UH, WE ALSO HAVE A PUBLIC HEARING AND A CONSIDERATION OF A RESOLUTION ADOPTING A NEW TAX ABATEMENT GUIDELINES AND CRITERIA. THIS IS A PROCESS NECESSARY TO BE ABLE TO UTILIZE THE TAX PAYMENT TOOL IN OUR ECONOMIC DEVELOPMENT EFFORTS. ITEM C IS TO PUBLIC HEARING AND TO CONSIDER ADOPTION OF AN ORDINANCE DESIGNATING AND 118 ACRE TRACT OF LAND FOR COMMERCIAL INDUSTRIAL TAX ABATEMENT. SO IT WILL BE TAX REINVESTMENT, ZONE NUMBER 11, A CONSENT AGENDA TONIGHT HAS, UM, THE COUNCIL'S ANNUAL CALENDAR FOR REGULAR CITY COUNCIL MEETINGS, WHICH IT MUST ADOPT ANNUALLY. UH THAT'S UH, BEFORE YOU, UH, ITEM C IS TO CONSIDER, UM, EXECUTING, AUTHORIZING THE MAYOR TO EXECUTE A CONSTRUCTION CONTRACT, UH, RELATED TO PLAYGROUND SUPPLIES AND EQUIPMENT FOR DOT THOMAS PARK, AND ALSO AN EX, UH, AN ITEM TO AUTHORIZE THE MAYOR TO EXECUTE A CONTRACT FOR ALEX OMEGA FOR UPDATED RESTROOM FACILITIES AT DOT THOMAS PARK. AND THEN FINALLY, AN ITEM TO AUTHORIZE THE MAYOR TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH, UH, WE FIXED BRAINS FOR PROVIDING OF SERVICES TO OUR FIRST RESPONDERS AS PART OF THE FIRST RESPONDER MENTAL HEALTH RESILIENCE PROGRAM. UH, THREE ITEMS TONIGHT ON REGULAR AGENDA. THE FIRST IS AN AUTHORIZATION OF THE MAYOR TO EXECUTE RIGHT AWAY LICENSE AGREEMENT WITH LAKE MARINO PARTNERSHIP TO ALLOW OUTDOOR PATIO DINING ALONG BROAD STREET. THIS IS THE FIRST OF MANY THAT WE HOPE WHERE WE WILL BE INVITING RESTAURANTS TO TAKE ADVANTAGE OF A MUCH MORE LIBERAL AMOUNT OF SPACE FOR WALKING AND ALSO FOR ENJOYING THE OUTDOOR ATMOSPHERE OF DOWNTOWN. SECOND ITEM IS TO CONSIDER AUTHORIZING THE MAYOR TO EXECUTE A CONSTRUCTION CONTRACT FOR A NEW TRAFFIC SIGNAL LIGHT AT WINTERGREEN ROAD AND NEW CLARK ROAD. IN HIGH POINT, THAT'S AN ITEM THAT'S BEEN MUCH ANTICIPATED BY THE RESIDENTS OF HIGH POINT FOR SOME TIME, DEFINITELY WILL HELP WITH, UH, CIRCULATING TRAFFIC IN THAT AREA. AND, UH, FINALLY WE DO HAVE AN ITEM TO AFFIRM THE PURCHASE AND ACTION, UH, THE COMMUNITY DEVELOPMENT BOARD LAST WEEK TO AFFIRM THE PURCHASE OF THREE OPEN SPACE PROPERTIES, UH, LOCATED ALONG THE FM 1382 NATURE QUARTER, UH, PREVIOUSLY OWNED OR OWNED BY THE STEVE SINGLETON FAMILY, UH, BY THE CEDAR CEDAR HILL COMMUNITY DEVELOPMENT CORPORATION IN THIS WILL ADD ADDITIONAL SPACE TO THE CITY'S DESIRE TO MAINTAIN AT LEAST 20% OF ITS LAND AREA AS OPEN SPACE. HELLO, MAYOR AND COUNCIL. IT'S MY PLEASURE TO BE HERE THIS EVENING. OKAY. BEFORE WE GET INTO THE PRESENTATION, WHEN I, CAN I GIVE YOU A LITTLE BIT HISTORY AND MOST OF YOU KNOW, THIS, UM, UH, WHEN I CAME TO THE CITY UNDER FORMER CITY MANAGERS, UH, HIRING, HE, HE HIRED ME, UM, OUT OF MY MBA SCHOOL, UNIVERSITY OF KANSAS. THEY, THEY TELL YOU THEY HIRE, THEY, THEY HIRE PEOPLE THAT WANT TO BE CITY MANAGERS, AND THEY TELL YOU THAT, UH, THERE'S TWO THINGS IN A CITY THAT YOU DON'T WANT TO GET ON THE BAD SIDE WITH THE CITIZEN. AND IT'S NUMBER ONE, TRASH AND NUMBER ONE, ANIMALS. AND I CAME TO THE CITY MANAGER AND THE ASSISTANT CITY MANAGER AT THE TIME. AND I SAID, I WANT THE TRASH. AND I WENT, I WANT TO HAVE RESPONSIBILITY OVER ANIMALS. AND I'M VERY PROUD OF, OF THE PROGRESS THAT WE'VE MADE TOGETHER. AND, UH, OVER THE LAST, UH, 15 YEARS AT THAT TIME, WE HAD BEEN WITH, UM, ALLIED WASTE FOR 25 YEARS. AND, UM, OF COURSE I THOUGHT I KNEW IT ALL. SO I COME IN AND, UH, UH, MAKE A RECOMMENDATION TO COUNCIL TO SWITCH TO WASTE