UH, GOOD EVENING, MAYOR AND CITY COUNCIL AND, UH, WELCOME, UH, TO NOVEMBER.

IT STARTED OFF WITH A BANG WITH A LITTLE BIT OF WEATHER.

WE DID HAVE TO, UH, POSTPONE A BIG EVENT CELEBRATING ALL THE GOOD THINGS TAKING PLACE DOWNTOWN, BUT WE'LL BE ACTIVELY WORKING TO GET THAT RESCHEDULED.

UH, WE NEEDED THE RAIN, SO WE'RE NOT GONNA, NOT GONNA COMPLAIN ABOUT THAT.

UH, BUT THIS IS OUR ONE AND ONLY REGULAR COUNCIL MEETING OF NOVEMBER, AND I HATE TO SAY IT, BUT WE'VE ONLY GOT ONE MORE REGULAR COUNCIL MEETING LEFT FOR ALL OF 2022.

THIS YEAR HAS DEFINITELY FLOWN BY AND THERE HAVE BEEN A LOT OF THINGS GOING, UH, MANY OF WHICH, UH, WILL BE DISCUSSED IN SOME FASHION.

UH, ON THE, UH, COUNCIL, UH, MEETING AGENDA TONIGHT, UH, WHEN IT BEGIN WITH, UH, GOING OVER THE CALENDAR AGAIN, THIS IS THE PART TIME OF YEAR WHERE WE STAY EXCEPTIONALLY BUSY BETWEEN SEPTEMBER AND REALLY THE FIRST PART OF DECEMBER WITH REALLY, UM, LATE OCTOBER THROUGH NOVEMBER IS BEING REALLY THE HEART OF, UH, OUR BIG ENGAGEMENT CALENDAR.

SO, UH, ON, UH, THIS THURSDAY, UH, NOVEMBER 10TH, UH, THE NEXT, UH, INSTALLMENT OF THE QUARTERLY M W B E AND LOCAL BUSINESS WORKSHOP, UH, WILL BE TAKING PLACE FROM SIX 30 TO EIGHT.

UH, THIS TIME IT'LL BE AT OUR PARTNERS IN DESOTO, AT THEIR CITY COUNCIL CHAMBERS AT 1301 PLEASANT ONE ROAD.

UM, JUST WANTED TO LET YOU KNOW, THIS IS, YOU KNOW, THIS IS A PROGRAM THAT CEDAR HILL REALLY STARTED, AND IT'S REALLY CONTINUED TO GAIN MOMENTUM, NOT JUST WITHIN THE BEST SOUTHWEST SINCE ALL OF OUR PARTNERS HAVE JOINED US, BUT REALLY OUTSIDE INTO THE METROPLEX AS WELL.

IT'S BECOME A BIT OF A MODEL, UM, AND WE ARE ALL BENEFITING FROM THE ENGAGEMENT THAT IS TAKING PLACE WITH THIS SORT OF REGULAR INTERACTION OF BUSINESS OPPORTUNITIES THAT ARE TAKING PLACE, UH, IN THIS VERY BUSINESS RICH AREA OF SOUTHWEST DALLAS COUNTY.

AND SO, UM, IF YOU'VE NOT HAD A CHANCE TO GO TO ONE OF THESE, UH, OR HAVEN'T GONE TO ONE IN A WHILE, I HIGHLY ENCOURAGE YOU TO DROP BY BECAUSE I THINK YOU'LL BE VERY, VERY IMPRESSED WITH THE ENGAGEMENT AND THE REACH THAT THESE WORKSHOPS ARE GETTING ON, UH, FRIDAY, NOVEMBER 11TH FROM 9:00 AM TO 2:00 PM UH, THE CITY IS HOSTING A VETERAN'S RESOURCE FAIR AT THE ALLEN SIMS RECREATION CENTER, THREE 10 EAST PARKVILLE ROAD.

THIS IS PART OF THE CITY'S ONGOING CELEBRATION AND APPRECIATION TO THE VETERANS THAT, UM, HAVE SERVED OUR COUNTRY AND THAT LIVE IN OUR CITY.

UH, THOSE WHO, UH, YOU WHO, UM, ARE PART OF THE PROGRAM THAT THE MASONS DO FOR THE AMERICAN FLAGS ON AMERICAN HOLIDAYS MAY HAVE NOTICED THE FLAGS HAVE BEEN PUT OUT IN THE LAST COUPLE OF DAYS.

AND SO THAT'S IN ADVANCE OF, UH, OF VETERANS DAY.

SO WE LOOK FORWARD TO BEING ABLE TO APPRECIATE AND ENGAGE THE VETERANS OF OUR COMMUNITY ON THAT DAY.

UH, ON SATURDAY NOVEMBER THE 12TH, UH, WE HAVE THE OPPORTUNITY TO CELEBRATE, UM, OUR FIRST RESPONDERS IN OUR AMAZING FIRE DEPARTMENT.

