UH, GOOD EVENING, MAYOR AND CITY COUNCIL.

IT'S, UH, GREAT TO SEE YOU THIS EVENING AND TO REFLECT ON THE, UH, AMAZING AND CONSEQUENTIAL YEAR THAT 2022 HAS BEEN.

NOW, THIS IS OUR, UH, FINAL REGULAR BUSINESS MEETING, UH, OF THE CITY COUNCIL FOR THE YEAR.

AND, UH, WHEN I'M PARTICULARLY PROUD OF, NOW, WE'RE NOT EXACTLY DONE WITH ALL THE WORK THAT YOU HAVE TO DO FOR THE YEAR.

WE DO HAVE A FOLLOW UP WORKSHOP THIS THURSDAY TO CONTINUE ON THE GOOD WORK THAT YOU, UH, STARTED ON DURING THE RETREAT, BUT WE HAVE A LOT TO BE THANKFUL FOR AND, UM, A A LOT TO FEEL BLESSED ABOUT AND A LOT TO BE EXCITED ABOUT AS WE GET READY TO PREPARE AND TO, UH, START 2023.

UH, JUST WANNA EXPRESS, UH, MY APPRECIATION FOR, UH, THE, THE COUNCIL, THE STAFF, VOLUNTEERS, AND THE BUSINESS OWNERS AT DOWNTOWN FOR WHAT WAS AN AMAZING HOLIDAY ON THE HILL TO KICK OFF DECEMBER.

UH, I DON'T KNOW IF YOU'VE HAD A CHANCE TO RUN DOWNTOWN SINCE THAT TIME, BUT THE DECORATIONS AND ALL OF THE ACTIVITIES, UH, AND THEN THE NEW IMPROVEMENTS ALONG BROAD STREETE, UM, AND CEDAR HAVE BEEN VERY WELL UTILIZED BY THE COMMUNITY, UH, IN, IN, IN THE LAST MONTH, EVEN THOUGH THERE'S NOT, LIKE, OFFICIAL PROGRAMMING.

SO I RARELY GO DOWN THERE, WHETHER THERE'S NOT FOUR OR FIVE OR 10 OR, YOU KNOW, 20 PEOPLE TAKING PICTURES STROLLING THE, THE, THE, UH, THE STREETS, AND, WHICH IS EXACTLY WHAT THAT WHOLE PROCESS WAS REALLY ALL ABOUT.

OF COURSE, YOU'VE SEEN THE, UH, CONSTRUCTION AND REMODELING WORK HAS STARTED IN EARNEST ON THE, UH, LAKE PHILLIPS BROAD STREET PROPERTIES.

SO THAT'S EXCITING TO GET TO SEE.

UM, ALSO, UM, YOU MAY RECALL THAT I HAVE MENTIONED IN A COUPLE OF MY UPDATES, UH, AND PROVIDED A LINK FOR, UM, A SURVEY THAT WE'RE ASKING, UH, FOR YOU TO PROVIDE US SOME SORT OF POST RETREAT GUIDANCE AND, UH, THOUGHTS, UH, THAT WILL HELP US REALLY FRAME UP THE WORK THAT WE HAVE TO DO IN 2023 TO, UH, RESET OUR LONG TERM OBJECTIVES AND, UH, ALSO FRAME NEW BIG ROCKS FOR 2024.

SO THIS WILL BE THE FORMAL RIBBON CUTTING ON THE DOWNTOWN STREETS PROJECT PHASE ONE, AND A GROUNDBREAKING CELEBRATION FOR THE LAKES PHILLIPS, UH, BROAD STREET PROPERTIES, AND THEN A GENERAL RECEPTION, UH, WITH OUR MERCHANTS AND FRIENDS DOWNTOWN.

SO WE'LL BE LOOKING FORWARD TO THAT.

UH, ON, UH, MONDAY, JANUARY 16TH, THE CITY OFFICES WILL BE CLOSED IN OBSERVANCE OF THE MARTIN LUTHER KING HOLIDAY.

