WE'LL BEGIN THE MEETING WITH A IMPLICATION AND THEN FOLLOWED BY A, UH, UH, LED BY OUR MAYOR.

HE GRADUATED FROM TEXAS A AND M UNIVERSITY IN SOUTHERN METHODIST UNIVERSITY WITH ENGINEERING DEGREES AND HAD FABULOUS CAREERS IN TELECOMMUNICATION AREA.

BUT IN 2001, GOD MADE IT VERY CLEAR THAT SHE NEEDED TO BE IN THE MINISTRY.

SO SHE LEFT HER CAREER AND INTO SOMEBODY WHO HAD PERKINS SCHOOL AT THE ODDITY AT SMU DURING THE BAD TIMES, SHE WAS PRESIDENT OF THE STUDENT BODY GRADUATED TOP OF HER CLASS AND SERVED AS AN ASSOCIATE PASTOR AT LEVERS LANE UNIT UNITED METHODIST CHURCH IN DALLAS, UH, TO FAST FORWARD, UH, SINCE, UH, COMING TO SECRET HERE.

AND KEVIN HAS FALLEN IN LOVE WITH THIS AMAZING COMMUNITY.

CEDAR HILL IS A BEAUTIFUL AREA AND THE PEOPLE IN THIS COMMUNITY ARE SOME OF THE MOST GENEROUS, LOVING FOLKS EVER.

THE FACT THAT THE CITY GOVERNMENT HAS FOUND A, A FOUNDATION OF PRAYER AND TRUSTING IN GOD'S GUIDANCE MAKES A HUGE DIFFERENCE.

KEVIN IS HONORED TO SERVE THE LORD IN THIS WONDERFUL LOCATION.

I THINK IT'S VERY IMPORTANT THAT WHOEVER COMES TO DO AN INVOCATION, UH, TO US, THAT WE SHOULD KNOW A LITTLE BIT ABOUT THEIR BACKGROUND, UH, BEFORE THEY, UH, BLESSED US WITH A FEW WORDS.

SO JUST WANTED TO GIVE A LITTLE BACKGROUND ABOUT YOU.

YOU'VE PROVIDED US WITH EVERYTHING THAT WE HAVE, ALL THE BLESSINGS AND LORD YOU'VE ALSO CALLED US TO BE GOOD STEWARDS OF ALL THAT WE HAVE, WHETHER IT'S OUR OWN LIVES, WHETHER IT'S CARING FOR OUR FAMILIES ARE HELPING OUR COMMUNITY OR ARE SUPPORTING OUR, OUR NATION AND THE WORLD.

LORD YOU'VE EXPECTED US TO DO WELL WITH WHAT YOU HAVE GIVEN US, WHERE ARE YOUR HANDS AND FEET IN THIS WORLD? AND SO I PRAY THAT WE MIGHT ALWAYS BE WATCHING OUT FOR OTHERS, ESPECIALLY THOSE WHO ARE OPPRESSED OR THOSE WHO ARE GOING THROUGH DIFFICULT TIMES.

LORD, WE LIFT UP THOSE WHO ARE STRUGGLING WITH HEALTH OR GRIEF OR RELATIONSHIP TROUBLES OR FINANCIAL DIFFICULTIES OR WHATEVER IT MIGHT BE.

AND LORD, I PRAY THAT THOSE OF US WHO HAVE A VOICE MIGHT MAKE SURE THAT WE'RE ALWAYS SPEAKING UP FOR THOSE WHO CAN'T SPEAK FOR THEMSELVES.

AND SO AS LEADERS AND REPRESENTATIVES AND THOSE WHO COME TOGETHER, LORD GIVE US WISDOM AND GUIDANCE IN ALL THAT WE DO.

OR DID YOU BUILD THE CITY ON FAITH AND PRAYER? AND WE CELEBRATE THE FACT THAT OUR GOVERNMENT AND OUR LEADERS PAY ATTENTION TO THAT, THAT OUR MAYOR AND CITY COUNCIL MEMBERS, UH, ARE FOCUSED ON PRAYER AND FAITH.

AND FOR ALL OF OUR LEADERS THAT WE TURN TO YOU.

SO PARTICULARLY FOR THIS MEETING TONIGHT, LORD, I LIFT UP EACH ONE WHO COMES FORWARD, WHETHER IT'S SOMEONE GIVING A PRESENTATION OR RECEIVING A AWARD, OR ARE TALKING ABOUT THINGS IN OUR COMMUNITY, MAY IT BE DONE IN A COMMUNITY AND A SPIRIT OF LOVE, GIVE US ALL WISDOM AND GUIDANCE.

