AND SO THEY'RE HERE TO PROVIDE YOU WITH AN UPDATE ON THE DEVELOPMENT OF THAT PROGRAM, UM, WHILE THEY ARE STILL IN THE PROCESS OF, UH, DEFINING OBJECTIVES AND SO FORTH. BUT, UH, WE HAVE RECEIVED A GRANT, UH, DESOTO IS, UH, THE ADMINISTRATOR OF THE GRANT TO HELP PURSUE THIS EFFORT, UH, WITH OUR PARTNERS IN DALLAS COUNTY. UH, SECOND ITEM IS AN UPDATE ON A NEW INITIATIVE RELATED TO, UH, SUPPORTING, UH, THE LEADERSHIP AND OUR NEIGHBORS AND FRIENDS IN THE HIGHEST SOUTH SUBDIVISION. AS YOU KNOW, THERE'S BEEN A LOT OF ENGAGEMENT WITH THOMAS HAGGERTY AND HIS TEAM OF FOLKS, UH, TO, UH, BE ABLE TO GIVE A LOT OF CONCENTRATED EFFORT ON THE NEEDS AND THE OPPORTUNITIES FOR IMPROVEMENTS IN THAT SUBDIVISION AND OUR NEIGHBORHOOD SERVICES DEPARTMENT HAS BEEN WORKING VERY CLOSELY WITH THEM, AS WELL AS MEMBERS OF THE CITY COUNCIL. WE HAVE A SET OF PLANS WE'D LIKE TO BRING TO YOU TO GO FORWARD, AND THERE'LL BE, UM, LAYING THOSE OUT IN FRONT OF YOU TODAY. AND THEN FINALLY, UH, THE, UH, THE FINAL, UH, BRIEFING FOR TONIGHT IS, UH, AN UPDATE ON THE IMPLEMENTATION OF WHAT HAS BEEN A COUNCIL INITIATIVE. AND THAT IS THE ENHANCEMENT OF OUR TRASH SERVICES, UH, TO INCLUDE AT YOUR DOOR HOUSEHOLD HAZARDOUS WASTE COLLECTION. AS YOU KNOW, NOW QUARTERLY PEOPLE HAVE TO SIGN UP, HOPEFULLY BE ABLE TO GET THERE [00:05:01] BEFORE THE DUMPSTER GETS FULL AND OR WAIT FOR ANOTHER THREE MONTHS. NOW, THERE WILL BE A PROCESS FOR CITIZENS, JUST MAKE A PHONE CALL AND PUT IT OUT ON THEIR PORCH AND VOICE MANAGEMENT WILL COME AND PICK IT UP. SO THIS IS A GROUP OF INDIVIDUALS WHO MINISTERS AND STEWARDS, UM, OUR POLICE DEPARTMENT AND PEOPLE THAT THE POLICE DEPARTMENT THEN COME ACROSS AS WELL AS OTHER, UM, OTHER OPPORTUNITIES WITHIN THE CITY FIRE DEPARTMENT AND SO FORTH FOR WHERE THE NEED OF A CHAPLAIN AND SPIRITUAL ASSISTANCE, UH, UH, IS, UH, IS NEEDED. SO WE APPRECIATE ALL THE HOURS THAT THEY VOLUNTEER. WE'RE LOOKING FORWARD, UH, THE CHIEFS WEARING THEM IN FOR TONIGHT. UH, SECOND ITEM IS A PROCLAMATION RECOGNIZING, UH, THE NEWMAN INTERNATIONAL ACADEMY FOOTBALL TEAM FOR BEING THE 2021 TEXAS CHRISTIAN ATHLETICALLY CHAMPIONS FOR THIS YEAR. UH, CINDERELLA HAS HOSTED A NUMBER OF FOOTBALL CHAMPIONS OVER THE YEARS, AND IT'S NICE TO ADD NEWMAN, UH, TO THAT LIST. WE HAVE THREE PUBLIC HEARINGS TONIGHT RELATED TO DEVELOPMENT. ONE IS THE PUBLIC HEARING CONSIDERING A ZONING CHANGE FROM LOCAL RETAIL TO PLAN DEVELOPMENT, UH, FOUR TOWNHOMES ON THE SOUTHEAST SIDE OF JOE WILSON AND BELTLINE ROAD BY HER FINE'S COMMUNITIES. UH, THE SECOND ONE IS A CONDITIONAL USE PERMIT FOR A GENERAL MERCHANDISE STORE FOR A COFFEE SHOP THAT WILL BE IN THE SAME AREA. THIS ONE WILL BE MANAGED BY DUTCH