UM, AS YOU KNOW, WE ARE APPROACHING THE END OF THE SCHOOL SEASON, SO WE WATCHING YOURSELVES ON THE WAY HOME AND IN THE MORNINGS IS THE TRAFFIC PATTERNS ARE ABOUT TO CHANGE.

UH, NO, THE DISTRICT'S LAST DAY OF SCHOOL WAS THURSDAY.

I THINK NEWMAN'S IS NEXT WEEK.

AND I THINK A LOT OF SCHOOLS AS WELL.

I THINK TRINITY IS ALSO SOMEWHERE IN BETWEEN.

SO, UH, I'LL BE LOOKING FOR THAT IN YOUR NEIGHBORHOODS IS, UH, OUR KIDDOS REARRANGE THEIR SCHEDULE AND OURS, JUST, UH, JUST A LITTLE BIT, UM, ALSO KIND OF ON A CALENDAR NOTE, UH, WE DID HAVE, UH, TUESDAY, JUNE 7TH, WHICH IS AN OFF TUESDAY, UH, SET ASIDE FOR A WORKSHOP TO TALK ABOUT A BOND PROJECT O AND M WHERE YOU'RE ACTUALLY GOING TO GIVE YOU THAT DAY BACK.

SO HAPPY DAYS YOU GET AN ACTUAL TUESDAY, CAUSE WE HAD THEM ALL BOOKED UP, I THINK THROUGH JULY, BUT SO, UM, THAT'S GOING TO COME OFF THE CALENDAR.

SO I WAS THERE FRIDAY AND NOBODY ELSE WAS, AND I FIGURED OUT I WAS A LITTLE OVERLY ENTHUSIASTIC, BUT UM, THOSE THINGS ARE HAPPENING AND, UH, I'M LOOKING FORWARD TO GETTING BACK TO A LOT OF THOSE PROGRAMS. SO, UM, JUST MOVING ON TO THE CALENDAR FOR THE NEXT COUPLE OF WEEKS, UH, THIS THURSDAY, MAY 26, UH, IS BECOMING AN IMPORTANT MILESTONE FOR US.

IT IS THE MEMORIAL DAY SENIORS COMMUNITY PARADE.

SO THIS IS THE SOMETHING STARTED IN COVID BY OUR COMMUNICATIONS FOLKS AND THAT'S SOMETHING WE'VE ADOPTED AND NOW IT'S BECOMING EVERY YEAR KIND OF A THING.

UM, THIS IS A COMMUNITY PARADING BY CAN COME UP THAT WANTS TO GO.

IT GOES THROUGH THE ASSISTED LIVING AND THE NURSING HOME AREAS THERE AT PLEASANT RUN.

UH, IT HAS BECOME SOMETHING THAT IS, UH, BEEN HIGHLY PRIZED BY THE RESIDENTS OF THOSE AREAS.

AND ALSO IF YOU'VE GOT A CHANCE TO KIND OF GO AND SEE THEM AND ENGAGE WITH THEM, IT'S A, IT'S A GRAND OPPORTUNITY TO CELEBRATE OUR SENIORS AS WELL.

SO THAT WILL BE AT 10:00 AM.

THEY SAID KIND OF MEET IN THE PARKING LOT AROUND THE MASSAGE ENVY PLACE, WHICH IS SORT OF THE, IS THE PLEASANT RUN SIDE KIND OF MIDWAY.

UH, THERE, YOU CAN'T MISS IT.

THERE'LL BE A LINE OF CARS IS FINALLY ON THE LINE AND HOP INTO IT AND THEN COME OUT AND SUPPORT THAT EVENT.

AND AGAIN, UM, THE PARADE'S AT 10 AND THEY PLAN ON STARTING SOME FORMING AROUND, UH, 9 45 AND ALSO BE IN LINE BY 9 45.

AND YOU WILL BE FINE.

UH, MONDAY, MAY 30TH IS MEMORIAL DAY.

SO CITY FACILITIES, UH, WILL BE CLOSED IN OBSERVANCE OF THE HOLIDAY ON TUESDAY, MAY 31ST.

SO THIS IS JUST THE NEXT TUESDAY.

WE DO HAVE ANOTHER ONE OF OUR, UH, SPECIAL WORKSHOPS.

UH, THIS ONE IS IN CONJUNCTION WITH THE PLANNING AND ZONING COMMISSION, UH, WHERE WE WILL TO, UH, DISCUSS, UH, GUIDELINES AND EXPECTATIONS FOR FUTURE, UH, RESIDENTIAL DEVELOPMENT.

SO LOOK FORWARD TO THAT ON A TUESDAY, JUNE 2ND, THURSDAY, JUNE THE SECOND, UH, NEXT WEEK IS THE NEXT MAYOR'S PRAYER BREAKFAST THAT IS AT SEVEN 30 AT THE ALLEGHENY SIMS RECREATION CENTER.

IT'S ALWAYS A GOOD TIME, EIGHT O'CLOCK.

IT STARTS TO GET A LITTLE BIT COOLER.

SO LOOK FORWARD TO SEEING Y'ALL ON THE, ON THE LAWN WITH YOUR LAWN CHAIRS AND BLANKETS AND WHATEVER.

HOPEFULLY IT WILL BE, YOU KNOW, A FEW MORE PEOPLE THAN THERE WERE FRIDAY WHEN I WAS THERE, BUT IT'S ALSO A NATIONAL HOLIDAY, UH, FRIDAY.

IT IS, UH, UH, PEOPLE ANTICIPATED YEAR LONG, UH, ADULTS, AS WELL AS CHILDREN I MIGHT ADD ARE VERY INTERESTED IN GOING OUT THERE.

UH, OUR FRIENDS AT TEXAS PARKS AND WILDLIFE ALWAYS COME OUT AND STOCK IT WITH A FRESH ROUND CATFISH.

AND SO, UH, WE'LL LOOK FORWARD TO SEEING ALL OF THE ANGLERS IN OUR COMMUNITY AND DEFINITELY OUR KIDS COME OUT AND ENJOY THAT.

AND THEN OF COURSE, THOSE FISHERS THAT DON'T GET CAUGHT ARE AVAILABLE TO BE CAUGHT ALL THE REST OF THE YEAR.