THEY'LL BE, UH, HOSTING THEIR ANNUAL, UH, FIRE AWARDS BANQUET FROM, UH, FIVE TO 10:00 PM UH, IT WILL BE AT THE MIDLOTHIAN CONFERENCE CENTER.

UH, PLEASE, THEY HAVE ASKED, UH, TO RSVP JUST SO THAT THEY CAN, UH, PLAN ON ATTENDANCE.

SO IF YOU AND A GUEST WOULD LIKE TO ATTEND, PLEASE LET US KNOW AND WE WILL, UH, MAKE SURE WE MAKE THOSE ARRANGEMENTS.

AGAIN, WE'VE, WE OUTGREW THE SENIOR CENTER LONG AGO FOR THIS EVENT.

IT'LL BE HELD AT THE L CENTER'S RECREATION CENTER FROM 11 TO ONE, AS HAS BEEN THE TRADITION ON THIS EVENT.

UH, CITY STAFF AND CITY COUNCIL ARE WELCOMED AND ENCOURAGED TO BOTH ATTEND AND HELP SERVE.

IF YOU WOULD LIKE, AGAIN, IF YOU WOULD LIKE TO HELP SERVE, JUST LET US KNOW THAT YOU'RE COMING AND WE WILL MAKE ARRANGEMENTS FOR YOU.

IT IS ALWAYS A GOOD DAY TO BE ABLE TO ENGAGE AND CELEBRATE OUR, UH, SENIORS IN TOWN.

IT BECOMES A LOT OF FUN ON THURSDAY, NOVEMBER 17TH.

THIS IS A BIG MILESTONE FOR OUR CITY AND COMMUNITY, AND THAT IS THE, UH, THE DEDICATION OF THE BS TRAIL, AND IT'S FORMAL GRAND OPENING.

THIS HAS BEEN A PROJECT THAT'S BEEN ON THE BOOKS FOR NEARLY A DECADE.

IT WAS A MAJOR COMPONENT OF THE 2012 PARKS, UH, RECREATION AND OPEN SPACE MASTER PLAN THAT HAS BEEN SO INFLUENTIAL IN THE DEVELOPMENT TRAJECTORY OF OUR CITY, UH, HAS INVOLVED A MYRIAD OF PARTNERSHIPS, BOTH AT THE STATE AND THE FEDERAL LEVEL, THE COUNTY LEVEL, AND A HOST OF, UH, STEWARDS, NATURAL STEWARDS IN THE CONSORTIUM, UH, THAT STEWARD THE LAND ALONG 1392.

SO WE'RE LOOKING FORWARD TO CELEBRATING THAT EVENT AND THE JOURNEY THAT WE'VE ALL BEEN ON TO GET THAT ONE FINISHED.

UH, WE WILL SEND OUT ADDITIONAL INFORMATION TO YOU AS WE GET CLOSER ABOUT WHERE TO PARK AND SO FORTH.

ON FRIDAY, NOVEMBER 18TH THROUGH SATURDAY, NOVEMBER 19TH IS OUR ANNUAL GOAL SETTING, UM, WORKSHOP AND RETREAT FOR THE CITY COUNCIL.

UM, THIS ONE IS THE MOST IMPORTANT FEW HOURS THAT WE SPEND TOGETHER AS WE MAP OUT NOT JUST THE SHORT TERM, BUT THE LONG TERM GOALS AND OBJECTIVES, UM, THAT THE STAFF NEEDS TO PREPARE FOR, TO BE ABLE TO, UM, CONTINUE ON THIS JOURNEY OF, UH, BEING THAT PREMIER CITY THAT WE ALL WANT TO BE.

UM, THIS IS AN IMPORTANT YEAR FOR US BECAUSE, AS YOU KNOW, WE'RE WRAPPING UP WHAT ARE THE MAJOR MILESTONES OF THE LAST LONG RANGE PLAN, AND REALLY NOW STARTING TO SET THE FRAMEWORK FOR, UH, THE PLAN THAT WE WILL BE WORKING OVER THE NEXT, UH, 10 AND 15 YEARS.

AND SO THIS IS A, A CRITICAL YEAR FOR REESTABLISHING AND RESETTING WHAT THE NEXT SET OF GOALS ARE GOING TO BE FOR US.

AND A VERY EXCITING TIME AND A PARTICULARLY IMPORTANT OPPORTUNITY, UH, FOR THIS COUNCIL AND YOUR SENIOR TEAM ON SATURDAY, NOVEMBER 19TH.

OUR, UH, FRIENDS AT HILLSIDE VILLAGE ARE ALREADY STARTING THE CHRISTMAS SEASON, UH, EVEN THOUGH IT'S A, UH, IT'S A LITTLE BIT BEFORE THANKSGIVING.

THEY GET STARTED EARLY.

THEY'LL, UH, HOST THEIR, UH, CHRISTMAS TREE LIGHTING ON THAT DAY ON THURSDAY, NOVEMBER 24TH AND FRIDAY, NOVEMBER 25TH.

