TO KIND OF PUT THIS INTO PERSPECTIVE FOR YOU, UH, THIS IS THE FIRST TIME, UH, IN MY TENURE HERE AS POLICE CHIEF AND ALMOST FOUR YEARS AT THIS MEDAL IS GOING TO BE GIVEN TO ANY OFFICER IN THIS DEPARTMENT.

SO IT IS REALLY A GREAT ACCOMPLISHMENT FOR, UM, THEM GOING ABOVE AND BEYOND.

AND, UH, SO THE MEDAL OF VALOR IS AWARDED TO A MEMBER WHOSE ACTIONS EXHIBITED EXCEPTIONAL COURAGE, EXTRAORDINARY DECISIVENESS AND PRESENCE OF MIND, AND UNUSUAL SWIFTNESS OF ACTION, REGARDLESS OF HIS OR HOME, HER OWN PERSONAL SAFETY

IN AN ATTEMPT TO SAVE OR PROTECT HUMAN LIFE WHERE THE ACT IS DEEMED TO BE ABOVE AND BEYOND THE CALL OF DUTY.

UM, BEFORE I GET INTO THE DETAILS, WE DID INVITE, UM, THE PARTY THAT WAS INVOLVED IN THIS, MS. HENDERSON, UM, SHE WAS GONNA TRY TO ATTEND.

UM, SO ON JUNE 1ST, ABOUT TWO O'CLOCK IN THE MORNING, OFFICERS GOT DISPATCHED TO A CALL AT APARTMENT COMPLEX.

THE OFFICERS WERE FAMILIAR WITH THIS COMPLEX AS THEY HAD BEEN THERE BEFORE FOR A STALKING INCIDENT WITH AN EX-BOYFRIEND.

THE CALL CAME IN AS AN EX-BOYFRIEND HOLDING, UH, A VICTIM WITH A KNIFE.

WHEN THE EX-BOYFRIEND ENTERED THE HOME, THE DAUGHTER WAS ABLE TO ESCAPE THE RESIDENCE AND FLEE TO A NEARBY APARTMENT WHERE THE NEIGHBOR WAS ABLE TO CALL 9 1 1 AS THE NEIGHBORS ON THE PHONE WITH NINE ONE ONE ONE, YOU CAN HEAR THE WOMAN SCREAMING AND PLEADING FOR HELP.

WHEN THE OFFICERS ARRIVE, THEY HEAR HER INSIDE PLEADING FOR HER LIFE.

THEY PUT TOGETHER A QUICK PLAN TO TAKE SWIFT ACTION, AND THEY CHOSE TO KICK IN THE DOOR.

THE SUBJECT WAS ON THE OTHER SIDE, BARRICADING THE DOOR IN.

THEY WERE ABLE TO FORCE THEIR WAY IN.

AND WHEN THEY ENTERED, THE SUSPECT HAD A GUN AND RAISED IT TOWARDS THE OFFICERS.

THEY WERE ABLE TO GRAB THE SUSPECT'S ARM, TACKLE HIM TO THE GROUND, AND WRESTLE THE FIREARM AWAY FROM HIM.

THE WOMAN WAS ABLE TO FLEE A SAFETY.

THEY TOOK HIM INTO CUSTODY WITHOUT ANY INJURY.

AND SO IT'S FOR THOSE ACTIONS THAT THESE THREE OFFICERS ARE BEING AWARDED THE MEDAL OF BALLARD.

SO FIRST OF ALL, HINTON CORPORAL HINTON, CORPORAL FOLKS, OFFICER MORRISON, IF WE COULD PLEASE.

SO, APPRECIATION FOR, SO JUST AS A FOLLOW UP, THE SUSPECT IN THIS CASE WAS FOUND GUILTY ON CHARGES OF STALKING, SENTENCED TO 20 YEARS RESISTING ARREST, SENTENCED TO 20 YEARS UNLAWFUL POSSESSION OF A FIREARM BY A FELON POSSESSION, UH, UH, UH, CONVICTION OF 20 YEARS, AND BURGLARY OF HABITATION WITH INTENT TO COMMIT, ASSAULT, UH, CONVICTION WITH 25 YEARS.

SO HE'S NOT GONNA DO HER HARM ANYMORE.

I DON'T COME TONIGHT TO SPEAK FOR THE NEIGHBORHOOD ADVISORY BOARD, BUT I DO COME TO SPEAK AS A CITIZEN MEMBER OF THE NEIGHBORHOOD ADVISORY BOARD, OF WHICH I'VE BEEN A MEMBER FOR THE LAST NINE AND A HALF YEARS.

