HE HAS DONE ECONOMIC DEVELOPMENT, ALL OF HIS PROFESSIONAL LIFE. HE'S DONE IT IN LOUISIANA AND HE'S DONE IT IN ARKANSAS. HE'S DONE IT IN A FAR NORTH CENTRAL TEXAS, AND NOW HE'S DOING IT IN THE METROPLEX. UM, I WILL TELL YOU THE THING ABOUT HENRY THAT, UH, WE LATCHED ON IMMEDIATELY IS HIS VIBRANCY. HE'S AN OUT OF THE BOX GUY. UH, HE UNDERSTANDS AND APPRECIATES THE ROLE THAT ECONOMIC DEVELOPMENT PLAYS IN THE VITALITY OF THE COMMUNITY. AND I LIKE TO TELL FOLKS, YOU KNOW, WE'VE HAD A LOT OF VERY ABLE ECONOMIC DEVELOPMENT DIRECTORS WHO HAD AN APPRECIATION FOR COMMUNITY DEVELOPMENT. UH, BUT WITH HENRY, WE GET SOMEONE WHO'S A COMMUNITY DEVELOPMENT GUY WHO JUST HAPPENS TO ALSO DO ECONOMIC DEVELOPMENT. AND I THINK THAT IS A GRAND, UM, SHAPE FOR, UH, CEDAR HILL AND WHERE WE ARE GOING. UH, HE HAS, UM, A WIFE AND A FAMILY WHO HAVE ALSO GOTTEN TO CEDAR HILL THIS WEEK. THEY'RE GETTING READY TO GET ENROLLED IN SCHOOLS AND THEY'RE STARTING THEIR CEDAR HILL LIFE ALL TOGETHER. SO WITH THAT, I'D LIKE TO INTRODUCE HENRY FORTUNE TO YOU. THANK YOU. AND FIRST IT WAS GEOGRAPHY BECAUSE MY WIFE'S FROM DALLAS, SHE GREW UP IN RICHARDSON, BUT, UH, AS WE STARTED LOOKING INTO THIS OPPORTUNITY AND READING THE COMPREHENSIVE PLAN AND READING THROUGH THE ECONOMIC DEVELOPMENT STRATEGY DESTRUCT, ME AND MY WIFE, BOTH AT THIS COMMUNITY BELIEVES IN STRONGLY IN QUALITY OF LIFE AS AN ECONOMIC DEVELOPMENT DRIVER AND MOST COMMUNITIES, IT'S THE OPPOSITE. THEY, THEY WANT THE FACTORIES FIRST, AND THEN IF THEY GENERATE ENOUGH REVENUE, THEY'LL GET TO DO SOME NICE THINGS FOR THEIR CITIZENS. AND SO THE FACT THAT THAT WE'RE ABLE TO, TO THINK ABOUT GROWING SMARTLY AND THE FACT THAT WE'RE ABLE TO SAY, MAYBE THAT'S NOT THE RIGHT PROJECT FOR US RIGHT NOW, OR MAYBE WE NEED TO TAKE OUR TIME AND SLOW PLAY THIS AND SEE, YOU KNOW, WHAT ARE WE GOING TO MISS OUT ON IF WE DO THIS AND, AND, AND, AND DO REALLY TARGETED BUSINESS ATTRACTION, REALLY TARGETED RESIDENTIAL DEVELOPMENT AND REALLY TARGETED RETAIL DEVELOPMENT ALL THE, WHILE THIS, THIS MAJOR EMPHASIS ON GREEN SPACE. I'LL GO THROUGH THE KEY FINDINGS FROM THE SURVEY, JUST A LITTLE BACKGROUND ABOUT ATC INSTITUTE. WE'RE BASED IN THE KANSAS CITY AREA, BUT WE'RE A NATIONAL LEADER IN PROVIDING MARKET RESEARCH FOR LOCAL GOVERNMENTS. WE'VE BEEN DOING THIS TYPE OF WORK FOR 40 YEARS AND IN THE LAST 10 YEARS ALONE, WE'VE CONDUCTED SURVEYS IN MORE THAN A THOUSAND COMMUNITIES ALL ACROSS THE COUNTRY. SO THIS IS REALLY THE TYPE OF WORK THAT WE SPECIALIZE IN. THIS IS JUST A QUICK RUNDOWN OF WHAT I'LL GO THROUGH TODAY. I'LL GO OVER THE PURPOSE OF THE METHODOLOGY OF THE SURVEY, WHAT