YOU KNOW, IT KINDA MAKES ME REAL HUMBLE BACK HERE AND WATCH THAT, YOU KNOW, ONE OF THE THINGS THAT OUR CITY COUNCIL, OUR MAYOR AND CITY COUNCIL ENJOY DOING, AND THAT IS RECOGNIZING THE PEOPLE THAT DID MAKE A DIFFERENCE IN OUR COMMUNITY, UH, TH THE SURROGATE LEADERS, UM, AND THE DISTINCTIVE CHARACTER THAT THEY DISPLAY.

WE THREE, WE GOT BRENDAN, ISABEL AND CONSTANCE.

SO WHICH ONE IS BRENNAN, AND YOU WANT TO COME UP HERE AND SAY WITH ME, AND WE CAN STAND RIGHT OVER HERE.

AND I'VE GOT MY MASK OFF BECAUSE MY GLASSES WERE FOGGING.

I WOULDN'T BE ABLE TO READ.

SO BURNHAM BEGAN HER SCOUTING ADVENTURE WITH BOY SCOUTS OF AMERICA IN 2017, WHEN SHE JOINED VENTURING CREW SIX 28, SHE'S HELD MANY LEADERSHIP POSITIONS IN ALL THE UNITS.

SHE INVOLVED SHE'S INVOLVED IN INCLUDING SENIOR PATROL LEADER FOR TROOP ADVENTURING CREW PRESIDENT, THE HIGHEST YOUTH LEADERSHIP ROLES IN THOSE UNITS.

MOST RECENTLY, SHE HAS EARNED HER EAGLE RANK.

THE MOST DISTINGUISHED RANK AND SCOUT CAN EARN AN, A TROOP WITH 42 MERIT BADGES EARNED, ACHIEVING THIS RANK, UH, SUMMITS REPLACED AND BOY SCOUTS OF AMERICA.

THAT'S BSA AND HONORABLE CLASS OF FEMALE EAGLE SCOUTS.

BERN IS CURRENTLY A HIGH SCHOOL SENIOR WITH PLANS TO CONTINUE IN SCOUTING AS VENTURE AND AN ADULT LEADER AS SHE CONTINUES HER EDUCATION AND HER ENDEAVORS.

GIVE HER A BIG HAND.

I DUNNO, I WAS, UH, I THINK I WAS JUST DRIVING TO WORK TODAY AND I HEARD SOMETHING ON THE RADIO.

WAS IT AN ANNOUNCED PUBLICLY ON THE RADIO? DID Y'ALL HEAR THAT THE, UH, THESE THREE INDIVIDUALS AS PROBABLY, UM, AND I DON'T KNOW IF THERE'S MORE IN THE NATION OR WHAT IT MADE IT SOUND LIKE TO ME, THEY WERE ONLY THREE FEMALES AND OVER EACH REACHED EAGLE SCOUTS IN THE NATION.

AND I DON'T KNOW, MAYBE IT'S NOT THE NATION.

MAYBE YOU CAN CONFIRM THAT, BUT IT'S IMPRESSIVE TO HAVE WHAT Y'ALL HAVE DONE.

SO WHEN YOU COME UP AND SAY SOMETHING, YOU CAN GIVE ME SOME FEEDBACK ON THAT.

SO I'M A LITTLE BIT ABOUT MS. WALKER HERE HAS ALWAYS EARNED DREAM AND HAS ALWAYS DREAMED OF FOLLOWING HER FATHER'S FOOTSTEPS AND AN EAGLE SCOUT.

SHE IMMEDIATELY JOINED VENTURING AS SOON AS SHE TURNED 14, WHERE SHE SERVED AS VICE PRESIDENT OF CREW SIX 28, AND THEN LATER, ALSO AS HISTORIAN OF CREW FOUR 25, SHE HELPED START TROOP FIVE 20 G VSA.

AND WASN'T AN AUGER.

A MEMBER OF THE VALKYRIE PATROL.

ISABEL HAD DESCRIBED HER ORIGINAL EGO PLANS DUE TO THE COVID RESTRICTIONS AND ULTIMATELY PURSUED A COMPLETELY DIFFERENT PROJECT INSPIRED BY COVID.

