IT IS, UH, AN EXCITING, UH, OPPORTUNITY TO CHANGE THE CALENDAR A LITTLE BIT AND TO LOOK AHEAD AND SPEND A LOT LESS TIME LOOKING BEHIND.

THERE'S A LOT OF EXCITING THINGS AHEAD OF US THIS YEAR.

UH, THIS, UH, AGENDA TONIGHT BEGINS TO SPEAK TO A LOT OF THOSE THINGS WE HAVE TO LOOK FORWARD TO.

UH, WE'D LIKE TO BEGIN WITH JUST A WISHING COUNCILMAN DANIEL, HAYDEN, HAPPY BIRTHDAY TOMORROW.

UH, WE, UH, CELEBRATE, UH, ANOTHER YEAR WITH YOU DANIEL AND, UH, APPRECIATE YOU SPENDING YOUR SERVICE AND TIME WITH THE CITY AGAIN TONIGHT.

UH, GOT A NUMBER OF THINGS TO REPORT.

I'M GOING TO ACTUALLY GO RELATIVELY QUICKLY CAUSE WE HAVE, UH, TWO BRIEFING ITEMS TONIGHT AND THEY'RE A PRETTY IMPORTANT, UH, ONE OF WHICH IS THE PRESENTATION BACK TO YOU OF YOUR GOALS AND OBJECTIVES FOR 2021 AS EXPRESSED DURING THE RETREAT AND THEN THE MEETINGS THAT WE'VE HAD IN PREPARATION, UH, FOR THAT, UH, WE'D LIKE TO ANNOUNCE FROM THE CITY SECRETARY'S OFFICE THAT A CITY COUNCIL CANDIDATE, UH, PACKETS ARE AVAILABLE AND HAVE BEEN AVAILABLE FOR THE PAST SEVERAL WEEKS, UH, FOR THE MAYOR CITY COUNCIL ELECTIONS, UH, PLACE ONE IN PLACE FOR OUR UP THIS YEAR, THE FILING PERIOD BEGINS TO MORROW JANUARY 13TH AND WE'LL RUN THROUGH FRIDAY OF FEBRUARY 12TH AND ELECTION DAY WILL BE SATURDAY, MAY 1ST.

UM, FOR THOSE SEATS, UH, RUNNING OVER A COUPLE OF CALENDAR ITEMS TODAY WAS THE FIRST DAY OF THE 87TH, UH, LEGISLATIVE SESSION, UH, MAYOR TURK KENNEDY USED TO SAY THAT NO MAN, WOMAN OR CHILD WAS SAFE WHILE THE LEGISLATURE IS IN SESSION.

SO WE HAVE, YOU KNOW, A HUNDRED AND A FEW DAYS BEYOND THAT TO, UH, GO THROUGH WHAT THIS NEXT YEAR WILL BRING AS FAR AS THE, UH, WHAT THE LEGISLATURE WILL DO.

UM, AS WE TRADITIONALLY DO, UM, A REWATCH, OUR ADMINISTRATIVE SERVICES DIRECTOR IS WORKING ON A LEGISLATIVE PROGRAM.

WE WILL BRING THAT TO YOU AT OUR NEXT CITY COUNCIL MEETING FOR YOU TO CONSIDER AND THEN ADOPT.

AND THAT WILL BE HOW WE WILL PROVIDE POSITIONS TO OUR LEGISLATIVE DELEGATION FOR THE MANY ISSUES THAT WILL BE TAKING PLACE AND CONSIDER DOWN IN AUSTIN THIS YEAR, A COUPLE OF CALENDAR ITEMS TO BRING UP, UM, MONDAY, JANUARY 18TH, THAT'S NEXT MONDAY CITY OFFICES WILL BE CLOSED AND CELEBRATION OF MARTIN LUTHER KING DAY.

UH, THE LIBRARY WILL BE DOING THEIR TRADITIONAL MARTIN LUTHER KING DAY CELEBRATION.

IT WILL BE A VIRTUAL EVENT.

UH, WE GET INFORMATION BACK OUT TO YOU ON THAT.

IF A RANDOM HERE, I'LL LET HER DO A LITTLE PLUG ON THAT IN A MINUTE.

