HAVE A CONSENT AGENDA, UH, BEGINNING WITH MINUTES.

UH, ITEM B UH, IS A LIST OF, UH, GENERATORS, DOCKING STATIONS, AND RELATED EMERGENCY POWER, UH, DEVICES FOR CRITICAL CITY FACILITIES.

SO THIS DOES TWO THINGS.

ONE, IT EXPANDS OUR ABILITY TO FUNCTION AND TAKE CARE OF CITIZENS, SHOULD THERE BE POWER OUTAGES, UM, AROUND THESE CRITICAL FACILITIES.

AND SECOND, IT ALLOWS US TO COMPLY WITH NEW RULES THAT THE LEGISLATURE PUT IN PLACE ASSOCIATED WITH BEING PREPARED, UM, IN THE AFTERMATH OF THE POWER GRID FAILURE THAT TOOK PLACE WITH THE WINTER STORM TWO YEARS AGO.

THIS DOES BOTH OF THOSE ITEMS. UM, WE HAVE, UH, A NUMBER OF CONTRACTS, UM, AS WELL AS, UM, ONE FINAL PLAT RELATED TO BROADMORE VILLAGE EDITION, WHICH ARE THE TOWN HOMES OFF OF, UH, THE JOE WILSON AND BELTLINE AREA, ORIGINALLY BROUGHT TO, UM, UH, US EARLIER IN THE YEAR.

ONE IS GONNA BE VERY SHORT, AND THE ONE, THE NEXT ONE IS GONNA BE A LITTLE BIT MORE LENGTHIER.

UM, SO ON WEST MIDTOWN MASTER PLAN, WHAT WE WANNA DO TONIGHT IS REALLY JUST GIVE YOU ALL AN UPDATE ON WHERE WE ARE IN TERMS OF, UM, TRYING TO GET THIS PLAN ADOPTED.

THERE WE GO.

OKAY.

SO WE ACTUALLY STARTED THIS PROCESS IN JANUARY OF 2022.

SO IT'S ACTUALLY BEEN A LITTLE BIT OVER A YEAR.

UM, WE'VE GONE THROUGH A SERIES OF MEETINGS, UM, AS WELL AS WITH THE PROPERTY OWNERS INVOLVED AND WITH YOU AS THE CITY COUNCIL.

UM, AND WITH THE PLANNING AND ZONING COMMISSION, WE MOST RECENTLY HAD A TOUR OF BISHOP ARTS, UM, A LITTLE OVER A WEEK AGO.

AND THAT TOUR WAS REALLY TO LOOK AT SOME OF THE FORM, LIKE OUR CITY MANAGER MENTIONED TO YOU, SOME OF THE FORM OF SOME OF THE MIXED USE BUILDINGS IN THE AREA, AS WELL AS SOME OF THE ARCHITECTURE AND THE HEIGHTS OF THOSE BUILDINGS.

AND SO THIS IS WHERE WE'RE AT IN TERMS OF TRYING TO GET THE PLAN ADOPTED.

SO TONIGHT, OF COURSE, UM, WE'RE BRIEFING YOU, WE ARE GOING TO HAVE A PLANNING AND ZONING COMMISSION WORKSHOP ON MARCH 7TH.

UM, THAT WORKSHOP IS TO UPDATE P AND Z, BUT THEN IT'S ALSO FOR THE PUBLIC TO COME AND ASK, YOU KNOW, ADDITIONAL QUESTIONS ON THE PLAN.

AND THEN WE WOULD LIKE TO HAVE THE ACTUAL HEARING AND ACTION BY THE PLANNING AND ZONING COMMISSION ON MARCH 21ST WITH, UM, CITY COUNCIL HEARING AND ACTION ON MARCH 28TH.

ITEM IS PRESENTATION ON PROPOSED AMENDMENT TO THE ZONING ORDINANCE RELATING TO THE OFF-STREET PARKING REQUIREMENT FOR INDUSTRIAL USES.

YES.

SO, YOU KNOW, THIS, UM, WHEN WE HAD THESE NEW INDUSTRIAL USERS COMING IN, UM, WE KNEW THAT SOME THINGS HAD TO BE TWEAKED.