I CALL THE BOTTOM LINE UP FRONT, OUR MAIN CONCLUSIONS FROM THE SURVEY. AND THEN I'LL GO THROUGH THE MAJOR SURVEY FINDINGS TO SHOW HOW WE CAME TO THOSE CONCLUSIONS. AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS AS WELL. SO THERE ARE SEVERAL REASONS TO CONDUCT A SURVEY LIKE THIS ONE IS TO GET AN OBJECTIVE ASSESSMENT OF HOW SATISFIED RESIDENTS ARE WITH MAJOR CITY SERVICES, AND ALSO TO DETERMINE WHAT RESIDENTS FEEL ARE THE TOP PRIORITIES FOR THE COMMUNITY. WE'RE ALSO ABLE TO MEASURE TRENDS FROM THE PREVIOUS SURVEYS. THIS IS THE FOURTH COMMUNITY SURVEY WE CONDUCTED. AND EACH TIME WE TWEAK THE QUESTIONS A LITTLE BIT, BUT MOST OF THE QUESTIONS REMAINED THE SAME SO THAT WE CAN MEASURE TRENDS OVER TIME. AND THEN WE'RE ALSO ABLE TO COMPARE YOUR RESULTS WITH RESIDENTS AND OTHER COMMUNITIES ACROSS THE COUNTRY. SO THIS SURVEY WAS ADMINISTERED BY COMBINATION OF MAIL AND ONLINE TO RANDOMLY SELECT A RESIDENCE ALL THROUGHOUT THE CITY. THAT'S OUR STANDARD METHODOLOGY FOR THESE TYPES OF SURVEYS, WE RECEIVED 400 COMPLETED SURVEYS, WHICH IS, WHICH WAS OUR GOAL. SO WE ACCOMPLISHED THAT. AND THE 400 SURVEYS AT THE 95% LEVEL OF CONFIDENCE HAS A MARGIN OF ERROR PLUS OR MINUS 4.9%. SO ESSENTIALLY THAT MEANS THAT IF WE CONDUCTED THIS SURVEY THE SAME WAY, A HUNDRED TIMES 95 TIMES, THE RESULTS WOULD BE PUTZ OR MINUS 4.9% FROM WHAT WE'RE REPORTING. SO THE RESULTS AREN'T PERFECT, BUT THE MARGIN OF ERROR IS SMALL. HERE. WE HAVE A MAP OF THE CITY, THE RED DOTS ARE HOUSEHOLDS THAT COMPLETED THE SURVEY. SO WE HAD A GOOD DISTRIBUTION THROUGHOUT THE CITY. AND AS WE WERE CONDUCTING THE SURVEY, WE MADE SURE WE HAD A GOOD REPRESENTATION FROM KEY DEMOGRAPHIC GROUPS, UH, SUCH AS RACE, ETHNICITY, AGE, AND GENDER. SO HERE, OUR MAIN CONCLUSIONS FROM THE SURVEY WE FOUND THAT RESIDENTS HAVE A POSITIVE PERCEPTION OF CEDAR HILL. 80% OF RESPONDENTS ARE SATISFIED WITH CEDAR HILL AS A PLACE TO LIVE. THAT'S COMPARED TO ONLY 8% ARE DISSATISFIED AND 75% ARE SATISFIED WITH THE OVERALL QUALITY OF LIFE IN CEDAR HILL. AND THAT'S COMPARED TO ONLY 6% WHO ARE DISSATISFIED. THE SATISFACTION RATINGS REMAIN HIGH AND ARE SIMILAR TO WHAT THEY WERE IN PREVIOUS SURVEYS. AND THAT'S ESPECIALLY A GOOD SIGN THIS YEAR, BECAUSE THIS IS THE FIRST SURVEY WE'VE CONDUCTED, UH, SINCE COVID, UM, SO MOST OF THESE WE'VE SURVEYED HAVE HAD A DECREASE IN SATISFACTION OVER THE PAST COUPLE OF YEARS. UM, SO THIS IS A REALLY GOOD SIGN THAT THE RATINGS ARE VERY SIMILAR TO WHAT THEY WERE TO THE LAST SURVEY, WHICH WAS CONDUCTED IN FEBRUARY OF 2020. SO RIGHT BEFORE EVERYTHING HAPPENED WITH COVID, WE ALSO FOUND THAT SATISFACTION