IT'S GREAT TO SEE EVERYBODY, UH, THIS EVENING, UM, ENJOY THE DRY WEATHER WHILE YOU CAN, BECAUSE I THINK WE'RE ABOUT TO GET FOUR OR FIVE DAYS OF A SHOWERS OF ONE FORM OR ANOTHER.

UH, WE NEEDED, UH, GRASS IS GETTING A LITTLE BIT DRY, SO, UH, WE'LL BE GLAD TO HAVE IT, BUT WE'RE GOING TO HAVE IT FOR, IT LOOKS LIKE THE REST OF THE WEEK.

WE'VE GOT THREE ITEMS. ONE OF THOSE ITEMS, IF WE RUN OUT OF TIME IS ACTUALLY ASSOCIATED WITH AN AGENDA ITEMS. WE'LL SWITCH IT OVER THERE.

UH, BUT I REALLY WANT TO BEGIN BY ASKING A DEPUTY CITY MANAGER OR MELISSA.

NOW THAT'S COMING IS TO GIVE YOU AN UPDATE ON, UM, THE DELIVERY METHOD THAT WE'RE LOOKING AT FOR THE DELIVERY OF THE LIBRARY AND THE, UM, SIGNATURE PARK AS IT IS REALLY KIND OF THE NEXT STEP IN OUR PROCESS.

AND, UH, WE, UH, WOULD LIKE TO GIVE YOU A BRIEFING ON THAT GOOD AFTERNOON, GOOD EVENING, MAYOR AND CITY COUNCIL.

IT'S A PLEASURE TO BE HERE WHEN I GIVE YOU A BRIEFING.

AS CITY MANAGERS SAID ON THE LIBRARY PARK, A METHOD OF CONSTRUCTION, EACH OF YOU HAVE A DOCUMENT IN FRONT OF YOU THAT WILL KIND OF LAY OUT EXACTLY WHAT WE'RE GOING TO TALK ABOUT TODAY, BECAUSE THIS IS A SIGNIFICANT CHANGE.

UM, AS YOU KNOW, IN 2017, THE BOND WAS VOTED ON BY OUR CITIZENS.

AND SHORTLY AFTER WE PROCURED A BOND PROJECT MANAGER, AND WE TALKED ABOUT VARYING WAYS OF CONSTRUCTION METHODS.

AND AT THE TIME DESIGN BID BILL WAS THOUGHT TO BE THE MOST ECONOMICAL WAY OF DELIVERING A PROJECT AND IN A COMPETITIVE WAY, OF COURSE, AS YOU KNOW, OUR MARKET HAS CHANGED, LABOR MARKET HAS CHANGED.

COMMODITIES MARKET HAS CHANGED, AND YOU HAVE ASKED US TO DELIVER THE PROJECT ON TIME AND IN BUDGET.

AND WE HAVE FELT THAT PRESSURE, UH, WE THANK YOU FOR THE REVISED BUDGET, BUT WE ALSO LOOKED AT CONSTRUCTION METHODS IN ORDER TO HELP TO MAKE SURE THAT THE PROJECT IS DELIVERED ON TIME AND WITHIN BUDGET.

WE ALSO, ALL OF THIS IS CONSISTENT WITH THE VALUES OF OUR COMMUNITY THAT IS HIGHEST ETHICAL STANDARDS, BEHAVIOR AND INTEGRITY, STEWARDSHIP, SERVANT LEADERSHIP, AND PEOPLE IN RELATIONSHIPS.

SO WE WANT TO PITCH A CHANGE FROM DESIGN BID BILL TO CONSTRUCTION MANAGER AT RISK.

WHEN I REMIND YOU THAT IN 2005 TIMEFRAME TO THE, THE, THIS BUILDING WAS GOING THROUGH THE SAME KIND OF PROCESS WITH AN ARCHITECT AND, AND THE, THE COMMODITIES IN THE WORLD CHANGED WITH KATRINA.