MANAGEMENT. AND I REALLY TRULY BELIEVE THAT, UM, IT'S BEEN A GREAT PARTNERSHIP. AND SO THAT'S, I'M JUST GOING TO PRESENT TO YOU ON A LITTLE BIT MORE OF THAT TODAY. UM, AS A MATTER OF FACT, OUR BI ANNUAL CITIZEN CUSTOMER SATISFACTION SURVEY OVER THE LAST THREE YEARS HAS INCREASED BY OVER 12% IN THE AREA OF TRASH SERVICES THAT WAS ABOVE AND BEYOND ANY INCREASE IN ANY OTHER AREA OF SERVICES THAT THE CITY PROVIDES. I DO WANT TO POINT THAT OUT IN THE VERY BEGINNING, BUT WE ARE IN TRANSITION AND TN DEWEY VU, UH, IN ENVIRONMENTAL AND TA AND UTILITY SERVICES. THEY'RE TAKING OVER THE MA THEY HAVE TAKEN OVER THE MANAGEMENT OVER THIS CONTRACT. HE HAS SPECIFICALLY, AND THEY BOTH WILL BE A PART OF THIS PRESENTATION THIS EVENING. WE'VE MET WITH WASTE MANAGEMENT FOR SEVERAL TIMES, UM, SINCE THE MONTH OF JANUARY. AND WE'RE HERE TO PRESENT TO YOU, OUR FINDINGS. AND I JUST WANT TO POINT OUT THAT WITH 15,000 HOUSEHOLDS, THERE IS NO OTHER SERVICE THAT TOUCHES OF HOUSEHOLD MORE THAN THIS CONTRACT, 141,926 TOUCHES PER MONTH IN THE CITY. AND 1.7 MILLION ANNUAL TOUCHES GOING TO THE HOUSE, PICKING UP THE TRASH, PICKING UP, BRUSH, PICKING UP, RECYCLE, AND DISPOSING OF IT AND COMING BACK AND DOING IT THE FOLLOWING MONTH EVERY MONTH, WEEK AFTER WEEK AFTER A MONTH. SO AS YOU KNOW, OUR VISION OF CEDAR HILL, WE START EVERYTHING WITH IT BECAUSE IT'S THAT IMPORTANT IT'S TO BE A PREMIER CITY. AND UNFORTUNATELY, UM, WE W FORTUNATELY WE HAVE A CONTRACTOR THAT HAS HELPED US ACHIEVE PREMIER CITY STATUS STATUS IN TERMS OF OUR TRASH SERVICES. AND WE WANT TO RETAIN OUR DISTINCTIVE CHARACTER WHERE FAMILIES HAVE BUSINESSES FLOURISHED IN A SAFE AND CLEAN ENVIRONMENT. CLEAN IS A BIG PART OF WHAT WASTE MANAGEMENT DOES, BUT ALSO SAFE. WE'LL GO OVER SOME, UH, COVID AND SNOWMAGEDDON THINGS THAT WE WENT THROUGH THIS LAST YEAR, BUT ALSO CONSISTENT WITH OUR VALUES OF PEOPLE IN RELATIONSHIPS, STEWARDSHIP, HIGHEST ETHICAL STANDARDS AND BEHAVIOR AND SUBARU SERVANT LEADERSHIP. WE BELIEVE THAT TRASH HAS TO DO WITH EVERYTHING HERE AND THROUGHOUT THE PRESENTATION. YOU'LL SEE EVEN TEXAS SCHOOLS OF CHOICE ARE HELPED BY OUR TRASH CONTRACT, BECAUSE IN THE [00:15:01] CONTRACT, WE GIVE OUT OVER A $3,000 WORTH OF SCHOLARSHIPS TO GRADUATING SENIORS PER YEAR THROUGH THE CONTRACT. THE PURPOSE OF TODAY IS TO REALLY GET TO THE, TO SOME BACKGROUND AND CURRENT WHAT OUR CURRENT RESIDENTIAL SERVICE LEVELS ARE. REVIEW SOME PROPOSED CONTRACT EXTENSION, UH, OPTIONS. AND THEN ULTIMATELY GIVE YOU, GIVE YOU, GIVE US SOME CITY COUNCIL DIRECTION. SINCE 2006 WASTE MANAGEMENT HAS BEEN THE CITY'S EXCLUSIVE WASTE HAULER, UM, WITH TWO YEAR RENEWALS IN 2011 AND 2017, UM, OUR ANNUAL CPI INDEX RATING IS INCLUDED IN THERE AS KIND OF LIKE A COST OF LIVING INCREASE TO THE COUNTRY. CORRECT. UM, IT IS, UH, IT BASICALLY OKAY TO THEM, BUT ANNUALLY, WE COME, THEY COME TO THE CITY AND SAY, UM, WE'RE REQUESTING THIS BASED ON THIS FORMULA, CONSUMER PRICE, INDEX FORMULA, AND UTILITIES AND DIESEL FUEL. AND IT'S BASICALLY BECAUSE THEIR COST OF SERVICES GO UP EVERY YEAR IN 2020, THEIR CPI WAS 3.2, 1%. NOW THEY'VE ALSO HAD A CPI INDEX RATING OF 3.68, WHICH TOTALS OVER THE TWO YEARS, 6.8, 9% CPI. OUR CURRENT WASTE MANAGEMENT CONTRACT EXPIRES IN FEBRUARY OF 2022. AND I DO WANT TO POINT OUT IN 2016, THE 15% THAT WASN'T NECESSARILY A CPI. THAT WAS THE CONTRACT RENEGOTIATION AND THE RATES. WE