SHE COMPLETED HER PROJECT ON TIME THROUGH CREATIVITY AND SHEER DETERMINATION AND PRESENTED 100 EAR SAVERS TO STAFF AT ASSISTANT LIVING FACILITIES IN OUR AREA TO LIGHTEN THE BURDEN OF WEARING MASKS FOR THEIR ENTIRE SHIFTS.

SHE'S A JUNIOR AT CEDAR HILL COLLEGIATE HIGH SCHOOL AND HAS EARNED MEMBERSHIP IN THE NATIONAL HONOR SOCIETY.

PLEASE GIVE MS. WALKER A BIG HAND.

THIRD PARTICIPANT HERE IS CONSTANCE LAMPKIN.

I FEEL REAL GOOD NOW ABOUT AS TIME GOES ON, THESE ARE THE TYPE OF OUR LEADERS IS GOING TO TAKE CARE OF US AND OUR COUNTRY CONSTANT LAMPKIN WAS BORN IN 2001 IN SAI PAN NORTHERN MARIANA ISLANDS.

HER LOVE FOR OUTDOORS BEGAN WITH INDIAN GUIDES AND PROGRESSED INTO GIRL SCOUTS, WATCHING HER BROTHER'S JOURNEY TO EAGLE SCOUT TO GET EAGLE SCOUT.

SHE WAS INSPIRED TO JOIN VENTURING BSA IN 2015, OR SHE DID HER FIRST HIGH ADVENTURE AS A CREW TO PHILMONT SCOUT RANCH FOR CONSTANCE EAGLES PROJECT.

SHE PLANNED DESIGN AND BUILD OUTDOOR DOG BEDS FOR THE TRI-CITY ANIMAL SHELTER.

SHE GRADUATED HIGH SCHOOL IN 2020, AND IS NOW ATTENDING THE UNIVERSITY OF NORTH TEXAS IN DENTON.

SHE PLANS TO SERVE IN THE AIR FORCE AS SHE COMPLETES THE ROTC PROGRAM AND GRADUATES WITH A BS IN CHEMISTRY.

SO THANK YOU FOR BEING AN INSPIRATION TO OUR YOUNGER GENERATIONS.

BERNAN, ISABEL AND CONSTANTS ARE TRULY DESERVE IN THIS MOMENT OF ACCOMPLISHMENT THROUGH THE DISTINCTIVE CHARACTER RECOGNITION PROGRAM, THE ENTIRE COMMUNITY WILL KNOW THE IMPACT OF THEIR EFFORTS.

UM, AND, UM, I WAS ASKED WHETHER WE WERE LIKE THE ONLY THREE IN THE COUNTRY, UM, TO GET EQUAL AND WE ARE NOT, WE ARE A PART OF A VERY LARGE POPULATION OF YOUNG GIRLS ACROSS THE NATION WHO ARE WORKING TO EARN THEIR EAGLE.

SO IT'S VERY EXCITING TO BECOME AN EAGLE, BUT IT'S ALSO VERY EXCITING TO SEE JUST HOW MANY YOUNG GIRLS ARE FOLLOWING IN THE FOOTSTEPS AND BETTER GETTING THE OPPORTUNITIES THAT WE NEVER HAD IN CUB SCOUTS.

AND YOU MAY HEAR ME REFER BACK TO THE LOCAL GOVERNMENT CODE THROUGHOUT MY PRESENTATION, BUT IT'S REALLY THE ULTIMATE GUIDELINE THAT WE USE AS WE'RE WORKING THROUGH THESE PIDS AS, UM, THIS PRETTY MUCH DEFINES WHAT THE LAW IS.

SO THE FIRST SECTION IN THE PID POLICY IS THE PID CREATION PROCESS.

UM, AGAIN, IT PROVIDES GUIDELINES TO ESTABLISH A PIN.