AND AT THAT TIME, THE, UH, PORTER WAS A PROJECT MANAGER AND THEY WENT OUT FOR RFQ FOR D UH, UH, CMR CONSTRUCTION MANAGER AT RISK.

IT'S ALMOST THE ODDLY THE EXACT SAME CIRCUMSTANCES, BUT AT DIFFERENT TIME.

UM, SO JUST WHATEVER REMINDS YOU OF THAT.

SO WE'RE GONNA WALK THROUGH THE PROCESS THAT WE WOULD GO THROUGH TO DO CMR CONSTRUCTION MANAGER AT RISK, AND CAUSE IT'S GOING TO HAPPEN PRETTY QUICKLY.

WE ARE ALMOST AT 100% DESIGN DEVELOPMENT PHASE, WHICH MEANS WE'RE GOING INTO CONSTRUCTION DOCUMENTS HERE IN OCTOBER.

SO WE GOT TO MOVE VERY QUICKLY.

UM, SO A DESIGN, A CONSTRUCTION MANAGER AT RISK FIRM TYPICALLY PERFORMS AND COMPLETE CONSTRUCTION MANAGEMENT SERVICES IN CONJUNCTION WITH THE DESIGN AND CONSTRUCTION OF THE LIBRARY AND SIGNATURE PARK PROJECTS.

THEY WILL COME ALONGSIDE US AND LOOK AT THOSE DESIGN DEVELOPMENT DOCS, THE SCHEMATIC DOCS AND THE CONSTRUCTION DOCUMENTS, AND MAKE SURE THAT THE COMMODITIES THAT ARE INCLUDED IN THOSE ARE ACTUALLY WE CAN ACTUALLY PURCHASE THEM AND THEY'RE AVAILABLE IN THE MARKET AND IT'S TIMELY.

AND THEY WILL ALSO PROVIDE US ULTIMATELY A GUARANTEED MAXIMUM PRICE, WHICH MITIGATES THE RISK ON A, THAT WE'VE BEEN TALKING ABOUT ON THE DELIVERY METHOD.

THE PROPOSED COMPETITIVE CMR PROCESS WILL BE BASED ON FROM KNOWLEDGE, EXPERTISE, AND EXPERIENCE DOING CMR WITH OTHER TYPE AND SIZE OF PROJECTS WITH OTHER CITIES AND MUNICIPALITIES AND THE CHOSEN CMR WE'LL WORK WITH CITY STAFF, PGA L AND TELE OUR ARCHITECT TEAM.

AND THEY WILL, UH, ON THE CONSTRUCTABILITY AND WITHIN

BUDGET RESTRAINTS TO ENSURE A GUARANTEED MAXIMUM PRICE IS ACHIEVED AND MAINTAINED THROUGHOUT THE PROJECT.

THE CMR WILL BE ABLE TO WORK WITH THE ARCHITECT DURING THE REMAINING DESIGN DEVELOPMENT PHASE AND INTO CONSTRUCTION DOCUMENTS OF THE PROJECT TO CONSTRUCTION, TO ANALYZE THE ARCHITECT'S DESIGN, INCLUDING THE PLANS AND SPECS, TO ENSURE THE FEASIBILITY AND CONSTRUCTION CONSTRUCTABILITY OF THE PROJECT AND THAT IT STAYS WITHIN THE BUDGET THROUGH VALUE ENGINEERING, AS NECESSARY, THE SELECTION OF CONSTRUCTION SYSTEMS AND MATERIALS, COST ESTIMATING, SCHEDULING, AND OTHER MEANS WITHOUT ADVERSELY IMPACTING THE CAPACITY AND THE QUALITY OF THE PROJECT THAT THE CITY COUNCIL HAS APPROVED.