AND THIS WILL BE PRESENTED FROM OUR COUNCIL MEMBER, DAN EIGHT.

OKAY, THANK YOU, MAYOR.

NO, I THINK THIS PROCLAMATION, UM, KIND OF INDICATES, YOU KNOW, WE'RE IN THE CITY OF CEDAR HILL HAS BEEN AS FAR AS PROTECTING ITS WILDLIFE AND ITS ENVIRONMENT.

UM, SO BEFORE I READ THIS PROCLAMATION, I THINK WE HAVE SOMEBODY TO, TO, UH, PRESENT IT TO SOMEBODY FROM AUTO BOND OR SOMETHING.

BUT, UH, I GOT A LITTLE STORY TO TELL YOU, UH, RELATIVE TO THIS, YOU KNOW, IT WAS ABOUT 20 YEARS AGO WHEN A HILLSIDE VILLAGE WAS TRYING TO BE BORN AND ALL THE CONSTRUCTION WAS GOING ON.

AND THERE WAS THIS, UH, THERE WAS THIS BUSINESS OWNER, A SALON OWNER THAT WAS JUST VERY UPSET WITH REGARDS TO WHAT WAS HAPPENING AND THINGS BEING DONE AND THE TREES BEING TAKEN DOWN AND SO FORTH BECAUSE IT HAPPENED DURING THE SPRING TIME WHEN THERE WAS A LOT OF BIRDS AND THERE WERE BIRDS, NES AND BIRDS WERE FLYING EVERYWHERE AND SHE WAS SO DISTRAUGHT.

AND SO, YOU KNOW, UPSET ABOUT, ABOUT WHAT WAS GOING ON DURING THAT PARTICULAR TIME.

IT JUST SO HAPPENED IN HER CHAIR.

UH, SHE WAS DOING HAIR FOR BACK THEN ONE OF THE, UH, THE CITY, UH, THE CITY SECRETARY.

AND SO SHE HAD MENTIONED THAT TO THE CITY SECRETARY AND SAYS, WELL, WHO DO I CALL? WHAT DO I DO? YOU KNOW, THIS IS TERRIBLE.

ALL THESE, UH, ALL THESE BIRDS ARE BEING DESTROYED AND ALL THIS.

AND SHE SAID, WELL, YOU KNOW, YOU OUGHT TO TALK TO YOUR COUNCIL MEMBER.

SO SHE DID, AND MY WIFE GAVE ME ONE HECK OF A WHAT TO DO AT THE END.

THAT'S A TRUE STORY.

I TELL YOU.

AND SO I WAS HAPPY TO BE ABLE TO DELIVER THIS PROCLAMATION TODAY AND WAS TELLING HER ALL ABOUT THIS.

AND OF COURSE, SHE WENT BACK THROUGH THAT.

SO I THINK THIS IS A GOOD INDICATION OF WHAT WE'VE COME, WHAT WE'VE DONE IN THE LAST 20 YEARS, AS FAR AS TO TRY AND PROTECT OUR WILDLIFE AND OUR ENVIRONMENT.

SO, SO LET ME READ THIS PROCLAMATION.

SO THE PROCLAMATION OF THE OFFICE OF THE MAYOR, WHEREAS EVERY SPRING AND FALL, NEARLY 2 BILLION BIRDS TRAVEL THROUGH THE STATE OF TEXAS.

THIS NUMBER REPRESENTS BETWEEN A QUARTER AND A THIRD OF ALL THE BIRDS MIGRATING TO THE UNITED STATES.

AND WHERE IS IT IMPORTANT TO RECOGNIZE THIS MASSIVE MIGRATION OF BIRDS, UH, OCCURS AT NIGHT? AND WHEREAS THESE BIRDS MUST CONTEND WITH RAPIDLY INCREASING, BUT STILL UNDER RECOGNIZED THREAT, LIGHT POLLUTION.

WELL, I, TO ATTRACTS AND DISORIENTS THESE MIGRATING BIRDS, CONFUSING THEM AND MAKING THEM VULNERABLE TO COLLISIONS WITH BUILDINGS AND OTHER URBAN THREATS, MORE THAN 1 BILLION BIRDS DIE IN A COLLISION WITH BIRDS, WITH BUILDINGS IN THE UNITED STATES ANNUALLY, ACCORDING TO THE LIGHTS OUT OF TEXAS.

