THIS WOULD BE LED BY COUNCIL WOMAN SHOW PROCLAMATION OFFICE OF THE MAYOR.

WHEREAS SEPTEMBER 17TH, 2022 MARKS THE 235TH ANNIVERSARY OF A DRAFTING OF A CONSTITUTION OF THE UNITED STATES OF AMERICA BY THE CONSTITUTIONAL CONVENTION.

AND WHEREAS IT IS FITTING AND PROPER TO A COURT OFFICIAL RECOGNITION TO THIS MAGNIFICENT DOCUMENT AND ITS MEMORIAL ANNIVERSARY AND TO THE PATRIOTIC CELEBRATIONS, WHICH WILL COMMEMORATE THE OCCASION AND WAY AS OUR CONSTITUTION ESTABLISHED SIX BASIC GOVERNANCE PRINCIPLES FOR SOCIETY.

THESE INCLUDE POPULOUS SOBBING TO THE RULE OF LAW, BETTER REALISM, JUDICIAL REVIEW, INDIVIDUAL RIGHTS AND SEPARATION OF POWERS THROUGH A SYSTEM OF CHECKS AND BALANCES.

AND WHEREAS PUBLIC LAW NINE 15 GUARANTEES THE ISSUANCE OF A PROCLAMATION EACH YEAR BY THE PRESIDENT OF THE UNITED STATES OF AMERICA DESIGNATING SEPTEMBER 17 THROUGH 23RD AS CONSTITUTION.

SO, UH, IT'S AN HONOR TO BE ABLE TO RECOGNIZE THE, THE CONTINUED CONTRIBUTION THAT, UH, OUR SENIORS GIVE TO OUR COMMUNITY.

SO IS SOMEBODY GOING TO BE ACCEPTING THIS? THERE WE GO.

ONE OF MY FELLOW SENIORS, THIS IS A PROCLAMATION FROM THE OFFICE OF AMERICA FOR SENIOR SITTER MONTH.

SO MY PRIVILEGE TO READ THIS PROCLAMATION, WHEREAS OLDER AMERICANS ARE, ARE SIGNIFICANT MEMBERS OF OUR SOCIETY, INVESTING THEIR WISDOM AND EXPERIENCE TO HELP ENRICH AND BETTER THE LIVES OF YOUNGER GENERATIONS.

AND WHEREAS THE CITY OF CEDAR HILL SENIOR ACTIVITY CENTER SERVES AS A FOCAL POINT FOR THE PROVISIONS AND COORDINATION OF THE BROAD SPECTRUM OF SERVICES AND ACTIVITIES FOR OLDER ADULTS THROUGHOUT DALLAS COUNTY.

AND WHEREAS THROUGH THE ARRAY OF SERVICES, PROGRAMS AND ACTIVITIES, THE SENIOR ACTIVITY CENTER EMPOWERS OLDER CITIZENS TO CONTRIBUTE THEIR OWN HEALTH AND WELLBEING AND THE HEALTH AND WELLBEING OF THEIR FELLOW CITIZENS OF ALL AGES AND JUAREZ.

THE CEDAR HILL SENIOR ACTIVITY CENTER AFFIRMS THE DIGNITY SELF-WORTH AND INDEPENDENCE OF OLDER PERSONS BY FACILITATING THEIR DECISIONS AND ACTIONS TAPPING THEIR EXPERIENCE SKILLS AND KNOWLEDGE, ENABLING THEIR CONTINUED CONTRIBUTION TO THE COMMUNITY.

UH, WE ARE, WE WENT FROM WASTE MANAGEMENT TO WMS, AND MANY OF YOU MAY HAVE ALREADY SEEN SOME OF THE CAMPAIGNS THAT HAVE HAPPENED, UH, THROUGH THE COMMERCIAL CAMPAIGNS.

AND MAYBE YOU'VE SEEN SOME OF THE TRUCKS THAT HAVE BEEN REBRANDED AROUND AROUND THE CITY, BUT WE ESSENTIALLY ARE REMOVING THE WASTE MANAGEMENT FROM OUR NAME AND JUST GOING BY WN.

AND THE REASON FOR THAT IS WE ARE MUCH MORE THAN JUST A WASTE MANAGEMENT COMPANY.

UM, WASTE MANAGEMENT IS VERY SERIOUS ABOUT THE ENVIRONMENT, OBVIOUSLY THROUGH OUR RECYCLING PROGRAMS, UM, THROUGH OUR RENEWABLE ENERGY EFFORTS, UM, VERY, VERY MUCH INTO THE SUSTAINABILITY, UM, DIFFERENT AVENUES AND THEN, AND THEN PARTNERING WITH OUR CITIES AND, AND, UM, OUR COMMUNITIES.