THE CMR WILL PROPOSE A GUARANTEED MAXIMUM PRICE FOR THE CONSTRUCTION OF THE BUDGET, WHICH IS WITHIN THE APPROXIMATELY 20 MILLION CONSTRUCTION BUDGET FOR THE LIBRARY.

1.18 FFNE FOR THE LIBRARY AND 4.4 MILLION FOR THE CONSTRUCTION BUDGET FOR THE PARK THAT IS INCLUSIVE FURNITURE, FIXTURES, AND EQUIPMENT AFTER DOING THE PRE-CONSTRUCTION SERVICES.

AND PRIOR TO THE 100% SET OF CDS, IT WAS INTENDED THAT UPON SUCCESSFUL COMPLETION OF THE PRE-CONSTRUCTION SERVICES, THAT THE CMR WILL SERVE AS A GENERAL CONTRACTOR FOR THE PROJECT DURING THE CONSTRUCTION PHASE.

AND AT THAT POINT, THE CITY COUNCIL WILL HAVE A CONTRACT TO APPROVE FOR CONSTRUCTION.

THE CMR WILL WORK WITH THE ARCHITECT AND THE CITY AND REVIEW CONSTRUCTION DOCS IN PROCESS AT 30%, 60% AND 190% AND 100% LEVELS TO COMPLETION TO ENSURE THEIR FEASIBILITY AND CONSTRUCTION ABILITY OF THE ARCHITECTS DESIGN AND THAT THE COST OF THE CONSTRUCTION OF THE PROJECT IS WITHIN THE PROJECT BUDGET.

THE CMR WILL REVIEW THE PROJECT SCHEDULE AND IDENTIFY CRITICAL PATH AND LONG LEAD ITEMS. UPON COMPLETION OF THE 100% OF SET OF CONSTRUCTION DOCS, THE CMR WAS SUBMITTED A PROPOSAL OF A G G AND P GUARANTEED MAXIMUM PRICE FOR THE CONSTRUCTION OF THE PROJECT, WHICH IS WITHIN THE BUDGET.

SHOULD THE CITY EXERCISE ITS OPTION.

IT IS OUR INTENT TO EXERCISE THE OPTION.

THE CMR WILL SERVE AS THE GENERAL CONTRACTOR TO COMPLETE ALL WORK FOR THE BIDDING AND CONSTRUCTION OF THE PROJECT.

THE CMR WILL BE RESPONSIBLE FOR COORDINATION OF ALL BIDS, ADVERTISEMENT AND SOLICITATION BID PROCUREMENT SELECTION OF SUB CONSULTANTS OR TRADE CONTRACTORS AS OUTLINED THE TEXAS GOVERNMENT CHAPTER 2269, CMR WILL BE RESPONSIBLE FOR ISSUANCE OF PRE PURCHASE ORDERS FOR LONG LEAD ITEMS. IF REQUIRED, WHICH WE DO HIGHLY ANTICIPATE THEY WILL BE REQUIRED.

SO THE CITY EXERCISES OPTION, THE CMR WILL SERVE A GENERAL CONTRACTOR FOR THE 41,389 SQUARE FEET LIBRARY FACILITY, INCLUSIVE OF SITE WORK, INCLUDING LANDSCAPING, SIGNAGE, FENCING, LIGHTING, SITE UTILITIES, INCLUDING WATER SANITARY, STORM, SEWER, DETENTION, ELECTRICAL GAS, AND TELECOMMUNICATIONS, DRIVEWAYS, SIDEWALKS, AND PARKING LOTS.