AND WHEREAS THE CITY OF CEDAR HILL IS A COMMUNITY THAT CARES ABOUT PROTECTING WILDLIFE AND THE ENVIRONMENT.

AND WHEREAS CEDAR HERE IS JOINING AN INTERNATIONAL LIGHTS OUT EFFORT BY PROPOSING AND IMPLEMENTING A SIMPLE SOLUTION TO PROTECTING BIRDS, TURNING OFF ESSENTIAL LIGHTING DURING CRITICAL MIGRATION PERIODS, TURNING OFF NON-ESSENTIAL LIGHTS, DRAMATICALLY REDUCES HAZARDS TO MIGRATING BIRDS, ALLOWING THEM TO SAFELY PROCEED, UH, WITH THEIR JOURNEY.

AND WHEREAS EACH PASSING SEASON LIGHT POLLUTION CONTINUES TO INCREASE AND MORE BIRDS ARE AT RISK AND RISE.

THE LIGHTS OUT TEXAS IS A STATEWIDE INITIATIVE THAT AIMS TO RAISE AWARENESS OF THIS ISSUE AND IS LED BY THE CORNELL LAB OF ORTHOMOSAIC.

ORTHODOLOGY A DALLAS BASED TEXAS CONSERVATIVE ALLIANCE.

AND FROM OUR FIRST LADY AND FOUNDER OF TEXAS BY NATURE, LAURA BUSH, I WORKED ON THAT, THAT PRONUNCIATION, WHEREAS THE RESIDENTS AND BUSINESSES OWNERS ARE ENCOURAGED TO HELP PROTECT BIRDS BY TURNING OFF ALL NON ESSENTIAL LIGHTING CEDAR DURING THE CRITICAL BIRD MIGRATION PERIOD, WHICH IS BETWEEN 11:00 PM AND 6:00 AM FROM APRIL 19TH THROUGH MAY 7TH, 2021.

AND WHEREAS AUTISM IS OFTEN ACCOMPANIED BY MEDICAL CONDITIONS THAT IMPACT QUALITY OF LIFE.

AND WHEREAS A COMPREHENSIVE COLLABORATIVE APPROACH WILL HELP TO ADVANCE RESEARCH, PROVIDING A BETTER OF THE MANY FORMS OF AUTISM WHILE STRENGTHENING ADVOCACY EFFORTS AND ENSURING ACCESS TO SERVICES AND RESOURCES THROUGHOUT THE LIFESPAN.

UM, UH, TIA TRAFFIC IMPACT ANALYSIS WAS CONDUCTED ON THE PROPERTY WITH A PROPOSED DRIVEWAYS, AND IT WAS FOUND THAT, UH, DIESEL LANE WAS NOT REQUIRED, BUT AFTER TALKING WITH STAFF AND WORKING WITH THEM, WE ALL AGREE THAT A DIESEL LANE WILL IMPROVE THE OVERALL FUNCTION OF THE SITE.

AS FOR THE DRAINAGE EASEMENT.

AGAIN, WORKING WITH STAFF, WE LEARNED THAT THERE IS A FLOODING PROBLEM IN THE AREA SOUTH OF OUR PROPERTY ON THE SCHOOL'S PROPERTY.

AND IT WAS A GOOD COUPLING BETWEEN THE FAST FOOD RESTAURANTS.

AND AS YOU SAID, YOU KNOW, YOU THINKING ABOUT HEALTHIER OPTIONS AND THAT'S WHAT OUR GOAL WAS TO.

SO WE HAVE RESTRICTIONS WITHIN OUR DEVELOPMENT, UH, WITH THE TWO QUICK SERVICE RESTAURANTS THAT WE CAN'T PUT ANOTHER QUICK SERVICE CHICKEN OR SEAFOOD TYPE PLACE.

AND I KNOW SOME OF THE, UH, THE SPECIFIC CHICKEN PLACE ALSO HAS BAKED CHICKEN.

SO THERE'S, I THINK THEY'RE HEARING SOME OF THAT, UH, CALLING AS YOU GUYS ARE MENTIONING AS WELL, BUT THE WHOLE POINT OF THOSE WAS TO GIVE US FLEXIBILITY ON THOSE DRIVE-THROUGHS, WHETHER IT'S, UH, A PHARMACY OR A DRY CLEANERS, OR MAYBE IT IS SOME SORT OF SUBWAY OR JASON'S DELI, WHICH WE'VE SEEN A LOT OF REQUESTS FOR LATELY FOR A DRIVE-THROUGH.