UM, THERE ARE TWO TYPES OF PIDS, UH, MENTIONED IN THE POLICY, THE FIRST ONE BEING THE MAINTENANCE AND OPERATIONS PIN, WHICH IS WHAT OUR FIVE PIDS ARE CURRENTLY, AND THOSE ARE CREATED AND ESTABLISHED OR EXISTING COMMERCIAL AND OR RESIDENTIAL DEVELOPMENTS WITHIN A SPECIFIC GEOGRAPHICALLY DEFINED TAX ASSESSMENT AREA TO PROVIDE SERVICES OR IMPROVEMENTS SUPPLEMENTAL TO THOSE PROVIDED BY THE GOVERNING MUNICIPALITY.

AND THESE TYPES OF BIDS, PIDS ARE MANAGED THROUGH THE NEIGHBORHOOD SERVICES DEPARTMENT.

THE PYD POLICY ALSO MENTIONS DEVELOPMENT PIDS.

WE CURRENTLY DO NOT HAVE ANY DEVELOPMENT PIDS WITHIN THE CITY.

UM, WE COULD, UH, BE ASKED BY A DEVELOPER, UM, IN CREATING ONE AND WE'LL WORK THROUGH THOSE PROCESS AND DO THAT RESEARCH AT THAT TIME.

BUT CURRENTLY WE DO NOT HAVE ANY, UM, IN THE CITY.

THE NEXT SESSION OF THE PYD POLICY IS GENERAL GUIDELINES.

PIDS MUST BE SELF-SUFFICIENT AND FINANCIALLY SELF-SUSTAINING.

SO THEY CANNOT REQUIRE THE CITY TO INCUR ANY KIND OF COSTS WITH A FORMATION FORMATION AND OR THE CREATION OF A PIT.

UM, IT ALSO GIVES GUIDELINES ON LEGAL NOTICES AND PROPERTY DISCLOSURES.

SO IF A PROPERTY IS WITHIN A PUBLIC IMPROVEMENT DISTRICT, THIS INFORMATION IS, UM, GIVEN TO THE, UH, COUNTY APPRAISAL DISTRICT AND IT IS ATTACHED TO THE PARCEL.

SO IF A PROPERTY IS SOLD, THE NEXT BUYER WILL KNOW THAT THIS PROPERTY IS WITHIN A PIN.

IT ALSO GIVES GUIDELINES ON THE TIMELINESS OF PETITION.

UM, IN THERE, IT GIVES A PARAMETER OF SIX MONTHS.

THIS IS REALLY HELPFUL FOR THE NEIGHBORHOODS WHO HAVE A TIMEFRAME AS SHORT TIMEFRAME AS POSSIBLE.

IF THEY TAKE IT OUT TOO LONG, PROPERTY OWNERS SELL THEIR PROPERTY, THEY MOVE, THEN IT'S, YOU KNOW, THEY HAVE THE SIGNATURE OF THE PREVIOUS PROPERTY OWNER THAT IT'S NOT A VERIFIED VALID SIGNATURE.

AND THEN ALSO GIVES GUIDELINES ON CONSTRUCTION PROJECTS.

AND THIS CASE MANY TIMES PITS WILL WORK WITH THE PUBLIC WORKS DEPARTMENT AND FINANCE TO HELP MOVE THEIR PROJECT FORWARD SMOOTHLY WITHIN THE CITY.

UH, THE NEXT SECTION IS THE PIT ADMINISTRATION.

UM, THE FINANCE DEPARTMENT SENDS, UH, EACH PYD THEIR MONTHLY REPORT THROUGH MICROSOFT TEAMS. THIS HAS BEEN A GREAT TOOL TO USE, UM, PROVIDES PURCHASING AND BUDGET TRAINING TO BOARDS, AND THEY PAY ALL THEIR PIT INVOICES AFTER REVIEW AND APPROVAL OF EACH PIN BOARD.

ALSO WITH THE PUBLIC WORKS DEPARTMENT, THEY ASSIST, UH, THESE PENS, UH, WITH THEIR PROJECTS FOR PROVIDING TECHNICAL EXPERTISE ON THE CITY'S CONSTRUCTION CRITERIA AND PROJECT REVIEW PROCESS.

