HE IS MARRIED TO HIS LOVING WIFE, A WIFE, UH, MARY P. GREEN.

THEY HAVE TWO ADULT CHILDREN AND FOUR GRANDCHILDREN.

HE RECEIVED HIS UNDERGRADUATE DEGREE FROM SOUTHWESTERN CHRISTIAN COLLEGE IN TERRELL, TEXAS MASTER DEGREE FROM ABILENE CHRISTIAN UNIVERSITY, WHERE HE IS A DISTINGUISHED ALUMNUS, A DOCTORATE IN THEOLOGY FROM FULLER THEOLOGICAL SEMINARY IN PASADENA, CALIFORNIA.

HE KIND OF GOT THE WEST COAST, THE EAST COAST, DR.

GREEN HAS BEEN A LONG TIME.

TEXAS RESIDENT, METRO CHRIST CHURCH WAS BIRTHED IN THE FAMILY ROOM IN DALLAS, TEXAS, AND HIS EMBASSY METRO MOONED FROM THE HOME OF, FROM THE HOME OF, I DON'T THINK THAT FINISHED THAT DR.

SO IT WAS AN INTEGRAL PART OF THE HEAD FOR THE HILLS BIKE RALLY SINCE ITS INCEPTION, COORDINATING VOLUNTEERS AND REST STOP C UH, MENTORED ARE AND INTERACT GROUPS AT BOTH THE HIGH SCHOOL FOR A NUMBER OF YEARS, INSTILLING ROTARY VALUES AND STRONG SENSE OF SERVICE ABOVE SELF.

DURING HER FIRST TERM, AS PRESIDENT CHASE BEGAN ROTARIES, UH, COUNTS FOR KIDS PROGRAM AND WORKED WITH THE SCHOOL DISTRICT FOR MANY YEARS, COORDINATING AND DISTRIBUTION OF NEW CODES TO, TO END NEED ELEMENTARY STUDENTS, CHAIR SERVED AS THE CHI D EDUCATOR FOUNDATION BOARD, BUT WE HAVE MET 12 YEARS AGO AS PRESIDENT AND IN VARIOUS OTHER POSITIONS, SHE BECAME A MEMBER OF DOGWOOD CANYON AUDUBON CENTER, STEWARDSHIP BOARD IN 2018.

GEORGE HAS SERVED ON THE 2017 CITY BOND COMMITTEE AND WAS NAMED 2017 CEDAR HILL WOMAN OF THE YEAR, MICHAEL ANTITRUST.

UH, PATRICIA, HAVE YOU LOCATED TO CEDAR CREEK LAKE, BOTH ARE LOOKING FORWARD TO FULL RETIREMENT AND SPENDING TIME WITH FAMILY MICHAEL AND PATRICIA.

IT'S HARD FOR SERVICE EXEMPLIFIES.

THE DISTINCTIVE CHARACTER OF OUR CITY IS BUILT ON, AND WE THANK YOU BOTH FOR BEING GREAT IMPACT SERVANT LEADERS.

WE WERE BASICALLY LOOKING FOR SOMETHING THAT LOOKED LIKE AUSTIN, AND THAT WAS IN DALLAS.

WE, I LIVED HERE IN 1989 AND SOWED INTO SHADOW, AND IT WAS JUST TO BE A PLACE TO COMMUTE TO MY WORK IN DOWNTOWN DALLAS, BUT IT BECAME REAL OBVIOUS THAT THIS WAS A SPECIAL CITY AND THE PEOPLE WERE VERY GENUINE.

UH, IT WAS A VERY RICH ENVIRONMENT AND I JUST CAME TO LOVE THE CITY AND THE PEOPLE THAT POPULATE IT.

AND WE JUST WANTED TO CONTRIBUTE AS MUCH AS WE COULD FOR AS LONG AS WE COULD.

AND IN CEDAR HILL, WE CELEBRATE OUR RICH CULTURE AND HISTORY OF AFRICAN-AMERICANS WITH OUR COMMUNITY PARTNERS, INCLUDING THE CITY, NAACP, THE CEDAR HERE, MUSEUM OF HISTORY, THE CEDAR HUB, GENEALOGY, UH, SOCIETY, AND BEST SOUTHWEST CITIES, JUNETEENTH CELEBRATIONS, AND THE AFRICAN-AMERICAN MUSEUM OF DALLAS AND MANY, UH, YEAR ROUND.

THIS IS THE TIME FOR US TO CONTINUE OUR COLLECTIVE JOURNEY OF HONORING AND DEEPING DEEPENING.