THAT ONE, IT BEGINS AT 6:00 PM AND WE'LL RUN FROM 8:00 PM AND IS ACT THE LIBRARY ITSELF AT 2 25 CEDARS.

SO YOU CAN START YOUR MORNING.

IT'S FISH, A FISHING TOURNAMENT AT THE VALLEY RIDGE PARK, AND YOU CAN END IT AT THE LIBRARY, UH, GETTING YOUR BOOKS FOR THE SUMMER READING PROGRAM ON A TUESDAY, JUNE THE SEVENTH, UH, THE POLICE DEPARTMENT IS RESUMING ANOTHER IMPORTANT, UH, ANNUAL EVENT FOR US IN OUR ENGAGEMENT WITH YOUTH.

AND THAT IS THE CDO POLICE DEPARTMENT'S ANNUAL YOUTH SUMMIT.

THIS ONE WILL BE HELD AT THE COLLEGIATE PREP ELEMENTARY SCHOOL.

THIS IS THE ONE OFF OF JOEL WILSON ROAD AND PICCART, UH, AND IS BEING DONE IN CONJUNCTION WITH OUR POLICE DEPARTMENT, OUR WONDERFUL PAC GROUP AND, UH, OUR PARTNERS AT THE STAGE ISD POLICE DEPARTMENT ALSO SUPPORT THIS EVENT.

I BELIEVE YOU CAN REGISTER ONLINE POST-SALE FOR THAT.

AND, UH, THERE ARE THREE DAYS OF THAT PROGRAM MOVING ON AGAIN.

UH, SAME WEEK THURSDAY, THE JUNE 9TH IS THE BIG MACHINE EXPO.

SO THIS IS WHERE ALL OF THE BIG EQUIPMENT THAT HELPS MAKE THE CITY WORK IS, UH, PULLED OUT.

AND, UM, OUR, UH, KIDDOS GETS TO COME OUT AND CHECK IT OUT AND, YOU KNOW, GET ON THEM AND TALK TO THE STAFF ABOUT HOW TO RUN THEM.

AND WE'RE ACTUALLY DOING SOME RECRUITMENT FOR OUR FUTURE LABOR FORCE.

SO WE HOPE TO CAPTURE THE IMAGINATION FEW OF THESE KIDS AND HAVE THEM COMING IN, SERVING THE COMMUNITY AND THE NOT SO DISTANT FUTURE.

WE'RE WORKING VALLEY RIDGE PARK OVER ON THE FIRST PART OF THE SUMMER, THURSDAY, JUNE 9TH THROUGH SATURDAY, JUNE 11TH IS MISSION CEDAR HILL BIG WEEK.

SO THIS IS A MISSION CEDAR HILLS SORT OF BIG ANNUAL EVENT WHERE THEY WILL BE DOING, UM, MULTIPLE PUBLIC SERVICE PROJECTS, UH, HELPING ELDERLY, DISABLED FOLKS, CLEANING THE CITY IN, UH, DOING CLEANUPS AND THINGS LIKE THAT, BUT DO THAT IN CONJUNCTION WITH, UH, OUR NEIGHBORHOOD SERVICES DEPARTMENT, UH, AND THEY ATTRACT AND UTILIZE, UH, THE VOLUNTEERISM OF A LOT OF CEDAR HILL YOUTH.

SO IT'S A BIG WEEK OF VOLUNTEERING WITHIN OUR COMMUNITY.

UH, THEY ARE ALWAYS HAPPY FOR FOLKS TO COME OUT AND VOLUNTEER, WHETHER IT'S FOR A COUPLE OF HOURS A DAY OR ALL THE ENTIRE TIME FROM THURSDAY TO SATURDAY.

UH, THERE'S TYPICALLY A CELEBRATION ON SATURDAY I ON SATURDAY AT VIRGINIA WEAVER, I'M PRESUMING WE'LL PROBABLY DO SOMETHING SIMILAR TO THAT AS WELL.

SAME FRIDAY, JUNE 10TH IS THE NEXT MUSIC IN THE PARK AND A CONCERT.

AND THEN MONDAY, JUNE THE 13TH, UM, IS OUR NEXT SCHEDULED QUARTERLY MEETING WITH THE ISD BOARD OF TRUSTEES AND THE CITY COUNCIL.

SO THE MAYOR'S MET WITH THE SCHOOL SUPERINTENDENT AND THE PRESIDENT OF THE BOARD, AND WE'RE ALREADY WORKING UP, UH, THE, UH, THE AGENDA FOR THAT MEETING TUESDAY, JUNE 14TH IS YOUR NEXT REGULAR SCHEDULED CITY COUNCIL MEETING.

YOU'RE ACTUALLY GOING TO BE HAVING TWO MEETINGS THAT NIGHT BECAUSE YOU WILL ALSO BE ACTING IN YOUR CAPACITY AS THE BOARD OF DIRECTORS FOR THE CEDAR HILL CRIME CONTROL AND PREVENTION DISTRICT ADOPTING THEIR BUDGET FOR FISCAL YEAR 23.

SO YOU'LL BE HOLDING A PUBLIC HEARING CONCERNING THE BUDGET PROPOSAL AND THEN, UH, UM, MAKE TAKING ACTION ON THAT BUDGET.

SO THAT'LL BE THE FIRST BUDGET THAT YOU ADOPT IN, UH,

IN THE SEASON, UH, AS FAR AS OPERATING BUDGETS GO, YES.

AND SO WE'VE HAD TO CARVE IT OUT AND KIND OF DO IT SEPARATELY.

SO IT IS A LITTLE BIT OF A CHANGE FROM PREVIOUS YEARS, HAD SOMETHING TO DO WITH US CHANGING FROM A FIVE-YEAR CCPD TO A 15 YEAR CCPD, AS WELL AS SOME OF THE RULES THAT WERE CHANGED FROM THE TIMELINES BASED ON THE CALENDAR AFTER SB TWO.

THIS IS A PROGRAM THAT THE COUNCIL FUNDED AND IT WAS ALSO A HIGH PRIORITY, UH, IN THE COUNCIL SENIOR LIVABILITY STUDY, WHICH WAS ONE OF THE FIRST PRODUCTS THAT THIS COUNCIL PRIORITIZED, UH, THREE YEARS AGO.