CITY OFFICES ARE CLOSED IN OBSERVANCE OF THE THANKSGIVING HOLIDAY, UH, ON TUESDAY, NOVEMBER 29TH, WE HAVE A SPECIAL WORKSHOP TO, UH, FROM SIX TO 8:00 PM WE'LL BE ON THE THIRD FLOOR, UH, HERE ON THE ISD TRAINING ROOM OF THE GOVERNMENT CENTER.

THIS TOPIC FOR THAT WORKSHOP WILL BE, UH, OPERATION AND MAINTENANCE PLANNING FOR OUR NEW LIBRARY IN SIGNATURE PARK.

OUR TEAM HAS BEEN WORKING VERY HARD ON PUTTING THAT INFORMATION TOGETHER AS WE NOW GET REALLY CLOSE TO SEEING IT, UH, GO VERTICAL.

AND WE NOW GET TO DO THE FUN PART ABOUT OCCUPYING IT IN, UH, GETTING READY TO WELCOME OUR CITIZENS INTO THAT FACILITY IN JUST A FEW MONTHS.

UM, ON WEDNESDAY, NOVEMBER 30TH, TECH STOP WILL BE HOSTING THE, A FORMAL DEDICATION OF THE SOUTHERN GATEWAY PROJECT.

THIS HAS BEEN ALL OF, UH, 67 TO THE I 35 SPLIT, AND THEN I 35 FROM THE SPLIT ONTO DOWNTOWN DALLAS.

THEY'VE BEEN WORKING ON IT FOR MANY YEARS, AND THEY ARE GETTING VERY CLOSE TO COMPLETING IT.

THOSE OF US WHO, UH, HAVE A CHANCE TO RIDE THAT IN THE MORNINGS, I KNOW HAVE APPRECIATED HAVING THE EXTRA LANES AND NOT HAVING THE CONSTRUCTION IN THE WAY.

AND SO, UH, THEY ARE, UH, RIGHTFULLY, UH, CELEBRATING THE COMPLETION OF THAT PROJECT.

UH, THEN WE MOVE INTO DECEMBER, UH, THURSDAY, DECEMBER 1ST IS THE, UH, NEXT MAYOR'S PRAYER BREAKFAST.

IT'LL BE HELD FROM SEVEN 30 TO NINE AT THE ALLEN E SIMS RECREATION CENTER.

AND THAT'S ALSO A BIG DAY FOR US BECAUSE IT'S ALSO OUR ANNUAL HOLIDAY ON THE HILL EVENT IN, UH, BEAUTIFUL DOWNTOWN CEDAR HILL FROM FIVE 30 TO EIGHT 30.

UM, AS YOU KNOW, THE, THE, UH, THINGS TO LOOK AT AND APPRECIATE DOWNTOWN ARE ONLY GETTING GREATER WITH EVERY EVENT.

SO WE'RE DEFINITELY LOOKING FORWARD TO BUILDING ON THE SUCCESS THAT WE'VE HAD AT, UH, SQUARE SCARE ON THE SQUARE AND COUNTRY DAY, AND FOLLOW THAT RIGHT INTO CELEBRATING, UH, CHRISTMAS IN THIS COMMUNITY AT THAT EVENT.

UH, THEN ON FRIDAY, DECEMBER THE SECOND FROM 11 TO ONE, COUNSEL IS, UM, INVITED TO ATTEND THE ANNUAL, UH, EMPLOYEE CHRISTMAS LUNCHEON.

IT'LL BE HELD ALSO AT THE, UH, SIMS RECREATION CENTER TUESDAY, DECEMBER 6TH IS A SPECIAL JOINT WORKSHOP WITH THE CITY COUNCIL ON THE ECONOMIC DEVELOPMENT BOARD.

AS YOU KNOW, THE E D C AND THEIR STAFF HAVE BEEN WORKING ON A NEW STRATEGIC PLAN FOR THE LAST YEAR AND A HALF.

UH, THOSE REIGNS HAVE BEEN PICKED UP BY OUR NEW ECONOMIC DEVELOPMENT DIRECTOR, HENRY FARHAM.

AND, UH, HE WILL BE PROVIDING A, UH, A BRIEFING ON WHERE HE'S GOING WITH THAT.

AND THEN WE WILL BE MEETING TOGETHER WITH THE EDC BOARD, UH, TO MAKE SOME TWEAKS AND THEN SET THAT, UH, STRATEGIC PLAN,

SO WE APPRECIATE ALL THEIR WORK.

ALSO, A CERTIFICATE OF, UH, RECOGNITION TO THE, UH, GRADUATING CLASS TWO OF THE CITIZENS LEADERSHIP ACADEMY.

THEY'RE THE, THE, THE ROADMAP FOR 20 YEARS OR SO.

UH, THIS ONE TOOK 20 YEARS SURVIVE COVID AND A WHOLE LOT OF EXTRA WORK TO MAKE HAPPEN.

AND IT'S GREAT TO HAVE IT VALIDATED WITH AN AWARD FROM PEOPLE WHO KNOW WHAT THEY'RE TALKING ABOUT.