WITH CITY SERVICES IS MUCH HIGHER IN CEDAR HILL THAN IT IS IN OTHER CITIES. YOU RATED IT ABOVE THE US AVERAGE AND 63 OUT OF THE 66 AREAS THAT WE COMPARED. AND THERE ARE A COUPLE AREAS I ESPECIALLY WANT TO POINT OUT SATISFACTION WITH THE OVERALL QUALITY OF CUSTOMER SERVICE PROVIDED BY CITY EMPLOYEES IS 35% PERCENTAGE POINTS ABOVE THE US AVERAGE. AND THEN COMMUNICATION WITH THE PUBLIC IS 33 PERCENTAGE POINTS ABOVE THE US AVERAGE. THOSE WERE A COUPLE OF REALLY IMPORTANT QUESTIONS ON THE SURVEY BECAUSE TYPICALLY IF YOU GET HIGH RATINGS IN THOSE AREAS, IT MEANS RESIDENTS HAVE A POSITIVE PERCEPTION OF THE CITY, AND USUALLY YOUR RATINGS ARE HIGH IN OTHER AREAS AS WELL. AND THEN THE TOP OVERALL PRIORITIES ARE TRAFFIC FLOW MAINTENANCE OF CITY, STREETS, BUILDINGS, AND FACILITIES, AND FORCING CODES AND ORDINANCES. I GOT A QUESTION. SURE. YOU GO BACK ONE. I'M JUST TRYING TO UNDERSTAND, UM, I GUESS, UH, THE FIRST SUB BULLET IS US ADDRESS 63 OF 66 AREAS. AND THE NEXT ONE, YOU SAYS 35 ABOVE THE US AVERAGE. SO IS IT 35 OVER THAT 63? CAUSE THAT'S THE CASE WE'RE IN THE 90 PERCENTILE, RIGHT? SO I'M JUST GOING TO UNDERSTAND 35% [00:20:01] IS WHAT EXACTLY. SO THERE ARE 66 AREAS. WE COMPARE YOUR RESULTS TO OTHER COMMUNITIES AND IN 63 OF THOSE AREAS, YOUR RATINGS WERE ABOVE THE US AVERAGE. UM, HERE, I'M JUST POINTING OUT A COUPLE OF SPECIFIC EXAMPLES. UM, SO YOUR SATISFACTION RATING WAS 35 PERCENTAGE POINTS ABOVE THE US AVERAGE CUSTOMER SERVICE. UM, AND WE'LL GO THROUGH A SLIDE IN A LITTLE BIT THAT SHOWS EXACTLY WHAT THOSE PERCENTAGES ARE. UM, BUT YEAH, THESE ARE JUST CUSTOMER SERVICE AND COMMUNICATION. THOSE ARE JUST A COUPLE OF THOSE. UM, THE YELLOW IS THE AVERAGE FOR RESIDENTS AND KIND OF MID-SIZED CITIES WITH A POPULATION BETWEEN 30,090 9,000. AND THEN THE GREEN ARE THE AVERAGE RATINGS TO RESIDENTS FROM ALL ACROSS THE US. UM, SO LET'S LOOK AT, ACTUALLY, THIS IS THIS NEXT SLIDE. SO WHEN I WANT, UM, SO IF YOU LOOK KIND OF IN THE MIDDLE OF THE LIST CUSTOMER SERVICE RECEIVED FROM CITY EMPLOYEES, 76% OF CEDAR HILL RESIDENTS WERE EITHER VERY SATISFIED OR SATISFIED, UM, THROUGHOUT THE STATE OF TEXAS, THE AVERAGE IS ONLY 30%, UM, AND KIND OF MID-SIZED CITIES NATIONWIDE. THE AVERAGE IS 48% AND ACROSS THE ENTIRE US, THE AVERAGE IS 41%. UM, SO THAT'S 76% SATISFACTION RATING DEFINITELY PUTS YOU AMONG THE HIGHEST NUMBERS IN THE COUNTRY. UM, YOU CAN SEE HOW MUCH HIGHER IT IS ABOVE OTHER COMMUNITIES, NO MATTER HOW YOU BREAK IT OUT, WHETHER IT BE REGIONALLY, NATIONALLY, OR JUST KIND OF MID-SIZED CITIES THAT AGAIN. OKAY. GOTCHA. YES. THANK YOU FOR CLARIFYING THAT. CAUSE WHEN YOU SAID