BROTHERS. UH, AND THEN THE THIRD ITEM FOR TONIGHT WITH THE PUBLIC HEARING IS, IS THERE AN APPLICATION FOR A CHANGE OF ZONING FROM RURAL RESIDENTIAL TO PLAN DEVELOPMENT FOR A SINGLE FAMILY, RESIDENTIAL DEVELOPMENT ON SOUTH DUNCANVILLE ROAD, ROUGHLY SOUTH OF THE BEAR CREEK SUBDIVISION. UH, THEN WE HAVE CITIZENS FORUM. THEN WE HAVE A NUMBER OF ITEMS UNDER THE CONSENT AGENDA, INCLUDING THE ADOPTION OF SEVEN OF THE 2018 INTERNATIONAL BUILDING CODES. AS YOU KNOW, YOU'VE RECEIVED BRIEFINGS ON THIS IN THE PREVIOUS MEETINGS, AND IT HAS THE ENDORSEMENT OF YOUR BUILDING APPEALS AND ADVISORY BOARD. UM, ALSO THE APPROVAL, UM, OF YOUR ASPHALT STREET IMPROVEMENT PROGRAM, UH, FOR THE NEXT FEW MONTHS, UM, AN AGREEMENT RELATED TO GEO-TECH, UH, DEVELOPMENT FOR DEVELOPMENT, UM, A SITE PLAN ASSOCIATED WITH A NEW INDUSTRIAL DEVELOPMENT AT MOUNT LEBANON ROAD AND HIGHWAY 67 AND AN ADDITIONAL SITE PLAN FOR ANOTHER INDUSTRIAL DEVELOPMENT, JUST NORTH OF KCK ON, UH, HIGHWAY 67 AS WELL. UH, 2022 IS OUR COMMUNITY SURVEY YEAR. WE DO IT EVERY OTHER YEAR. SO THE CONTRACT TO BE ABLE TO INITIATE THE CITIZEN SURVEY WILL IS ALSO ON CONSENT AS WELL AS ACCEPTANCE OF A $750,000 GRANT FROM TEXAS PARKS AND WILDLIFE TO ASSIST US IN THE, UM, IN THE FUNDING OF OUR BRAND NEW POOL AT VIRGINIA, WE WERE PARKED FOUR TIMES ON REGULAR AGENDA TONIGHT, INCLUDING, UH, AUTHORIZING THE MAYOR TO PROVE A CONSTRUCTION CONTRACT FOR PHASE ONE OF DOWNTOWN STREET IMPROVEMENTS. SOMETHING THAT HAS BEEN HIGH ON THE COUNCIL'S PRIORITY LIST FOR SEVERAL YEARS. WE'RE EXCITED TO KICK THAT OFF ITEM TWO IS TO AUTHORIZE THE MAYOR, TO EXECUTE AN AGREEMENT WITH BALFOUR BEATTY CONSTRUCTION, TO BE OUR CONSTRUCTION MANAGER AT RISK, AND TO PROVIDE PRE-CONSTRUCTION SERVICES FOR OUR NEW LIBRARY AND OUR LIBRARY AND OUR SIGNATURE PARK PROJECT. JUST NEXT DOOR TO THIS BUILDING HERE, UH, ITEM C AND D ARE TO CONSIDER CASTING VOTES FOR REPRESENTATIVES ON THE DALLAS CENTRAL APPRAISAL DISTRICT BOARD AND THE ELLIS APPRAISAL DISTRICT BOARD OF DIRECTORS FOR THE NEXT TERM. YES. UM, CAN EVENING LADIES? MY NAME IS RAVEN . I'M A LICENSED PROFESSIONAL COUNSELOR AND I SERVE AS OUR REGIONAL, UM, CARE TEAM PROGRAM MANAGER OR REGIONAL EFFORTS. AND I'M HERE WITH LIEUTENANT MELISSA FRANKS. SHE SERVES AS OUR COORDINATOR FOR THE TEAM. I KNOW YOU'LL HAVE OUR PRESENTATION. I'M NOT SURE IF THERE'S A BIG GREEN BUTTON. THAT WOULD BE IT. UM, SO I'M GOING TO GIVE YOU OUT SOME BRIEF BACKGROUND AND KIND OF WHERE WE'RE AT WITH THE PROGRAM RIGHT NOW AND WHAT OUR REGIONAL INTENT IS WITH, UH, THE CITY OF CEDAR HILL. SO WE DID RECEIVE THE, UH, DALLAS COUNTY, NEW DIRECTIONS, PUBLIC SAFETY GRANT TO ADDRESS, UM, BOTH CRIMINALIZATION, MENTAL