UH, ALSO AS WE'VE DONE FOR THE PAST SEVERAL YEARS, UH, CITY EMPLOYEES WILL BE SPENDING SOME OF THEIR, UH, TIME OFF PERIOD OUT IN THE COMMUNITY, GOING TO DOING GOOD DEEDS AND HONOR MARTIN LUTHER KING'S LEGACY OF SERVICE.

UH, WE ARE EXPANDING THE TIMEFRAME FOR BEING ABLE TO DO THAT SO THAT THESE ACTIVITIES CAN BE PROPERLY SOCIALLY DISTANCE AND SAFE IN THE ERA OF COVID.

UH, BUT IT'S ONE OF THE THINGS THAT, UH, THE EMPLOYEE GROUP DOES HERE THAT I AM, UH, SUPER GRATEFUL FOR AND LOOKING FORWARD TO AGAIN, UH, TO DOING AND SEEING THE EXPRESSION OF SERVICE, THE CEDAR HILL WHITE, UH, IN OUR CITY, UH, ASSOCIATED WITH THAT OUR PARKS AND RECREATION DEPARTMENT HAS, UH, INITIATED, UM, A, A, A SOCIAL MEDIA CAMPAIGN CALLED OPERATION KINDNESS.

I DON'T KNOW IF YOU'VE SEEN THAT ON THE CITY'S FACEBOOK PAGE OR IN THE VARIOUS SOCIAL MEDIA OUTLETS THAT WE HAVE, THAT'S INVITED THE COMMUNITY TO CELEBRATE WITH US AND GIVING BACK TO EACH OTHER THROUGH RANDOM ACTS OF, UH, RANDOM ACTS OF KINDNESS.

SO I INVITE YOU TO, UH, LOOK AT SOME OF THE, SOME OF THE THINGS THAT ARE BEING DONE ON THOSE PLATFORMS AND THE EXPRESSION OF HOW THIS COMMUNITY DOES TAKE CARE OF EACH OTHER, APPRECIATE PARKS AND REC FOR THAT ACTIVITY.

THAT'S VERY COMPLIMENTARY OF OUR, UH, OUR SERVICE EXPRESSIONS IN THE, UH, IN THE JANUARY MONTH.

UM, WE DO HAVE A SPECIAL MEETING ON JANUARY 25TH.

THAT'S THE FOLLOWING MONDAY AFTER THAT, THERE'LL BE A JOINT SESSION WITH THE PLANNING AND ZONING COMMISSION AND OUR COMPREHENSIVE PLAN COMMITTEE WILL BE AT 6:00 PM.

IT WILL BE VIRTUAL, IT'S ESSENTIALLY A WEBINAR TO BE, TO BEGIN THE KICKOFF OF THE, UH, THE RE RESUMING THE COMPREHENSIVE PLAN PROCESS.

UH, FOR 2021, THE TOPIC IS GOING TO BE THE ECONOMICS OF LAND USE PLANNING.

UH, THAT'S OBVIOUSLY SOMETHING THAT'S A GOOD THING TO BE,

UM, EDUCATED ON AS WE, UH, BEGIN THE PROCESS OF EVALUATING A FUTURE CONCEPTS FOR THE NEW COMP PLAN.

AND THAT WILL BE LED BY KEVIN SHEPPARD AND OUR OWN LASHONDRA STRINGFELLOW DIRECTOR OF PLANNING, UH, THE SAME WEEK ON THURSDAY, UH, UM, JANUARY THE 28TH AT 6:00 PM.

WE WILL, AS WE DO EVERY YEAR, GATHER THE COUNCILS, UH, LEADERSHIP AND ADVISORY TEAM IN TERMS OF ALL OF YOUR BOARDS AND COMMISSIONS, WE WILL GATHER THEM TOGETHER FOR A VIRTUAL EVENT TO LAY OUT THE COUNCIL'S PRIORITIES AND PLANS FOR 21, AND ALSO TO CELEBRATE THEM FOR ALL THE WORK THAT THEY HAVE DONE IN THE PAST YEAR, IN THE PREVIOUS YEARS, AS YOU KNOW, OUR BOARDS AND COMMISSIONS HAVE CONTINUED TO SERVE AND, UH, TO BE ABLE TO KEEP CRACKING AWAY AT YOUR GOALS AND OBJECTIVES ALL THROUGH 2020 AND HAVE DONE SOME REALLY AMAZING WORK UNDER LESS THAN IDEAL CIRCUMSTANCES.