AND THEN ON THURSDAY, JANUARY 19TH, THIS IS, UH, WE'LL BE GETTING RIGHT BACK INTO WORK MODE, UM, AND PLANNING MODE.

UH, WE HAVE TWO OPPORTUNITIES FOR THE COUNCIL TO GET AN ONSITE WALKTHROUGH OF TWO OF YOUR MAJOR BOND PROJECTS THAT ARE UNDERWAY.

UH, THE FIRST ONE WILL BE A WALKTHROUGH OF THE LAGOON, UH, SWIMMING POOL SITE AT, UH, VIRGINIA WEAVER.

THAT WILL BE FROM THREE 30 TO FOUR 30.

UH, FROM FOUR 30 TO FIVE 30, YOU'LL HAVE THE OPPORTUNITY TO DO A WALKTHROUGH ON THE IMPROVEMENTS TAKING PLACE AT THE LIBRARY AND SIGNATURE PARK SITE.

AND THEN FROM SIX TO 8:00 PM WE WILL BE GATHERING FOR OUR SECOND FOLLOW UP, UH, WORKSHOP, UH, RELATED TO, UH, YOUR PLANNING DURING, UH, THE RETREAT.

SO PLAN ON A FULL AFTERNOON, IF YOU'RE ABLE TO MAKE ALL THREE OF THOSE.

WE ARE GRATEFUL IF YOU WANNA MAKE ONE AND, UH, MAYBE NOT THE OTHER.

SO, UH, THAT WILL BE 1130 TO ONE, WE'RE KIND OF IN THE WINTER SCHEDULE, SO WE START A LITTLE BIT LATER HOPING IT'LL BE A LITTLE BIT WARMER.

UM, AND ALSO WE'LL PROVIDE ADDITIONAL INFORMATION ABOUT WHERE WE'LL BE GATHERING AND STUFF, UH, AS WE GET CLOSER TO THE EVENT.

AND IT'S A, UM, IT IS AN AWARD GIVEN BY THE CITY MANAGER, SOMETHING THAT I REALLY APPRECIATE THE OPPORTUNITY TO DO, BUT HAVEN'T DONE IN A WHILE.

SO WE GOT INTO COVID AND SO FORTH, AND WE'VE BEEN, OUR FOLKS HAVE BEEN BUSY CRANKING OUT STUFF AND MAKING SURE PROJECTS GET DONE AND RESPONDING TO THE CRISIS OF THE DAY, BUT THAT GREAT LEADERSHIP WORK HAS CONTINUED THROUGH THAT.

SO I'M GONNA BE CATCHING UP ON SOME OF THOSE OVER THE COURSE OF THE NEXT MONTH.

AND I INTENDED TO GIVE TWO TONIGHT, BUT I'M GOING TO GIVE ONE AND, UH, I WILL CATCH YOU UP ON THE OTHER.

BUT THE VERY FIRST ONE THAT I WOULD LIKE TO GIVE IS OUR ADMINISTRATIVE, UH, OUR, OUR MUNICIPAL COURT ADMINISTRATOR, BOBBY SPENCE.

BOBBY, ARE YOU IN THE ROOM? DO YOU FEEL LIKE YOU'VE BEEN HOOKING? THERE YOU ARE.

SO LET ME TELL YOU A LITTLE BIT ABOUT BOBBY.

SO BOBBY HAS SERVED THE CITY FOR FOUR YEARS, BUT IT'S ALMOST LIKE SHE'S HATCHED HERE BECAUSE SHE FITS US REALLY SO WELL.

UM, SHE, UH, SHE REALLY ENTERED THE COURT IN A TIME OF REBUILDING.

SO THEY WERE IN A TIME OF A GREAT CHANGE.

THE, THE STAFF WAS TURNING OVER, THEY HAD VACANT SPOTS, AND IT WAS A, IT WAS A SYSTEM THAT REALLY NEEDED TO BE REVAMPED.

