UH, THOSE OF YOU WHO ARE JOINING US VIA, UH, STREAM, WELCOME TO OUR CITY COUNCIL MEETING.

UH, THIS MEETING IS, UH, UH, OPEN CARRY IF, UH, FIREARMS IS PROHIBITED IN WITHIN THESE COUNCIL CHAMBERS.

I WANNA OFFICIALLY CALL THIS MEETING TO ORDER.

TOBY SNOWDEN WAS BORN IN SAN BENITO, TEXAS.

SNOWDEN MET HIS WIFE ELLEN IN SAN ANTONIO.

THEY HAVE BEEN MARRIED FOR 47 YEARS, HAVE THREE GROWN CHILDREN AND FOUR GRANDSONS.

DR.

SNOWDEN OBTAINED HIS DEGREE IN JOURNALISM FROM BAYLOR UNIVERSITY, WHERE HE PLAYED FOOTBALL FOR TWO YEARS.

HE ACHIEVED HIS MASTER IN DOCTOR DEGREES FROM SOUTHWESTERN BAPTIST THEOLOGICAL SEMINARY.

DR.

SNOWDEN WAS A ASSISTANT PASTOR AND MINISTERED TO COLLEGE AND CAREER AT FIRST BAPTIST CHURCH OF DALLAS FOR EIGHT YEARS.

DR.

SNOWDEN WAS CALLED TO SERVE AS PASTOR OF HIGH POINT BAPTIST CHURCH IN 1988.

THE CHURCH AT THAT TIME STARTED MEETING IN A FRONT IN A STOREFRONT

HE IS ALSO THE FOUNDER, EXECUTIVE DIRECTOR OF THE SOUTHWEST CENTER OF CHURCH PLANTING.

SNOWDEN IS A TEAM LEADER FOR THE WORLD CLASS EDUCATION TEAM OF CEDAR HILL, I S D HMM.

, VERY INVOLVED IN MANY LOCAL CIVIC ACTIVITIES IN CEDAR HILL.

SNOWDEN IS AN ADJUNCT PROFESSOR TEACHING AT DALLAS BAPTIST UNIVERSITY IN THE COLLEGE OF CHRISTIAN FAITH.

SNOWDEN IS CELEBRATING 35 YEAR ANNIVERSARY AS SENIOR TEACHING PASTOR AT HIGH POINT BAPTIST CHURCH.

THIS WILL BE PRESENTED BY COUNCILWOMAN DANIELS PROCLAMATION, OFFICE OF THE MAYOR.

WHEREAS EACH YEAR DURING WOMEN'S HISTORY MONTH, WE HONOR THE ACHIEVEMENTS OF VISIONARY WOMEN WHOSE IMMEASURABLE CONTRIBUTIONS HAVE SHAPED OUR WORLD AND THOSE WHO CONTINUE TO BREAK BARRIERS TO CREATE EQUAL OPPORTUNITIES FOR WOMEN.

AND WHEREAS THROUGHOUT AMERICAN HISTORY, WOMEN AND GIRLS HAVE MADE VOW CONTRIBUTION OFTEN IN THE FACE OF INJUSTICE AND UNDUE HARDSHIP.

COURAGEOUS WOMEN MARCHED FOR AND WON THE RIGHT TO VOTE, CAMPAIGNED FOR EQUITY LED EFFORTS DURING THE CIVIL RIGHTS MOVEMENT, REPRESENTED THE UNITED STATES ON THE GLOBAL STAGE IN THE FIGHT FOR HUMAN RIGHTS, SHATTERED COUNTLESS BARRIERS AND EXPANDING THE POSSIBILITIES OF AMERICAN LIFE.

WHEREAS WOMEN OF ALL BACKGROUNDS SERVING A MULTITUDE OF ROLES THROUGHOUT THE CITY, INCLUDING SERVING ON OUR CITY COUNCIL, CITY BOARDS AND COMMISSIONS, AND AT ALL LEVELS OF LEADERSHIP THROUGH THE CITY OF CITY HILL, THE LEGACY OF CITY HILL HERE, WOMEN CAN BE SEEN THROUGHOUT OUR COMMUNITY AND POLICY DECISIONS, ECONOMIC DEVELOPMENT PROJECTS, AND OUR EDUCATION SYSTEM TO NAME A FEW.