USA AVERAGE, THAT ONE SLIDE THAT YOU WERE JUST SHOWING IS REALLY WHAT I WANTED TO LOOK AT BECAUSE IT SHOWS SEVERAL DIFFERENT THINGS. IT SHOWS THE US AVERAGE, RIGHT? BUT IT SHOWS CITIES WITH THE POPULATION BETWEEN 30 AND NINE. AND I THINK THAT'S A MORE ACCURATE COMPARISON FOR US TO BE LOOKING AT COMPARING US TO THE US AVERAGE DOESN'T DO MUCH FOR ME BECAUSE THAT INCLUDES A LOT OF LARGE CITIES, DOESN'T IT? BUT IT DOES. RIGHT. BUT WHEN YOU COMPARE US WITH CITIES IN THE POPULATION BETWEEN 39, THAT WOULD BE THE, THE STATISTICS AND HOW WE COMPARE IN THAT AREA. AND I CAN SEE, IT SEEMS LIKE WE'RE DOING REALLY, REALLY WELL AGAINST CITIES IN THAT. SO TO ME, THAT'S THE MOST POWERFUL THING FOR ME TO LOOK AT. YEAH, ABSOLUTELY. UM, AND THIS IS A VERY BUSY CHART, BUT WE WANTED TO SHOW THE COMPARISONS IN A LOT OF DIFFERENT WAYS. UM, SO YEAH, REGIONALLY, NATIONALLY THEN NATIONALLY, BUT KIND OF SIMILAR SIZED CITIES. SO THE FIRST SECTION WE'RE GOING TO LOOK AT IS JUST GENERAL PERCEPTIONS OF THE CITY. SO HERE WE ASK RESIDENTS TO RATE THEIR PERCEPTIONS OF THE CITY AND A NUMBER OF DIFFERENT WAYS. SO THE DARK BLUE ARE RESIDENTS WHO ARE VERY SATISFIED. THE LIGHT BLUE IS SATISFIED. THE YELLOW IS NEUTRAL, AND WE INTERPRET NEUTRAL AS MEETING EXPECTATIONS. IT'S A RATING OF A THREE ON THE FIVE POINT SCALE. SO THE RATINGS AREN'T [00:25:01] BAD, IT'S JUST NOT QUITE AS POSITIVE AS THE FOUR, THE FIVE, AND THEN THE PINK OR THOSE WHO WERE EITHER DISSATISFIED OR VERY DISSATISFIED. SO ARE ONE OR TWO ON THE FIVE POINT SCALE. SO THERE'S A LOT MORE BLUE THAN THE RISK PINK, WHICH MEANS THE POSITIVE RATINGS FAR OUTWEIGH THE NEGATIVE. UH, IN PARTICULAR, UH, RESIDENTS WERE VERY POSITIVE ABOUT CEDAR HILL AS A PLACE TO LIVE THE OVERALL QUALITY OF LIFE, THE OVERALL IMAGE, AND THEN THE OVERALL APPEARANCE OF THE CITY. YOU KNOW, THOSE ARE THE FOUR AREAS AT THE TOP THAT RATED THE HIGHEST. THIS WAS THE VERY FIRST QUESTION ON THE SURVEY HERE. WE ASKED RESIDENTS TO RATE MAJOR CATEGORIES OF CITY SERVICES. SO WE'RE ASKING RESIDENTS TO RATE THESE AREAS AT THE BIG PICTURE DEPARTMENTAL LEVEL. AND THEN LATER ON IN THE SURVEY, WE ASK ABOUT SOME MORE SPECIFIC AREAS WITHIN SOME OF THESE CATEGORIES. SO AGAIN, THE BLUE IS POSITIVE, THE PINK IS NEGATIVE. UM, FAR MORE POSITIVE THAN NEGATIVE RATINGS. IN FACT, FOR EVERY AREA, LESS THAN 20% OF RESIDENTS WERE DISSATISFIED. SO THERE REALLY ISN'T ANY ONE OR TWO CATEGORIES, EVEN THAT HAVE A SIGNIFICANTLY HIGH DISSATISFACTION RATING, THE LOWEST RATE AREAS WHERE TRAFFIC FLOW AND CODES, EVEN FOR THOSE, YOU CAN SEE, THERE IS SIGNIFICANTLY MORE POSITIVE THAN NEGATIVE. THE