AND SO SHE GRABBED THAT REALLY WITH BOTH HANDS AND IMMEDIATELY WENT TO WORK TEACHING, NOT JUST DOING THE WORK, BUT TEACHING OTHERS HOW TO DO THAT AND REALLY BUILDING A SOLID TEAM.

SO AGAIN, SHE CAME INTO AN AREA WHERE THE ONLY PERSON THAT WAS CERTIFIED IN THE, IN THE, IN THE COURT, CLERICAL WORK IS, UH, VERY SPECIFIC.

IT REQUIRES A LOT OF TRAINING.

IN FACT, THERE WERE THREE LEVELS OF CERTIFICATION, AND SHE WAS OUR ONE CERTIFIED EMPLOYEE WHEN, WHEN WE HIRED HER.

AND NOW I CAN TELL YOU THAT, UM, NEARLY EVERY SINGLE, UH, CLERK IN THE DEPARTMENT IS NOT JUST CERTIFIED.

MANY OF THEM HAVE ADVANCED CERTIFICATIONS, AND A COUPLE OF THEM ARE AT OR VERY NEAR TO HAVING THE MAXIMUM CERTIFICATION LEVEL THAT A MUNICIPAL COURT PERSONNEL STAFF CAN HAVE.

AND THAT'S ALL DUE TO THE WORK THAT BOBBY HAS DONE.

UH, SHE'S ESTABLISHED A VERY STRONG WORKING RELATIONSHIP WITH OUR JUDGE TEAM, JUDGE PETTY IN PARTICULAR, WHICH IS REALLY VERY IMPORTANT.

THAT TEAM IS AS IMPORTANT AS THE MAYOR AND THE CITY MANAGER, UM, UH, RELATIONSHIP BECAUSE THEY ARE MANAGING DIFFERENT THINGS THAT HAVE TO ACTUALLY WORK IN SYNC.

AND ON TOP OF THAT, SHE'S BEEN INSTRUMENTAL IN INSERTING THE COURT INTO COMMUNITY LIFE .

AND SO THE COURT'S PRESENCE IN OUR COMMUNITY ENGAGEMENT ACTIVITIES AND, AND COMMUNITY EVENTS, UM, HAVE TAKEN A WHOLE DIFFERENT TURN UNDER HER LEADERSHIP.

UM, I'D ALSO BE REMISS IF I DIDN'T MENTION THAT WHEN WE WENT THROUGH C O V I D, THE ENTIRE STATE OF TEXAS WENT THROUGH AN UNPRECEDENTED PERIOD WHERE THERE WAS NO BOOK FOR MANAGING COURT SERVICES IN A PANDEMIC.

AND SO ALL THE COURTS WERE LEFT LARGELY WITH TRYING TO FIGURE IT OUT FOR THEMSELVES.

AND BOBBY'S WILLINGNESS TO TAKE ON, UH, TECHNOLOGY WORK VERY CAREFULLY WITH THE JUDGES TO KEEP HER TEAM ON BOARD WORK WITH THE PUBLIC, BECOME AS ALWAYS CUSTOMERCENTRIC AND ACCESSIBLE, UM, HAS BEEN ONE OF THE THINGS THAT HAS LED US NOW TO A COURT THAT REALLY KIND OF LEADS IN THE STATE.

AND THAT'S ALL BECAUSE OF HER.

AND THEN REALLY FINALLY, IT'S ABOUT HOW BOBBY LEADS, SHE LEADS WITH JOY, WHICH IS NOT ALWAYS EASY TO DO.

SO HER FAVORITE WORD IS EVERYBODY .

SHE'S FABULOUS.

AND LET ME JUST TELL YOU WHAT THAT REALLY MEANS, IS SHE, HER POSITIVITY AND OPTIMISM ACTUALLY IS A BRIGHT LIGHT IN WHAT CAN OFTEN BE SOME DARK, DIVISIVE WORLD.