AND WHEREAS WOMEN'S HISTORY MONTH BEGAN IN 1978 AS A LOCAL CELEBRATION OF WOMEN'S HISTORY, WE IN SANTA ROSA, CALIFORNIA, AND WAS EXPANDED TO WOMEN'S HISTORY MONTH IN 1987.

AND WHEREAS DURING HIS WOMEN'S HISTORY MONTH, LET US HONOR THE ACCOMPLISHED AND VISIONARY WOMEN WHO HAVE HELPED BILL OUR COUNTRY, INCLUDING THOSE WHO CONTRIBUTIONS HAVE NOT BEEN ADEQUATELY RECOGNIZED AND CELEBRATED.

AND LET US PAY TRIBUTE TO THE TRAILBLAZERS FROM THE RECENT AND DISTINCT PAST FOR DOING TO ENVISION A FUTURE FOR WHICH NO PAST PROTESTANT EXISTED, AND FOR BUILDING A NATION OF ENDLESS POSSIBILITIES FOR ALL OF ITS WOMEN AND GIRLS.

UH, ONE IS, UH, A MINIMUM SALARY FOR OFFICERS BILL THAT WE ARE HAVE FILED THIS SESSION.

IT'S HB 1354.

THIS IS FOR MUNICIPALITIES UNDER 5,000.

UH, MANY, UH, OFFICERS ACROSS, UH, THE STATE IN THOSE SMALLER TOWNS MAKE, UH, 20 TO $30,000 NOT NEAR ENOUGH FOR THE RISK THAT OUR OFFICERS TAKE ON.

AND SO WE WANNA MAKE SURE THEY'RE PAID A MINIMUM SALARY OF 55,000 WITH A SUPPLEMENT FROM, UH, THE GREAT SURPLUS THAT OUR STATE HAS, UH, THIS YEAR THAT WE WANT TO MAKE SURE WE'RE, UH, TAKEN CARE OF IN THAT WAY.

AND SO THAT'S ONE BILL WE'RE LOOKING AT, UH, ALSO AN AC IN PRISONS BILL.

UH, WE KNOW THAT IN OUR ANIMAL SHELTERS, WHICH, UH, WE KNOW THERE'S A GREAT TRI-CITY ANIMAL SHELTER HERE, BUT, UH, AC IS REQUIRED IN THOSE ANIMAL SHELTERS.

THAT NEEDS TO BE THE SAME IN OUR STATE PRISONS AS WELL.

AND WE WANT TO MAKE SURE AND ENSURE THAT HAPPENS.

UH, ALSO LOOKING AT, AT AN ECONOMIC DEVELOPMENT BILL THAT WOULD HAVE TO DO WITH OUR FOOD DESERTS AND SUPPLY CHAIN ISSUES.

UH, THAT BILL IS NOT YET FILED, BUT WE'LL KEEP YOU POSTED ON WHAT THAT NUMBER IS AND WHAT WE WILL DO GOING FORWARD.

UM, IT IS, UM, 63 LOTS, 50 FOOT WIDE, UM, KIND OF BEHIND THE KOHL'S HOME DEPOT ALBERTSON'S SHOPPING CENTER, UM, IN A VACANT LOT THAT, UM, RESIDES IN BETWEEN THAT SHOPPING CENTER.

AND THE SINGLE FAMILY DEVELOPMENT BEHIND THE PROPERTY'S BEEN HISTORICALLY

IT WAS ZONED RETAIL WITH THE OVERALL SHOPPING CENTER, BUT, UM, I GUESS NOBODY'S REALLY WANTED TO COME IN BEHIND THE BIG BOXES AND DEVELOP ANY RETAIL BACK THERE THAT DOESN'T HAVE ANY VISIBILITY AND NOBODY CAN REALLY SEE OR FIND.

SO IT'S BEEN SITTING VACANT FOR SOME TIME.

