UM, GOD, I JUST ASK THAT YOU CONTINUE TO BLESS THE CITY OF CEDAR HILL AND THAT YOU WILL PROVIDE WISDOM AND GUIDANCE TO ITS LEADERS.

AS THEY SEEK TO CONTINUE TO DO THINGS, TO ENSURE THE SAFETY AND THE PROSPERITY OF THEIR CITIZENS.

UM, IT'S MY HONOR TO PRESENT THIS GOOD SAMARITAN AWARD TO MR. BENNY SOSA.

UM, BENNY SOSA IS A LONG TIME.

SEE THE WHOLE RESIDENT AND HE WAS NOMINATED FOR THE GOOD SAMARITAN AWARD BY HIS HIGH POINT NEIGHBOR CALLED ME, AND I'M GOING TO READ THIS, AND THESE ARE THE WORDS OF MISDEMEANOR ON SUNDAY, MAY 2ND, 22ND, 2022 AT APPROXIMATELY 4:45 PM.

MY ALLEY NEIGHBOR DIRECTLY BEHIND MY HOUSE.

BENNY SOSA, A LOW THAT MY FAMILY TO A FIRE IN PROGRESS ON MY FENCE BESIDE MY GARAGE, A NEIGHBOR HAD BEEN USING HIS SMOKER, WHICH COLLAPSED, FREEING THE BURNING WORD INSIDE TO IGNITE MY FENCE.

THE SMOKER WAS UNATTENDED FOR OVER AN HOUR, LEANING AGAINST MY WOODEN FENCE.

THEN HE CAME RUNNING TO MY FRONT DOOR AND ALERTED US TO THE FIRE.

WE CALL 9 1 1 FOR THE FIRE DEPARTMENT HAS BENNY JUMPED INTO ACTION AND RAN AROUND THE HOUSE, JUMPED THE NEIGHBOR'S FENCE AND USE A GARDEN HOSE TO HOSE IT, TO EXTINGUISH THE FLAMES.

THE CEDAR HILL FIRE DEPARTMENT PERSONNEL RESPONDED VERY QUICKLY AND PROFESSIONALLY.

THEY APPLAUDED BENNY FOR HIS QUICK ACTIONS.

THE FIRE DEPARTMENT PERSONNEL INDICATED THAT THE FIRE WAS WITHIN JUST A FEW MINUTES OF JUMPING INTO MY ATTIC.

I WOULD LIKE TO THANK BENNY PERSONALLY FOR SAVING MY HOUSE.

I WOULD ALSO LIKE TO MAKE SURE

THAT THE SEAT, THE CITY OF CEDAR HILL KNOWS WHAT A HEROIC AND OUTSTANDING CITIZEN THEY HAVE LIVING IN OUR CITY.

BEN, THESE FAST ACTIONS EPITOMIZE A SERVANT LEADER, A SERVANT LEADERS HEART THROUGH THE GOOD SAMARITAN RECOGNITION AWARD PROGRAM.

THE ENTIRE COMMUNITY OF CEDAR HILL WILL KNOW HOW ANSEL HIS UNSELFISH EFFORTS, HOW HIS UNSELFISH EFFORTS VERDICT A PASSABLE TRAGIC TRAGEDY.

IT'S MY HONOR TO BE UP HERE TODAY TO RECOGNIZE ONE OF OUR COMMUNITY VOLUNTEERS.

AS MANY OF YOU ARE AWARE, THE POLICE DEPARTMENT HOSTS A CITIZENS POLICE ACADEMY, UH, TO EDUCATE OUR COMMUNITY MEMBERS ON WHAT IT IS THAT THE POLICE DEPARTMENT DOES.

UH, IT'S A PRETTY IN-DEPTH PROGRAM IT'S BEEN GOING ON IN CEDAR HILL FOR OVER 25 YEARS NOW.

UH, WE'RE ABOUT TO START OUR 33RD, UH, CITIZENS POLICE ACADEMY HERE IN SEPTEMBER.

UM, AND PART OF THAT PROCESS OF GRADUATING THE CITIZENS POLICE ACADEMY HAS GIVEN OUR GRADUATES AN OPPORTUNITY TO JOIN THE ALUMNI ASSOCIATION FOR THE CP, UH, CITIZENS POLICE ACADEMY.

AND THAT IS A PIPELINE OF WHERE WE AS A POLICE DEPARTMENT, GET OUR VOLUNTEERS THAT GO OUT INTO THE COMMUNITY, ASSIST THE POLICE DEPARTMENT, DOING A LOT OF FUNCTIONS THAT OTHERWISE WE WOULD HAVE TO PAY AN EMPLOYEE TO DO.

THEY DEDICATE THOUSANDS OF VOLUNTEER HOURS A YEAR TO HELP OUR CITY BE SAFE, PATROLLING NEIGHBORHOODS, HANDICAP ENFORCEMENT, AND THINGS OF THAT NATURE.