AND SO ALL OF US HAVE BENEFITED FROM THE ENERGY THAT SHE BRINGS INTO THE ROOM.

AND ALSO JUST KEEPING THIS VERY BEAUTIFUL PLACE CLEAN AND PRETTY.

UH, WE HAVE A NUMBER OF ITEMS ON THE REGULAR AGENDA FOR TONIGHT AND THE CONSENT AGENDA, UH, INCLUDING ONE PUBLIC HEARING RELATED TO A CONDITIONAL USE PERMIT FOR A VARIETY STORE.

THAT ITEM HAS GONE THROUGH THE PLANNING AND ZONING COMMISSION WHERE IT DID RECEIVE ITS RECOMMENDATION FOR, UH, APPROVAL.

UM, WE HAVE A LITTLE STORY RELATED TO THE NEXT ITEM, THE DALLAS COUNTY MUNICIPAL RESPONDER MENTAL HEALTH PROGRAM THAT IS A NEW GRANT PROVIDED BY DALLAS COUNTY TO BE ABLE TO ALLOW US TO CONTINUE THIS PROGRAM THAT, AS YOU KNOW, CEDAR HILL PIONEERED WITH THE COUNCIL SUPPORT.

UM, THAT PROGRAM HAS GONE THROUGH A BIT OF CHANGES IN TERMS OF HOW THE STATE WAS FUNDING IT FOR US AND THE COUNTY BECAUSE OF THE RELATIONSHIPS, UH, THAT, UH, OUR FIRE CHIEF AND THE FIRE DEPARTMENT HAVE, UH, CREATED WITH THE COUNTY.

AND WORKING WITH THEM THROUGH COVID WAS ABLE TO GET THEM TO UNDERSTAND THE IMPORTANCE OF THIS, NOT JUST FOR CEDAR HILL, BUT FOR THE ENTIRE COUNTY.

UM, ALSO TWO BIG ITEMS THAT ARE ALONG THE PATH FOR US, UH, TO BE ABLE TO BUILD YOUR TWO KIND OF MARKY BOND PROJECTS.

FIRST ONE ARE, UH, FIXTURES, FURNITURE AND EQUIPMENT RELATED TO THE LAGOON AT VIRGINIA WEAVER.

AND THE SECOND ONE IS F F AND E ASSOCIATED WITH THE LIBRARY, MUSEUM AND SIGNATURE PARK PROJECT.

SO, UM, WE'RE GONNA START WITH TALKING ABOUT THE EVOLUTION OF WAREHOUSES.

SO TRADITIONAL WAREHOUSES, UM, HAVE REALLY CHANGED AND WHAT HAS CHANGED THOSE, OR IS ONLINE SHOPPING AND E-COMMERCE.

SO IT HAS DECREASED BRICK AND MORTAR STORE SPACE, AND IT'S INCREASED THE NEED FOR STORAGE FACILITIES.

AND NOT ONLY HAS IT INCREASED THE NEED FOR STORAGE FACILITIES, BUT THE NEED FOR HAVING THESE STORAGE FACILITIES, UM, NEAR OUR MAJOR POPULATION

UM, AND SO AS WE GET CLOSER TO THAT, WE WANNA BE ABLE TO MANAGE EXACTLY, UM, WHAT GOES THERE AND THEN HOW THAT TRAFFIC IS MANAGED.

SO, UM, REAL QUICKLY I WANNA GO THROUGH HOW THESE DIFFERENT TYPES OF STORAGE BUILDINGS, UM, ARE BEING CLASSIFIED.

SO YOUR WAREHOUSE IS, YOU KNOW, YOUR TYPICAL TRADITIONAL STORAGE SPACE WHERE THE ONLY THING THAT'S HAPPENING THERE IS STORAGE OF MATERIALS.

AND SO WE'RE LOOKING AT STORAGE HERE, TYPICALLY LONGER THAN THREE MONTHS, HAS NO IMMEDIATE DESTINATION.