BROUGHT THEM DOWN FROM LIKE 19% TO 15% AT THAT TIME. SO IT DOES LOOK REALLY HIGH, BUT AT THE TIME, AS FAR AS RATES GO, WE WERE SIGNIFICANTLY BEHIND OUR CURRENT RESIDENTIAL TRASH SERVICES. NINE. I AM TALKING ABOUT THE RATE THAT THE WASTE MANAGEMENT IS A CONTRACTOR CHARGES, THE CITY, NOT THE CITY RATE TO THE CITIZENS RIGHT HERE. THE CURRENT MONTHLY RATE IS $13 AND 29 CENTS. WELL, I'LL SHOW YOU THAT COMPARISON COMPARED TO OUR OTHER, UH, THREE SURVEYS SURROUNDING BEST SOUTHWEST CITIES AND THE SENIOR RATE WASTE MANAGEMENT GIVES US A SPECIAL SENIOR RATE AT $11. THE ADDITIONAL CAR, IF YOU NEEDED, ADDITIONAL CAR IS ONLY A DOLLAR AND 84 CENTS. SO IF YOU NEED TWO TRASH CARTS, IT'S STILL LESS THAN A LOT. WHAT A LOT OF PEOPLE PAY JUST FOR ONE THAT SERVED THAT COST COVERS ONCE A WEEK, TRASH AND RECYCLE WITH 96 GALLON CARTS ONCE A MONTH BRUSH AT 10 CUBIC YARDS, WHICH IS ALMOST UNHEARD OF THESE DAYS. SO MOST CITIES ARE NOT OFFERING 10 CUBIC YARD PICKUP, AND THEN QUARTERLY CITIZENS HAVE ACCESS TO THE LANDFILL AT UP TO THREE CUBIC YARDS TO DISPOSE OF COMPARED IT TO, TO THE CURRENT RATES OF THE CITIZEN. AS YOU KNOW, WE HAVE A WHOLESALE, UH, THAT WASTE MANAGEMENT CHARGES US, AND THEN WE HAVE A RETAIL RATE THAT WE CHARGE CITIZEN BECAUSE THERE'S COSTS OF PRINTING THE BILLS, SENDING OUT THE BILLS, BUT ALSO YOU HAVE A LANDSCAPE BEAUTIFICATION FUND IN WHICH WE'VE PAID FOR ALL THE BEAUTIFICATION SIGNS, ENTRY, MONUMENT SIGNS, PARK SIGNS, ALL THE EXTRA MONEY THAT HAS GONE INTO THAT FUND HAS PAID FOR THOSE PROJECTS. THE RESIDENTIAL RATE TO THE CITIZEN CURRENTLY IS $16 AND 46 CENTS. THE SENIOR RATE IS $12 AND 77 CENTS. AND THE ADDITIONAL CAR IS $3 AND 25 CENTS. ON AVERAGE, OVER THE LAST 15 YEARS, IT'S AVERAGED ABOUT 3.2, 3.3%. UH, THIS IS A, A WEB OF, UH, COHESIVENESS THAT WE SEE, UH, IN THIS CITY THAT WE DON'T SEE IN A LOT OF OTHER CITIES. UH, WE HAVE A LEVEL OF SUPPORT AND ENGAGEMENT FROM OUR COMMUNITY MEMBERS HERE THAT HELP TO KEEP OUR CITY SAFE. UH, AND THAT WEB OF SUPPORT IS STARTS RIGHT HERE IN THE CENTER, UH, WITH YOU GUYS UP THERE AND THE LEADERSHIP AND GALS THAT YOU GUYS DEMONSTRATE THIS PAST SATURDAY WAS A REALLY GOOD INDICATOR OF THAT AS WE HAD OUR, OUR NEIGHBORHOOD WALK ON SATURDAY, UM, WHAT A BETTER WAY, UH, TO GET FEEDBACK AND INPUT FROM YOUR CITIZENS THAN TO GO KNOCKING ON THEIR DOORS AND ASK, YOU KNOW, WHAT THEIR PROBLEMS ARE AND WHAT THEIR CONCERNS ARE. UM, YOU KNOW, WE STARTED THAT PROGRAM TWO YEARS AGO AND IT WAS KIND OF LIKE, HMM, HOW'S THE COMMUNITY GOING TO REACT TO THIS, NOT THE POLICE DEPARTMENT KNOCKING ON THEIR DOORS ON A SATURDAY MORNING. UM, BUT YOU KNOW, IT'S BEEN WELCOMING, UH, AND THE LEVEL OF ENGAGEMENT HAS INCREASED. THE LEVEL OF PARTICIPATION HAS INCREASED. AND I THINK THAT IS, UH, ONE OF THE REASONS, UH, WHY, UM, WE CONTINUE TO BE SUCH A SAFE CITY AND AN ENGAGED CITY IS BECAUSE, UM, YOU KNOW, IN WHAT CITY, IN WHAT DEPARTMENT, I THINK IT WAS, I WAS WITH THE MAYOR ONE TIME. AND THEY'RE LIKE, WHAT, IN WHAT WORLD DO YOU HAVE THE MAYOR AND THE POLICE CHIEF AND THE CITY MANAGER KNOCK ON YOUR DOOR ON A SATURDAY MORNING AND JUST ASK YOU, HOW DO YOU FEEL ABOUT YOUR POLICE SERVICES AND WHAT CAN WE DO TO IMPROVE, RIGHT. YEAH. UM, BUT THE LEVEL OF SUPPORT THAT THE POLICE DEPARTMENT GETS FROM THE COUNCIL AND THE CITY MANAGEMENT IS JUST PHENOMENAL. [01:10:01] UM, AND WE REALLY APPRECIATE THAT