SO WE OFFICIALLY STARTED, I GUESS YOU COULD SAY IN MAY, 2019, BUT I WAS GOING THROUGH SOME OF THE FILES, YOU KNOW, AS I WAS PREPARING FOR THIS PRESENTATION, YOU KNOW, AND I ACTUALLY REALIZED THAT WE STARTED, UM, YOU KNOW, MAKING THESE REQUESTS BACK, UM, WHEN, UM, RON TYLER WAS HERE, OUR FORMER PLANNING DIRECTOR FOR THIS PLAN. SO, YOU KNOW, THIS PLAN ACTUALLY, YOU COULD SAY REALLY EVEN STARTED BEFORE ME. AND I JUST TOOK IT ON, UM, AFTER HIS RETIREMENT, HE PASSED ON THE RAIN, SO TO SPEAK. SO MAY, 2019, YOU APPROVED THE CONTRACT FOR THIS PLAN. WE STARTED COMMUNITY ENGAGEMENT SEPTEMBER, 2019. AND WE DID THAT ALL THE WAY THROUGH DECEMBER OF 2019. UM, AND THAT CULMINATED WITH, UM, UH, A FIVE DAY LONG EVENT THAT WAS PLANNED PLAN A PALOOZA. AND, UM, ONE THING THAT I WANT TO SAY IS THAT, UM, IT, IT WAS, UM, I SAY IT WAS, IT WAS BLESSED. I SAY THIS EVENT WAS BLESSED THAT WE WERE ABLE TO GET THIS COMMUNITY ENGAGEMENT IN BEFORE COVID. AND SO ONE OF THE THINGS THAT, WELL, SOME OF THE THINGS ACTUALLY THAT WE HEARD, UM, DURING THAT COMMUNITY ENGAGEMENT PROCESS, AS A REMINDER FOR YOU ARE, THESE ARE THE THINGS THAT THE COMMUNITY SAID THAT IT FEARED. THEY DID NOT WANT CEDAR HILL TO BECOME UNRECOGNIZABLE, DID NOT WANT US TO LOSE OUR OPEN SPACES, OUR SMALL TOWN CHARM OR BECOME TOO CROWDED. AND SO WE ALSO PUT OUT A SURVEY AND WE ASKED AT ALL THOSE EVENTS THAT I SHOWED YOU ON THE PREVIOUS SLIDE, WHAT ARE SOME THINGS FROM THE 2008 PLAN THAT WE'D NEED TO KEEP? SO THESE WERE SOME OF THE THINGS THAT THEY TALKED ABOUT, YOU KNOW, OF COURSE, INTEGRATING [00:20:01] OUR PARKS AND TRAILS AND OPEN SPACES INTO A FUTURE DEVELOPMENTS, PRESERVING OUR ENVIRONMENT AND NATURAL AREAS, PARTICULARLY ALONG THE LAKE AND CREEKS, UM, DEVELOPING AN INTERCONNECTED STREET PATTERN, WALKING, JOGGING, BIKE PATHS. UM, THEY WANTED TO ENCOURAGE ALSO SOME MIXED USE DEVELOPMENT, BUT IT WAS CLEAR ALSO THAT THEY WANTED THOSE IN THE APPROPRIATE PLACES. THEY DIDN'T NECESSARILY WANT THEM EVERYWHERE AND ALSO PURSUING CAMPUS, UM, BUSINESS, CAMPUS DEVELOPMENT ALONE, GLOOP NINE. AND SO THESE ARE THE THINGS THAT, UM, ALSO, THEY SAID THEY WOULD LIKE TO ADD TO A NEW COMPREHENSIVE PLAN THAT, UM, REALLY DIDN'T HIT ON A LITTLE BIT IN 2008, BUT WE'RE NOT EXPOUNDED ON. AND SO THAT WAS PUBLIC INFRASTRUCTURE, THE AVAILABILITY AND CAPACITY OF THAT, UM, PROMOTING ECO TOURISM, PROMOTING OUR SMALL BUSINESSES AND INNOVATION, UM, THAT INCLUDED EXPERIENCES, UM, AND ENCOURAGING THOSE THAT WERE RELATED TO ART CULTURE, UM, SPECIALTY RETAIL AND DINING SENIOR LIVABILITY THAT HAS COME UP ACTUALLY IN, UM, JUST ABOUT EVERY PRESENTATION THAT I'VE MADE, ALSO PROVIDING MORE HOUSING OPTIONS. HOWEVER, IT WAS CLEAR THAT THAT WAS NOT MORE TRADITIONAL APARTMENT COMPLEXES AND THOSE HOUSING OPTIONS WERE