AND SO I THOUGHT THAT WE WOULD JUST TAKE A LITTLE TIME AND KIND OF EXPLAIN HOW THAT PROCESS HAPPENS.

UH, I AM A MEMBER OF THE FIRE ADVISORY BOARD, AND AS I STATED, WE GET TOGETHER WITH OTHER FIRE MARSHALS AND CHIEFS IN THE METROPLEX, AND WE'LL REVIEW SIGNIFICANT CHANGES OF THE FIRE CODE.

LOOK AT MODIFICATIONS AND NEW SECTIONS FROM THE 15TH TO THE 18TH.

AND WE ADOPT THOSE AMENDMENTS THAT WE FEEL SUITABLE FOR THE TRENDS IN NORTH TEXAS AND THE DFW METROPLEX.

SO FROM THE 2018, I'M SORRY, FROM THE 2015 TO THE 2018, THERE ARE ABOUT A HUNDRED AND 101 SIGNIFICANT CHANGES IN THE HIGHLIGHTS TONIGHT.

WE'RE NOT GOING TO GO OVER ALL 100, BUT I THOUGHT I'D TAKE A FEW AND HIGHLIGHT TODAY SUCH AS SCHOOL LOCKING SYSTEMS, OUTDOOR EVENTS, SPRINKLER SYSTEMS, MOBILE REFUELING, INDOOR TRADE SHOWS, OCCUPANCY LOAD INCREASES.

AND SO IN THAT PROCESS OF ADOPTING THE, UH, ORDINANCE, I MEET WITH THE BUILDING OFFICIAL, BECAUSE THERE ARE A COUPLE OF SECTIONS IN THE BUILDING CODE AND THE FIRE CODE THAT HAS, THAT HAVE TO BE EXACTLY THE SAME.

AND I, WE SIT DOWN AND WE HAVE A COUPLE OF MEETINGS, AND I CAN TELL YOU THAT FROM THE 2015 TO THE 18, WE HAD ABSOLUTELY NO CHANGES IN OUR AMENDMENTS.

SOME OF THE LOCAL ORDINANCE ADDITIONS THAT WE PUT IN THERE ARE HYDRANT DISTANCES, HYDRANT STORES, UH, THE STORZ ADAPTERS.

SO THE HYDRANT STORZ ADAPTER IS, UH, UH, ADOPTER ON THE HYDRANT, UH, FOR OUR FIVE INCH HOSES THAT WE CAN DIRECT DIRECT, DIRECT, DIRECT CONNECTION FROM THE FIRE TRUCK HOSE TO THE HYDRANT WITHOUT HAVING AN ADAPTER.

AND, UH, I THINK PUBLIC WORKS DIRECTOR, UH, FOR LISTENING TO SOME OF OUR SUGGESTIONS.

WE'RE STARTING TO SEE NEW HYDRANTS WITH THOSE ADAPTERS ALREADY ATTACHED ON THEM.

AND ALSO THEY HAVE SOME MODEST BOX REQUIREMENTS.

AS YOU CAN SEE OUR CITY, A SURVEY CITY COVID ADOPTION COMPARISON.

THERE ARE ONLY FOUR OTHER CITIES THAT HAVE ALREADY ADOPTED THE TWO, 2018 IFC.

THIS FIRST CODE SECTION, I WAS SO EXCITED TO HAVE A, UH, CONVENTION CENTER BUILT HERE IN CEDAR HILL.

SO FROM THIS SECTION, UM, OPERATIONAL PERMITS WERE REQUIRED, A SAFETY PLAN FOR OUTDOOR GATHERINGS AND ALSO CROWD MANAGERS.

THE, UH, REQUIREMENT FOR CROP CROP MANAGERS CAME FROM THIS SECTION AS WELL.

IT ACTUALLY, IT WAS IMPLEMENTED IN THIS SECTION.

I DON'T KNOW IF YOU ALL REMEMBER A FEW YEARS AGO, WE HAD THE ESPN GAME AT THE HIGH SCHOOL.