BECAUSE I KNOW PERSONALLY THAT A LOT OF CITIES DON'T HAVE THAT, AND THAT'S WHAT MAKES CEDAR HILL SUCH A GREAT AND SAFE CITY. YOU KNOW, THE CEDAR HILL POLICE DEPARTMENT DEVELOPED THIS MISSION, VISION AND VALUES, UH, LAST YEAR. UM, AND WE STARTED, UH, AWARDING OUR, UH, OFFICERS THIS YEAR FOR DEMONSTRATING THOSE CORE VALUES, ESPECIALLY WHEN IT COMES TO, UH, COMPASSION, BEING COMPASSIONATE AND DEDICATED TO BUILDING RELATIONSHIPS, BECAUSE EVERY CALL FOR SERVICE THAT OUR OFFICERS RESPOND TO AS AN OPPORTUNITY TO BUILD A RELATIONSHIP. AND WE'VE SEEN TIME AND TIME AGAIN, AND WE'VE HEARD THE STORIES ABOUT HOW OUR OFFICERS CONTINUALLY GO ABOVE AND BEYOND WHEN RESPONDING TO CALL FOR SERVICE IN OUR COMMUNITY. SO LET'S TALK ABOUT WHAT WE DID IN 2020. UM, THIS IS JUST A LITTLE QUICK SHEET HERE ABOUT OUR RESPONSE TIMES CALLS FOR SERVICE THAT WE'VE HANDLED. UM, YOU KNOW, WE DID HAVE SOME DECREASES DUE TO COVID, UM, LESS CITATIONS, LESS CRASHES, LESS CALLS FOR SERVICE. UM, AND SO, YOU KNOW, WE HAD TO ADAPT OUR RESPONSE PROTOCOLS TO MAKE SURE THAT WE KEPT OUR COMMUNITY AND OUR OFFICERS SAFE. UM, BUT HOW DID WE END UP AND WHAT DID WE LOOK LIKE? AND SO THIS RIGHT HERE IS A SNAPSHOT THAT YOU'LL SEE, UH, WHEN YOU TALK ABOUT CRIME RATES. AND WHEN I EXPLAINED TO YOU GUYS WHAT CRIME RATES MEAN, BECAUSE I KNOW THAT THERE'S A LOT OF DIFFERENT WEBSITES OUT THERE ON THE INTERNET WHERE YOU CAN TYPE IN SOMETHING ABOUT SAFETY AND CITIES. RIGHT. BUT UNFORTUNATELY IT LUMPS ALL CRIME IN TOGETHER. OKAY. SO WHAT THIS RATE HERE FOR 2020, WHERE IT SAYS 20.63. OKAY. THAT MEANS THAT 20 THERE'S 20 CRIMES FOR EVERY 1000 RESIDENTS. OKAY. SO WHAT THEY'LL SAY IS, UH, SO THAT'S, YOU KNOW, UH, THAT TWO OUT OF A HUNDRED, YOU HAVE A ONE IN 50 CHANCE OF BEING VICTIMIZED, RIGHT? THAT'S WHAT THEY'LL CORRELATE THAT TO ONE IN 50 PEOPLE CAN BE A VICTIM OF A CRIME, RIGHT. BUT THAT'S ALL CRIMES TOGETHER. SO IF YOU HAVE, UM, A HUNDRED MURDERS AND A HUNDRED SHOPLIFTINGS THAT'S 200 CRIMES, OKAY. SO IT DOESN'T EQUATE TO SAFETY, RIGHT? CAUSE IF YOU HAD ONE MURDER AND 199, SHOPLIFTINGS THAT'S 200 CRIMES, BUT THAT CRIME RATE WOULD BE THE SAME C SO REAL BREAK IT DOWN BY VIOLENT CRIMES AND PROPERTY CRIMES. SO IN OUR CITY HERE, THIS IS A BREAKDOWN OF OUR CRIMES. AS YOU CAN SEE, BEING A RETAIL DESTINATION, THE BIG ORANGE PIECE OF THE PIE IS THEFT AND SHOPLIFTING, RIGHT? SO WE HAVE A LOT OF THEFT AND SHOPLIFTING. AND THEN DOWN AT THE BOTTOM HERE, YOU SEE, UH, SOME OF THE OTHER CRIMES CRIMES AGAINST PERSONS. AND THOSE ARE THE THINGS THAT AS A POLICE CHIEF I'M REALLY CONCERNED ABOUT IS MAKING SURE THAT OUR CITIZENS ARE SAFE. BUT EVEN WHEN WE CAN BREAK DOWN INTO FARTHER, THESE, SOME OF THESE PERSONS CRIMES, LIKE THESE AGGRAVATED ASSAULTS, 17 OF THOSE ARE FAMILY VIOLENCE, DOMESTIC VIOLENCE TYPE INCIDENTS. AND IN MANY OF THOSE CASES, THEY'RE KNOWN SUBJECTS. SO IT'S A, A DISTURBANCE BETWEEN KNOWN PEOPLE, SAME THING WITH THE, UH, OUR RAPE CASES. EVERY SINGLE ONE OF THOSE RAPE CASES WAS A KNOWN SUBJECT. SO WE DON'T HAVE ANY, AND, UM, UH, ACTS OF THAT OCCURRING IN OUR COMMUNITY. UM, 10 OF THESE ROBBERIES WERE ROBBERIES OF BUSINESSES OR OF INDIVIDUALS. AND THOSE WERE KNOWN INDIVIDUALS, WHAT WE BELIEVE TO BE DRUGGED, WHEEL'S GONE BAD. AND SO A LOT OF THESE THINGS, UH, WE PUT INTO PERSPECTIVE FOR OUR COMMUNITY WHEN WE GO OUT AND WE DO CRIME WATCH MEETINGS, WE GO