THIS IS AN OPEN MEETING, UH, LIKE EVERYONE TO KNOW THAT OPEN CARRY IS NOT PERMITTED HERE IN THESE, UH, COUNCIL CHAMBERS.

WE DO HAVE A CORE OF COUNCILS PRESENT, UH, THAT THE RECORD REFLECT THAT COUNCIL MONDELEZ WOULD NOT BE JOINING US THIS EVENING.

AND WITH THAT, WE'LL GO AHEAD AND OFFICIALLY CALL THIS MEETING TO ORDER.

I HAVE 7 23 AND, UH, WE WILL BEGIN WITH AN INVOCATION BY MINISTER, ANDRE JACKSON AND, UH, FOLLOWED BY THE PLEDGE OF ALLEGIANCE FROM OUR OWN MAYOR PRO TEM SIMS. SO IF EVERYONE WOULD PLEASE STAND ANDRE JACKSON HAS WORKED IN THE AVIATION INDUSTRY FOR 41 YEARS AND HE HAS SPENT, UH, 28 OF THOSE YEARS WITH SOUTHWEST AIRLINES.

HE IS A GRADUATE OF THE POTTER HOUSE, UH, SCHOOL OF MINISTRY AND WORKS UNDER BISHOP TD JAKES OF POTTER HOUSE CHURCH.

WE PRAY THAT THIS COMMUNITY CONTINUES TO FLOORS AND REMAINS A SAFE COMMUNITY TO LIVE.

FATHER GOD, WE ASK THAT YOU CONTINUE TO IMPART AND THE LEADERS OF THIS COMMUNITY WISDOM, VISION TO LEAD RESPONSIBLY AND WITH EXCELLENCE.

LORD, WE ALSO THANK YOU FOR ALL THE VOLUNTEERS WHO DONATE FREELY THEIR TIME AND ALSO WILLINGLY TO THIS COMMUNITY TO SERVE.

PRESENTATION PRESENTED PROCLAMATION DESIGNATING JUNE 12TH AS WOMEN VETERANS DAY IN CEDAR HILL.

THIS WOULD BE PRESENTED BY A COUNSELOR EIGHT.

I UNDERSTAND WE HAVE A ONE LADY THAT'S GOING TO BE COMING UP HERE TO RECEIVE THIS PROCLAMATION OF THE, UM, WOMEN'S VETERANS DAY.

HELLO, HOW ARE YOU? ALL RIGHT.

IT'S AN HONOR TO BE ABLE TO READ THIS SPECIALLY IN YOUR BEHALF, IN ALL OF YOUR, YOUR, UH, UH, FELLOW SERVICE LADIES, THE PROCLAMATION TO THE OFFICE OF THE MAYOR, WHEREAS C C EXCUSE ME.

WHEREAS CEDAR HILL SALUTES AND REMEMBERS THE MANY AMERICAN FEMALE VETERANS WHO HAVE COURAGEOUSLY AND HONORABLY SERVED IN THE MILITARY ON BEHALF OF OUR NATION.

AND WHEREAS WOMEN HAVE FORMERLY BEEN PART OF THE UNITED STATES ARMED FORCES SINCE THE INCEPTION OF ARMY NURSE CORPS IN 1901, BUT I PROUDLY SERVED ALONGSIDE AND SUPPORTED OUR NATION'S MILITARY SINCE THE AMERICAN REVOLUTION.

AND WHEREAS ON JUNE 9TH, 2017, THE TEXAS STATE LEGISLATURE OFFICIALLY DESIGNATED JUNE 12TH AS WOMEN VETERANS DAY SIGNED INTO LAW BY GOVERNOR GREG ABBOTT.

AND WHEREAS ON THIS DAY, WE CAN COME YOUR RATE KIND OF SAY THAT THEY'RE THE FEARLESS SERVICE OF WOMEN WHO HAVE SERVED OUR NATION IN THE ARMED FORCES.

AND WE HONOR OUR FEMALE VETERANS AND THEIR FAMILIES FOR THEIR REMARKABLE SACRIFICES AND OUTSTANDING CONTRIBUTIONS TO OUR NATION.