SPEAKING TO HOUSING FOR, UM, YOUNG PROFESSIONALS, EMPTY NESTERS AND SENIORS. AND THEN OF COURSE, UM, COVID HAPPENED. AND SO, UM, WE TOOK A KOBE PAUSE, BUT DURING THE TIME WE ACTUALLY WENT BACK AND LOOKED AT SOME OF THE THINGS THAT WE HEARD DURING THE PRESENTATION IN STORE DURING THE DIFFERENT PRESENTATIONS AND STARTED WORKING ON, UM, THE PRE-DRAFT DEVELOPMENT. AND SO WE MET WITH CITY COUNCIL IN NOVEMBER, 2020. UM, THEY, IN JANUARY, 2021, WE HELD A JOINT WORKSHOP VIA ZOOM, AND THAT WAS DONE BY KEVIN SHEPHERD. AND THAT WAS CALLED CULTIVATING FISCAL HEALTH AND LOCAL WEALTH. AND WE DID TWO STAFF WORKSHOPS BETWEEN MARCH AND MAY. AND THEN IN JUNE, 2021, WE, UM, WENT BACK TO OUR THINK TANK. AND OUR THINK TANK IS THE COMMITTEE THAT YOU ALL APPOINTED. IT WAS A GROUP OF 25 MEMBERS, AS WELL AS OUR P AND Z. AND THEN WE ALSO DID A CITY COUNCIL WORKSHOP. SO UPON THAT WORKSHOP, WE DID SOME ONE ON ONES WITH YOU ALL, UM, IN JULY, 2021. AND THEN WE STARTED WORKING ON THE ACTUAL DRAFT DOCUMENT, UM, THAT WE DELIVERED IN DECEMBER. BUT BEFORE WE DELIVER THAT WORKSHOP TO THE PUBLIC, WE DID ANOTHER JOINT WORKSHOP WITH YOU ON NOVEMBER OF 2021. AND SO AS PART OF THAT DEVELOPMENT OF THE PLAN, WE ALSO DID A LIKELY IMPACTS ANALYSIS STUDY. AND WHAT WE WERE TRYING TO SEE IS BASED UP ON US WANTING TO INCREASE THE AMOUNT OF OPEN SPACE CAN WE AFFORD IT, UM, CAN BASICALLY THE REVENUES COMPARED TO THE RELATIVE COST OF PROVIDING FACILITIES AND SERVICES, SUPPORT OUR FUTURE GROWTH AND DEVELOPMENT, AND IT FOUND THAT IT COULD. AND SO THIS PLAN, THEN WE PROCEEDED TO SAY, OKAY, WE'RE GOING TO DOUBLE DOWN ON BEING A CITY IN A PARK. SO THAT IS WHAT THIS ENTIRE PLAN IS REALLY BASED UP ON AND FOCUS ON. WE ACTUALLY CALL IT THE FUTURE LAND USE MAP. THAT'S WHAT MOST CITY CALLED CITIES CALL IT, BUT WE CALL IT CONSERVATION AND GROWTH MAP. WE START OUT WITH CONSERVATION FOR A REASON BECAUSE WE STARTED OUT WITH THE AREAS THAT WE WANTED TO CONSERVE AND PRESERVE, AND THEN WE BUILD, UM, GROWTH AROUND THOSE AREAS. SO THESE WERE THE DIFFERENT, WHAT WE CALL CHARACTER AREAS AND PLACE TYPES THAT ARE ACTUALLY ON YOUR FUTURE LAND USE MAP. AND SO THAT OPEN SPACE AND CONSERVATION OPPORTUNITY AREAS, THOSE WERE REALLY KEY AGAIN TO HOW EVERYTHING ELSE DEVELOPED, UM, AROUND THOSE. AND SO THIS IS THE CONSERVATION AND GROWTH PATH THAT WAS DEVELOPED. UM, ONE THING YOU MAY SEE THAT LITTLE NOTE AT THE TOP, THAT'S ACTUALLY A NOTE THAT WE HAVE TO HAVE WITHIN THIS PLAN ON THIS MAP PER THE TEXAS LOCAL GOVERNMENT CODE. SO THAT HAS ALSO BEEN ADDED TO THE DRAFT. AND SO THE GREEN AREAS THAT YOU SEE ARE VARIOUS, THOSE VARIOUS LEVELS OF OPEN SPACE AND CONSERVATION OPPORTUNITY. SO WE ALSO, UM, DEVELOPED THIS THOROUGHFARE MAP AND TWO OF THE THINGS THAT CAME OUT OF THAT WAS RETAINING OUR GREENWAY