HEALTH, POVERTY, HOMELESSNESS, ALL, ALL USING ALTERNATIVES TO POLICE RESPONSE INSTEAD OF OUR INCARCERATION AND MORE APPROPRIATELY TO MEET THE NEEDS OF YOUR COMMUNITY. UM, MELISSA [00:10:01] HERE ACTUALLY WROTE THE GRANT AND THAT WE WERE, UH, RECEIVED, UH, IT WAS A $1.9 MILLION GRANT TO START THIS INITIATIVE. UM, IT'S LED BY A POLICE OFFICER TEAM LEAD WORKING ALONGSIDE MEDICAL PERSONNEL, SOCIAL WORKER, LICENSED PROVIDER, UH, PERSONNEL VICTIMS, ASSISTANCE COORDINATOR AS WELL WITH OUR ADMINISTRATIVE TEAM TO, TO CORPORATE THIS EFFORT, OUR PRIMARY PROJECTIVES OUR PREVENTION AND POSTVENTION SERVICES, OR FOLLOW UP ACTIVITIES, UM, PROVIDING AND IDENTIFYING APPROPRIATE RESOURCES FOR THE COMMUNITY AND LESSENING THE FREQUENCY AND BEING ABLE TO DIVERT, UM, OUR INDIVIDUALS IN NEED FOR EMERGENCY RESPONSE. WE DID CONSIDER WHAT THAT WOULD LOOK LIKE, UH, WITH OTHER PROGRAMS THAT ARE IN OUR AREA. I'M SURE A LOT OF YOU HAVE HEARD THE INITIATIVES IN OTHER AREAS IN TEXAS WITH 9 1, 1 RESPONSE AND HAVING SOCIAL WORKERS DEPLOY ALONGSIDE, UM, OUR POLICE. UM, WE'VE DONE SOME FIGURES WITH THE $1.9 MILLION THAT WE RECEIVED FOR THIS TEAM ALONE TO HAVE ONE SOCIAL WORKER PER THE FIVE CITIES THAT WE'RE LOOKING FOR, OUR REGIONAL, FOR THE BEST SOUTHWEST WOULD COST EXACTLY THE SAME TO HAVE ONE SOCIAL WORKER DEPLOY FOR YOUR CITY. THAT MEANS THAT YOU'D HAVE ONE PERSON ON SCHEDULE AT ALL TIMES. THEY'D HAVE TO GO OUT WITH AN OFFICER AND YOU WOULDN'T BE ABLE TO DEPLOY TWO OR MORE ISSUES AT ONCE. THAT WOULD BE ONE INDIVIDUAL, AND IT WOULD TAKE THE WHOLE GRANT WITH THIS INITIATIVE. WE WERE ABLE TO REDIRECT THOSE FUNDS TO A MORE ROBUST TEAM, TO HAVE PERSONS THAT HAD MULTIDISCIPLINARY, UM, OBJECTIVES, TO BE ABLE TO DO TREATMENT TEAMING AND BE ABLE TO MEET THE COMMUNITY'S NEED AND MOST VULNERABLE PLACE, WHICH IS THAT FOLLOW-UP AFTER CRISIS HAPPENS AND PREVENTING THE NEED TO ACTUALLY ACCESS EMERGENCY SERVICES IN THE FIRST PLACE. WE KNOW THAT NINE ONE IS GOING TO BE THERE. IT'S GOING TO BE THAT EMERGENT SERVICE, BUT HOW DO WE SUPPORT TO STOP UTILIZING THAT SERVICE AS THE MOST CRITICAL POINT? AND HOW DO WE MAKE SURE THAT THE COMMUNITY CAN REINTEGRATE APPROPRIATELY? SO THEY'RE NOT NEEDING TO USE THAT SERVICE EACH TIME WITH THAT NOTE OF THIS, THE SAME FUNDING. WE WANT TO MAKE SURE THAT THAT'S VERY CLEAR THAT THIS DOESN'T EVEN INCLUDE SUPERVISION OR LIABILITY INSURANCE FOR THE SOCIAL WORKERS THAT WOULD HAVE BEEN NEEDED FOR THIS TYPE OF NINE 11 RESPONSE. UM, AND THIS AREA IS ACCESS TO THE POOL OR THE CANDIDATE POOL FOR SOCIAL WORKERS IS ACTUALLY QUITE SMALLER COMPARED TO OUR COMMUNITIES LIKE AUSTIN OR THE CENTER OF DALLAS. THEY HAVE AN ACCESS TO A LARGER