NOW, THEREFORE STEVE MASON, OUR MAYOR, THE CITY OF CEDAR HILL DOES PRO DOES HEREBY PROCLAIM JUNE 12TH, 2022 AS WOMEN'S VETERANS DAY IN THE CITY OF CEDAR HILL, TEXAS, AND ENCOURAGE ALL CITIZENS TO RECOGNIZE THE COURAGE AND CONTRIBUTIONS AND OF GENERATIONS OF AMERICAN SERVICE WOMEN AND THEIR FAMILIES WHO HAVE PROUDLY SERVED IN OUR GREAT STATE AND NATION DOING THEIR PART TO PROTECT OUR LAND PEOPLE, FREEDOMS AND LEGACY.

UM, I JUST HAD A FEW WORDS.

UM, I MOVED HERE FROM NORTHERN VIRGINIA IN 2008, BOUGHT MY HOME HERE IN CEDAR HILL IN 2009.

I AM A UNITED STATES AIR FORCE, 14 YEAR 29 DAY US VETERAN.

THAT'S VERY IMPORTANT TO US MILITARY.

UM, AND WHAT I LIKE TO SAY IS I HAVE A FEW WORDS THAT ARE KIND OF WRITTEN, BUT I'M JUST GOING TO KIND OF SPEAK A LITTLE BIT FROM MY HARDENS.

A COUPLE OF THINGS I WANNA SAY AT THE END, BUT I DO WANT YOU GUYS TO UNDERSTAND THAT WHY THIS IS REALLY, REALLY IMPORTANT FOR FEMALE VETERANS IS BECAUSE THEY'RE JUST TAKING A LOT OF YEARS FOR A LOT OF US TO ACTUALLY STAND UP AND SAY, I AM PROUD TO HAVE SERVED THE UNITED STATES OF AMERICA AS A FEMALE VETERAN OF THE US ARMED FORCES.

I KNOW THAT BECAUSE I EXITED THE SERVICE IN 1997 AND IT TOOK ME UNTIL 2012 TO SAY, I AM PROUD TO HAVE SERVED.

I NEVER APPLIED FOR MY VETERAN BENEFITS.

I NEVER WENT TO THE VA.

I NEVER ASKED FOR ANYTHING.

ONE IS BECAUSE I THOUGHT I DIDN'T DESERVE IT.

THAT'S THE FEELING OF A LOT OF OUR FEMALE VETERANS.

ANOTHER THING THAT A LOT OF PEOPLE DON'T REALIZE IS AS A FEMALE VETERAN, A LOT OF TIMES WE ARE TWO TO THREE TIMES MORE PRONE TO HOMELESSNESS AND MORE PRONE TO SUICIDE BECAUSE OF THE VERBIAGE AND THE CONVERSATION AROUND WOMEN AND VETERANS IS JUST NOT EVER SAID, IT'S JUST ASSUMED.

AND WE JUST DO WHAT WE DO AS WOMEN.

AND WE MOVE ON AND DO THE NEXT THING THAT WE DO AS WOMEN.

BUT TODAY IN CEDAR HILL, I WILL SAY IN THE LAST FIVE YEARS, SIX YEARS, I'M SO PROUD OF THE EFFORT THAT THIS CITY HAS MADE TO RECOGNIZE OUR EFFORTS.

I'M SO PROUD OF THE STEPS THAT THEY'VE MADE TO LET US KNOW THAT WE ARE NEEDED AND WANTED FOR OUR SERVICE HERE IN THIS COMMUNITY.

AND I SAY THAT BECAUSE I CAME TO ONE OF THE VERY FIRST EVENTS AND I REALLY WASN'T FEELING THE LOVE.

AND I REALLY DIDN'T THINK THAT WE WERE BEING RECOGNIZED.

AND I EXPRESSED THAT, AND I'VE WATCHED THE CITY THROUGH MICHELLE AND THROUGH THANK YOU TO THE MAYOR AND THE COUNCIL I'VE WATCHED.

YOU GUYS MAKE THAT CHANGE.

AND I'M VERY PROUD.

AND I WAS SO PROUD WHEN I WAS ASKED TO COME AND RECEIVE THIS ON THE BEHALF OF THE WOMEN'S VETERANS OF CEDAR HILL.

SO THANK YOU GUYS, PLEASE CONTINUE TO DO WHAT YOU'RE DOING.