CORRIDORS FROM THAT 2008 PLAN. SO THOSE ARE THOSE AREAS THAT ARE HIGHLIGHTED HOW LIGHTING SOME OF THE ROADWAYS IN GREEN ALSO MODIFYING TO MODIFICATION TO ELIMINATE ROAD A, WHICH WAS BETWEEN FM 1382 [00:25:01] AND BELTLINE ROAD. AND SO THESE ARE THE BIG ROCKS THAT WE, UM, TALKED ABOUT AND WE DEVELOPED OUR PLAN AROUND. SO MAKING A LEGACY MOVE TO PRESERVE 25% OF THE CITY IS OPEN SPACE, UM, IN A COMMUNITY WITH A VARIETY OF ENTERTAINMENT, MOBILITY CAREER, UM, AND HOUSING TYPES. AND AGAIN, THAT EXCLUDES ADDITIONAL CONVENTIONAL APARTMENT COMPLEXES. WE ARE TALKING ABOUT, UM, HIGH QUALITY HOUSING HERE THAT APPEALS TO A MULTI-GENERATIONAL DEMOGRAPHIC, ALSO PROTECTING AND ENHANCING OUR EXISTING NEIGHBORHOODS AND DEVELOPMENT THAT WOULD OCCUR IN A DELIBERATE CONTEMPLATED MANNER, COMMEMORATING OUR HISTORIC AND HISTORIC PLACES. UM, AND ALSO INVESTING IN INFRASTRUCTURE THAT PROMOTES USES OF LAND AND ATTRACTS BUSINESSES THAT FACILITATE A COMMUNITY OF WELLNESS. AND ALSO WE WANT TO BE A COMMUNITY. AND THIS IS WHAT AGAIN, ALSO CAME FROM, UM, ALL OF THOSE DIFFERENT COMMUNITY FEEDBACK AND ENGAGEMENT EXERCISES THAT PROVIDES PROTAL GROUND FOR SMALL BUSINESSES AND ENTREPRENEURS TO EMERGE AND FLOURISH. AND SO THESE IN, FOR 2021, WE RELEASED A DRAFT BASED UPON THESE THINGS THAT WE ALL HAD LOOKED AT IN THOSE BARRIERS WORKSHOPS, DECEMBER, 2021 THROUGH ACTUALLY MARCH 22, WHEN STEEL IS GOING ON, WE DID ALL THESE SUBAREAS COMMUNITY BEAT BACK, UM, EXERCISES AND EVENTS. WE DID FIVE OPEN HOUSES. WE MET WITH THE EDC BOARD, OUR BEST FORWARD HARKS BOARD, CDC NEIGHBORHOOD ADVISORY BIRD, AS WELL AS THE CHAMBER OF COMMERCE. IN ADDITION TO THAT, UM, W WE REALLY SAW A LOT OF TRACTION FROM WHERE THOSE 70 POP SIGNS AND THEY PUT ENTRIES, BECAUSE ONE THING THAT WE SAW FROM THE FIRST ROUND OF COMMUNITY ENGAGEMENT IS THERE WERE A LOT OF PEOPLE WHO SAID, WELL, YOU KNOW, IF I'M, IF I'M NOT PART OF AN HOA, OR IF I'M NOT PART OF THESE GROUPS, I DIDN'T, OR IF I DON'T LOOK AT THE WEBSITE, I DIDN'T HEAR ABOUT IT. SO THIS WAS ANOTHER WAY FOR US TO CAPTURE THAT. AND IT ACTUALLY WORKED OUT WELL BECAUSE A COUPLE OF OUR THINK TEAM MEMBERS SAID, UM, PEOPLE WHO LIVE IN OUR NEIGHBORHOODS LOOKED AT THE COMPREHENSIVE PLAN. SO ALL THAT THEY WERE MEMBERS AND CAME TO THEM TO GET INFORMATION. SO IT WORKED OUT, YOU KNOW, AS WE HAD ALL PLANNED. AND SO WE HAD ANOTHER JOINT WORKSHOP WITH YOU AFTER WE CONCLUDED THOSE OPEN HOUSES. WE HAD ANOTHER JOINT WORKSHOP WITH YOU AND THE THINK TANK ON MARCH 1ST. AND THEN WE MADE CHANGES BASED UPON THAT FEEDBACK THAT WE RECEIVED FROM THE COMMUNITY, AS WELL AS OUR THINK TANK, WE MADE A SECOND DRAFT. WE RELEASED THAT SECOND DRAFT ON MARCH 4TH, WE HELD A PNC PUBLIC HEARING WHERE P AND Z DID RECOMMEND APPROVAL. UM, THEIR BOAT WAS FABO. TWO OF