AND, UH, WE DEFINITELY WANT TO CELEBRATE THEIR SERVICE TO COMMUNITY.

UM, TONIGHT WE HAVE A NUMBER, WE HAVE A COUPLE OF, UH, BRIEFING ITEMS. ONE AGAIN, IS TO, UH, PRESENT TO YOU WHAT, UH, OUR DRAFT PRESENTATION OF YOUR GOALS AND OBJECTIVES FOR 2021.

THIS WILL BE THE OBJECTIVES THAT THE STAFF THEN PUTS, UM, ACTION PLANS TOGETHER TO BE ABLE TO ACCOMPLISH.

MANY OF THESE ARE ADDITIONS TO THINGS THAT HAVE BEEN IN THE WORKS FOR A COUPLE OF YEARS, BUT, UM, SOME OF THEM ARE NEW AS WELL.

UH, THE IDEA TONIGHT IS WE'RE GOING TO PRESENT THEM AT THE HIGH LEVEL TO YOU AND THEN ASK FOR YOUR COMMENTS BACK.

AND THEN WE WILL FORMALIZE THOSE IN TIME TO PRESENT TO THE BOARD AND COMMISSION AT THE END OF THE MONTH.

THE SECOND ITEM IS ONE OF THOSE PRIORITIES IN THAT IS THE CONTINUATION OF THE IMPROVEMENTS OF A DOWNTOWN REDEVELOPMENT, INCLUDING STREET IMPROVEMENTS, UH, FOR PHASE ONE AND PHASE TWO, OUR TEAM WILL BE HERE TONIGHT TO GIVE YOU SOME DETAIL ON BOTH OF THOSE ITEMS AND TO PREP AN ITEM THAT IS ON THE AGENDA, WHICH IS, UM, PERMISSION AUTHORIZATION TO GO OUT AND INITIATE A DESIGN CONTRACT FOR PHASE TWO.

UH, BUT BEFORE WE DO ANY OF THAT, I WOULD LIKE TO LET YOU KNOW THAT A LOT OF YOUR PRIORITIES ARE ALREADY IN ACTION.

AND SO ONE OF THOSE IS IN THE AREA OF SENIOR LIVABILITY AND IN ONE OF THE TARGETED OBJECTIVES UNDER THAT PARTICULAR CATEGORY HAS BEEN PROGRAMMING.

AND PART OF THAT, WE DID A 55 PLUS, UM, SURVEY TO OUR RESIDENTS.

AND AS A DIRECT RESULT OF THAT, UM, ONE OF THE FINDINGS WE HAD WAS TO HAVE A ONE-STOP SHOP FOR INFORMATION.

AND SO WITH THAT, WE HAVE DEVELOPED A 55 PLUS WEBSITE.

UM, THIS WEBSITE IS VERY EASY TO FIND OFF THE CITY'S HOMEPAGE.

IT HAS ALL CITY SERVICES OFFERED TO OUR 55 PLUS POPULATION IN ONE LOCATION.

IT ALSO HAS ADDITIONAL LOCAL RESOURCES LIKE TRANSPORTATION, NUTRITIONAL INFORMATION, UM, HOUSING, AND IT'S ALL IN ONE LOCATION.

IN ADDITION, WE ARE IN THE PROCESS OF SETTING UP MONTHLY MEETINGS WITH PARTNERS WHO OFFER SERVICES TO 55 PLUS, AND THAT WILL HELP US WITH OUR CONTENT AS WELL AS MAKE US AWARE OF ANY SERVICES THAT WE COULD, YOU KNOW, MAKE KNOWN, AWARE THAT WE'RE NOT ALREADY AWARE OF.

AND THIS WEBSITE ACTUALLY WENT LIVE TODAY.

UH, NEXT ITEM ON THE BRIEFING AGENDA IS BRIEFING ON CITY COUNCIL, STRATEGIC PRIORITIES.