SO ON JULY 3RD, 2022 AT ZERO 100 HOURS, OFFICER JOHN MORRISON RESPONDED TO SHIELDS AVENUE IN REFERENCE TO A SUBJECT DROWNING UPON ARRIVAL.

OFFICER MORRISON FOUND AN UNCONSCIOUS PERSON LAYING ON THE GROUND NEXT TO THE POOL AREA.

OFFICER MORRISON QUICKLY RECOGNIZED THAT THE UNCONSCIOUS ADULT FEMALE WAS NOT ONLY UNRESPONSIVE, BUT WAS IN SICK AND SIGNIFICANT DISTRESS.

HE'D IMMEDIATELY ASSESSED THE UNCONSCIOUS PERSON AND RECOGNIZED SHE WAS NOT BREATHING, HAD NO PULSE AND BEGAN.

CPR.

OFFICER MORRISON CONTINUED CPR UNTIL THE FEMALE REGURGITATED WATER FROM HER MOUTH AND BEGAN BREATHING ON HER OWN UPON ARRIVAL OF THE MEDICS.

WE ALREADY HAVE THE FUEL CENTER THAT THE PLANNING AND ZONING COMMITTEE HAD ORIGINALLY DECLINED TO PLACE THERE, BUT IT WAS SUPER VOTED IN BY YOU GUYS A FEW YEARS AGO.

UM, SO I WOULD ASK THAT YOU GUYS CONSIDER I WAS ON EPA WEBSITE AND SOME OF THE SUGGESTIONS THAT THEY STATE THAT DEPENDING ON THE DEMOGRAPHICS IN YOUR COMMUNITY AND THE NEIGHBORHOODS THAT YOU SHOULD KEEP IT AT LEAST THREE MILES AWAY FROM A COMMUNITY THAT HAS, UH, RESIDENTS THAT MAY BE SUFFERING FROM, UM, JUST AGE, AGE CANCER, UM, HEART DISEASE, CARDIOVASCULAR, UM, ISSUES.

UM, WE'VE DISCUSSED THE POSSIBILITY THAT THIS MIGHT COME AND THEN WITH THE FORMATION OF LONGHORN FUTURES COMMITTEE IN MARCH THAT MET SEVEN TIMES BETWEEN MARCH AND MAY, EXCUSE ME, MARCH IN JUNE,

THE RECOMMENDATION FROM THE LONGHORN FUTURES COMMITTEE, WHICH IS MADE UP OF 70 CITIZENS, NOT ALL RELATED TO THE SCHOOL DISTRICT, BUT ALL CERTAINLY RESIDENTS AND CITIZENS OF CEDAR HILL.

UM, AND THEY RECOMMENDED ON JUNE 20TH TO US TO MOVE FORWARD TO THE BOARD, TO MOVE FORWARD WITH A VOTER APPROVED TAX RATIFICATION ELECTION, AND ALSO CAPITAL IMPROVEMENT BONDS TO IMPROVE THE SCHOOLS OF CEDAR HILL.

SINCE THE BOARD RECEIVED THAT RECOMMENDATION FROM THE COMMITTEE, WE PLAY, WE HAD TWO FINANCE COMMITTEE MEETINGS, WHICH THERE'S A SUB COMMITTEE OF THE TRUSTEES, AND WE HAD FOUR FACILITIES COMMITTEE MEETINGS, WHICH IS ANOTHER SUBCOMMITTEE.

AND TOGETHER THOSE TWO COMMITTEES ALSO RECOMMENDED TO THE FULL BOARD TO MOVE FORWARD WITH THE A T R A, A VOTER APPROVED TAX RATIFICATION ELECTION AND THE BOND PROGRAM.

UM, WE'VE HAD 20 DIFFERENT EVENTS LOCALLY, UH, SINCE THE TIME THAT THE RECOMMENDATION CAME BACK TO US, UH, WE'VE SENT OUT NUMEROUS COMMUNICATIONS AND IT ALL STARTED WITH A SURVEY OF THE CITIZENS.

AND SO LAST NIGHT REALLY CULMINATED A LONG SERIES OF EVENTS THAT SOME THAT YOU'VE PROBABLY HEARD OF AND OTHERS PROBABLY NOT, BUT I WANTED YOU TO KNOW WHAT WAS GOING TO BE ON THE BALLOT.