AND THE CONSTRUCTION OF THE SIGNATURE PARK, INCLUSIVE OF THE HEART OF THE PARK, UH, WHICH INCLUDES THE GREAT LAWN GRAND PROMENADE THROUGH THE HEART OF THE PARK AND UP TO THE LIBRARY, SOCIAL CAFE AMPHITHEATER AND CHILDREN'S PLAY SPACES, THE CEDAR HILL ROAD PARKING LOT, AND APPROXIMATELY 1.2 MILES OF LINEAR TRAIL CONNECTING PLEASANT, RHONDA PIONEER TRAIL, AND THE, FROM THE LIBRARY PROJECT TO UPTOWN BOULEVARD, THERE ARE SOME REQUIREMENTS FOR THE CMR AND THE FIRST WILL BE THAT THEY ARE A SEPARATE LEGAL ENTITY THAT ASSUMES THE RISK OF CONSTRUCTION REHABILITATION, ALTERATION, OR REPAIR OF, UM, THE, THE FACILITY IS A GENERAL CONTRACTOR AND PROVIDES CONSULTATION TO THE CITY REGARDING CONSTRUCTION DURING AND AFTER THE DESIGN OF THE FACILITY.

ETHICAL BEHAVIOR IS ONE OF YOUR CORE VALUES.

AS A CITY, THE CITY OF CEDAR HILL WILL REQUIRE ETHICAL BEHAVIOR AND COMPLIANCE WITH THE LAW FROM ALL INDIVIDUALS AND COMPANIES WITH WHOM IT DOES BUSINESS ARCHITECTS AND ENGINEERS.

THE CITY HAS SELECTED PGAL AND TIN IKE TO PREPARE CONSTRUCTION DOCS FOR THE PROJECT AND WHO HAS FULL RESPONSIBILITY FOR COMPLYING, WHICH AFTER 10 51 SUBTITLE B OF THE TEXAS OCCUPATIONS CODE FOR ARCHITECTURE AND RELATED PRACTICES, THE CMR SELECTED WILL BE REQUIRED TO FOLLOW THE REQUIREMENTS CONTAINED WITHIN THE TEXAS LOCAL GOVERNMENT CODE CHAPTER 2269, WHICH LINES OUT THAT THEIR SUBS AND, UH, TREY CONTRACTORS FOR THE PERFORMANCE OF ALL MAJOR ELEMENTS OF THE WORK WILL BE BID OUT IN A WAY THAT IS IN COMPLIANCE WITH THE LAW.

THE CMR SELECTED WILL BE REQUIRED TO COMPLY AND REGULARLY REPORT TO CITY STAFF AND COUNCIL ON THE PROGRESS THAT THE COUNCIL IS 20% IN WBE GOAL FOR CONSTRUCTION.

DO YOU WANT TO POINT THAT OUT? YOU GUYS GAVE US AN OFFICIAL GOAL OF 20% FOR THE PROJECT.

WHAT WE'RE SAYING HERE IS 20% FOR THE CONSTRUCTION.

SO THE PROJECT IS A DIFFERENT BUDGET WITH SOFT COSTS AND EVERYTHING ELSE IN IT, BUT THIS IS 20% GOAL FOR THE PR THE CONSTRUCTION, A FIELD OFFICE WILL BE ASSEMBLED ON-SITE BY THE CMR, AND THIS WILL PROVIDE OFFICE SPACE FOR ALL OF THE TEAM REQUIRED.

AND THE CMR STAFF AT A MINIMUM WILL BE FULL-TIME ONSITE GENERAL SUPERINTENDENT, PROJECT MANAGEMENT, ET CETERA, ET CETERA.

THEY WILL PROVIDE A SCHEDULE PROPOSED FOR CONSTRUCTION FOR THE PROJECT.

THE SCHEDULE MAY BE ADJUSTED DUE TO OTHER MEANS, BUT THEY WILL PROVIDE THE COMPLETE SCHEDULE AND MANAGE THAT SCHEDULE.

UM, 125 POINTS ARE THE DRAFT.