POOL. IT'S VERY DIFFICULT TO HAVE EVEN 21 TO COVER THE NEEDS THAT WE WOULD HAVE FOR THIS TYPE OF REGIONAL TEAM AND THE LACK OF LBJ SUPPORT FOR THIS AREA. FOR EXAMPLE, I'M FROM THE AUSTIN AREA, AND I'M NOT SURE IF MANY OF Y'ALL ARE FAMILIAR, BUT INTEGRAL CARE IS THE MHA FOR THAT AREA. THEY'RE THE ONLY ELEMENTARY IN THE STATE OF TEXAS THAT HAS ONE COUNTY TO SERVE. UM, I ACTUALLY WORKED FOR THE STATE OF TEXAS PRIOR TO COMING FROM HERE. AND IT'S A VERY UNIQUE DYNAMIC. IT MEANS THAT THEY PULL ALL OF THEIR RESOURCES. THE STATE GIVES THEM TO THAT ONE COUNTY, ONE COUNTY ALONE, AND THEY'RE ABLE TO WORK DIRECTLY WITH THAT COUNTY JUST TO SERVE THAT ONE COMMUNITY. WE KNOW THAT METRO CARE SERVES SEVEN COUNTIES, AND SO THEIR FUNDS ARE SPREAD A LOT THINNER. AND SO THEY DON'T HAVE THE RESOURCES TO PULL BACK INTO OUR INDIVIDUAL SMALLER OUTLYING CITIES AND COUNTIES AROUND. WE ALSO WANTED TO TAKE A NEW APPROACH. WE WANTED TO MAKE SURE THAT WE WERE DECREASING THE NEED FOR EMERGENCY SERVICES. AND WE WANTED TO ENHANCE THE TRAINING THAT WE HAD FOR INDIVIDUALS IN THE FIELD, OUR CIT AND OUR MENTAL HEALTH OFFICERS. WHAT WE'VE ALSO LEARNED IS THAT USING A SOCIAL WORKER IN A DEPLOYMENT FOR A NINE 11 RESPONSE ACTUALLY REINFORCES THE NEED TO CALL NINE 11. IF I KNOW THAT I'M A HIGH UTILIZER OF SERVICES, I NEED A LOT FROM THE COMMUNITY AND I CAN CALL 9 1 1, AND I GET A SOCIAL WORKER TO COME TO MY HOME. THERE'S A LOT MORE, UM, ABILITY TO CALL THAT NINE 11 AGAIN, TO GET THAT NEED MET. WE WANT TO MAKE SURE THAT ON THE GROUND AND THOSE FOLLOW-UP SERVICES, WE'RE MEETING THEIR NEED APPROPRIATELY WITHOUT EMERGENCY SERVICES. AND SO THAT'S WHY IT'S REALLY IMPORTANT FOR THE DYNAMIC OF THIS TEAM. ALSO AS A FIRST RESPONDER FOR 17 YEARS IN THIS COMMUNITY, UM, WHEN WE RESPOND TO MENTAL HEALTH EMERGENCIES, WE ONLY HAVE A FEW OPTIONS AT OUR DISPOSAL. AND SO EVEN CO DISPATCHING WITH A SOCIAL WORKER IS NORMALLY NOT GOING TO OPEN UP THOSE OPTIONS WHEN WE DO PREVENTION AND WE DO FOLLOW UP ACTIVITIES THAT OPENS UP ALL OF OUR OPTIONS TO ACTUALLY MEETING THE NEEDS THAT ARE THERE, BECAUSE WE ACTUALLY GET TO KNOW THOSE PEOPLE GET TO KNOW THEIR SUPPORT SYSTEMS. WE GET TO SEE WHAT OTHER NEEDS DO THEY HAVE THAT ARE KEEPING THEM MAYBE FROM ACCESSING MENTAL HEALTH CARE IN THE FIRST PLACE. AND WHY ARE THEY CALLING 9 1 1 ALL OF THE TIME IN ORDER TO GET THAT? SO THIS IS REALLY ALSO ABOUT OPENING UP THE VARIETY OF OPTIONS THAT WE HAVE TO HELP PEOPLE WHO HAVE MENTAL HEALTH ISSUES. ABSOLUTELY. SO OUR MAIN GOAL IS WE WANT TO DEFINITELY ESTABLISH OUR REFERRAL PROCESS, NOT ONLY WITH OUR LAW ENFORCEMENT, WITH EACH OF OUR REGIONAL CITIES, BUT ALSO WITH OUR, UH, COMMUNITY HOSPITALS. WE