OVER THE CRIME STATS WITH THEM. WE'VE TALKED TO OUR COMMUNITY ABOUT THE CRIME, AND WE WANT TO MAKE SURE THAT THEY'RE AWARE OF WHAT'S GOING ON AND PUT IT INTO PERSPECTIVE FOR THEM BECAUSE PERSPECTIVE CHANGES THINGS WHEN IT COMES TO OUR VIOLENT CRIME RATE AND OUR COMPARISON CITIES IN THE BEST SOUTHWEST FOR 2020 CEDAR HILL CONTINUES TO HAVE THE LOWEST VIOLENT CRIME RATE OF ANY OF OUR BEST SOUTHWEST CITIES. AND THEN WE ALSO THROW IN GRAND PRAIRIE AND DALLAS IN THERE JUST TO KIND OF GIVE YOU AN IDEA OF WHERE WE, WE, UH, COMPARED TO THOSE CITIES. SO WE HAVE HALF THE VIOLENT CRIME, UH, MORE THAN HALF OF MANY OF OUR OTHER CITIES HERE, AS YOU CAN SEE ON THIS CHART. SO 7% OF OUR CRIME THAT WAS VIOLENT CRIME, 93% PROPERTY CRIME, WHEN IT COMES TO PROPERTY CRIME, MANY YEARS, WE'RE ABOUT IN THE MIDDLE BECAUSE OF US BEING A HIGH RETAIL DESTINATION, WE HAVE A LOT OF SHOPLIFTINGS. UM, BUT BECAUSE OF COVID, WE DID HAVE A SIGNIFICANT REDUCTION IN OUR THEFTS. SO THIS YEAR, UH, WE ARE, DO HAVE THE LOWEST, UH, [01:15:01] PROPERTY CRIME RATE, AS WELL AS THE LOWEST VIOLENT CRIME RATE. AND SO, UM, AND THEN A LOT OF PEOPLE WILL SAY, WELL, CRIME RATE CRIME WENT DOWN EVERYWHERE BECAUSE OF COVID, THAT'S NOT TRUE. IF YOU LOOK AT SOME OF THEM, SOME PLACES THAT WENT UP AT SOME PLACES, IT WENT DOWN, WE DID DO A COMPARISON. AND SO QUARTER ONE OF 2019, WE HAD A TOTAL OF 343 CRIMES. SO WHEN I SAY QUARTER ONE, I'M TALKING JANUARY, FEBRUARY, MARCH, JUST THOSE THREE MONTHS, RIGHT. BECAUSE MEMBER COVID HIT US RIGHT AT THE END OF MARCH. OKAY. SO QUARTER 19 2019, WE HAD THREE 43. SO THAT'S KIND OF OUR, OUR COMPARISON 2020, IT WAS PRE COVID. WE HAD 284 CRIMES. SO WE WERE ALREADY ON A DECLINE BEFORE COVID EVEN HIT. AND THEN THIS YEAR COMING OUT OF COVID FOR JANUARY, FEBRUARY, MARCH, WE'RE AT 179. SO WE CONTINUE TO SEE DECREASES FOR OUR CLEARANCE RATES. THESE ARE CASES THAT GET ASSIGNED TO OUR DETECTIVES FOR FOLLOW-UP FOR OUR PART ONE CLEARANCE RATES, A LOT OF THESE CRIMES, UH, HISTORICALLY WE HAVE A VERY HIGH CLEARANCE RATE. UH, OUR DETECTIVES HERE ARE VERY PROACTIVE WHEN THEY ARE, UH, UP IN THE OFFICE AND SOMETHING COMES OUT ON THE RADIO. THEY ARE QUICK TO RESPOND TO THE SCENE, WHICH HAVING A DETECTIVE ON SCENE AFTER A SERIOUS CRIME IS REALLY, REALLY BENEFICIAL IN HELPING TO SOLVE THAT CRIME. SO HISTORICALLY WE'VE HAD A REALLY HIGH, UH, CLEARANCE RATE. AS YOU CAN SEE FROM THE CHART THIS YEAR, WE HAD A SIGNIFICANT DECREASE. HOWEVER, WE'RE STILL MUCH HIGHER THAN ALL OF OUR OTHER COMPARISON CITIES, OUR OVERALL CLEARANCE RATE AT THE BOTTOM THERE'S 39%. WHAT THAT TAKES INTO CONSIDERATION IS, UH, CALLS WHERE OFFICERS RESPOND QUICKLY AND MAKE AN ON-SCENE ARREST. UH, THOSE CASES ARE CLEARED IMMEDIATELY BECAUSE THEY MAKE AN ARREST. UM, AND SO THAT, THAT, UH, CLEARANCE RATE FOR OVERALL CRIMES IS STILL PRETTY HIGH. NOW YOU'RE PROBABLY ASKING YOURSELF, WELL, WHY DID WE HAVE SUCH A DECREASE IN THE CLEARANCE RATES? RIGHT. WELL, IT'S HARD TO IDENTIFY PEOPLE IN 2020. OKAY. UH, 2020S PRESENTED US WITH A, ANOTHER CHALLENGE ON SUSPECT IDENTIFICATION, UH, VERY DIFFICULT TO IDENTIFY FOLKS. UM, SO THAT AS A KEY, UH, FACTOR INTO THE DECREASE IN SOLVING CRIMES. SO OUR CANINE UNIT, AS YOU GUYS ARE AWARE, WE HAVE ONE CANINE OFFICER IN THE CITY. UH, HE HAS, UH, HIS, UH, CANINE COLT, AKA BUCKY, SINCE HE WAS DONATED BY BUCKY THE STORE, UH, THIS YEAR HE HAS 