AND SO YOU'LL HAVE A REVIEW OF THE STUDY WHERE WE ARE IN THE FOLKS WILL START TRANSMITTER HERE TO GIVE YOU AN UPDATE ON WHAT THE PROCESS WILL BE FROM HERE FORWARD, UH, TO HAVE ON THE MAN TRANSPORTATION FOR OUR SENIORS, WHICH IS SOMETHING THAT WE'RE VERY LOOKING FORWARD TO PROVIDING.

AND AS YOU KNOW, IT WAS A VERY HIGH PRIORITY OF THE SENIORS THAT WE HAVE ENGAGED WITH OVER THE PAST SEVERAL MONTHS.

SECOND ITEM IS A QUICK PRESENTATION FROM LASHONDRA, UH, RELATED TO A ZONING CHANGE THAT THEY'RE WORKING ON, UH, RELATING TO SOMETHING CALLED PERMANENT COSMETICS.

NOW, COUNCIL, A WOMAN DANIELS ISN'T HERE.

SO Y'ALL ARE GONNA BE LIKE ME.

YOU MAY NOT KNOW WHAT THAT IS, BUT SOME COSMETICS THESE DAYS ARE ACTUALLY DONE WITH A PERMANENT INK, WHICH THEN CAUSES SOME PROBLEMS DISTINGUISHING THAT AND TATTOO PARLORS.

UH, THE FIRST ONE IS A PUBLIC HEARING AND SITE PLAN AND PD FOR A DEVELOPMENT CALLED BROADMORE VILLAGE, WHICH ARE THE TOWNHOMES ASSOCIATED WITH THE HUFFINES DEVELOPMENT.

THAT'S GONE THROUGH THE PLANNING AND ZONING COMMISSION AND HAS THEIR FAVORABLE RECOMMENDATION.

SECOND ITEM IS PUBLIC HEARING CONSIDER A CONDITIONAL USE PERMIT FOR A BANQUET FACILITY, UM, AT, UH, A SPACE IN THE RANCH DEVELOPMENT OFF OF THE NORTHWEST SIDE OF THE HIGHWAY 67, UH,

SOUTH OF WINTERGREEN ROAD.

THAT ITEM HAS ALSO GONE THROUGH THE PLANNING ZONING COMMISSION'S REVIEW AND HAS THEIR FAVORABLE RECOMMENDATION.

AND THE FINAL ITEM IS CONSIDER CONDITION USE PERMIT FOR ITSELF, ALCOHOLIC BEVERAGES WITH ONSITE CONJUNCTION IN FOR ONSITE CONSUMPTION IN CONJUNCTION WITH A RESTAURANT WITH INDOOR COMMERCIAL AMUSEMENT.

YOU HAVE THE STAFF REPORT ON THAT THAT ALSO HAS GONE THROUGH THE PLANNING AND ZONING COMMISSION WITH A RECOMMENDATION FOR THEM AS WELL.

I'M EXCITED TO BE HERE THIS EVENING TO GIVE YOU AN UPDATE AND A PROPOSED PLAN FOR A TRANSPORTATION PILOT PROGRAM TARGETED TOWARDS SENIORS AND PEOPLE WITH DISABILITIES.

UM, WE'LL START AS WE DO WITH EVERY PRESENTATION WITH YOUR VISION FOR CEDAR HILL AS A PREMIER CITY, THAT RETAINS ITS DISTINCTIVE CHARACTER WHERE FAMILIES AND BUSINESSES FLOURISH IN A SAFE AND CLEAN ENVIRONMENT.

UM, AND WHAT WE'LL TALK ABOUT THIS EVENING IS AN IMPORTANT SERVICE SO THAT OUR SENIORS ARE, UM, ABLE TO FLOURISH AND THRIVE IN A SAFE AND CLEAN ENVIRONMENT.

UM, AND THEN YOUR EIGHT PREMIERE STATEMENT, WHICH ARE REALLY THE PILLARS OF EVERYTHING THAT WE DO.

AND BEFORE WE DIVE INTO THE PROPOSED PLAN, WE WANTED TO TAKE A STEP BACK AND, UM, JUST REACQUAINT OURSELVES WITH THE INFORMATION AND HOW WE GOT HERE, WHICH IS AS MR. PORTER MENTIONED IN 2019, THE COUNCIL MADE, UM, SENIOR LIVABILITY, A TOP PRIORITY, AND ONE OF OUR BIG ROCKS, UH, AND IN 2020, WE DID A SENIOR LIVABILITY STUDY.

THE MAYOR APPOINTED A CITIZEN FOCUS GROUP, UH, AND WE ENGAGED SOME CONSULTANTS TO HELP US LOOK AT SENIOR LIVABILITY ACROSS A VARIETY OF FACTORS, UM, AND THAT FOCUS GROUP STEWARDED THAT PROCESS, AND THEY PRESENTED, UM, A NUMBER OF RECOMMENDATIONS TO YOU.

UH, AND SO I WANTED TO GIVE A BRIEF UPDATE ON THAT.

SO FOUR OF THE RECOMMENDATIONS WE HAVE EITHER COMPLETED OR, UM, ARE ONGOING, AND THE FIRST OF THOSE WAS, UM, THEY REALLY WANTED MORE PROGRAMMING CENTERED AROUND HEALTH WELLNESS AND SOCIAL INTERACTION.

UM, AND IF YOU'LL RECALL, THEY MADE THAT RECOMMENDATION, UH, WHEN EVERYTHING WAS SHUT DOWN AND COVID, AND SO WE'VE BEEN BACK OPEN FOR, I THINK ABOUT A YEAR NOW, UH, AND HAVE BEEN ABLE TO PROVIDE THOSE PROGRAMS. UM, AN EXAMPLE OF THAT IS THE SENIOR LIVING PARADE ON THURSDAY.