AND SO AS WE'RE GOING THROUGH THE PROCESS, UM, WE'RE FIGURING THOSE OUT AND TRYING TO LEARN EXACTLY HOW WE WANNA MAKE THOSE CHANGES.

SO THE OTHER THING, UM, THAT WE STARTED REALIZING NEEDED TO BE CHANGED, UM, POSSIBLY THAT NEEDED TO BE CHANGED WAS PARKING.

BUT FIRST I WOULD LIKE TO GIVE YOU ALL JUST A BRIEF UPDATE BECAUSE ON OUR CODE AND HOW WE EVOLVED TO GET TO THIS POINT.

SO I THINK IT ALWAYS HELPS

TO UNDERSTAND HOW WE GOT HERE.

SO ONE THING THAT WE NOTICED, UM, THROUGH OUR RESEARCH IS THAT OUR REQUIREMENTS ACTUALLY INCREASED.

UM, IS NOT THAT SURPRISING.

YOU KNOW, CITIES HAVE INCREASED PARKING, YOU KNOW, AS, UH, MORE CARS HAVE GOTTEN ON THE ROAD THROUGHOUT THE YEARS.

IN 1961, WE DIDN'T BREAK OUT VARIOUS INDUSTRIAL USES IN TERMS OF PARKING.

WE JUST SAID IF YOU'RE ANY TYPE OF INDUSTRIAL USE, UM, IT'S GONNA BE ONE SPACE FOR EACH FIVE EMPLOYEES, OR IT'S GONNA BE ONE SPACE PER A THOUSAND SQUARE FEET.

THEN IN 1977, WE KEPT THE ONE PER 1000 SQUARE FEET.

SO THAT'S BEEN PRETTY CONSISTENT.

BUT, UM, WE REQUIRED MORE AT ONE SPACE PER TWO EMPLOYEES.

AND TODAY, AND THERE HAS BEEN NO CHANGE SINCE 2001 TO OUR INDUSTRIAL PARKING REQUIREMENTS.

BUT TODAY WE REQUIRE ONE PER 1000 SQUARE FEET PER WAREHOUSE.

HOWEVER, FOR MANUFACTURING AND ASSEMBLY USES, WE REQUIRE ONE PER EMPLOYEE ON THE LARGEST SHIFT.

IN ADDITION, WE REQUIRE ONE PER 1000 SQUARE FEET.

SO, YOU KNOW, AS YOU SEE, THAT IS SIGNIFICANTLY MORE THAN WHAT WE WERE REQUIRING BEFORE IN THE PAST.

AND SO THERE IS ALSO A HISTORY OF THE ZONING BOARD OF ADJUSTMENTS GRANTING, UM, SPECIAL EXCEPTIONS AND VARIANCES TO OUR PARKING REQUIREMENTS.

SO THE ONE THAT HAPPENED MOST RECENTLY, UM, AND THIS ALSO HAPPENS TO BE THE LAST, UM, AND THE BIGGEST BUILDING THAT, UM, WAS CONSTRUCTED PRIOR TO THE HILLWOOD DEVELOPMENT, AND THAT IS WHAT WE CURRENTLY REFER TO TODAY AS JC PENNEY.

BUT INITIALLY IT WAS CALLED THE HYMAN WAREHOUSE DEVELOPMENT.

AND AT THAT TIME, THE PLANNING AND ZONING, OR SORRY, THE ZONING BOARD OF ADJUSTMENTS GRANTED A VARIANCE.

THEY WENT FROM BASICALLY ONE SPACE PER 1000 ALL THE WAY DOWN TO 0.1 18.

SO, UM, THAT WOULD'VE ALLOWED THAT PARTICULAR USER TO HAVE 218 SPACES FOR 1.2 MILLION SQUARE FOOT BUILDING.

NOW, AGAIN, THEY WERE NOT CALLING IT MANUFACTURING, THEY WERE CALLING IT WAREHOUSE.

AND ONE THING THAT YOU'RE GOING TO SEE IS THAT CITIES TYPICALLY PARK MANUFACTURING USES AT A HIGHER UM, RATIO THAN THEY DO FOR WAREHOUSE AND DISTRIBUTION USES.