UM, WE FEEL LIKE, UH, REZONING THIS TO A LITTLE BIT HIGHER DENSITY TO GET A TRANSITION BETWEEN THE RETAIL TO THIS PROPERTY TO THE LOWER DENSITY.

SINGLE FAMILY IS PROBABLY A GOOD USE FOR THIS PROPERTY AND WOULD ALLOW IT TO DEVELOP AND NOT BE SITTING VACANT ANYMORE.

UM, IT'S GENERALLY, UH, YOU KNOW, INTERSTATE 67 THERE, OUR US 67 AND BELTLINE ROAD.

UM, JUST BEHIND THE HOME DEPOT, UH, THIS IS THE ZONING MAP.

UH, AS YOU CAN SEE, IT'S A LOCAL RETAIL, UH, ZONED WITH THE REST OF THE RETAIL BIG BOX DEVELOPMENT RIGHT THERE.

AND, UM, ADJACENT TO THE SINGLE FAMILY, 8.5 RIGHT BEHIND IT.

UM, PLANNING DEPARTMENT WAS GRACIOUS ENOUGH TO SHARE A FEW OF THEIR SLIDES WITH US.

THIS WAS ONE THAT, UM, SHOWS HOW THE PROPERTY MIGHT DEVELOP AS ITS ZONE TODAY.

UM, IF A RETAIL DEVELOPER WANTED TO COME IN AND BUILD SOMETHING, THEY COULD BUILD IN A BIG BOX RETAIL WITH PARKING AND A 20 FOOT SETBACK TO THE SINGLE FAMILY HOMES BEHIND IT.

UM, THIS IS JUST SOMETHING THAT, BASED ON HOW IT'S ON TODAY, IT COULD BE DEVELOPED LIKE THIS.

UM, IT'S A MUCH MORE INCENSE USE.

UM, THE TRAFFIC COUNTS FOR SOMETHING LIKE THIS WOULD BE A LOT HIGHER.

UM, AND WE REALLY DON'T FEEL LIKE THIS IS SOMETHING THAT WOULD HAPPEN.

SO WE'RE ASKING TO REZONE IT TO A SINGLE FAMILY.

USE THE PROPOSED PLAN KIND OF ZOOMED IN HERE SHOWS, UM, WHAT WE'RE PLANNING UNDER THE PD.

WE HAVE A PARK WITH A PLAYGROUND AND SHELL OVER IN AN AREA IN THE, UH, NORTH CORNER WHERE THERE'S A CURRENTLY LOTS OF TREES IN A WOODED AREA THAT WE WOULD BE SAVING THOSE TREES.

UM, WE'RE PLANTING A SMALLER PARK IN THE MIDDLE WITH SHADE SAIL PICNIC TABLES, A USED SOCCER FIELD, UM, A DOG PARK IN THE SOUTH END WITH AN OPEN SPACE AND A GATED AREA FOR DOGS.

UM, THERE IS AN ENTRY WITH A MONUMENT SIGN.

IT WOULD BE A GATED DEVELOPMENT.

UM, THE, UM, ENTRANCE ON THE NORTH SIDE IS A CURRENT ACCESS RIGHT ACCESS ROAD COMING THROUGH THE RETAIL DEVELOPMENT, BUT WE WOULD USE THAT AS EMERGENCY ACCESS ONLY WITH THE MAIN ENTRANCE BEING OFF OF SHOWCASE DRIVE.

AND, UM, ON THE SOUTH END THERE, UM, WE ARE PROPOSING BASED ON, UM, MEETING WITH P AND Z AND THE HOMEOWNERS, THAT WE WOULD HAVE AN EIGHT FOOT BOARD ON BOARD CEDAR FENCE.

UH, IN BETWEEN THIS DEVELOPMENT AND THE EXISTING SINGLE FAMILY HOMES, MASONRY WALLS ON THE SOUTH END, AND ALL ALONG THE RETAIL, WE, UH, WOULD HAVE AN EIGHT FOOT MASONRY WALL ALONG THE RETAIL TO TRY TO MITIGATE SOME OF THE NOISE FROM THE, UM, TRUCKS LOADING ZONE AREA AND ALL THAT.