SO WE LOOK FORWARD TO CELEBRATING THAT AND BRINGING THAT AWARD, UH, TO YOU.

UM, SO WITH EVERY PRESENTATION, UM, WE'RE REMINDED OF OUR VISION STATEMENT AS WELL AS OUR MISSION STATEMENT AND OUR VALUES.

AND THEN, UM, WHAT ARE THOSE THINGS THAT MAKE US A PREMIER CITY? AND TONIGHT I'M GONNA FOCUS A LOT ON OUR EXCELLENT AND SAFE, EFFICIENT INFRASTRUCTURE.

SO THE AGENDA THAT WE'VE PUT TOGETHER FOR YOU TONIGHT, UM, ONE IS WE'RE GONNA TALK ABOUT SOME DOWNTOWN MILESTONES AND HOW WE GOT HERE.

I THINK YOU'VE SEEN A LOT OF THESE SLIDES, AND I APPRECIATE, UH, LASHONDRA AND MARIA FOR LETTING ME BORROW THOSE SLIDES AGAIN.

UM, BUT I'M KIND OF RUN THROUGH IT REAL QUICKLY AND THEN, UH, KIND OF BRING YOU UP TO DATE WITH, UH, WHERE WE ARE.

UM, THE OTHER THING IS, UM, KIND OF REMINDER OF THE CONCEPTS AND RENDERINGS THAT CAME OUT OF OUR PLAN, AND THEN, UM, TOUCH A LOT ON, ON OUR FRANCHISE UTILITY COORDINATION THAT WE HAD TO DO THROUGHOUT THIS PROJECT.

UM, I'M GONNA COVER THE COST, UM, THE FUNDING THAT WAS PROVIDED FOR THE PROJECT AND WHERE WE'RE AT, AND SHARE WITH YOU SOME LESSONS LEARNED.

AND THEN WE'LL TALK ABOUT PHASE TWO AND, UM, THE DIRECTION WE'RE GONNA, UH, PLAN ON MOVING ON THAT.

SO ON OUR MILESTONES, UM, THE PRO THE PROPERTY, UM, CALLED THE PHILLIPS PROPERTY WAS PURCHASED IN 2013 BY THE EDC.

THERE WAS A MARKET STUDY DONE IN 14, AND THE EDC, UM, MARKETED THE PHILLIPS PROPERTY IN 15, WHICH WAS ULTIMATELY BOUGHT BY THE LAKE MARINO GROUP IN 2018.

UM, I KNOW I'M GONNA TOUCH ON THIS PROPERTY, BUT IT'S, IT, IT WAS THIS, UH, PURCHASE OF THE PROPERTY AS WELL AS OUR DESIRE TO FINALLY DO SOMETHING WITH DOWNTOWN STREETS THAT ACTUALLY JUST SORT OF JUST CAME TOGETHER AT THE SAME TIME AND AT THE RIGHT TIME.

UM, THE, THE EDC APPROVED A CONTRACT WITH PACHECO COKE, UM, TO DO A COMPLETE STREETS MASTER PLAN, AS WELL AS A PARKING STUDY FOR THE DOWNTOWN AREA.

AND THAT AREA IS OUTLINED IN RED, UM, ON THE SCREEN.

THE, UM, THE EDC ALSO FUNDED, UH, THE DESIGN CONTRACT FOR PHASE ONE.

AND SO HERE'S THE TIMELINE, UM, PRETTY DETAILED, BUT JUST IN GENERAL.

UM, PACHECO COPE WAS OUR DESIGN ENGINEER FOR THE PROJECT, AND THEY STARTED IN 2019.

UM, AND THROUGH THE DESIGN PROCESS, IT WAS ALWAYS OUR INTENT TO GET AS MUCH STAKEHOLDER, UM, INPUT AS POSSIBLE.

AND A LOT OF THAT WAS ON LASHONDRA AND MARIA'S GROUP TO WORK WITH THEM AND GATHER THAT INFORMATION, UM, THROUGHOUT AUGUST.

UM, THE OTHER THING THAT LASHONDRA AND MARIA DID WAS THEY, THEY KEPT THE EDC INFORMED BECAUSE THEY WERE FUNDING THIS PROJECT.

AND SO THEY DID MEET WITH THEM ON AUGUST 5TH, UH, TO DISCUSS THE COMPLETE STREETS PLAN.

UM, THEN ALSO TALKED ABOUT, UH, THE IMPORTANCE OF CREATING, UM, AN ACTIVE, PEDESTRIAN FRIENDLY ENVIRONMENT, WHICH WOULD TAKE THE PRIORITY OVER VEHICLES AND PARKING.

UM, SO THAT'S IMPORTANT NOTE.

UM, THERE'S WHERE THE CONCEPT CAME IN FOR US TO LOOK AT DOWNTOWN, NOT JUST IN THE RIGHT OF WAY, BUT WE'RE LOOKING AT BUILDING FRONT TO BUILDING FRONT, AND USING AS MUCH SPACE THERE AS WE CAN TO CREATE THAT ENVIRONMENT.