AND THE TRIPS HERE ARE THE LOWEST, UM, AT 0.23 TRIPS PER 1000 SQUARE FEET.

AND THAT'S FOR WEEKDAY PM PEAK HOUR.

SO THEN WE GO TO OUR DISTRIBUTION CENTERS.

SO OUR DISTRIBUTION CENTERS AND FULFILLMENT CENTERS, YOU KNOW, THAT'S WHEN YOU START STEPPING UP IN TERMS OF THE ACTIVITY THAT'S HAPPENING INSIDE.

UM, THOSE WORK, THOSE STORAGE BUILDINGS AS WELL AS THE ACTIVITY THAT'S HAPPENING AROUND THEM.

AND SO WHEN WE'RE TALKING ABOUT DISTRIBUTION CENTERS, WHAT WE'RE REALLY LOOKING AT IS THESE REALLY ARE OUR WASTE STATIONS WHERE PRODUCTS ARE STORED AND THEN LATER, UM, RE REDISTRIBUTED.

UM, AND TYPICALLY THOSE ARE GONNA GO TO FULFILLMENT CENTERS OR THEY'RE GONNA GO TO OTHER RETAIL OUTLETS.

AND THE STORAGE TIMEFRAME HERE CAN REALLY VARY.

SO, YOU KNOW, YOU'RE LOOKING AT A DAY, 24 HOURS, UM, TO TYPICALLY UP TO THREE MONTHS, BUT TYPICALLY IT'S GONNA BE, YOU KNOW, CLOSER TO THAT WEEK TIMEFRAME AND TRIPS GENERATED HERE, UM, YOU'RE LOOKING AT 0.71 TRIPS, SO YOU SEE THAT'S LIKE THREE TIMES OF WHAT A TYPICAL WAREHOUSE IS.

AND THEN YOUR OTHER TYPE OF FACILITY.

HERE'S FULFILLMENT CENTERS.

THESE ARE TYPICALLY, UM, YOUR AMAZON'S, THAT'S THE ONE THAT MOST PEOPLE WOULD RECOGNIZE.

SO AMAZON BUILDINGS, UM, TYPICALLY WHAT'S HAPPENING IN THOSE BUILDINGS ARE THE PRODUCTS THAT ARE COMING TO THAT FACILITY ARE ALSO GOING OUT, BUT THEY'RE GOING OUT TO THEIR FINAL DESTINATION.

TYPICALLY, OF COURSE, THAT FINAL DESTINATION IS GOING TO BE, UM, YOUR HOUSE OR YOUR BUSINESS.

AND SO THE REASON WHY I'M BRINGING UP MANUFACTURING FACILITIES HERE, BECAUSE MANUFACTURING FACILITIES, THEY HAVE TO DISTRIBUTE THEIR PRODUCTS, BUT THEY'RE NOT DISTRIBUTION CENTERS.

UM, AND THEIR TRAFFIC ACTUALLY IS MORE CAN'T DEPENDING UPON THE NUMBER OF WORKERS THEY HAVE, THE TRAFFIC IS GONNA BE MORE SIMILAR, UM, TO WAREHOUSES.

AND SO WE'RE NOT CONSIDERING MANUFACTURING FACILITIES AS A DISTRIBUTION CENTER, BUT I JUST WANTED TO MAKE SURE THAT WE POINTED OUT THE DIFFERENCE THERE.

AND SO NOW WE WANNA TALK ABOUT THE EXISTING CONDITIONS IN CEDAR HILL, UM, AS IT RELATES TO WHAT'S GOING ON ON THE LAND IN OUR INDUSTRIAL ZONE PROPERTY, AND THEN WHAT THE ZONING LOOKS LIKE.

SO CURRENTLY WE, WE HAVE TWO DIFFERENT TYPES OF INDUSTRIAL DISTRICTS.

UM, ONE IS JUST INDUSTRIAL WHERE WE HAVE OUR MOST INTENSE LAND USES.