HIGHEST RATED AREAS ARE PUBLIC SAFETY, PARKS, RECREATION, STORMWATER, WATER, AND SEWER, AND THEN CUSTOMER SERVICE. SO WE ALSO BROKE THE RESULTS OUT, UH, GEOGRAPHICALLY. SO WE BROKE THE RESULTS OUT BY CENSUS BLOCK GROUP. SO THESE ARE SMALL AREAS. AND WHAT THIS DOES IS IT TELLS US IF RESIDENTS IN DIFFERENT PARTS OF THE CITY HAVE DIFFERENT PERCEPTIONS OF THE CITY OR RATING SERVICES DIFFERENTLY, WE CREATE A MAP LIKE THIS FOR EVERY QUESTION ON THE SURVEY ASKING THE FIVE POINT SCALE. SO THERE'S ABOUT A HUNDRED MAPS IN THE REPORT. I'VE GOT JUST A FEW WE'LL GO THROUGH. THIS IS HOW RESIDENTS FEEL ABOUT CEDAR HILL AS A PLACE TO LIVE. THE ENTIRE MAP IS BLUE. WE KNEW THAT RESIDENTS THROUGHOUT THE CITY ARE SATISFIED WITH CEDAR HILLS, A PLACE TO LIVE. IN FACT, SOME AREAS ARE DARK BLUE, WHICH IS THE HIGHEST POSSIBLE RATING. THIS MAP IS FOR PUBLIC SAFETY. UH, HERE NOT ONLY IS THE ENTIRE MAP BLUE, BUT MOST OF IT IS DARK BLUE. UM, SO RESIDENTS THROUGHOUT THE CITY GAVE VERY POSITIVE RATINGS TO POLICE, FIRE AND EMS SERVICES FOR PARKS AND RECREATION. AND THE ENTIRE MAP IS A BLUE POSITIVE RANGE THROUGHOUT THE CITY. UH, THE DARK BLUE MEANS THE RATINGS ARE A LITTLE HIGHER THAN THE LIGHTER BLUE, BUT THE RAYS ARE POSITIVE ALL AROUND FOR CUSTOMER SERVICE. SOME CITY EMPLOYEES, AGAIN, RESIDENTS THROUGHOUT THE CITY ARE SATISFIED WITH THE OVERALL QUALITY OF CUSTOMER SERVICE. NOW FOR MAINTENANCE OF STREETS, BUILDINGS, AND FACILITIES HERE, YOU SEE SOME YELLOW, UH, WHICH MEANS THAT RESIDENTS ARE A LITTLE LESS SATISFIED IN THOSE AREAS, BUT THAT'S NOT UNUSUAL AT ALL. WHEN WE SHOW A QUESTION ABOUT STREETS. UM, IN FACT, USUALLY THERE'S SOME AREAS THAT ARE IN ORANGE OR EVEN RED, MEANING RESIDENTS ARE DISSATISFIED. SO THIS IS ACTUALLY PRETTY GOOD WHEN WE BREAK THESE RESULTS OUT FOR SATISFACTION, WITH MAINTENANCE OF STREETS, UH, FOR CODES AND ORDINANCES GOT A MIX OF THE LIGHT BLUE AND THE YELLOW. UM, THIS IS ALSO NOT SURPRISING FOR CODES. AND IN FACT, THIS IS ANOTHER ONE THAT USUALLY HAS SOME ORANGE OR SOMETIMES EVEN SOME RED AND THEN TRAFFIC FLOW ALSO AS KIND OF A MIX OF THE BLUE AND THE YELLOW, UM, SOME POSITIVE, SOME MORE AVERAGE RATING. UH, BUT AGAIN, WE STILL HAVEN'T SEEN ANY OF THE ORANGE OR RED MEANS RESIDENTS ARE DISSATISFIED IN THAT AREA. SO I MENTIONED EARLIER THAT SATISFACTION WITH CITY SERVICES IS MUCH HIGHER IN CEDAR HILL COMPARED TO OTHER COMMUNITIES YOU RATED ABOVE THE US AVERAGE AND 63 OUT OF THE 66 AREAS THAT WE COMPARED. AND IN 60 OF THOSE AREAS, YOUR RATINGS ARE SIGNIFICANTLY HIGHER. SO IN OTHER WORDS, 5% OR MORE ABOVE THE US AVERAGE. SO THESE ARE THE CHART TYPES OF CHARTS