UH, NOW THAT'S, UH, HISTORY AND CONTRIBUTIONS OF AFRICAN AMERICANS AND PEOPLE OF AFRICAN DESCENT THAT HAVE BEEN MARGINALIZED FROM MAINSTREAM CURRICULUM AND DISCUSSIONS BECOMING A BECAUSE OF INSTITUTIONAL AND STRUCTURAL RACISM.

AND THE 2022 NATIONAL THEME FOR BLACK HISTORY MONTH IS BLACK HEALTH AND WELLNESS DURING WHICH WE ACKNOWLEDGE THE LEGACY OF BLACK SCHOLARS, MEDICAL PRACTITIONERS IN WESTERN MEDICINE IN OTHER WAYS, NO SUCH AS BIRTH WORKERS, UH, DO ALL THOSE MIDWIVES, NATURAL PATHS AND HERBALIST THROUGHOUT THE AFRICAN DISPOSAL ROAD AND BLACK HISTORY MONTH.

FIRST, EXCUSE ME, BLACK HISTORY MONTH WAS FIRST OBSERVED IN OUR COUNTRY IN 1926 AS A WEEK LONG CELEBRATION CREATED BY CARTER G WOODSON AND KNOW THAT AFRICAN-AMERICAN HISTORIAN HISTORIAN, SCHOLAR, EDUCATOR, AND PUBLISHER BLACK HISTORY MONTH WAS EXPANDED TO A MONTH-LONG PERIOD IN 1976.

CEDAR CONTINUES TO SERVE ALL CITIZENS, REGARDLESS OF RACE, RELIGION, CREED, OR BACKGROUND WITH GREAT HONOR AND DEEP SENSE OF RESPECT.

AND THIS MONTH WE CELEBRATE THE GREAT CONTRIBUTIONS OF AFRICAN-AMERICANS THROUGHOUT OUR GREAT CITY.

GREG STEWART, THE CITY THROUGH SIGNIFICANT GROWTH IN MANAGED SEVERAL COMMUNITY BILL PROJECTS, INCLUDING THE CEDAR HILL GOVERNMENT CENTER, THE ALLEN ESMS RECREATION CENTER AND BY THE RICH PARK WHERE THOUSANDS OF KIDS HAVE CREATED LIFELONG MEMORIES OF BASEBALL, SOFTBALL, FOOTBALL, AND SOCCER GAMES AND TOURNAMENTS.

HE HAS PROVIDED STRIP INSTABILITY THROUGHOUT THE CITY, THROUGH CEDAR HILL, HIS JOURNEY TO BECOMING A PREMIER CITY PUBLIC SERVICE IS A FIRMLY PROFESSION, WHICH REQUIRES A HEART OF SERVICE WORKING LONG HOURS AND TIME AWAY FROM THOSE.

WE ALL LOVE GREG BELOVED WIFE OF 34 YEARS.

PAM STOOD BY HER SIDE TELLING HIM WHAT TO DO.

IT IS NOT EASY TO GET, BUT I TELL YOU, IT REALLY EXEMPLIFIES THE TYPE OF DEPARTMENT WE HAVE.

SO I'D LIKE THE CHIEF TO AT LEAST, UH, ARTICULATE A LITTLE BIT ABOUT THAT.

YEAH.

SO TEXAS BEST PRACTICES IS ACTUALLY THE ONLY ACCREDITATION AGENCY OF THE STATE THAT IS RECOGNIZED BY THE STATE LICENSING AGENCY TIKAL AS THE AGENT, THE AGENT TO ACCREDIT POLICE DEPARTMENTS IN THE STATE.

UM, AND LEGISLATION RECENTLY PASSED THAT IN ORDER FOR A POLICE DEPARTMENT TO BE ELIGIBLE FOR ANY TYPE OF GRANT FUNDING THAT THEY NEED TO BE ACCREDITED.

AND SO TQL, TICO ONLY RECOGNIZES TBP, UH, TEXAS BEST PRACTICES AS THAT STATE ACCREDITING AGENCY, YOU KNOW, AND PART OF THAT ACCREDITATION PROCESS, IT'S AN ONGOING EFFORT.

ALTHOUGH WE GET REACCREDITED EVERY FOUR YEARS, UH, EVERY MONTH THERE ARE CHECKS AND BALANCES IN PLACE THAT WE HAVE TO REPORT TO TBP THAT WE ARE STAYING IN COMPLIANCE AND WE'RE CHECKING THE THINGS THAT THEY SEND US TO MAKE SURE THAT WE'RE COMPLYING WITH ALL OF THE BEST PRACTICES.