AND SO WE HAD TO, UH, IMPLEMENT CROWD MANAGERS JUST FOR THAT GAME, BECAUSE IT WAS OCCUPANCY LOAD WAS SO HIGH THAT WE NEEDED MORE PEOPLE TO HELP OUT WITH CROWD MANAGEMENT, SECTION 1103 0.5 0.1, FIRE SPRINKLERS IN EXISTING EIGHT TO EIGHT OCCUPANCIES.

THESE ARE THE OCCUPANCIES ARE RESTAURANTS, BANQUET HALLS, UH, PLACES WHERE THEY SERVE ALCOHOL, WHERE THE OCCUPANT LEVEL IS OVER 300.

SO IN CEDAR CITY OF CEDAR HILL, THERE WAS NO IMPACT TO ANY OF OUR EXISTING OCCUPANCIES.

AND ALSO JUST TO POINT OUT, THIS SECTION CAME FROM THE STATION NIGHTCLUB.

I DON'T KNOW IF YOU ALL REMEMBER RHODE ISLAND TRAGEDY THAT HAPPENED SEVERAL YEARS AGO.

HEY, SEXY 1.2 0.2 AND 10, 10.1 0.4 FOR LOCKING ARRANGEMENTS AND EDUCATIONAL OCCUPANCIES.

WELL, THE FEELING OPERATIONS, YOU MAY START SEEING, UH, MOBILE FUELING TRUCKS IN THE, IN OUR CITY, UH, THEY'RE ALREADY IN THE METROPLEX AND THIS SECTION GIVES GUIDELINES ON HOW THOSE COMPANIES CAN OPERATE IN CITIES.

MOST IMPORTANT THING IS THAT THEY HAVE TO BE 25 FEET AWAY FROM A STRUCTURE APPENDIX M HIGH RISE BUILDINGS TO BE A RETROACTIVE.

SO ALL AROUND THE METROPLEX, THERE ARE QUITE A FEW HIGH RISE BUILDINGS AND HIGH RISE BUILDINGS OR BUILDINGS THAT ARE 55 FEET AND HIGHER.

UM, WHEREAS WHERE WERE BUILT DURING THE TIMES WHERE A SPEAKER SPRINKLE SPRINKLERS WERE NOT REQUIRED IN THE BUILDINGS, THIS, UH, CODE SECTION, UH, MANDATES THAT THOSE BUILDINGS HAVE TO BE SPRINKLED AND THEY'RE GIVEN A 12 YEAR COMPLIANCE SCHEDULE.

UH, LUCKILY WE HAVE

NO ONE SPRINKLED HIGH RISE BUILDINGS HERE IN CEDAR HILL, BUT I JUST WANTED TO POINT THAT OUT.

AND LASTLY, APPENDIX X, UH, INSTANCES A NEW SECTION, AND IT ALSO ADDRESSES INDOOR TRADE SHOWS GOING ALONG WITH, UH, WHENEVER OUR CONVENTION CENTER IS BUILT.

WE HAVE SOME GUIDELINES IN PLACE THAT, UH, MANDATE, UH, THE DISPLAYS FOR VEHICLES, FIREWATCH PERSONNEL DISPLAY ON STORES OF CERTAIN MATERIALS.

AND THAT KIND OF CONCLUDES THE HIGHLIGHTS OF THE SIGNIFICANT, UH, CHANGES TO THE CODE.

UM, THIS NEXT SLIDE A COUPLE OF YEARS AGO, COUNCIL WAS GRACIOUS ENOUGH TO APPROVE, UH, PERMITS PERMIT FEES FOR THE FIRE DEPARTMENT.

CAUSE WE NEVER HAD THAT BEFORE.

AND, UH, SO I JUST WANTED TO HIGHLIGHT A COUPLE OF NEW FEES THAT I LIKE THE COUNCIL TO CONSIDER.

AND THE FIRST ONE WOULD BE A FEE FOR OUR COMMUNITY HOMES, FOSTER CARE IN HOME DAYCARE AND ALSO THE MOBILE REFUELING PERMIT FOR THOSE TRUCKS COMING INTO OUR CITY.

I HAVEN'T SEEN THAT MANY HAVEN'T SEEN ANY YET, BUT, UM, AS THE ECONOMY STARTS TO PICK UP AGAIN FROM COVID AND PEOPLE ARE GOING BACK TO WORK, UH, WE MAY SEE SOME OF THOSE TRUCKS COMING INTO OUR CITY AND THAT'S IT FOR MY PRESENTATION.