WE WERE JUST LOOKING AT AGAIN, THE BLUE ARE THE RATINGS FOR CEDAR HILL. UH, THE RED ARE RESIDENTS THROUGHOUT THE STATE OF TEXAS. YELLOW ARE RESIDENTS THROUGHOUT THE COUNTRY WHO LIVE IN A CITY WITH THE POPULATION BETWEEN 30 AND A HUNDRED THOUSAND. AND THEN THE GREEN ARE JUST ALL TYPES OF CITIES NATIONWIDE. SO YOUR RATINGS ARE ABOVE THE US AVERAGE AND MOST OF THESE AREAS, UH, MOST CASES SIGNIFICANTLY HIGHER, ESPECIALLY WHEN IT COMES TO CEDAR HILL AS A PLACE TO LIVE THE OVERALL IMAGE AND THE OVERALL APPEARANCE. IF YOU GO DOWN THE CHART A LITTLE BIT, UH, EFFECTIVENESS OF CITY MANAGEMENT AND LEADERSHIP, OR BY, UH, BY ELECTED OFFICIALS, THOSE SATISFACTION RATINGS ARE A LITTLE LOWER THAN SOME AREAS WHERE YOU CAN SEE THAT'S THE CASE NATIONWIDE BECAUSE YOUR RATINGS ARE SIGNIFICANTLY HIGHER THAN THE REGIONAL AND NATIONAL AVERAGE. THIS WAS THAT VERY FIRST QUESTION ON THE SURVEY ABOUT MAJOR CATEGORIES OF CITY SERVICES, YOUR RATINGS ARE SIGNIFICANTLY ABOVE THE USA AVERAGE IN ALL NINE CATEGORIES, UH, CUSTOMER SERVICE AND COMMUNICATION ARE THE TWO THAT REALLY STAND OUT HERE. THOSE ARE THE AREAS WHERE YOU RATES THE FARTHEST ABOVE THE US AVERAGE, BUT FOR EVERY SINGLE CATEGORY, UM, THE RATINGS ARE FAR ABOVE OTHER COMMUNITIES. EVEN THE LOWEST RATE AREAS LIKE TRAFFIC FLOW AND CODES STILL ARE GOOD. WHEN WE COMPARE TO OTHER CITIES ACROSS THE COUNTRY [00:30:02] HERE AT COMPARISONS FOR MAINTENANCE SERVICES IN SEVEN OUT OF THE EIGHT AREAS, YOUR RATINGS ARE SIGNIFICANTLY ABOVE THE US AVERAGE. UH, SO THAT INCLUDES CONDITION OF MAJOR STREETS, NEIGHBORHOODS, STREETS, SIDEWALKS. THE ONE AREA THAT RATES A LITTLE LOWER IS STREET LIGHTING. UH, THE RATINGS AREN'T BAD, BUT THEY'RE MORE ON PAR WITH OTHER COMMUNITIES. HERE ARE THE RATINGS FOR PUBLIC SAFETY, UH, IN ALL 13 AREAS, YOUR RATINGS ARE SIGNIFICANTLY ABOVE THE US AVERAGE. SO THIS INCLUDES THE OVERALL QUALITY OF FIRE, OVERALL QUALITY OF POLICE PROTECTION, AS WELL AS FIRE AND POLICE RESPONSE TIME, UH, AMONG MANY OTHER CATEGORIES AS WELL. WE ASKED RESIDENTS HOW SAFE THEY FEEL IN VARIOUS SITUATIONS. UM, IN ALL FIVE AREAS, YOUR RATINGS ARE VERY GOOD. UM, YOU RATE ABOVE OR THE COMMUNITIES WHEN IT COMES TO FEELING OF SAFETY IN YOUR NEIGHBORHOOD DURING THE DAY, AS WELL AS AT NIGHT OVERALL 78% OF RESIDENTS FEEL SAFE AND YOU CAN SEE THAT SIGNIFICANTLY ABOVE THE TEXAS AND THE REGIONAL OR TEXAS AND NATIONAL AVERAGE. AND THEN FOR COMMUNICATION, UM, ALL FIVE AREAS ALSO RATE VERY HIGH. THIS INCLUDES YOUR WEBSITES, SOCIAL MEDIA, AND THEN JUST KEEPING RESIDENTS INFORMED. SO I MENTIONED THAT SATISFACTION RATINGS REMAIN HIGH AND OVERALL THEY'RE