AND THE OTHER THING ABOUT BEING PART OF TBP IS THAT WHEN LEGISLATIVE CHANGES HAPPEN, UM, THAT THEY SEND US THOSE UPDATES AND MAKE RECOMMENDATIONS ON HOW WE SHOULD MODIFY OUR POLICIES TO MAKE SURE THAT WE'RE IN LINE WITH THOSE LEGISLATIVE CHANGES.

SO IT MAKES SURE THAT WE'RE ON TOP OF OUR POLICIES TO BE IN COMPLIANCE WITH LAW, BUT IT ALSO MAKES SURE THAT WE HAVE MONTHLY CHECKS AND BALANCES IN PLACE, AND THAT WE'RE SHOWING COMPLIANCE WITH THOSE POLICIES AS WELL.

UH, IN 2021, THE CITY OF DESOTA WAS AWARDED A DALLAS COUNTY NEW DIRECTIONS, PUBLIC SAFETY GRANT.

UH, THIS WAS SUBMITTED AS A REGIONAL PARTNERSHIP PROPOSAL FOR THE BEST SOUTHWEST CITIES.

THE FIRST YEAR OF THAT, THE CITY OF DESOTO RAN A PILOT PROGRAM TO DETERMINE WHAT THE BEST NEEDS WOULD BE FOR EACH OF THE PARTNER CITIES.

THE CITY OF DUNCANVILLE HAS ALREADY APPROVED THEIR AGREEMENT TO PROVIDE ONE OFFICER AS PART OF THIS TASK FORCE.

UM, THE CARES TEAM'S PRIMARY OBJECTIVES ARE PREVENTION AND POSTVENTION SERVICES.

WHEN IT COMES TO MENTAL HEALTH, THE GRANT WAS CREATED TO ADDRESS THE CRISIS OF CRIMINALIZATION, MENTAL HEALTH, POVERTY, AND HOMELESSNESS BY UTILIZING ALTERNATIVES TO POLICE RESPONSE AND INCARCERATION, TO MORE APPROPRIATELY ADDRESS THE NEEDS OF DALLAS COUNTY RESIDENTS AS BEING PART OF THIS TEAM.

IT REALLY IS A FORCE MULTIPLIER FOR OUR CITY.

UM, WE WILL PROVIDE ONE OFFICER TO THE CARE TEAM, UH, THAT OFFICER'S SALARY AND OVERTIME WILL BE REIMBURSED THROUGH, UH, THE INTER-LOCAL AGREEMENT THROUGH THE SUB, UH, AGREEMENT WITH DALLAS COUNTY THROUGH DESOTO.

UM, IT'S A FORCE MULTIPLIER BECAUSE WE GET THE TEAM AND IN CONJUNCTION WITH THAT, WE ALSO GET THE LICENSED SOCIAL SERVICES THAT ARE PROVIDED THROUGH PARKLAND WITH THE LICENSED MASTER OR CLINICAL SOCIAL WORKER AND THE MEDICAL SUPPORT.

THEY'RE GOING TO BE CO-LOCATED AT AN ELEMENTARY SCHOOL, OLD NORTHSIDE ELEMENTARY SCHOOL IN DESOTO.

AND AS YOU REMEMBER, WHEN, UH, RAVEN THOUSAND GAVE THE PRESENTATION, THERE WERE A FEW COMMENTS BY COUNCIL MEMBERS ABOUT WHAT IT IS THAT WE'RE DOING, UH, AT THE NINE 11 CALL INTAKE.

AND SO I TOOK THAT FEEDBACK BACK TO DESOTO AND WE HAD SOME LANGUAGE INTEGRATED INTO THE TASK FORCE AGREEMENT.

IF YOU READ THE TASKFORCE AGREEMENT, THE LANGUAGE I HAD THEM ADD SPECIFICALLY SAYS GATHER STATISTICAL INFORMATION REGARDING THE DISPATCH ACTIVITY CALLS FOR SERVICE THAT ARE DRIVEN IN PART BY INDIVIDUALS IMPACTED BY BEHAVIORAL HEALTH NEEDS, ANALYZE METHODS FOR IDENTIFYING NON-EMERGENCY CALLS, FOR WHICH AN ALTERNATIVE TO POLICE OR FIRE FIRE DISPATCH MAY BE APPROPRIATE.