FIRST, I HAVE TO EXPRESS MY APPRECIATION TO MARIE WATTS, WHO IS THE BEST AROUND AT TRYING TO BRING ORDER TO THE UNIVERSE AND, UH, BEING ABLE TO TAKE A LOT OF DIFFERENT ACTIVITIES AND PRIORITIES AND PUT THEM IN A, UH, AN ORGANIZED FASHION AND TO HELP MAKE SURE THAT THESE THINGS GET DONE.

ALSO USING NEW TECHNOLOGY LIKE MAPPING AND SO FORTH, TO ALSO BE IN THEIR HANDS TO, UM, TO HELP WORK WITH THE POLICE DEPARTMENT, TO BE ABLE, UH, TO, UH, BE A COMMUNITY THAT KNOWS WHAT'S GOING ON AND BEING PREPARED TO BE ABLE TO RESPOND TO IT.

IT'S ALSO ONE THAT IS, UH, UH, BASED ON ENSURING THAT THE RESOURCES AND THE INFORMATION THAT THEY NEED AND THE PEOPLE THAT THEY NEED, UH, TO RESPOND TO THEM IN OUR FIRST RESPONDER GROUPS ARE AVAILABLE AND ACCESSIBLE UNDER COMMUNITY PUBLIC SAFETY RELATIONSHIPS.

UM, WE ARE ACCOMPLISHED A BIG GOAL IN TRANSPARENCY THIS LAST YEAR, AND WE'LL CONTINUE IT THIS YEAR WITH LIVE STREAMING, THESE MEETINGS, UM, AND CITIZENS CAN ALSO GO INTO ARCHIVE THEM AND VIEW THEM BY ITEMS. SO A LOT OF ACCESS TO, UM, THE ACTIONS OF THE CITY COUNCIL.

AND THEN FINALLY, WE'LL CONTINUE TO WORK ON DEVELOPING CONTENT THAT IS ENGAGING AND RELEVANT AND THAT OUR CITIZENS WANT TO INTERACT WITH, BUT ALSO EDUCATE THEM ON THE ACTIVITIES OF CEDAR HEALTH AND THEN COMMUNITY ENGAGEMENT AND NEIGHBORHOOD REVITALIZATION.

UM, ONE OF THE TOP PRIORITIES THAT YOU'VE HAD FOR A WHILE IS NEIGHBORHOOD ENGAGEMENT AND LEADERSHIP DEVELOPMENT.

AND THAT REALLY IS THE FOUNDATION OF EVERYTHING THAT WE DO.

ONE NEW THING THIS YEAR THAT WE'VE BEEN WORKING ON, OR SORT OF WAITING ON THE COVID STATUS TO ALLOW US TO HAVE IN-PERSON MEETINGS, BUT TO LAUNCH THE, UM, CITIZEN LEADERSHIP ACADEMY, UM, THAT WILL DEVELOP FUTURE LEADERS AND NEIGHBORHOOD INTEGRITY.

YOU ALL, UH, ADOPTED THE SINGLE FAMILY RENTAL REGISTRATION PROGRAM.

AND THIS YEAR FOCUSES ON IMPLEMENTING THAT WE'VE HAD ALREADY 400, UM, PROPERTY OWNERS REGISTERED FROM JANUARY 1ST UNTIL TODAY.

SO THAT'S UP AND ROLLING.

UM, AND THEN NEIGHBORHOOD EMPOWERMENT.

WE ALWAYS WENT TO HELP NEIGHBORHOODS GET ORGANIZED, UM, AND TAKE THE ORGANIZATION TO THE NEXT LEVEL.

LAST YEAR, YOU COMMITTED, UM, FUNDING FOR ADDITIONAL ADMINISTRATIVE SUPPORT FOR THAT, AND ESPECIALLY FOR PIDS.

AND SO THIS YEAR I'M MORE FOCUSED ON PROVIDING THAT SUPPORT TO THEM SENIOR WITH ABILITY IS ONE OF THE OTHER, UM, MAJOR ITEMS. AND WE ARE WORKING ON IMPLEMENTING THOSE RECOMMENDATIONS FROM YOUR SENIOR FOCUS GROUP, SEAN, THAT TALKED TO YOU ABOUT THE MARKETING AND COMMUNICATIONS COMPONENT OF THAT, BUT WE'RE ALSO FOCUSED ON ADDITIONAL PROGRAMS, UM, BRINGING TO YOU SOME OPTIONS FOR TRANSPORTATION.