AND THEN OTHER SIMILAR VARIANCES HAVE ALSO BEEN GRANTED.

ONE WAS FOR DUAL LIGHT WAREHOUSE THAT IS IN OUR BUSINESS PARK, AND TWO OTHERS WERE GRANTED TO, UH, PRECISION WOOD AND I SALE STEEL.

THOSE WERE ACTUALLY MENTIONED IN THE ZBA MINUTES.

HOWEVER, WE WEREN'T ABLE TO FIND THE DETAILS ON THAT OUR RECORDS.

MAY I ASK A QUESTION? YES.

SO, UM, TWO, WHAT WAS APPROVED OR ACTUAL CONSTRUCTION, WHICH WAS A WHOLE, UH, HOW DID THEY GET FROM ONE TO TO THE OTHER? YEAH, SO I THINK THEY REQUESTED AT INITIALLY THEY WERE GOING TO CONSTRUCT 1.2 MILLION SQUARE FEET.

UM, AND THEN SOMETHING HAPPENED, THEY DIDN'T CONSTRUCT, THEY ONLY CONSTRUCTED THE 420,000 SQUARE FEET, WHICH IS CURRENTLY THE JCPENNEY BUILDING.

SO THEY ENDED UP HAVING, UM, 253 SPACES FOR THE 420,000 SQUARE FEET.

SO, UM, THEY ACTUALLY ENDED UP BUILDING A LITTLE BIT MORE THAN EVEN WHAT THEY WERE GOING TO BUILD FOR THE 1.2 MILLION.

SO THAT'S ANOTHER POINT TOO, THAT I WAS GONNA MAKE DURING THIS, UM, EXERCISE, IS THAT THEY PRETTY MUCH END UP BUILDING WHAT THEY THINK THEY'RE GOING TO NEED.

AND USUALLY THAT ENDS UP BEING, UM, A LITTLE BIT MORE SOMETIMES THAN, UM, WHAT SOME OTHER CITIES ARE EVEN REQUIRING.

SO I WANTED TO GIVE YOU ALL A REMINDER, UM, OF SOME OF DEVELOPMENTS THAT ARE CURRENTLY ONGOING AND UNDER CONSTRUCTION.

AND THEN THIS ALSO SHOWS SOME INDUSTRIAL PROPERTY THAT IS YET TO BE DEVELOPED.

SO BY CHANGING, UM, THESE REQUIREMENTS, IT WOULD NOT ONLY IMPACT, YOU KNOW, EXISTING DEVELOPMENT THAT IS UNDER CONSTRUCTION, BUT ALSO FUTURE DEVELOPMENT.

SO ONE OF THE THINGS THAT WE DID DO IN THE VERY BEGINNING WHEN WE SAW SOME OF THESE, UM, SITE PLANS COMING FORWARD IS WE DID WARN THE APPLICANTS THAT BASED UPON OUR CURRENT, UM, REQUIREMENT, THAT SOME OF THE USES MIGHT REQUIRE DBA, UM, SPECIAL EXCEPTIONS OR VARIANCES.

AND SO, UM, WE COULDN'T BE SURE EXACTLY WHAT THAT WOULD BE CUZ THEY DIDN'T KNOW WHAT THE USES WERE.

SO TODAY WE DO KNOW AT LEAST TWO OF THOSE.

SO WE KNEW THAT OVER A MILLION SQUARE FEET, UM, OF ONE OF THOSE HILLWOOD BUILDINGS IS GONNA BE PRATT INDUSTRIES THAT IS A MANUFACTURING USED.

AND WE ALSO KNOW THAT THE OTHER ONE IS GOING TO BE LIGHT ASSEMBLY, WHICH, YOU KNOW, FOR ALL INTENTS AND PURPOSES IS ALMOST SIMILAR

TO MANUFACTURING.

UM, AND THAT'S GONNA BE APPROXIMATELY 140,000 SQUARE FEET.

SO BASED UPON OUR PARKING REQUIREMENTS, THEN PRATT WOULD NEED TO HAVE 1,360 SPACES.