SIMILAR TO 2020. SO FOR THIS CHART, THE BLUE LINE OR THE SATISFACTION RATINGS FOR THIS YEAR SURVEY, THE GRAY OR THE RATINGS FOR THE MOST RECENT SURVEY IN 2020, AND THEN THE PINK OF THE SATISFACTION RATINGS FOR THE FIRST TIME WE CONDUCTED YOUR SURVEY BACK IN 2016, AND YOU CAN SEE THE RATINGS ARE VERY SIMILAR. UM, OVER THE YEARS, UH, FOR EXAMPLE, THE TOP ROW PUBLIC SAFETY, UH, THE SATISFACTION RATING HAS BEEN EITHER 89 OR 90% EACH TIME WE'VE CONDUCTED THE SURVEY. SO CONSISTENTLY HIGH, UH, THE TWO AREAS THAT HAS SIGNIFICANT INCREASE THIS YEAR WERE STORMWATER MANAGEMENT AND WATER AND SEWER UTILITIES. AND THERE WEREN'T ANY AREAS THAT HAD SIGNIFICANT DECREASES, UH, COMPARED TO THE MOST RECENT SURVEY. SO THAT WAS FOUR MAJOR CATEGORIES OF CITY SERVICES FOR THE ENTIRE SURVEY. HERE ARE THE AREAS THAT HAD THE MOST SIGNIFICANT INCREASES IN SATISFACTION. SO IT INCLUDES A WIDE VARIETY OF SERVICES, UH, THE BIGGEST INCREASES FOR, FOR BULKY ITEM COLLECTION, HOUSEHOLD HAZARDOUS WASTE DISPOSAL SERVICES. AND THEN HERE ARE THE AREAS WITH THE BIGGEST DECREASES AND SATISFACTION COMPARED TO 2020. A LOT OF THIS IS RELATED TO PROGRAMMING, UM, WHICH IS A TREND WE'VE SEEN ALL OVER THE COUNTRY. UM, MAINLY RELATED TO COVID WITH SO MANY PROGRAMS BEING SHUT DOWN, SOME NEVER COMING BACK OR THOSE COMING BACK WITH LIMITED HOURS. SO LIKE ADULT SPORTS, PROGRAMMING COMMUNITY EVENT PROGRAMMING, UH, DO YOU SPORTS PROGRAMS, THOSE ARE AREAS ALL OVER THE COUNTRY THAT HAVE SEEN A DECREASE IN SATISFACTION OVER THE PAST COUPLE OF YEARS. SO NOW WE'LL LOOK AT TOP PRIORITIES ON THE, I SHOWED EARLIER THE FIRST QUESTION ON THE SURVEY WHERE WE ASKED SATISFACTION WITH MAJOR CATEGORIES OF CITY SERVICES. AS A FOLLOW-UP QUESTION, WE ASKED WHICH SERVICES SHE RECEIVED THE MOST EMPHASIS OVER THE NEXT COUPLE OF YEARS. SO THE AREAS RESIDENTS FEEL ARE THE MOST IMPORTANT TO EMPHASIZE OVER THE NEXT COUPLE OF YEARS ARE SAFE STREETS, BUILDINGS, AND FACILITIES, TRAFFIC FLOW, PUBLIC SAFETY, AND THEN CODES AND ORDINANCES. AND THAT LEADS TO WHAT WE CALL THE IMPORTANT SATISFACTION RATING. UM, THERE'S A LOT OF NUMBERS HERE, BUT THE IDEA BEHIND THIS IS THAT, UH, THIS ANALYSIS IS BASED ON TWO DIFFERENT TYPES OF DATA. FIRST, WE ASKED RESIDENTS HOW SATISFIED THEY ARE WITH SERVICES. AND THEN AS A FOLLOWUP WE ASKED, WHICH SERVICES ARE THE MOST IMPORTANT FOR THE CITY OF THE EMPHASIZE. SO THE IDEA BEHIND THIS IS THAT THOSE AREAS THAT HAVE THAT COMBINATION OF LOW SATISFACTION, BUT AT THE SAME TIME WHERE THE MOST IMPORTANT SHOULD BE THE HIGHEST OVERALL PRIORITIES, IT DOESN'T MEAN YOU SHOULD IGNORE THE AREAS IN THE MEDIUM PRIORITY