THE MEMBERS COULD NOT COME, HOWEVER THEY DID SEND ME WRITTEN SUPPORT. AND SO I COUNT THAT AS A UNANIMOUS DECISION BY OUR PLANNING AND ZONING COMMISSION. AND OF COURSE TONIGHT, UM, CITY COUNCIL IS ALSO HOLDING ANOTHER PUBLIC HEARING. AND SO I WOULD LIKE TO TALK TO YOU ALSO ABOUT THE REALLY BIGGEST, IMPORTANT STEP OF THE PLAN, BECAUSE IF YOU DON'T DO THE IMPLEMENTATION, THEN IT REALLY IS JUST A PLAN THAT IS ON THE CHEF. SO, UM, THERE ARE REALLY, I WANT TO HIGHLIGHT THE FIRST THREE. I THINK THESE ARE THE FIRST, FIRST THREE THINGS THAT ARE MOST IMPORTANT, UM, AS WE GO THROUGH THE NEXT YEAR. SO FIRST WE HAVE TO DO OUR WATER SEWER DRAINAGE MASTER PLAN, AS WELL AS I SEE RP, UM, I'M WORKING WITH THE PUBLIC WORKS DIRECTOR. SO I'M WITH THIS PARTICULAR AREA IN TERMS OF PARKING, UM, THEY'RE PROVIDING ROUGHLY THE SAME RATIO OF PARKING, BUT THE DIFFERENCE HERE, THEY STILL HAVE 45 PROGRAM OFF-STREET SPACES, BUT THEY HAVE AN ALLEY OR WE'RE IN, SO IT IS REENTRY WITH AN ALLEY. UM, AND THEN THEY ALSO HAVE A STREET. SO THIS PARTICULAR PRODUCT THAT THEY HAVE IS JUST DESIGNED THAT WAY. SO WITH THIS STREET, UM, WE DID REQUIRE THEM TO DO 31 FEET AS OPPOSED TO THE STANDARD 27 FEET. AND THAT WOULD BE, UM, TO ACCOMMODATE, UM, PARKING AND, UH, DROP OUT IN THE MIDDLE. AND AGAIN, WE'VE ALSO TALKED, WE'VE ALREADY TALKED ABOUT THE OPEN SPACE AND SO, UM, REAL QUICKLY, WE WANT TO SHOW YOU HOW THAT TRAIL WOULD CONNECT. AND SO YOU SEE THAT IT WILL CONNECT UP NORTH WITH THE CREEKS AT WINDMILL HILL, AND THEN ONE OF THE POPULATE PROPERTY TO THE SOUTH DEVELOPS, UM, THE CITY WOULD CROSS THE CREEK AND THEN CONNECT TO THAT PROPERTY TO THE SOUTH. THESE ARE SOME OF THE BUILDING ELEVATION. SO THESE ACTUALLY WERE NOT THE BUILDING ELEVATIONS THAT WERE INITIALLY SUBMITTED. AND YOU SEE THE OUTDOOR AIR GATHERING AREAS FOR THE SIGNATURE PARK AROUND IT. THERE WILL BE 78 PARKING SPACES ON SITE, BUT OF COURSE ALL THE PARKING THAT'S HERE AT THE CITY, WE'LL ALSO ADD TO THE NUMBER OF PARKING SPACES, AND WE ARE ALSO GOING TO BE WORKING WITH SOME OF THE BUSINESSES ACROSS THE STREET TO GET, UM, PARKING AGREEMENTS, UM, FORMAL PARKING AGREEMENTS, AS WELL AS I'M WORKING ON SOME, UM, CROSS ACCESS, EASIER CROSS ACCESS, UM, SOUTH OF THE INTERSECTION OF PIONEER TRAIL AND UPTOWN BOULEVARD. AND, UM, THIS IS JUST SHOWING YOU A CLOSER UP PICTURE OF THE TRAIL SIDE OF THE DEVELOPMENT, IN ADDITION TO AN ADDITIONAL 21 PARKING SPACES THAT WILL BE ACCESSED OFF OF NORTH CEDAR HILL ROAD. THIS IS, UH, I BELIEVE, UM, ONE OF YOU WAS ASKING ABOUT SOME OF THE LANDSCAPING AND SEAN WOULD BE THE BEST PERSON TO COMMENT ON SOME OF THIS, BUT THIS IS, UM, AN OVERLAY SHOWING YOU THE PROPOSED LANDSCAPING FOR THE SITE. UM, AND IN TERMS OF TREATMENT NEGATION. SO QUITE A FEW TREES ARE BEING PRESERVED.