UM, AND SO TODAY WE'RE GOING TO BE RECOGNIZING ONE OF OUR DISTINGUISHED ALUMNI MEMBERS, UH, WITH THE WILLIE MCNEELY LIFETIME ACHIEVEMENT AWARD.

THE CITIZENS POLICE ACADEMY ALUMNI ASSOCIATION IS, UH, KNOWN AS THE CP AAA, THE CP AAA WILLIE MCNEALY LIFETIME ACHIEVEMENT AWARD WAS CREATED IN 2019 TO RECOGNIZE A MEMBER WHO HAS BUILT AN ENDURING LEGACY TO THE CITIZENS POLICE ACADEMY, ALUMNI ASSOCIATION, THROUGH A LIFETIME OF VOLUNTEERING TO THE CEDAR HILL COMMUNITY AND THE CEDAR HILL POLICE DEPARTMENT.

THE AWARD IS AN HONOR OF WILLY MCNELLY.

ONE OF THE ORIGINAL MEMBERS OF CP AAA.

THIS AWARD IS INTENDED TO RECOGNIZE AN EXTRA ORDINARY VOLUNTEER WHO HAS DEEPLY INFLUENCED AND SIGNIFICANTLY CONTRIBUTED TO THE VISION DIRECTION AND GROWTH OF CP.

AAA.

THE PERSON HAS FAITHFULLY DEMONSTRATED A LIFETIME OF SERVITUDE AND THROUGH THEIR EXAMPLE, REINFORCE THE SIGNIFICANCE OF THE VALUES FOUND IN CP AAA ORGANIZATION IN 2019 ALUMNI MEMBERS VOTED SANDRA MCPIKE AS ITS INAUGURAL RECIPIENT.

SANDRA IS ALSO THE DAUGHTER OF WILLIAM MCNEILLY FOR WHOM THE AWARD IS NAMED THE APPLE DOESN'T FALL FAR FROM THE TREE.

SANDRA HAS BEEN WITH THE ORGANIZATION SINCE 1998 AND CONTINUES TO SERVE A, A VITAL ROLE IN ITS SUCCESS.

SHE HAS BEEN ONE OF ITS MOST FAITHFUL MEMBERS.

SHE HAS REPRESENTED THE CP AAA AT STATE EVENTS AND CONTINUES TO DO SO REGIONALLY THROUGH THE CITIZEN'S POLICE ACADEMY, ALUMNI OF NORTH TEXAS, THROUGH HER 24 YEARS OF SERVICE, SHE HELPED CREATE AN ORGANIZE.

THE ALUMNI ASSOCIATION SERVED AS ITS PRESIDENT, AS WELL AS ALL OTHER LABORDE LEADERSHIP ROLES AND IS INVOLVED IN UPDATING THE ASSOCIATION BYLAWS.

SHE HAS SERVED AS THE MENTOR TO THE ALUMNI LEADERSHIP AND WAS ONE OF THE FIRST TO BECOME A MEMBER OF CITIZENS ON PATROL.

THE CEDAR HILL POLICE DEPARTMENT RECOGNIZES SANDRA SERVICE AND DEDICATION TO THE DEPARTMENT, THE CP AAA AND HER COMMUNITY.

AS THE NEWS SPREAD THOUSANDS FLOODED THE STREETS OF GALVESTON REJOICING AND THEIR NEWFOUND FREEDOM AND CELEBRATION WITH A SONG, DANCE AND PRAYERS CREATING THE DAY.

WE NOW CELEBRATE AS JUNE TEAM TO COMMEMORATE AFRICAN-AMERICAN FREEDOM TODAY.

UH, I'VE LIVED IN CEDAR HILL FOR 29 YEARS.

THE LAST 23 I'VE LIVED IN THE HIGH POINT SUBDIVISION.

DURING THAT TIME, I SERVED FIVE YEARS AS A CODE ENFORCEMENT OFFICER FOR THE HIGH POINT HOA.

I ALSO RAISED TWO BOYS.

THEY'RE GROWN WITH THEIR OWN FAMILIES NOW, AND I HOPE THAT ONE DAY MY GRANDSON WILL OWN MY HOUSE.

SO YOU CAN SEE THAT I HAVE A VESTED INTEREST IN THE COMMUNITY.

I'M HERE TODAY TO POINT OUT WHAT I FEEL ARE THE FIVE GREATEST AND GROWING PROBLEMS WITH THE COMMUNITY.

I'M RETIRED NOW, BUT DURING MY YEARS OF ON THE JOB, I HAVE HEARD THAT IF YOU BRING A PROBLEM TO THE TABLE, SHE WOULD ALSO BRING A POSSIBLE SOLUTION.

SO I'M GOING TO OFFER ONE TODAY.

UM, THE FOLLOWING ARE THE FIVE SERIOUS PROBLEMS. NOT ONLY BECAUSE THEY CREATE THE MOST CODE VIOLATIONS, BUT BECAUSE THEY GENERATE HOSTILITY AMONG THE NEIGHBORS ANIMAL CONTROL, ONE MORE NEIGHBORS.