UM, WE ALSO HAVE LAUNCHED A FREE DAILY MEAL PROGRAM OUT OF THE SENIOR CENTER WHERE WE'RE AVERAGING ABOUT 40 FOLKS THAT WE PROVIDE A FREE LUNCH, SOMETIMES A BREAKFAST OR DINNER TO, UM, AND THEN WE'VE LAUNCHED A NUMBER OF OTHER PROGRAMS LIKE A SENIOR WALKING CLUB, UH, HEALTH AND NUTRITION CLASSES AND PARTNERSHIP WITH THE SENIOR SOURCE.

UM, AND SOME SOCIAL PROGRAMS LIKE YOU'LL RECALL THE ROMEO PROGRAM, UM, COFFEE WITH THE SENIOR SENATE.

AND SO ALWAYS LOOKING FOR MORE OPPORTUNITIES TO EXPAND THAT AND LOOK FORWARD TO CONTINUED, UH, EXPANDED PROGRAMMING GOING FORWARD.

UH, THEIR SECOND RECOMMENDATION WAS TO CREATE A ONE-STOP RESOURCE HUB.

UM, THERE ARE A WIDE VARIETY OF DIFFERENT SERVICES AND PROGRAMS FOR SENIORS.

AND IN THE, UM, BEFORE THESE RECOMMENDATIONS WERE IMPLEMENTED, YOU HAD TO GO TO, UH, THE PARKS DEPARTMENT TO FIND THEIR SERVICES OR THE LIBRARY TO FIND THEIRS.

AND SO, UM, OUR PARKS DEPARTMENT LED THE CREATION OF A NEW WEBSITE, CEDAR LTX.COM/ 55, UM, WITH A RESOURCE GUIDE FOR SENIORS, IT COMPILES ALL OF THOSE PROGRAMS. UM, IT WAS WHERE YOU CAN FIND OUT YOUR SENIOR DISCOUNTS FOR TRASH WATER AND SEWER, UM, AND A, A WEALTH OF INFORMATION.

WE ALSO SENT A PRINTED MAILER TO ALL OF OUR SENIORS, UH, AND THEY HAVE CREATED A MONTHLY E-NEWSLETTER.

UM, ANOTHER RECOMMENDATION THAT THEY MADE WAS TO PARTNER MORE CLOSELY WITH COMMUNITY ORGANIZATIONS.

AND AS YOU ALL KNOW, WE HAVE AN AWESOME COMMUNITY OF NONPROFITS IN CEDAR HILL THAT IS JUST READY AND WAITING TO STEP INTO, UM, ANY NEEDS THAT WE IDENTIFIED.

AND WE ALSO HAVE A 55 PLUS LIAISON CLARA MCGUINNESS WHO MAKES PHONE CALLS TO SENIORS AND, UM, IS ABLE TO QUICKLY IDENTIFY ANY UNMET NEEDS THAT THEY HAVE.

AND SO SHE WORKS VERY CLOSELY WITH LOCAL CHURCHES AND NONPROFITS ON A REFERRAL BASIS TO MAKE SURE THAT FOLKS, WHEN WE IDENTIFY A NEED ARE MEETING THOSE NEEDS.

AND THEN WE ALSO CONTINUE TO PARTNER WITH ORGANIZATIONS ON THE PROGRAMMING SIDE.

SO THOSE HEALTH AND NUTRITION CLASSES THROUGH THE DALLAS AREA AGENCY ON AGING, AND THEN ALSO THE SENIOR SOURCE.

UH, AND THEN LASTLY, THE CONSULTANTS RECOMMENDED TO US THAT WE EXPAND THE WAY THAT WE THINK ABOUT SENIORS, UM, OUTSIDE OF JUST, UH, THE SENIOR CENTER, BUT INCLUDE ALL OF THOSE FOLKS THAT ARE, UM, OLDER ADULTS THAT ATTEND OUR PROGRAMS, OR USE OUR SERVICES AT THE LIBRARY AT THE RECREATION CENTER HERE AT THE GOVERNMENT CENTER.

UM, AND SO IN 2020 WE TRANSITIONED, UH, WHAT WAS PREVIOUSLY KNOWN AS OUR SENIORS PROGRAM TO 55 PLUS.

UM, AND WE WANT TO MAKE SURE THAT OUR PROGRAMS ARE WELCOMING TO EVERYONE, AND EVERYONE KNOWS WHO THEY'RE TARGETED TOWARD, TOWARDS OF COURSE WITH THE HEART OF THOSE PROGRAMS BEING, UM, AT THE SENIOR CENTER.

BUT WE KNOW THAT WE HAVE IMPORTANT AND VAST CONSTITUENCIES OF SENIORS ATTENDING OTHER PROGRAMS. FOR EXAMPLE, AT THE REC CENTER, ABOUT HALF OF OUR USERS AT THE REC CENTER ARE 55 OR OLDER, AND BETWEEN THE HOURS OF 9:00 AM AND NOON THAT 60%.

SO WE WANT TO MAKE SURE WE'RE REACHING ALL OF OUR SENIORS ACROSS THE CITY.

SO THOSE ARE THE, UM, RECOMMENDATIONS THAT WE'VE MADE A LOT OF PROGRESS ON.

AND THEN WE HAVE TWO, UM, THAT ARE IN PROGRESS.

NOW, ONE TRANSPORTATION, WHICH WE'LL GET INTO THE MEAT OF HERE IN A BIT.

UM, BUT THEN THEIR LAST

RECOMMENDATION WAS TO BEGIN PLANNING FOR A FUTURE FACILITY.

AND, UM, YOU'LL RECALL THAT IN 2021, WE REOPENED, UM, THE SENIOR CENTER AFTER MAKING ABOUT $300,000 OF INVESTMENTS IN THAT FACILITY.

UM, SO NEW PAINT, UM, AIR CONDITIONING IMPROVEMENTS, WHICH WE'RE ALL REMINDED NOW ARE SO IMPORTANT, UM, TO BE COMFORTABLE, AN UPDATED KITCHEN, UPDATED BATHROOMS, AND THEN TRANSITIONING THE ENTRY WAY TO THAT FACILITY.

SO THERE'S MORE WELCOMING SPACE AND A PLACE TO HANG OUT.

UM, WE'VE GOTTEN REALLY GREAT FEEDBACK ON THOSE IMPROVEMENTS, BUT WE ALSO KNOW THAT THAT BUILDING IS REALLY LIMITED IN SIZE.