AND THEN THE SECOND ONE IS OUR INDUSTRIAL PARK DISTRICT.

AN INDUSTRIAL PARK DISTRICT IS OUR, UM, LESSER, UM, INTENSE USES.

AND MOST OF THESE LAND USES DO REQUIRE A C U P, AND THAT'S FOR THE MOST PART OUR EDC BUSINESS PARK.

AND SO THIS IS A MAP I'M SHOWING YOU THE DIFFERENT DEVELOPMENT STATUS OF THOSE VARIOUS INDUSTRIAL DISTRICTS.

SO ONE THING, UM, I WILL POINT OUT IS THAT IN TERMS OF ACTUAL INDUSTRIAL DISTRICT PROPERTY, AGAIN, THAT'S OUR MOST INTENSE, UM, WE HAVE ABOUT 99 ACRES LEFT, WHICH IS NOT A LOT, BUT THERE IS A SIGNIFICANT AMOUNT OF THAT.

THAT IS, UM, ON THE SOUTHEAST SIDE OF FUTURE LOOP NINE AND HIGHWAY 67.

AND THE REST OF IT, UM, IS CURRENTLY UNDER CONSTRUCTION.

AND 1.1 MILLION OF THAT IS, UM, HAS ALREADY BEEN IDENTIFIED AS LIGHT MANUFACTURING AND, AND ASSEMBLY.

UM, AND THAT'S PRATT INDUSTRIES.

AND THEN, UM, THE OTHER 2.3 MILLION SQUARE FEET, UM, THAT'S UNDER DEVELOPMENT BY THREE DIFFERENT DEVELOPERS,

AND THE HUNDRED ACRES OF THAT IS ALSO TOWER PROPERTY, WHICH WE KNOW COULD GO EITHER WAY AT ANY DAY.

SO IN TERMS OF OUR LAND USE CHART CURRENTLY, THESE ARE THE LAND USES THAT WE IDENTIFY.

WE DO NOT IDENTIFY, UM, IN OUR LAND USE CHART DISTRIBUTION CENTERS, BUT WE DO IDENTIFY WAREHOUSES AND LIGHT MANUFACTURING, WHICH IS WHILE WE'RE HERE TONIGHT, WE WANT TO TALK ABOUT, UM, MAKING SOME OF THOSE CHANGES.

WE DO HAVE, UM, THESE VARIOUS DEFINITIONS IN OUR, IN OUR CODE, BUT, UM, AS I SAID, DISTRIBUTION CENTER, WE DO NOT HAVE IT IN THE LAND USE CHART, ALTHOUGH WE DO DEFINE IT.

SO GENERALLY THIS IS WHAT OTHER CDS ARE DOING.

SO THESE ARE THE, WE LOOKED AT ABOUT 13, I BELIEVE IT WAS 13 OR 14 CITIES IN THE METROPLEX TO SEE IF THEY EVEN IDENTIFY DISTRIBUTION CENTERS AND HOW THEY'RE HANDLING THEM.

SO I WOULD SAY PROBABLY THREE QUARTERS OF THEM DO LIST DISTRIBUTION CENTERS.

HOWEVER, THEY DON'T NECESSARILY DISTINGUISH THOSE FROM WAREHOUSES.

NOW MAYBE SOME OF THOSE HAVE NOT HAD THE NEED TO DO THAT.

HOWEVER, UM, YOU CAN SEE IT'S VERY OBVIOUS THOSE CITIES THAT HAVE, BECAUSE THEY HAVE MADE A DISTINCTION, UM, THAT'S THE SOTO AND MIDLOTHIAN AS WELL, UM, AS GRAND PRAIRIE.

AND THEN WE ALSO FOUND THAT MIDLOTHIAN AND ETTE ARE THE TWO CITIES OF THE ONES THAT WE SURVEYED.

NOW THOSE 13 THAT WE SURVEYED THAT ACTUALLY DO REQUIRE AN S U FOR THESE DISTRIBUTION CENTERS THAT ARE IN THEIR INDUSTRIAL DISTRICTS.