SO ON THE FIRST DRAFT, UM, THIS WAS THE PHASING PLAN THAT CAME OUT, AND SOME OF THE COST ESTIMATES THAT CAME OUT OF THAT, UM, LOOKS VERY SIMILAR TO WHAT WAS FINALLY ADOPTED.

BUT, UM, THEY WENT BACK TO THE EDC, UM, SHARED THEIR FINDINGS ON THE COMPLETE STREETS, UM, AND THE CONSTRUCTION ESTIMATES THAT WERE

BEING PROVIDED BY PACHECO CO.

AND THEN THE CITY COUNCIL ALSO CONCURRED WITH THE EDC TO PROVIDE CONSTRUCTION FUNDING FOR THE INFRASTRUCTURE ON CEDAR STREET AND BROAD STREET, WHICH, WHAT, WHICH WE CALLED PHASE ONE.

SO THIS WAS THE ACTUAL, UH, PHASE PLAN THAT WAS ADOPTED IN JANUARY OF 2020.

SO THE YELLOW SECTION IS PHASE ONE, WHICH WE'LL GET INTO A LITTLE BIT.

AND THEN PHASE TWO, WHICH IS QUITE A BIT LARGER.

UM, IT INCLUDED THE EDC PROPERTY AND BUILDING A PARKING LOT ON THERE.

THE EXTENSION OF BROAD STREET TO THE SOUTH, UM, HOUSTON STREET WOULD, UH, BE TRANSFORMED TO A LINEAR PARK.

UM, CEDAR STREET WOULD BE REDONE IN FRONT OF SAM'S.

AND THEN WE ALSO HAVE PIONEER PARK IN THERE.

SO THERE'S, THERE'S A LOT TO PHASE TWO.

UH, SO AS WE CONTINUED, UM, PK STARTED PUTTING OUR CONSTRUCTION PLANS TOGETHER FOR PHASE ONE.

UM, THE COUNCIL APPROVED 4 MILLION, WHICH WAS THE RECOMMENDED AMOUNT FROM PACHECO COAT.

UH, WE SOLD THOSE CERTIFICATES IN MARCH OF, UH, 2020 TO FUND THE PROJECT.

AND THEN, UM, IN CONJUNCTION WITH OUR PROJECTS, THE LAKE MAR LAKES MARINO GROUP WAS ALSO WORKING ON THEIR PROJECT AND GOING THROUGH PLANNING AND ZONING, UM, PROCESS, UM, IN DECEMBER 7TH, 2020 AT THE EDC, UM, THEY UPDATED ON ACTIONS THAT IMPACTED THE DOWNTOWN.

UM, AND THAT'S WHERE WE STARTED TALKING ABOUT, UM, THE NEED TO ADDRESS THE PARKING REQUIREMENTS FOR DOWNTOWN AND, UM, ACTUAL USING THE, UH, EDC PROPERTY, WHICH IS ALONG THE RAILROAD TRACKS TO MAKE UP FOR THAT SUPPLEMENTAL PARKING THAT WE'RE GOING TO NEED.

BECAUSE THE WAY WE WERE LAYING OUT THE ROADS, WE WERE ACTUALLY LOSING PARKING, AND IT WAS ALWAYS THE INTENT, THE PARKING THAT WE'RE LOSING ON THE STREET, THAT WE'D HAVE A SUPPLEMENTAL PARKING AREA, WHICH, UM, I'LL, I'LL ADDRESS LATER IN THIS PRESENTATION.

UM, REALLY THERE'S A QUICK SCHEMATIC OF, UM, SOME THOUGHTS EARLY ON OF HOW WE COULD USE THEIR PROPERTY.

AND REALLY, I KNOW I'VE GOT THIS THING TILTED TO THE RIGHT, BUT NORTH IS TO THE RIGHT ON CEDAR STREET, BUT USING HALF OF THEIR PROPERTY, THE NARROWEST POINT, UM, TO PUT THAT PROPERTY, UM, THAT SUPPLEMENTAL PARKING IN THAT LOCATION.

UM, SO FOR 21, THE COUNCIL ALSO MOVED FORWARD ON STAFF'S REQUEST TO MOVE FORWARD WITH THE DESIGN CONTRACT FOR PHASE TWO.

AND THEN WE HAD PK, WE RELEASED THEM TO DO ALL THE SURVEY WORK.

UM, PROBABLY RIGHT MIDDLE OF THE YEAR THERE, WE STARTED NOTICING THAT THERE'S SOME INCREASED COSTS AND CONSTRUCTION, UM, AS WELL AS, UM, SOME UNKNOWN COSTS OF WHAT IT WOULD COST FOR THE FRANCHISE UTILITIES TO PUT THEIR STUFF UNDERGROUND.

SO WE, WE ASKED FA UH, PACHECO TO HOLD OFF ON PHASE TWO, UM, AND UNTIL WE GOT TO THE END OF PHASE ONE, WE COULD SEE WHERE WE WERE AT FINANCIALLY.