UM, IT'S LIMITED IN UTILITIES FOR THE TYPES OF PROGRAMMING THAT, UM, FOLKS HAVE SAID THAT THEY WANTED.

AND SO WE ALSO ENGAGE THE ARCHITECTS AND LOOKING AT WHAT, UM, IS THE CLIENT, UH, CONCEPT OF A FUTURE SENIOR CENTER, AND WHAT'S THE MAGNITUDE OF THAT COST.

AND SO IN 2020, WE ALSO PRESENTED THAT TO THE CITY COUNCIL AT YOUR RETREAT.

UM, AND WE HAVE THE, AN IDEA OF THE SCALE OF THAT FACILITY AND THE MAGNITUDE OF COST, AND IT WOULD REQUIRE A BOND ELECTION TO IMPLEMENT.

AND SO, UM, THAT IS SOMETHING THAT THE CITY COUNCIL WOULD DIRECT A FUTURE BOND COMMITTEE TO INCLUDE IN THEIR DISCUSSIONS AND RECOMMENDATION AT A FUTURE ELECTION.

SO THAT'S THE WHOLE OF THE, UM, FOCUS GROUPS RECOMMENDATIONS AND TRANSPORTATION WAS ONE OF THEM.

SO, UM, ZERO IN ON THE TRANSPORTATION, UH, PROGRAM.

SO WHEN WE DID THE SENIOR LIVABILITY STUDY, WE DID A PHONE SURVEY, UH, OF SENIORS BASED ON IF THEY WERE A MEMBER OF THE SENIOR CENTER, OR IF WE, THEY CURRENTLY HAD A TRASH DISCOUNT AND WE HAD ABOUT 220 RESPONDENTS TO THAT SURVEY.

SO PRETTY GOOD RESPONSE.

UM, AND 87% OF THOSE RESPONDENTS SAID THAT TRANSPORTATION WAS A TOP PRIORITY FOR OLDER ADULTS, AND THEY WANTED, UM, SERVICE TO INFORM THEIR MEDICAL AND PERSONAL CARE APPOINTMENTS TO SHOPPING DESTINATIONS AND TO THE SENIOR CENTER.

AND A LOT OF THE COMMENTS ON THAT SURVEY, UM, WERE TO THE TUNE OF ALL OF THE PROGRAMMING OPTIONS ARE GREAT, BUT THEY MEAN NOTHING TO ME.

IF I CAN'T GET THERE IS I'M STUCK AT HOME UNLESS I HAVE A RELATIVE WHO CAN TAKE ME TO AND FROM.

AND SO THE FOCUS GROUP REALLY CONSIDERED TRANSPORTATION AS SORT OF A BASELINE SERVICE THAT WAS IMPORTANT TO PROVIDE, UM, TO BE ABLE TO ACCESS ALL THESE OTHER AWESOME, UH, PROGRAMS THAT WE'RE OFFERING.

AND THEN IN 2021, UM, THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS DID A TRANSIT STUDY, UH, IN SOUTH DALLAS COUNTY.

AND THAT INCLUDED CEDAR HILL DUNCANVILLE, DESOTO LANCASTER, AND THE INLAND PORT.

AND, UM, THEY LOOKED AT POTENTIAL RIDERSHIP AND POTENTIAL TRIP GENERATORS IN THOSE AREAS.

AND FOR CEDAR HILL, WHAT THEY RECOMMENDED WAS A MICRO TRANSIT OR A DEMAND RESPONSE SERVICE, UM, SORT OF LIKE A RIDE SHARE, BUT WITHOUT FIXED BUS STOPS, BUT STILL AN OPTION THAT WOULD BE ABLE TO TRANSPORT, UM, RESIDENTS WHO NEEDED IT TO THE KEY DESTINATIONS.

UH, AND SO THAT KIND OF BRINGS US TO TODAY, UM, THIS, FOR THIS FISCAL YEAR, THE COUNCIL HAD ALLOCATED MONEY TOWARDS A PILOT PROGRAM FOR TRANSPORTATION.

AND WHEN WE STARTED LOOKING AT THE OPTIONS FOR THAT SERVICE, WE KIND OF CONVALESCED AROUND FOUR GOALS.

THE FIRST ONE, UM, IS PRIMARY GOAL, WHICH IS TO CONNECT SENIORS AND PEOPLE WITH DISABILITIES IN CEDAR HILL TO LIFELINE SERVICES.

AND THOSE SERVICES THAT WE MENTIONED, UH, THE SECOND IS AROUND ACCESSIBILITY.

AND BY THAT WE MEAN BOTH, UH, ADA ACCESSIBILITY AND JUST THE EASE OF ACCESSING TRANSPORTATION SERVICE.

UM, I MENTIONED WE WANTED AN ON DEMAND SERVICE, NOT FIXED BUS ROUTES.

WE WANTED THE MOST FLEXIBILITY FOR PEOPLE TO GET DOOR TO DOOR SERVICE, TO WHERE THEY'RE GOING.

UM, AND THEN FINALLY, AS WE DO ALL THE TIME, WE WENT INTO LOOK AT OPPORTUNITIES TO LEVERAGE FUNDING, AND WE FOUND A PARTNER WITH THE COUNCIL OF GOVERNMENTS TO DO THAT.

SO TO GET TO THE PUNCHLINE, I WILL GIVE AN OVERVIEW OF OUR PROPOSAL AND THEN WE'LL HAVE OUR PARTNERS COME UP AND PROVIDE MORE DETAILS.

BUT, UM, BASED ON THOSE GOALS, WHEN WE LOOKED AT THE OPTIONS, WE, UM, ARE RECOMMENDING THAT THE CITY PARTNER WITH STAR TRANSIT TO PROVIDE TRANSPORTATION SERVICES.

AND IT'S REALLY KIND OF A TWO-PRONGED SERVICE.

ONE IS THE SAME DAY ON DEMAND SERVICE, UH, PICK UP AND DROP OFF IN CEDAR HILL.

UM, AND THEN ALSO A SEPARATE SERVICE WHERE YOU CAN ADVANCE SCHEDULE THAT WILL TAKE YOU TO DESTINATIONS OUTSIDE OF CEDAR HILL AND, UM, AT A HIGH LEVEL.