AND SO NOW WE WANNA GET TO, TO FIXING IT.

SO WHY DO WE WANNA FIX IT? WELL, THAT PICTURE THAT I SHOWED YOU ALL AT THE BEGINNING, THAT IS THE MAIN REASON WHY WE WANNA MAKE THAT CHANGE.

THE OTHER REASON IS, UM, IN OUR COMPREHENSIVE PLAN, WE ACTUALLY DID IDENTIFY, UM, THAT WE NEEDED TO MAKE SOME CHANGES IN TERMS OF THESE INDUSTRIAL USES.

SO THIS IS JUST ONE OF, UM, THE STEPS THAT WE'RE GONNA TAKE IN ORDER TO MAKE THAT CHANGE.

UM, AND NOW I WANNA TALK ABOUT HOW WE WANNA MAKE THE CHANGE.

SO THE FIRST ONE REALLY IS SOMEWHAT MORE OF A CLEANUP IN TERMS OF JUST REDEFINING, UM, WAREHOUSE.

WE'RE GONNA AMEND THAT DEFINITION, BUT WE ALSO REALIZE THAT WAREHOUSE WAS PERMITTED BY WRITING COMMERCIAL DISTRICTS.

WE DON'T HAVE A LOT OF COMMERCIAL DISTRICTS.

HOWEVER, WE WOULD, UM, LIKE TO GO AHEAD AND MAKE THAT C U P BECAUSE WHERE WE DO HAVE A LITTLE BIT OF COMMERCIAL IS ON HIGHWAY 67, THAT'S NEXT TO LOCAL RETAIL.

SO IF THEY DID WANT TO DO DISTRIBUTION CENTERS, UM, THEY WOULD HAVE TO COME BEFORE YOU FOR C U P.

ALSO, ANOTHER THING THAT WE WOULD NEED TO DO, WE'D LIKE TO LOOK AT, UM, EITHER SOMETIME IN 2023 OR 2024, ONCE WE HAVE A FINALIZATION FOR THE LOOP NINE ALIGNMENT, WE WOULD LIKE TO HAVE, UM, AN

AND ONE OF THE THINGS THAT THEY WANTED TO STRESS, UM, WHICH HAS, YOU KNOW, ALWAYS BEEN A CONCERN WAS THE, THE NEED FOR ADDITIONAL SCRUTINY FOR DISTRIBUTION CENTERS.

AND SO THEY, YOU KNOW, REALLY LIKED THE C U P IDEA AS WELL, AND STRESSED THAT WE WANTED TO HAVE AS MUCH INFORMATION AS POSSIBLE FOR THOSE TRAFFIC, UM, IMPACT ASSESSMENT REQUIREMENTS.

AND THEN THEY ALSO NOTED, UM, YOU KNOW, FOR STAFF IN THE CITY TO HAVE A CONTINUOUS DIALOGUE WITH TEXT DOT.

AND SO WITH THAT BEING SAID, THIS IS, UM, CURRENTLY THE PATH THAT WE WERE PROPOSED IN ORDER TO GET THIS APPROVED.

UH, SO IF IT DOES, UM, EGRESS ONTO THE HIGHWAY, THEN I MEAN THE CONGESTION OF BOTTLENECK WILL BE EVEN, UH, A BIGGER DETRIMENT.

SO, AND THEN IF YOU LOOK AT LOOP NINE, IF YOU DO PUT IT ON THAT SIDE, UH, I WOULD IMAGINE THAT THE FIRST PHASE OF THAT, UM, DESIGN WILL BE ON THE SERVICE ROLES.

AND SO THERE WILL NOT BE A HIGHWAY, UH, ON THAT.

SO I UNDERSTAND IT'S LAND TO YOU SAYING, YOU KNOW, YOU GOTTA BE ABLE TO PLAN FOR THE FUTURE.