UM, AND NOVEMBER, UH, THERE WILL BE PROCESS POSITION A, WHICH IS THAT VOTER APPROVED TAX RATIFICATION ELECTION PROPOSITION B IS FOR MAJOR RENOVATIONS TO TAKE PLACE IN 11 OF THE SCHOOL BUILDINGS THAT ARE IN THE DISTRICT.

I MEAN, THERE'S OVERLOADING THE SYSTEMS, UM, TIME AND TIME AGAIN, THERE'S MANY HOUSEHOLDS THAT DID NOT HAVE POWER THAT NEEDED POWER, MANY FACILITIES THAT NEEDED POWER DIDN'T HAVE POWER.

UM, WENT ON TO, I MEAN, ALL ACROSS THE NEWS, WE HEARD ABOUT THIS MULTIPLE HOMES ACROSS TEXAS.

UM, OUR SITE IS LOCATED OFF OF HIGHWAY 67 JUST TO THE NORTH JOEL WILSON ROAD.

UM, THE REASON WHY IT'S AT THE SITE IS THAT THERE'S ACTUALLY REGULATIONS OF HOW FAR WE HAVE TO BE FROM A SUBSTATION LEGALLY WE'RE REQUIRED TO BE WITHIN SO MUCH, UH, SO MANY MILE A HALF.

I BELIEVE IT'S HALF A MILE, A MILE AWAY FROM A SUBSTATION IN ORDER TO WORRY, THEN THAT'S FEDERAL REGULATIONS, UH, IN CONJUNCTION WITH THAT.

UM, WE, WE CHOSE THE SIZE CAUSE, UH, THE SITE IS NOT IDEAL FOR ANY OTHER TYPE OF DEVELOPMENT.

UH, THERE'S MANY THINGS GOING ON WITH THE SITE, HERE'S THE NORTHEAST SUBSTATION OR THE POWER LINES THAT FEED INTO IT, UH, GOING THROUGHOUT THE COMMUNITY.

UM, IF YOU LOOK AT THE SITE PLAN THAT WE'RE SHOWING, UM, ALL ACROSS THE FRONT OF THIS, UM, GOING DEEP INTO THE SITE OR VARIOUS EASEMENTS THAT EXIST, UH, W WE WE'VE BEEN WORKING ON THIS APPLICATION SINCE BACK IN NOVEMBER.

UH, WE'VE BEEN WORKING WITH MAGELLAN IN ORDER TO BUILD A MASONRY WALL AND, UH, CAUSE WE WANTED, WE NEED TO SCREEN IT.

UM, BUT TO DO ANYTHING THAT'S FACILITY, HOW TO WORK WITH MAGELLAN.

WE WORKED WITH THEM FOR ONCE AGAIN, SINCE NOVEMBER, OH, WE OFFICIALLY GOT, UH, WE'VE ACTUALLY GOT A NEW AGREEMENT BACK FROM THE JOHN, ALLOWING US TO BUILD THE MASONRY WALL, TO PROVIDE THE SCREENING, UH, WHERE THE CITY HAS REQUESTED TO BE.

UM, BECAUSE ONCE AGAIN, WE WENT TO NOT ONLY PROVIDE A SERVICE TO THE COMMUNITY, WE ALSO WANT TO MAKE IT NOT LOOK LIKE YOUR TYPICAL SUBSTATION THAT YOU SEE JUST RIGHT DOWN THE ROAD.

UH, WE WANT TO SCREEN IT.

WE WOULDN'T WANT THIS TO BE VISIBLE TO THE PUBLIC.

WE WANT THIS TO BLEND IN.

UM, WE HAVE BEEN WORKING WITH SOUTH QUITE A BIT, UM, IN ACCORDANCE WITH STATE LAW.

IT IS A IN-STORE USE OF THE SUBSTATION, HELPING OFFSETTING THOSE, UH, OFFSETTING THAT THEY'LL PREVENT THOSE BLACKOUTS AND BROWNOUTS FROM EVER OCCURRING.

UM, THIS IS ONE OF THE SMALLER FACILITIES THAT WERE, UH, THAT'S BEING DEVELOPED.

UM, THERE'S A LOT LARGER FACILITIES THAT WE CAN DO.

UM, BUT ONCE AGAIN, IN THIS TYPE OF COMMUNITY IN THIS AREA ON THESE SITES ARE, UM, NOT APPEALING TO ANYONE ELSE AND CLOSEST SUBSTATION.

THIS IS WHAT WE'RE LOOKING FOR IN ORDER TO IT'S A SITE THAT CAN BE USED FOR ANYTHING ELSE.

IT GOES IN, IT STAYS BELOW THE RADAR.