HAVE TWO THAT ARE IN THE CITY OF DESOTO THAT I KNOW A LOT OF OUR REGIONAL AREA UTILIZES STAFF'S BEHAVIORAL HEALTH AND HICKORY TRAILS ON MAKE SURE THAT, THAT INFORMATION WITH THEM, WE HAVE A REFERRAL FOR THEM, MAKE SURE THAT THOSE INDIVIDUALS REINTEGRATE THE COMMUNITY APPROPRIATELY WITH THE REFERRALS AND THE RESOURCES THEY NEED TO SUCCESSFULLY REINTEGRATE WITHOUT CLOSING THAT LOOP AGAIN. SO OUR TEAM STRUCTURE, AS IT'S DEVELOPING LAW ENFORCEMENT. SO WE'RE ASKING THAT EACH THE STATE PARTICIPATING CITY PROVIDES ONE FULL-TIME OFFICER. THIS OFFICER WILL ACTUALLY FUNCTION AS OUR TEAM LEAD. THERE ARE BOOTS ON THE GROUND. THERE ARE INDIVIDUALS WHO ARE WRITING OUR APLS, THEY'RE SEEING WHAT'S HAPPENING IN THE COMMUNITY, WHAT OUR BEHAVIORAL HEALTH NEEDS ARE. AND THIS SALARY FOR THIS POSITION WILL BE REIMBURSABLE DURING THAT GRANT YEAR. AND THAT GRANT YEAR STARTS IN MAY. SO IT'LL BE MAY OF NEXT YEAR THROUGH THE FOLLOWING APRIL, THAT'S A FULLY REIMBURSABLE SALARY WITH THE PARTICIPATION OF THE PROGRAM. WHAT WE PROVIDE IN RETURN IS A LICENSED SOCIAL SERVICE PROVIDER FOR YOUR COMMUNITY. UM, THEY ARE THROUGH OUR PARKLAND CONTRACT, THEY'RE GOING TO BE LMSW OR LCSW, AND THEN WE WILL CONTINUE TO EVALUATE THE NEED FOR AN EXPANSION OF THEM. SO WE DO HAVE ENOUGH TO SUPPORT OUR CITIES, BUT IN THE EVENT THAT WE NEED MORE THAN ONE FOR EACH CITY, DO WE NEED MORE OF A TEAM? DO WE NEED A DIFFERENT SPECIALTIES? DO WE NEED INDIVIDUALS WHO SPECIALIZE IN YOUTH OR SUBSTANCE USE? UM, ADULT, ALL OF THE DIFFERENT SPECIALTIES WILL BE ABLE TO CRAFT THE TYPE OF SOCIAL WORKER TEAM THAT WE NEED TO SUPPORT WHATEVER THE NEEDS ARE FOR YOUR COMMUNITY. WE ALSO PROVIDE THE MEDICAL SUPPORT PERSONNEL. SO THAT COULD BE FIREFIGHTER RESCUE, WHICH, UM, WE ARE WORKING WITH, UM, WITH OUR TEAM TO PROVIDE ANOTHER ONE. WE DO NOT HAVE ONE ON THE TEAM AT THIS TIME. IT COULD BE A PARAMEDIC, LICENSED VOCATIONAL NURSE COULD BE AN RN. WE WANT TO MAKE SURE THAT WE HAVE BOTH EMERGENCY MEDICAL PERSONNEL AND WE HAVE MAINTENANCE, UM, MEDICAL PERSONNEL. SO INDIVIDUALS WHO KNOW MEDICATION MANAGEMENT WHO KNOW HOW TO GET INTO THE HOMES AND MAKE SURE THEY'RE TAKING THE RIGHT MEDICATIONS AT THE RIGHT TIMES AND UNDERSTAND, UH, COMORBIDITIES WITH OTHER MEDICAL CONCERNS THAT COULD BE AFFECTING OUR, OUR POPULATION. AND AGAIN, WE'LL EVALUATE THE NEED FOR CONTINUING MORE THAN ONE OF THOSE ACCESSIBLE EACH CITY AS WELL, VICTIM'S ASSISTANCE COORDINATOR. SO IF YOU HAVE A VICTIM'S ASSISTANCE COORDINATOR WITHIN THE CITIES OF OUR FIVE, THAT WE'RE ASKING THAT POSITION IS ACTUALLY REIMBURSABLE AS WELL. IF THEY'RE WITH A TEAM HERE ON OUR REGIONAL CARE TEAM, IF THEY'RE COMING WITH US AND THEY'RE