THERE'S A DRAFT EVALUATION CRITERIA BASED ON THE FIRM AND INDIVIDUAL QUALIFICATIONS, THE NUMBER OF YEARS IN BUSINESS SIZE AND STAFFING ABILITY TO COMPLETE THE PROJECT ON TIME AND WITHIN BUDGET, UM, 30 POINTS FOR A CAPABILITY AND CAPACITY TO PERFORM THE WORK 20 POINTS FOR REFERENCES, UM, SPECIFICALLY FOR THE MEETINGS SCHEDULED AND MEETING BUDGETS AND COMMUNICATIONS AND COOPERATIONS WITH, UH, THE MUNICIPALITIES THAT THEY HAVE, OR AS REFERENCES TO END POINTS, UH, FOR THE SCHEDULE AND 25 POINTS FOR THE PROPOSED INTERVIEW, WHICH WILL BE A COMMITTEE PROCESS.

SO YOU HAVE A DRAFT TIMELINE ON THE LAST PAGE, IT'S MOVING PRETTY QUICKLY.

SO HERE WE ARE SEPTEMBER 28TH BRIEFING ON PROCESS, AND WE WOULD LIKE TO GET DIRECTION FROM YOU TO PROCEED.

IF WE GET THAT DIRECTION, WE WILL BEGIN, UM, AND INTENTIONAL ORGANIZED OUTREACH TO POTENTIAL CMRS RIGHT AWAY.

AND THAT WILL BE JULIE AND I, AND ANY OTHER STAFF MEMBER WRESTLE THAT HAVE RELATIONSHIPS WITH, UM, CONSTRUCTION MANAGER AT RISK BERMS, OCTOBER 11TH THROUGH NOVEMBER 8TH.

AND THAT IS A MONDAY THROUGH A MONDAY.

WE WILL RELEASE AN ADVERTISE THE RFQ AND THAT'S FOR FOUR WEEKS ON OCTOBER 18TH AS AN A DEMON TO THE RFQ, WE WILL RELEASE 100% DESIGN DEVELOPMENT PLANS TO THE FIRMS SO THAT THEY KNOW THE PROJECT IN DETAIL.

AND WE WANTED TO GIVE THEM A DAYS WITH THOSE PLANS AND THEN WE'LL GET THE TEAM TOGETHER, ALL THE ARCHITECTS AND THE TEAM SO THAT THEY CAN ASK QUESTIONS.

WE HAVE A DUE DATE OF OCTOBER 22ND IN WHICH THOSE QUESTIONS WILL BE DUE.

AND WE WILL RESPOND TO THOSE QUESTIONS A FEW DAYS LATER ON OCTOBER 26.

AND THEN ON OCTOBER 28TH, WE WILL HAVE A MANDATORY PRE-BID CONFERENCE AT 3:00 PM HERE IN THE CONFERENCE CHANGES.

AND WE WILL PROBABLY HAVE ANOTHER OPTION BECAUSE IF SOMEBODY'S BUSY FOR THAT ONE MANDATORY, WE WANT TO HAVE TWO OPTIONS.

WE DON'T WANT TO BE STICKLERS.

SO WE WILL PROBABLY OFFER TWO MANDATORY PRE-BID IN WHICH THEY'RE ONLY REQUIRED TO GO TO ONE NOVEMBER 8TH THROUGH 12TH.

THE COMMITTEE WILL DETERMINE THE TOP THREE FIRMS FOR INTERVIEWS AND 15TH THROUGH THE 19TH.

UM, THE COMMITTEE WILL INTERVIEW THE TOP THREE FIRMS, NOVEMBER 22ND THROUGH DECEMBER 1ST, THE CONTRACT WILL BE NEGOTIATED.

AND THEN DECEMBER 8TH OF DECEMBER 14TH, COUNCIL WILL CONSIDER A CMR CONTRACT AND PROPOSED FORM GUARANTEED MAXIMUM PRICE.

WON'T BE PROVIDED AT THAT POINT.

BUT, UH, AT A LATER POINT, ONCE WE HAVE 100%, UH, CONSTRUCTION DOCS BETWEEN NOW AND 100% CONSTRUCTION DOCS.