WE ALSO, AFTER SPEAKING WITH THE COMMUNITY AND GOT FEEDBACK FROM, UH, PLANNING AND MEETING WITH THE NEIGHBORS, WE REALIZED THAT THE NE THE DEVELOPER TO IMMEDIATELY TO THE NORTH OF US HAD INDICATED TO THOSE HOMEOWNERS THAT THIS LAND WOULD NEVER BE DEVELOPED, WHICH JUST, UNFORTUNATELY, ISN'T TRUE.

AND WE TRIED TO DO EVERYTHING WE CAN TO MITIGATE THAT IMPACT THAT WE HAD AGAINST THOSE NEIGHBORS WHO HAVE BEEN PROMISED, SOMETHING THAT WASN'T ABLE TO BE DELIVERED UPON.

SO WHAT WE DID TO TRY TO ACCOMMODATE THAT IS SEVERAL THINGS.

FIRST, WE WIDENED THOSE LOTS TO BE ABLE TO MATCH UP.

SO THERE WAS LIKE CLIMBED PROPERTY PROPERTY LINE, SO THAT THOSE HOUSES COULD BE AS LIGHT KIND AS POSSIBLE.

WE ALSO OFFERED TO INCREASE THAT FENCE SIZE FROM EIGHT FEET, UH, OR EXCUSE ME, FROM SIX FEET TO EIGHT FEET TO HELP FIND SOME ADDITIONAL BUFFER BETWEEN THE TWO NEIGHBORS.

AND WE ALSO OFFERED TO PLANT TREES ALONG THAT PROPERTY LINE TO HELP BALANCE OUT THAT IMPACT ON THOSE NEIGHBORS.

WE MET WITH THE PROPERTY OWNER IMMEDIATELY.

IT HAS A LARGE PARCEL TO THE IMMEDIATELY TO THE LEFT.

HE HAD SOME CONCERN OVER HIS BACKYARD.

SO WE WORKED WITH THEM TO HELP REPLACE CERTAIN TREES, REPLACE SECURITY CAMERAS.

THIS COSTS OVER $10,000 TO HELP DO THAT TOO, TO MAKE SURE THAT WE DIDN'T IMPACT HIM AS MUCH AS POSSIBLE.

WE ALSO MET WITH THE FAMILY ON THE SOUTH SIDE OF THE PROPERTY, IN THAT CURRENT BUFFER, AS YOU CAN SEE, THERE WAS ORIGINALLY 20 FEET IN HIS CONCERN OF THE CARS WOULD BE COMING DOWN THE STREET.

THOSE HEADLIGHTS WOULD SHINE INTO HIS BACKYARD AND DESTROY HIS PRIVACY.

SO WE AGREED TO DO IS WIDEN THAT BUFFER TO 40 FEET FROM 20 FEET, WHICH WAS AN RE-ENGINEERING REDESIGN.

AND IT IMPACTED THE OVERALL SITE.

WE PUT A THREE-FOOT BUFFER IN THERE.

SO AS CARS COME DOWN THE STREET, THEY NO LONGER CAN SHINE IT TO HIS BACKYARD.

THERE'S A BUFFER THERE.

IF THERE'S TREES, THERE'S SHRUBS ON IT.

SO THAT WAY IT BLOCKS IT.

AND WE ALSO INSTALL THE FENCE DOWN THAT SIDE OF THE PROPERTY.

HIS SON ALSO HAPPENED TO BE A BUDDING ENGINEER.

SO WE REFERRED HIM OVER AND I BELIEVE HE GOT A JOB AT AN ENGINEERING COMPANY WE WORK WITH.

SO THAT WAS GOOD NEWS AS WELL.

THESE ARE THE PROPERTIES THAT WE INITIALLY HAD COMMITTED TO WIDEN THOSE PROPERTIES, AS WELL AS THAT, MAKING A COMMITMENT THERE WOULD BE A HOUSE BUILT GREATER THAN 2000 SQUARE FEET ON THOSE PARCELS THAT WERE IMMEDIATELY SURROUNDING THE NEIGHBORS INITIALLY THE STAFF'S RECOMMENDATION AND WHAT THEY MOVE FORWARD IN P AND Z WAS TO HAVE A MIX OF LOTS.

WE HEARD BACK FROM COUNCIL IN THE LAST TIME THAT WE WERE HERE, THAT I BELIEVE THE QUOTE WAS THAT DOG WON'T HUNT.

OUR, OUR PATH GOES FROM EIGHT FEET TO 10 FEET AT THE END, AT THE INTEREST OF THE SUBDIVISION TO CONNECT TO THAT.

SO THAT WAY WE CAN CONTINUE ON THROUGH THE JOGGING PLAN.