AND JUST SO YOU KNOW THAT THE, THIS YEAR IS OUR FIFTH ANNIVERSARY AND CEDAR HILL IS OF COURSE DOING A BIG AGAIN.

SO ON THURSDAY, THE THIRD, GREG, THE SECOND OVER AT DOGWOOD, UM, WE ARE, THEY ARE HOSTING US, WOMEN'S VETERANS FOR A, A HIKE AND A NETWORKING BREAKFAST.

IT'S OPEN TO THE COMMUNITY.

IT STARTS AT EIGHT 30.

WE LOVE TO SEE MORE PEOPLE THERE THAN JUST THE WOMEN'S VETERANS.

CAUSE EVEN THOUGH WE LIKE TO HAVE OUR OWN COMRADERY, IT'S REALLY GREAT THAT WE ARE NOW ABLE TO SAY WE ARE TO ACCEPT YOUR THANK YOUS.

I WON'T SAY THAT WE IT'S HARD FOR US TO SAY, HEY, YOU KNOW, YOU GUYS SAY IT A GREAT DEAL TO SAY, HEY, THANK YOU FOR YOUR SERVICE.

IT'S HARD FOR US TO SAY, I APPRECIATE IT.

I'VE LIVED THERE FOR ALMOST 19 YEARS.

UH, IT'S BEEN QUITE A FEW YEARS SINCE I ADDRESSED THE COUNCIL.

AT THE TIME I ADDRESSED THE COUNCIL.

WE WERE STILL IN THE OLD BUILDING, UH, AND HAVE MY LIFE HAS CHANGED A LOT.

I WAS AN AEROSPACE EXECUTIVE IN THE AIRSPACE INDUSTRY FOR 35 YEARS, AND NOW I'M A FULL-TIME FARMER.

AND I APPRECIATE MY LITTLE FARM VERY MUCH, WHICH IS WHY I'M HERE TODAY.

UH, WE HAVE BEEN MADE AWARE OF A SITUATION, UH, REGARDING THE PROPERTY AT THE END OF OUR STREET THAT WE WANT TO BRING TO COUNCIL'S ATTENTION.

UH, THIS PROPERTY IS THE PIECE THAT IS LOCATED ON THE NORTH EAST NORTHWEST CORNER OF BEAR CREEK AND DUNCANVILLE ROAD CURRENTLY BEING OWNED BY DEION SANDERS.

UH, IT WOULD TO OUR SURPRISE IN LATE APRIL, A FEW OF OUR NEIGHBORS ALONG BEAR CREEK IN DUNCANVILLE ROAD, RECEIVED LETTERS IN THE MAIL FROM HUFFINES COMMUNITIES, INVITING THEM TO BRUCE'S TO PARTICIPATE IN A ZOOM MEETING ON MAY 2ND, I DID NOT RECEIVE SUCH A LETTER, BUT BECAUSE OF OUR NETWORKING IN THE NEIGHBORHOOD, WE WERE ABLE TO AT LEAST BE MADE AWARE OF IT AND MORE OF US WERE ABLE TO PARTICIPATE.

SO WHEN THIS MEETING OCCURRED ON THE 2ND OF MAY, THERE WERE ABOUT 30 OF US IN THE COMMUNITY THAT WERE LINKED INTO THIS, TO THIS, UH, MEETING.

SO WHAT WE LEARNED IN THE CALL WAS THEIR PLANS TO SHOE HORN, 350 TRACT HOMES ON THE CORNER OF BEAR CREEK AND DUNCANVILLE ROADS, AS SHOCKING AS THIS WAS TO MOST OF US, THAT WAS JUST THE BEGINNING.

ALTHOUGH MANY OF US WERE CUT OFF BECAUSE THEY ONLY PAID FOR A 30 MINUTE CALL.

HERE'S WHAT WE FOUND OUT COLLECTIVELY HUFFINES COMMUNITIES ARE ACTUALLY TOO APPARENTLY SECOND OR THIRD GENERATION, RICH KIDS OF HUFFINES FAMILY.

THEY HAVE APPARENTLY HAD OTHER DEVELOPMENTS, BUT THEY'RE VERY CRYPTIC ABOUT WHERE THEY ARE AND WHAT KIND OF DEVELOPMENTS THEY ARE.