WORKING ON THE TEAM THAT PHYSICIANS REIMBURSABLE AS WELL RIGHT NOW, WE DO HAVE A CENTRALIZED LOCATION. WE HAVE COME INTO A CONTRACT WITH A SCHOOL INSIDE OF THE CITY OF DESOTO IT'S PREVIOUSLY NORTHSIDE ELEMENTARY. AND WHAT THAT'S GIVEN US IS AMPLE SPACE FOR TEAM GROWTH. SO WE HAVE ENOUGH SPACE WITHIN THAT FACILITY FOR ALL FIVE CITIES TO EACH HAVE AN OFFICER TO HAVE ALL OF THEIR EMPLOYEES ALL IN ONE SPOT. IT GIVES US ACCESS FOR CLIENT WALK IN A SAFE LOCATION. WE HAVE ALL OF THE IT'S SET UP FOR US TO BE ABLE TO TAKE IN A CLIENT WALK-INS OR APPOINTMENTS, THEIR EXPANSION OF SERVICES, SOCIAL SERVICES. SO WE WOULD LIKE TO PLAN TO HAVE CLASSES AND, AND OTHER OPPORTUNITIES FOR INDIVIDUALS. SO THAT CAN BE PARENTING CLASSES THAT COULD BE GRIEF COUNSELING SESSIONS. WE HAVE ENOUGH SPACE AND CAFETERIA AND AUDITORIUM AREAS TO BE ABLE TO PUT ON CLASSES FOR OUR COMMUNITY. AND ALSO IT GIVES US AN INTERNAL CITY SPACE FOR TRAINING. UM, WE DO HAVE, UM, A VIRTUAL REALITY SET. I'LL LET YOU TALK A LITTLE BIT ABOUT THAT, THAT WE PURCHASE THROUGH THE GAP GRANT TO BE ABLE TO WORK WITH OUR OFFICERS, TO GIVE THEM A MORE REALISTIC APPROACH, UM, FOR CIT INTERVENTION. SO I'M A CRISIS INTERVENTION AND DEESCALATION INSTRUCTOR FOR THIS AREA, FOR THE POLICE OFFICERS. UM, WHAT THIS IS GOING TO ALLOW US TO DO THROUGH THIS GRANT IS WE HAVE VIRTUAL REALITY EQUIPMENT. SO TRAINING IS ONLY SO GOOD AS YOU GET TO LAY YOUR HANDS ON IT AND GET TO ACTUALLY DO AND EXPERIENCE AND THAT SORT OF THING. AND THAT'S NEVER MORE CRUCIAL THAN WITH THE ESCALATION OF CRISIS INTERVENTION SKILLS. SO THAT'S LARGELY INTERACTION, SAFE INTERACTIONS WITH PEOPLE WHO MAY NOT BE THINKING LOGICALLY AT THAT TIME. SO, UM, THAT VIRTUAL REALITY EQUIPMENT WILL ALLOW US TO ACTUALLY PUT OFFICERS IN THEIR, THOSE SITUATIONS, ALLOW THEM TO TEST OUT THEIR SKILLS FOR US TO HONE THEIR SKILLS SO THAT THEY'RE ABLE TO DO THAT IN A SAFE WAY THAT IS REALLY APPROPRIATE FOR THE PERSON. AND THIS ISN'T LIKE A PRE SET UP VIRTUAL REALITY. THIS IS ACTUALLY THE INSTRUCTOR INSTRUCTOR AS PART OF OUR TRAUMA. THEY CAN SPEAK AS IF THEY'RE THE CLIENT. THEY CAN CHANGE THE SCENARIO. MY EXPERIENCE, HER EXPERIENCE IS SO YOU, YOU PUT ONE IN, YOU GET A WEALTH BACK TO YOUR COMMUNITY OF ACCESS OF DIFFERENT MULTI-DISCIPLINARY. SO THEY CAN STILL ONLY TAKE TO JAIL, TAKE TO THE HOSPITAL OR LEAVE IN PLACE. THEY DON'T HAVE A LOT OF THOSE OPTIONS TO LOOK AT IN THAT MOMENT. WHEN A PERSON GOES TO THE HOSPITAL, IT'S PROBABLY GOING TO BE AT LEAST 24 HOURS, MAYBE LONGER THAT THEY'RE GOING TO BE IN THE HOSPITAL ANYWAYS, BEFORE ANY KIND OF HELPFUL FOLLOW-UP CAN BE DONE. AND AS ALWAYS, WE START ALL OF OUR PROGRAMMING AND OUR WORK PLANS AS