I'LL TOUCH ON THAT A LITTLE BIT TOO LATER.

UM, SO WE DO, UH, MOVE FORWARD WITH THE, UH, THE PLANS, UM, BY THE MIDDLE OF THE YEAR.

UM, AND WE DO SHARE THE PLANS IN THE OPEN HOUSE MEETING, UM, TO, TO SHOW EVERYBODY WHAT, UH, PHASE ONE WAS GOING TO LOOK LIKE AT THE SAME TIME, RIGHT ABOUT THEN.

UM, ATMOS WAS WORKING WITH US AND LETTING US KNOW THAT THEY PLANNED A MAJOR RECONSTRUCTION OF THEIR INFRASTRUCTURE THROUGHOUT DOWNTOWN.

UM, NOT JUST IN THE AREA THAT WE WERE WORKING IN, BUT ACTUALLY STARTING ALL THE WAY FROM COOPER AND WORKING ALL THE WAY NORTH TO, UH, BELTLINE ROAD.

UM, SO THAT WAS THE FIRST ACTIVITY EVERYONE SAW WAS ATMOS OUT THERE.

UM, AND THERE WAS, THERE WAS ACTIVITY, THERE WAS HOLES, THERE WERE THINGS LIKE THAT.

BUT, UM, IT TOOK THEM A FEW MONTHS TO GET DONE.

UM, BUT AT LEAST WE GOT ONE OF THE FRANCHISE OUTTA THE WAY, AND WE KNEW WHERE THEY WERE.

THE OTHER BIG PIECE TO THE PUZZLE WAS ENCORE, AND, YOU KNOW, HOW CAN WE GET ALL THEIR INFRASTRUCTURE UNDERGROUND AS WELL.

UM, WE HAD THE BENEFIT OF A, VIRTUALLY A VACANT TRACK.

LAKE MARINO GROUP, UM, WAS ALLOWING US TO WORK WITH THEM TO PUT SOME OF THE INFRASTRUCTURE ON THEIR PROPERTY SO THAT WAY, UM, WE COULD, UM, USE PUBLIC UTILITY EASEMENTS, RUN TRANSFORMERS ACROSS THEIR PROPERTY.

SO THIS IS JUST A GENERAL SCHEMATIC OF WHERE, UM, THE NEW TRANSFORMERS ARE LOCATED IN GREEN BOXES.

AND THEN THE BLUE LITTLE, UM, CIRCLES ARE WHERE THE POWER WOULD COME BACK OUT OF THE GROUND AND GO ON POLES.

SO IT WAS JUST, UM, A LONG EFFORT TO WORK WITH THEM.

I'M GONNA TOUCH ON THAT A LITTLE BIT ON LESSONS LEARNED.

UM, SO AGAIN, LAKES MARINO, UM, WORKED WITH P AND Z ON ALL THEIR FINAL PLAT APPROVALS AND, AND SO FORTH.

UM, WE GOT THE, UH, PHASE ONE DESIGN TOTALLY COMPLETED, AND THEN WE WERE ABLE TO BID THE PROJECT

OUT IN THE FALL.

AND THEN COUNCIL APPROVED THE CONSTRUCTION CONTRACT, UM, WITH S YB CONSTRUCTION ON THE DECEMBER 14TH CITY COUNCIL MEETING.

SO FROM THAT STUDY, YOU SAW THE PHASING PLANS, BUT THIS WAS SOME OF THE RENDERINGS.

AND THE REASON I'M SHOWING YOU THIS IS BECAUSE I'M GONNA SHOW YOU SOME PICTURES OF WHAT IT LOOKS LIKE TODAY AND HOW MUCH THE RE THE RENDERINGS RESEMBLE, WHAT ACTUALLY GOT CONSTRUCTED.

SO THE LEFT PICTURE IS BROAD, UM, AND BROAD STREET HAD SOME HEAD END PARKING, UM, ON THE WEST SIDE, AS WELL AS PARALLEL PARKING ON THE EAST SIDE.

AND THE LANES ARE A LITTLE BIT LOT WIDER, UM, LARGELY FOR, UM, EMERGENCY VEHICLES TO BE ABLE TO ACCESS THE DOWNTOWN AREA.

AND THEN CEDAR STREET, UM, YOU GOT HEAD END PARKING ON ONE SIDE, WHICH, UM, IS RIGHT IN FRONT OF THE, BASICALLY ON THE SOUTH SIDE WHERE THE QUILT SHOP IS.

AND YOU GOT SOME PARALLEL PARKING ON THE NORTH SIDE, BUT THE LANES ARE A LITTLE BIT NARROWER.

AND AGAIN, YOU REMEMBER THAT ONE COMMENT WAS TO MAKE IT PEDESTRIAN FRIENDLY.

IT WASN'T OUR INTEREST TO GET VEHICLES THROUGH THERE, UM, AS FAST AS POSSIBLE.