WHAT THAT MEANS IS THAT WE WOULD HAVE DEDICATED VEHICLES.

SERVICING RESIDENTS IN CEDAR HILL WOULD BE A 12 HOUR OPERATIONAL PERIOD ON A WEEKDAY.

SO MONDAY THROUGH FRIDAY FROM 6:00 AM TO 6:00 PM, AND THAT WOULD BE AVAILABLE BE SCHEDULED THROUGH THEIR MOBILE APP OR A CALL CENTER, WHICH IS AVAILABLE IN ENGLISH AND SPANISH.

AND THEN WHILE THE, UH, OPTION WOULD BE OPEN TO ANYONE WHO NEEDED THE TRANSPORTATION, OBVIOUSLY WE'RE TARGETING HERE WHAT WE SEE AS A REAL NEED OF SENIORS AND PEOPLE WITH DISABILITIES.

SO THERE'D BE A REDUCED FARE FOR THOSE FOLKS.

UM, AND SO I MENTIONED THAT ONE OF OUR GOALS WAS TO LEVERAGE FUNDING, UH, THROUGH COG.

AND, UM, WE WERE ABLE TO GET A GRANT FROM COG FOR FEDERAL TRANSPORTATION DOLLARS.

UM, ON AN 80 20 BASIS TO FUND THIS PROGRAM WOULD FUND THE PROGRAM FOR THREE YEARS, 80 20.

AND THEN IF THE COUNCIL DECIDED THAT SOMETHING THAT YOU WANTED TO CONTINUE, UM, IT, WE WOULD STILL GET A SUBSIDY FOR THAT, BUT IT WOULD BE 60%.

SO IT WOULD BE A 60, 40 SPLIT.

AND UNDER THAT ARRANGEMENT, UM, COG WOULD CONTRACT DIRECTLY WITH STAR TRANSIT FOR THE PROGRAM ADMINISTRATION, WHICH IS REALLY GREAT FOR US BECAUSE STAR TRANSIT WOULD TAKE ON THE ADMINISTRATIVE BURDEN OF THE GRANT, WHICH IS PRETTY HEAVY, UM, IN DEALING WITH THE FEDERAL TRANSPORTATION DOLLARS.

AND THEN THE CITY WOULD HAVE AN ANNUAL SERVICE AGREEMENT WITH STAR THAT WOULD OUTLINE KIND OF OUR SERVICE LEVEL EXPECTATIONS AND OUR CONTRIBUTION TO THE SERVICE AND FOR F Y 23, THAT WOULD BE ESTIMATED AT ABOUT $60,000 PER YEAR, BUT A TOTAL VALUE TO RESIDENTS IN CEDAR HILL AT $300,000 PER YEAR AS A HIGH LEVEL OVERVIEW.

BUT I WILL ASK THEM, KIM BRITTON WAS STAR TRANSIT.

AND WE'RE REALLY EXCITED ABOUT THAT.

WE'VE BEEN PROVIDING TRANSPORTATION FOR OVER 40 YEARS IN KAUFMAN COUNTY.

SO WE'VE BEEN AROUND FOR QUITE A WHILE.

WE ARE BASED IN KAUFMAN COUNTY AND WE'RE CONSIDERED A RURAL TRANSIT DISTRICT.

WE ARE THE FOURTH LARGEST TRANSIT AGENCY IN THIS AREA THAT OPERATES WITHOUT A DEDICATED SALES TAX.

WE ALSO PROVIDE TRANSPORTATION ELLISON, NAVARRO COUNTY, BUT THEY HAVE A PUBLIC TRANSPORTATION PROVIDER THERE.

WE PROVIDE, UM, TITLE THREE B TRANSPORTATION, AND THEN ALSO SOME, UH, MEDIC, UH, MEDICAID.

WE'RE A, WE'RE A PROVIDER FOR MEDICAID AS WELL.

OUR VEHICLES, UM, UH, LIKE ALISON SAID, ALL OF OUR VEHICLES ARE ADA COMPLIANT.

SO IF SOMEONE FAILS TO TELL US THAT THEY UTILIZE A MOBILITY DEVICE, THAT'S OKAY.

BECAUSE ANY OF THE BUSES THAT ARE, UM, DISPATCHED TO THEIR HOMES OR THE LOCATIONS WHERE THEY'RE GETTING PICKED UP OR HAVE, UM, LIFTS ON THEM.

AND SO THEY'RE ABLE TO ACCOMMODATE MOST MOBILITY DEVICES, DEMAND RESPONSE.

UM, WHAT, LIKE I SAID, WE DO GO OUTSIDE FOR MEDICAL APPOINTMENTS.

UM, FAIRS ARE BASED ON DISTANCE.

AND SO FAIRS RANGE LESS, SAME FAIRS RANGE BETWEEN ONE AND $12.

WE DO HAVE THAT DISCOUNTED CATEGORY, WHICH IS 60 PLUS VETERANS AND DISABLED.

SO THEY PAY HALF FAIR.

UM, THE MOST, ANYONE WOULD PAY WOULD BE $12 EACH WAY, BUT THAT'S FOR A TRIP THAT'S TWENTY-FIVE MILES PLUS.

AND SO IF THEY'RE IN, IN, UM, CEDAR HILL, IT WOULDN'T, WOULDN'T BE THAT MUCH.

UM, THIS PAST, I GUESS, ALMOST A YEAR AGO, NOW OUR BOARD DID PASS, UM, A POLICY THAT STATES THAT CHILDREN UNDER 12 DO RIDE FREE.

WE DID SEE DURING THE PANDEMIC AND UPTICK OF FAMILIES

SO THEN WHEN THEY DO GRADUATE AND GET JOBS AND THEY'RE COMFORTABLE WITH UTILIZING THE SERVICE TAIL, WE OPERATE THREE BUS ROUTES, WHICH WERE THE FIXED ROUTES THAT ALISON MENTIONED ONE IN BULKS SPRINGS, MESQUITE, AND HUTCHINS.

UM, THE BOX SPRINGS ROUTE, UM, CONNECTS TO THE BUCKNER STATION, THE COMPASS ROUTE, UM, CONNECTS TO THE LAWN VIEW STATION.