WE LIGHTING WOULD NEED TO HAVE 217 SPACES.

SO ONE OF THE THINGS, UM, THAT WE'VE RESEARCHED AND WE'VE ALSO HEARD, UM, FROM SOME OF THESE USERS IS THAT THE FOREST PLACE THAT THEY HAVE HAS A LOT OF EQUIPMENT, A LOT OF BIG EQUIPMENT, AND THEY HAVE A LOT OF MATERIALS THAT TAKE UP A LOT OF SPACE.

SO THEREFORE THEY DON'T BELIEVE THEY WOULD EVER NEED, UM, FOR EXAMPLE, OVER A THOUSAND PARKING SPACES.

SO WE, UM, STARTED WITH THE QUESTION OF, WELL, DO WE HAVE A CODE PROBLEM? UM, SO WE STARTED LOOKING AT, UH, WE ASKED A COUPLE OF THOSE USERS, UM, THE MAIN ONE BEING HILLWOOD CAUSE THEY HAVE, YOU KNOW, THE BIGGEST, UM, INVENTORY OF BUILDINGS TO SEND US A LIST OF WHAT THEY CURRENTLY HAVE, BASICALLY WHAT THEIR PARKING RATIO IS FOR SOME OF THESE EXISTING BUILDINGS AND WHETHER OR NOT, YOU KNOW, THERE WERE SOME ISSUES.

AND WE LOOKED AT WHERE SOME OF THOSE BUILDINGS WERE LOCATED.

SO WE DID A SURVEY, UM, OF 13 CITIES TO SEE EXACTLY WHAT THEY WERE REQUIRING.

SO WE HAVE A HUGE SPREADSHEET AND WE CAN DEFINITELY SEND YOU ALL THE, THE DIRTY DETAILS IF YOU WOULD LIKE IT.

BUT, UM, WE WANTED TO PULL OUT SOME OBSERVATIONS FOR YOU, FOR YOUR CONSIDERATION AND FOR YOU TO KIND OF THINK ABOUT TONIGHT.

SO THEY ALL BREAK OUT, UM, THESE INDIVIDUAL INDUSTRIAL USES FOR HOW THEY PARK THEM.

AND THERE IS A HUGE RANGE IN THEIR REQUIREMENTS.

SO FOR WAREHOUSE USE, SIX OF THE 13 CITIES WE SURVEYED HAVE THE SAME PARKING REQUIREMENT AS CEDAR HILL AT ONE SPACE PER 1000 SQUARE FEET.

UH, BUT THEN SIX OF 13 CITIES ALSO REQUIRE LESS PARKING THAN CEDAR HILL.

UM, AND THEN THAT'S PARTICULARLY FOR THE LARGER BUILDINGS.

SO THAT'S SOMETHING WE THOUGHT THAT WE NEEDED TO MAKE NOTE OF FOR DISTRIBUTION CENTERS.

10 OF THE 13 CITIES HAVE PARKING REQUIREMENTS THAT ARE SPECIFICALLY FOR THAT USE.

I THOUGHT IT WAS IMPORTANT TO POINT THAT OUT BECAUSE, YOU KNOW, AS WE'VE BEEN GOING THROUGH THIS INDUSTRIAL COAL PROCESS, UM, WE ARE ACTUALLY TRYING TO CREATE THIS USE IN THE USE CHART OF DISTRIBUTION CENTERS.

AND SO, UM, THESE 10 CITIES, EVEN THOUGH THEY MAY NOT BE REGULATING DISTRIBUTION CENTERS, UM, MORE THAN WAREHOUSE, THEY DO HAVE A SPECIFIC PARKING REQUIREMENT THAT THEY CALL OUT FOR DISTRIBUTION CENTERS.

UM, ALSO THE CITIES ABOVE ARE REQUIRING PARKING FOR DISTRIBUTION CENTERS IS BASICALLY THE SAME AS WAREHOUSES.

HOWEVER, THERE WERE SOME EXCEPTIONS.

THOSE WOULD BE IN DESOTO, WHICH THEY ACTUALLY HAVE A LESSER REQUIREMENT THAN THEY DO FOR THEIR WAREHOUSE USE.