SO, UM, THOSE LANES ARE ACTUALLY, UM, I THINK THEY WERE 11 FOOT OR 10 FOOT LANES.

UM, AGAIN, THIS IS, UH, SOME OF THE OBJECTIVES, UM, FOR THE STREETSCAPING, UM, WAS PUTTING, UH, SOME TREE WELLS IN THERE, UM, HAVING SOME BENCHES FOR PEOPLE TO SIT ON, UM, LIGHTING AND TRASH RECEPTACLES.

SO THE FRANCHISE UTILITY COORDINATION.

UM, THE, PROBABLY THE BIGGEST OBJECTIVE WE HAD IN THIS WHOLE PROJECT WAS, UM, TO PUT EVERYTHING UNDERGROUND AND, UM, EVERYTHING MEANT ENCORE, UH, ATMOS, AT AND T SPECTRUM AO MOVING THEM ALL OUT OF THE WAY, GIVING THEM A PLACE TO GO.

UM, AND WHAT I'D LIKE TO DO RIGHT NOW IS RECOGNIZE, UH, ROBERT WOODBURY, HE'S OUR CITY ENGINEER AND ROBERT, RIGHT? UM, MAN ROB, WE HAD WEEKLY MEETINGS WITH FRANCHISE UTILITIES AND, YOU KNOW, WITH COVID AND EVERYTHING, YOU KNOW, WE ALL LEARNED ABOUT VIRTUAL MEETINGS AND STUFF.

WELL, WE KEPT ROCKING WITH THE VIRTUAL MEETINGS AND IT WAS PROBABLY THE ONLY WAY THAT WE COULD KEEP COMMUNICATION WITH ALL THE FRANCHISE UTILITIES.

CUZ IF YOU, YOU KNOW, BEFORE COVID, IF YOU EXPECT THEM TO COME TO CITY HALL ONCE A WEEK, YOU'RE NOT GONNA GET THAT.

BUT THEY ALL WERE SHOWING UP ON OUR WEEKLY MEETINGS AND ROBERT WAS RUNNING THOSE MEETINGS.

SO HE IS, HE IS BABYSITTING THE WHOLE PROCESS.

NOT ONLY DID WE HAVE THE FRANCHISE UTILITIES THERE, BUT WE STARTED BRINGING IN THE LATE MARINO ARCHITECT THEIR ENGINEER INTO THE PROCESS AS WELL, SO THAT WHATEVER WE WERE DOING, EVERYTHING WAS COORDINATED.

SO I, I APPRECIATE YOUR EFFORTS ON THAT, ROBERT.

UM, SO THE PROJECT FUNDING AND COST, AS I MENTIONED EARLIER, THE EDC HAD, UH, PROGRAMMED 300,000.

UH, THE MASTER PLAN AND PARKING STUDY WAS 111,000.

PHASE ONE DESIGN CONTRACT WITH PACHECO WAS 190, SO IT WAS RIGHT AROUND AT THAT 300, 2000.

UM, THE CITY FUNDING, WHICH WAS THE, UH, CERTIFICATES THAT WE SOLD IN 2020 WAS 4 MILLION, UH, WITH THE INTENT OF, UH, THE DESIGN AND CONSTRUCTION OF PHASE ONE AND GETTING PHASE TWO, UM, DESIGN.

UM, SO WE DIDN'T QUITE GET THAT FAR WITH THAT 4 MILLION, BUT KIND OF A BREAKDOWN OF HOW THE MONEY WAS SPENT.

UM, THE, THE DESIGN OF PHASE ONE, WE HAD TO DO SOME SUPPLEMENTARY DESIGN WORK AND, UM, SOME SURVEYING COSTS FOR PHASE TWO, WHICH WAS BORN BY US.

UM, WE SPENT $128,000 ON THAT.

THE UTILITY RELOCATIONS, WE FINALLY GOT ALL THE NUMBERS FROM THEM, UM, WAS ALMOST $400,000 TO PUT, UM, WHAT I CONSIDER A PRETTY SMALL SECTION OF STUFF UNDERGROUND.

BUT IT'S, IT'S SIGNIFICANT AND WE'VE GOTTA KEEP THAT IN MIND WHEN WE GO INTO PHASE TWO AND, AND BEYOND.

SO OUR CONSTRUCTION COST, UM, THE 2.99 IS THE CONTRACT PLUS THE CONTINGENCY THAT WAS APPROVED BY COUNCIL.

UM, I CAN TELL YOU THAT WE'RE STILL WITHIN OUR CONTINGENCY, SO I, I THINK THAT NUMBER'S GONNA BE PROBABLY AROUND 2.7, 2.8 MILLION WHEN WE'RE DONE.

SO THERE'S SOME MONEY THERE.

THEN THE MATERIAL TESTING AND SOME MIS MISCELLANEOUS.

SO WE SPENT ABOUT 3.5 MILLION FOR PHASE ONE, AND THAT DOES INCLUDE THE DESIGN, THE SURVEY COST FOR PHASE TWO.