60, 60 DIFFERENT DEPLOYMENTS. AND, UH, DURING THAT COURSE, HE APPREHENDED OVER 27 SUSPECTS. UM, SO THAT'S, HE HELPS OUT ALL OF OUR PARTNER CITIES, NONE OF OUR, UH, SURROUNDING CITIES HAVE A CANINE. SO HE IS ON CALL AND HE DOES, UH, ASSIST IN RESPONDING TO THOSE. AND THEN HE ALSO DOES, UH, SOME COMMUNITY EVENTS AS WELL AND TAKES HIS DOG OUT THERE FOR THE COMMUNITY TRAFFIC UNIT. IN 2020, WE HAD ONE, UH, SERGEANT WHO IS OUR TRAFFIC UNIT. UH, I'M HAPPY TO SAY THAT DUE TO SOME ORGANIZATIONAL RESTRUCTURING, I WAS ABLE TO ADD TO, UH, FULL-TIME COMMERCIAL MOTOR VEHICLE OFFICERS INTO THE TRAFFIC UNIT STARTING IN JANUARY OF THIS YEAR. BUT AS YOU CAN SEE, THE TRAFFIC RELATED CALLS FOR SERVICE ARE, ARE PRETTY HIGH IN THE CITY. ABOUT ONE OUT OF EVERY SIX CALLS FOR SERVICE THAT WE GET IS TRAFFIC-RELATED WHETHER IT'S A CRASH OR A COMPLAINT ABOUT SPEED OR, UM, RACING OR SOMETHING LIKE THAT, A DWI DRIVER. UM, SO YOU CAN SEE, UH, ON THIS CHART HERE, IT SHOWS THE NUMBER OF CUSTOMER CALLS THAT WE RECEIVED, THEN COMPLAINTS, AND THEN THE SELF INITIATED CALLS. UM, AND SO HOPEFULLY WITH, UM, ARE HAVING TWO OFFICERS NOW ON FULL-TIME TRAFFIC, WE'LL SEE SOME MORE SELF-INITIATED THINGS IN THERE BECAUSE AS YOU GUYS ARE WELL AWARE ON GOING THROUGH THESE WALKS, AND I'M SURE BY ENGAGING WITH YOUR COMMUNITY, UH, YOU KNOW, THAT TRAFFIC IS ONE OF OUR BIGGEST COMPLAINTS THAT WE HAVE. UM, HER CMB GUYS DO A REALLY GOOD JOB OUT THERE, AND WE HAVE, UH, THEY'RE VERY THOROUGH ON THEIR INSPECTIONS. THEY HAVE A, A VERY HIGH, UH, UH, RATE OF, UH, INSPECTIONS AND MAKING SURE THAT THE IDENTIFIED DEFICIENCIES, BECAUSE THESE 18 WHEELERS THAT ARE OUT THERE ON 67 AND COMING UP AND DOWN, UM, THEY CAN BE PRETTY DANGEROUS IF THEY'RE NOT SAFE. AND I KNOW THAT EVEN THOUGH WE DO THE ENFORCEMENT STUFF OUT THERE, EVERY ONE OF US HAS EXPERIENCED, UH, HAVING TO GO AROUND [01:20:01] 67 OR SEE 67 SHUTDOWN A ONE TIME OR ANOTHER, BECAUSE AN 18 WHEELER HAD A BAD CRASH AND ROLLED OVER OR HAD TO SHUT DOWN 67. UM, AND SO THESE GUYS DO A GOOD JOB OUT THERE, UH, AND MAKING SURE THAT OUR ROADWAYS ARE STAYING SAFE AS POSSIBLE. WE DO HAVE ONE, UH, SERGEANT THAT'S ASSIGNED AS A SUPERVISOR TO OUR HAIDA TASK FORCE. UM, AND THAT IS A, UH, EIGHT AGENCIES THAT WORK WITH OUR FEDERAL PARTNERS, UH, TO DO, UH, HIGH LEVEL TYPE OF EVENTS. UM, THIS IS JUST, UH, YOU KNOW, UH, ONE STASH OF, UH, METHAMPHETAMINE THAT THEY SEIZED DURING A SEARCH WARRANT. UH, BUT THIS ONE TEAM OF, OF HAD A GROUP WHERE OUR SERGEANT IS THE SUPERVISOR OF IT. THESE ARE, UH, WHAT THEY, UH, THE OPERATIONS THAT THEY DID LAST YEAR AND EVERYTHING THEY, THEY SEIZED ON THAT. UH, I WILL TELL YOU THAT WE HAVE HAD AN OPPORTUNITY TO CALL ON THEM, TO ASSIST US, ASSIST US HERE WITH SOME LOWER LEVEL STUFF IN CEDAR HILL. AND THEY DO SUCH A GREAT JOB, UH, BUT YOU KNOW, WITH EVERYTHING ELSE WITH COVID, THEY HAD TO ALSO PIVOT AND CHANGE THE WAY ARE YOU LAUGHING AT THE DONUTS THERE, COUNSELING MCCURRY? I SEE THE NEW OFFICE. YEAH. SOUTH SUBSTATION. AND SO ON FACE OF EVERY STEREOTYPE I'VE EVER HEARD, OUR PAC TEAM IS THE, IS OUR, IS OUR CONDUIT BETWEEN OUR COMMUNITIES. UM, AND WE WEREN'T ABLE TO DO A LOT OF OUR IN-PERSON EVENTS LIKE WE TYPICALLY DO. UM, BUT WE WERE ABLE TO DO A LOT OF THINGS. AND ONE OF THE MOST POPULAR THINGS THAT WE DID THIS LAST YEAR WAS OUR BIRTHDAY BRIGADES. WE GOT CALLED ON TIME AND TIME