UH, MY NAME IS MARIA PENA AND I'M THE SENIOR PLANNER AND I, AS WELL AS THE DIRECTOR OF PUBLIC WORKS, UH, TOM WILL BE PRESENTING TO YOU ALL TODAY.

UH, A DOWNTOWN COMPLETE STREETS UPDATE ON BOTH PHASE ONE AND WHERE WE'RE AT ON PHASE TWO.

SO LAST MONTH, UH, WE DID, UM, UH, BRING TO Y'ALL, UM, THE PLAN, UH, THE UPDATE ON JUST A VERY PRELIMINARY ON WHERE WE'RE AT ON THE STATUS FOR PHASE ONE.

AND WE ALSO, UM, TALK TO YOU ALL ABOUT, UH, THE LAKE MORENO, UH, GROUP APPLICATION FOR THE CON CONDITIONAL USE PERMIT, WHICH YOU ALL DID APPROVED AS WELL AS THE ALISH WALSH APPLICATION FOR THE REZONING REQUEST.

AND ALSO, UH, WE BROUGHT TO YOU ALL, UH, THE REDUCING OF THE PARKING REQUIREMENTS FOR THE OLD TOWN SQUARE, A SUBDISTRICT, WHICH WAS ALSO APPROVED TODAY, TOM AND I WILL BE PROVIDING YOU ALL AN UPDATE ON THE PHASE ONE, AS WELL AS REQUESTING FOR THE APPROVAL OF THE PHASE TWO DESIGN, UM, DESIGN CONTRACT WITH THE CHECKO COOK, UH, AND ALSO TO APPROVE IN MOVING THE CONSTRUCTION OF THE EDC, UH, PARKING LOT INTO THE PHASE ONE CONSTRUCTION.

SO THIS HAS DEFINITELY TAKEN A VILLAGE TO GET THIS PROJECT, UH, MOVING.

AND AT THIS POINT, UH, THE PROJECT HAS TAKEN BOTH THE PRIVATE SECTOR AS WELL AS THE PUBLIC SECTOR TO COME TO THE TABLE, UM, AND MAKE THIS PROJECT HAPPEN AT THIS TIME.

UH, THE CITY ON THE CITY SIDE, IT HAS, UH, DEFINITELY INVOLVED ALMOST ALL CITY DEPARTMENTS, AS WELL AS OUR EDC BOARD, OUR HISTORIC DOWNTOWN ADVISORY BOARD AND OUR PLANNING COMMISSION, UH, THE FRANCHISE UTILITY, UM, COMMUNITY HAS ALSO BEEN A VERY GOOD PARTNER WITH US IN WORKING WITH THE CITY IN PLANNING AND DEVELOPING SOLUTIONS, UH, FOR RELOCATING THE INFRASTRUCTURE.

UM, THAT'S CURRENTLY WITHIN THE STREET RIGHT AWAY, IT'S GOING UNDERGROUND AND OUT OF THE CITIES, UH, RIGHT AWAY.

SO HERE IN THE NEXT COUPLE OF SLIDES, WE'LL BE TALKING ABOUT THE MASTER PLAN AS A WHOLE.

UM, HERE WE HAVE THE MASTER PLAN THAT WAS ADOPTED.

UM, THIS TIME LAST YEAR, THE PLAN DOES PROPOSE WIDER SIDEWALKS, UH, STREETSCAPE ELEMENTS, SUCH AS YOUR SHADE, TREES, LANDSCAPE AREAS, UH, STREET FURNITURE AND WAY FINDING SIGNAGE.

UH, WE'LL HAVE A PROGRAM ON STREET PARKING.

UH, THE PLAN ALSO CALLS FOR CONVERTING, UH, THE HOUSTON STREET PORTION BETWEEN BELTLINE AND CEDAR, UH, CEDAR STREET INTO A LINEAR PARK WITH A DOWNTOWN PATIO SEATING AREA, AS WELL AS A 12 FOOT HIKING BIKE TRAIL, UH, THAT WILL BE ALONG, UM, MAIN STREET WITH THE MASTER PLAN.

UH, THIS PHASING PLAN WAS ALSO APPROVED.