IT RELATES TO OUR DEPARTMENTS WITH CITY COUNCILS, VISION, MISSION, AND VALUES, AND IN THIS PARTICULAR CASE FOR PURSUING PREMIERE AND CLEAN, ENGAGED COMMUNITY AND EXCELLENT, SAFE, AND EFFICIENT INFRASTRUCTURE. SO OVER THE LAST SEVERAL MINUTES, WE'VE BEEN MEETING WITH, UH, SEVERAL NEIGHBORHOOD LEADERS WITHIN THE HIGHLAND SOUTH NEIGHBORHOOD. THEY HAVE COME TO US WITH SEVERAL CONCERNS TO INCLUDE CODE ENFORCEMENT ISSUES, LANDSCAPING, BEAUTIFICATION, ENHANCEMENT REQUESTS, AND SOME STREET LIGHTING CONCERNS WITH THIS INFORMATION. UM, WE HAVE MET WITH SEVERAL DEPARTMENTS AS IT RELATES TO THESE CONCERNS. UM, CODE ENFORCEMENT, PUBLIC WORKS, PARKS DEPARTMENT, AND NEIGHBORHOOD SERVICES DEPARTMENT. SO WITH ALL THESE DEPARTMENTS THAT I MENTIONED, WE FACTOR IN, UM, THESE PRIORITIES ON OUR RESPONSE. UH, FIRST BEING PEOPLE IN RELATIONSHIPS, UM, WE ARE CONNECTING WITH RESIDENTS AND PROPERTY OWNERS. IT COULD BE AT THEIR NEIGHBORHOOD MEETINGS, CRIME WATCH MEETINGS AT THEIR BLOCK PARTY EVENTS. UM, WE ARE ALSO NOT ONLY ARE WE ENGAGING, BUT WE'RE ALSO EMPOWERING NEIGHBORHOOD LEADERS TO ENGAGE WITH THEIR RESIDENTS OR ENGAGE WITH OTHER NEIGHBORHOOD LEADERS IN OTHER NEIGHBORHOODS. SO WE'RE GIVEN THE THOSE TOOLS TO DO THAT AS WELL. AND THEN ALSO LEADING INTO NEIGHBORHOOD REVITALIZATION WITH IMPROVED AESTHETICS AND, UM, INCREASED NEIGHBORHOOD PRIDE WITHIN THEIR NEIGHBORHOOD. SO AS YOU MAY REMEMBER, WE, UH, CODE ENFORCEMENT IMPLEMENTED OPERATION CLEAN SWEEP IN 2010. UM, THIS PROGRAM ALLOWS FOR PROPERTY BY PROPERTY CODE COMPLIANCE, CHECK A COMPREHENSIVE INSPECTION OF THE PROPERTIES IN THE NEIGHBORHOOD, AND ALSO GIVES US ANOTHER OPPORTUNITY TO DEVELOP STRONGER RELATIONSHIPS WITH CITIZENS AND PROPERTY OWNERS WHILE WE'RE IN THE FIELD DOING THESE INSPECTIONS. SO, AS WE MET WITH THE HIGHLAND SOUTH NEIGHBORHOOD LEADERS, UM, THIS PROGRAM WAS BROUGHT UP AND THEY REQUESTED THAT WE HAVE THIS PROGRAM IN THEIR NEIGHBORHOOD. UM, WE MET WITH THEM, THEY WENT BACK, THEY, UH, WANTED TO SEE WHERE THEIR PRIORITY WAS, WHERE THIS NEIGHBOR, WHERE THIS PROGRAM CAN HAVE THE BIGGEST IMPACT. THEY HAVE A VERY LARGE NEIGHBORHOOD. AND WHEN WE MET, THEY SUGGESTED THAT WE FOCUS ON THIS AREA HERE, HIGHLIGHTED IN PURPLE AND IT'S, UM, THE AREA JUST SOUTH OF KENYA, WEST OF HIGHLAND DRIVE, UM, MORE KNOWN, COMMONLY KNOWN AS THE QUAD HOMES THERE. AND THEN THOSE PROPERTIES SOUTH OF WEAVER ARE ALL DUPLEXES. SO THAT'S SEVERAL, UH, BLOCKS OF DUPLEXES THERE AS WELL. IT'S 384 PROPERTIES JUST IN THIS SMALL AREA. SO THE NEIGHBORHOOD LEADERS THERE ALSO HAVE OFFERED TO DO A DOOR TO DOOR CAMPAIGN THEMSELVES. SO MAYBE THEY'LL COME IN BEHIND US AND THEY WILL TAKE THAT AS AN OPPORTUNITY TO