AGAIN, UH, FOR US TO, UH, GO RESPOND TO BIRTHDAY PARTIES AND DO DRIVE BY, UH, BIRTHDAY PARTIES AND DIFFERENT EVENTS LIKE THAT. AND THAT WAS SO MUCH FUN FOR US TO DO. AND, AND EVEN AFTER THIS TIME, WE'RE STILL GOING TO BE CONTINUING TO DO THEM. UH, THE COMMUNITY LIKES THEM. WE LIKE THEM. AND IT'S A REALLY GREAT OPPORTUNITY FOR US TO GET OUT THERE AND GET TO KNOW OUR NEIGHBORS, UH, NATIONAL NIGHT OUT, WE DID, WE'RE THE ONLY CITY IN THE REGION THAT HAD NATIONAL NIGHT OUT. AND WE DID A DRIVE-THROUGH, UH, BECAUSE WE COULDN'T HAVE OUR TYPICAL NATIONAL NIGHT OUT. SO WE ASKED THE COMMUNITY TO COME TO US, UH, AND THEY DID, AND WE DIDN'T KNOW WHAT TO EXPECT. WE WERE LIKE, WE DON'T KNOW WHAT THIS IS GOING TO BE LIKE. AND SO WE HAD FOUR, UH, FIVE PLACES AROUND THE CITY WHERE WE HAD SET UP AND A LOT OF YOU GUYS PARTICIPATED AND THEY CAME AND THEY THANKED US AND THEY GOT THEIR LITTLE, UH, NATIONAL NIGHT OUT, UH, GOODY BAGS. AND, UH, IT WASN'T THE TYPICAL EVENT THAT WE HAD, BUT, YOU KNOW, IT WAS BETTER THAN NOTHING. AND SO W WE PIVOTED AND WE ADAPTED THE SAME THING WAS SCARE ON THE SQUARE. UM, THAT EVENT WAS VERY SUCCESSFUL, MEAN WE DIDN'T LEAD THE EVENT, BUT WE PARTICIPATED IN IT. AND WE HELPED WITH THE TRAFFIC CONTROL, WHICH, UH, WAS, UH, YEAH, VERY MUCH NEEDED BECAUSE IT WAS OUT THERE ALL THE WAY WRAPPED AROUND BOTH DIRECTIONS ON LAKE RIDGE. AND, UH, IT WAS A VERY GOOD EVENT. AND, AND OF COURSE, YOU KNOW, WE WON, UH, THE BEST CITY DEPARTMENT WITH OUR BOOTH THAT WE HAD THERE AT THE SCARE. SO NEIGHBORHOOD WALKS, WE TALKED ABOUT THAT BRIEFLY. UH, LAST YEAR WE DID CANCEL A COUPLE OF THEM BECAUSE OF COVID. BUT AS SOON AS WE FELT, WE GOT INTO A SAFE PLACE WHERE WE COULD GO OUT WITH OUR MASKS AND USE SOCIAL DISTANCING, WE THOUGHT THAT IT WAS VERY IMPORTANT FOR US TO CONTINUE WITH THAT PROGRAM. AND WE WENT AHEAD AND CONTINUED ON WITH THAT AND HAD TWO MORE WALKS, UH, THROUGH, UH, BRIAN PLACE AND HILLCREST, AND THEN STONE WOOD NORTH, OUR PROFESSIONAL STANDARDS UNIT, OUR TRAINING UNIT, UH, OVERSEES OUR, OUR TICO ACCREDITATION. UM, WE DID GET A CONTRACT LAST YEAR WITH A POLICE ONE, WHICH IS A ONLINE TRAINING PROVIDER. SO WE'RE, WE'RE ABLE TO CONTINUE TO DO OUR TRAINING, EVEN THOUGH WE COULD NOT DO A LOT OF OUR STUFF IN PERSON. WE HAD SOME CLASSES IN PERSON, BUT WE DID COM COM COMPLETE 1,125 ONLINE COURSES. SOME OF THE THINGS THAT WE DID WERE INTERMEDIATE CHILD ABUSE AT MASS TRAFFIC STOPS AND ARRESTS, SEARCH, AND SEIZURE. AND THEN WE DID OUR OWN IN-SERVICE TRAINING. UH, WE USE THE, THE VIDEO OF THE GEORGE FLOYD INCIDENT TO REMIND OFFICERS ABOUT WHAT OUR PROPER PROTOCOLS ARE AND HOW THEY WOULD HANDLE A SIMILAR SITUATION WHERE EVERYBODY COMPLETED ONLINE, IMPLICIT BIAS AND DEESCALATION TRAINING, MENTAL HEALTH, AND WELLNESS TRAINING. AND THEN WE HAD OUR ANNUAL FIREARMS AND RIFLE QUALIFICATIONS THAT WE DID. YOU KNOW, LIKE I SAID, WE DID THE DEPARTMENT REVIEW. EVERY OFFICER WAS REQUIRED TO WATCH THE ENTIRE VIDEO FROM START TO FINISH. AND THEN WE HAD, UH, ONE OF OUR DEFENSIVE TACTICS INSTRUCTORS WITH A, UH, A, UH, A DUMMY REALLY DEMONSTRATE TO THE OFFICERS, THE PROPER TECHNIQUES TO USE AND WHAT YOU SHOULD DO IN THOSE TYPES OF SITUATIONS TO MAKE SURE THAT WE HAD A CLEAR UNDERSTANDING. UM, WE HAD OUR IMPLICIT BIAS TRAINING, DEESCALATION TRAINING. WE DID NUMEROUS, UH, COMMUNITY FORUMS WITH OUR, UH, DIFFERENT, UH, WITH NAACP. WE