WHEN WE ASKED WE GOT NO ADDRESSES AND NO CITIES, UH, THEIR SPEECHES WERE FILLED WITH QUESTIONABLE STATEMENTS THAT DIDN'T REALLY JIVE WITH WHAT WE KNOW ABOUT OUR COMMUNITY.

IN OTHER WORDS, THEY REALLY DIDN'T KNOW MUCH ABOUT OUR COMMUNITY AND THEIR RESPONSES AND SMIRKS TO OUR CHALLENGES AND QUESTIONS WERE NOT WELL RECEIVED BY US OLD FOLKS OUT THERE IN SOUTH CEDAR HILL.

SO I CAN TELL YOU, THEY DIDN'T MAKE A GOOD IMPRESSION WITH ANY OF US.

THEY APPARENTLY HAVE AN OPTION TO BUY DEION SANDERS, A HUNDRED ACRES ON THE CORNER OF BEAR CREEK AND DUNCANVILLE ROADS.

THEY SAY THEY'VE BEEN WORKING WITH THE CITY OF CEDAR HILL FOR ABOUT A YEAR TO FLESH OUT THEIR PLANS, WHICH WAS A BIT SHOCKING TO US.

UH, APPARENTLY THEY FEEL THAT THE CITY IS GIVING THEM FULL SUPPORT FOR THIS RE REZONING.

ALTHOUGH THEY TOLD US THAT THEY HAD NOT REQUESTED THE REZONING, THEY INTEND TO SEEK THE REZONING TO PACK IN THESE 350 HOMES.

THEY WERE VERY CLEAR, THERE'LL BE NO CUSTOM HOMES AND THERE'LL BE ONE OR TWO TRACT HOME BUILDERS.

SO SUCH A DEVELOPMENT IN OUR NEIGHBORHOOD WILL DESTROY OUR RURAL ATMOSPHERE, LOWER OUR PROPERTY VALUES AND ADD NOISE TRAFFIC AND CRIME TO OUR LIVES.

BASICALLY THEIR PLANS UNDO.

AND WE'RE GOING TO ACTUALLY HAVE THAT GRAND OPENING JULY THE 23RD, WHICH WE EXPECT A GREAT EVENT WE'LL BE GETTING WITH, UH, YOU KNOW, UH, CHIEF OF POLICE AND SOM BECAUSE WE EXPECT A LOT OF PEOPLE FROM THE SOUTHERN SECTOR TO BE ATTENDING THE GRAND OPENING, WHICH WOULD BE GREAT.

AND SINCE GOT THAT PART ABOUT A W WE'RE IN THE PROCESS NOW OF GETTING READY TO, UH, WE'VE STARTED PRE-CONSTRUCTION ON WING MAC, A SPORTS BAR THAT'S LOCATED IN HILLSIDE VILLAGE AND ALSO

UM, SO I THINK WE HAVE THE CAPACITY TO, UH, TURN OUT, UH, A MARKET STUDY THAT WE COULD UTILIZE, UH, AND, UH, COMBINING WITH, UM, UH, A SCOPE OF SERVICES FOR THE HOTEL SIZE, UH, SQUARE FOOTAGE, UH, AND, UH, WITH THE RECOMMENDATIONS FROM THAT MARKET STUDY OF AVERAGE DAILY RATE OCCUPANCY, UH, REVENUES PER AVAILABLE ROOM, THEN TURN THAT INTO A FINANCIAL PLAN THAT WOULD THEN ALLOW US TO SAY TO THE CITY, WHAT FINANCIAL RESPONSIBILITIES, HOW THEY'RE SPLIT, WHAT THE PRIVATE SECTOR CAN INVEST IN THIS PROPERTY, AND THEN WHAT THE PUBLIC SECTOR NEEDS TO ALSO INVEST.

UH, IN 2019, WE DELIVERED THE WESTERN IRVING CONVENTION CENTER HEADQUARTERS HOTEL IN LAS COLINAS, WHICH IRVING HAD TRIED TO DO FOR 15 YEARS.

UM, SO I THINK MARRIOTT HAS 35 DIFFERENT BRANDS THAT, UH, THAT THEY HAVE TO OFFER, UH, HILTON AS A NUMBER OF BRANDS.