UM, THEY ALSO ASSIST WITH DEVELOPING AGENDAS FOR CITY COUNCIL FOR PROJECT APPROVAL, IF NEEDED.

AND THEY ALSO PROVIDE GUIDANCE ON BEST PRACTICES RELATED TO CONTRACT NEGOTIATION AND SELECTION.

MANY TIMES THEIR PROJECTS ARE IN PUBLIC RIGHT AWAY.

THERE'S A LOT OF THINGS THAT GO WITH DEVELOPING AND PUBLIC RIGHT AWAY.

AND, UH, ROBERT WOODBERRY HAS BEEN A GREAT ASSET FOR THE PIDS ON THESE PROJECTS.

IN ADDITION, THE PLANNING DEPARTMENT ALSO PLAYS A ROLE.

THEY ASSIST WITH THE PROCESS OF A DEVELOPMENT PIT.

IF ONE WAS TO BE PRESENTED TO THE CITY AND THE PLANNING DEPARTMENT, AS WELL AS NEIGHBORHOOD SERVICES WOULD WORK THROUGH THAT.

AND THEY ALSO REVIEW ALL THE PID PROJECT REQUESTS TO ENSURE THEY ARE IN COMPLIANCE WITH ZONING ORDINANCE.

THE CITY SECRETARY'S OFFICE CERTIFIES THE VALIDITY OF A PETITION SUBMITTED FOR CREATION OF A PID.

SO WHEN A NEIGHBORHOOD SUBMITS THEIR PETITION, UM, HIGH POINT FOR EXAMPLE, HAS 2,600 HOMES.

THEY HAD TO HAVE AT LEAST 50% SIGNATURES.

SO THAT'S, YOU KNOW, ROUGHLY OVER 1300 SIGNATURES CITY SECRETARY'S OFFICE GOES THROUGH AND VERIFY THAT EACH SIGNATURE MATCHES THE PROPERTY OWNER ON THE APPRAISAL DISTRICT.

SO THAT'S A VERY TIME-CONSUMING TASK, BUT THEY'RE VERY QUICK AT DOING THAT AS WELL.

AND THEN THEY TRACK ALL THE PID RELATED OPEN RECORDS REQUESTS.

UM, WE ALSO USE THE CITY ATTORNEY QUITE A BIT ON, UM, ALL THEIR AGREEMENTS.

SO THEY REVIEW ALL THE PYD RELATED AGREEMENTS RELATED TO A PIT ESTABLISHMENT.

SO EVEN PRIOR TO THE PID BEING ESTABLISHED, THE REVIEWING ALL THOSE DOCUMENTS, AND ALSO THE CITY ATTORNEY REVIEWS, ALL THE PROJECT RELATED CONTRACTS, AGREEMENTS, AND AGENDA ITEMS, ITEMS. AND THEN FINALLY IN THE PID POLICY ALSO ALLOWS FOR A PID EXPANSION.

SO FOR YOUR, UM, IF THERE IS ALREADY A, AN EXISTING PID DEVELOPER WANTS TO COME IN AND MAYBE BE ABLE TO PHASE ONE OR PHASE TWO OR PHASE THREE, UM, THEY CAN BE THEN INCORPORATED INTO AN EXISTING PID, BUT THAT PROCESS IS STILL VERY SIMILAR TO CREATING A PIN.

THEY HAVE TO HAVE A PETITION THAT HAS TO BE SUBMITTED AND A PUBLIC HEARING IS REQUIRED, UM, FOR THAT.

AND THEN ALSO IF A PIN WOULD WANT TO BE DISSOLVED, A PID MAY BE DISSOLVED AT ANY TIME AFTER WE RECEIVE, UM, THE GOVERNING BODY IS IN RECEIPT, MAJORITY APPROVAL OF OUR PROPERLY COMMITTED, COMPLETED PETITION.

SO FOR A PIT TO BE DISSOLVED REQUIRES THE SAME THING, A PETITION PUBLIC HEARING.

AND THEN, UM, CITY COUNCIL DOES, CAN DECIDE AT THAT TIME TO DISSOLVE A PIN.