IT'S NOT VISIBLE TO ANYONE AND IT'S PUSHED BACK FROM THE FRONT PROPERTY LINE OR THIS SHOWING INSIGHT FROM AN AERIAL VIEW.

UM, ONCE THE I'M WORKING THIS STUFF, UH, THEY REALLY WANT TO BE ABLE TO SEE WHAT WE'RE SHOWING.

WE'RE GOING TO MEET ALL CITY CENTERS FOR SETBACKS, UM, SCREENING, UM, ANY EXISTING SHEETS THAT MIGHT BE THERE WITHIN THE EASEMENT THAT I HAD MENTIONED BEFORE.

UM, AND THEN THERE'S ALSO, UM, FIRE SUPPRESSION IN THE, IN THE FORM OF A MODULE FLUSHING SYSTEM, SO THAT IF THERE EVER IS ANY SORT OF SHEET BUILDUP OR ANYTHING LIKE THAT, UM, THAT SPECIFIC MODULE GETS FLUSHED WITH WATER IN ORDER TO COOL IT OFF AND KEEP IT FROM, UM, FROM, FROM CREATING ANY SORT OF, UM, OTHER FAILURE.

UM, SO THE, THE CONTAINERS THEMSELVES WILL BE UL CERTIFIED.

UM, SO THEY GO THROUGH EXTENSIVE TESTING WITH THE UNDERWRITERS LABORATORY, UM, TO MAKE SURE THAT THEY'RE SAFE AND THEN THE, THE SYSTEMS GET TESTED PRIOR TO THEM GOING INTO SERVICE.

SO THEY, THEY REALLY ARE SAFE SYSTEMS. UM, AND, YOU KNOW, WE'RE, WE'RE CALLING IT A, UM, BETTER GENERATION FACILITY, BUT, BUT REALLY WHAT IT DOES IS IT, IT, IT CHARGES OFF OF THE GRID WHEN THERE ARE TIMES OF LOW LOAD.

AND THEN WHEN THERE ARE TIMES OF, OF GRID STRESS, YOU KNOW, HIGH LOAD ON THE SYSTEM, UM, THEN THEY'LL DO A DISCHARGE.

UM, IT'S, YOU KNOW, THE, THE SYSTEMS ARE VERY QUIET.

UM, REALLY, IF YOU WERE STANDING AT THE FENCE, THE ONLY THING THAT YOU WOULD HEAR WHEN IT'S OPERATING IS THE HVC UNITS KICKING ON AND OFF.

UM, SO, YOU KNOW, NOT, NOT A, NOT A VERY INTRUSIVE, UM, TYPE OF FACILITY, UM, VERY QUIET, YOU KNOW, WE, WE CONSIDER THESE, THESE THINGS VERY GOOD NEIGHBORS.

UM, SO, UH, IN TERMS OF HOW MANY OF THE, THESE PROJECTS ARE IN TEXAS, UM, I KNOW THAT THERE'S, THAT THERE'S HUNDREDS, UM, AND OVER THE NEXT COUPLE OF YEARS, THERE'S GOING TO BE A LOT OF THESE FACILITIES BUILT, UM, UH, ERCOT PROJECTS THAT, THAT THERE'S GOING TO BE GIGAWATTS WORTH OF ENERGY STORAGE BUILT.

AND WHAT WE'RE PROPOSING HERE IS A 10 MEGAWATT SYSTEM.

SO THIS ONE'S PRETTY SMALL IN THE GRAND SCHEME OF THINGS.

UM, BUT AS TRENTON MENTIONED, YOU KNOW, THE, THE, UM, THE REAL REASON FOR THESE, THESE TYPES OF FACILITIES IS TO IMPROVE GRID RELIABILITY.

SO, UM, WHAT THIS DOES IS IT BASICALLY ALLEVIATES THE, UM, THE, THE GRID STRESSES WHEN THEY HAPPEN.

SO, UM, SO WHEN, WHEN THERE'S A POTENTIAL FOR BROWNOUTS BLACKOUTS, THINGS LIKE THIS, THIS IS LIKE A BACKSTOP TO HELP PREVENT THAT FROM HAPPENING BEFORE IT ACTUALLY OCCURS.

UM, AND THE PROGRAMS THAT WE PARTICIPATE IN, UM, THE PRIMARY REVENUE STREAM FOR, FOR SOMETHING LIKE THIS IS CALLED RESERVE RESPONSE SERVICE, WHICH IS EFFECTIVELY THE LAST BACKSTOP BEFORE, OR COD STARTS DOING THE ROLLING BROWNOUTS AND BLACKOUTS.