SO PHASE ONE IS THE AREAS THAT ARE SHOWN IN GOLD, WHICH ARE CURRENTLY IN THE DESIGN IS THE ONE THAT, UH, WE'RE FIXING TO BE COMPLETE WITH.

UH, THE PHASE TWO IS THE LIGHT BLUE, UH, COLORED AREAS, WHICH INCLUDES THE HOUSTON STREET SECTION BETWEEN, UH, BELTLINE AND CEDAR STREETS.

UH, THE CEDAR STREET SECTION BETWEEN BROAD AND HOUSTON, AND AS WELL AS THE SOUTHERN PORTION OF BROAD STREET, AND AS WELL AS THE EDC PROPERTY ALONG THE RAILROAD, THE DESIGN CONTRACT FOR THE PHASE TWO, UM, IT'S FOR THOSE AREAS THAT ARE SHOWN IN BLUE, WHICH YOU ALL WILL BE TAKING ACTION ON TONIGHT.

SO THESE NEXT COUPLE OF SLIDES WE'LL BE TALKING ABOUT PHASE ONE IN PARTICULAR, UM, THE AREA HE IS AS SHOWN IN THE OUTLINE, UH, BLUE AREA.

UH, THE PLAN DOES SHOW A 20 FOOT SIDEWALK AND HIDDEN PARKING ALONG THE WEST SIDE WITH BROAD STREET BEING A TWO-WAY STREET AND PARALLEL PARKING AND A 10 FOOT SIDEWALK ON YOU'RE ON THE EAST SIDE

UH, WE HAVE AN EIGHT FOOT SIDEWALK ON THE NORTH SIDE WITH PARALLEL PARKING.

WE'LL HAVE BOTH, UH, HEAD IN PARKING AND PARALLEL PARKING.

UH, THE IMAGE THAT IS SHOWN IN THE BLUE, UM, DOES IT DOES SHOW WHAT THE IMPROVEMENTS WILL LOOK LIKE IF YOU WERE STANDING ON THE SOUTHWEST CORNER OF BROAD AND EITHER LOOKING TOWARDS, UM, THE QUILT SHOP.

UH, SO ONCE WE HAVE THEIR BLESSING, WE'LL BE ABLE TO FINALIZE THE EASTMAN DOCUMENTS, UH, START MEETING WITH THE PROPERTY OWNERS.

UM, AND THEN BY MARCH, MAYBE EARLY APRIL, WE'LL BE HOSTING A VIRTUAL MEETING, UH, WITH THE STAKEHOLDERS, UH, TO UPDATE THEM ON THE STATUS OF PHASE ONE.

SO WE ARE TRACKING TO FINALIZE OUR CONSTRUCTION PLANS FOR PHASE ONE, WHICH WILL ALSO INCLUDE HOPEFULLY THE EDC PARKING LOT, UM, DESIGN.

SO THAT WAY IT WILL BE INCLUDED IN THE PHASE ONE CONSTRUCTION PHASE COUNSEL.

UM, THIS SLIDE YOU PROBABLY REMEMBER FROM DECEMBER'S PRESENTATION, UM, UH, IDENTIFIES OUR STEPS TO ACTUALLY MOVE FORWARD WITH THE CONSTRUCTION OF PHASE ONE.

SO WE'RE LOOKING, AS MARIA MENTIONED, HAVING A MEETING WITH OUR STAKEHOLDERS IN THE APRIL TIMEFRAME, UM, THERE'LL BE SOME, UM, ACTUAL FRANCHISE UTILITIES DOING SOME WORK IN THE RIGHT OF WAYS, UH, BETWEEN, UH, MAY AND JUNE.

AND WE ACTUALLY HAVE SORT OF ATMOS AT CHOMPING AT THE BIT TO GET IN THERE AND DO THEIR WORK RIGHT NOW.

SO WE'RE KIND OF HOLDING THEM BACK UNTIL WE GET SOME MORE INFORMATION ON THAT PHASE, TWO AREA.

UM, WE'RE LOOKING TO BID THE PROJECT OUT IN THE MAY TIMEFRAME AND SEE COUNCIL APPROVAL IN JUNE, AND THEN, UM, MOVE INTO THE CONSTRUCTION PHASE SOMETIME IN THE JULY, AUGUST TIMEFRAME.