UM, THERE IS WOOD FENCING AND, UM, UM, SIX FOOT TUBULAR FENCING THROUGHOUT THE SIDE IN CERTAIN AREAS WHERE WE'RE FRONT, UM, SIDE FRONTING THE ROAD OR WHERE WE'RE BACKING THE PARKS AND THINGS LIKE THAT.

SO, UM, WE'RE TRYING TO ENHANCE THE PROPERTY AS MUCH AS POSSIBLE TO, UM, MAKE IT A NICE ISOLATED GATED COMMUNITY.

BUT THESE ARE EXAMPLES OF WHAT THOSE WOULD LOOK LIKE, AND THEY WOULD BE DESIGNING THOSE BASED ON THOSE SUBMITTED.

UM, WHAT WE'RE PROPOSING IS 15% MINIMUM OF THE HOUSE UNITS WOULD BE 1800 SQUARE FOOT TO 2000 SQUARE FOOT.

UM, WE DID PROVIDE RESPONSES TO EACH OF THESE, TO THE HOMEOWNERS AND TO THE CITY STAFF AS WE WORKED THROUGH THE PROCESS.

UM, SOME OF THESE WE MADE CHANGES TO OUR SITE PLAN.

SOME OF THESE WE JUST KIND OF EXPLAINED WHY WE COULD NOT DO THEM.

WE ALSO MET WITH HOMEOWNERS AFTER THE FIRST PLANNING AND ZONING MEETING.

UM, WE HAD DINNER WITH THEM, SEVERAL OF THEM SHOWED UP.

THE MAIN ITEMS THAT THEY EXPRESSED CONCERN TO US WERE TRAFFIC THE SCHOOL DISTRICT AND ADDING KIDS TO THE SCHOOLS.

AND THERE WAS A CONCERN ABOUT RENTERS BEING IN THIS PROPERTY.

UM, WE ALSO TALKED ABOUT THINGS THAT WE COULD DO TO HELP THEM LIMITING CONSTRUCTION HOURS.

UM, INCREASE LOT SIZES, DECREASE OPEN SPACE.

THEY ASKED FOR THE EIGHT FOOT CEDAR FENCE ALONG THEIR BACK PROPERTY LINE.

UM, REMOVING OR CLEANING UP LESS DESIRABLE TREES ALONG THAT PROPERTY LINE.

UH, THEY WANTED TO MAKE SURE THE HOA WOULD TAKE CARE OF THE PROPERTY AND DIDN'T BECOME RUNDOWN, UM, REDUCING THE OVERALL NUMBER OF LOTS.

ONE HOMEOWNER ARREST.

IF WE COULD INSTALL A SIDEWALK ALONG KENNEDY, WHICH IS ACTUALLY FRONTING, UH, THE CITY PROPERTY THERE THAT'S VACANT.

UM, THAT'S NOT SOMETHING WE CAN REALLY DO, BUT IT'S SOMETHING THEY BROUGHT TO US.

UH, THERE IS SOME STORM WATER DRAINAGE THAT COLLECTS IN WHERE OUR PARK WOULD BE, WHICH WE BELIEVE WILL BE MITIGATED BY COLLECTING IN THE STORM SEWER SYSTEM FOR THE PROPERTY AND RUNNING THE WATER OUT, UM, INTO THE DRAINAGE CHANNEL BEFORE IT CAN COLLECT THERE IN THE PARK.

UH, THERE ARE CONCERNS ABOUT MAINTENANCE OF THAT CONCRETE CHANNEL, WHICH, UH, WE ENCOURAGE THEM TO TALK TO THE CITY ENGINEERING DEPARTMENT ABOUT.

THERE WERE SOME MODIFICATIONS WE HAD TO MAKE TO OUR SITE PLAN AFTER PLANNING AND ZONING APPROVAL.

UM, SOME OF THEY APPROVED IT IN SUCH A WAY THAT OUR CURRENT SITE PLAN WOULD NOT MEET THOSE REQUIREMENTS.

SO WE INCREASED THE MINIMUM LOT WIDTHS TO 50 FEET.