AND AT THAT POINT, A CONTRACT WILL BE APPROVED BY COUNCIL, RIGHT? THAT'S MY PRESENTATION.

DO YOU HAVE ANY RIGHT? UH, ANY QUESTIONS FROM THE COUNCIL? MAY I APPROACH HIM SINCE? THANK YOU.

MA'AM I APPRECIATE THE, UM, THE UPDATE AND, UM, I'M VERY FAMILIAR WITH THE CMR PROCESS BECAUSE IT WAS THE PROCESS THAT WE USE TO CONSTRUCT THIS BUILDING.

AND I'M JUST CURIOUS, UM, WHY WAS THE DESIGN BID BUILD DEEMED TO BE A BETTER PROCESS? WHAT'S THE DIFFERENCE? I MEAN, WHY WAS THAT VIEWED TO BE BETTER? AND THE CML AT THE TIME, UM, THE MARKET WASN'T AS STRAINED AND WE FELT LIKE WE WOULD GET BETTER PRICING, BUT WE ALSO FELT LIKE WE COULD FURTHER, UM, AND, AND WE CAN DO THIS IN EITHER METHOD, BUT WE ALSO FELT LIKE WE COULD FURTHER, UM, THE MWB EQUALS AND ALLOW A SMALLER FIRM TO BE A PRIME ON A POTENTIAL, NOT ON THE WHOLE PROJECT, BUT ON A PIECE OF THE PROJECT.

UM, AND, UH, THAT'S, THAT WAS THE, THAT WAS THE INTENT, BUT ULTIMATELY IT WAS MOSTLY BECAUSE AT THE TIME WE THOUGHT THE BID PROCESS WOULD GIVE US THE BEST PRICES, ANY OTHER QUESTIONS FOR COUNCIL? UM, SO JUST TO CLARIFY, UM, WE WAS GOING TO CARVE OUT A PIECE, BUT NOW WE PUTTING THE WHOLE PACKAGE TOGETHER THAT PART OF THE CMR. NOW I DO WANT, YEAH, THAT'S A GOOD QUESTION BECAUSE THE CMR WILL DETERMINE A CONSTRUCTION PHASE SCHEDULE.

I WAS ASSUME THAT THEY WOULD HAVE THEIR OWN PHASING AND OF COURSE THAT WOULD BE REVIEWED AND APPROVED BY COUNCIL BEFOREHAND.

UM, I SEE ON HERE THAT WE HAVE, UM, YOU KNOW, 20% AND WE'VE BEEN, YOU KNOW, PRETTY MUCH MEETING AND EXCEEDING OUR GOALS.

UM, YOU KNOW, I WOULD LIKE TO, YOU KNOW, I FEEL PRETTY CONFIDENT THAT WE CAN AT LEAST, YOU KNOW, HAVE A GOAL OF 30% AND MAYBE EVEN EXCEED IT, BUT CAN WE AT LEAST KNOW 30% ON THERE? I'VE SEEN IT FROM

I FEEL CONFIDENT 30% IS, IS, YOU KNOW, WE'LL MEET THE DELIVERY METHOD OF A CMAR AND, AND THEN AS IT RELATES TO THE EVALUATION CRITERIA, I NOTICE IT'S NOT 100, BUT 125 POINTS.

UM, SO, SO SAY IT'S A HUNDRED IS NOT THAT CAN WE GIVE, IS THAT ANOTHER 10 POINTS TO ADD FOR THE, NWB HAVE A TOTAL OF 135 POINTS AND YOU'RE TALKING ON NWP 30% OF CONSTRUCTION, CORRECT? YEAH.

SO, I MEAN, THERE'S GOTTA BE SOME, SOME LEVEL OF COMMITMENT.

THEY GOT TO PROVIDE SOME TYPE OF, UH, YOU KNOW, PROOF OF EVIDENCE OR EFFORT TO TRY TO MEET THAT GOAL OR EXCEED THAT GOAL.