THE MATCHING GRANT PROGRAM HAS THREE VERY STRINGENT REQUIREMENTS BEFORE ANYBODY CAN APPLY FOR A MATCHING GRANT.

THOSE ARE THAT THE NEIGHBORHOOD MUST ORGANIZE FORMALLY AND REGISTER WITH THE CITY.

THEY MUST BE OPEN TO ALL NEIGHBORS IN THE NEIGHBORHOOD AND THEY MUST, UM, OPEN A SEPARATE BANK ACCOUNT FOR THE ORGANIZATION.

ONCE THIS IS VERIFIED, BUT BY THE, UM, CITY STAFF, THE NEIGHBORHOOD ADVISORY BOARD THEN RECEIVES THEIR MATCHING GRANT APPLICATION.

THE NEIGHBORHOOD ADVISORY BOARD TAKES OUR FIDUCIARY RESPONSIBILITY EXTREMELY SERIOUSLY.

WE REVIEW ALL OF THE DOCUMENTATION.

WE SCRUTINIZE EVERY FACT, EVERY FIGURE, EVERY RECEIPT.

WE ALSO HAVE THE AUTHORITY TO APPROVE WITH STIPULATIONS, SUCH AS RELEASING PARTIAL FUNDS SO THAT MATERIALS CAN BE PURCHASED.

AND THEN ONCE WE SEE WORK BEING DONE AND WE RE RECEIVE THE RECEIPTS FROM THE BUILDING MATERIALS BEING PURCHASED, WE HAVE THE AUTHORITY TO RELEASE THE REST OF THOSE FUNDS.

WHAT I SAW UNFOLD ON NOVEMBER 8TH UNDERMINE EVERYTHING, ALL THE HARD WORK, ALL THE DILIGENCE, THE DEDICATION, THE NEIGHBORHOOD ADVISORY BOARD PUTS INTO VETTING THESE NEIGHBORHOOD ORGANIZATIONS.

FURTHERMORE, I REVIEWED, I DID AN OPEN RECORDS REQUEST AND I REVIEWED EVERY EMAIL RECEIVED BY THE CITY COUNCIL FOR THE CITIZEN FORUM.

NOT ONE OF THOSE EMAILS OPPOSED THE MATCHING GRANT COUNCIL.

UNFORTUNATELY, YOU'VE ALLOWED YOURSELVES TO BE SUCKED INTO THE NEIGHBORHOOD POLITICS, SOMETHING THAT THE NEIGHBORHOOD ADVISORY BOARD IS VERY CAREFUL NOT TO GET SUCKED INTO.

THE NEIGHBORS OF SLEEPY HOLLOW DID EVERYTHING THEY WERE ASKED TO DO, EVERYTHING REQUIRED OF THEM.

AND NOW ON THE EDGE EDGE, THEY SEEM TO SEE THEIR DREAM OF THIS MATCHING GRANT RESTORING THEIR SIGNS BEING YANKED OUT FROM UNDER THEM ALL

UH, THE NO BOARD IS CLEARLY TRYING TO PUSH THEIR OWN INDIVIDUAL DESIRES FOR OLD SIGNED RESTORATION ON A NEIGHBORHOOD WHO WANTS NEW SIGNED DESIGNS.

UH, I I HAVE A LITTLE SOMETHING HERE.

UM, IN OUR, IN OUR NEIGHBORHOOD, UH, THERE'S 85 HOUSEHOLDS THAT WANT NUDE SIGNED DESIGNS.

I TOOK THE VOTE, THERE'S, UH, 36 THAT WANT OLD SIGNED DESIGNS.

UM, I HAVE SENT MULTIPLE EMAILS TO THE NOSH BOARD STATING THE TRUE OVERWHELMING SUPPORT.

BUT NASH NEVER RESPONDED TO MY INFORMATION, BUT WENT AHEAD IN THEIR PLANS FOR THE OLD SIGNS TO BE RESTORED.

KNOWING THIS, THEY APPLIED FOR THE GRANT WITH DATA FROM THEIR QUESTIONNAIRE, WHICH WAS REALLY NOT A VOTE OR ANY TANGIBLE SOLUTION FOR THE DILEMMA OF THE SIGNS.

THE QUESTIONNAIRE REVEALED 17 HOUSEHOLDS IN FAVOR OF OLD SIGNS IN THEIR GRANT APPLICATION.

THEY MADE THE STATEMENT AN OVERWHELMING MAJORITY OF THE RESIDENTS FAVOR RESTORING AND REPLACING THE OLD EXISTING SIGNS.