AND THEN THE HUTCHINS ROUTE DOES CONNECT TO THE UNT DALLAS STATION.

SO SOMEONE THAT MAYBE, UM, I MEAN NOW SINCE HUTCHINS IS IN OUR SERVICE AREA, WE COULD TAKE SOMEBODY OVER TO WORK, BUT THEY COULD, WE COULD TAKE THEM TO UNT AND THEN THEY CAN GET ON ONE OF OUR ROUTES AND GO FROM THERE, OR THEY CAN GET INTO THE DART SYSTEM AS WELL.

UM, THIS FAIR ON THESE IS, UM, $1 EACH WAY, OR IT'S FREE FOR THAT DISCOUNTED CATEGORY, SAME DAY SERVICE, WHICH IS THE STAR NAIL SERVICE.

UM, OUR SUBSIDIES, UH, IS THE 60 40, HOWEVER, THE GRANT THAT YOU GUYS ARE GETTING WILL BE AN 80 20 SPLIT FOR THE FIRST THREE YEARS.

HOWEVER, WE DO GET GRANTS TO FUND THOSE.

THEY ACTUALLY UTILIZE OUR COST PER SERVICE AND SOME OF THE COST OUTS THAT THEY DID.

AND SO WE WERE, UM, WE WERE HEAVILY INVOLVED.

WE WERE ON SOME OF THE SELECTION COMMITTEES.

AND SO, UM, JUST BASED OFF WHAT THEY FOUND AND JUST OUR EXPERIENCE AND WHAT WE'VE BEEN DOING, AND SOME OF OUR SERVICE AREAS, THIS IS WHAT WE HAD PROPOSED, WHICH IS 12 HOURS OF, UM, SAME DAY SERVICE.

AND THEN ALSO JUST A LITTLE BIT, UM, AND THEN 12 HOURS OF THAT DEMAND RESPONSE, WHICH IS 24 TOTAL HOURS DAILY IN THE CITY OF CEDAR HILL.

SO I WILL, UM, TRY TO BE BRIEF AS I KNOW WE ARE AT THAT SEVEN O'CLOCK HOUR AND WHAT WE WANTED TO, UM, GIVE YOU AN UPDATE ON IS WE HAD BEEN TALKING ABOUT DOING A POTENTIAL CODE AMENDMENT FOR A PERMANENT COSMETICS, AND, UM, WE'D LIKE TO GET SOME FEEDBACK AS WE TRY TO MOVE THROUGH THAT PROCESS, UM, FROM YOU TONIGHT.

SO OF COURSE OUR VISION, MISSION AND VALUES STATEMENT, UM, ALLISON, UM, WENT THROUGH THOSE EARLIER WITH YOU ALSO, UM, I LIKE TO POINT OUT THAT IN ADDITION TO, UM, THIS REALLY BEING AN ITEM THAT IS RELATED TO OUR STRONG AND DIVERSE ECONOMY, BUT THEN ALSO, YOU KNOW, MAKING SURE THAT WE, UM, HAVE A CLEAN AND SAFE COMMUNITY, ESPECIALLY IN REGARDS TO SEPARATING OUT TATTOOS FROM PERMANENT COSMETICS.

AND SO WHAT ARE PERMANENT COSMETICS? SO WE THOUGHT WE'D GIVE YOU A COUPLE OF PICTURES HERE SO THAT YOU CAN SEE WHAT THAT ACTUALLY LOOKS LIKE.

SO SOME EXAMPLES HERE THAT, UM, WE'VE LISTED PERMANENT EYELINER OR SOME MICROBLADING AND WHAT THESE PICTURES DON'T SHOW.

UM, AND I ACTUALLY LEARNED AS I WAS DOING THE RESEARCH IS IT'S ALSO USED FOR RESTORATION AND ENHANCEMENTS AFTER SURGERY.

AND SO, UM, THESE ARE SOME STATE REGULATIONS THAT I'D LIKE TO POINT OUT TO YOU THAT, UM, WE BECAME AWARE OF, UM, IN 2019, BECAUSE THE STATE STARTED, UM, A POLICY WHEREBY CITIES HAD TO DO A ZONING VERIFICATION LETTER WHENEVER SOMEONE WAS GOING TO DO PERMANENT COSMETICS OR MICROBLADING.

AND SO THE STATE WAS ALREADY CONSIDERING THESE TATTOOS, BUT, UM, THEY CAME UP WITH THIS NEW POLICY IN 2019.

SO THAT'S HOW A LOT OF CITIES BECAME AWARE OF IT, UM, AND STARTED PUTTING IN, UM, SOME REGULATIONS TO SEPARATE THE TWO.

AND SO CURRENTLY THE WAY OUR CODE READS IS WE HAVE ONE LAND USE AND THAT IS CALLED STUDIO TATTOO OR BODY PIERCING, AND THEN PERMANENT COSMETICS AND MICROBLADING FALLS INTO THAT BECAUSE WE DON'T HAVE ANYTHING THAT SEPARATES PERMANENT COSMETICS AND MICROBLADING FROM STUDIO TATTOOS AND BODY PIERCING.

AND ADDITIONALLY, WE ONLY ALLOW THAT USE BY CONDITIONAL USE PERMIT, WHICH REQUIRES APPROVAL FROM CITY COUNCIL AND, UM, WITH THE RECOMMENDATION FROM P AND Z IN THE COMMERCIAL DISTRICT.

AND SO I WANT TO SHOW YOU ON THIS MAP OF WHERE THE ONE AREA WITHIN THE CITY IS COMMERCIAL, AND THIS IS RIGHT ON 67, JUST NORTH OF PLEASANT RUN ROAD.

IS THIS THE AREA THAT IS BOUND IN RED AND THE PICTURES OF THERE TO THE, SO THE LEFT IS JUST TO GIVE YOU AN ACTUAL VISUAL OF SOME OF THOSE BUSINESSES LOCATED IN THAT AREA.