DON'T WALK THEIR DOGS ON A LEASH.

THEY TEND TO THINK THAT IF THEIR DOG IS IN THEIR FRONT YARD AND THEY'RE OBEDIENT, THEY DON'T NEED A LEASH, BUT THE DOGS RUN OFF.

BUT BY THE TIME THEY CALL THEM BACK, THEY COULD CAUSE A LOT OF HARM.

UM, TOO MANY ANIMALS ARE IN ONE HOUSE.

MY IMMEDIATE NEIGHBOR, I'M PRETTY SURE I REPORTED THIS NUMEROUS TIMES.

HE HAS FIVE DOGS, FOUR GERMAN SHEPHERDS AND A SMALL DOG.

UM, MAYBE THE CODE SHOULD, UH, GO BY WEIGHT OF THE BREED RATHER THAN THE PET.

THAT'S JUST A SUGGESTION, NO ANIMAL CONTROL ON NIGHTS AND WEEKENDS LAST YEAR ASTRAY WAS IN MY ALLEYWAY AND I TRIED REALLY HARD TO CATCH IT.

I CALLED THE POLICE AND THE DISPATCHER TOLD ME TO CATCH THE ANIMAL.

THIS WAS ON A SATURDAY, CATCH IT AND KEEP IT UNTIL MONDAY.

AND THEN I COULD CALL ANIMAL CONTROL AND THEN THEY COULD COME PICK IT UP BECAUSE WE DON'T HAVE ANY ANIMAL CONTROL ON NIGHTS AND WEEKENDS LISTING ANIMALS, VICIOUS.

UM, I THOUGHT I'M NOT KEEPING THIS ANIMAL FOR TWO DAYS, SO I JUST LET IT WANDER ON.

UM, I JUST LEFT IT WANDER.

I PERSONALLY REPORTED A NEIGHBOR FOR HIS DOGS RUNNING LOOSE.

ONE OF THEM ALMOST RAN OVER A TODDLER ON THE SIDEWALK.

WHEN YOU HAVE A GERMAN SHEPHERD RUNNING FULL STRIDE AT A TODDLER, THE, THE, THE FATHER OF THE TODDLER ACTUALLY GRABBED THE CHILD AND PICKED HIM UP TO KEEP THE DOG FROM KNOCKING HIM OVER.

I KNOW THAT THAT CHILD WOULD HAVE BEEN SERIOUSLY INJURED IF HE WAS RIGHT THERE BY HIMSELF.

AND THE FATHER HADN'T BEEN REAL CLOSE BY, UM, ANIMAL CONTROL, CAME TO THE NEIGHBOR'S HOUSE TO TALK TO HIM AND WITH ANIMAL CONTROL, STILL SITTING AT THE CURB, THE NEIGHBOR CAME OVER, POUNDING ON MY DOOR.

HE WAS FURIOUS AT ME BECAUSE HE WAS IN VIOLATION.

UM, MY DAUGHTER-IN-LAW CAME OUT OF THE, OF THE BEDROOM AND SAID, SHOULD WE LEAVE THE HOUSE? I SAID, NO, I THINK HE'LL CALM DOWN.

IF HE DOESN'T THEN I'LL CALL THE POLICE.

HE DID FINALLY CALM DOWN AND WENT HOME.

UM, BUT THIS IS RIDICULOUS THAT THEY DO SOMETHING WRONG AND I'M THE BAD GUY.

UM, I CHECKED AROUND AND I REALIZED THAT CEDAR HILL IS THE ONLY CITY THAT DOESN'T SEEM TO HAVE, UM, A PET REGISTRATION FEE MAN'S FIELD REP.

UM, YOU KNOW, AND IT JUST THE, UH, DID YOU LOOK AT, IS THERE SOME WAY TO DESIGN WITH, WITH FRONT ENTRY GARAGES INSTEAD OF REAR ENTRY GARAGES AND, UM, WELL, WHAT WE WERE LOOKING TO TRY AND DO, BECAUSE WE, I ATTENDED THE CEDAR HILL, UM, UH, DEVELOPMENT PLANNING FOR FUTURE USE AND MAKING IT A WALKABLE SPACE.

SO THE CONCEPT FOR PUTTING THE GARAGES IN THE REAR MADE THE FRONT WITH THE SIDEWALKS, NOT HAVE NOT HAVE THE, UM, DETERRENT, SOMEONE BACKING OUT INTO YOU.

AND THEN IN THE SECOND PHASE IS WE'RE HAVING PARK AREAS AND OTHER WALKING TRAILS AROUND THE DETENTIONS THAT WOULD LEAD INTO CEDAR HILL.

SO WE INITIALLY KIND OF THREW AROUND THOUGHT PROCESS OF A FRONT ENTRY, BUT LOOKING AT HAVING A WALKABLE NEIGHBORHOOD WHERE YOU WALK AND SEE, THEN WE TOOK, WE WANTED TO TAKE THE CARS,