MEET THEIR NEIGHBORS, MAYBE OFFER ASSISTANCE IF THEY NEED ASSISTANCE TO COME INTO COMPLIANCE. AND THEN MOVING ON WITH THE STREET LIGHTING CONCERNS WITH PUBLIC WORKS DEPARTMENT, UM, BACK IN 2012, THE, UM, THE AIR AREA, UM, NO, THE ONES ABOVE WEAVER ARE THE QUAD HOMES. UM, BUT CURRENTLY THE PUBLIC WORKS DEPARTMENT IS WORKING WITH ENCORE ON A PHASED APPROACH TO CHANGE OUT ALL OF THE OLD LIGHT BULBS IN THEIR, UH, STREET LIGHTS TO THE NEW LED LIGHTS. AND THEY HOPE THAT THEY CAN HAVE THAT COMPLETED OVER THE NEXT YEAR. AND THEN ANOTHER PROGRAM WITHIN THE HIGHLAND SOUTH NEIGHBORHOOD, UM, IS THE SAFE ROUTES TO SCHOOL PROGRAM. THIS IS ACTUALLY, UM, CITYWIDE, BUT, UM, TO BE COMPLETED, HOPEFULLY BY AUGUST OF 2022, OUR TWO SIDEWALKS TO BE INSTALLED IN THE HIGHLAND SOUTH NEIGHBORHOOD. UH, THERE'S A SIDEWALK WEST SIDE OF HIGHLAND DRIVE JUST SOFT BELTLINE. IT'S, UH, THE ONE THERE ON THE LEFT. AND THEN ON THE EAST SIDE OF SIMS DRIVE ACROSS FROM HIGHLANDS ELEMENTARY, THERE'S A SIDEWALK THAT WILL BE INSTALLED THERE AS WELL. AND THEN WITH THE PARKS DEPARTMENT RESPONSE AND APPROACH. SO I'M ALSO MENTIONING PROGRAMS THAT WE'VE DONE OVER THE LAST SEVERAL YEARS. SO AS YOU REMEMBER, IN 2017, THERE WAS $700,000, UM, PUT BACK INTO THE HIGHLAND SOUTH PARK, UM, WITH PARK IMPROVEMENTS AND ENHANCEMENTS. THIS INCLUDES A NEW TRADITIONAL PLAYGROUND WITH THE FALL PROTECTION SERVICE SURFACE TRAIL ENHANCEMENTS, THE PAVILION LANDSCAPING AND IRRIGATION PACKAGE. AND, UM, AS YOU PROBABLY REMEMBER, THE PLAYGROUND AND THE TRAIL WAS ACTUALLY SELECTED BY NEIGHBORS THROUGH, UH, DURING A PUBLIC INPUT SESSION. AND THEN IN 2018, UM, WHEN ALL THE SIGNS WERE REPLACED THROUGHOUT THE CITY, THIS PARTICULAR SIGN IN HIGHLAND, SOUTH PARK WAS INSTALLED. AND THEN, UM, SOME CONCERNS THAT WERE BROUGHT FROM THE NEIGHBORHOOD AS WELL IS THIS MEDIAN LANDSCAPE. UH, THIS MEDIAN HERE WITH LANDSCAPE IMPROVEMENT AND THE PARKS DEPARTMENT IS PROPOSING, UM, SOME IMPROVEMENTS TO THIS PARTICULAR AREA IT'S ON HIGHLAND DRIVE, JUST OFF OF BELTLINE TO INCLUDE IRRIGATION AND ENHANCED LANDSCAPING IN THE MEDIAN. AND THEN THE NEIGHBORHOOD SERVICES RESPONSE. UM, OVER THE LAST SEVERAL MONTHS, WE HAVE BEEN WORKING WITH THEM ON, ON WAYS WE CAN GET THEIR NEIGHBORHOOD ENGAGED. IT'S STILL THE NUMBER ONE METHOD RESIDENTS USE TO GET CITY INFORMATION EXPECT AT LEAST ONE MORE AT YOUR ARTICLE NEXT YEAR. SO WE'LL DO THE NEXT STEPS. IT'S ALREADY SET UP IF THIS SELECT MODAL, FOR INSTANCE, THE RESIDENTS, THE RESIDENT WILL BE DIRECTED TO THE FOUR EASY STEPS OF THE PROGRAM. WE WILL CONTINUE TO CREATE ENGAGEMENT OPPORTUNITIES WITH OUR COMMUNITY BECAUSE DEVELOPING RELATIONSHIPS WITH OUR COMMUNITY IS A CORE VALUE.