WE PUT THE POCKET PARK AT THE CENTER, SO THAT WAY EVERYBODY WITH PLAYGROUNDS, SO ALL THE FAMILIES COULD GO THERE AND ACTUALLY USE THAT POCKET PARK.

WE'VE ALSO GOT PLANNED ON THE NORTH EAST SIDE TO PUT A PAVILION AREA.

SO FAMILIES CAN HOLD BIRTHDAY PARTIES AND BARBECUES AND DO THINGS FOR FAMILY EVENTS, PUT IN A BARBECUE AREA.

UH, THE FUTURE, YOU SEE THE WATER FEATURE THERE WITH THE AIR RATED FOUNTAINS.

SO THAT WAY THE NEIGHBORS CAN HELP KEEP THE COMMUNITY CLEAN A LITTLE BIT ABOUT THE ELEVATIONS.

AS I READ THROUGH IT, ONE OF THE FEEDBACK THAT WE GOT FROM STAFF AS WELL, UM, WAS THAT WE WANT, THEY WANT TO KNOW HOW THESE HOMES COMPARE WITH THE SAME TYPE OF HOMES AND OTHER AREAS.

THEY'RE THERE ARE NICER ELEVATIONS, THEY HAVE MORE DETAILS.

THEY HAVE MORE STONE, THEY HAVE MORE ELEMENT FEATURES.

WE WENT TO THE BUILDERS AND SAID, WHAT DO YOU THINK ABOUT DOING SOME HARDY STYLE HOUSES OR COTTAGE STYLE HOUSES WITH MORE FARMHOUSE LOOKS? AND THE CHALLENGE WITH THOSE IS THAT THE FLOOR PLANS THAT MOST OF THE BUILDERS HAVE FOR THAT ARE TYPICALLY NARROWER, WHICH FIT ON SMALLER LOTS.

AND HERE WE HAVE A PROBLEM WHERE WE WANT THE LOSS TO BE BIGGER THAN THE HOUSE HAS TO BE BIGGER.

THERE'S SMALLER HOUSES, SUB 2000 FEET.

WE SAID WE CAN'T DO STUFF TOO FAST AND FEET.

THEY ALSO INDICATED TO US THAT THE HARDIE SIDING IS A TREMENDOUS WARRANTY ISSUE FOR THEM BECAUSE IT ONLY LASTS ABOUT 10 YEARS BEFORE IT STARTS TO MOVE FALL APART.

IT STARTS TO DECAY AND NEEDS TO BE PAINTED.

SO IT ACTUALLY, AFTER 10 YEARS, THE NEIGHBORHOOD WON'T FEEL THE SAME.

THE STONE AND THE BRICK IS A HIGHER QUALITY.

AND THE HARDIE SIDING WILL START TO LOOK WORN OUT AND NEIGHBORHOOD LOCAL TIRE LOOK, BOOKS WILL LOOK TIRED INDICATE.

THE SUBDIVISION HOUSE, THE PRICE RANGES, SINGLE FAMILY HOME, SINGLE STORY HOMES RANGING FROM 350,000 TO 390,000 RANGE.

THE LARGER TWO-STORY ONES, LOW FOUR HUNDREDS TO LOW TO MID FOUR HUNDREDS.

SO THESE AREN'T JUST, YOU KNOW, BUILD THEM FOR A RENT CHEAP HOUSES.

THESE ARE GOOD QUALITY HOMES THAT WE'LL BE PUTTING IN THE COMMUNITY LITTLE FEATURES ON THE INSIDE.

I GRABBED SOME ELEVATIONS AS WHAT'S TYPICAL OF WHAT GOES INTO A QUALITY OF HOME OF THE SIZE AND STYLE.

THEY HAVE A DARK INTERIOR AND THE LIGHTER INTERIOR, UH, QUITE TRENDY, MODERN AND DOES VERY, VERY WELL.

AND THE IDEA WITH THE PD IS THAT YOU DO GET REALLY, REALLY HIGH DENSITIES.

AND OUR AVERAGE OF THE HOME SIZE THAT WE HAVE A MINIMUM OF 2000 SQUARE FEET IS LARGER IN SQUARE FOOTAGE THAN THE MINIMUM STANDARD ZONING AND CEDAR HILL.

SO WE ARE A LITTLE BIT LARGER HOUSE, EVEN THOUGH WE HAVE A BUNCH OF SMALLER LOSS, WE DIDN'T, WE GAVE UP ALL THE FOURTEENS AND THE SMALLER ONES THAT ARE HONESTLY A LITTLE BIT MORE PROFITABLE.