OUR PRIOR SITE PLAN, ALL THE LOTS WERE

UH, WE DECREASED THE OVERALL LOT COUNT TO 63 LOTS, SO WE CUT BACK THREE LOTS.

THE DENSITY FROM THAT WENT DOWN TO 5.25 MINUTES PER ACRE.

THE OVERALL OPEN SPACE ALSO WENT DOWN FROM 2.17 ACRES TO TWO ACRES, ABOUT 1.5%.

UH, WE INCREASED THE LENGTH, UM, BY INCREASING THE LOT WIDTH.

WE INCREASED THE LENGTH OF THE PARKING ON THE STREET, UM, GIVING MORE ROOM BETWEEN THE DRIVEWAYS, AND WE ALSO INCREASED THE HEIGHT TO THE MASONRY WALL ALONG THE RETAIL TO EIGHT FEET AFTER THAT MEETING.

THIS IS SOMETHING PLANNING ASKED US FOR, JUST TO GIVE, UM, SOME EXAMPLES OF STREET DECORATIVE, STREET LIGHTING, DECORATIVE STREET SIGNS, UM, THAT WE WOULD PROVIDE.

SO TO GIVE THE PROPERTY A LITTLE BIT MORE, UM, AN ENHANCED LOOK, UH, MORE OF DECORATIVE MAILBOXES WITH ALL BOXES NEED TO BE CLUSTERED.

NOW, SINCE THEY DO NOT DELIVER DIRECTLY TO THE HOMES ANYMORE.

WE DID A MOCKUP OF THE MONUMENT SIGN.

OF COURSE, THIS WOULD BE DESIGNED AT A LATER DATE AND GIVEN A LOT MORE DETAIL.

BUT IT WOULD, THIS IS A CONCEPTUAL DESIGN OF WHAT THE MONUMENT WOULD LOOK LIKE, MONUMENT SIGN WOULD LOOK LIKE THERE AT THE ENTRY.

AND THEN WE PROVIDED QUITE A FEW HOME ELEVATION EXAMPLES AS WELL.

UM, BOTH SINGLE STORY AND TWO STORY.

UM, ONE THING I DIDN'T MENTION IS WE ALSO AGREED WITH THE HOMEOWNERS, THE EXISTING HOMEOWNERS ALONG LAVERNE, THAT WE WOULD NOT DO TWO-STORY HOMES ALONG THAT ROW OF LOT SLIP BACK TO THEIR PROPERTY.

WE WOULD KEEP ALL THOSE SINGLE FAMILY HOMES.

AT THE TIME IT WAS 66.

NOW HE'S SAYING 63 HOMES INTO THIS PARTICULAR AREA.

WE'RE LOOKING AT A DEVELOPMENT THAT IS BEING BUILT RIGHT THERE AT JOE WILSON AS WELL, WHICH MEANS THAT ALL OF THE FAMILIES THAT WILL BE IN THAT PARTICULAR AREA WILL BE FEEDING INTO THE SAME SCHOOLS, OVERWHELMING OUR SCHOOL DISTRICT, WHICH IS ALREADY OVERWHELMED IN A TIME WHEN WE HAVEN'T EVEN GOTTEN ENOUGH BOND MONEY TO COVER WHAT IT IS THAT WE NEED IN OUR SCHOOL DISTRICTS.

THEY'VE ALSO TURNED AROUND AND CLAIMED THAT THEY DID NOT HAVE TO HAVE A TRAFFIC, UH, UM, SURVEY DONE.

BUT I ASSERT TO YOU THAT, AGAIN, GIVEN TIME, IF YOU ARE COMING DOWN CANADA AND YOU'RE TRYING TO TURN RIGHT, EVEN TO TURN LEFT ONTO BELTLINE, YOU HAVE A LINE OF PEOPLE THAT ARE WAITING FOR THOSE LIGHTS TO CHANGE.