SO, UM, I THINK WE MADE THE RIGHT CALL TO HOLD BACK, UM, TO SEE WHERE THESE NUMBERS ARE GOING TO, UH, END UP.

AND, UM, WE'LL TAKE THE NEXT STEP ON PHASE TWO, WHICH I'LL TOUCH ON HERE IN, IN A SECOND.

SO LESSONS LEARNED, UM, SO I, WE GOT A MILLION OF 'EM, BUT I, I PUT A FEW OF 'EM ON HERE FOR YOU.

UM, SURVEYING DIFFICULTIES AND NEEDS, AND BASICALLY WE, WE COULDN'T FIND ANYTHING OUT THERE.

UM, DOWNTOWN IS SO OLD YOU CAN'T FIND PROPERTY CORNERS.

UM, WE FOUND

BUILDINGS ENCROACHING RIGHT OF WAYS.

UM, SO LITERALLY, UH, THE ADDITIONAL WORK THAT I HAD MENTIONED EARLIER THAT WE PAID FOR WAS THE NEED TO FIND ALL THAT STUFF TO HELP, UH, LOCATE THAT SO WE CAN DESIGN THINGS.

UM, AND THEN THE BIG THING WAS THE ELEVATIONS OF ADJACENT FLOORS AND STRUCTURES.

UM, I THINK WHEN WE DO PHASE TWO, UM, I THINK WE NEED TO GO INSIDE THE BUILDINGS AND SURVEY THE ACTUAL FLOORS THERE BECAUSE WHAT'S OUT THERE AND WHERE THE DOOR THRESHOLD IS ISN'T EXACTLY SOMETIMES WHERE THE FLOOR IS INSIDE THE BUILDING AND SO FORTH.

UM, DOCUMENTING THE CONDITION OF BUILDING WALLS ADJACENT TO STREET WORK.

WELL, DOWNTOWN IS OLD, DOWNTOWN HAS OLD BUILDINGS.

UM, YOU KNOW, WE DO TAKE VIDEOTAPE OF THE CONSTRUCTION SITE, BUT I THINK WHEN WE GO INTO PHASE TWO, WE, WE REALLY NEED TO TAKE A HARD OR CLOSER LOOK AT, UM, THE CONDITION OF THESE WALLS, BOTH ON THE OUTSIDE AND, AND ON THE INSIDE.

SO IF THERE ARE CHANGES CAUSE OF OUR WORK, UM, WE CAN VALIDATE THEM, BUT WE DO, WE'VE RUN INTO SOME, UH, CONCERN THAT OUR PROJECT HAD CAUSED SOME DAMAGE, BUT WE'RE WORKING WITH THE OWNERS ON THAT.

UM, RECORD DRAWINGS FOR DOWNTOWN ARE INACCURATE.

UM, YOU KNOW, I, I TOLD THE EDC WE PROBABLY COULD HAVE JUST TAKE A CLEAN SLATE AND JUST DESIGNED IT WITHOUT KNOWING WHERE ANYTHING IS AT AND DONE IT JUST AS WELL.

BUT EVERYWHERE WE DUG, WE FOUND, SO MY, I PUT THIS PICTURE IN THERE, UM, WE, WHERE YOU CAN SEE HOW WE HAD TO JOG THE WATER LINE AROUND JUST STUFF THAT WAS IN THE GROUND THAT WE HIT WITH THE BACKHOE AND STUFF.

UM, SO THAT'S SOMETHING WE'LL HAVE TO REMEMBER AS WE GO INTO PHASE TWO.

UM, ONE OF THE BIG THINGS, AND I KNOW , IT'S PROBABLY ROBERTS, UM, THE FRANCHISE UTILITIES, THEY HAD TURNOVER ON THEIR AREA REPRESENTATIVES.

UM, IT SEEMED LIKE EVERY SIX MONTHS, YOU KNOW, THE GUY WE'VE BEEN WORKING WITH DECIDED HE'S GOING OUT TO LOVE IT, TO WORK FOR, UH, ENCORE, OR HE'S AT AND T AND IT WAS ALL OF 'EM.

THEY JUST SWITCHED OUT SO MUCH AND YOU HAD TO RETRAIN SOMEBODY NEW OF WHAT WE'RE TRYING TO DO AND WHERE WE'RE TRYING TO GET TO.

AND IT WAS EXHAUSTIVE.

UM, EASEMENT ACQUISITION, UM, IS ALWAYS AN UNKNOWN.

AND IN THIS CASE IT DID TAKE A WHILE.

UM, YOU KNOW, HATS OFF TO MARIA.

UM, IN FACT, MARIA IS GENERALLY THE PROJECT MANAGER.

I CONSIDER HER, UH, SHE, SHE KEPT US, UH, FOCUSED ON WHAT WE NEEDED TO ACQUIRE EASEMENTS, UM, AGREEMENTS AND SO FORTH.

UM, BUT IT DOES TAKE A WHILE TO DO, AND IT DOESN'T HAPPEN OVERNIGHT.