DID ONE AT TRINITY. UH, THE MAYOR PARTICIPATED NOW ONE WITH ME. UM, AND THEN JUST EVERY TIME SOMEONE CALLED AND ASKED US TO DO SOMETHING WE ANSWERED, UH, WE THOUGHT IT WAS IMPORTANT TO MAKE SURE THAT WE PARTICIPATED AND WE WERE TRANSPARENT AND WE DEMONSTRATED EVERYTHING WITH OUR COMMUNITY. HERE'S THE FIRST YEAR THAT WE COMPLETED AN INTERNAL AFFAIRS REPORT, UH, IN YOUR, IN YOUR BOOKS, YOU HAVE A COMPLETE COPY OF THE REPORT. UH, WHAT YOU'LL SEE IN THERE IS THAT IN 2020, OUR OFFICERS RESPONDED TO OVER 19,000 CALLS FOR SERVICE, AND THEY ALSO CONDUCTED 8,000 TRAFFIC STOPS OUT OF THOSE CLOSE TO 28,000 INCIDENTS. WE HAD 13 COMPLAINTS FROM OUR CITIZENS IN ADDITION TO 13 COMPLAINTS FROM OUR CITIZENS, OUR SUPERVISORS AND OFFICERS INITIATED 19 COMPLAINTS ON OUR SELVES. A LOT OF THOSE ARE LISTED OUT HERE. ALL OF THEM ARE LISTED OUT HERE AND WHAT TYPE OF COMPLAINT IT IS AND WHAT THE OUTCOME OF THAT COMPLAINT WAS INSIDE THE INTERNAL AFFAIRS REPORT THAT YOU HAVE A COPY OF. IT ALSO BREAKS IT DOWN BY WHETHER THAT COMPLAINT WAS INTERNAL OR EXTERNAL. AND THEN IT GIVES SOME CONTEXT TO SOME OF THOSE THINGS, SAME THING WITH USE OF FORCE, SAME TYPES OF, UH, INCIDENTS THAT WE HAD THERE. WE DO A REPORT. YOU HAVE A COMPLETE REPORT IN YOUR BOOK THAT HAS, UH, A REVIEW OF THIS ENTIRE, UH, REPORT. AND WE BREAK IT DOWN BY THE TYPES OF FORCE THAT WE USE AND THE EFFECTIVENESS OF THAT USE OF FORCE. NOW, EVERY USE OF FORCE THAT WE USE AS REVIEWED BY A SUPERVISOR ALL THE WAY UP TO THE ASSISTANT CHIEF, AND IF THERE'S INJURY OR IT'S A DOG BITE, IT COMES TO MY DESK AS WELL. SO EVERYTHING IS REVIEWED ALL THE WAY UP THE CHAIN OF COMMAND. OKAY. IN ADDITION, THIS THREAT OF DEADLY FORCE, THIS IS AN ADDITIONAL THING THAT WE DO IN CEDAR HERO THAT MANY AGENCIES DON'T DO WHEN WE HAVE A THREAT OF FORCE. THAT MEANS THAT OFFICER DREW THEIR FIREARM, THE FACT THAT THEY DREW THEIR FIREARM, INITIATE A REVIEW AS WELL, TO MAKE SURE THAT IT WAS APPROPRIATE. UH, IT'S NOT CONSIDERED A USE OF FORCE BECAUSE IT'S NOT, BUT WE TREAT IT LIKE ONE AND RE WE REVIEW IT LIKE ONE, OKAY, TRANSPARENCY, LIKE I SAID, UH, IN THE REPORT THAT YOU GUYS HAVE, YOU'RE GOING TO HAVE OUR FIRST, UH, EVER INTERNAL AFFAIRS REPORT. UM, WE HAVE OUR RACIAL PROFILING REPORT USE OF FORCE REPORT, OUR PURSUIT REPORT. UH, EVERY REPORT THAT WE HAVE IS NOW AVAILABLE TO OUR COMMUNITY ON OUR WEBSITE. UM, AND SO THE OTHER THINGS THAT WE'RE DOING TO INCREASE TRANSPARENCY IS WE HAVE AN INCREASED SOCIAL MEDIA PRESENCE. IN MANY CASES, BY THE TIME OFFICERS GET THERE, THERE IS NO MORE RISK TO THE PUBLIC, BUT IN SOME CASES WE HAVE SOMEBODY THAT IS AT LARGE, AND WE WANT TO MAKE SURE THAT WE KEEP OUR COMMUNITY INFORMED ABOUT WHAT'S GOING ON. AND THEN THE LAST THING WE HAVE IS OUR CRIME MAPPING TOOL ON OUR CITY WEBSITE, YOU CAN CLICK ON THE CRIME MAPPING TOOL AND IT'LL GIVE YOU A SNAPSHOT OF ALL THE CRIMES THAT ARE BEEN REPORTED IN THE CITY. AND IT GOES BACK SIX MONTHS. UM, AND YOU CAN PUT IN A TIMEFRAME, YOU CAN ACTUALLY TYPE IN YOUR ADDRESS, UH, AND ASK FOR IT TO SET UP AN ALERT, AND IT WILL SEND YOU A TEXT OR EMAIL. ANYTIME THERE'S A CRIME THAT'S REPORTED WITHIN A CERTAIN VICINITY OF YOUR HOME ADDRESS DURING THE COVID-19 PANDEMIC, WE HAD TO ADJUST MANY OF OUR PROTOCOLS. AND ONE OF THE THINGS THAT, UH, WE'RE DOING, AND WE'RE WE'VE BEEN DOING IS 24 HOUR SECURITY AT THE ELLIS DAVIS CENTER.