UM, SO, UM, YOU KNOW, AT LEAST HAVE TO MEET THE MINIMUM REQUIREMENT 30%, IF THEY CAN COMMIT TO 40% AND, YOU KNOW, THAT'S UP TO YOU, YOUR TEAM TO SAY THAT, YOU KNOW, THEY HAVE A HIGHER SCORE THAN THE REST.

WE ACTUALLY HAD A GOAL OF 80% FOR THIS, UH, FOR WATER, THE WATER RED, WHAT ARE SMART REGISTRATIONS.

UM, BUT WE HAD THAT TO MEET IN DECEMBER.

SO WE'VE ACTUALLY MET THAT GOAL IN ADVANCE, UM, DUE TO SOME, UH, UPGRADES TO OUR, UH, APPLICATION.

AND I'LL TELL YOU ABOUT LATER FIELD OPERATIONS.

SO IT IS MOST IMPORTANT THAT OUR CITIZENS TRUST THE ACCURACY OF OUR EQUIPMENT, THAT IT COINCIDES WITH THEIR BILLING.

OUR METER TECHNICIANS ARE DOING RANDOM CHECKS TO MAKE SURE THAT WHATEVER'S OUT IN THE FIELD MATCHES WITH WHAT'S ACTUALLY IN THE BILLING SYSTEM FOLLOW-UP AND ACCOUNTABILITY.

SO THE BEATER TECHNICIANS ARE COMPLETING SERVICE ORDERS, LEAVING DOOR TAGS WHEN THEY RETURN THOSE SERVICE ORDERS BACK TO US, CSRS CAN FOLLOW UP WITH A PHONE CALL, MAKE SURE THAT THERE'S NOTHING ELSE THAT, THAT THE CUSTOMER NEEDS.

IT WILL INCLUDE NUTRITIONAL EDUCATION, AND THIS WILL BE A REIMBURSABLE GRANT WITH DALLAS AREA AGENCY ON AGING.

IT'LL HAVE A 10% LOCAL MATCH.

I KNOW WE'VE GOT A BUSY SCHEDULE TONIGHT, SO, UM, WE'LL KIND OF GET INTO THIS AND GIVE YOU A LITTLE UPDATE ON WHAT'S GOING ON IN THE FIRE DEPARTMENT.

IS THERE, UH, STARTING WITH, UH, THE CITY'S VISION AND MISSION, SOMETHING THAT WE ALL UPHELD, UH, AND TRY TO ACHIEVE EVERY SINGLE DAY.

UM, AND TODAY WE ARE GOING TO FOCUS ON CEDAR HILL IS DISTINCTIVE CHARACTER AND CEDAR HILL IS SAFE.

UM, SO FAR IN 2021, WE'RE ALREADY AT 3,700 EMS INCIDENTS TO DATE, UM, AVERAGING 411 CALLS PER MONTH.

SO AS YOU CAN SEE, 2021, HAS IT BEEN A VERY BUSY YEAR FOR US, UH, ACROSS THE BOARD EVERY SINGLE MONTH, UH, WE'RE HITTING, UH, HIGHER NUMBERS IN, UH, WE'VE SEEN IN THE PAST.

AND CERTAINLY THIS IS THE BIGGEST INCREASE I'VE SEEN IN MANY YEARS.

THIS IS AN INVADED PROGRAM AND THE SOCIAL WORKER COLLABORATES WITH THE EMS AGENCIES WITH PATIENTS THAT WE MAY RUN ON THAT, UM, WE SEE TIME AND TIME AGAIN, BUT YET THEY DON'T HAVE ACCESS TO THE RESOURCES TO BE ABLE TO HANDLE THEIR NEEDS OR GETTING THEIR MEDICATIONS, UH, SO ON, SO FORTH.