UM, AS WELL AS LANCASTER AND ROCKWALL WAS A LITTLE DIFFERENT, UM, BECAUSE ONLY FOR THIS PARTICULAR USE, THEY ALLOWED THE PLANNING DIRECTOR TO, UM, DETERMINE WHAT THAT PARKING RATIO SHOULD BE.

SO NEXT FOR MANUFACTURING.

SO SIX OF THE 13 CITIES ARE REQUIRING MORE PARKING FOR MANUFACTURING THAN THEY DO FOR OTHER INDUSTRIAL USES.

UM, AND THAT KIND OF MAKES SENSE.

AND WE'RE ALSO HEARING THAT FROM THE INDUSTRY BECAUSE THAT'S THE ONE USED THAT YOU EXPECT TYPICALLY TO HAVE THE MOST WORKERS.

SO THAT'S WHY THAT PARKING REQUIREMENT IS A LITTLE HIGHER.

UM, BUT CEDAR HILL IS THE ONLY CITY THAT REQUIRES MANUFACTURING USES TO PARK THE FLOOR AREA, PLUS THE NUMBER OF EMPLOYEES.

SO THAT'S WHY IT RESULTS IN SO MUCH MORE PARKING.

UM, AND THEN IN MOST CASES, THIS MEANS THAT, OF COURSE WE'RE GONNA REQUIRE MORE PARKING FOR MANUFACTURING THAN ANY OTHER CITY THAT WE SURVEYED.

SO THERE WERE SOME OTHER CITIES ALSO THAT THEY HAVE A REQUIREMENT FOR ACCESSORY OFFICE USE.

SO THREE OF THE 13 CITIES, UM, THAT REQUIRE AN OFFICE PORTION OF THE INDUSTRIAL USES TO BE PARKED AT A HIGHER RATIO.

THEY ALSO HAD LOWER PARKING REQUIREMENTS FOR THESE OTHER INDUSTRIAL USES.

SO WE THINK THE THINKING THERE IS WE'RE GONNA LOWER YOUR REQUIREMENT WHERE WE THINK YOU DON'T HAVE AS MANY PEOPLE, BUT YOU'RE GONNA HAVE A HIGHER REQUIREMENT, YOU KNOW, WHERE WE EXPECT TO HAVE A HIGHER CONCENTRATION.

SO, UM, AT THE END OF MY OBSERVATIONS HERE, UM, WE ALSO HAVE SOME, WHICH WE CURRENTLY HAVE NOW THAT HAD NU THEY DO THE PARKING BASED ON NUMBER OF EMPLOYEES.

NOW, DO WE HAVE A DEFINITIVE WAY TO DETERMINE THAT? NO, I MEAN, YOU KNOW, IT'S REALLY BASED UPON, YOU KNOW, THE INFORMATION THAT THEY PROVIDE TO US.

SO SEVEN TO 13 CITIES REQUIRE PARKING BASED UPON THE NUMBER OF EMPLOYEES.

SO, UM, THAT WE THOUGHT THAT WAS, UM, A LITTLE MORE THAN HALF, UM, IN TERMS OF INCREASING AND DECREASING THE RATIO BASED UPON SIZE OF BUILDINGS.

NOW THIS IS WHERE, UM, IT GOT A LITTLE BIT COMPLICATED.

UM, WHAT WE WOULD LIKE TO DO IN OUR RECOMMENDATIONS

IS TRY TO KEEP IT SIMPLE, BUT, UM, SEVERAL CITIES, UM, HAVE A RATIO BASED UPON THE SIZE OF THE BUILDING AND THE LEAST AMOUNT OF REQUIRED PARKING ACROSS THE BOARD, UM, WAS ALLEN DENTON AND GRAND PRAIRIE, WITH THE EXCEPTION OF GRAND PRAIRIE IN TERMS OF THEIR MANUFACTURING USES, UM, THEY ACTUALLY REQUIRE, UM, CONSIDERABLY MORE ONLY FOR MANUFACTURING.

AND WE THOUGHT THAT WAS KIND OF INTERESTING.