UM, AGAIN, THIS WAS AN EXHIBIT THAT I, I SHOWED YOU BEFORE THAT KIND OF SHOWS IN BLUE WHERE THE OVERHEAD STRUCTURES ARE AND, UM, IN PURPLE THERE, UM, WHERE THE NEW INFRASTRUCTURE WHERE WE PLACED UNDERGROUND.

SO, UM, IT DOES REQUIRE A LOT OF COORDINATION WITH THE LAKES MARINO GROUP.

UM, BUT ONE OF THE THINGS, IF YOU NOTICE ON THIS EXHIBIT IS A LOT OF THOSE LINES EXTEND PAST OUR PHASE ONE AREA.

AND SO THERE'S LOT OF RESEARCH THAT'S DONE ON EXACTLY WHERE THE PROPERTY LINES ARE, UM, TYING DOWN WHERE THE BUILDING FRONTS ARE AND, UM, GETTING THAT INFORMATION.

AND THEN THE SECOND THING THAT WE'RE WORKING ON RIGHT NOW IS UTILITY RELOCATION COSTS.

WHEN WE BUILT THE BUDGET, UM, BACK IN JANUARY, ALMOST A YEAR AGO, WE DID INCORPORATE SOME COSTS FOR UTILITY RELOCATIONS THAT WERE GOING TO BE OUTSIDE OF OUR FRANCHISE UTILITIES.

UM, RIGHT NOW ENCORE DOES OWE US THAT COST.

WE DON'T KNOW WHAT THE COST YET IS.

UM, BUT, UM, WE ARE UNDER THE IMPRESSION WE'LL GET THAT NEXT WEEK AND A WEEK FROM NOW.

UM, WE'LL KIND OF SEE IF OUR ASSUMPTIONS ARE CORRECT IN OUR BUDGET.

UM, AND ONE OF THE REASONS FOR US TO CONSIDER MOVING FORWARD WITH, UH, THE DESIGN OF PHASE TWO TONIGHT, UM, AS MARIA SHOWED YOU ON THE SLIDE, THERE ARE A NUMBER OF PROPERTY OWNERS THAT WE'RE DEALING WITH IN PHASE ONE THAT WE'RE ALSO GOING TO HAVE TO DEAL WITH IN PHASE TWO.

AND I THINK IT'S, IT WOULD BE A MORE APPROPRIATE FOR US TO MAKE SURE WE KNOW WHAT WE'RE ASKING FOR WHEN WE COME TO THEM ONE TIME.

UM, WE DON'T WANT TO PIECEMEAL IT.

UM, THEY'RE, THEY'RE GOING TO BE IMPACTED, ESPECIALLY THE BAPTIST CHURCH AND OTHER PROPERTY OWNERS.

SO IF, IF WE HAVE THESE MINT DOCUMENTS AND WE KNOW WHAT WE NEED, UM, I THINK THOSE DISCUSSIONS, UM, WILL BE A LOT EASIER.

UM, THERE WAS SOME, UH, EXCUSE ME, UM, THERE'S A, THE SAM'S DUMPSTER ISSUE, WHICH, UH, WE'LL HAVE TO WORK THAT OUT WITH, UM, NOT ONLY THE TOTAL TRASH COLLECTION FOR DOWNTOWN, BUT HOW WE DEAL WITH, UM, A NEW DUMPSTER LOCATION AND GETTING APPROVAL FOR THAT.

UH, THERE'S A NUMBER OF, I'M GONNA LIST THEM HERE, BUT, UH, THEY SHOULD HAVE LOOKED AT THAT EARLIER ON, SO, SORRY.

UM, BUT AGAIN, THE ENCORE EASEMENTS THAT WE'RE GOING TO NEED FROM THE FRANCHISE UTILITIES, AND THEN LASTLY, THE, THE PARKING LOT, UM, WE THINK WE CAN PUT THE PARKING LOT INTO DESIGN.

IT CAN BE DONE ON THE FRONT END OF THAT DESIGN PRETTY QUICKLY, WHERE WE CAN INCORPORATE THAT DESIGN INTO THE CONSTRUCTION DOCUMENTS, UH, FOR PHASE ONE, UM, UH, KINDA TOUCH ON THE FUNDING.

UH, SO BACK IN A YEAR AGO, WE, UH, YOU APPROVED THE SALE OF $4 MILLION, UH, TO BEGIN THIS PROJECT.