UH, WE CAN THEN TAKE THAT SITUATION TO THE SOCIAL WORKER AND WORK HAND IN HAND WITH THEM TO PROVIDE, UM, PREMIER CARE TO OUR CITIZEN AND HELP THEM CLOSE THAT FROM ALWAYS RETURNING BACK TO THE HOSPITAL OR BEING IN THE LOOP OF THE NINE 11 SYSTEM, CONSTANTLY.

OUR CONTINUING EDUCATION PIECE THAT GOES ALONG WITH THIS AS PARKLAND DOES PARTNER WITH UTAH UT SOUTHWESTERN MEDICAL CENTER, WHICH IS A WORLD RENOWNED, UM, RESEARCH HOSPITAL TEACHING.

WE ARE CURRENTLY WITH NAVARRO COLLEGE.

WE ARE GOING TO BE MOVING TO THEM FOR OUR MEDICAL, UH, CE.

THEY ARE ONE OF THE LEADING PROGRAMS, AND IT'S CURRENTLY WHERE WE SEND ALL OF OUR PARAMEDICS FOR TRAINING ANYWAYS.

UH, SO IT JUST MADE SENSE TO GO AHEAD AND GET ON BOARD WITH THEM AS WELL AS MOST OF THE DOCTORS THAT I SHOWED YOU IN THAT LIST ARE ALSO PROFESSORS UNDER THE UT SOUTHWESTERN EMS PROGRAM.

AND LASTLY, UM, I WANT TO TALK ABOUT THE FIRST RESPONDER RESILIENCY PROGRAM.

UM, CEDAR HILL LEADS THE WAY, AND IT'S REALLY BECAUSE OF THE LEADERSHIP IN THIS ROOM AND THE WILLINGNESS TO TAKE ON THIS GRANT FUNDED PROJECT.

UH, THREE YEARS AGO, WE ARE, WE HAVE COMPLETELY CLOSED OUT ONE GRANT CYCLE ALREADY TO THE TUNE OF ALMOST $1 MILLION.

IT WAS ONE OF THE LARGEST GRANTS EVER AWARDED.

AND THIS IS THE FIRST PROGRAM OF ITS KIND IN THE STATE OF TEXAS.

UH, AND WE ARE THE HOST CITY.

UH, WE HAVE NINE OTHER CITIES THAT COLLABORATE WITH US ON THIS PROJECT, UM, PROVIDING, UH, FIRST RESPONDER RESILIENCY TO POLICE AND FIRE DEPARTMENTS.

AND OVER 2000 PERSONNEL HAVE ACCESS TO THIS PROGRAM UNDER US.

UM, WE'VE GOT TWO OF OUR LEADERS RIGHT THERE WITHIN OUR OWN SYSTEM, JERRY PENA, AS ONE OF OUR LEAD PEER DIRECTORS ON THE FIRE DEPARTMENT.

AND, UH, COLIN CHANELLED WITH PD WORKING AS THEIR PEER DIRECTOR LEADER.

BOTH OF THEM ARE ALSO VERY ACTIVE IN THE SYSTEM WITH THE OTHER CITIES AND HELPING THEM WITH ANY RESOURCES THAT THEY MAY NEED.

UM, WE CURRENTLY ARE IN PHASE TWO AND ABOUT TO FINISH THAT OUT THIS WEEK.

UH, WE APPLIED FOR PHASE THREE AND WE'VE BEEN TOLD BY THE STATE THAT, UH, WE ARE GOING TO BE AWARDED.

WE HAVE NOT RECEIVED THAT YET, BUT WHAT I WANT TO SAY ABOUT THAT IS THE WORK THAT'S BEEN DONE BY THIS PROGRAM AND WHERE THE STATE'S STOOD DUE TO THE PANDEMIC.

THEY WERE NOT COLLECTING AS MANY OF THE VOCA FUNDS, UH, TO PUT IN THE POT SO THAT PEOPLE COULD