SO UNDER NORMAL CIRCUMSTANCES, THESE SYSTEMS ARE JUST KIND OF SITTING THERE, YOU KNOW, LOOKING OUT AT THE GRID, WAITING FOR DISPATCH FROM ERCOT, BUT THEY'RE NOT ACTUALLY ACTIVELY CHARGING OR DISCHARGING.

UM, SO THIS, THEY SIT THERE AT A HIGH SOC, AND THEN, YOU KNOW, WHEN THERE'S A GRID STRESSING EVENT, A REALLY HOT DAY, A STORM GENERATION KICKS OFFLINE, SOMETHING LIKE THAT, THEN THIS, YOU KNOW, THERE'D BE A DISCHARGE ISSUE OR A DISPATCH ISSUED FROM OUR CUT THAT SAYS, ALL RIGHT, YOU KNOW, WE NEED AN EXTRA CAPACITY ON THE SYSTEM AND THEN THE BATTERIES WOULD DO DO THE DISCHARGE.

UM, SO ULTIMATELY THE CUSTOMER FOR THIS FACILITY AS ERCOT, UM, ENCORE IS THE ONE WHO ACTUALLY CONNECTS THE WIRES TO, TO THE FACILITY FROM THE SUBSTATION.

SO THEY OWN THE SUBSTATION, AND THEN THEY CONNECT THE WIRES FROM THE SUBSTATION OVER TO THE FACILITY ITSELF.

UM, BUT OUR, OUR END CUSTOMER, THE PERSON WE TRANSACT WITH IS, IS ERCOT.

SO THEY'RE THE ONES WHO KIND OF MAKE THE DECISIONS AROUND, UM, YOU KNOW, WHEN THE DISPATCH HAS HAPPENED, YOU KNOW, WHEN YOU'RE ALLOWED TO CHARGE THAT SORT OF THING.

SO, SO THE SITE ITSELF, YOU KNOW, THE, THE FACILITY WILL BE PUSHED PRETTY FAR TO THE EAST AS FAR EAST ON THE, ON THE PROPERTY AS POSSIBLE.

UM, AND WE'RE NOT ALLOWED TO BUILD ANYTHING IN THAT, IN THAT MAGELLAN EASEMENT, JUST, YOU KNOW, BECAUSE MAGELLAN DOESN'T WANT YOU TO PUT STUFF ON TOP OF THEIR PIPELINE.

UM, SO WHAT WE NEGOTIATED WITH THEM, AS WE SAID, HEY, WE JUST, YOU KNOW, WE NEED A DRIVEWAY TO COME IN HERE, BUT, BUT YOU KNOW, NOTHING ELSE, YOU KNOW, NOTHING ELSE ON THE, ON THE EASEMENT ITSELF.

SO WE SHARED WITH THEM, THE SITE PLAN, THE DEVELOPMENT PLAN, ALL OF THAT.

UM, THEY CAME BACK TO US AND THEY SAID, OKAY, UM, YOU KNOW, BASED ON WHAT WE KNOW OF THE FACILITY, WE'RE, WE'LL ALLOW

SO THEY SAID, YOU KNOW, NO PERMANENT FACILITIES IN THE EASEMENT, NO TREES, UM, YOU KNOW, NO, NOPE, NO PERMANENT CONSTRUCTION OF ANY TYPE.

UM, NO, WE HAVE TO USE THE DRIVEWAY TO CROSS THESE MEN.

HE CAN'T CROSS THE EASEMENT OUTSIDE OF THE DRIVEWAY.

UM, AND IT, IT WAS ACTUALLY THE ONLY ONE THAT WE WERE ABLE TO IDENTIFY IN CEDAR HILL.

UM, WE, WE ARE DEVELOPING, UM, TWO SITES, TWO SITES IN THE SKIED AS WELL.

UM, AND THEN WE HAVE A THIRD SITE THAT'S I GUESS THE THIRD SITE IS IN MESQUITE AS WELL.

UM, BUT, BUT YOU KNOW, OF ALL THE, OF ALL THE FACILITIES THAT WE LOOKED AT, THIS IS THE ONLY ONE IN CEDAR HILL THAT WE WERE ABLE TO MAKE WORK.

AND THE REASON I ASKED YOU THAT, BECAUSE I UNDERSTAND THAT THE COMMUNITY, UM, HAD SOME DISAGREEMENTS OF YOU ARE PUTTING IT OVER THERE.

AND THAT INCLUDES, UH, PARAPET AROUND THE BUILDING TO HIDE ALL OF THE MECHANICAL UNITS THAT WILL BE ON THE ROOF.