ADDITIONALLY, THEY'RE HAVING THIS EXIT BUILT BETWEEN THE HOME DEPOT AND THE COALS, WHICH WILL FEED TRAFFIC INTO THAT PARKING LOT, WHICH IS ALREADY OVERWHELMED BY JACK THE BOX AND CHICK-FIL-A AND HOME DEPOT WHEN YOU'RE DOING GARDENING.

ANYWAY, AT THE END OF THE DAY, IT'S A LOT THAT IS GOING TO HAPPEN TO OUR NEIGHBORHOODS THAT WOULD NOT BE IN A GOOD DIRECTION FOR US.

THEY'VE REPRESENTED THAT THEY BELIEVE THAT THIS WILL BE A GREAT PLACE FOR HOMES BECAUSE

IT DOES NOT REQUIRE US CHANGING THE ZONING FOR THAT PARTICULAR PROPERTY.

SO FOR SAFETY AND SECURITY ISSUES, AT THE END OF THE DAY, WE'RE HIGHLY CONCERNED THAT THE ISSUES WITH THE OVERWHELMING NUMBER OF PEOPLE THAT MAY COME IN WITH CHILDREN WILL CONTINUE TO JUST INFLATE THE ISSUES THAT WE HAVE IN OUR SCHOOL DISTRICT RIGHT NOW.

BECAUSE WE STILL HAVE NOT HEARD FROM THE SCHOOL DISTRICT.

HAVE THEY ACCOUNTED FOR THE OTHER HOMES THAT ARE BEING BUILT JUST A MILE AWAY FROM US ON JOE WILSON WHEN THEY'RE SAYING, OH, IT'S OKAY TO BRING THIS IN.

I THINK NOT, WE HAVEN'T HEARD FROM THEM.

UM, I CAN TELL YOU THAT THE RETAIL USE, DEPENDING ON HOW IT DEVELOPED, WAS GONNA RANGE BETWEEN EIGHT 8,000 TRIPS AND 13,000 TRIPS.

AND THE SINGLE FAMILY USE WAS 630 ROUGHLY, PLUS OR MINUS.

UM, IT'S A DRASTIC REDUCTION IN THE AMOUNT OF TRAFFIC BASED ON THE USE.

UM, AND IT IS A, WITH THE CITY ORDINANCE, AND I, I UNDERSTAND WHAT THEY'RE SAYING THAT THE TRAFFIC'S REALLY BAD NOW, BUT THEY LOOK AT IT BASED ON THIS DEVELOPMENT.

IF THIS DEVELOPMENT ISN'T GONNA CONTRIBUTE AN ADDITIONAL THOUSAND TRIPS OR MORE, THEN THEY DON'T REQUIRE A TRAFFIC STUDY.

THAT DOESN'T MEAN THAT IT CAN'T BE REQUIRED BY SOMEBODY ELSE AT SOME POINT, BUT THAT WOULD BE AN OVERALL LOOK AT THE ENTIRE RETAIL DEVELOPMENT AND HOMES IN THAT AREA AND WOULD BE MUCH LARGER THAN THE SCOPE OF JUST THIS 12 ACRE DEVELOPMENT.

BUT TH THAT'S WHERE THOSE NUMBERS COME FROM.

THEY LOOK AT, YOU KNOW, SPEED ZONE, IS THERE SIDEWALKS, UH, IS THERE ANYTHING IN HERE THAT WILL IMPACT OR IMPEDE ON, UH, ANYTHING WITH THE SCHOOL DISTRICT FOR SCHOOL BUS ROUTES, ANYTHING LIKE THAT.

AND IT IS ALMOST IMPOSSIBLE TO FIND NEW CONSTRUCTION AT AROUND THE $250,000 PRICE RANGE.

UM, WE ARE, WE ARE DESPERATE FOR NEW HOMES IN THE CITY THAT PEOPLE CAN AFFORD TO PURCHASE AND MOVE INTO, ESPECIALLY STARTING FAMILIES.

AND WHILE, YOU KNOW, THIS SIZE SQUARE FOOT HOUSE MAY SEEM, UH, CROWDED TO, TO A LOT OF US, UH, TO SOMEBODY THAT'S TRYING TO START A FAMILY, IT MAY BE JUST WHAT THEY CAN AFFORD.