THEY SAY 83.3% VOTED IN EITHER FAVOR OR REST, RESTORING AND REPLACING THE ORIGINAL SIGNS.

UH, THEIR DATA SHOWS ONLY 8% OF A HUNDRED EIGHTY FIVE EIGHTY FOUR HOUSEHOLDS, WHICH MAKES MAKEUP SLEEPY HOLLOW.

THEY'RE ALSO TRYING TO MAKE THE DATA SEEM LIKE A MAJORITY OF THE NEIGHBORS WANT THE OLD SIGNS, WHICH IS CLEARLY NOT THE FACT.

UM, I, IF, UH, THEY DO RECEIVE THE MONEY, I WISH THEY WOULD DO WHAT THEY ORIGINALLY SAID THEY WOULD DO, WHICH WAS TO ACTUALLY COME TO THE NEIGHBORS AND TRULY FIND OUT WHAT THE NEIGHBORHOOD WANTS.

THEY HAVE NOT DONE THAT.

THEY HAVE NEVER DONE THAT.

I'M NOT OPPOSED TO THEM GETTING THE MONEY, BUT I AM OPPOSED TO THEM USING THE MONEY IN A WAY THAT THE MAJORITY OF THE NEIGHBORS DON'T WANT.

AND IF THEY WOULD LIKE TO SIT DOWN AND TALK WITH ME, I'D LOVE TO SIT DOWN AND TALK WITH THEM.

UH, I COME BEFORE YOU THIS EVENING TO SPEAK ONCE AGAIN IN SUPPORT OF THE MATCHING GRANT REIMBURSEMENT FOR THE SLEEPY HOLLOW NEIGHBORHOOD SIGN RESTORATION PROJECT SUBMITTED BY THE NEIGHBORS OF SLEEPY HOLLOW ORGANIZATION, ALSO KNOWN AS NASH.

YOU'LL REMEMBER THAT THIS APPLICATION WAS PROMPTED BY THE RESULTS OF A NEIGHBORHOOD SURVEY PERFORMED BY NOSH LAST SUMMER TO GAUGE INTEREST IN SIGN RESTORATION VERSUS A

COMPLETE REDESIGN AND RE REPLACEMENT.

YOU'LL RECALL THAT THE RESPONSE TO THIS SURVEY, WHICH WAS MAILED TO ALL 183 RESIDENTS, WAS OVERWHELMINGLY SUPPORTIVE OF SIGN RESTORATION OVER REPLACEMENT.

YOU'LL ALSO RECALL THAT UNFORTUNATELY, ONLY AROUND 20 NEIGHBORS RESPONDED TO THIS SURVEY LAST MONTH.

BECAUSE OF THIS LOW SURVEY PARTICIPATION, COUNCIL TABLED THE DECISION TO APPROVE OR DENY THE GRANT REIMBURSEMENT REQUESTING THAT NOSH READMINISTER THE SURVEY AND PROVIDE THE NEW RESULTS.

WHILE I UNDERSTAND COUNCIL'S REASONING AND TABLING THIS DECISION TO SOLIDIFY CONSENSUS IN THE NEIGHBORHOOD, I THINK IT'S IMPORTANT TO NOTE THAT THE TIME AND EFFORT THE NEIGHBORHOOD ADVISORY REPORT PUT INTO ANALYZING, RESEARCHING, AND ULTIMATELY RECOMMENDING APPROVAL OF THIS GRANT APPLICATION SHOULDN'T BE IGNORED.

I THINK IT'S ALSO IMPORTANT TO RECOGNIZE THE FACT THAT THE NEIGHBORHOOD ADVISORY BOARD REACHED THIS CONCLUSION BASED ON NAUSEOUS ORIGINAL SURVEY RESULTS, AS WELL AS ANY POINTS OF CONTENTION FROM THE OPPOSITION.

AND SHORTLY THEREAFTER, THEY PUSH THE BUTTON, THE ELEVATOR STOPS, IT THEN FALLS AFOOT, PRECIPITOUSLY, THE ELECTRICITY GOES OFF, AND THE FIVE ARE STUCK IN THE DARK.

NOT A GOOD WAY FOR BROOKE TO START HER MARRIAGE.

BRUCE AND I MADE THE DECISION QUICKLY TO CALL 9 1 1.

AND THE CEDAR HILL FIRE OFFICERS CAPTAIN JASON O'NEILL ENGINEER ADAM WHITLEY, JEREMIAH THURMAN AND PATRICK KUNA ARRIVED AT OUR HOME SEEMINGLY INSTANTANEOUSLY.