THAT ARE A LITTLE BIT LOWER, BUT MAKING THE IMPROVEMENTS TO THE AREAS THAT ARE A HIGH PRIORITY WILL IMPACT THE GREATEST NUMBER OF RESIDENTS. SO FOUR MAJOR CATEGORIES OF SERVICES. THIS INCLUDES TRAFFIC FLOW, UH, MAINTENANCE OF STREETS, UH, AND ENFORCING CODES AND AUDIENCES. AND THEN WE HAVE THE SAME TYPE OF TABLES SPECIFICALLY FOR MAINTENANCE SERVICES. TOP OVERALL PRIORITY IS TRAFFIC FLOW ON MAJOR STREETS. YOU'RE THE HIGHEST PRIORITIES, OUR STREET LIGHTING, TIMING OF TRAFFIC SIGNALS AND NEIGHBORHOOD STREETS. SO JUST A QUICK RECAP, WE SAW THAT RESIDENTS HAVE A VERY POSITIVE PERCEPTION OF THE CITY, UH, GAVE A FEW EXAMPLES, BUT THERE'S A LOT OF EXAMPLES THROUGHOUT THE REPORT. UM, SATISFACTION RATINGS ARE SIMILAR TO PREVIOUS SURVEYS, WHICH MEANS THEY REMAIN HIGH. THEY'VE ALWAYS BEEN A MUCH HIGHER THAN OTHER COMMUNITIES AND MOST AREAS, UH, SATISFACTORY SAY SERVICES AGAIN, MUCH HIGHER THAN MOST OTHER CITIES. UM, THERE'S A LOT OF EXAMPLES OF THAT, BUT CUSTOMER SERVICING COMMUNICATION WERE A COUPLE OF THE AREAS THAT REALLY STOOD OUT AND THEN THE TOP OVERALL PRIORITIES. AND THIS WAS BASED ON THAT IMPORTANT SATISFACTION TABLE, WHICH IS LOOKED AT A TRAFFIC FLOW MAINTENANCE OF CITY STREETS AND THEN ENFORCING CODES AND ORDINANCES. UM, OVERALL THE RESULTS ARE VERY, VERY POSITIVE ONCE AGAIN, UH, WHICH IS ESPECIALLY GOOD CONSIDERING EVERYTHING THAT'S HAPPENED SINCE THE LAST TIME, UH, WE CONDUCTED THE SURVEY. I MEAN THE SCHOOL DISTRICT, I MEAN, WAS THAT SEPARATED OUT OR WAS IT JUST THE LOCAL OFFICIALS? IT WAS JUST, I'LL GO BACK TO THAT SLIDE REAL QUICK. IT WAS JUST WORD AS LOCAL OFFICIALS. UM, SO SOMEONE COULD, LOCAL OFFICIALS COULD BE COULD COLOMBIANS SCHOOL OFFICIALS IN THAT GROUP. IS THAT POSSIBLE? YEAH, IT DOES SAY, SO DOES SAY CITIES, ELECTED OFFICIALS, BUT SOMEBODY COULD STILL LUMP SOMETHING ELSE IN, UM, YEAH, NOW YOU HAD A 60% SATISFACTION RATING AND THAT MIGHT SEEM LOW COMPARED TO OTHER AREAS, BUT THE TEXAS AVERAGE IS 48%. UH, THE AVERAGE FOR MIDDLE-SIZED CITIES IS 45% AND NATIONALLY, THE AVERAGE IS ONLY 39%. UM, SO THE WORDING DOES SAY CITIES, ELECTED OFFICIALS. SO PEOPLE SHOULD PROBABLY BE CLEAR WHAT THAT MEANS. YOU KNOW, IF I HAD TO BREAK IT DOWN, YOU KNOW, IF YOU COMPARE IT WITH NATIONAL, I MEAN, THE JURISDICTIONS WITH OTHER CITY OFFICIALS, THEY HAVE NO DIFFERENT TYPE OF JURISDICTION, SO IT'S NOT NECESSARILY COMPARABLE, BUT IT'S GOOD TO KNOW THAT WE HAVE 60% HERE AT CEDAR HILL. SO, UM, I GUESS MY QUESTION IS, UM, THE QUANTITY OF PARTICIPATION. UM, DO YOU KNOW IF WE HAD, AS MUCH AS WE HAD IN THE PAST, WAS IT A LITTLE BIT MORE, DO YOU HAVE THAT IN FULL FORCE?