AND SO THIS REALLY KIND OF LEADS US TO, UM, OUR CONUNDRUM, WHICH IS PERMANENT COSMETICS OF MICROBLADING, OR THEN LIMITED TO, UM, THE ZONING DISTRICT WHERE THE HIGHEST CONCENTRATION OF THE CITY'S RETAIL'S USES AREN'T LOCATED.

AND SO THESE ARE HOW OTHER CITIES ARE REGULATING THE PERMANENT COSMETICS AND MICROBLADING.

AND SO THE CITY OF THE SOTO ALLOWS THE YOUTH, THEY HAVE CREATED A USE NUMBER ONE FOR PERMANENT COSMETICS, AND THEY ALLOW IT BY RIGHT, UM, IN CERTAIN DISTRICTS, BUT THEN THEY'VE ALSO CREATED, UM, WHAT THEY CALL A SPECIFIC USE FOR, WE CALL IT CONDITIONAL USE PERMIT.

THEY'VE ALSO CREATED THIS USE PERMIT FOR THIS USE, IF YOU'RE IN THE OFFICE AND NEIGHBORHOOD SERVICE DISTRICTS.

NOW MOST OF THE SOTO'S, UM, RETAIL ACTUALLY IS GOING TO FALL IN THOSE OTHER DISTRICTS WHERE IT'S PERMITTED BY, RIGHT? SO UNLESS YOU WERE IN ONE OF THESE DISTRICTS, YOU WOULD NEED TO GET THAT USE PERMIT.

IT WOULD JUST BE BAR, RIGHT.

UM, THE CITY OF GRAND PRAIRIE ALLOWS IT AS AN ACCESSORY USE, BUT THEY HAVE CERTAIN CONDITIONS, UM, FOR WHEN THAT IS ALLOWED.

SO AGAIN, IT'S GOING TO BE ACCESSORY TO THE USES THAT YOU WOULD AUTOMATICALLY THINK ABOUT SALONS.

THE ONE THAT WAS A SURPRISE TO US THOUGH, UH, WAS FUNERAL HOMES AND HOSPITALS, WELL, NOT HOSPITALS, BUT FUNERAL HOMES, FOR SURE.

AND THEN ALSO THEY HAVE A REQUIREMENT THAT IT OCCUPIES LESS THAN 25% OF THE FLOOR AREA.

AND I BELIEVE THAT IS BECAUSE THEY'RE TRYING TO MAKE SURE THAT THAT USE DOES NOT EVOLVE TO BE TATTOOS AND THAT IT STAYS WITHIN THE COSMETIC GROUND.

AND AGAIN, THEY, UM, REQUIRE THAT THESE CLOSE AT 9:00 PM FOR THE SAME REASON, A MIDLOTHIAN, THEY OCCUPY IT TO LESS THAN 15%, NO OTHER REQUIREMENTS, MANSFIELD AND WAXAHACHIE, THEY DON'T HAVE ANY RESTRICTIONS IS JUST THAT IT COULD BE ACCESSORY.

AND SO, UM, BASED UPON I'M LOOKING AT THESE THINGS AND ALSO REVIEWING OUR OWN CODE, THESE ARE THE THINGS THAT, UM, WE BELIEVE WE COULD DO.

AND WE ALSO DID A BRIEFING WITH THE PLANNING AND ZONING COMMISSION AS WELL.

AND SO WHAT WE WOULD RECOMMEND IS I'M CREATING AND DEFINING AS A SEPARATE LAND USE.

OF COURSE WE WOULD NEED TO DO THAT.

UM, AND WE WOULD LIKE TO DO VERY SIMILAR TO GRAND PRAIRIE, WHICH IS PERMITTING IT AS AN ACCESSORY USE.

SO IT WOULD NOT REQUIRE USE PERMIT TO COME BEFORE YOU WITH THESE CONDITIONS.

UM, AND WE WOULD LIKE TO UTILIZE SIMILAR RESTRICTIONS, UM, WITH FLOOR AREA AND HOURS OF OPERATION.

AND SO THIS IS THE FEEDBACK THAT WE GOT FROM OUR PLANNING AND ZONING COMMISSION AT OUR LAST, UM, TUESDAY BRIEFING.

AND SO, UM, THEY ACTUALLY, UM, POINTED OUT TO US THAT WE SHOULD MAKE AN EXCEPTION ON THE HOURS OF OPERATION FOR MEDICAL USES AND FUNERAL HOMES MAKE SENSE.

AND THEN, UM, ALSO HAD, THEY INDICATED THAT WE MIGHT WANT TO LOOK AT A TATTOO REGULATIONS IN GENERAL, UM, FOR THIS EXERCISE THOUGH, WE ONLY WANTED TO CONCENTRATE ON PERMANENT COSMETICS.

AND THEN, YOU KNOW, AT A LATER DATE AT THE COUNCILS SHOULD SO CHOOSE.

AND WE COULD, YOU KNOW, LOOK AT TATTOO REGULATIONS IN GENERAL.

AND SO THEN THESE ARE THE STEPS TO ADOPTION.

SO, YOU KNOW, WE'VE ALREADY, YOU KNOW, GOTTEN A GOOD START.

WE GOT SOME FEEDBACK FROM P AND Z.

AND LASTLY, WHEN WE DO THE UPDATE ON THE REVIEW OF THE TATTOO PARLORS WILL UNDERSTAND WHY WE AREN'T DOING IT SO WE CAN DO, UM, WE CAN UPDATE THE TATTOO PARLORS.

UM, I THINK WHAT WE WERE THINKING NOW IS WE WOULD GO AHEAD CAUSE WE CAN DO IT IN TWO PHASES.

SO FIRST PHASE WOULD BE GETTING THE PERMANENT COSMETICS JUST SO THOSE BUSINESSES CAN MOVE FORWARD WITH DOING WHAT THEY NEED TO DO.

AND THEN WE CAN ALSO FOLLOW THAT UP.

YOU KNOW, IF YOU ALL WOULD LIKE FOR JUST GENERAL ADDITIONAL REGULATIONS FOR TATTOO PARLORS, WE ALREADY HAVE THIS CUP REQUIREMENT, BUT THAT'S THE EXTENT OF IT.

SO THERE ARE SOME OTHER CITIES THAT HAVE, YOU KNOW, SOME OTHER REGULATIONS AS WELL.