SO THAT BRINGS US TO, UM, OUR PRELIMINARY RECOMMENDATIONS THAT WE WANNA LEAVE YOU ALL WITH TONIGHT.

NOW WE'RE GONNA BE DOING ANOTHER BRIEFING, UM, AT YOUR NEXT COUNCIL MEETING ON MARCH 28TH.

SO, YOU KNOW, THIS IS THE FIRST TIME YOU ALL ARE SEEING THIS.

WE DON'T EVEN NECESSARILY NEED FEEDBACK TONIGHT, BUT WE DEFINITELY WANT TO PRESENT THIS TO YOU, AND THEN WE'LL COME BACK TO YOU IN A MONTH SO THAT WE CAN GET, UM, SOME MORE FEEDBACK FROM YOU.

SO FIRST OF ALL, OUR THOUGHT IS THAT WE WANT TO DECREASE THE REQUIREMENT FOR WAREHOUSES FROM ONE SPACE PER 1000 SQUARE FEET TO 0.2 SPACES PER A THOUSAND SQUARE FEET.

UM, AND THEN REQUIRED THE ACCESSORY OFFICE PORTION OF THE BUILDING TO PARK AT ONE SPACE FOR 300 SQUARE FEET.

AND THIS IS ACTUALLY SIMILAR, UM, TO DENTON AND TO GRAND PRAIRIE, BUT THEN ALSO SIMILAR TO MANSFIELD AND MIDLOTHIAN WHO PARK THE ACCESSORY OFFICE SPACE.

AND THEN THE, THE NUMBERS THAT YOU END UP WITH ARE CONSISTENT WITH THOSE VARIANCES THAT CBA GRANTED FOR THE LARGE INDUSTRIAL BUILDINGS.

YOU KNOW, THE FIRST GROUP THAT WE HAD, UM, 20 YEARS AGO IS CONSISTENT TO THOSE NUMBERS AS WELL.

AND FOR DISTRIBUTION CENTERS AND FULFILLMENT CENTERS, UM, WE WOULD JUST MAKE THE REQUIREMENT BE THE SAME AS WAREHOUSES.

AND AGAIN, THIS IS CONSISTENT WITH WHAT OTHER CITIES ARE DOING AS WELL.

NOW, FOR MANUFACTURING AND ASSEMBLY, WE WOULD WANT TO REQUIRE ONE SPACE PER EMPLOYEE ARE ONE SPACE PER 1000 SQUARE FEET, WHICHEVER IS LESS.

AND CURRENTLY WE DO BOTH AND WE DON'T THINK THERE IS A NEED TO DO BOTH.

UM, REASON BEING, WHEN WE LOOKED AT OTHER CITIES, UM, DENTON, UM, IS ONE CITY THAT THIS WOULD BE EXACTLY SIMILAR TO.

IT'S WHAT THEY DO.

UM, BUT ROCKWALL ACTUALLY, UM, HAS A EVEN, UM, LESS REQUIREMENT.

ROCKWALL REQUIRES 0.75 PER THOUSAND.

UM, AND WAX HACHI REQUIRES 0.5.

SO WE WOULDN'T BE THE LOWEST, UM, BUT WE WOULD BE ONE OF THE FOUR LOWEST OF THE 13 THAT WE SURVEYED.

UM, AND OF COURSE, UM, AGAIN, WE WILL REQUIRE FEWER SPACES THAN 10 OF THE OTHER, OTHER 13 SURVEYED CITIES.

AND THIS IS ONLY FOR MANUFACTURING AND ASSEMBLY.

SO WHAT DOES THIS MEAN FOR PRATT AND WACK? UM, SO THIS IS LIKE, OKAY, IN REAL LIFE I'VE BEEN TALKING ABOUT ALL THESE RATIOS, BUT WHAT DOES THIS ACTUALLY LOOK LIKE IN TERMS OF PARKING SPACES? SO, UM, IF THOSE PRELIMINARY RECOMMENDATIONS, YOU KNOW, WERE ACTUALLY PUT INTO A CODE, WHAT THIS WOULD MEAN IS THAT INSTEAD OF PRATT NEEDING 1,360 PARKING SPACES, UM, THEY WOULD ONLY NEED 272.