UM, SO WHAT I'VE TRIED TO, WHAT WE'VE TRIED TO CAPTURE HERE IS, UM, THE ANTICIPATED COSTS ON PHASE ONE AND PHASE TWO.

SO FOR THE BAND FUNDING FOR THAT 4 MILLION ON PHASE ONE, THERE WAS $61,000 USE FOR THAT, UH, FOR THE ADDITIONAL SURVEYING COSTS THAT WE NEEDED FOR PHASE ONE, WE ESTIMATE THAT THE CONSTRUCTION COSTS WILL BE ABOUT $1.9 MILLION.

SO ROUGHLY OF THAT 4 MILLION, WE THINK THERE'LL BE ABOUT 2 MILLION, LITTLE OVER $2 MILLION TO FUND PHASE ONE.

UM, IF YOU SHOULD APPROVE PHASE TWO CONTRACT, UM, THAT AMOUNT IS FIVE AND 74,000, AND THEN THE EDC PARKING LOT, THE ACTUAL CONSTRUCTION COSTS WE'RE ANTICIPATING IS AROUND 373.

SO IF YOU ADD ALL THAT UP, UM, IT'S ABOUT $2.9 MILLION.

UM, AGAIN, AS I MENTIONED EARLIER, THE ONE COMPONENT WE RIGHT NOW DON'T KNOW IS THE ADDITIONAL COSTS.

IF ENCORE COMES BACK WITH A ROUGH OR AN ESTIMATE FOR, UM, THEIR COSTS TO PUT THIS INFRASTRUCTURE ON THE GROUND, UM, BUT OF THAT 4 MILLION THAT LEAVES US ABOUT A BALANCE OF A MILLION DOLLARS.

UM, SO THERE IS FUNDING AVAILABLE TO MOVE FORWARD WITH THE DESIGN CONTRACT PHASE TWO, IF THAT'S YOUR DESIRE.

SO THE ACTION, UM, THAT WE'RE GOING TO REQUEST FROM YOU ALL TONIGHT IS TO CONSIDER PHASE TWO DESIGN CONTRACT WITH PACHECO AND THE REGULAR AGENDA, AND THEN ALSO IN DOING SO, UM, AUTHORIZE US TO GO AHEAD AND PROCEED WITH GETTING THE EDC PARKING LOT DESIGNED QUICKLY, AND THEN MOVING THAT INTO THE PHASE ONE CONSTRUCTION CONTRACT.

ONE OF THE QUESTIONS I HAD IS, UM, HAS THERE BEEN ANY KIND OF A STUDY AS TO HOW FAR PEOPLE ARE WILLING TO WALK, UH, IF THEY WANT TO GO TO SAM'S OR ANY OTHER BUSINESSES? UH, I MEAN, UH, TALKING TO HER, BUT THE QUESTION I HAVE IN THE CONCERN I HAVE IS THE EDC PARKING IS, IS KIND OF LIKE THE PLACE FOR, UM, EVERYBODY AT A PARK, BUT THAT SEEMS TO BE QUITE A DISTANCE FROM SOME OF THE SHOPS.

AND I'M WONDERING, UM, IS GOING TO BE VERY LIMITED PARKING IN FRONT OF A SAM'S OR ANY OTHER, OTHER BUSINESS DOWN THAT IT'S, HAS IT BEEN IN A STUDY AS FAR AS HOW LONG PEOPLE OR THE CONSUMER WILLINGNESS TO, TO PARK HERE AND GO TO ONE OF THOSE BUSINESSES? IT'S NOT GOING TO SEEM AS FAR TO WALK TO THE EDC PARKING LOT AND GET TO THEIR DESTINATION BECAUSE AT THE END OF THE DAY, THE, THE, THE, THE WHOLE IDEA IS TO HAVE MORE, UH, IT'S, IT WILL BE PEDESTRIAN FRIENDLY.

SO WE'RE GOING TO HAVE LIGHTING, WE'RE GOING TO HAVE STREETSCAPE.

IT'S GOING TO FEEL MORE COMFORTABLE FOR THE PEOPLE TO ACTUALLY WALK FROM, FROM A TO B.

AND RIGHT NOW IT'S REALLY NOT.
